Half of the 2019 candidates will not make the final cut By Craig Cooper - Editor There are more than 120 candidates vying for 61 positions across our region. That means roughly 50 per cent of the candidates are going to miss out, and you - the voter - have the control over who. In 2016, Bill Dalton was elected unopposed in Napier city, but he has made good on his promise that this was his last term, and four people want the job. Of the candidates - David Hannay, Steve Gibson, Kirsten Wise and Chris Tremain - only Gibson is seeking election as a councillor. Voters are already talking about Wise and Tremain as the leading candidates, but this is democracy - anything can happen. Wise’s track record in local government is a positive, as long as she can articulate her vision for Napier and present as a strong leader. Tremain’s strong name recognition and track record in central government are in his favour, and he has a reputation for thrifty expenditure. It will be interesting to hear where he now stands on amalgamation, given he had a front seat ride as National’s Local Government minister, when it was mooted and then booted for touch. (A full time whistle then blew). Hannay is a Napier businessman, Gibson a former cop who once ran a close mayoralty race in Manawatu. Napier voters will be selecting candidates under the ward system for the first time,
Hastings voters have a choice between two mayoral candidates, and water quality will also be a key issue. with seven candidates crowding the Taradale ward where there are only 4 vacancies. Five will vie for two Ahuriri ward spots, six for four Nelson Park positions and three for two vacancies in the OnekawaTamatea ward.

Big issues in Napier? Water. In fact, make that Hawke’s Bay. How clean it is, whether it should be chlorinated, how much of it should be allowed to be used etc etc And in Napier, there is also the question of whether roughly half a million litres of
water should be in a swimming pool in Onekawa or in Prebensen Dr. In Hasting there is a two-horse race for the mayoralty, where many say incumbent Sandra Hazlehurst has strong name recognition and heart but can she survive the challenge from Damon Harvey after

some rocky moments - the Te Mata Peak track controversy for example - under her leadership. The pair have also squared off over a Hastings “lake” that has been flagged as potentially risky. Harvey is also vying for a councillor slot in the Hastings-Havelock North ward where 12 people are seeking 8 positions. For Hazlehurst, it’s mayor or bust. In total, 27 councillors will be seeking 15 vacancies. And the only one who doesn’t have to ask for your vote is Sophie Siers who has been elected unopposed in the Kahuranaki ward. In Central Hawke’s Bay, Alex Walker is being challenged by Darcie Scowen, and it will take a big effort from Scowen to unseat the incumbent. CHB has also thrown up the oddity of four councillors in one ward having no competition. So CHB voters will be choosing a mayor, and deciding which three of the six candidates in the General Ward get elected. In Tararua, Tracey Collis is up against James Harold and Mitch McHardy for the mayoralty. Interestingly, none of them want to be a councillor - just the mayor. Tararua also has the most competitive ward in the region, 13 people want the four seats in the North Tararua Ward, and five will vie for four in South Tararua. In Wairoa, Craig Little is up against Jennifer Takuta-Moses and Waipatu Winitana. Wairoa, like many smaller New Zealand towns, has its employment challenges and has been the recipient of valuable dollars from the central government Provincial Growth Fund. Remember, this is the district where a farmer selling his land turned down big money from forestry developers and sold for less to buyers who promised to keep the land in sheep and beef. Some reckon horticulture is the future. Either way, voters are going to be
interested to hear what all candidates - not just those who want to be mayor believe is the best way forward for their district. Economic development and the environment are two big chunks of the mahi our regional council is responsible for. Voters don’t choose a “mayor” of course, the elected council will choose a chair. Rex Graham - a two-term councillor and one term chairman - wants back in to continue the work he has been involved in. He is one of eight candidates in Hastings, vying for three positions. In Napier, six will compete for three
positions with two-horse races in Central Hawke’s Bay, Ngaruroro and Wairoa. Most of the candidates standing in Hastings put their hands up late in the piece, Graham, Rick Barker and Tom Belford could have been forgiven for thinking, at one point, that there might be little competition. Former National MP Craig Foss is potentially the cat amongst the Graham-Barker-Belford pigeons. A National mayoral candidate and National regional council candidate - coincidence, apparently and nothing to do with National’s efforts to have favourable candidates in metropolitan territory like Auckland.
Water quality is not just a huge issue for Napier, it is massive across the region.
Winston Churchill once said that the "best argument against democracy is a five-minute conversation with a voter". Voters could argue the same, but cite a conversation with a politician as the best anti-democracy argument”. Regardless, it is how we elect our politicians, who have a huge say in how our region is run. But the biggest say sits with you - the voter. So get out there and exercise your democratic right. Vote. And remember, if you don’t vote, don’t moan.

More Kiwis encouraged to get involved in the 2019 Local Authority Elections LGNZ’s new #Vote2019NZ campaign encourages more New Zealanders to get involved in the Local Authority Elections this October. Local Authority Election turnout has been declining in many areas of New Zealand since the 1980s. LGNZ’s ten-month #Vote2019NZ campaign, running until the October 12 polling date, aims to lift nationwide voter turnout in local elections and increase people’s engagement with their local council. The campaign also encourages citizens with strong leadership qualities and a passion for their community to consider standing as candidates themselves. The # Vote2019NZ campaign is based on domestic and international research about who is voting, who isn’t voting, why they aren’t voting and what will influence them to vote. Measures to build elector turnout will include a strong focus on younger voters. LGNZ President Dave Cull says local body voter turnout varies significantly across different age groups and geographic areas. LGNZ survey results have shown: • The total national voter turnout for the 2016 election was 43 per cent. • The highest voter turnout in 2016 was in the 70-plus age group (89 per cent) and lowest was in the 18-29 age group (34 per cent).
