INTEGRATED RESOURCE PLANNING AND MANAGEMENT • The sustainable development concept relates the development objectives with planning that places emphasis on the preservation and conservation of environmental resources (natural and developed).

• The process of evaluating the effects of development and changes in land use upon the environment at all levels of the town and country planning process requires monitoring sustainability by controlling the use of resources so that all development is implemented based on the carrying capacity of the particular area or habitat. 8

BACKGROUND 1. FDTCP has introduced MURNInet (Malaysian Urban Indicators Network) in 1998. 2. It is an innovative system to determine the sustainability level of an urban area by using a set of urban indicators.
3. The program enables the tracking of the sustainability status of an urban area whether it has increased, reduced or static. 4. In MURNInet - A sustainable urban area is defined as an area that is capable of sustaining its social, economy and physical development achievements whilst maintaining it’s excellence in culture and environment.

SUSTAINABLE DEVELOPMENT STRATEGIES AND MURNInets 2. Based on the strategies, a set of the most compatible sustainable indicators were identified - to measure level of sustainable development at local level, taking into considerations the country’s present development policies. 3. The indicators are bench marked against the present indicators used at all levels of planning – e.g. NPP, NUP, SA for Local Plans, Rural Planning and indicators being used at the international level - e.g in the UNCSD, United Kingdom, Australia, Korea, Japan & Bhutan. 4. Detail discussions on the proposed indicators were held with stakeholders at workshop sessions and meetings. SUMMARY OF THEMES AND INDICATORS 1. The review asserts that indicators will no longer divided into "sectors". - this is because the indicators of sustainability are interlinked.
2. However, the relevant available indicators in MURNInet were modified and new targets are set accordingly. 3. New features of MURNInets indicators: a. 36 selected indicators are grouped under 21 themes under 6 dimensions - that reflect the level of sustainability of rural and urban areas has been agreed.
b. Happiness Index survey was introduced as one of the indicators under the theme of Quality of Life to meet the current development trend that emphasizes non the wellbeing of the community. c. New technique of analysis (AHP) to derive at the Sustainability Index - by giving weights to each dimension, themes and indicators. d. SURVEY IN MURNInets - HAPPINESS INDEX 1. A good physical environment provides the foundation for a well-ordered city that can cater to the material and postmaterial needs of its citizensâ&#x20AC;&#x201D;the necessary conditions, in other words, for physical and economic vibrancy. 2. Most people tend to associate happiness with feeling good, that is, with a life that offers a variety of pleasures and comforts. 3. CONCLUSIONS 1. The role of local authorities is seen crucial in planning for sustainability with a bottom up mechanism from support of the local authorities to ensure strategic plans; development control and enforcement are in coherent with the sustainability objectives. 2. The improvement and strengthening of MURNInet shall give a better reflection on the progress towards sustainable development in Malaysia.
3.
