MAHAPLAG YOUTH AS INFOVOLUNTEERS MAHAPLAG, Leyte -- Thirty-five youth leaders of Mahaplag, Leyte have accepted the challenge of becoming partners of government as information volunteers. The Strategic Communications Cluster of the Regional Task Force 8 - ELCAC through PIA 8 Regional Head Olive Tiu, engaged the youth of Mahaplag, Leyte to become partners in the promotion of right information, dismissing disinformation, promoting their LGUs, and helping achieve sustainable peace and development by becoming information volunteers. Speaking to Mahaplag youth leaders on October 3, the

second day of the three-day Linggo ng Kabataan Youth Leader’s Camp 2020 with the theme, “Kabataang Mahaplaganon, Kauban sa Paglambo, Simbolo sa Kaugmaon” at the Headquarters of the 14IB, Brgy. Uguis, Mahaplag, Leyte, Dir. Tiu explained who are information volunteers, and what information volunteers do. The government, Director Tiu said, reaches out to citizens with accurate information through various platforms such as social media, radio, television, newspapers and info cast. RTF 8 ELCAC vows stronger coordination to attain peace by 2022 By: DILG-8

TACLOBAN CITY -- The Regional Task Force 8 on Ending Local Communist Armed Conflict (RTF 8 -ELCAC) on Friday, October 9 in a hybrid physical and virtual meeting presided by Secretary Eduardo Del Rosario, the Cabinet Officer for Regional Development and Security (CORDS) resolved to heighten agency coordination. This was in view of the Regional Peace and Development Roadmap to attain a just and lasting peace by the year 2022. It was learned that the budget for the target barangays in 2020 was diverted to address the COVID19 pandemic, but that the priority projects have been included in the proposed 2021 ELCAC budget. CORDS Del Rosario informed that the National Task Force has been lobbying for the approval of the 2021 ELCAC

Gov’t to support 8 TF-ELCAC focused barangays in E. Samar town By: Ninfa Barcena-Quirante BORONGAN CITY -- The national government is soon providing interventions and programs to eight Task Force - End Local Communist Armed Conflict (TF-ELCAC) focused barangays of Dolores town. With Dolores 41 barangays, eight of them are listed under the TF ELCAC and are slated for several government interventions. On October 7, Dolores town Mayor Shonny Niño Carpeso was visibly thankful for the promised assistance. Representatives from the different national government agencies met to listen to the Barangay Development Plans of the eight concerned barangays. Carpeso though enumerated some infrastructure projects that the LGU extended to the different barangays. “We just have so much budget from the IRA that we cannot possibly give them all their needs, but through the TF-ELCAC, these barangays will be assured of the needed support from the national government,” said Carpeso. We have provided them infrastructure like concrete roads, waiting shed, water system, street lights and in the livelihood part, we have given them swine dispersal project, Carpeso added. When asked how many kilometers more of access road the town needed, Carpeso said they need some 45 kilometers more to connect the distant sitios and barangays. It is only through the Dolores River that the eight barangays can be reached. These trips require them to sail for three to four hours just to reach the poblacion to deliver their

goods or to obtain some services, the mayor said. Jonathan Capacite, punong barangay of Sta. Cruz said that the only local government structure they have is their barangay hall. “This even needs repair,” he said. The barangay hall, he said serves as day care center, health center, evacuation center all rolled into one. Capacite though is proud that the DILG has given them a water system under the Salintubig project, but he still needs electricity connections for his three distant sitios. Aside from Brgy. Sta Cruz, Dolores barangays included in the eight TF barangays are Aroganga, Buenavista, Caglao-an, Denigpi-an, Rizal, San Isidro and San Roque. Meanwhile, Mayor Carpeso is hopeful that the government interventions to be poured to these eight barangays will make them appreciate the government better. (nbq/PIA 8 E. Samar)

Former Rebels in Leyte receive Livelihood Kits from DTI

By: DTI-8 PALO, Leyte -- A total of 45 Former Rebels (FRs) from the municipalities of San Isidro, Calubian and Tabango, all in Leyte province received Livelihood Kit (Sari-sari Store) from The Department of Trade and Industry. This is the first batch of the 262 rebels that will be given livelihood starter kits by DTI Leyte. The activity was graced by DTI Leyte OIC Provincial Director Araceli D. Larraga, Hon. Remedio B. Veloso, mayor of San Isidro, Leyte and the 93rd Infantry Battalion. In 2019, more than 200 rebels surrendered in San Isidro, Leyte and were commended by President Duterte for cooperating with the government in ending local communist armed conflict through E.O. 70. Through this whole-of-nation approach, the Department of Trade and Industry – Region 8 plays part in providing livelihood opportunities for these FRs. DTI provides entrepreneurial training through the Negosyo Serbisyo sa Barangay and livelihood start up kits under the Pangkabuhayan sa Pagbangon at Ginhawa Program. (DTI-8)

