National Night Out draws crowds to the Island KRISTIN SWAIN | SUN

HOLMES BEACH – Hundreds braved the warm weather and came out to city field for the biggest National Night Out the city has ever seen.

The annual event, in its fourth year, drew children and their parents from as close by as Anna Maria Island and as far away as East Bradenton and Sarasota.

Everyone who came out enjoyed lots of fun, food, prizes for adults, big kids and little kids and games.

The best part is that the Island community came together along with a few nearby business owners and representatives to put on the family-friendly event for free.

Dozens of sponsors provided bicycles, toys, skateboards, Kindle Fire tablets, books, games, food, drinks, bounce houses, inflatable slides and other attractions for the event. The Sun provided 30 backpacks packed with school supplies which were given out to elementary age students. All of the donations allowed the Holmes Beach Police Department, serving as coordinator and staff for the event, to not have to charge a penny to the attendees.

Kids splash down into a pool at the end of a giant inflatable waterslide before running back up the stairs to slide down again at National Night Out. The waterslide, one of the most popular attractions in the late afternoon heat, was sponsored by Sato Real Estate.

BRADENTON BEACH – The Florida Department of Transportation (FDOT) has long-term plans to build a roundabout at the Cortez Road and Gulf Drive intersection. But those plans will remain on hold until the touchdown span for the new Cortez Bridge is known.

On Wednesday, Oct. 2, City Engineer Lynn Burnett provided the Bradenton Beach Community Redevelopment Agency (CRA) with a project update.

Burnett said FDOT typically uses a standard-sized footprint when designing a roundabout but has the capacity to design a smaller roundabout.

“They have the ability to do a smaller footprint that doesn’t meet their DOT design standards. Because of the unique nature of the barrier island, they are going to redo their PDE (Project Development and Environment study) based on that footprint and reassess what right of way needs would be involved,” Burnett said.

Officials hope for Spring Lake recovery A full update on the condition of Spring Lake is expected at the Oct. 8 commission meeting.

HOLMES BEACH – Spring Lake may still have some brown water for now, but newly appointed Director of Development Services Eran Wasserman is hopeful that continuing to aerate the lake will result in clean, clear water soon.

Wasserman said that he is observing the lake visually every day and providing updates to city commissioners. What he’s looking for in these observations is water clarity, fish kills, if there’s any odor and how strong the order is, if present.

Also, he is working with representatives from Aquatic Systems to determine what the best way forward is to monitor the water quality in Spring Lake. During a September meeting, commissioners instructed him to work with City Engineer Lynn Burnett and Aquatic Systems representatives to develop a comprehensive recovery plan for the lake.

“What we see is a tremendous improvement,” Wasserman said. “There

The fish kill that took place over the weekend of Sept. 20-22 Wasserman said was the worst that residents could have expected to happen. Now that it’s over and there are a few fish jumping in the lake, he said the focus is on getting the water clear.

Since it’s been almost two weeks since a fish kill was observed in the lake, Wasserman said he would be recommending to city commissioners to go from running the newly installed

aeration system overnight to running it 24 hours a day to speed up the oxygenation process for the toxic water lurking on the bottom of the lake. After speaking with a representative from the Florida Department of Environmental Protection, he said he doesn’t believe there was anything more that could’ve been done to prevent the fish kill in September and that they’re on the best course of action to help clean up the lake. Though he did add that he’s open to considering any additional ideas to help clear the lake water, if it’s

a method that would be approved by FDEP and if it can logistically be applied to Spring Lake.

“We are monitoring this, we do see improvement, but it’s unlikely to see a rapid improvement in water quality due to the fact that we are dealing with the lake and organic matter that was accumulated over there for the past 50 years or so,” he said. “So, this is where we are right now. So, all in all we see a positive improvement and we are going to monitor this with our specialists that eventually will come up and will figure out whether there is an improvement and whether the aeration system works.”

He added that among experts the aeration system is the best way to deal with the toxicity levels in Spring Lake. A contract for water testing with Aquatic Systems is expected to be presented to commissioners at a future meeting.

In the meantime, Wasserman did address two concerns from residents, one concerning the WaStop valve that prevents tidal waters from traveling from grand canal to Spring Lake via an outflow pipe and the second regarding the infiltration trenches surrounding the lake.

Commission adopts bridge opposition resolution

BRADENTON BEACH – City Commissioners still oppose the Florida Department of Transportation’s (FDOT) decision to replace the Cortez Bridge drawbridge with a 65-foot high fixed-span bridge.

The bridge design decision contained in FDOT’s Project Development and Environment (PD&E) study was presented to the Sarasota/Manatee Metropolitan Planning Organization in April 2018.

On Thursday, Oct. 3, the City Commission adopted a city resolution that reiterates the commission’s continued opposition to the fixed-span bridge.

