Home to about 43,000 people, the Whanganui district sits at the junction of State Highways 3 and 4. We are a two-and-a-half hour drive north from capital city Wellington, an hour-and-ahalf from Mount Ruapehu and Mount Tongariro, or an hour’s flight from Auckland. With our high sunshine hours and pleasant temperate climate you’ll often see people enjoying outdoor cafes, making the most of our beaches, parks and reserves. And, of course, you will see people enjoying the riverside environment, where public

art, walkways, boating, water sports and the popular Saturday market, The River Traders – Whanganui’s market by the river, all invite engagement with the river and community. The historically significant Te Awa o Whanganui, the Whanganui River, is the longest navigable river in New Zealand. The river has shaped the history of the city and its people and has been the essential heartbeat for oral, visual and written creative expression over many centuries, mixing both settled European and indigenous Ma-ori culture. In 2017 the New Zealand Parliament passed an historic bill to recognise the special relationship between the Whanganui River and Whanganui iwi. The Te Awa Tupua (Whanganui River Claims Settlement) Bill provides for the river’s long-term protection and restoration by giving it the status of a person in the eyes of the law. It’s believed the Whanganui River may have been the first river in the world to be bestowed with legal personhood, setting a precedent that has attracted significant international interest. You don’t have to spend too much time in Whanganui to absorb some of our fascinating

history, both pre-European and colonial. The city of Whanganui has attracted much activity and investment in its time and still retains magnificently planted parks and gardens and civic architecture, designed many years ago for a strategically important and populous city. Victorian and Edwardian treasures coexist with fine examples of mid-twentieth century modern architecture. Marae, homesteads, memorials and civic buildings provide a strong sense of place and identity and the concentration of significant heritage buildings found here is rare in New Zealand. With more than 400 resident artists, Whanganui’s arts scene includes photography, mosaics, jewellery, paintings, ceramics, sculpture, fashion, textiles and glass. The Sarjeant Gallery Te Whare o Rehua holds one of New Zealand’s most remarkable collections of national and international art and has a special place in Whanganui’s identity. New Zealand Glassworks Te Whare Tu-hua o Te Ao is the first national centre for community glass-making and an outstanding facility and Quartz Museum of Studio Ceramics is not to be missed. Our talented community also has many performing artists, musicians and writers.

We are also a fit and active community. While you’re out and about you’ll see runners and cyclists enjoying the city which is becoming more and more accessible with a strategy to support active transportation. With easy access to ski fields, surf, native bush and of course the river, this is a paradise for those who love outdoor sports and experiences. Whether you’re visiting, or you’ve recently made the inspired decision to move here, I welcome you to our exciting little city and district.

Whanganui is made special by the people who live here and make it a place full of spirit and vitality and by the awa flowing from the mountains to the sea. Free of commuting hassles and high house prices, we enjoy an exceptional lifestyle. If you love the laid-back things in life, they’re all here: fishing, walking, beaches, gardens and friendly welcoming people. If you’re looking for more of an urban flavour, you may be surprised at just how much is going on here. We enjoy cultural and recreational infrastructure that would be the envy of much larger cities and Whanganui is home to extraordinarily talented and creative people who contribute to a rich artistic environment. Here, for example, you’ll find live music of virtually every genre. Exciting venues host local and touring artists – live music gigs are happening every weekend. Whether you’re a rock fan, love electronica, are passionate about jazz, blues or bluegrass, you’ll find your music here. The New Zealand Opera School brings the finest emerging talent to Whanganui every year, showcased in the magnificent Royal Wanganui Opera

House, recently named the best regional live music venue in New Zealand by Arts On Tour NZ. Kapa haka, literature, dance, street art and theatre are all actively enjoyed in Whanganui and an annual Festival of Cultures celebrates the food, music and dance of many of our city’s residents who have brought international influences with them from far and wide. Around many corners you will find art galleries selling exceptionally high quality art pieces. A major redevelopment of the iconic Sarjeant Gallery will soon be underway which will see Whanganui’s treasured gallery earthquake strengthened and re-designed to accommodate one of New Zealand’s finest collections of art. Whanganui has a bright future. Our population is currently growing and new businesses are arriving every week. A progressive vision for Whanganui is beginning to come to fruition and the Whanganui District Council is strongly invested in developing a business-friendly culture and processes to support new and expanding initiatives alike. Our airport offers direct flights to and from Auckland via Air Chathams and a masterplan for redevelopment has been drafted to breathe life into our once-busy port where the Whanganui River meets the sea.

