The Blue Book will be published later this year. Our website will be updated and will provide a value library for information as well as enabling you to renew your membership online with ease. This is my second year of office as Chairman of the APEA. I would like to thank you for your support and goodwill during the past year. I would also like to thank National Council members and all the APEA branch officers and the great effort they make throughout the year. At APEA Live 2017 conference exhibition and gala awards dinner in Milton Keynes held in November I had the pleasure of meeting many of you personally and it was great to see so many familiar faces as well as many new ones, both from the UK as well as from abroad. The exhibition was well attended and exhibitors reported that they had had a very busy day and that there was ‘a buzz’ about the place. The conference covered a wide range of topics ranging from the technical and legislative on a forecourt, to the strategic vison of forecourt operators, to future fuels. Our host for the day Quentin Wilson gave the event added energy.

This year is a milestone year for the APEA as it celebrates 60 years since its foundation. The APEA was founded in 1958 by some thirty Regulatory professionals. Their objectives still hold true today i.e. the advancement of scientific and technical knowledge, the supply and interchange of information, the uniformity of standards and the interpretation and application of these. Two other noteworthy events in 1958 were the first trans-Atlantic passenger jetliner service between London and New York and the invention of the Microchip, later developed and marketed in US by TheIntel.need for a rapid charge electric vehicle infrastructure is much discussed. We hear questions asked about what are the actual emission figures for EV’s. Some in the industry are focused on tailpipe emissions for the internal combustion engine whereas others believe this cannot be viewed in isolation and that the entire production cycle involved in electric cars should be factored into the equation. Questions have also been raised about the high cost of cables as well as excavating to lay these. The deadline of 2040 in the UK for ICE is ambitious; can it be realised? There needs to be an open discussion having regard for the advancement of both fuel and engine technology which is evolving rapidly. VW and others have announced that they are developing cars to run on CNG. This fuel offers low CO2 figures and the technology also enables future transition to Hydrogen, a fuel favoured by many. Vehicle manufactures require these alternative fuel options for their own fleet fuel strategies to meet the future emissions requirements of 95g per km, and 70g by the year 2030. The APEA provides an ideal forum for discussing these subjects.

Another business that we had to visit involved the production of fashion mannequins; in my area there were two manufacturers, the biggest being Adel Rootstein, who manufactured for all the west end stores. The eerie feeling inspecting the premises with all these naked people around, albeit plastic, was immense, especially being on your own! These types of premises no longer come under the remit of the Petroleum Enforcing Authorities (PEA’s) - in those good old days we looked after storage in cans, spray shops, including mixing rooms, even car parks. Nowadays it is only petrol filling stations that are the remit of the PEA’s, however during my reflective period I looked at the massive advancement in technology, techniques and the level of expertise and knowledge within our industry. Gone now are the single skin tanks and, the very impressive looking but prone to leaking, single skin steel pipework for a complete site rebuild. We now live in a time where the leaks from new installations are few and far between; we still do have this sort of incident but rarely now. When I was first appointed as an inspector this really was a monthly occurrence, if not more frequent! You will agree that we have come a long way from these times, progress is good! Talking about the advancement of technology and techniques, 2018 will see the publication of the 4th edition of the Blue Book. It has been a challenge to get this edition produced, a lot of people have given a lot of their time to get each subject revised and the guidance updated to ensure that the Blue Book gives an accurate reflection of the best techniques for each section and that the correct standards can be applied to all equipment and procedure that is employed; it really was a military operation from all the respective committees and I would like to thank all those involved in this arduous task, the end product is well worth the wait though. Publication will be announced as soon as we are ready so watch this space, until next time…
Welcome to this first edition of the APEA Bulletin magazine for 2018. I know it’s been a while, but can I take this opportunity to wish all members a great and prosperous New Year; I know it is March, but I haven’t had the opportunity before. Also whilst on the topic of thanking people, may I also thank the individuals and the companies that advertise in this Bulletin-without your help this publication would not be possible, and your business is really highly Inappreciated.December all members were sent a copy of the APEA Live 2017 publication which included a review and photographs from the event. The members that attended will agree that it was a great success and the attendance was up on the previous year, the range of topics and the professionalism of the speakers was great, as always, as was the excellent hosting by Quentin Wilson who engaged with the speakers and the audience in a way that made everyone feel relaxed. Well done to the events committee and F2F for this masterstroke; they are now busy planning the 2018 event so if any member would like to suggest a topic for a conference session then I am sure that the events committee would welcome this with open arms. If you have any suggestions then please feel free to contact either the events Chairman or myself; all contact details can be found upon the APEA website. Speaking of which, we will be migrating to the new website shortly for the association built by Method and Class. Those of you that visit the website will see that there is a vast improvement over what was in place previously; thanks must go to the working group of Jane Mardell and Andy Kennedy, for the immense amount of input and work that was carried out to get the website designed, restructured and live. The whole national council appreciate the time and effort that this involved. Time for a reflection: I was recently asked to give a talk on my experiences and time within the London Fire Brigade which would cover all of my 34 years. Looking back I had forgotten the diverse businesses that we used to get involved with as
first training experiences was to learn the various rules and regulations appertaining to petroleum spirit, obviously the main being the Petroleum (Consolidation) Act 1928, but this training even went as far as the Blackwall tunnel and Woolwich Ferry by-laws, which obviously dictated the transport of petrol across the Thames. Also buildings such as universities and medical research facilities where they stored petroleum based products in small metal stores; I recall arriving at a medical facility in South West London and was handed a badge to affix to my lapel, I was instructed that if at any point the centre of the badge turned blue then we should evacuate the premises and that I might have been affected by radiation and require medical treatment myself!

A gyrocopter stalled mid-air after it was filled with petrol from an old fuel can, a report has said. The aircraft had just taken off from Oakley Airfield, near Aylesbury in Buckinghamshire, when its engine stopped 50ft (15m) above the ground. The pilot, 67, suffered bruising and minor leg injuries after the gyrocopter bounced and rolled over on landing.
The study found that two thirds of the motorway service station visitors were travelling for leisure purposes, while 18% were travelling on business and 7% were commuters. The remaining 11% were professional visitors - those who drive for a living, such as HGV and delivery drivers.