The resolution is a follow-up to a letter the commission previously sent to FDOT. “The city commission of the city of Bradenton Beach supports FDOT and its efforts to reconstruct the Cortez Bridge; however, the commission is opposed to the installation of a highspan bridge that will adversely impact historical buildings, property rights of its local citizenry and businesses and change the character and ambiance of Anna Maria Island, Bradenton Beach and the historic village of Cortez,” the adopted resolution says.

The resolution authorizes Mayor John Chappie to pursue alternative bridge designs by working with FDOT, the Island Transportation Planning Organization, the cities of Anna Maria and Holmes Beach, the Manatee County Commission and lobbyist David Ramba.

The resolution directs City Clerk Terri Sanclemente to send copies to FDOT and any other agencies requested by the commission.

“This is one of our last efforts to try and sway the decision of what type of bridge we would prefer here in Bradenton Beach and the village of Cortez. Over the years, we’ve been consistent about our opposition,” Chappie told the commission.

Chappie expressed particular concerns about a fixed-span bridge’s impact on the adjacent Bridgeport condominiums and the village of Cortez.

Vice Mayor Jake Spooner said. “It doesn’t hurt to try,” he said of the resolution.

Spooner said he understands FDOT’s bridge design decision was based on cost savings, but he still questions it.

“I think it would be worthwhile for DOT to spend the extra money to keep this community the way it is. A midspan or a 45-foot drawbridge would probably be a lot better for this area,” Spooner said.

Commissioner Marilyn Maro said, “A lot of people do not want that great big bridge. We’re so blessed to have this Island. We’re so blessed to have Cortez. We don’t want to lose this.

That’s my opinion and I think it’s a lot of other peoples’ opinion too.”

Commissioner Randy White owns two bungalows adjacent to the west end of Cortez Road. Participating by telephone, White said the resolution was a great idea, and he asked if the village of Cortez is voicing its opposition.

Chappie noted the village of Cortez is located in unincorporated Manatee County and is represented by the Manatee County Commission.

“The majority of the County Commission are in favor of the high bridge – except for Commissioner (Carol) Whitmore, who is really fighting hard for the Island residents on this particular issue,” Chappie said.

To date, FDOT has not given any indication that it plans to reconsider its bridge design decision.

FDOT STUDY

A 21-foot high drawbridge and a 45-foot high mid-level drawbridge were originally included in FDOT’s PD&E study, but those two options were eliminated after the first public meeting.

The study said a 21-foot high drawbridge would provide no relief in terms of bridge openings and a 45-foot drawbridge would reduce bridge openings by 50 percent.

After those two options were eliminated, a 35-foot high drawbridge was added to the study as a compromise alternative.

According to the study, a 35-foot high drawbridge would cut bridge openings by 33 percent and maintain a lower bridge profile. A 65-foot fixedspan bridge would create no traffic delays due to bridge openings and allow 98.9 percent of the boats using those waters to pass below it.

The study says a 35-foot high drawbridge would cost an estimated $95.76 million to build and a 65-foot fixedspan bridge would cost an estimated $72.17 million. The fixed-span bridge would save $23.9 million in design and construction costs and $8.4 million in operation and maintenance costs, according to the study.

Early duck hunting season revives concerns

PERICO ISLAND – The early duck hunting season – nine days that ended Sept. 29 – revived concerns about the safety and peace of mind of residents in densely-populated Perico Island developments.

“One day, I noticed gunshots by Perico Apartments and Perico Bay Club to my west,” Perico Island resident Tom Hughes said. “There’s not a heck of a lot of space between my building and the water,” where hunters often are concealed.

“It’s makes me a little nervous,” he said.

When Hughes lived in the Adirondacks, people sometimes were killed in hunting accidents, he recalled, adding that a friend’s dog was shot and killed by a bear hunter.

“I never hike during hunting season,” he said. “It’s perilous.”

Hiking is the main draw at Perico Preserve on Perico Bayou, Neal Preserve on the Intracoastal Waterway and Robinson Preserve on the Manatee River and Palma Sola Bay. Nearby residents, including

Hughes, complained last year to county commissioners that shotgun blasts at the preserves wake them at dawn, disturb their sunsets and upset

people who have seen dead ducks fall from the sky.

The county’s environmental officials who oversee the preserves

have no law enforcement powers to regulate hunting, according to Charlie Hunsicker, director of the Manatee County Parks and Natural Resources Department. Florida Fish and Wildlife Conservation Commission (FWC), Manatee County Sheriff ’s Office and Bradenton Police Department officers told Hunsicker’s staff and The Sun last season that they can do nothing to stop legal hunting at the preserves, even at Perico Preserve, designed to attract bird nesting.

Hunsicker suggests that hunters use Duette Preserve, a preserve that allows hunting in less-populated east Manatee County. Hunters say ducks don’t frequent Duette, preferring Perico, Neal and Robinson preserves, which are bordered by water.