Two young, former rebels call on people not to support underground movement By: Marcelo M. Pedalino

BRGY. CATMON, Silago, Southern Leyte -- Two lady teenagers who are known only as Ka Shane and Ka Emie called on residents attending a recent Serbisyo Caravan here not to give anything to the underground group New People’s Army (NPA), to let them realize they are not supported. “There are many kinds of support, even giving a small can of sardine, and with that they will come back again and again,” said Ka Shane, speaking in a mix of Waray and Cebuano, as she shared her sad story on being away, separated from her parents. She also warned the young people in the audience, saying they are the target of recruitment for the revolution to continue, so parents must always monitor the whereabouts of their children, for they might just vanish without a trace. Ka Emie, for her part, narrated she was promised schooling, but what she learned instead were inputs on threatening their supposed mass base, mostly the uninitiated farmer. “It’s a hard life out there, nothing to eat, cannot take a bath, sleeping in hammock with biting mosquitoes all around, and we were always walking day and night -- without light during nighttime, it’s so dark,” Ka Emie shared, talking in Waray and Cebuano, too. In their 10-minute talk each, the two repeatedly expressed a passionate plea for the citizens to make a definite stand, and that is to reject efforts at destabilizing the government. Aside from the residents of

the host barangay, Catmon, people from the neighboring barangays of Katipunan and Imelda also participated the Serbisyo Caravan and Grand Pulong-Pulong, during which they availed free medical and dental services, among others. About 20 national government agencies, as well as those coming from the province and the municipality, were present, responding to issues raised by the residents in the dialogue. The activity was initiated by the Municipal Task Force - End Local Communist Armed Conflict (MTF-ELCAC) chaired by town Mayor Pacita Almine. In her closing remarks, Mayor Almine pointed out that the day-long activity last September 25 was a very clear showing that the government cares for the people by delivering the services due them, and listening to their concerns. PNP-N. Samar discovers manufacturing site, recovers P2.1-M IED materials By: Ailene N. Diaz CATARMAN, Northern Samar -- The Philippine National Police in Northern Samar discovered an abandoned manufacturing site and recovered around P2.1 million worth of improvised explosive device (IED) on October 2, 2020 at Barangay Burabod, San Antonio, Northern Samar. This is the second recovery at the same place. The first was on September 20, 2020 where they retrieved explosive materials amounting to P3.5 million. Recovered raw materials by the 1st Northern Samar Provincial Mobile Force Company headed by Force Commander PMaj. Edwin Oloan Jr., in coordination with the San Antonio Police Station and the Northern Samar Provincial Explosive Ordnance and Canine Unit, were 915 meters time fuse with an estimated market value of P64,050. Other raw materials were 30 thousand blasting caps with a value of P2 million, 19 pieces wooded molder for blasting caps, nine (9) pieces concrete molder, 10 kilograms of Penta Eryth Tetra Nitrate (PETN), white powder explosive chemical found in detonating cords with an estimated value of P10,000 and other bomb-making paraphernalia. Electricity reaches 2 distant villages in Can-avid By: Ninfa Iluminada B. Quirante BORONGAN CITY -- The Eastern Samar Electric Cooperative, (ESAMELCO) reached the distant barangays of Boco and Balagon in Canavid town last week. The two barangays including Brgy. Pandol (though energized) are the three pilot barangays where the government will pour out interventions as part of the Task Force to End Local Communist Armed Conflict (ELCAC) initiatives. ESAMELCO executives like Danny Azura and Allan Aner led the contingent that sailed for four long hours via the Can-avid River to offer electricity. They conducted an information drive to the potential member-consumer-owners of the only power company in the province. Imelda Ladera, the chief of the Institutional Services Department said that the line construction has been done, only the installation of transformers is lacking along with the line clearing from Brgy. Tula, Paranas, Samar. The line clearing will be done by the two barangays as their counterpart. “By early November or late October, they will be energized, and then they can celebrate Christmas with their Christmas lights,” said Ladera. Ladera added that Can-avid Mayor Gil Norman Germino kept the lines busy from his end to the National Electrification Administration (NEA) to ensure that electricity will reach these barangays. Maasin City prohibits discrimination against medical, nonmedical frontliners DTI-8 celebrates Consumer Month, reminds anew on the rights of consumers By: Gemma T. Tabao

