Speaking to the members during the Virtual organizational meeting of the Eastern Visayas Regional Development Council BP2 Special Committee on September 4, Del Rosario who is also the Cabinet Officer for Regional Development and Security for Eastern Visayas and the Chairperson of the Regional Task Force 8 to End Local Communist Armed Conflict, at the outset, assured the members that the efforts

they put into this work are “aptly placed as this will be the focal point for the development of the Region in the coming years.” To put in proper perspective the value of BP2 and the significance of the Region in the life of the nation as a whole, Del Rosario said that as part of the eastern nautical highway, the region is the “bridge” that connects the islands of Mindanao and Luzon where most of economic progress are happening. This “bridge” must be exceptionally strong to withstand adverse conditions and sustain the flow of goods and services between north and south, Del Rosario said. “Instead of the people in the Region just watching opportunities pass by, this time BP2 will open up opportunities here to strengthen the foundation and structure of the region as a “bridge” that connects the whole nation,” Secretary Del Rosario underscored. He allayed the fears and hesitations on the program especially its timing amid the COVID-19 pandemic and ask them to instead remember that at the core of this program is a noble intention to spark change and development in the far-flung depressed areas. It aims to provide hope to people and communities that wish to see

long-awaited redress to problems such as unemployment, lack of opportunities, and inadequate social services, he added. BP2 is a program that yearns to divert the development focus of the national government from the already-established urban centers in Manila, Cebu, and Davao

BORONGAN CITY -- The Borongan City Task Force to End Local Communist Armed Conflict (TF-ELCAC) on Sunday sailed to Brgy. Pinanag-an, a distant barangay in the Suribao River, to bring a truckload of services through a “Dul-ong Serbisyo” caravan. The activity was led by Mayor Jose Ivan Dayan C. Agda which also ushered a dialogue or pulong-pulong consultation. According to Mayor Agda, the activity aims to bring the government closer to the people. “This Dul-ong Serbisyo” caravan is one of the program of the city government to deliver the basic services to the people in the far-flung barangays by bringing the city government to barangays and to hear the sentiments or the issues and concerns of a particular barangay,” Mayor Agda said. He disclosed that the said activity was conducted with free services like medical and dental consultation, mass wedding, haircut and circumsition. In response to the mandate, other national government agencies attended the said activity such as DTI, DepEd, DENR-PENRO/CENRO, and TESDA which also brought various services of the government. DTI brought information on business entrepreneurship, DepEd talked on free education and psychological first aid to the grade school pupils and relayed the mechanics of distant learning. Capacitating Basey former rebels By: Olive P. Tiu

TACLOBAN CITY -- As they go through their reintegration into the mainstream society, 10 former rebels formally started their livelihood training on September 9, 2020 The training on Welding and Electrical Installation is facilitated by the Basey Municipal Task Force-ELCAC and the Task Force-ELCAC Poverty Reduction, and Livelihood Cluster led by TESDA, in coordination with the 63rd Infantry Battalion of the Philippine Army. Per information from the 63rd Infantry Battalion of the 8th Infantry Division of the Philippine Army, the training included 30 locals as participants to include the former rebels. The 45-day training aims to capacitate the Former Rebels to become productive members of the community as they go about their reintegration in the mainstream society. The Opening Day was attended by Samar TESDA Provincial Director Loretta Banario, Basey Mayor Luz Ponferrada, Basey PESO Mr. Edwin Bajen among others. TESDA usually facilitates trainings

according to the felt need of the clients. The skills the former rebels and the other participants will acquire can be practiced in the community itself and the graduates will have a sure source of livelihood. TESDA provides trainings that aim to help individuals in developing their skills through a rigorous training program that will boost their chances of employability, Director Banario said. Lt. Col. LILOAN, Southern Leyte -- The Department of Agriculture (DA) has delivered some 100 adult female swine intended for livestock projects of 10 farmers’ association at 10 sows per organization under the DA’s Special Area for Agricultural Development (SAAD) program. Forty (40) of the 100 full-grown pigs were unloaded in Barangay Tabugon here last week for the four farmers association in this town, the delivery witnessed by members of the local media. The Liloan recipients were the farmers’ association of barangays Ilag, San Isidro, Anilao, and San Roque, said Jocelyn Cabanas, in-charge of SAAD in the province. “Other municipalities that are recipients of swine production are the two farmers association, per municipality, of Pintuyan, Tomas Oppus, and Malitbog. The rescue operation was conducted by the troops of 93rd Infantry Battalion after local residents complained about the presence of armed men who were conducting illegal activities together with some minors who were evidently forced to join the terrorist group. A 10-minute firefight broke out when government troops encountered about 10 CNTs, a soldier named PFC Nicxon Tomenio paid the ultimate sacrifice while an undetermined wounded CNTs were able to withdrew. DILG assures troops: Nation working as one for peace By: DILG-8

