elcome to Whanganui.
Our home is rich in history, art and culture – and we enjoy a wonderful natural environment too.
We are surrounded by mountains – Mount Taranaki, Mount Ruapehu and Mount Tongariro –beautiful landscapes, dramatic west coast beaches and unspoilt native bush for tramping and wilderness trips. Te Awa o Whanganui, the Whanganui River, is the longest navigable river in New Zealand. The river has shaped the history of the city and its people and has inspired oral, visual and written creative expression over many centuries, mixing both settled –ori European and indigenous Ma culture. In 2017 the New Zealand Parliament passed an historic bill to recognise the special relationship between the Whanganui River and Whanganui iwi. The Te Awa Tupua (Whanganui River Claims Settlement) Bill provides for the river’s long-term protection and restoration by giving it the status of a person in the eyes of the law. It’s believed the Whanganui River may have been the first river in the world to be bestowed with legal personhood, setting a precedent
that has attracted significant international interest. Our vibrant community prides itself on its parks and reserves, cycleways and walkways and an abundance of creativity. You’ll find an immediate sense of connection, and real New Zealand authenticity here. The Whanganui district sits at the junction of State Highways 3 and 4. We are a two-and-a-half hour drive north from capital city Wellington, an hour-and-a-half from Mount Ruapehu and Mount Tongariro, or an hour’s flight from Auckland. With our high sunshine hours and pleasant climate you’ll often see people enjoying outdoor cafes or making the most of our beaches, parks and reserves. And of course, you will see people enjoying the riverside environment, where public art, walkways, activities such as waka ama and the popular Saturday market, Whanganui River Markets, all connect the river and community. You don’t have to spend too much time in Whanganui to absorb some of our fascinating history, both pre-European and colonial. Victorian and Edwardian treasures coexist with fine examples of mid-twentieth century modern architecture. Marae, homesteads, memorials and civic buildings provide