A comprehensive survey conducted by Transport Focus has identified the best and worst motorway service stations in the United Kingdom. Some 112 motorway service stations are spread across the UK. These facilities generally cover a large area and offer a wide range of services – from different food options to shops, car wash services and large petrol stations. Transport Focus interviewed around 8,700 customers on key factors including staff treatment, food, toilets and other services. Reading Services Westbound in Berkshire took the prize as the nation’s favourite motorway service station, while Heston Services Eastbound in Middlesex suffered the worst ratings.

“Motorway service areas play an important role in the experience of those using the Highways England road network to make long distance journeys,” writes Jeff Halliwell, Chairman of Transport Focus, in the report.
An Exxon supplied garage at Kinmel Park, Bodelwyddan, was sealed off as Natural Resources Wales and emergency services dealt with the incident. A petrol station serving the A55 had to be shut after 2,000 litres of fuel spilt during a delivery. The garage was closed shortly before 10am after the spillage, with the police, fire and environmental officers called to the scene. The services were closed to traffic as officers tried to establish the best way to clear up and minimise any environmental effects.

Survey finds best and worst motorways services
It was suspected the fuel was "probably contaminated", according to the Air Accidents Investigation Branch (AAIB). The pilot, who had 300 hours' flying experience, was the only person on board the new aircraft when it crashed in daylight in August. In its report, the AAIB said the unleaded petrol for the helicopterlike craft had been stored in a metal jerry can, which had been "used for a number of years". The pilot had "concerns" about the colour of the fuel, but after checking the "flammability of a small sample" he "convinced himself it was good". However, the agency noted in its report that the pilot now believed the fuel was "probably contaminated causing the engine to stop and...he let the airspeed drop below the recommended landing speed".
For all visitors, using the toilet facilities (77% of visitors used a toilet) and getting something to eat and drink were key reasons for deciding to stop.
Old petrol causes gyrocopter
Natural Resources Wales (NRW) said no water courses had been affected and an official remained on site, but asked locals to remain vigilant for signs of pollution. It is believed a tanker was making a delivery at the service station when the incident occurred and the premises remained closed to customers into early evening. North Wales Fire and Rescue Service said it had been assisting the site owners. A spokeswoman said: “There was a 2,000 litre spillage of diesel and an officer was there to give advice on how to contain the spillage and keep the area safe, in conjunction with other agencies. “He has now left the scene and the matter has been left with environmental agencies.” A spokeswoman for NRW said: “We’ve had an officer at the site of the fuel spill to help minimise the risk of pollution leaving the area. “So far we haven’t found any traces of the fuel in nearby streams, but we will continue to monitor the water quality closely.
Petrobras has decided to exit the Argentinian petrol retail market as Puma Energy continues to expand its branded gas stations around the world. It acquired the Petrobras assets in Argentina, owned by local energy company Pampa since last year, for USD$90 million. With this acquisition, Dutch commodities giant Trafigura, which owns 46% of Puma Energy, adds 250 service stations to its Argentinian network as well as the Bahía Blanca refinery, a lubricants plant in Avellaneda and a fuel terminal in Caleta Paula. A pair of petrol thieves were almost engulfed in a fireball as they tried to steal fuel from a forecourt and ended up setting fire to their Mercedes in the process. Dramatic CCTV clips capture the moment flames shot out of the back window of a black Mercedes. Footage shows a man leaning on the stolen black vehicle while filling up at the Esso petrol pump in South Harrow, north west London, on Thursday morning. But just seconds later the car dramatically explodes into flames, with a fireball blowing through the vehicle's back window. A confused woman can be seen darting out of the vehicle from the passenger side and brushing down her clothes, before a man from another vehicle runs over to help. Meanwhile, the driver attempts to enter the vehicle to drive off from the scene. The owner of the Mercedes had been filling his car with petrol, which he was suspected of trying to steal, when the explosion happened. A woman jumped out of the car's passenger seat when it set alight. Meanwhile, the man attempted to enter the car and drive off. The shocked woman was helped by a man who had been filling his car at the Esso petrol station at the time of the incident. Harrow police tweeted: 'Police wish to speak to the occupants of this Mercedes following a "fuel theft gone wrong".' The force then later tweeted pictures of a burnt out car. They added: 'We have now made safe and recovered the vehicle from this morning's incident involving the fuel theft.' Police want to trace the man and woman in the video clip and to speak to the occupants of the vehicle.

Petrobras exits fuel market


EG Deutschland GmbH, an affiliate of UK-based EG Group Limited, will acquire around 1,000 Esso-branded service-stations from ExxonMobil in Germany with a branded wholesaler model in place. Leading British fuel retailer Euro Garages is moving into the German market with a huge acquisition. Under the agreement, ExxonMobil is selling close to 1,000 sites to EG Group and converting its business to the branded wholesaler model already in place in other European markets and North America. The company will continue selling ExxonMobil-supplied Synergy fuels and Mobilbranded lubricants at the Esso-branded stations.
“Our conversion to a branded wholesaler model in Germany is consistent with ExxonMobil’s approach in other European markets with the objective of growing the Esso brand,” said Florian Barsch, managing director of ExxonMobil Central Europe Holding in Hamburg. ExxonMobil and EG Group have established a partnership initially for 20 years. The two companies have already successfully established a branded wholesaler model in the UK and France and recently signed a similar agreement in Italy. EG Group has committed to investing in the fuel, car wash and shop business in “TheGermany.German market offers us great growth opportunities and is the logical extension of our business throughout Europe. We already operate service stations in France, the United Kingdom and the Benelux countries,” said Mohsin Issa, founder and comanaging director of Euro Garages.

Eurogarages acquire 1000 Esso filling stations country, the Petrobras-branded sites will make Puma Energy the fourth biggest player in the Argentinian fuel retailing market with a 4.9% market share, behind state-owned YPF (55.1%), Shell (20.1%) and Axxion (14.1%).
Pampa Energy decided to sell “under the conviction that the refining and fuel distribution business requires a larger scale to achieve sustainability, and that Trafigura, one of the biggest commodities trader and operator of 3,000 service stations around the world through its investment in Puma Energy, has the focus and scale necessary to boost this business.” The Argentinian company will instead be focusing on an ambitious investment plan in the electric sector, where it is the main shareholder of Edenor.
By the fourth quarter of 2018, EG Group will assume all responsibilities associated with operating the station network subject to approval by the antitrust authorities. With the purchase of the German Esso network and Esso-branded stations in Italy, EG Group will operate about 3,500 stations across Europe.

