No. 72 Fall 2012

Timelessness Tested by Jim Smith, Development Committee Chair

I have watched Anza-Borrego Desert State Park fall deeper and deeper in need. Ongoing and ever-steeper state budget cuts have left Anza-Borrego Desert State Park operating under half the budget it had in 2008 – we are open, but just barely. Jobs that were done by professional staff are now left to volunteers, if they are done at all. The deferred maintenance totals over $6 million. The Visitor Center is threatened with being closed almost half time, which would largely cause the park to fail in its charge to help people appreciate this California treasure. We cannot let this downward trend continue! I’m sure you will agree that one of the best things about our park is its timelessness. It still looks like it did before the Europeans came, and even before men came to North America. The sweeping vistas never change; the bighorn lambs arrive every spring; the sky blazes blue; the stars dazzle; the silence stretches on. Yet the fact is that our park’s timelessness is running out unless many more people step forward to stand with ABF in our mission to sustain the park. For it is just barely open, just barely accessible to teach the appreciation of this great place. And it is just barely working to protect its lands and borders from mounting pressures. For the foreseeable future the only hope for the park to rise above the current budget crisis, to transcend just barely subsisting, rests on your contributions to ABF. Anza-Borrego Foundation is the park’s voice and its support organization and so it is up to us to rally park lovers to meet critical needs. Also, given recent financial mismanagement in Sacramento, we must continue to strive to be as transparent as possible in order to show our donors and supporters how we raise and spend the resources they give to help our park. To keep our park open, accessible and protected beyond the meager ability of the state budget, ABF must raise over $2 million to support the park every year. on the next page, you can see where these funds are applied. More than $160,000 is needed to keep the Visitor Center open full time during the season and to support the volunteer societies, maintenance projects, and the park magazine which guides park visitors.

From the President After the news broke in July of the alleged hiding of $54 million by California State Parks, we were all left with questions. Why were the funds hidden when 70 state parks faced closure due to the state’s budget crisis? What could this discovery mean for Anza-Borrego Desert State Park? What is being done to ensure this does not happen in the future? I’m sure you all have questions of your own.

As I write this, Governor Brown approved that $20 million from the found funds will be delegated to the Department of Parks and Recreation, providing much-needed money to parks on the closure list. The bill also places a moratorium on park closures for two years. We are relieved that this will sustain parks, at least for a year. In September I visited with the interim Parks Director Janelle Beland and expressed ABF’s concerns about our great park. We were not on the closure list but we are just barely open. I returned to Borrego Springs understanding that we can expect no additional help to come from Sacramento for our park. The only new support the park will receive are the donations that come through ABF from desert lovers like you. ABF values your donations and strives for transparency. You can view our financial records on Better Giving San Diego, and you can be assured that donations are used for protection of the park. Our funding comes from individuals, businesses, and foundations that care about Anza-Borrego Desert State Park. I urge you to consider digging deeply into your wallets and purses, and into your hearts, to support ABF’s increasingly urgent mission to do more to preserve and protect the park that we all love. More than $1.2 million is needed to purchase and protect private lands within and adjacent to the park’s boundaries. These include buffer lands and wildlife corridors to preserve the timeless view shed and wildlife movements. We also seek to encourage commercial and industrial developments along the park’s borders to consider their impacts on the park’s visitors and inhabitants. There are so many ways that you can contribute, including gifts of cash, stock, and planned future gifts. We also need volunteers to perform a variety of worthwhile tasks in support of the park. You can see our wish lists in this issue. Help us in our mission to raise $2 million this year. Help us keep this park and its facilities fully open to the public, accessible for visitors, and protected forever. Our challenge is great, but the rewards are greater, and park lovers are numerous. We look forward to your support. 

Give Back by Giving Time Your time is valuable— and what better way to spend free time than donating it in support of your favorite park? Whether you volunteer in our offices, at events, in our stores, or for one or more of the park volunteer groups, you will be making a difference in what ABF can accomplish. Here are some of the areas in which ABF volunteers will be helpful this year: Field and Stewardship Support Volunteer with our Institute as a program or lecture host to assist our instructors in the field, or act as a greeter for our lecture series. If this interests you, be sure to sign up for our host training session in November. Get to know the park firsthand by assisting with stewardship projects like invasive species removal and trail maintenance. Help is also needed to annually monitor ABF’s 250 parcels with a Park Ranger. Communications Support Spread the word about the park and ABF by contributing articles or photos for our newsletter, website, or Facebook page, or take video at our events. Also, if you have specific knowledge about Drupal, we could benefit from your expertise! Administrative and Membership Support We can always use envelope stuffers and other office support. Volunteers are also needed at special membership tabling events in and out of Borrego Springs. A wide variety of volunteer opportunities are always available. There is no minimum time commitment, and you can tailor participation to your areas of interest. Whether you’re in the field pulling invasive plants or in our office helping with a mailing, you’re sure to make an impact. Superintendent’s Corner by Kathy Dice, ABDSP Superintendent California State Parks have endured hard times and budget cuts for a number of years now, so when we were offered the chance to do something positive for Anza-Borrego Desert State Park, we jumped at it. Our proposal to revitalize and reopen Tamarisk Grove Campground was selected by California State Parks for a special grant last March. Since then, our maintenance crew has been working to refinish picnic tables and build new shade ramadas. The tamarisk trees will be trimmed this October to meet the latest safety requirements and, as a final twist, 10 new cabins will be built onsite to give folks an alternative to tent or trailer camping. It is our hope that the cabins will add to the allure of winter camping at our smaller, quieter campground setting—where temperatures can be chilly in December and January. Each cabin will have bunk space to comfortably sleep four people—just bring blankets and sheets or a sleeping bag! Another addition will be a new machine that will dispense tokens for showers. Quarters will no longer be needed for showers; you can simply buy 2 tokens for one dollar at the token machine. Keep one and take one home. Each year there will be a new design on the token, making them collectable. Our 2012 inaugural token is our iconic desert bighorn sheep, of course. Our staff is excited about these new upgrades and we hope you will be, too. We plan to be open and serving the public in November, with reservations available starting in January. 