“As they continue to develop this little area, out of necessity, if you’re going to be hunting, you’re going to be hunting closer and closer to human habitations,” Hughes said. “In the not-too-distant future, it’s going to be problematic.”

The next open duck season is Nov. 23 through Dec. 1, followed by Dec. 7 through Jan. 26, according to the FWC.

Bridge vote surprises I was very surprised to read in the newspaper last week that Holmes Beach Commissioner Jim Kihm did not vote to support a resolution for a lower height on the new Cortez Bridge instead of the higher one recommended.

The article said he didn’t have

enough information. Really?

His vote against the resolution may have stopped any reconsideration by the state. Holmes Beach is the largest city on the Island and has the most voters. The vote was not unanimous, and, trust me, that matters.

This county commissioner cannot move forward with that vote. I am speaking on as one of your Island representatives on the county

commission, as a 51-year Island resident, as a seven-year Holmes Beach City Commissioner and as an eight-and-a-half-year Holmes Beach mayor.

Ask Jim to reconsider his vote and ask his friends that support him to convince him to reconsider.

Perry said folks need to wait until the signs are installed before using the post office for general parking purposes.

BRADENTON BEACH – After-hours and weekend parking will soon be allowed in the post office parking lot.

The general parking allowance will not take effect until signs are posted that state the hours of operation for general public parking. City Attorney Ricinda Perry said this could take up to two weeks.

The parking agreement also allows the CRA and the city to use the parking lot for special events and markets.

With the support of the City Commission, the Community Redevelopment Agency (CRA) is entering into a joint parking lot use agreement with the United States Postal Service (USPS). The Miami Beachbased Fryd Family Partnership owns the post office property at 116 Bridge Street.

According to Perry, Postmaster Clyde Chapelle agreed to the proposed terms on Sept. 26.

The agreement includes conditions that protect the Postal Service’s parking rights during regular business operations, during the high-volume holiday season and if the employee parking lot behind the post office building becomes flooded or unusable.

The agreement states the CRA and the city shall continuously and without interruption grant the Postal Service the ex-

clusive use of a minimum of three parking spaces at all times. Those three spaces will be segregated from the general public parking by signage or visual enhancements.

Questions on the ballot in Holmes Beach There will be eight questions on the ballot for voters to check yes or no on in November.

HOLMES BEACH – City voters will have a lot more decisions to make with their votes in November other than choosing which of the four commission candidates to elect to the city commission dais.

There will be eight questions on the ballot in November. Each question was developed by members of the city’s Charter Review Commission and, if approved, will alter the city’s charter, a document outlining how the city should operate and goals for the future. Each question is answered by the choice of a simple yes or no.

THE PROPOSED CHARTER AMENDMENTS ARE:

• Consolidating the legal description of the city located in Charter Article II into one legal description.

• Adding language to Article III to further restrict the use of cityowned or controlled property to require an ordinance approved by both a super majority vote of the city commission and a referendum placed on a general election ballot to sell, vacate, convey, transfer or abandon city-owned real property and rights of way.

• Amend Article III to add language to the charter to allow city commissioners to vote on budget amendments by resolution rather than ordinance provided that funds are already appropriated and the amendment doesn’t exceed $100,000.

• Delete the specific reference in Article IV that establishes charter officers in city government and requires city commissioners to concur on the termination of a department head.

• Clarify the scope and responsibilities of the city treasurer in Article VI to exclude the preparation of audited financial statements.

The city’s annual audited financial statements are currently prepared by an independent CPA.

• Delete Article IX – Building and Public Works Department from the charter entirely, removing it as a charter-required department and preventing future building officials from being placed in a charter position.

• Remove Article X – Human Resources from the charter entirely.

This would remove the human resources specialist position from the list of city charter positions.

• Transfer some of the city clerk’s election duties to the Manatee County Supervisor of Elections, specifically the filing of notice of candidacy for elected officials and the mayor. If approved, this would require candidates for elected offices to apply directly with the Manatee County Supervisor of Elections Office rather than with the city clerk at Holmes Beach City Hall.

City commissioners recently passed an ordinance that moved some of the city clerk’s election duties to the Supervisor of Elections Office, however voters need to agree on the measure in order to change it in the city charter.

Holmes Beach voters will go to the polls Nov. 5.

Holmes Beach hires second lobbyist

HOLMES BEACH – Holmes Beach city leaders will have two lobbyists on the city’s side in the coming 2020 state legislative session.

Commissioners voted unanimously Sept. 24 to accept a new contract with Tallahassee law firm Dean, Mead and Dunbar for attorney Cari Roth to continue serving as the city’s lobbyist for the 2020 Florida legislative session, arguing against vacation rentals and loss of home rule.