A 33-year-old road tanker driver from Abbotsford, B.C., Canada, has been charged with multiple impaired driving offences after police said his blood-alcohol concentration was nearly three times over the legal limit while hauling a load of dangerous goods on Highway 400 north of Toronto. Tax breaks and political support make ethanol-based fuel the top selling petrol in France. Petrol with a 10% addition of ethanol has become the number one fuel in France after tax breaks made the crop-based fuel more affordable and attractive. France is the largest ethanol market in the European Union. Unleaded SP95-E10 accounted for 38.5% of the total fuel sales in France during the month of September, according to data from the Bioethanol Collective. Ethanol-based gasoline topped the market share of regular SP95 (36.8%) and the higher octane SP98 (23.6%).

The data for 2017 up until September also sees SP95-E10 placed as the best-selling fuel by a slim 0.7%.

Iran Privatization Organization (IPO) has put out to tender 41 state-owned petrol stations as part of the government’s plan to reduce its monopoly on fuel distribution and privatize the fuel retail sector. The 41 stations in 14 provinces including Ardabil, Isfahan, Alborz, West Azarbaijan, Bushehr, Khuzestan, Fars, Lorestan, and Mazandaran are up for sale to private bidders.
Natural gas filling stations planned Eni and Snam have signed the first contract implementing the framework agreement signed on May 2017 for the development of methane service stations in Italy. The 20-year contract lays out the plan for the construction and maintenance of a first batch of 14 new CNG (compressed natural gas) plants by Snam within Eni’s national network of service stations, favouring the supply of low-emission alternative fuels such as methane. Natural gas eliminates particulate matter, the most polluting element in urban areas, and offers significant economic advantages to customers, according to Eni. Snam will receive an amount estimated between 20 and 40 million euro from Eni for its services.
British Petroleum has laid out plans to open around 350 gas stations with convenience stores in Indonesia in an effort to challenge the current market leader, Pertamina’s, market BPdominance.ispartnering with local conglomerate AKR Corporindo to roll out a strong network of service stations in Indonesia over 10 years. AKR will take a majority stake in the joint venture.
The contract is part of Snam’s initiatives for sector operators and aims to promote sustainable mobility. There is a severe shortage of fuel stations in Iran’s big cities which has been a worry to the government; this move is to try and kick start independent operators to invest and grow the fuel infrastructure.
The public tender follows previous auctions organized by the IPO over the last year. Two hundred state-owned petrol stations worth more than $182m have already been auctioned. The government controls less than 10% of the 3,600 fuel stations and 2,400 compressed natural gas (CNG) stations in the country.
Viktor Zubkov, Chairman of the Gazprom Board of Directors, explained how Russia, the country with the largest reserves of natural gas in the world, had embarked on a project to develop fueling infrastructure for eco-friendly fuel. “Over the next two years, Gazprom will establish a full-fledged NGV refueling network in the (Moscow) region,” said Zubkov.

South African energy company Sasol is expanding its fuel retailing network to match its increase in production. Sasol could add up to 200 sites to its current network of 400 sites in South Africa in order to enjoy better margins and take advantage of its fuel production capacity, reports Bloomberg. Bongani Nqwababa, joint president and CEO of Sasol, explained the company is giving away margin by not having a bigger retailing capacity. “To ensure we drive more of our own liquid fuel production through Sasol’s retail network, where we enjoy higher margins, we will continue to aggressively grow our liquid fuels retail footprint in Southern Africa. We will capitalise on our strong brand and existing cost advantage to achieve our retail fuels growth aspirations,” says Nqwababa in a press release. The CNG station has the design capacity of 29.8 million cubic meters of gas per year. It is equipped with 12 gas pumps and a dispenser for mobile NGV refueling stations. The new facility can service some 2,000 vehicles per day.

Spirit of St. Louis Airport Police and local firefighters responded to a nearby petrol station Wednesday afternoon following a report of a plane crash. The plane, a single-engine Beechcraft Bonanza, was preparing to land at the airport just before 3 p.m. when it crashed at the BP station in the 100 block of Long Road Crossing Drive. The aircraft was flying from Albuquerque, New Mexico to Chesterfield, an airport spokesperson said.
A light aircraft ran into difficulties and crashed onto a petrol station. The crash was just feet from a tanker that was delivering fuel to the station. “It could have hit cars, It could have killed customers, said an eyewitness. “The tanker is there filling up the petrol tanks and all hell breaks loose”.

An employee at the gas station reported the plane crashed in the business parking lot. An eyewitness said the plane was fully engulfed in flames. No one else was on board, according to the TheFAA.radio transmission between the pilot and the tower indicated his plane was losing power. Witnesses said they did not hear the engine of the plane as it started to drop, striking the metal canopy over the gas pumps and crashing into the ground. A man has died after police say he used petrol to stoke a campfire. Emergency crews were dispatched to Dixie Downs on report of a person trapped in a vehicle fire. When first responders arrived they found a 25-year-old man lying on the ground next to a vehicle. He had been severely burned. The man was rushed to the hospital and detectives were called to investigate the circumstances surrounding the fire. Police say it appears the man and a friend had a fire pit in their yard. At some point the man decided to stoke the fire with gasoline. The fire spread to his arms and clothes. In his attempt to douse the fire on the ground, he ended up near a truck that was parked in front of the house. One of the first responders on scene was able to douse the flames with a garden house before he was rushed to the hospital where he unfortunately later succumbed to his injuries and passed away.

Certas Energy Retail Europe (Certas Energy), part of the Irish group DCC, has moved its operations for another service station network to the cloud. Following the migration in France, Certas Energy is now also controlling its 210 stations in Denmark using iGOS (Implico Global Operation Services), the cloud solution for downstream services. The software and consulting company Implico once again carried out the migration in close cooperation with its customer within just a few months. All processes are now running in the cloud, from transmitting planning data to the tank terminals, to complete service station billing.