Yurt Rentals to Support Fifth-Grade Camp

Camp Borrego During its ninth year, Camp Borrego faced both triumphs and challenges as it welcomed 311 fifth-grade students. Last spring, a total of ten classes came from National City, Imperial, Borrego Springs, Carlsbad, and Calexico school districts. Along with supporting an inspiring, overnight desert experience for youth, your donations and grants to Camp Borrego have also funded improvements to the camp facility. New additions this year included four lanterns in the dining area, a refrigerator and freezer in the camp kitchen, and a 100-gallon propane tank used to power these new appliances and the existing gas grill. These upgrades save our camp staff both time and energy, allowing for greater efficiency around the facility. Mother Nature brought challenges to our six yurts from Mongolia. Several windstorms, with gusts as high as 70 mph, whipped through camp this spring, destroying two yurts and seriously damaging a third. Thankfully, after the last windstorm, a group of heroic volunteers helped salvage enough yurts for the 40 campers scheduled to arrive the next morning. In the coming months, ABF will purchase replacement American-made yurts designed to withstand high winds. To raise funds to support Camp Borrego, these new accommodations will be available for rent during the year (see article on the next page). Last school year also brought financial challenges to both ABF and the school districts we serve. Compared to prior years, camp funding was down. A struggling state economy, teacher layoffs, and diminishing school budgets made it difficult to secure funding for students to attend camp. For the first time, schools were asked

to contribute whatever they could to the camp experience. Teachers, parents, PTOs, and students worked overtime in their communities to hold fundraisers, because the thought of canceling camp was unimaginable to them. In all, 15 schools raised a total of $8,235 so Camp Borrego By the Numbers students could participate. 68% campers entitled to The resolve of the schools’ staff and Free or Reduced Lunch families to raise these funds confirms 43% campers who are that Camp Borrego is an irreplaceable English Language Learners experience for these fifth-grade students. This pulling together and sense of accomplishment in overcoming adversity Camp Funding 2011-2012 made the experience of bringing students to camp that much sweeter. ABF is extremely appreciative of the support we received from schools and families. However, ABF does not plan to ask for funding from schools in the coming year, as most are desperate just to find money for bus transportation. We hope the proceeds from our yurt rentals and your generous support, as we seek to nurture the next generation of desert lovers, will make asking the schools for funds unnecessary.  How Funds Were Used

Starting around the end of October, Anza-Borrego Foundation will have three yurts available for rent at Camp Borrego, ABF’s fifth-grade environmental camp in Borrego Palm Canyon Campground. The yurts, which are strong, round tents, are spacious at 20 feet in diameter and allow lots of headroom. They include a locking door, windows, and a dome skylight. It will still be primitive tent camping, except that we provide the yurt and six sturdy cots with extra-thick pads. Campers will need to bring their own sleeping bags, or sheets and blankets, and everything else that is normally needed for primitive camping. The camp includes a large communal shade structure with picnic tables, potable water, a fire ring, and an adjacent vault toilet. Pay showers and flush toilets are available a short walk across the campground. The yurts will rent for $50/night, and ABF members will receive a 15% discount. This first year, the yurts will be available to rent for entire weekends or weeks through the end of April. The whole yurt campground can also be rented out, including cooking facilities, and interpretive programs of choice can be added. Proceeds from the yurt rentals will support Camp Borrego, which provides a lifechanging camping experience of desert fun and education for fifth graders from disadvantaged communities. This program is part of ABF’s mission to build a new generation of desert supporters. Check our website for more information on yurt rentals. 