The contract approved by commissioners allows for $4,000 to be paid each month from September 1, 2019, to June 30, 2020, and for a payment of an additional $8,000 in the event that the lobbyist needs to advocate with the governor to veto harmful legislation.

The second lobbyist representing Holmes Beach for the 2020 legislative session will help go after appropriations funding for city projects. Attorney David Ramba will represent the city in both strategy and implementation in appealing to state lawmakers for appropriations funds. The proposal approved by commissioners Sept. 10 allows for Ramba’s law firm’s representation at $225 per hour capped at a total of $10,000.

The 2020 legislative session begins Jan. 14, 2020.

Floating dock temporarily closed The connection points for the pier gangway and floating dock must be redesigned and strengthened.

BRADENTON BEACH – The new floating day dock was closed on Friday, Oct. 4, and will remain closed until repairs are made to the gangway that provides access to the historic Bridge Street Pier.

According to Public Works Director Tom Woodard, Mayor John Chappie ordered the dock closed on Friday due to concerns about the connection points between the metal gangway and the floating dock.

“My guys noticed the connection was

weak,” Woodard said.

Woodard notified Police Chief and pier team facilitator Sam Speciale about the safety concerns. Speciale then contacted the Hecker Construction Company, the firm that recently installed the pre-manufactured dock sections.

“We were told by Hecker the connection was not part of the installation contract, and they connected it the best they could,” Woodard said.

“The gangway is pulling away from the pier and is not safe, so I called Delta Engineering to come evaluate it and engineer the proper connection. They found deficiencies and felt it should be closed until it is properly installed,” Woodard said.

“I should have the plan by Tuesday (Oct. 8) and we will get it fixed as soon as possible. This is a priority because that dock

Woodard was referencing the lengthy delays that plagued the two-year dock replacement project completed in early August.

Unrelated to the newly-discovered connection concerns, the Bradenton Beach Community Redevelopment Agency (CRA) recently authorized a $2,295 expenditure for the installation of safety railings and dock ladders on the new dock.

After the repairs are made to the gangway connection, safety railings will soon be installed around the landing area where the gangway connects to the dock. The railings will prevent someone using a wheelchair, baby stroller or other wheeled device on the sloped ramp from overshooting the landing and falling in the water.

Safety railings will only be installed on that portion of the dock and will not line the entire dock. Two dock ladders also will be installed.

Roundabout lights needed repair Two malfunctioning lights on the west side Gulf Drive roundabout were expected to be repaired this week.

BRADENTON BEACH – Four solar powered lights along Gulf Drive were not working last week and were in need of repair or replacement.

When contacted on Sunday, Oct. 6, Public Works Director Tom Woodard said a technician from Care Electric was scheduled to inspect and, hopefully, repair the malfunctioning lights on Monday.

Two of the malfunctioning lights were located on the west side of the Gulf Drive/ Bridge Street roundabout, near the Moose lodge. A third was located near the Sandcas-

tle condominiums, and a fourth was located near the Circle K convenience store.

During the Oct. 2 Community Redevelopment Agency meeting, CRA member and vice mayor Jake Spooner expressed concerns about pedestrian safety after dark at that heavily travelled roundabout intersection.

“It’s pitch-black on the west side of the circle right now,” Spooner said.

Woodard said his staff tested the lights and determined the LED lighting elements and the batteries were working properly. He said the problem appeared to be the electronic motherboards, which he and his staff do not have the expertise to repair.

Spooner asked Woodard if functioning light fixtures located elsewhere in the CRA district could be unbolted and relocated to the roundabout to alleviate the immediate lighting concerns.

Woodard expressed additional concerns about creating unintended liability exposure for the city by removing functioning lights and intentionally diminishing the existing

lighting in those areas.

Spooner said the darkened areas along Gulf Drive presented liability concerns. He also questioned whether it makes more sense in the long run to spend the extra money to replace the lighting fixtures instead of repairing them.

The CRA members discussed whether CRA funds or the city’s general fund would be used to pay for the lighting repairs or replacements. City Attorney Ricinda Perry said CRA funds could be used to develop an enhanced lighting plan for the CRA district, but she opposed using CRA funds to repair or replace four malfunctioning light fixtures.

Although the CRA and the city government work in unison and often share overlapping concerns, the two government entities operate with separate funds and separate annual budgets. And state law places some restrictions on how CRA funds are spent.

Fall Festival a spooky affair

ANNA MARIA – This Saturday, Oct. 12,will mark a fun Fall Festival fundraiser for Anna Maria Elementary School’s PTO. Students will dress up for a judged Halloween costume contest and gather at Anna Maria City Pier Park at 9:30 a.m. Prizes will be awarded for the best girl and boy costumes in each grade at 9:45 a.m. Then, the kids will march behind their class banners to The Center for the festival, which begins at 10 a.m. and ends at 2 p.m.

