Woman reports robbery in Costco parking lot ALPHARETTA, Ga. — A woman contacted police March 21 after she reported being robbed at knifepoint in the Costco parking lot on Jordan Court. The woman had left the store at 7:30 p.m. on March 18. When she was near her car, she was approached by a man carrying a knife. The man pointed the knife at her and demanded she hand over her wallet. The woman complied, and the man also grabbed her shopping bags before running away. The woman said she delayed reporting the incident because she was in shock and wasn’t sure what to do.

Burglar steals coin bags valued at $1,000 each ALPHARETTA, Ga. — Police are investigating a March 20 burglary at the AmeriPark office at Avalon. The business manager said the office had been secured the previous evening. When he came into work at 9:30 a.m., he saw that someone had removed two bags full of $1,000 worth of coins. One parking meter key was also missing. Officers said the suspect entered the office by punching through the sheetrock next to the door and used a bar to unlock the door from the inside. Two shoe impressions were found in the office.

Alpharetta man arrested for shooting gun at door ALPHARETTA, Ga. — Police arrested a man March 19 after he shot at a door lock while authorities say he was intoxicated. A caller living on Gardner Drive alerted police about gunfire shortly before midnight. Officers identified the man suspected of shooting the gun and found eight bullets in his pocket. The gun was found by a K-9 near the apartment. The man told police he had attempted to open his door when the gun went off and damaged the lock. Officers confirmed that no one inside was injured. The man, identified as 30-year-old Lester Hollins of Alpharetta, was arrested without incident.

Police discover drugs during traffic stop ALPHARETTA, Ga. — Police arrested a man March 20 after they found more than a pound of marijuana in his car. Police pulled a car over that morning when they saw it drive in the emergency lane on Ga. 400 southbound. While talking to the driver, officers reported they could smell marijuana and were alerted that the man had an active warrant from the Villa Rica Police Department. The man had $2,600 in cash in his front pocket, and officers found 1.6 pounds of marijuana in the car. The man, identified as 34-year-old Barado Jones of Atlanta, was arrested for driving in the emergency lane, no license,

felony possession of marijuana, possession with intent to distribute and possession of tools for the commission of a crime.

Wanted man arrested following traffic stop ALPHARETTA, Ga. — Police arrested a man wanted on a warrant in Clayton County March 18 after he was identified during a traffic stop. Officers patrolling on Ga. 120 at Northwinds Parkway pulled over a driver after they saw one of the rear taillights on his car was out. While talking with the driver, police received notification that he had a warrant for his arrest from the Clayton County Sheriff’s Office. The man denied knowing about the warrant. He was identified as 31-yearold Donald Newson of Ellenwood and was arrested without incident.

Caller threatens family in extortion attempt ALPHARETTA, Ga. — A man called police March 17 after he received a phone call from someone threatening to kill his wife. The caller told the man he had his wife, and he would kill her if the man did not follow his directions. While speaking with the caller, the man could hear a screaming woman in the background. The man called his wife to make sure she was OK before hanging up on the caller. He then received another call from the same number. The caller said he knew where the family lived. Police advised the man to change all social media information and block the unknown number.

Roswell transportation director bids farewell By JULIA GROCHOWSKI julia@appenmediagroup.com ROSWELL, Ga. — If you encounter a roundabout that saves you a long wait queued up at a traffic signal on your way to work, thank Steve Acenbrack. The longtime head of the Roswell Transportation Department took a lot of flak when he proposed the first roundabout in North Fulton nearly 10 years ago. Through all of the ruckus, and with the help of city leaders, Acenbrak guided the project at Norcross Street and Grimes Bridge Road through to its ribbon-cutting conclusion. Today, commuters can’t get enough of them. Dozens have popped up since, and more are planned throughout the county. Acenbrak officially retired March 6. At the March 25 City Council meeting, city leaders and staff celebrated his accomplishments. Mayor Lori Henry presented a proclamation honoring Acenbrak for his 15 years of service with the city. “It’s quite a lengthy proclamation, but he deserves every word,” Henry said.