a strong sense of place and identity and the concentration of significant heritage buildings found here is rare in New Zealand. With more than 400 resident artists, Whanganui’s arts scene includes photography, mosaics, jewellery, paintings, ceramics, sculpture, fashion, textiles and glass. The Sarjeant Gallery Te Whare o Rehua holds one of New Zealand’s most remarkable collections of national and international art and has a special place in Whanganui’s identity. New Zealand Glassworks Te Whare –hua o Te Ao is the first national Tu centre for community glass-making and an outstanding facility and Quartz Museum of Studio Ceramics is not to be missed. We’re a small city with more amenities than most. Great shopping, supermarkets, an excellent hospital, availability of ultrafast broadband, wonderful schools and brilliant events are easily accessed and enjoyed. The close proximity of Wellington and Taranaki provides investors and entrepreneurs easy access to markets to grow their businesses sustainably. Whanganui has achieved a lot in 2018 and I know this will continue into 2019. There’s too much to mention in this introduction, but if you pick up the Whanganui Chronicle or read the Whanganui District Council website you will get an idea of how many good news stories we’ve had in the last 12 months. You may have noticed a slightly different focus for this edition of Welcome to Whanganui. There’s more information about welcoming newcomers to our district through the Welcoming Communities Plan. This plan was developed in July 2018 as a pilot to help make Whanganui a welcoming place to live, whether you are from Namibia or the North Shore. I know Whanganui is a welcoming place because everyone I have talked to in the last year who has moved here has told me how easy they’ve found it to relocate and become part of our community. In 2018, 135 people in Whanganui became New Zealand citizens and I was privileged to welcome them in official ceremonies throughout the year. So, what has been going on in our district? Our Town Centre project is humming along, with a recent coffee enterprise and outdoor games in a formerly vacant space in Ridgway Street.
The ‘little park’ on the corner of Victoria Avenue and Guyton Street has attracted people to sit and eat, talk and get to know each other. The community development at Castlecliff has continued and the beachside suburb is now one of the places to be. The biggest change to our district planning occurred in September 2018, when the northwest area of Whanganui was rezoned, which means 450 houses can be built in this area. Finding different and innovative ways to accommodate all Whanganui residents – new and old – is something the Council and community must focus on in 2019. The growth we are benefitting from must be sustainable so we can continue to be a place which “works for everyone” - one of the pillars of our Leading Edge Strategy which will be important to keep in mind. Other significant milestones in 2018 include the completion of the environmentally sound wastewater treatment plant and a saving to ratepayers to boot from the final bill. The sale of our forestry will also contribute to a reduction in debt. The New Zealand International Commercial Pilot Academy continues to thrive, bringing young people to Whanganui from around the world and the Government is definitely paying attention to us with funding
for rural broadband, an aviation programme, port development and research into diversifying the kinds of plants we can grow in our temperate climate and rich soils. During 2019 there are events for everyone to enjoy, from Whanganui Vintage Weekend, the 30th anniversary of the New Zealand Masters Games in February, the CoLab Glass Conference and more. Our community
O
ur district boundaries fall across the ancestral boundaries –poko and Tu –poho of Tamau on the Whanganui River, the South – Rauru K tahi and Tarakaki Iwi Nga –ti Apa of the Rangitikei. Customs, Nga tikanga (protocol) and values including manaakitanga (hospitality) and kaitiakitanga (guardianship) –ori with emphasise the affinity of Ma their ancestral landscapes and culture. Whanganui is currently thriving with the population sitting around 44,500. We keenly await the results of the 2018 Census which will tell us how many newcomers have made Whanganui their home. The test census in March 2017 showed Whanganui is growing at a rate of about 700 people per year – the largest population growth in decades. • A Welcoming Community Diversity is an important part of Whanganui’s character and newcomers from around the world find a warm welcome here. In keeping with our famous hospitality, Whanganui is one of nine New Zealand districts taking part in a pilot programme designed to welcome migrants, refugees and international students. • A Safe Community - Safer Whanganui is a communityled collaboration that provides leadership and direction with everyone working in partnership
to create a safer community for all. The success of this programme was recognised in 2010, when Whanganui was awarded International Safe Community accreditation. • Positive Ageing - Whanganui District Council is committed to promoting positive attitudes to ageing in Whanganui so that older adults are able to be as informed, active, healthy and independent as possible, and be the heart of our community. • Sister Cities - Whanganui and Nagaizumi-cho in Japan became sister cities in 1988. Nagaizumi-cho was chosen due to its demographic similarities to Whanganui and rural nature, as well as the likely prospect of mutual benefits. There are now strong social, cultural, sporting and educational links between the two cities; a strong contingent of Nagaizumi-cho residents is participating in the Downer New Zealand Masters Games in 2019 to celebrate this relationship. The sister city relationship with Toowoomba in Australia was forged 37 years ago and there are regular visits between the two cities. • Having your say in our community - Whanganui District Council encourages you to share your views and there are several ways you can do this. Viewpoint Whanganui is an online community
hub where residents, visitors and anyone who is passionate about Whanganui can have their say about issues important to our district. Sharing your ideas with others in the community and shaping Whanganui by feeding into the Council’s decisionmaking process is what Viewpoint Whanganui is all about. We want to hear from residents, ratepayers, business owners, workers, students and volunteers… anyone who is part of our community. Parks, reserves and gardens

hanganui has a large number of parks, reserves and gardens which enhance our district and provide green spaces throughout the urban area. Our premier parks are Kowhai Park, which includes a large children’s playground, Virginia Lake and the Winter Gardens, Pukenamu Queen’s Park, Bason Botanic Gardens, Castlecliff Coastal Reserve and Majestic Square. These high-profile parks are maintained to high standards, provide a wide variety of recreational opportunities for residents and visitors and are significant to our cultural heritage. Our parks are available for casual recreational use and for organised sports. Ride a brontosaurus, swing on an octopus, see-saw with a snake or picnic in a pumpkin, all in a gorgeous woodland riverbank setting on Anzac Parade. • Cooks Gardens – One of New Zealand’s leading outdoor sporting venues, featuring a 250 metre Olympic standard wooden velodrome and synthetic athletic track. Famous as the venue where Peter Snell broke Herb Elliott’s world mile record on a grass track, covering the distance in 3 minutes 54.4 seconds. • Springvale Park – An 11 hectare complex, comprising multi-use amenities for a variety of sports,