• The main reasons people give for not voting is not knowing enough about the candidates (33 per cent), ‘forgot or left too late’ (23 per cent), ‘not interested’ or ‘too busy’ (each 16 per cent). • The councils with the highest turnout in 2016 were the Chatham Islands (71 per cent), McKenzie District (64.3 per cent) and Central Hawkes Bay (62.7 per cent). • Of the Metro districts both Wellington and Auckland has a lift in voter numbers. Auckland saw an increase of 4 per cent and Wellington had an increase of 5 per cent. New Zealand’s local body voter turnout is lower than a number of OECD countries with similar forms of government, including Ireland, Denmark and Norway – but it is still higher than Australia, England or Canada. Cull said in order to improve these statistics the first step was to raise public awareness of the value of local government and the role it plays in the everyday lives of New Zealanders. “Our aim is to grow citizens’ understanding of the breadth of services delivered each day by local governments across New Zealand, and the impact those services have on their everyday lives. By making that connection, we hope it inspires Kiwis to take a more proactive stance on the issues they care about in their communities,” he said.

“Citizens can get involved by voting for their preferred candidate this October, and maybe even deciding to stand as a candidate themselves.” Cull said creating a larger pool of skilled candidates was another key step to improving local democracy and ensuring the value local government delivers to its communities remains high. “Local government in New Zealand faces major challenges, from environmental issues to major infrastructure replacement, often in the face of demographic change. We need to ensure elected representatives have the abilities, training and diversity of skills to rise to these challenges. “Ultimately, how well local government performs impacts on how well communities and citizens prosper and succeed both now and into the future.” He said successful candidates would be provided with significant support. LGNZ provides elected members and council staff with governance training and guidance through its EquiP professional development programme designed builds a consistent level of capability across the sector. Cull said the final step was ensuring voters had access to the information they need about candidates standing in their community and about the voting process, including when, where and how they can vote. “The research shows us there is a
significant number of citizens who are interested in the process but don’t vote, or, who want to vote but say it’s too hard to find the information they need to make an informed decision. The #Vote2019NZ campaign will address these issues.” He urged New Zealanders to find out more about what their local council is doing in their own community and how they can get involved and have their say in how to shape it. “Democracy is both a privilege and a responsibility. By participating in the local government process and casting your vote you help ensure it rests on the right shoulders. It is a pleasure and an honour to stand for the CHB community in the upcoming HB Regional Council elections. I am a sheep & beef farmer from Hatuma district with wife Abbie & 2 children. The elected Councillor for CHB is only one of nine seats around the table so influence will be key to achieve positive outcomes for CHB. I have governance and leadership training. Through my experience as the local Federated Farmers president I have forged key relationships with current councillors and many council staff over the years. Momentum among farmers with stock exclusion and riparian planting is building but Tukituki PC6 still presents unresolved issues within the community particularly around water security. I propose to work closer than ever before with the CHB District Council particularly around wastewater to work towards solutions and not court hearings. If elected I will advocate for a prosperous & sustainable future.
I am standing to represent town and country in Central Hawke’s Bay. It doesn’t matter where we live, we all care about the environment. My main business is landscaping but I run a small farm also. I am a volunteer for the rural firefighters. My passion for the environment comes from wanting to protect and improve soils. The continued build-up of shingle in the Tukituki and Waipawa rivers has led to declining flood capacity of the existing stop banks, and drainage issues for adjacent land holders. There are millions of cubic metres of shingle more now, than when the stop banks were rebuilt in the 80s. We need to invest in this critical infrastructure. Our regional council should be concentrating on practical and affordable solutions that help our communities weather the changing environment. I would like to represent our whole community and bring town and country interests together.
The quality of our environment will determine the quality of our future. It’s for this reason that our Regional Council needs to move from being a manager of issues to a leader, an environmental leader. Water quality is the growing concern in our community. Climate change will be the greatest challenge we as people will have faced, both globally and locally. We are also troubled by pollution, by plastic, fertilisers and smoke, just to start the list. The Regional Council, the region’s leading environmental agency needs to up its game on all of these fronts. I am standing for the Council this term, committing myself to ensuring that Council takes a stronger stand to restore, protect and enhance our environment. Aims: To act with determination to clean up our rivers. Acting locally but thinking globally to mitigate climate change. To ensure all forms of pollution are reduced to protect our future.
During my 2 term as regional councillor, I’ve worked with a positive team that has firmly recommitted HBRC to its core environmental mission. We stopped over-allocation of water while planning responsibly for future water quality & security. Upgraded key recreation areas. Launched a biodiversity trust. Began ten-year planting programme to reduce erosion & protect streams. Launched a Future Farming Initiative, which I championed, to promote longterm sustainable food production in HB. Intensified efforts to address global warming. These sea-changes required significant ‘course correction’ at HBRC, setting aside our predecessors’ misbegotten dam and restoring trust in Council decision-making. As Environment Committee chair (and as editor of BayBuzz magazine), I’ve dug deeply into these issues and provided leadership, while always seeking community input and ideas. There’s much more to do. I ask for your vote to keep up the momentum, improving water quality and security, and stepping-up our response to global warming.