Unfortunately, the same cannot be said for fuel storage which is subject to temperature change and evaporation. This problem makes wet stock control more challenging but it does not remove the business sense in tracking fuel stocks.
Certas Energy hopes this migration will follow in the very successful footsteps of the project in France two years ago. In that case, the iGOS cloud solution enabled the Irish retailer to minimize its investments, achieve clearly calculable operating costs and ensure professional data management.
Since 2011, ColVic, the leading OPW distributor in South Africa, has grown KPS market penetration from a zero base to 35%. This has resulted in a large increase in the need for engineers trained in the installation of KPS piping. When calculating the stock reconciliation, the operator would establish a starting point stock level and reading from the pump’s non-resettable register. Using a chart, the operator would record stock movements daily, including deliveries into the storage tank and fuel dispensed through the pump, the operator will be able to track the calculated, or book stock value, against the tank gauge. Differences between book stock and actual stock would then be monitored to identify significant issues. Modern tank gauging systems provide a more accurate stock level than dip-sticks, but the process is the same.The table below shows a simple example of this calculation. This data is not from a real site, but the example demonstrates the principal.
A reconciliation system needs a means of measuring the volume of fuel in storage, the volume of fuel being dispensed and nothing more than a pen and paper. Basic stock level management can be achieved using a dip-stick or simple tank gauge and a fuel dispensing pump equipped with a volumetric meter and a nonresettable register. Admittedly, stock management with such basic equipment is unlikely to be particularly accurate, but it would provide the operator with a basic reconciliation system and consequently some comfort over stock security.


This table has been prepared to demonstrate the technique rather than provide an analysis of the data. It is however, important to note that the data in column ‘I’, Difference, shows that the comparison between tank stock level and book stock fluctuates, this is because of errors in the tank gauge, fuel pump meter and the effect of temperature and other influences. We can see however, there is no trend towards fuel loss. If a negative value in column ‘I’ was progressively getting larger then there could be a fuel theft or a leak, although the problem could be as innocent as a poorly calibrated pump or tank gauge.
The main thing is that stock reconciliation is easy to implement and can either reveal a potential problem or give an operator comfort that the site is not leaking or losing fuel to theft. Cameron Forecourt takes stock management very seriously and can provide advice on tank stock management, tank level measurement as well as automated stock reconciliation facilities.
There are many different approaches to stock reconciliation, from a simple pen and paper solution as described here, through to fully automated systems.
Top 50 Indie, Petrocell Holdings, has committed three more of its forecourts to the Gulf brand as part of its ongoing efforts to protect and grow the business. The Croydon based company has a £44million turnover and its portfolio includes 10 filling stations, nine of which are now supplied by Certas Energy. The latest sites to go Gulf are in Sidmouth and Oakford in Devon and Colwich in Staffordshire. All three were previously tied to Harvest with a combined volume of 5.5ml. Petrocell believes that the move to Gulf and some planned investment will boost volumes to around 7.6ml.

The new TCP-X-Unit is capable of simultaneously converting signals from three serial-linked field devices for OpenTAS. Once at the petrol station the driver can use the App to tell the petrol station they have arrived and which pump they are at, making them easy to spot. The driver is told via the App how long the attendant will be before they come out to help, so they are not sat waiting in hope.

After replacing, the preconfigured backup device is set to the failed unit’s IP address and restarted. The unit then automatically receives all the required settings and protocol information from OpenTAS and is available for use immediately. This minimizes downtime and ensures a continuous and stable loading process.

Anticipating the rapidly booming demand for AdBlue for Passenger Cars, Yara has developed a custom-designed packaging solution with considerably less plastic than conventional AdBlue canisters. AdBlue is a fluid used to remove harmful NOx emissions from diesel engines. Only this year some 3 million new diesel cars using AdBlue to clean the exhaust will hit the European roads. Great, now I would like to know what interests you have outside of the MOD regulatory world, what do you like to do to relax?
Well, it sounds like you lead a busy life, thank you Geordie for agreeing to this and your candid answers, it’s been a pleasure. An absolute pleasure, Brian.
Outside of work my family take priority. I have three young children, all of whom are extremely active, enjoying sports and outdoor events. Normally if not at work both myself and my wife are juggling activities with the children.
So, what is the furthest your team must travel? Our net is cast wide - in 2017 FGSR covered the Falkland Islands, Cyprus, Singapore, Canada, Brunei and the whole of the UK. That’s a bit further than I used to go in London to inspect! I’m sure that you probably have some amusing stories that you have collected over the years; would you like to relay an example to our members? Nothing printable Brian!!! I have however had an inspector who visited Nepal to conduct inspections who took a slightly unusual trip-we are required to make use of in-country local transport to gain access to the locations, so we are quite used to that. It was a first, however, for him to be sat on a box of live chickens for the entire plane journey prior to conducting an audit of a remote site!!
I know that yourself and several of your team have attended APEA training courses; did you enjoy this experience? Would you recommend this to other regulators? The courses are highly relevant to what we do for a living. Both the theory and practical side of the courses are of great use and allow FGSR to ensure we are applying relevant civilian standards and best practice across the MOD estate. I am sure the varying MOD regulators would find some of the other courses run by the APEA of value and applicable to their specific roles.

Yes. Fuel and Lubricant Facilities on the Defence Estate are not subject to Civilian Local Authority Petroleum Certification. FGSR act as the Local Petroleum Enforcement Authority for the purpose of certification. FGSR inspect and licence Class I, II and III installations worldwide, of varying sizes ranging from 275 litres to 100,000m3. This could include anything from Mechanical Transport Fuelling Installations to Petroleum Storage Depots.

In the last few years, new treatment devices have become available that can help operators to successfully handle stormwater runoff and spillage from their sites, but it can be confusing to work out which device is most suitable for your forecourt drainage requirements. Where does the site drain to? Before you begin to design a drainage system, it is essential that you know where your site drains to and where the point of discharge is off the site. If your site drains to a foul sewer or a combined sewer which is owned and operated by a Sewer Provider (such as the water utility), they will dictate what devices are needed in your drainage system to protect the sewer, the sewage treatment process and operators working in the sewerage system. If your site drains to a river, stream or other water environment, the

Lifting the Lid on Forecourt Drainage

Effective drainage is an essential design consideration for any new petrol forecourt. Satisfactory maintenance of the drainage system is also one of the most important environmental protection and safety responsibilities of forecourt operators. Any operator should also be favouring sustainable methods of drainage in their choices and you may have heard the term SuDS or Sustainable Drainage Systems used in this regard. The most sustainable way to drain a forecourt is to create a treatment train of appropriate drainage devices that capture and treat any pollution generated from the site as well as preventing the creation of explosive atmospheres in sewers.