Castlecliff, our seaside suburb, provides a wonderful example of how the energy and soul of the people here is moving us forward. A community-led rejuvenation project for the area has made incredible progress over couple of years and has more plans in the pipeline. Council services RATES

Whanganui District Council rates are payable in four equal instalments. The 2017/18 instalment due dates are: Instalment 3 Wednesday 28 February 2018 Instalment 4 Wednesday 30 May 2018 We can set up direct debits on a weekly, fortnightly, monthly, quarterly or yearly basis. Please contact Customer Services on 349 0001 for further information.

RATES REBATES The Rates Rebate scheme provides a subsidy for low to moderate income home owners. If your income is low to moderate (maximum $24,790) then you may be eligible for a rates rebate of up to $620. The closing date for applications is 30 June 2018. Eligibility for a rates rebate is determined by: • The ratepayer’s income for the previous tax year (year ended 31 March 2017) • The amount of rates (for both Whanganui District Council and Horizons Regional Council) • The number of dependants (an additional income allowance for dependants is $500 per dependant) Ratepayers need to apply to the Whanganui District Council for a rates rebate. Those who are eligible will then either have their rates reduced by the amount of the rebate, or receive a refund if the rates have been paid in full for the year. Application forms are available from 101 Guyton Street, Whanganui or can be downloaded from www.ratesrebates.govt.nz To apply for a rebate, please visit the Council’s main office at 101 Guyton Street by 30 June 2018. To assist with your application, please bring in the following: • evidence of all gross income for the tax year ended 31 March 2017 (this includes income from interest) • your Whanganui District Council rates assessment for 2017/18 • your Horizons Regional Council rates assessment for 2017/18

The team is also responsible for enforcing laws and regulations associated with animals and their owners to prevent inconvenience, nuisance or safety issues for the general public.

For any dog turning three months of age during the year, a part fee will be paid based on the number of complete months remaining in the registration year.

If you have moved to the Whanganui District with your dog or dogs, you will not need to pay your registration until 1 July 2018 but please make sure we have your new details by popping into 101 Guyton Street or call 349 0001.

The dog pound is located in Ridgway Street (opposite the old cemetery) and is open from Monday to Friday, 12.00 noon to 1.30pm, or by prior arrangement.

STOCK POUND

We encourage owners to use the dog exercise areas for the recreation and well-being of their pets. The dog exercise

Please contact the companies for information about opening hours and disposal charges. Refuse bags and wheelie bins need to be placed on the kerbside no later than 8.00am on the day of collection to ensure they will be picked up. EnviroWaste are moving to a bin-only service, but will continue to collect bags with their stickers on them until they are out of circulation. Refuse bags must be accompanied by a prepaid pink (EnviroWaste) or yellow (Waste Management) garbage sticker. Prepaid stickers are available from the Council building at 101 Guyton Street, your local dairy, supermarkets and a variety of other stores. In addition, “prepaid” garbage bags (which do not require stickers) are on sale at selected supermarkets. Wheelie bins are available from the private waste refuse removal companies. Refer to the Yellow Pages for contact details. Domestic rubbish bags can also be dropped off at the Whanganui Resource Recovery Centre, 79-83 Maria Place Extension.

The Council provides rural properties with a bag collection service in areas closer to the city and bin collection points for remote rural locations. For more information please visit the Rubbish and Recycling page at www.whanganui.govt.nz

RECYCLING

The Whanganui Resource Recovery Centre (next to the

Fire Station in Maria Place Extension) is a one-stop shop for resource recovery and waste minimisation in the Whanganui District. This is a 24/7/365 facility available for dropping off glass, plastics, cans, clothing, paper and cardboard. During normal business hours customers can also bring in tyres, waste oil, E-waste, whiteware, scrap metal and green waste. There are charges for these items. The WRRC also provides a user-pays commercial recycling collection service. This is primarily targeted at the collection of glass for recycling through the Centre. Please contact us for more details. ivil Defence is all of us working together to take care of our community.