including the Splash Centre and the bike park which caters for the very young rider up to the teenager wanting more of a challenge. • Bason Botanic Gardens – Just 11km from town, open daily. Bason Botanic Gardens are rated as a Significant Garden by the New Zealand Gardens Trust. Drive or walk through the gardens, use the free gas-fired barbecues or take a picnic and enjoy the lake and birdlife. Parks, reserves and gardens in the Southern Hemisphere. Wellmaintained walk tracks through lush forest. Entry fee includes a visit to the magnificent 1906 Edwardian homestead. • Rotokawau Virginia Lake – This is an iconic park where you can picnic by the lake or take a 25 minute woodland walk, featuring the statue of Tainui, a band rotunda, twin bridges, rose and wisteria pergolas. There is also a bird aviary to explore. • Paloma Gardens – A private garden rated as a significant Garden by the New Zealand Gardens Trust. Its exotic collection of plants from Africa, Asia and the Americas covers a site that also offers swimming, picnic areas and accommodation. It is located 20 kilometres from Whanganui at Fordell. Entry charges apply. • James McGregor Memorial Park – A gorgeous riverside park offering a

bush experience with walks through native trees and connected to Kowhai Park Glen Logie Rose Gardens – A colourful seasonal display of roses, opposite Kowhai Park. Great as a summer wedding venue. Mosquito Point – Located 12km from the centre of town, Mosquito Point is situated alongside the Whanganui River. A great picnic spot. Gordon Park Scenic Reserve – This 14.5 hectare reserve is a precious sample of a lowland forest type which was once common in this area and is home to an interesting array of birds. Lake Wiritoa – A coastal dune lake a few minutes south of Whanganui set amongst 5 hectares of parklike grounds. A wonderful place for a family picnic or outing for water skiing, boating, canoeing, kayaking, swimming, fishing and mountain biking.
• Lake Westmere – This designated wildlife refuge includes a 9 hectare lake within 20 hectares of bush and tracks. • Peat Park – An established park with wide open spaces, a playground and the opportunity to get up close with deer.

Arts, culture and heritage • Pukenamu Queen’s Park is the cultural heart of the city, comprising the Alexander Heritage and Research –uru, Library Te Rerenga Mai o Te Ka the Whanganui Regional Museum, a Handspan Peace Sculpture, Carillon Bells and Veteran Steps. It is also the home of the iconic Sarjeant Gallery Te Whare o Rehua Whanganui, one of the country’s most important heritage buildings, which is currently closed for earthquake strengthening and redevelopment work. – • Sarjeant on the Quay at 38 Taupo
Quay is the interim location of the Sarjeant Gallery. Open daily (except Christmas Day and Good Friday), this historic warehouse space has been converted to hold the Gallery’s extensive collection and to provide a welcoming space for regularly changing exhibitions and events. Sarjeant on the Quay’s object
– Quay above gallery is at 31 Taupo the i-SITE • Whanganui Regional Museum – Reopening in 2019 after seismic strengthening and improvements, the Museum holds an extensive collection of natural and human-history objects. A range of exhibitions, events and education programmes take place in the historic building in Pukenamu Queen’s Park. • Whanganui War Memorial Centre – This is one of the finest examples of New Zealand modernist architecture, including the curtain-glass wall framed with concrete cube grilles. Its central feature, which remains a focus for Anzac Day commemorations, is the constantly lit vestibule containing the Book of Remembrance. • Royal Wanganui Opera House – The Opera House is the sole
surviving wooden building of its type in the Southern Hemisphere. It is still a working theatre, internationally recognised for its excellent acoustics. • Quartz, Museum of Studio Ceramics – The museum was established to house the Rick Rudd Collection of studio ceramics and to show works borrowed from private collections. Themed exhibitions are also specially curated, and a ceramic installation is commissioned each year. • Durie Hill Tower and Elevator – The only underground elevator in the Southern Hemisphere leads to the historic tower which offers stunning views of the city, Tasman Sea, Mount Ruapehu and Mount Taranaki. • Artists Open Studios – In late March each year more than 60 artists open their studios to