Why I Give… Preserving the Park is Important to Us and Our Business Most Borregans have an interesting “Borrego Story” of how they ended up in this remote desert town. For Rich Caldwell and Gwenn Marie, their “Borrego Story” had a coincidental beginning in 1997, when they stashed an LA Times travel article about Anza-Borrego Desert State Park and Borrego Valley Inn in their “Someday/Maybe/Never” file, only to rediscover it when Rich’s parents suggested a hike in the San Diego desert. After a stay at Borrego Valley Inn and a trip to Bow Willow, Gwenn says, “We were hooked pretty fast. We came back within a month and started traveling down a lot from our home in Santa Monica.” Rich continues, “When highspeed Internet came to the Valley, we moved ourselves and our consulting businesses to Borrego Springs. We even decided to get married at Fonts Point.” Rich and Gwenn’s trips always included a stay in their favorite room (#7) at Borrego Valley Inn, so when the Inn went up for sale, they knew their next move was to buy the place that made them fall in love with the desert. As Rich describes it, “The park was our hook to Borrego Springs and now that we own Borrego Valley Inn, we know that we would have no business if we had no park. Our guests are park lovers—photographers, artists, hikers, cyclists.” Gwenn adds, “Each morning at the Inn when breakfast is done, our guests are outta here and enjoying the park. We provide the comfort; the park provides the nature.” This year, Borrego Valley Inn is a proud sponsor of AnzaBorrego Foundation and its work to help more people appreciate and care for the park. “As business owners, being a sponsor just makes sense. Many of our guests travel to Borrego Springs to attend ABF programs and we are glad to support ABF.” 

Protecting Clark Dry Lake For You and Your Descendants Last spring Anza-Borrego Foundation celebrated the acquisition of 50,000 acres of important lands within and adjacent to Anza-Borrego Desert State Park. This is a tremendous achievement for a local land conservation organization. We owe our success to the extraordinary partnership between our volunteers, our staff, the park’s land managers, the support of our generous members, and the philanthropy of inspired donors. One area where this partnership has achieved significant protection of park land is the east/west corridor along Henderson Canyon Road at the foot of Coyote Mountain, and extending east along S22 to the Park boundary. ABF has purchased thousands of acres in this area over the years, including nearly 1,000 acres in the last year alone. Because of our success in protecting these lands, park lovers driving along Henderson Canyon Road can stop and stroll through the amazing wildflowers at the foot of Coyote Mountain or enjoy an unimpeded view up its slopes in search of bighorn sheep. Because of our accomplishment, park lovers driving on S22, camping at Pegleg, or taking in the sights from Fonts Point can enjoy an unobstructed view of the Clark Dry Lake valley, the braided alluvial fans, and the Santa Rosa Mountains. Of major concern is the impact of vehicles on Clark Dry Lake’s delicate playa soil structure and the tiny fairy shrimp that lay dormant within, awaiting the next good rain. Uncontrolled access to the area could also affect the fragile populations of the Le Conte’s Thrasher and the Flat-Tailed Horned Lizard. By acquiring private parcels of land in the Clark Dry Lake area,

ABF has helped to reduce some of these harmful impacts by moving traffic onto park-owned land patrolled by rangers who can control the impacts. But our mission is hardly over. With your ongoing support, ABF continues to protect these lands, eliminating the risk of impacts. Land acquisition is just one way that we strive to achieve our mission to protect and preserve the natural landscapes, wildlife habitats, and cultural heritage of Anza-Borrego Desert State Park. 

2012 Begole Archaeological Research Grants The Begole Grant Committee is pleased to announce the results of the annual Begole Archaeological Research Grant program, which was instituted to support scientific research in the Colorado and Mojave Desert areas. Three grants were awarded this year. Dr. Joan Schneider received $5,000 to continue her work of dating surface rock features using Optically Stimulated Luminescence (OSL). This method holds promise for determining the age of rock features when no other methods can be used. Dr. Schneider will be working with Dr. Shannon Mahan, an OSL Specialist from the U. S. Geological Survey in Denver, Colorado. Dr. Mark Allen will continue evaluating the Medieval Climatic Anomaly at four sites in Bird Spring Canyon. This canyon is located two canyons south of his initial research area and will further test the model he developed at the original Sage Canyon sites. Dr. Allen was awarded $2,840 to be used for radiocarbon dating, obsidian hydration rim measurements, and obsidian x-ray fluorescence analyses. Dr. Suzanne Griset received $600 to complete her documentation of

the ceramic collection housed at the Begole Archaeological Research Center (BARC). This documentation consists of measuring, analyzing, and photo documenting whole vessels and identifying shards from various collections at the BARC for petrographic analysis. Dr. Griset expects to apply for a grant next year to conduct the petrographic analysis. The Begole Archaeological Research Grant program was endowed by Robert “Bob” Begole, an avocational archaeologist who worked many years in Anza-Borrego Desert State Park. Grants totaling up to $10,000 per year may be awarded. The program is administered by Colorado Desert Archaeological Society and AnzaBorrego Foundation. The Begole Grant Committee members are Sue Wade, Colorado Desert District Associate Archaeologist; Anna Noah, representing the Cultural Resource Management community; Sam Webb, Colorado Desert Archaeology Society representative; Dr. Claude Warren, representing the academic community; and Chuck Bennett, representing AnzaBorrego Foundation. 
