Greetings,

Theseasonisuponus,andaslandscapedesigners,wearemovingaroundlikebees,workingon projectswithclientsnonstop.ThetopicofthisnewsletterisTrees.Theoriginalsubjectwasmodified, aswefoundthatallthestormsweexperienceddamagedthetreesinourlandscapes.Wewillresume ourelementalseriesinthenextissue.

Inthispresident’smessage,Iwanttohighlighttheeffortsbeingmadebyourboardmembersatthe chapteranddistrictlevels.AllthegreateventsandinnerworkingsofAPLDCaliforniaandtheCA districtarethoroughlythoughtoutandplannedbyAPLDvolunteerswithourAPLDcolleaguesin mind.Muchworkgoesonbehindthescenes,whichisnotusuallyvisibletomembers.Iwantto expressmygratitudeandacknowledgeallthosecolleaguesandtheireffortsfortheir thoughtfulness,leadership,anddedication.

March23,2023,amendedbill:

� Thisbillwouldrevisethelegislativefindingsand declarationstostatethatthemodelordinancefurthers thestate’sgoaltoconservebiodiversityandprovidefor climateresilienceconsistentwithstatedroughteffortsto eliminatetheuseofirrigationofnonfunctionalturf.

� Requiretheupdatedmodelordinancetoincludethese provisions:

OPlantsincludedinalandscapedesignplanbe selectedbasedontheiradaptabilitytoclimatic, geological,andtopographicalconditionsoftheproject site,asspecified.

OAllneworrenovatednonresidentialareasinstall plantsthatmeetspecifiedcriteria,andprohibitthe inclusionof nonfunctionalturfafterJanuary1,2026.

OIncludeexemptionsrelativetoecologicalrestoration projectsandmined-landreclamationprojectsthatdonot requirepermanentirrigation,existingplantcollectionsas partofbotanicalgardensandarboretumsopentothe public,andcemeteries(exemptfrompartsofthe ordinance).

ORequirethatallneworrenovatednonresidentialareas installplantsintheplantareathat,takentogether,have anaverageWUCOLSplantfactorof0.3,andrequire thatnotlessthan75percent(75%)ofthoseplantsbe localnativeplants,excludingediblesandareasusing recycledwater.

APLDCAChapter’sPosition

WhilewesupportAB1573inprinciple,ourpositionisto opposeAB1573unlessamended.APLDCalifornia advocatesforlandscapesthatincreasebiodiversity, improveclimateresiliency,savewater,increasetheuse Californianativeplants,andincludenativeplantsinfireresilientlandscaping.

Thefollowingareprioritiesandproposedamendments byAPLDCA:

� Includeprovisionsthatrequiretheuseofnativeand non-nativeplantsinlandscapedesigns.

� Eliminatetheword“local”orbetterdefineit,andreduce thepercentageoftheCalifornianativeplantsthatwould berequiredtobelocal,enablingtheuseofselections, cultivars,andhybrids,fromplantcommunitiesinother partsofthestatethatareequallyappropriate.As importantasitistosupportlocalfloral,localnativesmay notalwaysbethebestchoiceforanumberofreasons.

� UtilizetheCaliforniaNativePlantSociety(CNPS) Calscapedatabase,orcomparablescience-based source,tosearchforandselectnativeplants,ratherthan havingtheUCBerkelyJepsoneFloradatabaseasthe solesource.

� Californianativeshavedifferentrequirementsthan plantmaterialwidelyusedbytheindustrytoday.Ata minimum,MWELOwouldneedtoberevisedrelativeto compost,irrigation,andmaintenance.Looktoscienceandresearch-baseddataandindustryexpertsfor recommendations.

� Convenestakeholderworkgroup(s)todeterminea phased-approachandtimelineofeffectivedatesto implementnewandrehabilitatedlandscapeprojects. Theobjectiveistoincreasetheamountoflandscaped areaplantedwithnativeandnon-nativelowwater-use plants,butnottotallyeliminateotherWUCOLSplant water-usefactors.