New Zealand Glassworks Te –hua o Te Ao – A dynamic Whare Tu and creative hub, in the heart of Whanganui. It is the first national centre for community glass in the country. Tram Museum and Tram Shed – Whanganui was the first provincial town to have a tramway. Find out about its intriguing history and climb aboard the 100-year-old tram. Ward Observatory – The observatory houses a 24cm telescope, the largest unmodified refractor telescope still in use in New Zealand. Public viewing is available on Friday evenings or by arrangement with the Astronomical Society. The Whanganui Literary Festival – A vibrant biennial writers and reader’s festival with a lifestyle theme. The Literary Festival will run again in 2019. Writers who have previously appeared at the Festival include CK Stead, Fiona Farrell, Witi Ihimaera, Joe Bennett, Elizabeth Knox, Bill Manhire, Nicky Hager, Charlotte Grimshaw and more. Whanganui Riverboat Centre – In the late 1800s the Whanganui River was an international tourist mecca and today this unique museum celebrates the riverboat era.

The signing of the sale of Whanganui in 1840 and protest action in 1995 took place here. • Whanganui Musicians Club – Come and enjoy what the Whanganui Musicians Club has to offer. From blues to rock, Whanganui hums the first Friday of every month from 7.30pm at the Savage Club Hall, 65 Drews Avenue.
• Whanganui Arts @ the Centre – Regularly changing exhibitions from established up-and-coming artists, including art for sale. • Whanganui Festival of Cultures – The Festival of Cultures is an inclusive, family-friendly, free festival celebrating diversity and our local cultural communities. The annual festival draws crowds of thousands to Majestic Square, and involves cultural performances, the sharing of food and more. • Whanganui Vintage Weekend – During Wellington Anniversary Weekend, Whanganui puts on its biggest party. The historic architecture of one of New Zealand’s oldest cities backdrops three days and nights of vintage entertainment, activities, food, drink, fashion, technology and vehicles. Both the Sarjeant Gallery and Durie Hill Elevator will celebrate their 100th birthdays in 2019.

Shopping and city services • Town Centre (Victoria Avenue and side streets) – This is the main shopping area of Whanganui, with a wide variety of independent retailers and grocers, galleries, and national chain stores such as Kathmandu, Cotton On and Whitcoulls. Te awa o Whanganui Whanganui River
A
visit to New Zealand’s longest navigable river, the Whanganui River, and the road which winds beside it into the Whanganui National Park, is a journey to a hinterland: with unique scenery, marae communities, and historic places of interest. It was first investigated, in its upper reaches, for its potential to be a National Park in 1896. The source of the river is the mountain, Tongariro. It is joined by the Ongarue north of Taumarunui, and by the Whakapapa in National Park. _
Maori have occupied the area “since the fires of Paerangi (the ancestor god Paerangi Atua, or the Milky Way) were lit”. Before 1860, hapu gardens in communities like Manganui a Te Ao, Pipiriki, Ranana
and Jerusalem, fed Wellington and Christchurch. European settlement on the Whanganui River began in Raetihi in the 1890s and early settlers began to arrive, along with Anglican, Methodist and Catholic missionaries, most notably, Sister Mary Joseph Aubert (Suzanne Aubert), at Jerusalem. Others followed in search of a new life and farming opportunities. Alexander Hatrick introduced river boats and purchased Pipiriki House which became a prime destination by paddle steamer. In the late 1800’s and early 1900’s the river became a major tourist attraction and the experience was likened to cruising the Rhine in Europe. Today the Whanganui River and Whanganui River Road can be
explored in many different ways by vehicle, bike, jet boat, canoe or on foot. Some tour operators can provide a cultural and educational experience with entertainment and accommodation facilities if required.
Since she was re-launched on the Whanganui River in 2000, the Waimarie paddle steamer has become an iconic symbol of the River City and a significant attraction for both locals and visitors. Based on the banks of the Whanganui River, the Waimarie sails up the river and back three days a week from October until Christmas, then six days a week until April. The two hour experience, enhanced by tales of the colourful history of the steamer and of the river, is popular with both young and old.