Together, we can get the Right Balance at the Regional Council, ensuring your views, values and expectations of transparency and accountability are around the table. Like you, I respect and treasure our stunning environment. I understand the need for the Regional Council to be in tune with your family, community and business aspirations. Born in New Zealand, I live in Flaxmere. I will be both a champion and a guardian for the Hastings constituency, blessed by nature with aquifer water, its beautiful lands and sea-line. I used to live in Hastings for many years, and I love Hastings from the bottom of my heart. Now, I live in Napier, where I work as an environmental consultant and environmental scientist. I wrote a revegetation plan for the Karaka grove and gully at Te Mata Peak for my New Zealand Native Plants paper; and researched Havelock North vegetation for my Ethnobotany paper. I have also done several assignments in selective majors on Havelock North’s gastric outbreak 2016, prior to graduating as a Bachelor of Applied Science Environment. Every Tuesday at 11:30 Radio Kidnappers broadcasts my radio show ‘Environment Hawke’s Bay talk’ which is refreshed once a month. All episodes are available on Radio Kidnappers webpage. Recently, my 17 year old neighbour parked his car in front of my house and stood with his girlfriend next to my office sign telling her that is exactly what he is going to study, and become an environmental consultant. We live in New Zealand’s best region, or, as Al Brown calls it: Hawke’s Bay – the lucky province. However it could be better – much better. I grew up in Hastings, completed a Bachelor of Business Studies at Massey in my 30s, then worked in hospitality, accounting and for 20 years in local government - including 11 years as chief executive of Rotorua District Council. I returned home in 2015 and continue to maintain a close interest in the major issues facing our region. The regional council must do more to improve the prosperity of our people - by operating better, faster, cheaper, and making things easier for residents. If elected I will commit to helping to improve the regional council’s leadership - specifically in planning for the future, climate change, water quality, the port, water storage, service delivery, productive land use, rates and cost controls. Rex Graham has served as a regional councillor for six years and he is currently the council chairman. He is also a company director involved in horticulture investments in NZ and China. He is chairman of the HB Regional Sports Park and a trustee of Te Aranga Marae. I will represent and serve the whole region. I will not hold secret meetings. I will not hide public information from public view. I will attend meetings. Where Council is negligent and incompetent, as in the Havelock water disaster, I will accept responsibility and take action. I will not blame dairy farmers for everything. I will request that Council increase electric vehicles from a pathetic 5 out of 65 to at least 30. I will encourage measurable progress in place of divisive negativity.

I am a lawyer specialising in environmental and local government law for nearly 25 years. Regional Council business has been the focus of my professional working life throughout. I live in Napier with my wife and two teenage children. I have served in governance roles for a range of community, education and charitable entities in Hawke’s Bay over the past 10 years. My policy priorities are tackling climate change, ensuring fair and sustainable freshwater allocation and management, making the case for a chlorine free water supply for Napier as strong as possible, protecting the remaining majority share in the Port of Napier, and restoring the region’s biodiversity and eroding marginal land. I am backing a community pest trapping scheme for Napier. I commit to smarter economic policy with greater priority on outcomes for the regional economy and ratepayers. Neil Kirton’s proven experience has helped make environmental protection the regional council ‘s highest priority. Over the past three years, Neil has vigorously advocated for Napier’s coastal and water issues. He is chair of the council’s strategic, finance and audit committee’s. Neil has a post-graduate science degree and is passionate about protecting our marine environment. He is responsible for the Taipo Stream wetland project and represents the council on committee’s responsible for the Ahuriri Estuary and coastal hazards. A justice of the peace and a member of parliament Neil, served as the Minister of Customs and Associate Minister of Health. He was responsible for introducing free healthcare for children under six. Hard work by experienced councillors has achieved exceptional results for ratepayers. Council investments have increased by $140million. Napier Port remains in majority ratepayer ownership, increasing in value to $330million. Returns from these investments will greatly reduce future rate increases.
I believe our Regional Council needs renewed energy and diversity. I can provide these by bringing a fresh perspective, a younger voice and experience to the table. I have decided to stand for the Wairoa District Council because I think we are paying Rolls Royce rates and getting an old Bedford bus in return. I am a 63 year old pakeha who moved to the great town of Wairoa in February 2018. I was born in Whananaki and spent 20 years overseas, working in various universities. My qualifications are in physics, but I have done things from fixing motorbikes to unloading ships. I am a practical person who thinks we should live by the principles of Te Tiriti wherever possible. I believe our council has become top heavy and unresponsive. We need an accessible and responsive organisation that helps the town and the people instead of growing into some sort of corporate monster. I am married to Donna with one son, Seth. I’m a keen sportsman, fisherman. I have done one term on council. As a company accountant I have used my experience to promote more transparency in the financial reporting within the council. In 2016 it was “Time for Change”. Change has been large scale. I am proud to have been part of a team that has transformed the CHB District Council into a more approachable, professional organisation to deal with. Now however is not the time for complacency as we continue to explore and implement the best solutions to the issues that face CHB. With the maintenance and increasing compliance costs, coupled with the phenomenal growth in our area, our aging infrastructure needs substantial capital investment. The financing and phasing of these upgrades is the biggest challenge facing todays council. We must have experienced, well informed decision makers on council.
I have lived in Takapau since 2011. I am an avid advocate for community. I started with a community Monster Garage Sale. After this success, I established Takapau Community Market, which ran from 2014 to 2017. In 2015 I began organizing Matariki Celebrations in Takapau. This year, I organized both the Takapau and the Tamatea-Central Hawke’s Bay Matariki Celebrations. In 2017, I joined the Takapau Connect group, and we lobbied the NZTA to locate a permanent Bus Stop in our Village Centre. A local petition plus the influence of Fair Go saw the Bus Stop implemented. In 2018, Denise Cox and I established Takapau Heartbeat, a community Facebook page that loves championing local and district causes. I am currently a member of the Takapau Town Planning Committee. I am passionate about water, recycling, and other sustainable practices in our communities.
I am a Central Hawke’s Bay farmer, who alongside my family farm beef and dairy in Central and Southern Hawke’s Bay. Central Hawke’s Bay has a very rich history, of which I believe we can preserve and build on now, and with the future generations to come. I have a very keen interest in all things Central Hawke’s Bay. I was born in Waipukurau, and now with all my family living and working close by, this just endorses to me the importance of keeping Central Hawke’s Bay at the forefront of growth and good governance. This in turn will keep all our rural communities and towns alive and thriving. I believe, collectively as a council, we can work together through the water issues that have been at the forefront of nearly everybody’s minds in recent history. I am a freelance rural journalist, author and volunteer firefighter who has lived in CHB since 2004. Thomas and I have always lived and worked rurally so I want to be a strong rural voice on council. I have been a self-employed writer for 19 years, run the East Coast Ballance Farm Environment Awards and have previously worked for RoadSafe HB and NZ Farmer newspaper. I was a Kellogg Rural Leadership graduate in 2017, elected to the CHB Consumers Power Trust in 2018, and wrote a book celebrating 50 years of the Young Farmer of the Year. I held positions from club to national level in Young Farmers, as well as at playcentre, kindergarten, school PTA, local sports organisations and the Takapau Fire Brigade.