TACLOBAN CITY -- As the country celebrates Consumer Month this October, the Department of Trade and Industry - Region 8 (DTI-8) reminds the public to be aware of the consumer rights and responsibilities, especially during this time of pandemic. This was a call during the “Suruswerte ha PIA” radio program hosted by Regional Director Olive Tiu of the Philippine Information Agency (PIA). With this year’s theme, “Sustainable Consumers in the New Normal,” DTI-8 Consumer Protection Division Chief Eleanor Etulle said the Consumer Welfare Month, celebrated by virtue of Presidential Proclamation No. 1098 series of 1997, is aimed at promoting consumer rights and responsibilities, and at the same time be aware of the issues affecting the consumers. According to Etulle, there are eight consumer rights per Republic Act 7394 otherwise known as the Consumer Act of the Philippines. “These are the right to basic needs, safety, information, choice, representation, redress, consumer education and healthy environment,” she said. Etulle also said that advocacy activities such as webinars and other

information dissemination efforts through different media platforms were among the focus for this year’s celebration. “We have conducted webinars such as tips on how to shop, so that we as consumers will not become victims of scams, particularly as regard to online shopping which is among the trends of the new normal,” she said. Etulle also added that the office is there to inform and assist in the filing of complaints as according to her, it has been observed that complaints have increased lately by almost 90 percent, particularly on online transactions DTI’s division chief also informed that the activities for the Consumer Welfare Month were aligned and are among the contributions to the United Nations Sustainable Development Goal which is Sustainable Consumption and Production. To highlight the celebration, the DTI has launched the E-Comicsmaking Contest for college students revolving on the topics, Consumer Rights and Responsibilities, Sustainable Consumption, E-Commerce, and Consumers in

Cadavos MAASIN CITY -- In an approved ordinance numbered 2020-137, Maasin City prohibits any form of discrimination against medical and non-medical workers as frontliners including barangay officials and employees during this time of public health crisis. Authored by Vice-Mayor Maloney Samaco, the ordinance prohibits any act that causes stigma, shame, humiliation and harassment against the persons mentioned. It stated that whether the “use of social media (online posting), or verbal and written assault discriminating the frontliners including government officials and those who are suspects, probable and confirmed patients of infectious diseases shall be controlled in order not to add further confusion and chaos in the society.” This covers all frontliners which include private and government doctors, nurses and health volunteers and workers, administrative staff, institutional workers (janitors), security personnel and barangay officials and employees who are in their official functions. Biliran island town opens RHU Pharmacy, offers free medicines to indigents By: Rodrigo S. Victoria

MARIPIPI, Biliran -- In an unprecedented move to provide quality and accessible healthcare services especially to the indigents of this island town, a soft opening of the Rural Health Unit (RHU) of Maripipi Pharmacy was held October 14. The initiative of establishing a pharmacy, which is part of the Uswag Six-Point Agenda of Maripipi Mayor Joseph Canonoy Caingcoy, is a partnership with the Maripipi Rural Health Unit, various stakeholders, sponsors, benefactors and donors from both government and private organizations as well as individuals. According to Mayor Caingcoy, the initiative is one of the many firsts of his administration’s Uswag Maripipi Six-Point Agenda which is to provide quality and accessible healthcare services

especially to the indigents or disadvantaged individuals of the island town. “I am very excited for this project as this is the dream of many of our residents who are less fortunate. Now, they will have access to the basic medicines that they need especially in case of emergency without having to worry about the cost,” Mayor Caingcoy said in his message. He added that sometimes, Maripipinhons have to risk their lives in crossing the sea in the middle of the night or day to go to the hospital or buy medicines. “It is definitely a big help for our townspeople,” the first termer local chief executive of the island town emphasized. DOLE-E. Samar grants P520K aid to Oras farmer’s group By: Samuel D. Candido

BORONGAN CITY -- The Department of Labor and Employment – Eastern Samar Field Office (DOLE-ESFO) granted P520,624 livelihood assistance to Dao Rice Farmers Development Association (DARIFADA) on October 6, 2020 in Barangay Dao, Oras, Eastern Samar. According to Engr. Aleksei Ceasar D. Abellar, OIC Chief/DOLE-ESFO said that the proponent which is the Local Government of Oras has a counterpart in the amount of P130,611. The actual assistance granted to this association was P651,235 including the LGU counterpart. The livelihood program aims to improve the living conditions of the low-income families through income-generating projects, strengthen the role of member participation, and to promote collective effort among members towards the development of the community. Abellar said that DARIFADA submitted a project proposal, “Tindahan han mga Parag-uma ha Brgy. Dao (Agrivet Store). The Agrivet Store will sell animal feeds, tools, and farm equipment.” The DOLE-ESFO has facilitated the release of this livelihood program through the DOLE Integrated Livelihood Program (DILP). The livelihood assistance will benefit 55 individual marginalized farmers consisting of self-employed with low income who can hardly provide for their family needs.