Civil Defence Emergency Management Whanganui is led by Whanganui District Council, which is able to co-ordinate a wide range of groups and agencies, such as the Police, Fire and Emergency New Zealand and emergency services to: • help prevent loss of life • help the injured and relieve distress • help the community return to normal.

In an emergency, everyone needs to be self-reliant and prepared to survive in their own home for at least three days without assistance.

and the Castlecliff coastline, with a separate large siren at Mowhanau. These are primarily to warn of a possible tsunami impact in the Whanganui area. Visit the Civil Defence page at www.whanganui.govt.nz to listen to the tsunami siren sound. The local urban sirens use the exact same sound. Civil Defence sirens are tested on the first Wednesday of each month at 8.30am. If you hear a continuous sounding of the sirens, please tune in to your nearest radio station and listen for information.

evacuation maps throughout the Whanganui District at coastal or river areas, telling people what to do if a tsunami is generated near our coastline. Parking W hanganui District Council maintains offstreet car parks and a network of on-street meters and time restricted areas, which are monitored by parking officers.

Off-street leased car park spaces are in the following locations: Kingsway (51 spaces), Winstone (58) and the Royal Wanganui Opera House (20) in St Hill Street, Phoenix (18), Drews Avenue (8), Wharenui (25) and Regent (18) in Ingestre Street, Museum (59) and Hannah’s (40) in Drews Avenue as well as Taupo- Quay. All off-street car parks are sealed, marked, have security lighting and are signposted. Winstone, Wharenui, TaupoQuay and Phoenix parks have ‘pay and display’ machines

Parking GOLD CARD – SENIOR PARKING SCHEME

Holders of the SuperGold Card – a scheme for seniors and veterans – can apply to the Council for a permit to display in their vehicle which gives them free parking between 8.00am and 11.00am, Monday to Friday, in the Central Business District area. Please note that even though parking is available free in these areas

for SuperGold Card holders during these times, the time limits set for parking spaces still apply.

This applies to the area contained within St Hill Street, Taupo- Quay, Drews Avenue, Watt Street, Wicksteed Street and Ingestre Street and includes all metered parking spaces. If you have a SuperGold Card, you can apply for a parking permit at www.whanganui.govt.nz/parking

WHANGANUI AIRPORT

The Whanganui Airport longterm car park is controlled by a parking meter (pay by entering your registration plate number) located in the terminal building, which accepts coins and credit cards. The cost is $10.00 per day (24hrs) or part thereof. A transaction fee of 50c applies if a credit card or Vodafone ‘text a park’ is used. The car park

is open from before the first morning flight until after the last incoming aircraft, and is secured and monitored at all other times. Please note: the Council began reviewing its Parking Management Plan and Parking Bylaw at the end of 2017. This means it is likely there will be changes to parking charges and timings in 2018. Whanganui has a large number of parks and reserves which enhance our district and provide green spaces throughout the urban area. Our premier parks are Kowhai Park, which includes a large children’s playground, Virginia Lake and the Winter Gardens, Queen’s Park, Bason Botanic Gardens, Castlecliff Coastal Reserve and Cooks Gardens. These high profile parks are maintained to high standards, provide a wide variety of recreational opportunities for residents and visitors and are significant to our cultural heritage. Attractions: Must do... • Whanganui River, River Road and National Park New Zealand’s longest navigable river, Te Awa o Whanganui, can be canoed or kayaked relatively easily for over 200km but with 239 listed rapids, you’ll still get an adrenalin buzz. Once the commercial hub of the district, today a journey along the Whanganui River is a step back in time, revealing the heritage of local iwi and remnants of early European settlement. From the lower reaches at Pipiriki to Whanganui, the Whanganui River Road winds its way through the historic settlements of Hiruha¯ rama (Jerusalem), Koriniti (Corinth), Atene (Athens) and Ranana (London), providing the only scenic driving route alongside a New Zealand river. The road also provides access to the Atene Skyline Track, which is part of the

Whanganui National Park. The River Road is part of the Mountains to Sea national cycleway and Te Araroa Trail. • Skiing and snowboarding Whanganui is a great base, just over an hour’s drive to Mount Ruapehu which offers one of the world’s only opportunities to ski and snowboard on an active volcano.