� Includeprovisionsforworkforceeducation, information,andresourcesforthedesign,installation, maintenance,andmanagementofwaterefficient, biodiverse,andclimateresilientlandscapeswithnative andnon-nativeplants.

� Areaswherenonfunctionalturfwasremoved, encouragereplantingwithnativeandnon-nativelow water-useplants.Discourageuseofsynthetic.

(Note:Weinitiallyincludedaprovisiontoprohibittheuse ofsyntheticturf;however,wewereinformedbythe author’sstaffthat,todate,thefailurerateofbillsthat includethisprohibitionishigh,sosyntheticturfwouldnot beincludedinthebill.Toatleastmakesomeprogressin thisregard,weincludedthatitsuseisdiscouraged.)

� Includehowtheprovisionsofthisbillwillbeenforced. AmendmentsasofMay9,2023,excerptsof amendmentssubmittedtotheCommitteeon AppropriationsbyAssemblymemberFriedman: (Amendmentsareinitalicizedtext.)

� Definitionsof“Communityspace”,“Functionalturf”,and “Recreationalusearea”wereadded.

� Localnativeplantsthatevolvedinandcanbefound naturallywithintheJepsonregion,wherethelandscape siteorprojectislocated,asdefinedandupdatedbythe UniversityofCaliforniaBerkeley JepsoneFlora,and foundintheCaliforniaNativePlantSociety’sCalscape database.

� Includeprovisionsfor propertyownersandmanagersto implementlandscapemaintenancepracticesthatfoster long-termlandscapewaterconservation.

� Prohibittheuseoftraditionaloverheadsprinklersonall newandrehabilitatedlandscapesandrequirethatnew andrehabilitatedlandscapesuseonlywaterefficient irrigationdevices.

� Requirethat,beginningJanuary1,2026,allnewor renovatednonresidentialareasinstallnotlessthan25 percentlocalnativeplants,excludingediblesandareas usingrecycledwater.

AEstablishedneighborhoodssuchasthe“Fab40s” indowntownSacramentoarehometothearea’s oldestandlargesttreecanopies.Residentsof tree-linedstreetscontendwithFalldropsoflargeleavedspecies,suchastheLondonPlaneTreethatcan acclimateseveralfeetdeepthroughtheseason.Slow decompositionandsheervolumecreatepressing maintenanceissuesforresidents;landscapedesigners areoftendraftedfordesignsolutionstomanagethe leafmass.Understandably,clientsoftenbalkat suggestingaddingnewtreestotheirlandscapes, especiallyafterthemassivelydestructivestormsof Winter2022-23.

Somanynewgapsinthecanopymaybringtroubling effectsthatwillbecomepainfullyobviousin Sacramento’s100º+Fweek-longinfernos:Shadeloss, newlyexposedshadegardensinasummeraridclimate, increasedtempsfromreflectivehardsurfacesand habitatloss.Therearesomanystudiesaboutthevalue ofmatureneighborhoodtrees.Suchasthecanopy coolingeffect,treesreduceflooding,slowingtrafficon tree-linedstreets,andhelptoreducecrimeinareas wherecanopiesareinabundance.

What’sTrending

O Radicaltopping.

O Improperlimbpruningandtreeremovals;poor problem-solvingbyuneducatedhomeowners, landscapers,andclean-upcrews.

O Alarmingriseinperceived“nomaintenance” landscapessuchasartificialturfinstallationsandentire rock‘mulch’landscapes.

O Decisionstosealofflargeswathsofneighborhood soilwithhardscapeswillhavepotentiallydevastating consequences.

O Thelong-termhealthofexistingtrees,water percolation,citycooling,andincreasedlocalized floodingareallurbanandsuburbanproblemsthatwill becompoundedifwedon’tkeeplayeringtreesback intoourneighborhoods.

Redwoodbarkisthickand resistsburning,protecting thewoodfiberandthetreeitself duringforestfires.