Outside on the sports field kids will play games, and a haunted house will be set up inside The Center.

Wristbands for unlimited games and activities, excluding the haunted house, will cost $15 for the first child with a $5 discount for each additional child in that family. The wristbands will also include five additional tickets (not valid for the haunted house) to be used for food or drinks. The haunted house will cost one $3 ticket (two tickets cost $5).

Each year the event takes months to plan and dozens of sponsors and volunteers to pull off. City staff gets in on the fun, volunteering for the event, along with some of the city’s elected officials. Commissioner Carol Soustek helped the grill team from Waste Pro hand out hot dogs and chips while Commissioner Jim Kihm walked the field to check on volunteers.

Commissioner Pat Morton even took a turn in the dunk tank where he was dropped into the water by City Treasurer Lori Hill. Hill and City Clerk Stacey Johnston helped hand out prizes at the park’s pavilion, which also served as a DJ booth for Code Compliance Officer James Thomas. Code Compliance Officer Nate Brown taught some of the kids new dance moves with the electric slide while volunteer Denise Johnson read to the children and showed them a few dance moves of her own.

“We want to thank all of our donors, sponsors and volunteers,” Chief Bill Tokajer said during the National Night Out festivities. “This is a great event for the community.”

National Night Out is a nation-wide program to provide an evening of fun for families and help community members not only become closer with each other but also have a healthy relationship with local law enforcement.

Center board discusses financials, plans for future Despite starting the new fiscal year during slow season, The Center is still on solid financial footing.

ANNA MARIA – The Center of Anna Maria Island’s board members are planning for the coming season and coming up with new ways to generate donations while also helping the community.

Though Executive Director Chris Culhane said The Center’s 2019-20 budget is still being tweaked, board treasurer Christine Hicks provided an update on the nonprofit’s financials, presenting the year-to-date numbers for the first two months of the fiscal year.

The Center’s fiscal year began July 1.

Financials were presented for numbers through the end of August. September financials are not yet available.

Closing out August, The Center’s financials showed a net ordinary income loss of $97,341 and a net income loss of $51,706. While the numbers might seem a bit alarming at first, The Center did

close out the 2018-19 fiscal year June 30 with positive net income and net ordinary income, the income after program income and direct program costs.

The Center ended the 2018-19 fiscal year with $166,222 in net ordinary income and $91,479, leaving the nonprofit in a positive financial state, despite early losses in the new fiscal year.

Board Chair David Zaccagnino said that The Center is fully staffed and that the board budgeted for the early fiscal year losses due to the typically slow late summer months on the Island. Culhane said that he’s not concerned about the nonprofit’s finances and feels that the gains from the previous fiscal year will carry The Center through the lean months to the high season when more events take place and part-time residents return to Anna Maria Island.

In the meantime, Development Director Jim McDaniel has been working on a go green initiative to help better the community and generate funds for The Center.

One way is the giving reef initiative.

For a $50 minimum donation, community members can obtain a mini-reef or fish crib that can be placed in the water

near private docks. Mini-reefs can filter up to 30,000 gallons of water a day, helping to reduce the effects of red tide.

The mini-reefs are expected to be available at The Center Nov. 16.

Another initiative is for donors to come look around The Center and pick what they want to donate to from a list of available items or projects. Sample projects include a piece of equipment for the fitness center, needed items for a youth program or to The Center’s annual fund.

The third way McDaniel planned is for donors to help fund The Center’s scholarship program for lower income households. While some households are already available to receive a discount or fee-free childcare or membership, McDaniel said he hopes to extend that program to all Island employees and offer a 30% discount in the future, but the funds need to be available to offer the program.

The final way that community members can go green with The Center is to join the green promise by

The Center also is going green on its campus by installing LED lights around the building and on the field. A composting program also is getting ready to begin in the coming weeks.

Capital improvements at The Center include a remodel of the upstairs bathrooms adjacent to the fitness center and the replacement of one of the building’s 14 air conditioning units. Culhane said the units are about 12 years old and will all need to be replaced over the next few years. A quote provided to The Center from Air & Energy to replace the one unit servicing the kitchen listed the total cost as $11,085.

Burnett said FDOT officials decided it didn’t make sense to do a throwaway roundabout now when they could wait a couple years to design a roundabout based on the known bridge dimensions.

“That was their recommendation, which I fully support. It doesn’t make sense to start a two-year construct project and wreak havoc on this Island just to turn around and do it again,” Burnett said.

Burnett said FDOT officials might look at minor operational improvements to help address safety and congestion concerns at that intersection in the meantime.

“I want the public to know there’s going to be a lot of input from our residents and visitors here,” CRA member John Chappie said of the roundabout design process.

