SAILING INSTRUCTIONS The Organising Authority is the Antigua Sailing Week Committee affiliated with the Antigua and Barbuda Sailing Association. The Regatta headquarters will be located at Antigua Yacht Club, Falmouth Harbour, Antigua.

1 RULES
1.1 T he Regatta will be governed by the rules as defined in the Racing Rules of Sailing. 1.2 No National Prescriptions will apply.
1.3 The Regatta will also be governed by: (a) for boats in CSA classes, the CSA Rating Rule; (b) for boats in Bareboat classes, the ASW Bareboat Class Rules; (c) for boats in the Club Class, the ASW Club Class Rules; (d) for multihulls, the CSA Multihull Rating Rule; (e) for all boats, the ASW Minimum Safety Rules. 1.4 RRS 52, Manual Power, is deleted.
1.5 RRS 55, Trash Disposal, shall be changed by adding the following sentence after the first sentence: ‘However, discarding biodegradable, environmentally friendly bands when setting a sail is permitted.’
2 NOTICES TO COMPETITORS
All notices to competitors will be posted on the Official Notice Board located near the Committee Desk at Antigua Yacht Club.
3 RADIO COMMUNICATION
3.1 It is the intention of the Race Committee to communicate with competitors using the designated VHF channels. Initial communications will commence approximately 60 minutes before the first warning signal of the day. 3.2 Committee Vessel A will stand by on VHF Channel 17. Committee Vessel B will stand by on VHF Channel 77. 3.3 Failure of a boat to hear any notification on the VHF radio will not be grounds for redress. This changes rule 62.1 (a). 2
4 SAFETY
4.1 A SW Minimum Safety Rule #7 requires that no boat shall race with an anchor overhanging the bow. However, written application may be made to the OA for exemption from this requirement which may, in the OA’s sole discretion, grant exemption. 4.2 A boat that retires shall attempt to notify the RC as soon as possible by calling the appropriate Committee Vessel on the applicable VHF channel, and shall use its best efforts to receive an acknowledgement.
5 CHANGES TO SAILING INSTRUCTIONS
Any change to these SI’s will be posted on the Official Notice Board at Antigua Yacht Club before 8 am on the day it will take effect, except that any change to the schedule of races will be posted by 5 pm on the day before it will take effect.
6 SIGNALS MADE ASHORE
6.1 Signals made ashore will be displayed from a flag staff at Antigua Yacht Club. 6.2 W hen Flag AP is displayed ashore, 1 minute is replaced with not less than 60 minutes in the Race Signal AP.
7 SCHEDULE OF RACES
7.1 Racing will take place on: Sunday, April 28, 2019; Monday, April 29, 2019; Tuesday, April 30, 2019; Thursday, May 2, 2019; and Friday, May 3, 2019.
7.2 For each class a maximum of 10 races are scheduled.
7.3 The earliest warning signal for the first class each day will not be before 10am. 7.4 Committee Vessel A will be stationed at the Windward start area on Sunday, April 28, Tuesday, April 30 and Friday, May 3, 2019. On Monday, April 29 and Thursday, May 2, Committee Vessel A will be stationed at the Rendezvous start area. 7.5 Committee Vessel B will be stationed at the Rendezvous start area on Sunday, April 28, Tuesday, April 30 and Friday, May 3, 2019. On Monday, April 29 and Thursday, May 2, Committee Vessel B will be stationed at the Windward start area.
8 CLASSES
8.1 C lasses will be divided at the sole discretion of the OA. Non-spinnaker ratings will only be accepted in CSA Non-spinnaker, Club Class and Bare Boat. 8.2 E ach class will be assigned to either Committee Vessel A or Committee Vessel B for the duration of the Regatta. A list of classes, class flags, starting order for the 1st race of each day and the Committee Vessel to which classes are assigned will be posted on the official notice board by 5 pm on Saturday, April 27. 3
8.3 Boats shall declare their sail configuration at Registration by no later than 3 pm on Saturday, April 27, 2019. This will not change for the duration of the regatta. This also applies to boats with alternate headsail ratings.
9 CLASS FLAGS AND IDENTIFICATION
9.1 Class flags will be issued to each boat at Registration.
9.2 Class flags shall be flown from the backstay or, if that is not possible, from another prominent position on the boat. 9.3 A ll boats with sail numbers shall display them while racing. The sail numbers of a boat shall be provided at Registration. 9.4 A ll boats without sail numbers will be provided with identification numbers at Registration which shall be clearly displayed on both sides of the bow of the boat at all times during racing per the instructions issued.
10 COURSES
10.1 Appendix 1 to these SI’s shows: (a) the mark names and approximate locations of the marks; (b) the description of pre-set courses including the marks to be rounded, the order in which they are to be rounded, and the side on which each mark is to be left; (c) the approximate location of the Committee Vessels (Windward and Rendezvous). 10.2 T he course to be sailed for the first race of each day by each class will be announced on VHF before the orange attention signal. The Committee Vessel will also display the designated pre-set course number for each class on a whiteboard. 10.3 W hen a second race is scheduled the course to be sailed will be announced on VHF before the Warning signal for each class, and the pre-set Course number will be displayed on the Committee Vessel on a whiteboard. 10.4 W hen a Windward/Leeward Course (1,2,3 and 4 on Rendevous, 25,26,27,28,29,30 on the Windward Course) is set, the Start/Finish gate shall be crossed by boats only on the upwind leg of each round. 10.5 Boats traveling downwind from the Windward mark to the Leeward mark shall leave the Committee Vessel to Starboard or the Pin-end buoy to Port.
