Hello everyone. Welcome to our newest method of communicating with you, the residents of American River Canyon North. As the Board of Directors for the ARCN Homeowners Association, we have tried to focus on improving our communications to you. We are hopeful that you will find the Life in ARCN Magazine interesting, informative, and helpful after you’ve taken the time to read through it. You’ll notice a big difference to the content since there will be commercial content as well as articles written by your Board members. Best of all, this magazine is being produced and distributed at NO COST to the HOA. It’s hard to find that kind of deal during these trying times.

Spring is here and I’m not sure where the time has gone. Spring is a time for reflection and renewal, but I sometimes reflect on why I “volunteered” for this position. Unfortunately, HOA’s are so often viewed as the enemy because, in some communities, they can be dictatorial and overbearing. The goal for myself and your Board of Directors is to change that image. Hopefully the majority of you find us reasonable and approachable. As President, I continue to strive to provide leadership and direction to the wonderful group of volunteers that make up our Board of Directors. We really work hard to come up with ideas that would benefit all residents and the broader ARCN community. As I’m sure you can understand, it’s tricky (if not impossible) to please all of the people all of the time. Many residents are very quick to offer all types of advice or criticisms on a variety of topics such as security, CC&Rs, social activities, landscaping and the community in general. We truly appreciate the feedback, both positive and negative, but we need help from the members of the community to make them possible. Be bold, take a chance and let us know if you’re willing to be a part of this worthwhile endeavor to move our community forward. To all of you who currently pay their dues, we sincerely ‘thank you’. For those who question paying the $100 annual dues please consider it a small investment in safeguarding the investment you made in buying a property in this wonderful community. Do You Know Your

CC&Rs

The subject of CC&Rs (Covenants, Conditions & Restrictions) is always a challenging issue for many incorporated communities. However, there are intrinsic values to establishing CC&Rs for the benefit of the individual homeowner as well as the community at large. CC&Rs provide a framework for maintaining the property value and safety for the community. The CCR&Rs for American River Canyon North were originally established by Elliot Homes and are therefore quite old and a little out of date. Some rules, such as the some of the parking rules, no longer apply. Our streets are part of a public entity. Therefore, as a rule, no resident can prohibit anyone from using the streets or parking along the sidewalks. However, rules regarding parking vehicles in driveways or in the street on a permanent basis still stand and those vehicles need to be moved regularly. However, these rules are obviously not easily enforceable with today’s demographics. Many of our homeowners have more than two vehicles – especially those with teenagers and extended families. How can we graciously accommodate those families? Food for thought! All homeowners should have received a current copy of the CC&Rs from their title company upon purchase of their Home. At that time, the homeowner is asked to sign for the receipt of the CCR&rs and to agree to abide by them upon signing their paperwork of ownership. This doesn’t mean that only HOA members must abide, but all homeowners whether they are HOA Members or not. It is through this understanding and everyone’s willingness to abide by these established rules, that we can maintain our lovely neighborhoods. Since ARCN is currently covered by 11 different CC&Rs for the different units, it is hoped that in the future we can somehow combine them all into one set of CC&Rs making it easier for all residents in our community. In the past, several Association Boards have tried to tackle this issue, but they were met with too much controversy. Now may be the time to look at this complicated problem again with an emphasis on today’s household trends. We strongly encourage all homeowners to reach out to the Board with positive suggestions on how we may be able to move forward with this plan. Security Patrol Trial by Ed Brown, Vice President

On February 1st, we entered into a trial with Command Elite Response Team to provide patrol services in our community. The trial consists of three random, one-hour patrols per night between the hours of 10 am-6pm. While the crime figures in our ARCN community are low compared to surrounding areas and other parts of Folsom, we nevertheless take safety and security very seriously. There has been a history of smaller petty crimes such as car break-ins, but we have also seen the occasional home invasion/burglary or mailbox theft. Our residents have also expressed concern about improving the security measures in ARCN. Consistently, when we have surveyed our members, there have been repeated calls for us to introduce security measures. We have explored options to install security cameras at our three vehicular entrances. However, technical and logistical difficulties along with city restrictions have prevented us from moving forward with installing cameras. Similarly, there have been calls to gate our community. However, beyond the cost implications of such a move, it would also bring added complications and responsibilities. The HOA would become responsible for maintaining the waterfall, landscaping, roads and parks that the City of Folsom is financially managing. A gate system would also require a move from voluntary to mandatory HOA membership for every home in ARCN, something which we believe is not achievable given our current HOA structure, by-laws and CC&Rs. So, the only viable avenue to explore at this point has been to engage with a third party security firm. We have reached out to a number of local private security companies for bids to provide patrols. Following a bid process, we interviewed and called in references on a number of companies before selecting Command Elite Response security services. By having an overnight security patrol with marked car and personnel, we hope to provide a visual deterrent to petty criminals. So, if you see their named patrol cars driving around the neighborhood or an officer investigating a security situation, please don’t be alarmed. As stated at the beginning, we take the safety and security of our community very seriously. We have entered into a trial, potentially up to six months long, to review the security patrol performance and see if it improves the crime statistics in our neighborhood. At the end of the trial, if we believe there is value in continuing with these services, we will be reaching out to all households to assess the entire community’s willingness to continue and fund their services. Meet THE

MORTIMEYER

FAMILY

Haylee and Travis Mortimeyer bought their home in North American River Canyon six years ago. Haylee has been a life-long Folsom resident, where she attended Carl Sundahl Elementary School and graduated from Folsom High School in 2005. Travis moved from Oklahoma to Roseville at the age of eight. When we asked Haylee why she chose North American River Canyon as a home for her family, she explained it was a childhood dream to live in this community. She grew up going to Zittle’s Farm and playing at Lew Howard Park, so she wanted nothing more than to raise her family in the place that she calls home. Since 2009, Haylee and Travis have been the proud owners of The Spot, a local tumbling and dance studio. Offering instruction to children and adults, they also conduct camps and “Kids Night Out” programs, along with specialty classes like Theory Dance. While homeschooling her two girls, ages nine and three, Haylee has also recently started a new homeschooling program, Fusion Homeschool Community. The ARCN trails are a favorite of Travis and Haylee’s as they enjoy hiking and family walks. Their two girls have grown to love walking to the waterfall and greatly miss the splashing water and watching the lights. Girls, we all miss it too and are eagerly awaiting the day the water starts falling again. 8

The family often has family picnics on their front lawn and enjoy visiting with their incredible neighbors. Both girls currently participate in several activities; a few of them being ballet, tumble, and gymnastics. Not to be left unmentioned is the Mortimeyer Menagerie consisting of some very interesting pet family members. We are not quite sure what a bearded dragon is, but this family has two of them. Add the large, red-eared slider turtle, one holland lop bunny, and several different kinds of fish, and the Mortimeyers can give the Folsom Zoo a run for their money. (We have been guessing at their pet names so be sure to ask next time you see one of the Mortimeyer’s out and about.) We have a special recognition of thanks to give to Haylee. She worked with Folsom Rotary Club to get a Little Free Library installed on their property. The easy-access mini-library stand allows children and adults throughout our community to share books for free. These libraries are fun to stumble across. The community can contribute by adding their unique, personal touch to the library for others to enjoy. We encourage the community to participate, so if you have books you are interested in donating, please consider donating to our Little Free Library. The box is located at 123 Lost Creek Drive. We enjoyed getting to know the Mortimeyer family and their contribution to our community. Make sure you give them a wave next time you see them on the trail . . . and hopefully we all can meet again at our wonderful waterfall soon!