I am honoured to have been your Mayor for the past two years. I joined the Flaxmere community at the age of seven years and attended Flaxmere Primary School. I gained my bachelor in early year’s degree through Massey University and have since successfully managed Morgan Educare Centre Ltd on Flaxmere Avenue. My husband Pererika is also a teacher. We have two daughters and three grandchildren. My 18 years of teaching in Flaxmere have allowed me to connect closely with the challenges and joys of daily life in our community. I am passionate about establishing sustainable environments in our community and surrounding areas. I support initiatives to address our housing crisis that ensure we improve and maintain safer communities. I am pro-business and have become a successful property investor while respecting the needs of my tenants and aiding those requiring emergency housing. I am running for Flaxmere councilor as I believe we can do better.
I wear Flaxmere on my chest with pride because I love the village with all my heart. Flaxmere was built on a promise of being one of the best communtiies to own a home and raise a young family. Let’s make this dream come true! Growing up here with my family from Samoa, I know we must do more for all Flaxmere whanau. In my barbering business, people talk about the challenges of mental health, affordable housing, community safety and protecting our water. Kiaora! I was born in Hastings and grew up in Flaxmere. I’m 43 years old. I left at 18 years old to join the military, work and travel, and came back to study 4 years ago. I am a proud Flaxmerian. I have been called ‘a real firecracker’ because I am passionate about the area of Pa Harakeke and roading, I’m passionate about children, youth, social issues and housing, and passionate about the safety and security of people and property. We have needs that could be easily addressed, and positive outcomes that could be easily met, but we have to put in the mahi, and we sure have work to do. I’ve been privileged to serve Flaxmere as one of your Councillors on the Hastings District Council. I see this role as community advocacy on rates, roads and rubbish of course but also on wider society issues. It’s a voice for the community. Bayden has enjoyed working with the Mayor, fellow councillors and staff throughout his last term and is standing again for the Hastings District Council because he wants to see Hastings continue to prosper. Bayden wants our local economy to thrive by ensuring that Council is responsive to the needs of business, helping build a skilled workforce and securing good jobs for our people. I studied at Jagannath University in Dhaka Bangladesh, have had many different jobs and owned several businesses. I am the founding member of Bangladesh NZ Assn and currently the election commissioner, Vice President of the Muslim Assn of HB 2001 to 2004, Vice President of HB Mosque and Islamic Centre Trust 2005 to 2009, founding member of the HB Baitul Mokarram Masjid and Islamic Centre Trust called ‘Hastings Mosque’ - Board of Trustees, Acting President and an active member of the NZ Labour Party since 1998. The community's kindness, solidarity and deep love felt after the 15th March 2019 Christchurch tragedy is not forgotten. It was a huge privilege to win the 2018 by-election and represent you on Council. In my sixteen months, I have focussed on community; leading the portfolio of Community Development: “Our People” — working collaboratively, finding positive solutions and driving change. As Safer Hastings Chair, I have worked to increase our partner agencies; tackling the issues of home safety, community, and addiction-related harm. I’ve also worked to develop effective community plans, and increase the capacity of the Council led ‘Youth Pathways” to provide training and support into full time employment. I’m dedicated to an economic, social, and cultural environment where all our families, youth and senior citizens can thrive. I have a proven record in governance from owning and managing two successful businesses for 20+ years, and chairing Not-For-Profit organisations, including the Heretaunga Women’s Centre. I live in Hastings with my husband and children. Originally from South Africa I have lived in NZ for 19 years - it’s the best decision I ever made. My ongoing involvement with many volunteer organisations including my time as President of both Multicultural Assn and Zonta, has given me experience in governance and financial management. Over the past few years I have worked with HDC on projects providing insight into the operational aspect of council. My aim is to listen, learn and inject new leadership into our beautiful and vibrant city that has the potential to be so much more!
I want Hastings and the wider Hawke’s Bay to offer more than just climate and horticulture. I support economic diversification, the creation of skilled better paying jobs, educational opportunities, and for suitable land to be made available for residential and industrial development. We must grow sustainably, we need infrastructure and we must put more pressure on our airport board to improve our air services. Too many ratepayer dollars are wasted. In my three terms I have helped save millions, by for instance opposing a $1 million annual rates charge for free CBD parking, and a $2 million grant to support the chartered clubs merger. I will do my best to control costs, make our streets safer, our water drinkable, and provide cycling and other affordable recreational facilities. I will continue to push for council transparency which finally is about to improve with the recording and live streaming of key meetings.
I’ve been honoured to serve as your Councillor for the past 18 months. There is still much to do. After developing my career in Auckland, I came home to run two successful businesses, marry and raise my family. For the past 21 years Hastings has been our home-firstly for 19 years I was Principal of Hastings Girls’ High School and latterly as both a District Councillor and Chair of the EIT Council. My working life has been all about service as well the as smooth running of multi-million dollar businesses. I have a wide skill set and I can work with people right across the community regardless of background. I am used to creating win/ win solutions where everyone’s dignity is preserved . My portfolio has been ‘safeguarding our money’ something I take very seriously and am proud of our AA rating from Standard and Poors. The best Councillors do their homework which includes a large amount of reading. I am skilled at processing information and seeking clarity. I am known for straight talking and possess a strong set of values. I bring a principled perspective! People have always been at the heart of everything I do.