Borongan City maintains strict border control to fight COVID-19 By: Ninfa Quirante

BORONGAN CITY -- The City of Borongan takes pride in the implementation of a strict border control through the Public Health and Safety Task Force (PHSTF). The task force implements strict border controls in the two entry points to the city. Borongan City Mayor Jose Ivan Dayan C. Agda attributed the COVID-19 free status of the city to the strict border control as he guested in the Network Briefing News on Friday, October 9, hosted by PCOO Martin Andanar. “Lahat ng tao papasok sa triage for a thorough inspection,” Agda said. He added that with the implementation of the strict border control, the task force can easily record those coming in and that contact tracing goes on smoothly. Marcelino Sumabat, a ranking staff of the City Engineering Office disclosed, adding that the second phase covered the road belt encircling the BIR building facing the sea. The first and second phases of the waterfront landscaping project cost P14 million each, the funds coming from the Department of Budget and Management (DBM), Sumabat said in an interview. “There will be a Phase 3 next year, for another P15 million, and the

whole circumferential area around MCNHS will be developed through landscaping by then,” he added. The garden-themed greenery has attracted young and old alike since it was finished before Christmas last year, the people doing jogging, walking, or Zumba dancing. Even with the imposition of Covid-19 restrictions strollers still find limited time to enjoy the open-air space, mostly early morning before and after sunrise, and during sunset. In its website, the DBM announced that it initiated in 2018 “a unique assistance program that aims to make the country’s cities more livable and sustainable through the development of public open spaces,” an initiative parallel to the Build, Build, Build massive infra development program in close collaboration with LGUs. It said the program supports city governments in creating “breathing space” by enriching open spaces through the establishments of parks and gardens, upgrading streets and waterfronts, and revitalizing plazas. “It will also improve the connectivity and accessibility of spaces by constructing eco-friendly bike lanes and walkways,” the DBM further said. BORONGAN CITY -- Arteche, a 3rd class municipality of Eastern Samar wants to be the egg capital of the north. This, as some 25 farmers from Barangay Campacion received 900 heads of egg-laying machines recently. Funded by the Department of Agriculture/Special Areas for Agricultural Development (SAAD) in coordination with the Eastern Samar Provincial Government, the project aims to produce 200 trays of eggs per week. The project, said Mayor Roland Evardone is worth P2.1-M, this includes feeds for the layers for a good six months. The association counterpart was to construct the housing where the egg-laying machines will be placed. “I feel so excited and happy for them, that despite this pandemic, my people were given a chance, this is a sign of hope for us. Our goal is to be the egg capital of the north,” the youthful mayor said. Previously, residents in Brgy. The 39 contact tracers will be assigned throughout the province to be distributed as follows: one each for the municipalities of Hinundayan, Libagon, Pintuyan, St. Bernard, San Francisco, Anahawan, Bontoc, Limasawa, Padre Burgos, Tomas Oppus, San Juan, San Ricardo and Silago. The City of Maasin will have 10 contact tracers, three for Hinunangan; three for Liloan, 6 for Sogod, and two each for the towns of Malitbog and Macrohon, said DILG LGOO II Blossom Escuyos. Said contact tracers will conduct interviews, profiling, and perform an initial public health risk assessment of COVID-19 cases and their identified close contacts and refer the close contacts to isolation facilities. The menu of PPAs are the following: Farm to Market Roads (FMR) for P1-M each (DA & DPWH); Schools for P3-M each (DEPED); Waterworks and irrigation projects worth P2M each (DILG); Health stations at P1.5-M worth each (DOH); and Reforestation/ National Greening Project worth P1.5-M each (DENR). A total of P1.86-B for 93 barangays is being eyed for allocation to Region 8. Gov. Petilla for his part expressed his gratitude to President Rodrigo R. On the other hand, PBG is a livelihood seeding program that aims to assist individuals or families affected by the COVID-19 pandemic. Duran said that the two packages are assorted groceries worth P5,000 and the other one is assorted barbershop tools and equipment worth P5,000. On October 8, DTI also distributed 316 ‘Negosyo Kits’ in seven municipalities – Lawa-an, Balangiga, Giporlos, Quinapondan, Salcedo, Mercedes, and Guiuan On October 12, DTI will be distributing 153 ‘Negosyo Kits’ in Gen. Mac-Arthur, Hernani, Llorente, Balangkayan, and Maydolong. On October 14, DTI will be distributing 250 ‘Negosyo Kits’ in Borongan City, San-Julian, Sulat, Taft, and Can-avid. The trade and industry development specialist clarified that to be a beneficiary, MSMEs must be registered with the Business Permit and Licensing Office (BPLO) in their municipality and should not have received any amelioration and or any assistance from DOLE and DSWD. Cadavos MAASIN CITY -- Some four municipalities of the province of Southern Leyte were identified as beneficiaries of the Post Haiyan Development Project of the Philippine Red Cross. Chapter Administrator Jonas P. Maco disclosed that these municipalities that were prioritized for the said project are Liloan, Tomas Oppus, Limasawa and Silago. Each municipality has five barangays and five public schools that were identified as recipeints to receive the said project. For Liloan town, barangays Pres. Quezon, Anilao, Magupas, Bahay and Gud-an while Fatima Public School, Cadayunan PS, Estela National High School, Pandam Elementary School and Himayangan NHS are beneficiaries for the school category of the said project. For Tomas Oppus town are the barngays of Tinago, Kawayan, Biasong, Kambiti and San Agustin for the barangay category and Hinapu ES, San Isidro NHS, Carnaga ES, Rizal NHS and Don Agustin NHS for the school category. For the municipality of