O

n a sunny morning in a hillside camp in Barangay Uguis, Mahaplag, Leyte, about three kilometres from the town center, soldiers of the famed 14th “Avenger” Battalion, veterans of battles with the communist New People’s Army, smartly stood at attention to receive a visitor who brought them glad tidings on the quest for peace. `Their guest on August 24, 2020 was Regional Director Karl Caesar R. Rimando of the Department of the Interior and Local Government (DILG), the agency tasked as secretariat of the Regional Task Force on Ending Local Communist Armed Conflict (RTF-ELCAC). For years, soldiers had worked in far-flung barangays, in the process discovering issues that continued to mire residents in poverty. However the soldiers often lacked the logistics to adequately respond to these issues. This was because they lacked the institutional support coming from other national agencies to address the concerns brought up in their community immersion program. On this day, the assembled soldiers listened as Director Rimando explained how Executive Order 70 issued by President Rodrigo R. Duterte in December 2018, brings the whole government and other sectors together to find solutions to festering issues through a Whole-of-Nation Approach. “EO 70 does away with the old concept of viewing the insurgency as primarily a military problem, but rather

offers a comprehensive solution. If in the past you lacked support to address the issues you discovered in immersion activities in communist-affected barangays, the Retooled Community Support Program (RCSP) now provides the needed mechanism to make government, and the community at large, responsive to problems that fuel the communist insurgency. He informed the troops that while the army and police have been working front and center to promote peace and law enforcement, the other clusters have likewise been working to accomplish their respective mandates. Although the island of Leyte has been declared largely insurgency-free as late, soldiers last year were able to overrun an NPA camp and engaged in firefights with communist rebels in remote mountain barangays of Mahaplag, which borders Sogod town in Southern

With closer coordination among all branches of government, law enforcers have been able to throttle the NPAs to minimal activities such as extortion and harassment, further alienating the public against the communist-terrorists. This area bordering Leyte and Southern Leyte was likewise the site of a major convergence activity last year in nearby Baybay City. The AFP together with LGUs and national agencies held a service delivery event to mark the discovery of NPA mass burial grounds in Inopacan, Leyte who were killed in the 1980s by their own comrades in purges of suspected government spies. After his keynote speech, Director Rimando and Lieutenant Colonel Roberto B. Obaob, 14th IB commanding officer, conferred awards on deserving personnel, toured the camp, planted a tree in the DILG RD’s honor and signed the Memorandum of Agreement on the institutionalization of the Community Development and Resiliency Initiative (CDRI) of the 14th Infantry Battalion. According to the 14th IB, the CDRI “serves as a development arm of the RCSP to facilitate the delivery of basic services, livelihood programs, skills trainings, food production and resiliency programs in order to transform vulnerable communities into self-sufficient and resilient communities.” Director Rimando believes that despite the challenge posed by COVID19 which temporarily diverted government activities, the RTF-70 is on track towards achieving the goal of a just and lasting peace in Eastern Visayas in 2022. he island of Samar is known for its reach forestry, natural resources, with different variety of fruit-bearing trees and plants, root crops and coconut. No matter how rich, its three provinces remain at the bottom half of the country’s less developed provinces. People continue to struggle for their livelihood. There maybe various factors affecting this, but one could be the high insurgence by armed communist groups and communities held under their influence. This is one prevailing national issue that is directly affecting communities in the countryside. Though its success may be measured by the number of surrenderees and communist groups turned down, it is also evident through stories of communities with emerging entrepreneurial groups. The Binato Banana Chips is a fruit of the whole-of-nation approach in poverty reduction through the National Task Force to End Local Communist Armed Conflict (ELCAC). Livelihood was established in one of the under-developed and unreached barangays in Calibiga, Samar. DTI Samar, being part of the Provincial Task Force ELCAC under the Poverty Reduction, Livelihood and Employment Cluster (PRLEC), has intentionally targeted communities in barangays that may be reached through the Negosyo Serbisyo sa Barangay (NSB) Program. BORONGAN CITY -- The Eastern Samar Electric Cooperative (ESAMELCO) bared its different projects to provide a better electricity service in Eastern Samar. With the numerous comments and suggestions to ESAMELCO facebook page to improve their services, ESAMELCO responded positively by enumerating various projects that will provide a better and sufficient supply of electricity. ESAMELCO General Manager, Atty Jose Michael Edwin Amancio, said that a 5MVA Balangiga Substation construction has been going on since March 2020. This substation will provide lesser power interruption. This is because Lawaan and other nearby municipalities can connect directly to the Balangiga substation, he added. Regular drone inspection of power lines from Balangiga to Lawaan are also being done to identify if there are damaged insulators that may cause power interruption.

