To understand the matters, the following background is helpful. The San Francisco Superior Court is organized into Departments. The high visibility Housing Court deals with every case relating to any real estate matter. This can include eviction, foreclosure actions, disputes between lenders and owners to name a few. Since May 2019, the Department has been overseen by Judge Charles F. Haines – who has been a judge since 2001. It is not clear how the judges get placed in a given department, but we must assume they must – like in any other job, have some experience. It is our position that Judge Charles F. Haines is corrupt because he does not follow the law. It is not our role to determine why, whether bias, overwork, lack of training or otherwise.