Acenbrak began his career in 1980 as a U.S. Army Officer Lieutenant Colonel. He served 20 years in the Army Corps of Engineers, became airborne

qualified and is a Ranger School graduate. His military background is in his blood and informed a lot of his later

decisions, Acenbrak said. “I learned a lot of leadership and a lot of management then,” he said. Acenbrak later earned a bachelor’s degree in civil engineering from The Citadel, a master’s in business management from Central Michigan University and a master’s in civil engineering from the University of Maryland. Acenbrak has also served in several professional organizations, including as a fellow of the American Society of Civil Engineers, as an instructor for the National Highway Institute, as a leadership fellow of the American Public Works Association, and as an Eminent Engineer of Tau Beta Pi, the oldest engineering honor society in America. Acenbrak and his family first moved to Roswell to give his daughter a good high school education, Acenbrak said. It was a significant decision for them, he added. “The thing is that the army tells you where to go,” he said. “What’s significant about that is, we were 43 years old, and it was the first time in our professional

Two Roswell restaurant alcohol licenses suspended By JULIA GROCHOWSKI julia@appenmediagroup.com ROSWELL, Ga. — The Roswell City Council voted March 25 to uphold the alcohol license suspension of two local restaurants until court hearings are held on April 8. The council voted to maintain license suspensions on Cancun Bar & Grill and Evolution Restaurant after employees allegedly sold alcohol to an undercover law enforcement officer under the age of 21. The licenses were suspended after the incidents and the restaurants were cited. Under the Roswell Code of Ordinances, the suspension could have been lifted after the City Council meeting. “The city administrator is authorized

to suspend the sale of alcoholic beverages under any license for any emergency situation when he deems such suspension necessary for the protection of public health, safety or welfare,” said City Attorney David Davidson. “Such suspension may be made immediately and shall remain enforced until the mayor and council determine that the emergency is over or until the next meeting of the City Council, at which time the suspension shall cease unless it is extended by mayor and City Council.” The City Council vote was to schedule a hearing on whether to revoke or suspend the alcohol license for the restaurants, not to address the citations. The citations will be heard in court at a later date, Davidson said.

On March 15, two employees with Cancun Bar & Grill allegedly sold an alcoholic beverage to an undercover law enforcement officer who is not of legal drinking age, Davidson said. Both employees involved were cited. This incident took place a little over a week after the city reinstated the restaurant’s alcohol license, which had previously been suspended for two months for selling alcohol beyond permitted hours, Davidson added. Cancun Bar & Grill’s hearing to be reinstated has been delayed a month because the restaurant had advertised sales that were a violation of the alcohol ordinance, Davidson said. Attorney and former mayor Jere Wood, who represented Cancun Bar & Grill at the City Council meeting, said the suspension should not be upheld until the hearing, because the emergency has passed and no longer exists. Wood added that the restaurant is taking several steps to comply with the ordinance. These changes include termination of the employee involved in the underage sale, a requirement for employees to attend alcoholic beverage ordinance compliance seminars, posting several signs that the restaurant IDs customers, and establishing a zero tolerance policy for violating the ordinance.

Councilman Sean Groer said the main issue is that this was the second time the restaurant owners have appeared before the City Council because of an ordinance violation. “The owners looked at us and said, ‘It’ll be taken care of, this is solved, you’re not going to hear from us again,’” Groer said. “And here we are… Not long since we were told these issues were going to be addressed.” Mayor Lori Henry added that there was still an emergency, because she felt she could not protect the health and safety of the citizens of Roswell as long as the restaurant is still serving alcohol. The City Council voted 5-1, with Councilman Matthew Tyser opposed, to uphold the emergency and suspend alcoholic beverage sales at Cancun Bar & Grill until the April 8 hearing. In a similar motion, the City Council voted 4-2, with council members Tyser and Marie Willsey opposed, to uphold an emergency and suspension for alcoholic beverage sales at Evolution Restaurant until its separate April 8 hearing. Like Cancun Bar & Grill, an employee at Evolution Restaurant was cited March 16 for selling alcohol to an undercover law enforcement officer who is under 21 years old. This is the restaurant’s first citation under its current licensee.