Full retention forecourt separators
In conclusion, for the areas of a site where large oil spillages are foreseeable, the forecourt separator is still the best option.
Full retention oil/water separators
Full retention forecourt separators are an excellent option for protecting these parts of the site and they should be selected according to their oil storage capacity so that a full compartment spill can be contained.

This means that forecourt separators are much larger than the equivalent by-pass device, but they are the only device to provide adequate treatment, oil containment capacity and a closure device.
Soluble pollutants – a word of warning Forecourt separators are designed to remove floating oils, and are therefore not suitable for capturing spillages of soluble pollutants such as AdBlue, screen wash, detergents from pump cleaning, and anti-freeze. As the storage and dispensing of such products becomes more common on retail fuel sites, the industry may have to consider new ways of treating stormwater runoff, especially when the site drains to a river or stream.
The full retention oil/water separator is the workhorse of stormwater management. It operates in the same way as a environmental regulator will dictate what devices are needed, and they may require higher levels of protection than if the discharge is to a sewer. If your site discharges to a soakaway, and the runoff goes into groundwater, the level of protection will need to be very high and you will need to treat it with a series of devices. There are some locations where a discharge to the ground will not be allowed at all. Once you have worked out where the point of discharge off your site will be, and you understand the control measures of the appropriate authority, you can specify the correct drainage devices to meet the requirements of the site. You must also work with your Petroleum Licencing Authority and be mindful of the guidance in the current edition of the Blue Book (Guidance for Design, Construction, Modification, Maintenance and Decommissioning of Filling Stations).
Forecourt separators contain a coalescing filter which encourages the oil droplets to draw together so that they float more effectively. The separators are designed to be large enough so that the water is held back for several minutes in the device, long enough for the oil to float to the surface where it is captured.
Full retention forecourt separators are specifically designed to handle the surface water and spills that run off the fuel dispensing area under the canopy, the delivery area and from the route that the tanker takes around the site. In these parts of the site a spillage of a full tanker compartment of fuel is foreseeable and the full retention forecourt separator will capture the spillage until it can be safely removed by a licenced waste disposal contractor.
The separator can also be designed to provide capacity for silt capture and storage so that the silt, sediment and grit in the runoff is collected and is also removed when the separator is emptied.

Stormwater filters
Stormwater filters are well established in the US, but are new to the UK and they are used where stormwater contains specific pollutants, often soluble ones, and the water is discharged to a sensitive environment. The stormwater must be treated upstream of the filter first to remove large grit, surface dirt and any floating oils, so that the filter will work effectively for a maximum period of Stormwatertime. filters are most often used to remove soluble metals present in the runoff to protect the environment. However, they are also very effective where smaller particles need to be filtered out. SDS Limited offers a down-flow device, the Aqua-Filter™, which removes fine solids, soluble metals and other dissolved pollutants. It is an ideal choice where a receiving environment is particularly sensitive, such as a river with a protected species living in it. The filters need changing every few years (how often depends on the pollutant load) and it is essential that the upstream devices, such as separators, are properly maintained and emptied so that there are no ‘slugs’ of gross pollution flushed through on to theyourfilter.site where there is no risk of a tanker spillage, but where the runoff will contain grit, solids and perhaps small amounts of oil. They do not include a filter and they are easy to empty with a vacuum tanker. Vortex separators cannot contain a tanker compartment spill and shouldn’t be used for the drainage from the dispensing and delivery areas. Articles forecourt separator but does not have the capacity to capture a large tanker spillage. The closure device settings are also different because they are designed to capture and store regular day-to-day oil leaks and spills. These devices can be used on areas of your site out of reach of tanker spills, but where small spillages are likely.
By-pass oil/water separators are also designed to remove floating oils, but only from smaller rainfall events. Any more extreme rainfall runoff by-passes the unit and remains untreated. This is unacceptable for the drainage of petrol forecourts as the amount of oil expected in the runoff is too high for them to safely capture and store and any large spillage would by-pass the system and cause Thepollution.principle of by-pass separators is that most of the pollution is in the ‘first-flush’ of runoff and the level of pollution reduces as the rain continues to fall. This does not apply on a forecourt where the separator is designed to capture spillages that can occur at any time. It is quite possible that a spillage could occur during a significant rain shower and then only a full retention separator would effectively capture it. By-pass separators can, however, be considered for low risk parts of the site where there is no risk of large oil spills and no HGV access; these may include parking areas for a forecourt shop.
Hydrodynamic vortex separators Hydrodynamic vortex separators are designed to remove suspended solids, grit and sediment from stormwater and they are often used for treating runoff from road surfaces. They also capture some floating oils and litter at the surface of their swirl chamber. Because the flow through a vortex separator is faster than through an oil/water separator, they can treat a bigger area with a smaller unit and the installation is easier and requires a smaller Becauseexcavation.theycreate a vortex flow, they remove suspended solids and grit from the stormwater very effectively. They may be ideal for treating runoff from access roads, car parks and other areas of Swirl™ range from SDS Limited include an option to have the inlet and outlet pipes at different orientations to meet the needs of the site, making installation much easier where space is limited. They are also lightweight and are easy for a contractor to manoeuvre for installation.


The separator must be completely emptied of silt, dirty water and captured oil; all these materials are hazardous waste and must be managed accordingly by a licenced contractor. The cleaning and maintenance records, including hazardous waste consignment notes, must be kept and made available to the authorities upon request and should contain remarks on any specific events (e.g. repairs, accidents). Every five years, the separator should be emptied and checked for structural integrity, defects and the state of the automatic closure device. Further information on the operation and maintenance of an oil/water separator can be found in ‘BS EN 858-2:2003