The Waimarie is becoming increasingly popular and it’s not just her scheduled daily summer or Friday night sailings in demand with more private hires available all year around than ever before. The Waimarie has hosted all sorts of special chartered sailings, from weddings and birthdays to champagne breakfasts and
corporate events, and even schools keen on educating students about the history of the river. It’s unbelievable the amount of restoration work that has been donated by the people of the city to restore Waimarie to its former glory - it’s truly remarkable and quite a story to tell on how she has spent her last 100 years.

The road is narrower than the main highway and follows a winding route, which requires a slower driving speed than usual. The river valley is still a major attraction. It offers unrivalled opportunities for walking, cycling, hunting and tramping in native bush, as well as activities on the water, including jetboat trips and single and multi-day canoeing. Canoe trips over any number of days can include camping and accommodation on shore at selected spots where history and cultural experiences may be provided. ivil Defence is all of us working together to take care of our community.
Civil Defence Emergency Management Whanganui is led by Whanganui District Council, which is able to co-ordinate a wide range of groups and agencies, such as the Police, Fire and Emergency New Zealand and emergency services to: • help prevent loss of life • help the injured and relieve distress • help the community return to normal In an emergency, everyone needs to be self-reliant and prepared to survive in their own home for at least three days without assistance. What you do now to prepare can make a huge difference to how you and your family cope, and it helps emergency services focus more effectively on helping those directly impacted. An emergency could occur at any time in our district. Possible emergencies include: • floods • severe weather events • hazardous chemical spills (industrial/transport accident) • loss of water or power supply • earthquakes • volcanic eruptions • tsunami • influenza pandemics In the case of an emergency, Civil Defence Centres may be opened if there is a need and
the resources are available. It’s helpful to know where your nearest Civil Defence Centre is so visit www.whanganui.govt.nz/civildefence for Google Maps links to the centres. In an emergency, these centres are the base for trained volunteers who provide help, advice and guidance for evacuees or impacted members of the public.

Rubbish and recycling URBAN RUBBISH COLLECTION
Whanganui District Council does not operate a waste collection service in the urban area. However, there are a number of privately owned and operated waste collection companies that offer services here. The two main kerbside waste collection companies are: Waste Management 14 Liffiton Street 347 9557 EnviroWaste 27 Gilberd Street 344 4201 Please contact these companies for information about waste collection and disposal services. Rubbish bags and wheelie bins need to be placed on the kerbside no later than 8.00am on the day of collection to ensure they will be picked up.
Wheelie bins of varying sizes, with a range of options for collection frequency, are available from the waste collection companies above. Refer to the Yellow Pages for contact details. The Council provides rural properties close to the city boundaries with a bag collection service. For those in more remote rural areas, the Council has designated bins for the deposit of household waste. The Whanganui Resource Recovery Centre (WRRC - next to the fire
station in Maria Place Extension) is a one-stop shop for resource recovery and waste minimisation in the Whanganui District. This is a 24/7/365 facility available for dropping off glass, plastics, cans, clothing, paper and cardboard. During normal business hours customers can also bring in tyres, waste oil, rubbish bags, E-waste, whiteware, scrap metal and green waste. There are charges for these extra items. GREEN AND OTHER DOMESTIC WASTE
Green waste can be disposed of at the Whanganui Resource Recovery Centre as well as at the Waste Management Transfer Station, 14 Liffiton Street, Whanganui. Charges apply.
EnviroWaste provides a bin-only service. Rubbish bags must be accompanied by a prepaid yellow (Waste Management) rubbish sticker. Prepaid stickers are available from your local dairy, supermarkets and a variety of other stores. In addition, prepaid rubbish bags (which do not require stickers) are on sale at selected supermarkets.