Alpharetta seeks more grant money for North Point Officials also approve use of eminent domain for Morris Road project By PATRICK FOX pat@appenmediagroup.com ALPHARETTA, Ga. — Efforts to revitalize the North Point District continued March 25 when Alpharetta city officials approved a grant application for up to $150,000 to study proposed trail connectivity in the area. For more than a year now, the city has been laying plans to weave its current and future trail systems throughout North Point. The area is targeted for connections to the Alpha Loop, an inner and outer ring connecting the city’s central business district, and the Big Creek Greenway, a multi-use park trail running from Roswell north into Forsyth County. Alpharetta Community Development Director Kathi Cook said the grant, awarded through the Atlanta Regional Commission, would fund a study for the portion of the Alpha Loop from Encore Parkway to Haynes Bridge Road, as well as provide connectivity among the Alpha Loop, a planned trail network around

North Point Mall and Big Creek Greenway by way of a new trail head and system access point on the south side of North Point Parkway at Encore Parkway. The study would also study ways the trail would cross Haynes Bridge Road. “The other portion of the study will be how do we connect to the [Big Creek] Greenway,” Cook said. “This has always been the area that the Alpha Loop was planned to connect to the greenway, and we’re going to look at this area as part of that feasibility study for a possible trailhead.” Terms of the grant, if awarded, would require the city to chip in 20 percent of the total. The trail initiative is part of an overall plan the city has undertaken recently to create a new identity for the North Point area. Once the economic hub for Alpharetta’s retail and entertainment sector, the district has faded in its economic footprint over the past five years with opening of Avalon and downtown’s City Center. Last year, the city was awarded $75,000 in Community Development Assistance Program funding from the ARC to complete a Creative Placemaking Plan for North Point. That plan is currently underway.

The other portion of the study will be how do we connect to the [Big Creek] Greenway,” Kathi Cook Alpharetta Community Development director In other action at the March 25 meeting, the City Council unanimously approved a resolution to authorize the use of eminent domain to acquire certain property rights for a parcel at Country Place Court and Morris Road. The city is seeking easements on the property from Country Place Condominium Association, Inc., a nonprofit association acting on behalf of the property owners. The city says rights to the parcel are needed to continue work on a $3.2 million project designed to aid traffic flow on Morris Road between Old Milton Parkway and Webb Bridge Road. Funding for the project comes through the transportation sales tax approved by

voters in 2016. City Attorney Sam Thomas said negotiations with the group have been ongoing for two years, and the city has adjusted plans to accommodate the group, but there has been no progress in obtaining the property rights. “We haven’t even actually received a firm counter-offer,” Thomas said. “They’re just wanting to discuss and discuss and discuss the project. We’ve adjusted it every way we can, and now we have a contractor who we need to move forward. This is not the first time in recent months the city has used eminent domain to carry through on its massive slate of close to $100 million in road projects now in the works. Last August, the City Council approved the use of eminent domain to acquire rights to 13 individual parcels that were standing in the way of transportation projects. Even after the authority is granted, Thomas said, the city continues to negotiate to reach an agreement before forcing the issue. In the case last August, he said, the city reached agreement on about half the parcels before it had to exercise eminent domain.