I am currently elected as a Heretaunga Ward Councillor. I have lived in Hastings, Clive and Haumoana and have a passion for our beautiful district. My 40-plus years as a journalist and writer of five non-fiction books gives me broad understanding across business, technology, the environment, modern farming practices, bi-cultural relationships and local history. I am a passionate community advocate; chairman of Walking on Water (WOW Inc) and trustee of Cape Coast Arts and Heritage Trust. I am interested in protecting productive land and freeing up other areas for development and growth, including new industry and affordable rental homes. We need to be a better job of cleaning up our mess; adopting circular economy principles, using bio-energy, simplifying kerbside collections and incentivising plastic recycling and processing. Coastal protection and strengthening and protecting our core infrastructure should be a priority along with chlorine-free public water stations. We should affirm Maori and the creative community as partners in new conversations about positive change to ensure Hastings heart is more open and great things continue to grow here.

Running as a young voice for progressive change, I’m committed to serving the community I love through policy decisions that support residents, iwi, and businesses that also protect our precious environment for future generations. I’ve lived in Clive since I was two. I’ve represented youth at the Clive cenotaph during ANZAC Day and worked at the local Four Square for over two years, among other involvements. I support sustainable development within Hastings, something that our community will benefit from in the future, providing adequate infrastructure to cope with modern issues. Modernising Hastings is important, but we need to make sure smaller communities are also well developed, and retain their unique characteristics. Recognising Hastings’ struggles with drugs, poor mental health and homelessness is important, especially for elected members who have the ability to make positive change, and through progressive policy, the wellbeing of our people can be improved.
Tania, currently Deputy Mayor, works hard for the Mohaka Ward and will continue to focus on improving road safety, particularly school bus routes as well as keeping rates at a reasonable level, ensuring they are spent wisely on the needs of the rural ratepayer. She has met the challenges of the last three years, has worked hard to find solutions and make decisions that have a positive impact on this community. Tania will continue to strongly represent rural ratepayers, making sure your voice is heard. Tania leads Strategic Finance, is a Trustee of the Regional Sports Park, and a member of the Regional Coastal Hazards Committee. As a long-term rural ratepayer who understands both rural and semi-rural issues, she has the experience and enthusiasm to continue to represent the Mohaka Ward. Her previous and current work within the community has given her sound understanding of issues that face this community.
My wife and I have lived most of our married life in rural NZ and have a small orchard in Crownthorpe. My experience includes senior roles in Councils, private enterprise, tourism and business development throughout New Zealand, Australia and Pacific islands. I have 30 years of management experience, excellent understanding of local councils and governance and fresh lateral thinking to strengthen our community. Since settling in Maraekakaho just over eight years ago I have always tried to “give back” to the community that has given my wife Judith and I so much. I have been a Civil Defence volunteer for much of that time; I am a member of representative group Focus Maraekakaho and a trustee of Maraekakaho Hall. As a bus driver for Maraekakaho School I am privileged to have got to know many families in Kereru, Raukawa and Maraekakaho. Rural communities need many things, including safe, efficient roads, great places where people come together and a council that understands and supports local needs and initiatives. If elected, I will serve Kereru, Raukawa and Maraekakaho to the very best of my ability, with enthusiasm and integrity. I live here, work here and have a great “feel” for our community. Poukawa is my lifelong home, and I really enjoy living in our district. After some years of study at Auckland University, I have returned to the fold with a Bachelor of Political Science & Economics, a Bachelor of Health Sciences, multiple languages and am now managing my family’s Poukawa Valley sheep and beef finishing farm. I am enjoying being active and outdoors. This opportunity to represent our hardworking community is welcomed, and I look forward to bringing our concerns to Council attention. Roading, rates, water, consents and resourcing of rural communities for social wellbeing are all on my agenda. Increased forestry and urban pressure upon the Heretaunga Plains are bringing new challenges to our district. A strong and effective rural voice is my focus. I will strongly advocate for our urban and rural businesses. I hold qualifications in management and human resources and having worked hard to establish a retail business in Hastings and an internationally recognised publishing company, I understand the challenges that all businesses face. Reasonable compliance costs and well managed consent processes are vital. Environmental and social issues effect our whole district. I propose we ring fence all assets, halls, venues, parks, buildings, land and even water held by council in trust for future peoples of Napier City so they cannot be sold or used to gather further debt without first a public notification by any future style of governance. I would not let my team of councillors sign a code of conduct that doesn’t state their allegiance is to the territories and peoples of Napier and that the predetermination rule isn’t used to stop representatives from gathering outside information over management information. We should remove ourselves from any water lobby group that invokes Havelock North as if we have the same issues. I would like to seek an independent audit/review regarding decisions and expenditures related to the excesses of the past 6 years so as to learn from these mistakes and seek redress where warranted.
Napier is the city I love more than any other and this is my chance to continue to give back. I see a city where our children and grandchildren choose to stay and return to - raising their own families. First though, we need to get back to basics. Water has to be our number one priority. We’ll expedite the removal of sludge and consider options to remove chlorine. We’ll clean up our Estuary by planting and removing sewage spills. And we’ll reconsider the Aquatics Centre ensuring it is fit for purpose and in the right location. I can promise my experience, energy and empathy will provide positive leadership, judged both on how businesses flourish and how we care for our most vulnerable. I was born in Napier, I intend to retire in Napier and I am dedicated to working with our community to make our city the best it can be. The about-face on projects including the Velodrome, Aquatic Centre, War Memorial, and most recently, the Skate Park rates increase, is emblematic of a council desperately lacking cohesion and focus. Our city needs compassionate, dynamic councillors who can focus on the core obligations of council in providing sound infrastructure, including clean and unadulterated water, parking, paths and roading, a recycling service with reliability and integrity, improved environmental management, and emergency preparedness. A lack of consistent consultation process has caused major projects to be mothballed or challenged by the public through legal action. This as a clear indication council is not listening as they should to residents. We need a council that will work to improve basic infrastructure such as clean water before leaping into large scale projects like pools and tourist focused endeavours. I’m not afraid to ruffle feathers and believe leadership must be shown by all who represent Napier. I bring strong governance and perspective to council, sitting on both a company and charitable trust board. I have rallied for issues of homelessness and housing at both council and government level. I will champion our community and ensure the sustainable and economic growth of our city. My iwi is Te A ti Awa. I like my water clear, my pools in their communities and vanity projects left in the hobby shed.
