HO‘ONA‘AUAO education

Ho‘ona‘auao (Education): To maximize choices of life and work, Native Hawaiians will gain knowledge and excel in educational opportunities at all levels.

The means in which many Americans improve their economic situation and increase their income is through education. Traditionally, greater educational attainment results in greater economic prospects and consequently greater income possibilities. Education also drives one’s ability to access medical care, social services and one’s participation in the political process. In Hawai‘i, educational attainment varies greatly within and across racial groups and is strongly influenced by several factors such as culture, environment, and economics. Historically, racial groups at the top of the economic ladder enjoy a comparative advantage over other groups and generally achieve high education levels. Other groups fall behind in their quest for educational achievement and traditionally constitute the most disadvantaged segments of the population. The question that arises here is how to prevent racial groups from becoming educationally and economically disadvantaged. One way would be by focusing the attention of parents, educators, planners, economists, and lawmakers on the urgency of removing obstacles to educational achievement. Statistics play a key role in drawing this focus by providing background information to 1) monitor educational achievement, and 2) quantify the relationship between educational factors and economic performance. Chapter Four of the Native Hawaiian Data Book provides an overall view of the existing education system in Hawai‘i and how Native Hawaiians participate and benefit from this system. This chapter provides statistics on school enrollment and completion within and across geographic boundaries and racial groups, with particular emphasis on environmental, cultural, and economic factors determining education outcomes

The State of Utah has consistently been at the low end of expenditure per pupil, while New Jersey has generally been at the upper end of public school expenditures. Hawai‘i’s expenditures per pupil is around the US national average for expenditures.

The Act made it possible to convert existing schools in the Department of Education (DOE) to “student centered” schools. Five years later, in 1999, the Hawai‘i State Legislature amended the charter school law to permit new charter schools and changed their designation from “student-centered” to “New Century” schools. The Hawai‘i’s charter schools (conversion schools, start-up schools, schools-within-schools) are publically funded and open to all students. The direction of each school is determined by a Local School Board. The Board is an autonomous governing body and is responsible for the creation, governing and facilitating the academic program as well as maintaining financial oversight of the school. The schools provide a public alternative to the regular public school system. Some schools choose to have a specialized mission, such as having a science and math concentration, while others have a Hawaiian culture focus. Many of the charter schools follow a Hawaiian or Hawaiian immersion program.

The majority of students are enrolled in the public school system (approx.82%), although there is a large number of students attending private schools. Nationally, the enrollment rate for public schools is about 89%, private schools 11%. The large number of private schools and students attending them may be the effect of the early establishment and rapid development of private schools in Hawai‘i. Native Hawaiians during the 2009-10 school year comprised nearly 28% of the public school student population.

TerraNova, Second Edition: TerraNova Assessment is a national standardized, norm referenced set of tests that show how well a group of students’ do compared to a nationally selected group of students (called the “norm group”). For the norm group, 77% score average and above on a TerraNova test.

HSA Reading, Math, Writing, and Science: Hawaii State Assessment (HSA) measures student achievement in reading, mathematics, writing, and science. The Reading and Math tests, sometimes referred to as HCPS III tests in other Department of Education (DOE) reports, are currently given in grades 3, 4, 5, 6, 7, 8, and 10. The Writing test is currently given in grades 4, 6, 9, and 11. The Science test is currently given in grades 5, 7, and 11. The data shown are assessment results and not No Child Left Behind (NCLB) accountability results that are calculated using federally mandated procedures. Note. In 2006-2007, the Hawaii Content and Performance Standards (HCPS) III and TerraNova assessments were used. These assessments are not comparable to the HCPS II and Stanford 9 assessments used in prior years.

SUMMARY AND CONCLUSIONS

Statistics on primary and secondary school enrollment go as far back as 1820 when the newly arrived New England Protestant missionaries introduced American style classroom instruction to the Islands. Statistics on enrollment for the school year 2008-09 indicates that 49,650 (28%) public school students were identified as Native Hawaiian, The majority of them, 66%, were enrolled in O‘ahu schools. Enrollment statistics for the University of Hawai‘i system (Fall 2009) indicates that Hawaiian students number 10,392 and comprised more than 14% of the University’s student population. This is a 68% increase from ten years earlier, but their overall percentage of the University’s student enrollment has not changed much. Certainly, there are many other Native Hawaiians are attending one of the many universities and colleges on the continent. The 2000 U.S. Census reported 28,552 Native Hawaiians attending college in the United States, of those, 15,522 (54%) were attending colleges on the Continental United States. Overall, of those 25 years and over in 2009: • • • • •

Native Hawaiian with less than a high school diploma, 8.5% (9.6% State of Hawaiÿi). Native Hawaiians who were a high school graduate (includes equivalency), 45.0% (28.9% State of Hawaiÿi). Native Hawaiians with some collage or associate’s degree, 33.6%, (32.0% State of Hawaiÿi). Native Hawaiians who had a bachelor’s degree, 9.7%, (19.6% State of Hawaiÿi). Native Hawaiians who had a graduate or professional degree, 3.2%, (9.9% State of Hawaiÿi).

From the 1990 U.S. Census to the 2000 U.S. Census, the number of Native Hawaiians attending college increased 88%. Those attending college on the continent increased 98%, but those attending private colleges on the continent decreased from 74% to 28%. A large segment of Native Hawaiians are seeking higher education, but many are seeking it outside of Hawai‘i. It is not clear how many Hawai‘i residents are going to the U.S. Continent for their higher education needs. It is also not clear, of those who leave the islands, how many return back to the islands or remain on the continent for its economic opportunities. There are also those who are educated in the islands but leave due to the limited employment opportunities in their field of study.