The linemen also do regular line vegetation clearing and change of insulators when needed. ESAMELCO also asked NGCP to finish the looping of the Sta. Rita to Quinapontan 69kV transmission line. The project was delayed due to the re-routing of some posts because the line traverses the Lawaan National High School. With its completion, Sta. Rita to Quinapondan line will be used as an alternative line when there is a problem with the Buray-Taft 69kV line. Meanwhile in the ESAMELCO North Area, (from Taft to Jipapad/Maslog) a 2MW Diesel GenSet is in position in Burak, Oras, Eastern Samar to solve the low voltage problem in the municipalities of Oras, San Policarpo, Artche and Jipapad. ESAMELCO is now waiting for the approval to operate from the Department of Energy (DOE) and the Environment Compliance Certificate from the DENR, said Imelda Ladera, chief of the Institutional Services. “ESAMELCO is gradually doing its best to finish the said projects amidst COVID-19 pandemic to provide a better service to its consumers,” said Amancio. BORONGAN CITY -- The provincial government of Eastern Samar will soon offer government interventions to vulnerable barangays in the province after a needs assessment survey is done this month of September. Gov. Ben Evardone activated the Provincial Poverty Alleviation Team (PPAT) and assigned Engr. Joselito B. Mutia, provincial employment and services office (PESO) manager to head the needs assessment team. The team will do data gathering as this will be the basis in the implementation of appropriate programs, projects, activities and other interventions. Mutia said Gov. Evardone activated the PPAT to assist in the augmentation acts in the Poverty Alleviation and Zero Hunger initiative of the province. The team is responsible for the preparation and implementation of appropriate interventions answering the persistent problems of poverty and hunger throughout the province this time of pandemic and even beyond. He added that some of them are already scheduled for release, while the rest will have to wait until October or November, pending download of the fund. The release of the financial subsidy is through MLhullier Money Transfer, according to Borgueta. BORONGAN CITY -- The Eastern Samar Electric Cooperative (ESAMELCO) explains the reasons why unscheduled power interruptions occur. While institutional population comprises persons who are not members of households such as persons living in military installations, correctional and penal institutions, dormitories of schools and universities, religious institution, hospitals, among others. NAVAL, Biliran -- The Philippine Statistics Authority - Biliran Provincial Office kicks off the 2020 Census of Population and Housing (2020 CPH) on September 1 despite the increasing number of COVID-19 cases in the province. Renavil Cueva, PSA-Biliran chief, disclosed that enumerators and other census personnel have started the 2020 CPH in 99 out of the 132 barangays of the province – all 13 barangays in Almeria; all 11 barangays in Biliran town; 11 in Cabucgayan; 14 in Caibiran; 10 in Culaba; 18 in Kawayan; 8 in Maripipi; and 14 in Naval. CPH in barangays under lockdown status particularly in the capital town of Naval has to be postponed until local officials give clearance and authority to conduct

Interview is preferred to be outdoor, according to Cueva. Census personnel paid courtesy visits on barangay captains and municipal mayors of the concerned areas before the conduct of the interview. With the limited census personnel, Cueva appealed to Biliranons to support their personnel in the conduct of the interview by giving them the needed and accurate data. These data are vital in realizing plans and programs that will aid decision-making of the government as well as its importance to decision-planners, legislators, businessmen, professionals, students, and other data consumers. Respondents in the 2020 CPH are also given four options for the census interview according to their convenience. These are the Paper and Pencil Interview (PAPI), Self-administered Questionnaire (SAQ), Personal Assisted Telephone Interview (PATI), and the ComputerAssisted Web Interview (CAWI), Cueva added. During lockdown in March, the price of goods was a little high because of lack of supply. Fortunately, the increase of price was abated through issuances that ensured non-hampered delivery goods. Vice-Chair Bato emphasized that it is only Kopiko Black that increased in price but the increase is still within the Suggested Retail Price. the region’s Price Statistics and Labor Survey Statistics In her presentation, she emphasized the good news that the Consumer Price Index (CPI) for June 2020 is 126.8, which is lower from May CPI 127.1. This can be translated to inflation rate which decreased to 1.1 percent in June compared to 1.8 percent in May. Director Perante explained that this means the prices of goods and services in June increased but in a lower rate than in the month of May. Further, inflation this month is lower than last year’s inflation in the month of June. The region has the lowest inflation in the country for this month, compared to 2.5 national inflation rate. As to labor statistics, Director Perante emphasized that the regional employment rate in January 2020 of 95.4 percent was reduced to 85.7 percent. The reduction was translated to unemployment rate of 14.3 percent in the month of April, which was only at 4.6 percent in January 2020. Similarly, underemployment rate increased from 16.4 percent in January to 21.8 percent in April. With relevant data at their disposal, the members of the Board weighed-in the necessity of increasing the minimum wage and would release an official statement soon. The Board judiciously considered the potential impact of a minimum wage adjustment at a time when businesses are facing losses and merely trying to survive.