Vegetative drainage devices are becoming more common on developments in the UK. The key industry reference document for drainage design, the CIRIA SuDS Manual, which has been recently updated, has helped designers to select the right device for developments and to design effective management trains for stormwater. On petrol forecourts however, the over-riding element of safety must be at the forefront of the designer’s mind and it is essential that large fuel spillages are contained safely in the drainage system, ordinarily in a forecourt separator, before vegetative devices are included to treat the stormwater. Once the appropriate separators have been included to capture spillages and to remove gross pollution, there is no reason why a device such as a pond, basin or treatment wetland cannot be included in the design to remove further pollutants, such as traces of detergent. These devices need to be quite big so they are not often specified for petrol forecourts, but they are proven to remove residual pollutants and they provide additional amenity and biodiversity benefits to the local area. In more rural locations where land is available, they can be an excellent way of both treating the stormwater and also providing attenuation to reduce flood risk downstream. Maintenance and operation
Usually, you should inspect your forecourt separator every six months including a visual check of the thickness of the oil layer on the surface and an assessment of the level of silt in the bottom of the vessel. As a minimum, it should be emptied at least once a year, although the visual inspection, or the activation of the oil level alarm may indicate that it needs to be emptied immediately.
Vegetative drainage devices

Whatever drainage design you choose for your site, it is essential that you maintain the devices in accordance with the manufacturer’s instructions or the designer’s schedule. The guiding principle of drainage design on a forecourt is to capture the spilled fuel oil and sediment in a safe place until it can be removed by a
licenced waste disposal contractor. The system capacity is calculated specifically for your site so, if routine maintenance is not carried out, that capacity is compromised, and your site may cause pollution of a watercourse, or the release of flammable fuel oils into the sewer.

If your drainage design includes stormwater filters, they are intended to remove specific pollutants and to protect a sensitive environment or habitat. So it is essential that you check the filters regularly, perhaps once every three months, and change them when they are saturated or spent. The filter manufacturer will provide more information and some of the filters have a visual ‘tag’ to allow you to tell when they are spent.
Closure devices and monitoring Recent advances in technology mean that it is now easy to monitor the performance of your drainage system using instrumentation such as silt level sensors and flow measuring equipment as well as automatic closure devices. Although forecourt separators include an automatic closure device that operates when a large oil spill occurs, this will not operate if another part of your site suffers a major spill, or if the spillage is of something soluble like AdBlue or screen wash. For events like this, and in the worst case of a fire on site, closure devices can be installed at the outlet from the site which can be closed remotely using a telephone. These closure devices operate hydraulically and can achieve almost 100% closure, so protecting the downstream rivers and streams. These monitors and devices are evolving all the time and can be connected to other control systems you have for your site, bringing the control of your drainage system up to the same level as your wetstock management systems.

Articles the silt has built up to a defined depth, so this needs to be measured either manually or using a silt level monitor. Vegetative devices such as ponds and wetlands many need vegetation removing in the autumn and, periodically, sediment build-up may need to be removed.
Conclusion Although things have moved on in the 20 years since I first started looking at forecourt drainage, the full retention forecourt separator is still the mainstay of drainage design. This device is necessary on all fuel dispensing sites to capture large spillages and to accommodate the foreseeable event of a tanker compartment loss. However, other aspects of site drainage have changed; soluble pollutants have moved onto forecourts including AdBlue and screen-wash, and ethanolic fuels are widespread. As a result, forecourt operators may need to consider installing additional devices, downstream of, or alongside, the forecourt separator, to remove more pollutants before a discharge takes place.
It will be interesting to see how forecourt drainage moves to keep up with these changes and I hope manufacturers and industry leaders continue to look for innovative treatment solutions to properly protect people and the environment.
In the meantime, operators are strongly advised to seek professional advice from a drainage designer or consultant with experience of forecourt pollution. Manufacturers will also be happy to provide information and support about the capabilities of their products and the correct maintenance schedules.

Like a number of small islands this one is completely dependent on fuel shipped in. This is stored in overground tanks then used to refuel boats and power generators producing energy for the entire island. This island had been recently bought by a Czech entrepreneur, and was relying on antiquated equipment and piping. KPS was approached to provide a reliable long-term solution. Equipment installed would have constant exposure to saltwater, need to be safe in case of any sparks generated when delivering fuel and allow no fuel to permeate into the ground, protecting the scenic local flora and fauna. Due to the large amounts of piping, easy installation was key. Solution KPS piping provided a safe easy-install solution requiring the minimum possible number of welds (KPS double wall piping requires less welds than any other system available). Double wall 125/110 conductive pipe carries fuel from the delivery jetty to storage, then double wall 75/63 conductive pipe carries fuel to refuelling jetties. Piping is installed on hanging mounts below jetties to allow an efficient fuelling process. The double wall piping ensures no permeation of fuel into surrounding environment. KPS pipe is completely un-reactive to saltwater, eliminating the risk of deterioration with constant exposure. Working in the Fuel Industry on the Other Side of the Pond
After working with a forecourt contracting company in the UK for 8 years the opportunity to become General Manager of Purpora Engineering Inc took me to Wisconsin, USA. Purpora manufactures tank and pipe testing systems for use on Petrol stations (or Gas Stations as they would say!). After working in the States for 5 years we decided it was time to move back to the UK to be closer to family. The time spent in America gave me the chance to see how the industry operates on a different continent. The differences in the operations and maintenance of these facilities are handled in such different ways, that I thought I would share my experiences.