Transport • Whanganui Airport - Whanganui Airport is a regional airport offering air links and support for businesses, tourists and private pilots. The airport is also the primary base for the New Zealand International Commercial Pilot Academy and is home to the Whanganui Aero Club. First established in the 1930s, Whanganui Airport remains a vital hub for air activity in the wider Whanganui region. Air Chathams offers commercial flights between Whanganui and Auckland. The airport’s South Beach Café is open seven days a week. There is metered parking located in the terminal building, which accepts coins and credit cards. The car park is open from before the first morning flight until after the last incoming aircraft and is secured and monitored at all other times.
• Buses - Buses operate regularly throughout the city. Timetables are available from www.horizons.govt. nz/buses-transport and the i-SITE. There is also a week-day commuter service between Whanganui and Palmerston North. • Taxi services - All taxis in New Zealand must be registered with a taxi company. hanganui District Council maintains off-street car parks and a network of on-street meters and time-restricted areas that are monitored by parking officers.
Off-street leased car park spaces are in the following locations: Kingsway (51 spaces), Winstone (58) and the Royal Wanganui Opera House (20) in St Hill Street, Phoenix (18), Drews Avenue (8), Wharenui (25) and Regent (18) in Ingestre Street, Museum (59) and Hannah’s (40) in Drews Avenue, as - Quay. All off-street car well as Taupo parks are sealed, marked, have security lighting and are signposted. – Quay Winstone, Wharenui, Taupo and Phoenix parks have ‘pay-anddisplay’ machines installed. The others are mostly rental parks. There are 615 kerbside metered parking spaces and 1118 time-restricted areas around the central city area. These are monitored to ensure regular turnover and availability of spaces. Offenders are ticketed, fined and followed up. Suburbs are serviced on demand. Paid parking is between 8.00am and 5.30pm weekdays and Saturdays. The Parking Services Team patrols on a regular basis, including Saturdays. Typical parking charges are: • Victoria Avenue – $2.00 per hour • Drews Avenue – $1.00 per hour (for a maximum of two hours)
– Quay – $1.00 per hour (for a • Taupo maximum of two hours) • Inner-city side streets – $1.00 per hour • Pay and display – 50 cents per hour • Rentals – $20.00 per week The Drews Avenue parking precinct is a pay-and-display area. Failure to buy parking in a pay-anddisplay area will incur a $40.00 infringement fee. Expired parking or exceeding the time limit will incur infringements starting at $12.00 and graduating to $57.00 depending on the length of time.

The ParkMate smartphone app for paying for parking – and a range of other features such as car park availability – is now available at all Council-owned pay-and-display car parks in Whanganui. The app can be downloaded for free from the App Store or Google Play.
GOLD CARD – SENIOR PARKING SCHEME
Holders of the SuperGold Card – a scheme for seniors and veterans – can apply to the Council for a permit to display in their vehicle, which gives them free parking between 8.00am and 11.00am, Monday to Friday, in the Central Business District area. Please note that even though parking is available free in these areas for SuperGold Card holders during these
times, the time limits set for parking spaces still apply. This applies to the area contained – Quay, Drews within St Hill Street, Taupo Avenue, Watt Street, Wicksteed Street and Ingestre Street and includes all metered parking spaces. If you have a SuperGold Card you can apply for a parking permit at www.whanganui.govt. nz/parking
WHANGANUI AIRPORT
The Whanganui Airport long-term car park is controlled by a parking meter (pay by entering your registration plate number) located in the terminal building, which accepts coins and credit cards. The cost is $10.00 per day (24 hours) or part thereof. A transaction fee of 50c applies if a credit card or Vodafone ‘text a park’ is used. Animal management
W
hanganui District Council’s Animal Management Team encourages better care and control of dogs and other animals in urban and rural areas. The team is also responsible for enforcing laws and regulations associated with animals and their owners to prevent inconvenience, nuisance or safety issues for the general public.
The Animal Management Team is based at the Council’s dog pound on Ridgway Street (opposite the old public cemetery) and responds to a variety of requests around the clock. Full cover is provided from 8.00am to 5.00pm, seven days a week. The Council provides a limited range of after-hours services, determined by the urgency of the problem. These are limited to dog attacks, serious aggressive behaviour, incidents where the Police are involved or when a member of the public has secured a roaming dog on private property for pick-up. DOG REGISTRATION
Your dog registration fees help fund a range of services that are designed to help dogs, their owners and the wider community. There is a small ratepayer contribution per year towards the cost of animal management services for stock control on our roads and highways, and for education. You need to register your dog: • when it turns three-months-old
• when you first get him/her • thereafter on 1 July of each year. The Council has a graded registration fee structure that recognises responsible dog ownership, neutered dogs and prompt payment. For any dog turning three months of age during the year a part fee will be paid based on the number of complete months remaining in the registration year.

