Changing Conditions
Every Organization Can Advance Resiliency
► State
► Design & Implement resilient infrastructure
► Apportion funds to other organizations based on needs
► Develop guidance, administer grants
► Regional Planning Councils
► Data sharing
► Regional resiliency plans bringing organizations together
► Metropolitan/Transportation Planning Organizations
► Sea Level Rise Vulnerability Assessment
► Resiliency Master Plans
► Resiliency-based Performance Monitoring
► Counties and municipalities
► Local Mitigation Strategy/Master resiliency plans
► Land development codes
Resiliency Funding
► Bipartisan Infrastructure Law (BIL)
► NOAA will invest $3 Billion towards initiatives in: habitat restoration, coastal resilience, and weather forecasting infrastructure
► Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Formula ProgramApportioned to State DOTs to make surface transportation more resilient to natural hazards
► Florida Department of Environmental Protection (DEP) Resilient Florida
► There are more resources to help plan and address changing conditions!
TRANSPORTATION RESILIENCY MASTER PLAN 2023 FLORIDA PLANNING CONFERENCE
WHAT IS A “TPO” AND WHY RESILIENCY?
Transportation Planning Organization (TPO)
• Can be called a Metropolitan Planning Organization (MPO)
• Created by federal law – areas of more than 50K population
• Review and administer policies & procedures related to state and federal transportation funding
Why do TPOs care about resiliency?
• Able to shape our transportation systems
• Improves our communities
• Federally required to (FAST Act & BIL/IIJA)
11
THE TRANSPORTATION RMP ANSWERED:
• What are the current conditions?
• What puts people and infrastructure at risk?
• What infrastructure is most important to protect?
• What actions should we take to protect our critical and vulnerable infrastructure?
13
SHOCKS/STRESSORS
Storm Surge/Wind: Hurricane Category 3
Flooding: FEMA 100-Year Flood Inundation
Sea Level Rise: 2100 NOAA High Curve
Fire: Wildfire Hazard Potential and Smoke Buffers
Shoreline Erosion: 200’ from Indian River Lagoon, Banana River, and Atlantic Ocean

WHAT WE ANALYZED – VULNERABILITY
IF Vulnerability Score > 0, consider if the corridor serves vulnerable populations
Impact Area of Shock/Stressor Transportation Infrastructure
Vulnerable Transportation Infrastructure
Vulnerable Population
• Transportation Disadvantaged Population (TD Population) score
• Poor and Struggling
• Zero Car Households
• Persons of Color
• Households Including a Person with a Disability
• Persons Over 65
18
WHAT WE ANALYZED – CRITICALITY
Critical Regional Assets
• Port Canaveral
• Patrick Space Force Base
1 critical local asset is within 1/2 mile of the corridor
• Kennedy Space Center
• Melbourne Orlando
International Airport
• Space Coast Regional Airport
• Causeways
WHAT WE FOUND – FIRE
44% (377 miles) of Roads in Brevard are Impacted

INCORPORATING THE MASTER PLAN INTO OUR PLANNING ACTIVITIES
Project Prioritization
1. Does the project improve an evacuation route?
2. Does it improve drainage, stormwater, or water quality?
3. Does it improve transportation choices in an environmental justice area?
4. Is it identified in the Transportation Resiliency Master Plan?
5. Does it improve bridge or causeway condition?
23
INCORPORATING THE MASTER PLAN INTO OUR PLANNING ACTIVITIES
Long Range Transportation Plan
• Incorporation into goals, objectives, performance measures, and prioritization criteria
• More in depth environmental review and partner coordination
• Dedicated boxed funding sources to address Master Plan projects
• In process of scoping 2050 LRTP… more to come…
24
NEXT STEPS
• Integrate Resiliency into Existing Projects
• Explore New Funding Opportunities for Key Corridors
• Public Education and Outreach program
• Incorporation into 2050 LRTP
• Conduct corridor level studies on priority resiliency corridors
• Update as new data/standards become available
25
CHANGING THE CULTURE OF TRANSPORTATION PLANNING