Karen Handel launches campaign By CARSON COOK carson@appenmediagroup.com JOHNS CREEK, Ga. — Former U.S. Rep. Karen Handel recently announced that she will run for her former seat, representing Georgia’s 6th District, in 2020. Handel lost the seat to Democrat Lucy McBath in November 2018 by 1 percent, or about 3,000 votes. The district includes most of North Fulton County — including Sandy Springs, Roswell, Johns Creek and Milton — and parts of eastern Cobb County and northern DeKalb County. The seat was once considered a GOP stronghold, electing Republicans from 1978 until McBath’s victory. In a video announcing her campaign, Handel cites the economy, veterans and military, the opioid crisis and human trafficking as key issues to her platform. Handel served on the Fulton County Board of Commissioners from 2003 to 2006, when she won her bid for Georgia Secretary of State. In 2010, she ran for governor, but lost to former Gov. Nathan Deal. She also ran an unsuccessful bid for Senate in 2014. Handel became the first Republican woman from Georgia elected to Congress in 2017 after narrowly defeating Democratic candidate Jon Ossoff in the special election to replace former Secretary of Health and Human Services Tom

I really can’t wait to see you guys accomplish the Big Creek Parkway, the Gateway and all of these other things. Active Adult Health, Wellness Fair draws hundreds to Roswell center

By JULIA GROCHOWSKI julia@appenmediagroup.com ROSWELL, Ga. — Hundreds gathered March 27 to Roswell’s Adult Recreation Center on Grimes Bridge Road to take part in the annual Active Adult and Wellness Fair. The fair, now in its fourth year, encourages adults to stay physically active and practice good health. Dozens of vendors, including nonprofits, fresh markets and healthcare professionals, offered information about their servi ces and programs to the crowds. Several vendors also gave free demonstrations or screenings, including cholesterol and blood glucose testing. “It’s important for adults to stay active, so we can age gracefully,” said Nicci Williams, health and wellness supervisor for the Roswell Recreation, Parks, Historic and Cultural Affairs Department. “It’s important, because the less you do, the less you want to do. It’s to keep engaged, to keep your brain active and your body active and healthy. It’s just the best thing to keep us all going and living a long and healthy life.” The fair is generally geared toward active adults, meaning ages 50 and up, but had resources almost any age group could benefit from, Williams said. “There’s information that people of any age really can use,” she added. One of the main goals of the fair is disseminating information to those who need it. “It started as a way to serve the community and give them information they may not have, especially the seniors, who might not have access to the information otherwise,” Williams said. “That includes insurance, doctors and other resources.” Some of the vendors included Humana, Vickery Rose Retirement Resort, WellStar North Fulton Hospital, Hello Fresh, StretchZone, Sam’s Club and Kaiser Permanente. Heather Terry, community relations director for Senior Services North Fulton, said that her agency keeps coming back every year because it’s a great way to connect with the people in the community. “Being a nonprofit, we don’t have anything to sell; we have services to give to people,” Terry said. “So, it’s a great way for us to be able to spread the word and make sure people know that we are a Meals on Wheels provider and our senior centers that we operate in.” Tim Dunn, co-chair of the Roswell Lion’s Club program EyeSight Roswell echoed Terry’s sentiment. He said the

fair has helped benefit people through his program, which provides vision screenings and eye care for those in need. The Active Adult Health and Wellness Fair is held once a year, but Roswell also offers a sister event, the Family Health and Wellness Fair, for all ages. The family fair is usually held on the grounds of Roswell City Hall during the summer and provides free screenings and demonstrations to help lead a healthy and active lifestyle. Outside of the annual fairs, the city also helps adults stay active throughout the year through a variety of programs, Williams said. Some of the resources include fitness, art and dance programs as well as a variety of classes, sports and clubs.