11 MARKS AND OBSTRUCTIONS
11.1 T he starting marks will be a Committee Vessel and an orange inflatable mark. 4
11.2 T he finish marks will be a Committee Vessel displaying a blue flag and a nearby inflatable mark. 11.3 A ll other marks of the course will be orange inflatable marks except Carlisle, Old Road and Shirley South, which will be yellow. 11.4 Any painted identification on a mark shall be ignored.
11.5 While racing no boat shall sail to the north of any part of Cades Reef.
12 THE START
12.1 A n orange flag (attention signal) will be displayed on the Committee Vessel with one sound signal at least 5 minutes before the first warning signal of a starting sequence. 12.2 The starting line will be between the staff with the orange flag on the Committee Vessel and a nearby orange inflatable mark. 12.3 Boats whose warning signal has not been made shall keep clear of the starting area. 12.4 Individual recalls may be broadcast on VHF. Delay or failure to broadcast or receive a recalled bow or sail number will not be grounds for redress. This changes RRS 62.1(a). 12.5 A boat starting later than 10 minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes RRS A4 and A5. 12.6 In the event of a General Recall for any class, the starting sequence for succeeding classes will be correspondingly delayed.
13 THE FINISH
13.1 T he finishing line will be between a staff displaying a blue flag on the Committee Vessel and the nearby finishing mark except for Courses 1,2,3 and 4 on Rendevous and 25,26,27,28,29,30 on the Windward Course when the Finish Line will be the Start Line. 13.2 I f the RC intends to start an additional race it will display the Second Substitute flag with no sound signal while boats are finishing. The second race of the day for each class will be started as soon as possible after all boats in a class have finished or the time limit has expired for the first race.
14 PENALTY SYSTEM
14.1 For all classes, RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 14.2 T he penalty, if any, for breaches of the RRS other than Parts 1 and 2 will be at the sole discretion of the International Jury. This changes RRS 64.1 and RRS A4.2. 5
14.3 A boat that does not take a penalty in accordance with RRS 44.1 may accept a 30% scoring penalty before (but not after) arbitration or before the protest hearing at the discretion of the International Jury. This changes RRS 44.3(c).
15 TIME LIMITS
15.1 T he time limit for all classes on each day will be 4 pm except that on Friday, May 4, the time limit will be 3 pm. Boats failing to finish within the time limit will be scored DNF without a hearing. This changes RRS 35, A4 and A5. 15.2 For classes having more than one race in a day, the time limit for the first race of the day will be 45 minutes after the first boat in the class finishes. Boats failing to finish within 45 minutes will be scored DNF without a hearing. This changes RRS 35 and A5.
16 PROTESTS AND REQUESTS FOR REDRESS
16.1 T he protest time limit will be 30 minutes after the Committee Vessel for the protesting boat docks. 16.2 T he time limit for filing a written request for a hearing under RRS N1.4(b) is 30 minutes after a party has been notified of the panel’s decision. 16.3 On the last day of racing a request for redress based on the International Jury’s decision shall be filed no later than 30 minutes after the decision has been posted. This changes RRS 62.2. 16.4 Notices informing competitors of the place and approximate time of each hearing will be posted on the Protest Board adjacent to the Protest Desk within 15 minutes of being filed. Hearings will commence as soon as possible after protests or requests for redress have been filed. 16.5 For protests involving an alleged breach of a rule in RRS Part 2 or RRS 31, an arbitration hearing may be offered prior to a jury hearing. This changes RRS Part 5, Section B. A boat accepting a penalty at arbitration will be assessed a 40% scoring penalty calculated per RRS 44.3(c). 16.6 Except as allowed in section 2.2 of the CSA Rating Rule, no measurement or rating protest will be accepted after 6 pm on Sunday, April 28, 2019.
17 SCORING
17.1 For all classes one race must be completed to constitute a series. 17.2 A boat’s series score will be:
(a) when fewer than six races have been completed, the total of her race scores; (b) when six or more races have been completed, the total of her race scores excluding her worst score. 17.3 Application of handicaps will be made on a time-on-time basis. 6
18 EQUIPMENT AND MEASUREMENT CHECKS
A boat and/or its equipment may be inspected at any time throughout the Regatta for compliance with the rules.
19 OUTSIDE COMMUMICATION
Except in an emergency or when responding to contact from the OA’s radio broadcaster, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communications not available to all boats.
20 RESULTS AND PRIZES
20.1 Results will be posted on the results boards at Antigua Yacht Club and at www.sailingweek.com as soon as possible after each race. 20.2 Details of overall Regatta prizes will be included in the Registration package. 20.3 T here will be daily prize-givings held on each day of racing at 5.30 pm, except on Friday, May 3 when the daily prize-giving will be held at 4 pm. A list of venues for the daily prize-givings will be provided at Registration. Winners’ pennants will be awarded to 1st, 2nd and 3rd place finishers daily based on combined results of all races in each class that day. Prizes may also be awarded.
20.4 O verall Regatta prizes will be presented at the final awards presentation to be held in Nelson’s Dockyard at approximately 7 pm on Friday, May 3, 2019.
21 MEDIA RIGHTS
By participating in this event, competitors grant to the OA and the event sponsors the right, in perpetuity, to make, use and show, at their discretion, any photography, audio, and video recordings, and other production of them and/or their boat made at the venue or on the water from the time of their arrival at the venue until their final departure, without compensation.
22 DISCLAIMER OF LIABILITY AND RISK STATEMENT
Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The OA will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
23 INSURANCE
Each participating boat shall be insured with adequate valid third-party liability insurance for the duration of the Regatta.