CULTURE AND HERITAGE

• Queen’s Park is the cultural heart of the city, comprising the Alexander Heritage and Research Library Te Rerenga Mai o Te Ka¯ uru, Handspan Peace Sculpture, Carillion Bells and Veteran Steps. It is also the home of the iconic Sarjeant Gallery Te Whare o Rehua Whanganui, one of the country’s most important heritage buildings, which is closed for earthquake strengthening and redevelopment work.

• Sarjeant on the Quay at 38 Taupo¯ Quay is the interim location of the Sarjeant Gallery. This historic warehouse space has been converted to hold the Gallery’s extensive collection and to provide a welcoming space for exhibitions and events. • Whanganui Regional Museum – The Museum at Queen’s Park is closed for seismic strengthening and improvements until 2018. TE AWA O WHANGANUI

A visit to the Whanganui River and the road which winds beside it into the Whanganui National Park is a special and authentic journey for visitors. The Whanganui River, Te Awa o Whanganui, and the Whanganui

River Road are two interrelated journeys. The Whanganui River Road follows the lower reaches of the Whanganui River from Pı-pı-riki to Whanganui and is the only scenic driving route alongside a river in New Zealand with such richness of cultural and natural heritage.

This intimate and scenic 64km road leads to the Whanganui National Park, and enables travellers to visit small river communities and experience a pace of life which is unique in contrast to much of the rest of the country. The road is narrower than the main highway and follows a winding

route, which requires slower driving speed than usual. There are stunning views of the river along much of the road’s length and of particular interest are the many beautifully preserved marae (gathering places) which are usually visible from the road. Please

Since she was re-launched on the Whanganui River in 2000, the Waimarie paddle steamer has become an iconic symbol of the River City and a significant attraction for both locals and visitors. Based on the banks of the Whanganui River, the Waimarie sails six days from October to April* up the river and back - the two hour experience, enhanced by tales of the colourful history of the steamer and of the river, are popular with both young and old. A summer cruise every second Friday of the month offers a different kind of end-of-week experience; drawing passengers from all over the region who get to relax over a

drink whilst listening to live, local musicians.

From its origins high on magnificent Mt Tongariro, the awa (river) travels towards Taumarunui, then winds south through the Whanganui National Park. For more than 800 years, Ma-ori have lived here, building marae and ka-inga (villages), cultivating sheltered river terraces and engaging with the forests. Numerous marae still exist along the river, and the river is home to many descendants of the original inhabitants. European settlers followed in search of a new life and opportunities and in the late 1800s and early 1900s the river became a major visitor attraction, with people enjoying leisurely river boat cruises. The Whanganui River became internationally known as the ‘Rhine of New Zealand.’

WHANGANUI RIVER ROAD

The Whanganui River Road was completed in 1934 following 30 years of construction. It opened the Whanganui River valley to a new world, but changed the river itself forever. Sadly, during construction it desecrated a number of sites sacred to the Whanganui tribes.

Originally, many Whanganui River marae were on the true right of the river. These settlements were protected from the elements and enjoyed the warm morning sun. With the opening of the road on the true left, time saw the gradual shift of many marae to the road side of the river. Prior to the 1930s almost all access to these remote settlements was from boats operating along the Whanganui River.

he Whanganui Environment Base (WhEB), located at the Whanganui Resource Recovery Centre (WRRC) is also the home of Sustainable Whanganui Trust (SWT), a network of groups and individuals committed to environmental awareness and sustainability.

The WhEB is open (Monday to Friday 10 am to 4 pm, and Saturday 10.00 to 12.00 noon).

RE-USE ACADEMY (RUA)

Residents can drop off clean jars with lids, crockery (broken and intact), wine bottle tops, tiles, clean paper and cardboard

including egg cartons and wallpaper, plant pots, textiles, craft materials and reusable plastics. People needing these materials for craftwork, preserving and school/preschool projects can collect items and make a donation to the Trust. Green Bikes operates on Fridays. Bikes and parts including tyres can be dropped off anytime for making into fully operational bikes which are for sale. Worm farms and worm juice fertiliser are also for sale. Used toothbrushes and other spent oral hygiene products can be dropped into the Colgate Oral Care Brigade bin outside the WhEB.

SWT offers practical courses and workshops. The room is available for hire.

Our Region Rangitikei FREE THINGS TO DO! Okay; nothing is completely free, however here’s a few activities that cost relatively little and can provide loads of fun and entertainment for the whole family.