Centennial lacrosse’s incredible play goes viral By JOE PARKER joe@appenmediagroup.com ROSWELL, Ga. — The talent of Centennial boys lacrosse was thrust into the national spotlight when a video of a sensational play was shared by many of the nation’s top sports outlets March 23-24. During the Knights’ 22-6 win over Peachtree Ridge on March 23, Centennial won a faceoff, completed three behind-the-back passes before scoring a goal on a behind-the-back shot. Senior Caleb Saad won a faceoff and ran about 20 yards down the middle of the field before connecting with Max Lucas near the restraining line with a behind-the-back pass. Lucas

then quickly dished a behind-the-back pass to freshman Coleman Smith, who passed behind his back and across the goalmouth to a waiting Ryan Siracusa. Siracusa took the pass, stepped back and scored on the short side, sneaking his behind-the-back shot just inside the right post. The entire sequence took just eight seconds. Saad shared a video of the goal on Twitter, and it soon caught the attention of sports fans across the nation. The clip gained thousands of “likes” on social media outlets and was featured on SportsCenter’s Top 10 plays of March 23 and shared by other national sports outlets including Sports Illustrated, NBC Sports and Barstool Sports.

“I’ve never been a part of something that’s gone viral in 30 minutes,” Centennial head coach Bryan Wallace laughed. “It’s not something that was planned, but in terms of stick work, we encourage creativity to match the free flow of the game.” Wallace said he was surprised at just how much recognition the goal received in a short amount of time. “Caleb asked me if he could post it, and later I saw some messages from guys from ESPN, but I didn’t think it was going to take off the way it did,” he said. “But the kids were really excited about it and had some fun with it.” Even without some of last year’s standouts, including all-time Georgia points leader Nicky Solomon, the video shows the Knights are not wanting for talent in 2019. As of March 26, the Knights were 9-2 overall and 4-0 in area play. “Ryan (Siracusa) stands out as one of the best players in the state, but we don’t have as many high-profile players as we’ve had had in the past,” Wallace said. “But we have a lot of guys who will go on to play in college and some bluecollar guys as well. We have a 12-member senior class who has done a great

job to represent Centennial and some sophomores who have really stepped up.” The Knights have a challenging nonarea schedule with matchups against Lassiter, Buford and Lambert, which has downed the Knights in the semifinals of the state playoffs the last two seasons. Wallace said while those games are crucial to gaining experience against strong programs, the Knights’ new area also provides stiffer competition. Centennial now faces Johns Creek, Northview, Duluth and Peachtree Ridge in Area 1. “This area puts us in a situation where we have had a lot more meaningful games earlier in the season, and we’re stronger for it and more battletested,” Wallace said. “We continue to grind out wins against really good teams.” And the video of their incredible goal against Peachtree Ridge could ensure they get each opponent’s best game. “We know it’s not going to help us win games, it may even put a target on our backs,” Wallace said. “It was great to get the notoriety, but our focus is still on competing.”

Annual Sculpture Tour set to kick off April 18 By JULIA GROCHOWSKI julia@appenmediagroup.com ROSWELL, Ga. — Outdoor artwork is changing out all over town in preparation for this year’s ArtAround Roswell Sculpture Tour. Now in its fourth year, the tour adds a touch of flair to all of the city’s parks with a new set of temporary sculptures. Visitors can enjoy the sculptures from its kick-off celebration on April 18 through February 2020. The tour has been likened to a “museum without walls” by its organizers, the Roswell Arts Fund. “Both strategic plans included community engagement and show a desire from Roswell residents to see the character and spirit of their community in their built environment, through public art,” said Public Art Administrator Emma Chammah. The benefits are numerous, she added. “The arts mirror our society, record our history and embody our hopes for the future,” Chammah said. “The arts are a fundamental and essential part of our culture, and a time-honored way of learning, knowing and expressing. The arts foster social capital, bringing residents together and deepening their connection and commitment to each other and place.” The arts also help to activate community spaces and economic activity as they draw people together and into conversation, she added. There are nine sculptures this year along with several permanent sculptures bought from previous tours. The permanent sculptures include Sweet Pops of Brilliance in East Roswell Park, Oak Leaf Triptych in Roswell Area Park, Smoke in Town Square, Sentience in the Heart of Canton Street Park and Reception on Roswell Riverwalk. The Roswell Arts Fund is committed to purchasing at least one sculpture each year through fundraising. Other works have been gifted to the City of Roswell. ALPHARETTA, Ga. — William Zhang’s parents knew their son was pretty good at playing piano when they entered him in his first competition. What they weren’t expecting was for their 6-yearold to win first place in the 2019 American Protege International Piano and String Competition. And it didn’t stop there — William also earned the Judge’s Distinction Award across all age groups. His parents, Julie Wang and Todd Zhang, said they are still reeling from the accolades. “The day when we received the notice about William’s winning, he did a little dance on the floor,” Julie said. “He was over the moon.” This year saw a record number of musicians apply to the American Protege International Piano and String Competition. Participants applied from 17 countries, including the United States, Canada, Costa Rica, Germany, Israel, China, India, Australia and New Zealand. All instruments, including voice, could enter. Judges evaluated performances for

