Following a hearing conducted with minimal notice, public testimony on prevailing wage regulations transpired. Advocates supporting prevailing wage presented a sizable contingent of fifty to sixty individuals who testified at the hearing. In contrast, the opposition, consisting of only seven attendees, including the Executive Directors of our legislative partners, ASA of Arizona and the Minority Contractors of Arizona, saw three individuals speak against the proposal. The prevailing wage measure passed decisively by a vote of six to three. Consequently, construction projects exceeding a two-milliondollar value are now mandated to adhere to federal prevailing wage standards along with the associated administrative obligations.
ALCA stands as one of the most prominent trade associations in Arizona, boasting 452 members. Collaborating with Arizonans for Fair Contracting (AFC), Minority Contractors of Arizona, ASA of Arizona, and various subcontractor trade associations strengthens our advocacy efforts to amplify our collective voice. There is concern that unions might escalate this issue to the state level to challenge our current Right to Work status. Active engagement in legislative matters is paramount to safeguarding our Right to Work status.

Updates from the Classroom
ALCA community, there is much I want to say. I’ll start by first offering my gratitude to the warmth, support, and excitement I have been met with since becoming ALCA’s full-time Education Coordinator in October 2023. I’ve met many of you at the Mixers, at the Awards Gala, and during spontaneous visits to the office (which we love!); I look forward to meeting those who I haven’t yet. I spent the day with familiar faces at ACTC’s Tree Pruning Workshop with Ed Gilman in January and learned so much about structural pruning, aspect ratio, and foundational pruning principles. If you haven’t been out to a Mixer in a while, I encourage you to come and bring a co-worker with you. We really want the Mixers to be a place of hanging with your friends, networking with the experts, and having fun outside of the field or office. I know that there has been a lot of changes with ALCA, but please bear with us, and trust that we are working hard to continue to provide our very best to our members and greater landscaping community. Our Education Programs are off to an incredible start with three sold out in-person classes: ACLP Plant ID, ACLP Soils & Fertilizer, and our first 2-Wire Training class held on February 22. We have scheduled an additional 2-Wire Training class for March 28 and are expecting a full class for that as well. An Integrated Pest Management class has been scheduled with Shaku Nair from UofA Extension for April 30, which will be the first of many workshops outside of our regular class offerings to support the continued education of landscape professionals. I have many exciting ideas that will elevate and expand ALCA’s Education and I look forward to continuing to deliver ALCA’s exceptional certified curriculum with the support of our incredible volunteer teachers and field experts.

Ray York, Former President and CEO of Ewing Outdoor Supply and Landscape Products, Passes Away
Raymon Alan “Ray” York, former President & CEO of Ewing Outdoor Supply and Landscape Products, passed away January 24, 2024, after a brief illness. He was 86.
Ray was born August 4, 1937, in Wichita, Kansas, and grew up in Twin Falls, Idaho. Ray will be remembered as an innovative, groundbreaking businessman, an advocate for continual

In December 1963, they returned to San Francisco to take over Ewing’s daily operations from King William Ewing, Sue’s father and the company’s founder.

He and his wife and business partner of 63 years, Susan “Sue” Ewing York, met at Stanford University in spring 1959, a few months before he graduated with a Bachelor of Science degree in industrial engineering. Ray and Sue married in November 1960, a few months after her graduation from Stanford. She joined him in Idaho,
to Ewing’s manufacturing arm, Landscape Products, Inc., where Richard joined them in 2017.
Together, they laid a foundation that fostered Ewing’s growth from two brick-and-mortar stores serving the landscape, golf and industrial industries in the Bay Area into the more than 100-yearold, fourth-generation national distribution powerhouse that it is today.
Another aspect of the solid foundation Ray and Sue built for Ewing was introducing their sons to the business early. Ray loved to talk about how his boys started out weeding store grounds, cleaning the warehouse, washing delivery trucks and counting parts starting in elementary school, and took on more responsibility as they grew, ultimately running branches during high school. During college, all three worked with him to find, open and run new locations, and Richard worked with him in purchasing.
In 1985, Ewing began implementing his plans to expand operations outside California, opening its first branch in Phoenix. In 1994, Ewing relocated its headquarters from San Leandro, California, to Phoenix to better support its Eastern expansion.
In 2007, Ray and Sue officially turned over the reins of Ewing to their sons and moved over

Over the last several decades, the pair explored all seven continents, with extensive travel in Asia, Africa, Antarctica and the South Pacific. Ray and Sue had planned to visit Ewing branches coast to coast throughout 2024. Unfortunately those plans would not come to be with Ray’s passing early in the year.
Ray was extremely proud that his sons helped him and Sue build Ewing into a world-class, socially responsible company and that their grandchildren also grew up learning the business from the ground up so they can carry on its rich legacy.
He also was proud of his longstanding membership and past chairmanship of the National Association of Wholesale Distributors and his membership and past presidency of the Irrigation Association. In 2007, the California Landscape Contractors Association honored Ray and Sue with Lifetime Achievement Awards for their contributions to the industry. In 2012, the Irrigation Association honored Ray and Sue with Industry Lifetime Achievement Awards for their 50 years of contributions to the green industry.
Ray is survived by his wife of 63 years, Susan “Sue” Ewing York; sons David (Julia), Douglas (Kelli) and Richard (Victoria) York; six grandchildren and one great-grandchild; and his sister, Marjorie Crosby.
Ray will be sorely missed, remembered and treasured. May he rest in peace.

Plant Pruning Schedule –Publication for Sale
ALCA continually updates and makes improvements to their educational programs. Improper tree and shrub pruning is one of the most difficult challenges to educate not only our industry but the public at large.
ALCA has created a publication, “Plant Pruning Schedule – The First 100”, a guide for proper pruning of 100 common plants found in the Desert Southwest.
Pruning is the intentional removal of plant parts. Pruning should only be done when necessary and at the right time of year using the natural growth form of the plant as the goal. Along with photos, each page in the publication will include the bloom period, pruning time, proper pruning techniques and helpful tips for trees, palms, groundcovers, vines, shrubs, flowering perennials, cacti, non-cacti succulents and grasses.

ALCA’s ACLP and SLM
ALCA’s education programs are off to an incredible start. The classrooms have been filled with landscape professionals for the ACLP Plant ID, Soil & Fertilizer, Planting & Tree Staking, and Irrigation classes as well as the Sustainable Landscape Management (SLM) Certification class. We reached capacity for our first 2-Wire Training class on February 22, and have a second class scheduled for March 28, 2024. In Tucson, 72 landscape professionals came out to learn about 100 native and desert adapted plants – that’s the biggest class we’ve had in there yet! ALCA is grateful to Shannon Scott, the Director of Education at AAA Landscape, and long-time friend and member of ALCA, for teaching our ACLP classes in Tucson. Thank you to all of members who are offering their support to ensure the expansion and sustainability of landscaping education. We are working together to offer a full catalog of education programs to the members and landscape professionals in Tucson.