“I also have talked to our police chief with regards to a roundabout, and he has some concerns. Our police department needs to be part of this conversation. They are fully aware of the issues that have come up in Clearwater,” Chappie said.

When it opened in 1999, the Clearwater Beach roundabout originally included an elevated fountain that was later removed because it obstructed drivers’ vision and contributed to ac-

cidents. Over the years, that roundabout has been modified to improve traffic flow and enhance pedestrian safety.

CURRENT REALITIES

Chappie acknowledged the realities of living on a popular barrier island.

“No matter what you design and put in there, there’s going to be times – mostly during season or holidays – when it’s not going to be able to handle the capacity.

So, there’s always going to be backup. With their PDE, they’ll be able to determine through their data what design has less backup during the high peak times,” Chappie said.

CRA chair Ralph Cole shared similar sentiments.

“Everybody wants to fix a traffic problem – make it wider, make it bigger. We’ve only got a five-pound sack here, so we can only stick so many potatoes in it. Drive out to Lakewood Ranch at rush hour, and you’re in six lanes of traffic sitting there at a five-minute stoplight. The more accessible you make it, the more people are going to come,” Cole said.

“You almost have to accept the fact that you live on a barrier island. Everybody wants to come to it. Get used to it. Plan your time of attack when you go into town.

SPRING LAKE: Recovery hopeful FROM PAGE 3

Wasserman said that the WaStop valve is still in place, but that Spring Lake receives tidal waters through two other smaller pipes coming into the lake. He said that the seawall where the WaStop valve is located is compromised, causing a safety hazard with accessing the valve. He said that he doesn’t know how many gallons of water come and go with the tides in the lake.

“This lake at this time is not completely sealed from the bay,” he said.

To address resident concerns that the stormwater infiltration trenches around the lake are harming the lake water, Wasserman said it’s untrue.

The infiltration trenches were de-

signed to capture stormwater runoff from the homes surrounding the lake. During a Sept. 24 commission meeting, one resident said that the trenches were having the opposite effect, filling with water and pushing stormwater and sediment into the lake.

Wasserman said that the concerns were unfounded and that he provided a letter to city officials stating that the type of infiltration trenches installed capture the pollutants that might otherwise find their way into the lake.

Another update on the condition of Spring Lake is expected at the Oct. 8 commission meeting, after press time for The Sun.

PARKING: Agreement reached FROM PAGE 8

patrons of Bridge Street and the CRA district street and to provide a safe alternative to driving under the influence when needed,” Perry said later in the week.

“This parking allowance is not intended for employee parking, and if during the trial period it’s determined the parking lot has become an overnight parking area for vacation rental and hotel guests, the agreement may be terminated,” Perry said.

The agreement requires the CRA to repair and maintain the parking lot, and the CRA is responsible for any damages.

The CRA must also provide additional CRA-funded policing for the post office property. During last week’s CRA

meeting, Perry said the additional policing was Chapelle’s main concern.

“If the parking lot is not properly policed and maintained by the city and the CRA, the postal service can terminate the agreement,” Perry said later in the week.

“The 90-day trial period will give the city, the CRA and the postal service time to evaluate and address any complications and challenges that may arise from creating this much-needed parking facility in Bradenton Beach,” Perry said.

The parking agreement is scheduled to terminate on Dec. 31, 2030 and is contingent on the postal service maintaining the lease for that property. The agreement provides for three five-year renewals.

We are back. Vacation was nice, but back to business. We here at Anna Maria Charters have been focused inshore, as the winds this week have been pretty aggressive. The redfish bite has been great.

Using live shiners freelined is the ticket. Fishing against the mangroves on a high tide works well. As we slide further into fall, I can only assume that it will get a bit better!

Snook fishing is great as well. We enjoy finding bigger fish on the Gulf side. With the east wind, it’s pretty slicked out over there as well. These fish congregate on the beaches and the reefs before and after they head to the reefs to spawn.

Lastly, if you’re looking to fill a cooler, the mangrove snapper and Spanish mackerel bite is great.

Any local structures or docks will hold mangs. They seem to be pretty descent size lately. With the clear water, we’ve been downsizing our leader size to fool them. Deep flats, hard bottom areas and reefs are loaded with Spanish right now. Super speedy on light tackle, they make nice tacos too. Good luck out there.

Bortie Too holds fifth place

Still in fifth place in a field of 13 in the 12th Annual Tour de Turtles marathon, loggerhead sea turtle Bortie Too seems content to meander in the Caribbean. The female turtle was satellite-tagged and released on Coquina Beach on June 21 after laying the first of two nests this season on Anna Maria Island. She has logged 775 miles since the race began on Aug. 1. The annual event is part of the Sea Turtle Conservancy’s research project tracking the migration of satellitetagged turtles released from beaches in Florida, Costa Rica, Panama and Nevis.