Asabuildingmaterial,redwood lumberandtimbers,particularly heartwoodgrades,offermanyof thesamecharacteristicsasthe treesthemselves,including beauty,strength,stability,natural durabilityandfireresistance.In fact,redwooddeckingandsiding complywithChapter7Aofthe CaliforniaBuildingCode,Materials andConstructionMethodsfor ExteriorWildfireExposure.

NativetoCalifornia,redwoodisan idealbuildingmaterialthroughout thestateduetoitslowcarbon footprint.Thisincontrastto tropicalhardwoodspecieswhich areharvestedthousandsofmiles away,contributingto disappearingrainforesthabitatin SouthAmericaandSoutheastAsia.

Stormdamage fromrain,snow,andwindimpacts trees'health.However,unlessyouseeatreeonthe vergeoffallingover,don’tpanic!Manytreeswill recoverquickly.Ifyoubelievethetreedamagemay posearisktohumansafety,youneedtocontacta certifiedarboristtoassessthesituation.Otherwise,a reputable,licensed,andinsuredtreeserviceshould beabletohelpwithanypruningthatlargetrees mightrequireafterstormdamage.

Poorlyprunedtrees aremorethananeye-sore.Bad pruningcanactuallydeteriorateatree’shealthand makeitmoresusceptibletostormdamage.Isthe treesalvageable,andshouldthetreebesaved?Ifyou suspectthatatreemightbesufferingfrompoor pruning,contactanarboristtoadviseonthe correctivemeasuresthatcanbeusedtoaidits recovery.Aswithmostthings,whenrescuingabadly prunedtree,theimpactofthattree'srecoverywill taketime.Thelong-termdamageofbadpruningis oftennotseenuntilafteranimpactfulstormevent occurs.Yourarboristshouldbeabletoassessthis.

Asthisissueofthe CaliforniaLandscapeDesign ishotoffthepress,sotospeak,thisMWELOTrainingandRoundtable programistakingplace.ThankstothegeneroussupportoftheAPLDCAChapterandoursponsors,thisprogramwas offeredfreeofchargetoourmembers.ThisprogramwasdesignedtobeauniqueopportunityforusasLandscape DesignerstolearnabouttheModelWaterEfficientLandscapeOrdinance(MWELO)fromoneofthebestofthebest--Kim O'Cain,authoroftheDepartmentofWaterResources(DWR)MWELOGuidebook.

Kimhasovertwentyyearsofexperiencedevelopingandimplementingwaterconservationprograms,policies,andoutreach topublicagenciesandbusinesses.Beforestartingherconsultingfirmin2017, O’CainConsulting,Inc.,KimmanagedtheCity ofSantaMonica’swaterconservationunitandco-wrotethelocalwaterefficientlandscapeordinanceandstandards.She performedplanchecksandinspectionsinadditiontodevelopingandimplementingavarietyofrebates,including sustainablelandscaperetrofits,andtaughtsustainablelandscapingcourses.

Thistypeoftrainingisimportantforallofus.RegardlessofwhetherwehaveexperiencedevelopingMWELO-compliant plansornot,there'salwaysmoretolearn.Oursisadynamicprofession,andasAPLDmembers,weactivelyparticipatein continuingeducationthatstrengthensourcreativity,knowledge,andskills.Attendeesearned4APLDCEUs.

It'svitalthatweremainabreastofCalifornialegislationthatmaysupportandimpactusaspractitioners.TheMWELOis adopted,andpossiblyupdated,everythreeyears,soit’snotsimplysomethingthattoreviewonceandneverneedtolook atitagain.TheintentofMWELO,inpart,istopromotetheconservationandefficientuseofwaterwhileconserving biodiversityandincreasingclimateresiliency–allimportantfactorstousasAPLDCAmembersanddesignprofessionals. UnderstandingMWELOandusingthesebestpracticescanhelptobolsterourbusinessesandelevatetheservicesweoffer ourclients.