Animal management If you have moved to the Whanganui District with your dog or dogs, you will not need to pay your registration until 1 July 2019. However, please notify the Council of your animal’s arrival as soon as practicably possible so registration can be transferred from your previous authority. For current fees and discounts please visit www.whanganui.govt.nz/dogregistration-fees. The registration year is the period of 12 months from 1 July to 30 June of the following year. You can pay your yearly registration via credit or debit card online at eservices.whanganui.govt.nz. If your registration tag is lost or damaged, a replacement tag can be obtained free of charge. LATE PENALTY FEES
A late penalty fee – 20% of the fee as if your dog had been registered on the first day of the registration year – will be applied after 31 August each year.

DOG EXERCISE AREAS
Under the Dog Control Bylaw 2015, dogs must be on a leash at all times in public places except in designated off-leash areas. We provide a range of dog exercise areas where dogs are able to be unleashed. There are also public areas around the district where dogs are permitted on leashes, while in some areas dogs are prohibited.
We encourage owners to use the dog exercise areas for the recreation
and well-being of their pets. The dog exercise areas are signposted and most contain doggy-doo bins. Dog owners are reminded of their responsibility to “scoop the poop” and keep public areas clean and pleasant to walk and exercise in. A list of dog exercise areas is available. hanganui District Council rates are payable in four equal instalments for 2018/2019 (from 1 July 2018 to 30 June 2019). RATES REBATES
The Rates Rebate scheme provides a subsidy for low to moderate
income home owners. If your income is low to moderate (maximum $25,180) then you may be eligible for a rates rebate of up to $630. The closing date for applications is 30 June 2019. Eligibility for a rates rebate is determined by: • The ratepayer’s income for the previous tax year (year ended 31 March 2018) • The amount of rates (for both Whanganui District Council and Horizons Regional Council) • The number of dependants (an additional income allowance for dependants is $500 per dependant). Ratepayers need to apply to the Whanganui District Council for a rates
rebate. Those who are eligible will then either have their rates reduced by the amount of the rebate, or receive a refund if the rates have been paid in full for the year. Application forms are available from the Customer Services team at Whanganui District Council or can be downloaded from www.ratesrebates.govt.nz To apply for a rebate, please visit the Council’s Customer Services team by 30 June 2019. The Josephite Retreat Centre is housed in the historic building, Mount Saint Joseph, in Whanganui, it is surrounded by well-established ground, farmland and native bush with ample parking available. The Retreat Centre boasts state of the art facilities offered in a relaxed and tranquil setting that creates an atmosphere that nourishes spirit, mind and body. Our conference centre setting combines the effective use of natural light and plenty of space.The result... an environment conducive to learning which ensures a successful
event for everyone.The conference room is well equipped with a variety of layout conďŹ gurations for up to 50 people, with a conservatory and courtyard adjoined. Complementing the conference room is a quiet room with seating for up to 40 people. On-site accommodation is available. The latest AV equipment is available, 55" LED Smart TV with in-built Internet and Skype capability. Projector, Interwrite board,Wireless Internet,Audio System with headset/ cordless microphones, Laptop and presenter aid. Catering can be provided and we are proud to be offering our "Brain Food" menu which is designed for keeping the mind invigorated throughout the day.A kitchenette is available fully equipped should you wish to self-cater.