I’m a new independent running in my ward of Ahuriri. There’s no doubt that a growing disconnect exists between Council and the community. We deserve better consultation, engagement, accountability and transparency. Born and schooled in Napier, I’ve lived in my Ahuriri ward for over 20 years and have seen many positive changes, but also some significant failings. For the last couple of years I’ve confronted and engaged Council by submissions, speaking at public forum meetings and lobbying Councillors on some of these sometimes polarising issues. My strong analytical, technical and problem solving skills will assist Councillors to make informed decisions from information and material provided by NCC staff. As a Councillor, or member of the public, I’ll continue to advocate for our community. I want a prosperous Napier that operates efficiently and within its means, one ratepayers can afford. Time for change. It’s time to re-engage with the community.
Keith is a well-respected member of the Napier community who has served on Napier City Council for 4 terms. Keith is well known for his 28year career as a Detective Sergeant in the NZ police, his years of commitment to sport through both rugby and basketball, as well as his successful Ahuriri hospitality business. During Keith’s time with Council, and as the Chair of Council’s Infrastructure and Strategy Committee, Keith has championed significant projects for Ahuriri with a focus on re vitalising the city. He has led the Marine Parade design and development, pathway extensions, city vision and moving of the weigh bridge. Keith has also worked hard to advocate for residents on issues like freedom camping, water improvements and the reinstatement of the War Memorial. His priorities for this term are our water (drinking water, storm water and wastewater), safe-communities and city-growth. Vote Keith Price for a strong leader with big vision for our community.
I have been a full-time councillor and community advocate for the last 12 years, with my focus on the hard-working notfor-profit sector that our city depends on. Attending many local meetings, as well as taking on governance roles where appropriate has enabled me to offer practical support where I can, often to connect people with council services or resources, as well as with funding providers. The diverse organisations I work with have enriched my understanding of many other cultures in our city and given me other viewpoints to enhance my decision making at the Council table. As well as my council committee responsibilities, I am currently on the board of both Napier Grey Power, Age Concern and three trusts in my ward. With five councillors stepping down, and council facing huge challenges such as water quality and climate change, my experience on council will add value to the new team.
VOTE FOR TOMORROW Let’s futureproof our city’s water supply (drinking, storm and waste) and build an awesome city library. We need strong job growth. I want to see a solid tree / shrub planting programme and bring back the tui and kereru to our gardens. Rates must provide good value. I lived in Pirimai for close to 15 years and have regular involvement with the Residents Association. I helped with fundraisers, the establishment of the Allen Berry playground etc. I have been involved in Maraenui based programmes and know the ward well. I managed Creative Napier, the Pilot City Trust and was President of the EIT Students Association. Currently I am an intern for the Elim church and work in rehab support work and photography I have good knowledge of social housing, public health, research and strategic planning. I have been a Napier resident for 40+ years and have a background in International competition and personal training, I am committed, a good listener and love to help people; qualities of a councillor. Napier residents/ratepayers have had enough and deserve better. Clearly, the water (pun intended) needs to be addressed with urgency. Two years so far and no closer to resolution. We need to push aside egos and look to other councils if necessary - like Waimakariri District council. Why? They have sustained earthquake damage yet have areas with unchlorinated water. This among other things is why there has been a loss in confidence with the latest council. I will push for more transparency. Work to try and restore the faith and trust lost with the current council. Strong listener. Strong voice. Strong councillor. Your councillor.
I have lived in Napier for five years with my wife and have a one year old son. We chose to live in Napier because the community provides amazing opportunities to raise a family, and I want to serve on the council so that I can ensure that future generations can experience everything the region has to offer. We have several immediate issues that need to be corrected, as well as important decisions about our future. It will be tough, and it is not always going to be easy, but I want to do it once, and do it right. I believe in encouraging our community to learn and grow, to promote and strengthen innovation, and to support and nurture small business. I have a Bachelor of Engineering, and a Masters of Business, and bring skills from a wide variety of backgrounds including the military, small business, and manufacturing.
I am honoured to have served the Nelson Park ward and the city over the last three years. During that time I supported the Onekawa Site for the Aquatic Centre, for restoring the name, flame and rolls to the war Memorial building and for investigating chlorine-free water options. My governance responsibilities have included being a member of the Joint Waste Minimisation committee, Creative Communities, Community Services Grants Committee and the Maori Consultative Committee as well as being part of the Regional Planning Committee. Of Kahungunu descent, I am particularly committed to supporting initiatives that increase youth employment and reduce inequity, which will have benefits for us all. I look forward to further progressing community-led projects such as Activate Maraenui and the Pirimai Suburban Plan and seeking other opportunities to build collaborative solutions in genuine consultation with the locals. Thank you for considering me as your community-based Councillor for Onekawa/Tamatea. This Ward is where I grew up and now live with my husband Greg and our young family. I’m very passionate about our representation, as your current Councillor I’m always striving to promote approachability/accountability. I do this by hosting regular Ward and neighbourhood meetings, door-knocking and keeping a Facebook page. Over my term I’m proud to have run the Anderson-Park-Playground development and been advocating strongly for water improvements. But there’s more to-do, especially with our water and Councils consultation-processes. I’ve worked in Local-Government for 11 years, hold Independent CommissionerCertification and a Bachelor of Business Studies double-majoring in management/marketing, I’m focused on core-infrastructure, environmental improvements, smart growth and real representation. I believe my passion for our ward is a positive addition to our city’s governance, I can guarantee you that I’ll work hard for you, our neighbourhood and our city’s future.