four groups, based on age. As a grand winner, William was invited to perform at Carnegie Hall on March 31, where he performed the first movement of Mozart’s “Piano Sonata No. 16 in C Major,” K 545, one of the very pieces William played to win the competition. “Music is very rich media,” Julie said. “Music can express the unexpressed. There are many different facets of elements in music. When music plays, there are beautiful images and heart-touching poetry. All these invoke the imagination in kids. What is the most important to us is that music has the magic to talk to the heart in the language of love. Other than any practical benefits of music education — such as improving motor skills, coordination, and boosting selfconfidence, etc. — we feel the foremost important benefit is that music teaches kids about love.” William first showed a keen interest in music when he was 2, and he began to take serious music lessons at age 4, Todd said. He is currently homeschooled so he can take half days for piano lessons from internationally-renowned concert pianist and professor Raffi Besalyan at Georgia

State University. Aside from music, Julie said William also enjoys reading, drawing and swimming. But for the immediate future, William will continue to focus on his piano studies. “One of the most important reasons we encourage William to learn music and piano is because he is always so happy when he plays the piano,” Julie said. “We would love William to perform for the community to bring music to more people and share his happiness about music.” She added that the family also wants to help reach out to local communities to promote music education. When William’s win was first announced online, Julie recounted that she heard a comment: “Sad that you’ll never see this in the black community.” “This comment broke our heart,” Julie said. “We want to reach out to the communities where music education resource is scarce and do what we can to help with the music education there.” Videos of William’s winning performances and future endeavors can be viewed on his YouTube channel at bit. ly/2FzziJl.

Students compete in international debate contest finals ALPHARETTA, Ga. — Students from Alpharetta High School are packing their bags for an all-expenses-paid trip to New York City to compete as finalists in the 18th annual International Public Policy Forum global debate competition. The team has advanced to the “Elite 8” round of the IPPF, a global debate contest sponsored by the Brewer Foundation and New York University. Students are debating the topic “Resolved: U.S. abdication of international leadership creates dangerous global instability.” The IPPF Finals will take place on Saturday, April 27 at The Harold Pratt House in New York City. Alpharetta High School will be one of eight teams — representing schools from six states and India — competing for the right to be named the “IPPF World Champion” and a $10,000 grand prize. The IPPF is one of the only competitions that gives high school students from around the world the opportunity to engage in written and oral debates on issues of public policy. The debate competition was founded in 2001 by the Brewer Foundation to promote academic achievement and public advocacy. This year, 165 teams — representing high schools in 15 countries and 25 states — submitted qualifying round essays on the topic. The essays were reviewed by a committee, which determined the top 64 teams based on the overall quality of each 2,800-word essay. Democrats talk Medicaid, abortion at town hall By CARSON COOK carson@appenmediagroup.com ROSWELL, Ga. — As the end of the 2019 legislative session loomed, Democratic representatives held a town hall to discuss Medicaid waivers, abortion legislation and other healthcare topics. Democrats made notable gains in the Atlanta suburbs during last November’s election, and many of these freshman legislators made Medicaid expansion and other health care issues key to their platforms. March 24, a little over the week before the final day of the legislative season, some of these Democrats shared their thoughts on the year’s biggest pieces of legislation and goals for the future. The elected officials in attendance were State Sen. Sally Harrell (District 40) and State Reps. Mary Robichaux (District 48), Angelika Kausche (District 50), Josh McLaurin (District 51) and ElMahdi Holly (District 111) The event was organized by Indivisible 6th District, Democratic grassroots group, and moderated by Steven Knight Griffin, the former policy adviser for the Center for Disease Control who lost to Rep. Lucy McBath in the Democratic primary for the 6th Congressional District last year. Organizers said they also invited Republican legislators House Speaker Pro-Tem Jan Jones, State Sen. John Albers, State Sen. Kay Kirkpatrick and State Rep. Chuck Martin, but they did not participate. One of the main topics discussed at the town hall was abortion. At the time, under consideration was House Bill 481, also known as the “heartbeat bill,” which would ban abortion after a fetal heartbeat is detected, or roughly six weeks into a pregnancy. The bill passed the House on March 29, sending it to the governor’s desk. Holly, Kausche, McLaurin and Robichaux voted against the bill, as they said