ANNA MARIA ISLAND - With three weeks left in turtle nesting and hatching season, sea turtles have set a nesting record, with 544 nests so far, beating the previous record set in 2018 of 534.

But another record is nothing to celebrate.

More disorientations – 59 – have happened this year than ever before, Anna Maria Island Turtle Watch Director Suzi Fox said.

The reason? In most cases, it’s lighting that does not comply with federal, state or local laws.

Turtles, both adults and hatchlings, can lose their way back to the Gulf of Mexico when distracted by outdoor – and indoor – lights from beachfront buildings, parking lot lights, car headlights, street lights, cell phone lights, flashlights and other light sources, including sky glow, a general lightening of the sky from a combination of lights.

Hatchling statistics are even more grim. One nest with between two and 10 hatchlings was disoriented, 15 nests with between 11 and 50 hatchlings were disoriented and 34 nests with more than 50 hatchlings were disoriented.

The disorientations were worst in Holmes Beach, with Anna Maria having 10, Bradenton Beach having 21 and Holmes Beach having 28.

Most disoriented hatchlings from just north of 80th Street in Holmes Beach crawled south as far as 10 blocks due to lights, Fox said, with some turning onto streets with lights at the end of the streets. Some lights are on beachfront properties, she said.

Fox has purchased a meter to measure sky glow for next season, which she hopes will break another record – no disorientations.

Real estate market disruption

In a world where technology has remade everything from your morning coffee to tracking your investments, the real estate market has remained very old school.

Reams of paperwork are the norm and interaction with local real estate professionals is the custom in most markets around the country. It wasn’t that many years ago when local real estate associations opened up multiple listing access to consumers, making practically everyone an informed expert. If availability of multiple listing properties to everyone was a big step, wait till you see what’s coming down the road. iBuyer computer platforms have been gradually immersing themselves in the real estate market, offering buyers and sellers practically on the spot gratification. Then we have startups which are offering people with good income, but not so good credit, a way to get into a home. Divvy Homes buys homes then rents the homes to their clients so they can have a place to live, pay rent and build equity towards eventual ownership. This is an idea that has its roots in the real estate industry known as rent with an option to buy which was a private contract between two parties. It worked for many buyers and sellers in the pre tech world, especially for difficult to sell properties.

Now Divvy and others like Flyhomes are offering high tech plans to fill a need aimed at first time buyers who are probably already renters. Its not uncommon for first time buyers to be faced with student loan

debt and little or no savings while they’re getting their careers up and running.

Divvy’s plan is to charge monthly rent with about 20 percent of the monthly payment going toward equity to buy the property. The monthly rent is higher than what the going rate for a similar rental would be, but equity is being built. Naturally, Divvy maks most of its money from the rent paid.

Flyhomes offers a full service brokerage, buys the homes for cash giving its clients an edge and then underwrites the potential mortgage. Naturally there are fees attached to this as well as traditional real estate brokerage commissions.

Ask five different real estate agents what your home is worth, and you’ll get five completely different answers. Ask an algorithm what your home is worth and you’ll at least get one answer, which may or may not be correct. No matter how you feel about technology getting involved in real estate, we can all agree that it’s definitely a disruption.

Bill Lee Krokroskia Bill Lee Krokroskia passed away unexpectedly on July 14, 2019. In accordance with his belief that we are one with nature, he was returned to the earth by his wife, children and dearest friends, Jodi Rawlings and Jim and Donna Fetters, in a natural burial at River View Cemetery in Portland, Ore. He is survived by his wife of 30 years, Julie Krokroskia; loving children Dawn Michelle Murray (Ron), Billy Krokroskia, Danny Krokroskia and Katie Krokroskia; precious grandchildren Parker, Conner, Tyler and Samantha Murray; sisters Debbie Followell, Fritzene Vadas, and Cheryl Krokroskia; many nieces and nephews, including Capt. James Vadas and Jackie Flores (Alex) whom he cherished. He lost his own parents much too young, but was a loving and devoted son-in-law to Julie’s mother, Nancy West Wheeler, whom he called Mom, and was an enthusiastic participant in gatherings of the Wheeler and West clans. The friends and relatives that Bill loved are far too numerous to list because he gave a special piece of his heart to everyone that was part of his life.

Bill was born in Picher, Okla., on Jan. 4, 1947. He was a graduate of Purdue University and spent his career as an executive with Burroughs and Unisys

Corporation. He took early retirement in 1991 to travel in his RV before settling in Holmes Beach to begin his second career as the Island Computer Guy. His greatest joys were fishing and exploring the country on extended RV trips with family and friends, which became known to those who joined him as Kamping with the Krokroskias and Kin. Many adventures with Bill turned into misadventures, but he always found a way to laugh in the face of adversity. Bill lived life his way, a little outside the box and always with no excuses and no regrets.