Each station must ensure that all tanks on site are tight every year; this is typically done by having a third-party testing company performing testing on the single wall tanks and interstitial monitoring on the double wall tanks. Most tanks in the US are fibreglass (GRP) with ZCL being one of the largest manufacturers in the market; steel is still installed in numerous facilities but as a proportion is still lower by comparison. Almost all “gas stations” use Submersible Turbine Pumps (STP’s) on their forecourt to supply the fuel. Suction systems tend only to be on commercial fuel installations where you have one dispenser filling up vehicles, for example local municipalities or haulage companies. To be compliant, all the pressure lines on site must be tested to ensure that they pass 0.1 gallon per hour leak test each year. Traditionally this would also be conducted by a third-party testing company utilising a system such as the Petro-Tite produced by Purpora Engineering. With the increase of better leak detection installed on the pressure systems with PLLD (pressure line leak detection) more and more states are allowing stations to be compliant providing they can demonstrate their PLLD is showing consistent monthly passes at 0.2 gph. As for the suction systems, “American” suctions systems (those with check valves at the tank end) require testing every 2 years and “European Safe Suction” only on start up.
A recent NACS report suggested that nearly 40% of all fuel stations in the U.S. are owned and operated by single operators (source www.nacsonline.com). Dealing with so many independent operators allows the possibility of multiple small contractors to serve the needs of those operators. To operate a petrol station, each site must have adequately trained staff. Operators are required to have class A, B and C licence holders to help ensure that the site is run safely. Class A/B operators tend to be the site owner/operator. To qualify each licensee must be evaluated to ensure they know the requirements to operate, maintain and keep records on the Underground Storage Tanks. This has led to some operators outsourcing their class A operator liabilities to third party companies who will ensure that all the relevant documentation is maintained on their behalf. Where it gets interesting is on the C operators license. The C license must be held by any individual who works in a petrol station; this ensures that all operators know about the emergency procedures, how to contact the relevant authority in the event of a leak, spill our two countries are. Our approach to enforcement in the U.K. relies on the Risk Assessment process of the DSEAR regulations; the U.S. operates on compliance of EPA guidelines. Most of the individual states pay into the EPA L.U.S.T. (leaking underground storage tank) fund, so providing the operator has carried out their statutory compliance testing and is compliant, if there is a leak the state will cover the Therecost. are a couple of exceptions to this with Texas and California placing the responsibility on the station operator. In contrast if a tank leaks in the U.K. operators need to hold insurance if they don’t want to cover the costs themselves.
Following on are several major groups who own and operate multiple locations i.e. Euro Garages, MRH and MFG (source www.statista.com). In stark contrast the U.S. market is made up by a huge number of “mom and pops” stores, single site operators.
Enforcement of the regulations is carried out by state inspectors who have power to “red tag” tanks, lines and in extreme circumstances sites where compliance is not being maintained. The “red tag” prevents any deliveries into that tank until such time compliance has been achieved and the inspector agrees to remove it. The unauthorised removal of a tag is an offence for which the operator can be prosecuted. The fuel retail market in the U.K. is dominated by supermarkets with the big four sharing just under 45% of the total market.
Deliveries are primarily supplied via direct fill pipes that are housed in standalone chambers; inside the sump the fill pipe is fitted with a spill bucket to catch any spills during the delivery process. Offset from that is a chamber where the submersible turbine pump (STP) is housed; a separate small sump is normally used for the Automatic Tank Gauge (ATG). By having the chambers separated it can make certain maintenance tasks easier, for instance removing a gauge rarely requires having to get into a confined space, resulting in less resource being tied up on site.


The body for carrying out enforcement of Health and Safety in the U.S. is OSHA (Occupational Safety and Health Administration). The lack of enforcement agents in the field who have the time to travel around checking on mobile workers means that the chances of a safety inspector passing by a petrol station at the same time a service engineer is working are very slight. That said, the general approach by most workers to their own safety was low at best.

There were also significant differences in Health and Safety compared to the UK.
Most people think of the states as a highly litigious country and therefore you would expect the levels of health and safety to far outweigh anything the UK has in place - this was far from the case!
Hi-vis was very low-vis! In my role with Purpora I travelled all over the states training people on the use of their equipment. I can only remember ever seeing a handful of my clients using hi-vis vests - some did have hi-vis t-shirts but rarely anything substantial. The rest of what you would consider to be standard PPE was also very lacking; disposable gloves were the only consistent thing people would use.
One of the most frequent complaints from service personnel who work on forecourts is that the people behind the counters don’t really understand any of the components of a petrol station and what the risks associated with petrol station activities involve.

I told the technician I was working with what he needed to get the dispenser switched off immediately as I wasn’t looking at being blown up that day. He instead shouted across to the girl, who he obviously knew, and told her in no uncertain terms to stop smoking. She responded with equally colourful language, slammed the nozzle back into the holder and walked into the store to pay for her fuel, still smoking!!Whilst I was witness to some extreme examples of unsafe working on petrol stations in the U.S., for most of the contractors I worked with, they were committed to providing excellent service to their customers and would never knowingly put anybody in harm’s way. While they may have some lessons to learn on matters of health and safety I found the industry to be a great place to work and I am very grateful for the opportunity that I was able to experience working with some extremely talented people. I hope that this has given a little insight into some of the differences between how stations are operated either side of the Atlantic and what for me was a very educational 5 years.

This attitude to health and safety was brought home to me one time I was working in Alabama in the deep south, a place where credit card machines were a thing of wonder! We were working on a small-town service station training the local service company, when a young lady swerved on to the forecourt. After shouting various obscenities at her children in the back of her car, she proceeded to get out of her car smoking a cigarette and started to attempt to fill up her car. You would think that the cashier would see her smoking and call across the Tannoy system to tell her to extinguish her cigarette immediately. That didn’t happen, the shop assistant authorised the dispenser and she proceeded to fill up her vehicle.

Mr Thompson is also strongly involved in working groups of CEN/TC 393. He was at all times present at the relevant meetings to solve serious problems and to find a consensus. The standards established by CEN/TC 393 set high safety requirements and high environmental protection levels. Mr Thompson has very good technical expertise and understanding and is highly consensus oriented. Due to these characteristics and his diplomatic skills he is very well respected by delegates and experts. He held regular TC meetings to speed up the work, to include current topics in the work program of the TC and to respect latest CEN rules and European legislation. Mr Thompson is giving lectures all over the world on the standards published by CEN/TC 393 and CEN/TC 265/WG 8. Thereby he contributes to the use of the standards also outside Europe.

With the transformation from CEN/TC 221/SC 2 to CEN/TC 393 ”Equipment for storage tanks and for filling stations” in 1997 he was elected as Chair of this TC and has served for more than 20 years. He also took over as convenor of the CENTC 265/WG 8 “Shop fabricated tanks”, the former CEN/TC 221/SC 1. He fully complies with the required criteria (compliance with IR Part 2, compliance with and implementation of CEN technical policy, etc.). In workshops he held in many European countries he won new experts for participation in the different working groups.
Jamie was presented with the award at the CEN Management centre in Brussels by Jean-Paul VETSUYPENS the Director General on December 6th at a ceremony where he was the only nomination from the UK.