Martin voted with Democrats against the bill. “It allows the government to come between a person and their family, in one of their most vulnerable times, and their physician, which is just not right,” said Robichaux, who represents Roswell. McLaurin, who represents parts of Sandy Springs and Johns Creek, said there were many aspects of the bill he disagrees with, but he found it “particularly cruel” to require women to file a police report to receive an exception for rape or incest. “Police reports are so rarely filed in these situations,” he said. “Forcing someone who is going through that kind of emotional trauma to not have access to this care unless they participate in a law enforcement process, it’s downright cruel.” “Some of these guys — and it’s 90 percent guys who are behind this bill — think they are doing the right thing,” McLaurin said. “They’re ideologi-

cal about it, but I’m sorry, I don’t see any rationale for putting this bill forward other than a raw desire to control women’s bodies.” Along with abortion, much of the town hall was devoted to the topic of Medicaid expansion. The Democrats all supported expanding Medicaid coverage for people with income at 44 percent of the poverty line to 133 percent. A component of former President Barack Obama’s Affordable Care Act, the federal government would provide 90 percent of funding for the expansion. Proponents of expanding Medicaid say it would bring federal dollars back to Georgia, bolster rural healthcare providers and bring coverage to between 200,000 and 500,000 Georgians. March 27, Gov. Brian Kemp signed a bill into law that pursues a study of limited Medicaid expansion. The law allows Kemp to ask for a waiver from the

federal government to expand Medicaid under Georgia’s own terms. Democrats criticized the waiver bill for stripping power from the Legislature and giving too much to the governor, and for delaying expansion for two years while the details of the waiver program could be studied. “What they want to do is [include] fewer people at a higher cost — because they don’t get the full 90 percent match since it doesn’t go as high as it’s supposed to — and it starts later,” McLaurin said. “That’s not a true Medicaid expansion.” Kausche, who represents Johns Creek, said the waiver program leaves a lot of uncertainty. “It doesn’t say what they’re going to do finally,” she said. “It just says we’re going to study it … There’s a lot of leeway and a lot of unknowns which could actually lead to an average increase in cost for consumers.” During the audience Q&A, one attendee asked the officials about “Medicare for All,” a slogan coined by Vermont Sen. Bernie Sanders to generally mean a federal single-payer health care system. Harrell said if she were a member of Congress, she would definitely support Medicare for All, but for now, she is looking at things that can more practically be implemented in Georgia. Kausche said she supports some form of universal healthcare, but does not necessarily mean a single-payer system. She also said the U.S. should look to other countries as an example, drawing on her own experience growing under Germany’s two-tiered healthcare system. “No system is perfect,” she said. “But the cost is much lower and the patients are covered, so I think we should start thinking about solutions like this. We have to because that’s the only way we are going to cover more people.” Jones, Albers, Kirkpatrick and Martin were contacted for comment, but did not respond by press time.