Limasawa, barangays listed are Lugsongan, Magallanes, Triana, San Agustin and San Bernardo, while Lugsongan ES, Magallanes ES, Limasawa NHS, San Bernardo ES and Triana ES for public school category. For Silago, recipient barangays are Puntana, Balwagan, Laguma, Salvacion and Poblacion I while for the school category are Catmon, Katipunan ES, Imelda ES, Tubaon and Mercedes NHS. Maco in his presentation said that the Post Haiyan Development Project has three components, namely: Disaster Risk Reduction; Red Cross 143 and Red Cross Youth; and the Chapter Development. The project objective is aimed to strengthen and sustain resilience in the targeted communities and public schools through training. Among other targets include the awareness of disaster risk, to gain knowledge, skills and tools necessary in preparing for disaster response. ‘Balik Probinsya, Bagong Pag-asa’ beneficiaries receive livelihood grants from DOLE-8 By: DOLE-8

TACLOBAN CITY -- Some 33 locally stranded individuals (LSIs) and beneficiaries of the Balik Probinsya Bagong Pag-asa (BP2) Program receive livelihood assistance from the Department of Labor and Employment Regional Office 8 (DOLE-8) during the virtual awarding held on September 29, 2020. Each beneficiary received eight (8) sacks of rice and one (1) unit of weighing scale for their rice vending business amounting to P19,900. The total amount of livelihood assistance released by DOLE8 amounted to P656,700. The turnover ceremony was graced by no less than Senator Christopher Lawrence “Bong” T. Go, DOLE Secretary Silvestre H. Bello III, DOLE Undersecretary Benjo Santos M. Benavidez, Director Myles Rivera representing Director Eduardo D. del Rosario of the Department of Human Settlement and Urban Development, and Leyte Governor Leopoldo Dominico L. Petilla. Also in attendance were the Senior Officials of DOLE-8 led by Director Yahya A. Centi and Assistant Regional Director Amable Ildefonso C. Roa.

Director Centi informed that the awarding of assistance to 33 beneficiaries of North Leyte will only be the first and will be followed by another livelihood release for the LSIs who went home to Western part of Leyte. Senator Bong Go in his speech underscored the intention of the BP2 program which is to provide hope and relief to LSIs struggling in Manila and other urban areas during this pandemic. “By bringing them back to their respective hometowns, the program intends to give hope to our beneficiaries. This can only be successfully done with the coordination of our different agencies and the local government units,” said Senator Go. Meanwhile, Secretary Bello expressed his gratitude to Governor Petilla for opening the doors of Leyte for the LSIs to be home and reunited with their families. He likewise assured the beneficiaries that the labor department is doing its best to help the affected workers of the region. “To our beneficiaries who will be receiving the assistance, continue to have the faith and courage. Tiu, for being the first to submit an information and for using the right format as taught them. The information volunteers can prevent the spread of fake news by consulting with and verifying with the appropriate government agency or with PIA and sharing the correct news to the community members. The Ad Hoc officers for the Mahaplag Information Volunteers are Mahaplag SK Federation President Jose T. Amarado II, Jan Rex Yunzal, a representative from the 14th IB and a young representative from PNP Mahaplag.