A celebration of life will be held in Holmes Beach, Fla., on Saturday, Oct. 12, at 6 p.m. on the 56th Street Beach.

Bill loved the island and often strolled to that beach in time to watch the sun descend into the sea, so please join friends and family for one last sunset in his memory. The family also requests that everyone seek out a little adventure, do something out of your comfort zone, and at some point say, “This one’s for you, Bill!”

Keith and his wife owned the Rhinehardt and Rich Pharmacy on 14th Street West in Bradenton for more than 25 years. It was originally a joint venture with his wife's parents. He and his wife were also owners of Rich's Beach Drugs on Holmes Beach for more than 30 years. Keith had a chemistry degree from Indiana University and a pharmacy degree from the University of Florida. Keith served in the United States Navy. Keith was preceded in death by his wife, Janet, after 65 years of marriage. Also, preceded in death by his brother Marvin Rich. Keith is survived by two dear daughters, Deborah Rich Bovinett, of Bradenton, Jennifer Rich Rehl, of Tampa and three precious grandchildren; Laura D'Angiolillo, of Bradenton, Sarah Rehl and Blake Rehl of Tampa, one great grandson Jayce D'Angiolillo and his brother Nelson Rich. He found the driver’s license was suspended and told her she was under arrest. She said she just got out of jail on a warrant and was told her license was not suspended. She started crying hysterically. The officer drove her to the police station to complete the paperwork. She said she was not feeling well and wanted EMS to check her out. She started talking and said she wanted to kill herself.

The anticipation of 50 minutes of indoor soccer action brought friends, family and league players to The Center of Anna Maria Island to watch the final game of adult indoor soccer season. The game of the night did not disappoint.

After years of no indoor action, Chris Klotz’s Ugly Grouper team came into the night the underdog, but contender nonetheless. Team Progressive Cabinetry, lead by captain Kevin Roman started the game short a player but quickly dominated the game.

The first 13 minutes of play was virtually all going Progressive Cabinetry’s way with three goals scored by Roman along with a goal and assist by Palmetto Elementary School first-grade teacher Jessica Williams.

Ugly Grouper’s Yuri Pereira assisted veterinarian Connor Bystrom with his first of five goals in the game, putting the score to 4-1.

At the 15th minute of play, the tides drastically turned Ugly Grouper’s way.

In a matter of two minutes, Bystrom hit the net twice, with assists by Pereira and Klotz. Olaf Krause found the goal after a strong attack.

The Ugly Grouper effort tied the game 4-4 with less than eight minutes left in the first half of the final game of the season.

Bystrom made the go ahead goal shot with Progressive Cabinetry goal keeper Diego Felipe out of position.

Less than a minute later, Klotz temporarily widened the scoring gap with another strike against Felipe, who had 17 saves in the night.

To start the second half of the game, Klotz made his next goal three minutes after the whistle, putting the score to 5-7.

Klotz made a follow-up run down the court only to be stopped by powerhouse Steve Oelfke for Progressive Cabinetry.

Williams and Roman tied the game back up with consecutive goals at the 30th and 37th minute of play.

Pereira made sure the tie did not last for long with his solo goal of the game.

After strong defensive play by both teams, including backfield attacks by Erin Felipe and James Roadman for Ugly Grouper, the scoring went back and forth until the end of regulation time play.

Goals by Roman and Bystrom ended the game tied 9-9.

As the championship game, ending in a tied score could not happen. A five-minute overtime was implemented.

After five solid minutes of defensive attacks by both sides, the 9-9 score remained on the scoreboard.

Ultimately the indoor soccer champion was named with a shootout. Each team picked their first four shooters to go against Klotz as the keeper for Ugly Grouper and Brayan Felipe for Progressive Cabinetry.

The shootout excitement filled the community center gym, with players and spectators waiting with bated breath for each shot.

Williams was selected by her team to take the first shot of the event. Her successful strike against B. Felipe put the pressure on Krause, the first shooter for Ugly Grouper.

Krause’s solid shot tied up the game once more. Roman’s missed shot open the door for Ugly Grouper to once again take the lead.

Bystrom hit his shot and was followed by a goal by Progressive’s Murat Akay.

B. Felipe stopped the shot of Pereira, but he missed his own penalty kick against Klotz.

Going against Oelfke, Klotz missed his own shot, leading to Oelfke’s failed goal attempt.

With all the pressure on his back, Krause was the sixth shooter for Ugly Grouper looking to end the tie. Krause’s shot hit the net, making the next shot by Williams a life or death shot.

If Progressive’s Williams hit her goal shot, the game returned to a tie score; a miss would give the win to Ugly Grouper.

Despite her efforts, Williams’ shot was stopped by Klotz, ending the championship indoor soccer game with Ugly Grouper as the first titleholders in the sport for a number of years at The Center.