Over the last five years I have been fortunate enough to represent you on Council. My family and I live locally in Onekawa. For years I have continued to door knock to establish what the community’s priorities are and it’s clear; people want clean, safe, chlorine free water and the pool stopped. We have had enough of brown smelly water. Infrastructure such as water, stormwater, sewer systems, cleaning up the estuary are priorities before pools. I am pleased to be standing for council in Taradale. I have worked as a volunteer in national politics for the past 8 years and have sat on two local school boards - Greenmeadows Primary and currently Taradale Intermediate. I have strong ties and connections in the community through my family – we are 4th generation in Hawke’s Bay - and through my local Taradale business Pureborn Organic which I sold in March this year allowing me to commit full time to serving the community. I have a level head, am aspirational but realistic and I am a critical thinker. I look forward to bringing fresh eyes to the council which along with the voice of experience our current councillor offers will bring the residents of the Taradale ward a strong voice and advocacy around the table. As your candidate for the Taradale Ward I have been visiting businesses, homes and going to markets and meetings to hear what you want from your next Council and this is what you have told me: Leaky pipes need fixing to reduce water restrictions and restore pure, chlorine free water to Napier. Being able to swim in the estuary without fear of getting sick. Discounts to facilities like the aquarium so local families can access what our visitors enjoy. Keep the Aquatic Centre at Onekawa where it is needed. Lastly, you want genuine consultation between residents and the Council, and I agree with you. My experience as an educator and business owner sees me working with a range of organisations to find common ground and get results on time and on budget. I have a passion for Napier and would be honoured to represent you as your Councillor.

I have thirty years’ experience working directly with Mayors, Councillors, Chief Executives, Government Agencies and M.P.s, developing strategy, policy, budgets and delivering commitments. I am experienced at getting results, I simultaneously facilitated nine regional co-ordinating groups setting agenda and achieving objectives. As a 4th generation Napierite, I am passionate about our beautiful city. We have some major problems that need urgent attention and fixing. Solving our City's water crisis, stands out as a critical issue for us all. With a degree in Microbiology I bring a scientific mind to the council, and a depth of understanding of water quality issues. I believe the Aquatic centre issue needs a total rethink, personally I would like to see the Onekawa pool site improved and money saved spent elsewhere. The Napier War Memorial needs its roll of honour and eternal flame returned with dignity. I would like to be part of a council that works as a team, voicing concerns of our wards but moving forward together to provide the best services we can for the city of Napier. We need to fix the basics first, stay within budget, listen to the people.

Of Nga- ti Kahungunu descent I am Chief Executive for Wharariki Trust based in Flaxmere. My long-standing passion for health, along with my Bachelor of Nursing and Postgraduate Diploma in Public Health have led me to hold senior and national roles while retaining my focus on working with communities “at the grassroots” with programmes such as Smokefree. I am a champion for promoting wellness. I am seeking re-election for a second term on the DHB Board – By working together I believe Hawke’s Bay has huge potential to be healthy and prosperous. I offer you vision, continuity and commitment.
I am empathetic, collaborative, accountable and bring an approach that connects people, drives necessary change and delivers results. I want to reconnect our DHB with the community and initiate the changes required to provide a robust and effective healthcare system. Health needs are increasing and becoming more complex. The ability to meet this challenge is restricted by the squeeze on resources. I have the real experience in frontline clinical nursing, operational management and executive leadership to make a difference. I have worked as a nurse at Hawke’s Bay Hospital, tutored at EIT and worked in health promotion. I’ve been CEO of The Hastings Health Centre and GM Hohepa Homes Trust Board. As a Health Consultant I have had experiences in DHBs, Private Hospitals, Hospices and Aged Care. I have been a Board member with Hawke’s Bay PHO, Te Matau a Maui Health Trust and chaired the board of Cranford Hospice.
Kevin Atkinson has spent his whole life building and supporting business, public service and sport in Hawke’s Bay. He was awarded the New Zealand Order of Merit in 2010 for his services to the community and business. Kevin has served 19 years on the DHB, 16 years as Chairman, which under his leadership has performed well in national DHB rankings. His knowledge, experience and leadership provide one of the strongest skillsets to deliver the best health governance for Hawke’s Bay. He has an open-door policy to meeting people with concerns, and having sold his IMS Payroll business, is able to commit his time to delivering a stronger health service that will serve our communities for generations to come. He is married to Penny and has five adult children.
Hello I’m Annette, Hawkes Bay is where I grew up and now live with my husband Greg and our young family. I’m passionate about all our health representation across Napier, Hastings, Havelock North, Wairoa, Waipukurau, Waipawa and the wider Central Hawkes Bay. I’m particularly looking forward to being an active contributor to our DHB as it plays an increasing role in our drinking-water management. I, like many, have also experienced areas for improvement in the delivery of our regional health services, I’m motivated to delve into these issues and understand our opportunities for improvement. I believe that there should be a board member with clinical experiences. I was the pioneer HB Obstetrician and Gynaecologist, a Palliative Care doctor and past DHB board member. Many people, especially the elderly, have multiple disabilities. My extensive experience of disabilities gives me a wide view of the challenges faced by those seeking access to help. We need greater communication and co-operation between the different health care pathways. The patient must be at the centre of the process. Technology is a wonderful tool but, like all tools it must be used wisely to enhance, not reduce patient welfare. Managing the competing demands for health funding is not easy and should be based on the best available evidence. I have governance experience in professional organisations locally and nationally. My governance experience and clinical understanding of many facets of health care would be of benefit to the board.
As a medical practitioner and eye surgeon, I have worked in NZ, Australia and many Asia-Pacific developing countries. I have held positions in international development organisations, including as Medical Director of the Fred Hollows Foundation in both NZ and Australia. Consequently, I have experience in identifying and quantifying health and wellbeing needs amongst mainstream and disadvantaged populations; consulting and negotiating with individual, organisation and government stakeholders; initiating, planning and managing health projects; and, monitoring and evaluating the impact of those projects. My family and I have been occasional consumers of community and hospital services, including birthing, disease screening, medical evacuation, emergency, cancer, cardiac, rehabilitation and terminal care. We have experienced these at their best, but also at their most unresponsive and intimidating. These personal and professional experiences well place me to contribute to the health and wellbeing of our community through a HBDHB governance role. I would appreciate your support.
