TEACH-IN SESSION ON SOCIAL IMPACT ASSESSMENT (SIA) MANUAL FOR PROJECT DEVELOPMENT DATE:

The Federal Department of Town and Country Planning Peninsular Malaysia (FDTCP/JPBD) in collaboration with Malaysian Association of Social Impact Assessment (MSIA) will be organizing a one-day Teach-In Session on Social Impact Assessment (SIA) Manual For Project Development. This will be held in Grand Season Hotel, Kuala Lumpur, Malaysia. The session aims to provide an understanding of current SIA application at project level and enhance the awareness of SIA in project development.

Presenters Dr. Dahlia Rosly has been working in areas related to landuse and environmental planning and is currently the Deputy Director General (Development) of FDTCP. She has wide experience dealing with strategic, regional and local landuse planning in the context of sustainable development and sustainable communities. She is instrumental in introducing SIA and the Focus Group method into plan-making process in Malaysia. Assoc. Prof. Dr. Sharifah Norazizan Syed Abd. Rashid is an Associate Professor at Faculty of Human Ecology, Universiti Putra Malaysia (UPM). She has actively conducting SIA Courses, involving SIA projects, with a strong emphasis on the bottomup participatory approach in decision making.

TOWARDS PEOPLE CENTRIC DEVELOPMENT Social aspects or ‘people centric’ project development has indeed become a very important agenda world-wide. Countries like Australia, Europe, New Zealand and the United States have included the social dimension in the planning process and mandated the requirement in project development. Meanwhile, components of social aspects have been explored by the FDTCP where the first attempt to incorporate Social Impact Assessment (SIA) into Local Plan was made in 1998.

More recently, town planners, decision makers and political leaders in the country have recognized the need for better understanding of the social consequences of projects. It is time for us to ensure that SIA at project level is well incorporated in the process. In response to this need, FDTCP in collaboration with MSIA has formulated the Social Impact Assessment Manual for Project Development. The Manual has been tabled to the National Physical Planning Council (Majlis Perancang Fizikal Negara) chaired by the Prime Minister of Malaysia, Y.A.B. Dato’ Seri Najib Tun Razak on 27th July 2012. The Manual will become a useful document to project proponents from both private and public sector towards ensuring that developmentrelated decisions and outcomes take cognisance of social impacts.

Who Should Attend Government officers from ministries, state and local authorities, town planners, social impact assessors, developers and everyone involved in project assessment and project development. This session is also suitable for those who involve in decision making of a project development. *No registration fees for government officers.