Pack a picnic lunch and find a park to venture into, or take your photo with the iconic image in each town. The main towns have parks and recreational areas open to all. There are great river access points throughout the district offering swimming and other water activities, beach access is at Scott’s Ferry and Turakina. Throughout Rangitikei you can find Department of

Conservation Reserves and Walks just minutes from the State Highways and our main towns. Put your walking shoes on and discover the peace and tranquility, the wonder of New Zealand’s natural environment. Discover awesome Kiwi Guardians adventures around Manawatu/Whanganui or take action in your own backyard. Geocaching is an international phenomenon. It is an outdoor adventure where players use a free mobile app to find cleverly hidden containers (‘caches’). It’s been described as a real-world outdoor treasure hunt using GPS coordinates.

If you’re a keen cyclist, fat or thin tyres, check out our cycleways here online for some challenging rides through the Rangitikei rewarding riders with magnificent scenery along the way! Rangitikei’s climate is temperate and has few extremes compared to many parts of New Zealand. As is to be expected, the prevailing northwesterly airflows affect coastal areas, and offers refreshing sea breezes to cool in summer. Summers are warm with average temperatures in the low 20s. The most settled weather occurs in summer and early autumn. Winters are mild near the coast and on the plains; it’s colder inland and in the hill country, but often frosty, clear and calm. Snowfall occasionally settles in areas 400m above sea level, such as Taihape. Annual rainfall is moderate. Annual hours of bright sunshine can average over 2,000.

ou don’t need a passport to visit the region judged the world’s second best destination – in fact, it’s just a stone’s throw from Whanganui. Taranaki was judged the world’s #2 location to visit in Lonely Planet’s 2017 Best in Travel awards, and is the perfect destination for a weekend adventure, though you’ll likely need at least a couple of weekends to see all the region has to offer. To get to Taranaki, simply follow State Highway 3 to the north. You’ll reach the border in less

than half an hour, coming across the towns of Waitotara, Waverley and Patea before South Taranaki’s main settlement of Hawera, about an hour from Whanganui. The town offers a lot to explore, including its iconic Water Tower, which can be climbed for great views, and its gorgeous parks, gardens and beaches.

museum is a great place to stop for kids of all ages, while around the coast the laidback towns of Opunake and Okato offer a truly relaxing escape along Surf Highway 45, with cosy coastal cafés and black-sand beaches to satisfy travelling surfers and heritage explorers alike. New Plymouth sits around an hour north of Hawera, separated from the sparkling surf coast by a 13km long Coastal Walkway that has racked up an impressive list of international awards. The 45m sculpture, which sways in the wind, is a teaser to the nearby Govett-Brewster Art Gallery/Len Lye Centre, a stunning stainless-steel clad gallery displaying groundbreaking art and home to art events for all the family. The gallery has triggered a regeneration of New Plymouth’s own west end – artisan cafés, boutique shopping and public art abound. In fact the café scene across the region is thriving – perhaps Taranaki’s economic foundations of white gold and black gold – dairying and oil and gas – is due for an update. The city’s events calendar is enviable, boasting sporting events, garden festivals, tattoo festivals and much more. Not to be missed is the annual WOMAD world music festival in March – a three-day world music festival that offers onsite camping. Similarly, the TSB Festival of Lights, which showcases the beautiful Pukekura Park after dark throughout January, is a family

favourite, while AmeriCARna in late February attracts hundreds of gleaming US hot rods and classics to the region. But at the region’s heart, both geographically and spiritually, is picture-perfect Mount Taranaki. The mountain is home to more than 200km of walking and tramping tracks accessed by three roads - the southern route to Dawson Falls offers great short walks, the central road from Stratford leads to the historic Mountain House and access the Manganui Ski Field, while the North Egmont entry point leads to the excellent Pouakai Crossing – a great 1-day walk similar to the Tongariro Crossing with equally inspiring views. For something really different, head inland along the Forgotten World Highway, where you can take a rail cart to the village of Whangamomona, centred on the last of the great Kiwi pubs. Alternately take the time to explore the region’s eclectic museums: Holden cars (featuring a Bathurstinspired mini-putt), Elvis Presley, taxidermy, and country music are all celebrated by Taranaki’s collectors. That’s worth a drive!