My principal place of residence is in the Hawke’s Bay District Health Board area. Having lived in the Bay since 1999. I am married to Monique, a teacher at Green Meadows Primary and we have three adult children. As former Napier Port CEO for 18 years, and currently a Trustee of Cranford Hospice, General Manager of the Art Deco Trust, and as a Fellow Chartered Accountant, I bring significant commercial governance experience to the Board. As a member of the Cranford Hospice Finance, Audit and Risk Committee, I see first-hand, the risks and financial challenges prevalent within the current health system whilst also appreciating the important role volunteers play. I have also worked extensively following the Havelock North Inquiry firstly with HDC Water Services teams and secondly as Chairman, HB Regional Joint Governance Forum for Safe Drinking Water to deliver positive health outcomes for all Communities. My experiences will contribute to and help create a stronger health system for Hawke’s Bay.
My name is Paul Bebbington and my normal place of residence is Otane Hawke’s Bay. I believe my commercial background would add value to the Hawke’s Bay District Health Board bringing new ideas and strong board governance. I hold Post Graduate qualifications in Business Management, Finance and Corporate Management along with a background in board level strategy, finance and change management in major international companies and the government sector. If elected to the Board my focus would be on: ■ Ensuring that people have adequate and timely access to first rate cancer treatment, pre diagnosis and during recovery. ■ Ensuring all population groups have equitable access to health services and no-one misses out on the care they deserve because of affordability, transport and other social issues. ■ Ensuring all services are designed to meet the needs of each community within Hawke’s Bay, so people are able to make good choices about their health and well being. The Hawke’s Bay District Health Board has been looking to the future and is rolling out a plan to deliver more services out in the community; away from the hospital setting. The consultation has been done the plans are in place, and the implementation has started. We have a skilled management team and the ability to deliver the services and are focussed on ensuring our most disadvantaged have access. With our aging population it is always going to be a challenge to source enough money and health professionals to look after us in the way we might wish for, so we must continue on this pathway to finding new ways to achieve better results. It requires careful and considered decision making. I have had extensive experience, both providing, as a community pharmacist, and in the governance role, as a Board member, in delivering health services. I offer myself again for re-election. To the best of my knowledge I have no conflicts of interest with the Hawke’s Bay District Health Board and I do not believe any conflicts are likely to arise in the future.

I have experience in governance/ chairing roles in health, community and business locally and nationally. In health that includes as a member of advisory committees to the HBDHB, establishment chair of HB Health Consumer Council and chairing various workstreams. Nationally I am chair of Health Consumer Councils of New Zealand and the 20 DHBs Pharmacy Services Expert Advisory Group. I look for common ground on which to build trust and successful collaboration; respect and allow for differences of viewpoint, balancing that with the need to reach a decision; resolve issues and avoid being trapped by history; build better relationships with stakeholders; get difficult and complex stuff done. We need to collaborate more and shift services closer to our population and in ways and forms which matter to them. My name is Leona. I was born, raised and educated in Wairoa and Lake Waikaremoana. I have a strong interest in health governance because my daughter was administered the wrong medication and became seriously ill. I am a founding member of the DHB’s Consumer Council serving five years removing and reducing health barriers and improving better health. What makes me different to other candidates is my strong background in technology and telecommunications. Juggling multiple roles, I am also a wireless internet service provider, we specialise in building new internet infrastructure to high disconnected communities and with every build, supporting health initiatives. I was appointed a member of the Central Region’s Health Informatics Steering Group, a collective of six DHBs working together designing and developing a centralised health IT system. The only Consumer advocate in the group, and HB’s representative, I led the consumer voice for approximately one million health users.
It would be an honour and privilege to serve on our District Health Board. I am originally from South Africa. I have been affiliated to Hawke’s Bay District Health Board since 2004. Starting as an employee and branching into various other roles, which have included governance, project management and having an access agreement in the role of an LMC midwife. As someone who has worked on the front line, I understand the implications of how decisions that are made in the board room impact at an Operational level, patient care and wider community. My extensive experience in the Health industry, over 30 years, has given me the insight into the dynamics involved in this complex area. I am committed to a vision of a Community led and Community focused Health Strategy. I am confident that I have the skills to enhance and contribute to the Board.
2019 and my impetus to stand for the Hawke’s Bay DHB is in consideration of the community voice, and increasing concerns regarding ready access to, and equitable health services for all. My experience and knowledge are attributed to working 27 years in Hospital and Health services (the latter 10 in management), 10 managing Social Services for Older Persons and 2 years managing in Education. Various voluntary governance roles as well as 12 years in Local government, including that of Mayor, allowed the opportunity for community advocacy and representation. Currently on the DHB Ma- ori Relationship Board, Priority Population Health Committee, the CHB Health Liaison Group and the Air Ambulance Trust, I seek to serve at Board level for the best health outcomes for our region. The challenge to meet the changed and changing needs of health, within the current fiscal restraints, is, I believe, a call for health service delivery redesign.

I believe that increasing wellness helps avoid health problems and reduce illness, however once care is required, Hawke’s Bay residents deserve well resourced, well paid frontline staff to deliver the best care possible. My experience as owner/manager of a HB business, Holly Bacon, and my past experience as a Registered General/ Obstetric Nurse at Hawke's Bay Hospital places me in good stead to help HB face these challenges. I was educated at St Joseph’s Maori Girls College. I’ve worked as a Senior Private Secretary in Parliament, PA at Massey University, Te Mangai Paho and Whitireira Polytechnic. I have strong governance and leadership experience. I’ve been raised with a strong belief to advocate for the people, be accountable in my decision making and act with integrity. Communities have the right to experience health equity through quality health and disability services that are responsive to their needs and aspirations. Community aspirations and values may be regarded or taken into account through best intentions, however they need to be given effect to more fully. This is the case for Maori and Pacific peoples who continue to experience poorer health outcomes.
I am your voice of accountability and transformation. We need major transformation. Mere tinkering won’t cut it.