I am organising a party to celebrate a family member’s milestone birthday. I am planning a large firework extravaganza to finish the evening. Could I ask if 1) there is legislation and guidance available for storage of fireworks and 2) is there a limit on the amount of fireworks that can be stored in a domestic environment? Arranging a large fireworks extravaganza is extremely dangerous and you should consider contacting a professional fireworks display organiser. Professional fireworks display organisers must be trained and pass an examination set by the British Pyrotechnists Association. Only Professional fireworks display organisers are permitted to use the more dangerous and spectacular fireworks which are not available to the general public. Should you decide to go ahead with organising your own display, you must comply with the Explosives Regulations 2014. The Regulations restrict you to storing a maximum of 50 kilograms of consumer fireworks (hazard type 4) which must be kept in a safe place away from flammable liquids such as petrol or any other flammable substances. You can store up to 50 kilograms of consumer fireworks (hazard type 4) for no more than 21 consecutive days without a licence. The fireworks must not be for sale or use at work.

wall tanks were first installed in the UK in 1990 and they should all have been installed using a pea shingle which makes removal much easier than the older single wall tanks which were generally concreted in.
double wall tank with a class 2 liquid which may have been made safe as far as an explosion risk is concerned - no such checks are made and any leak of the interstitial liquid can cause pollution. Therefore it is recommended that the tanks should be removed from the ground, on average around 600 litres of this liquid is in the interstice of an average size double wall Doubletank.
When a disused single wall tank is made safe in situ, the area above and adjacent to the tank shall not be built on, until the tank has been removed. This is because the integrity and structural strength of the tank, the tank surround, and the backfill and the material used to infill the tank cannot be assessed. There is also a strong possibility of contamination within the ground surrounding the tank, and the premises are likely to be registered as contaminated while the tanks remain in the ground. The vast majority of old petrol stations have the tanks removed away, any contamination cleaned up and the site can be then safely used for other purposes such as housing etc.

I have just taken on another petrol filling station to add to the few others that I already operate. This particular site has a Veeder Root TLS350R gauge installed; on the display it is showing L1 Fuel Alarm - I am taking this to mean that the tank in question might need fuel (it is relatively low in product). Where would I find more information on this product and the alarms that are contained on it?

* These are the interstitial spaces in the double skin tanks Also, you may see on the list other descriptions such as “Discrim. Sensors Man-chamber”, “Discrim. Sensors Dispenser Sumps” “PLLD Alarm”; these would indicate that the site will have Submersible pumps with a Pressure pumping system. These sensors are installed in the Tank Chambers’ sumps that are beneath the dispensers and monitor the Pressure Line Leak Detection built within the submersible pump.
There can also be alarms that are connected to the Petrol Separator/interceptor if it requires servicing/inspection.
All these are requirements for the integrity of the fuelling system and to monitor for leaks. You will need to have this equipment checked and serviced as part of your control and mitigation measures under the DSEAR regulations. I would also recommend that you contact the gauge manufacturer and request a copy of the instructions.
The alarm that is showing is actually indicating that the Class II, liquid leak detection system that is installed within the double skin tanks on the site has gone into alarm mode. This could be that the header tank for the system (normally located within the tank chamber) requires to be topped up with the correct type of fluid or even that the tank in question may actually be leaking! You need to contact your maintenance company to get them to look at this urgently, in the meantime there is a way that you can tell the alarm codes that are generated by each individual TLS350R system. If you look at the display it will normally state: DATE & TIME at the top of the display and then underneath ALL FUNCTIONS NORMAL (or in your case L1 FUEL ALARM). If you press the second button down marked “FUNCTION” until the display reads “LIQUID STATUS”, then press the button marked “PRINT” it will then print a full list of all the alarm codes and the meaning for the alarm, for instance the code L1 on a gauge that I recently checked read as follows:

The chamber is large enough to house either a 4” or 6” manual or electric knife gate valve. Fitting an electric knife gate valve is a great safety and speed benefit as it can be connected into the interceptor alarm system for the site. Made in stainless steel, which is ideal for any AdBlue that it might come in contact with. A height adjustable corbel (where the chamber is between 726mm to 1000mm) gives the onsite installer the flexibility to get a flush to the forecourt finish. If the site requires the chamber to be deeper than 1000mm then all that is needed is a valve handle extension. Entry and exit of the effluent is via UPVC drainage plain ended pipe using the Berry’s multi step boot system - also from the Mono Gen II chamber. Berry’s have a longstanding relationship with Fibrelite (using Fibrelite ground covers on the market leading Mono Gen II tank chamber) and this chamber also utilizes a 450mm square composite cover in either black or blue to aid easy forecourt recognition of the potential effluent. As with all ‘plug & play’ products from Berry’s it is preassembled and pre-tested at their Birmingham based factory, so can be delivered next day.
A suitable valve should be installed in the first access chamber downstream of the separator capable of shutting off all flow and preventing contaminated effluent leaving the site during maintenance or an emergency.

The meeting was closed by the Branch Chairman David Wall who thanked those present for attending. The APEA Eastern Branch held their Autumn/ Winter meeting at The Maltings, Ely in early December. A mix of interesting topics were covered and we thank the speakers for giving their time to talk about their specialist subjects, eliciting good audience participation as well. A short visit was made to the beautiful Ely Cathedral nearby. Our long serving Auditor Mike Alston has retired. We thank him for his excellent service to the Eastern Branch over the years. Welcome to our new auditor Steve Horsley. The new Chairman of the Eastern Branch is Peter Roll. We thank Lee Markham who has now left the industry. Welcome also to Andrew Olive, MD of Pumptronics who has joined our Events Committee. If you would like to join us, please let me know. Tom Callow, Director of Communication and Strategy at Chargemaster, gave an insight into the electric vehicle market, how it is developing and what opportunities it presents for fuel retailers and the challenges ahead. Peter Roll of London Fire Brigade presented the Regulator update. He said there are new guidelines for EV charging points which will be in the forthcoming Blue Book. Also a protocol for testing ‘unattended sites’ is being rewritten by Clare Scawthorn.

Sean ColeBrian M Back Our guest speakers at Ely were as follows. Commercial Fuel Solutions Ltd, specialists in the design, manufacture and dispensing of fuel storage and transfer systems. Sean Cole talked about the future for diesel cars and the benefit of dispensing AdBlue from a dispenser within a forecourt environment. He was followed by Brian M Back of Radio Data Networks who talked about “Pollution and Firewater Containment” dealing with high volume spills and firewater not just on the forecourt, but throughout the distribution network. He strongly believes a Tertiary system is the way forward which will detect most problems and be beneficial to the environment.