Fulton Schools staff to get raises in FY20 District prepares for ‘budget cliff’ in coming years By CANDY WAYLOCK candy@appenmediagroup.com NORTH FULTON, Ga. – A preview of the Fiscal Year 2020 budget for the Fulton School System includes employee raises, but also reflects challenges to the district as it absorbs lower tax revenues and diminishing state funds linked to declining enrollment. Managing the challenges, noted district officials, will rely on Fulton’s healthy reserve funds and cost-cutting measures implemented this year. During a board meeting in March, Chief Financial Officer Robert Morales outlined the revenue forecast for FY20, expenditure projections and the next steps in the coming months. The School Board is expected to approve the budget in June; the fiscal year starts July 1. Early projections are a district budget between $1.03 billion to $1.07 billion, depending on state action on funding for teacher raises. The current year’s budget is $1.09 billion. The biggest impact to the district’s revenue picture is the cap on residential property assessments passed by Fulton voters last year. The new law resets the taxable portion of residential property values to their lowest level over the past three years, then allows a maximum of a 3 percent increase in subsequent years. Morales described the impact as a “funding cliff” for the school system. “We are facing an initial decline in local tax revenue [since] the referendum overwhelmingly passed,” Morales said. “Fortunately, our board policy allows the district’s fund balance to be used to bridge the decline.” A declining enrollment next year also comes with a reduction in state funding by $5 million. The state is also increasing the amount withheld for its “fair share” allotment which withholds earned state funding from wealthier districts to

redistribute to those less wealthy. The system may be able to recoup some of that funding by ensuring all students are categorized correctly based on the services the student receives. Morales said the district has also aggressively looked at strategies to increase revenue streams and cut costs through districtwide belt-tightening. The FY20 budget projection includes elimination of several non-teaching positions, and across-the-board reductions in central office departments. Early revenue projections show existing homestead exemptions and the property tax cap will result in a 4 percent decline from 2019. Highlights of the proposed FY2020 budget include at least a $35.5 million allotment to fund teacher and staff raises. The move follows the state’s approval of additional state funding for teacher raises, which were a key part of Gov. Brian Kemp’s campaign. Kemp originally proposed a $5,000 raise for all teachers. It appears the Legislature will fund $3,000 this year — 60 percent of the governor’s goal — and revisit the issue in later years. While no state money was allocated for other staff, state lawmakers urged districts to find that money locally. Fulton School’s budget for FY20 includes the state recommendation for teachers along with a mid-year step for eligible staff; a 3 percent salary increase and mid-year step for non-teaching staff (paraprofessionals, clinic aids, bus drivers, food service, etc.); and a 2 percent raise and mid-year step for all other positions. Ron Wade, director of Talent Management for Fulton Schools, said a competitive salary is the key to attracting and retaining top employees, and Fulton has a history of making that a priority. “The Fulton School Board has made a consistent commitment and effort over the last 10 years of positively impacting the earnings of our employees,” Wade said. He noted even during the recession when many districts were furloughing staff, Fulton offered one-time bonuses to employees.

Milton, Alpharetta business groups connect By JOE PARKER joe@appenmediagroup.com ALPHARETTA, Ga. — Though Alpharetta and Milton are two distinct cities, they are still intertwined in the North Fulton community, and the partnership with the Milton Business Alliance and Alpharetta Business Association furthers that connectivity. That was the message given by each organization’s leader at the joint meeting between the groups March 28 at Office Evolution in Alpharetta. The annual joint meetings began three years ago, and have been a boon for connecting businesses in the neighboring cities. “It only seemed right that because Milton and Alpharetta partner in so many things that the ABA and MBA should also partner,” said Milton Business Alliance Chairwoman Sharon Mays. “We’re trying to build businesses and help them thrive, and we can do it better together.” Peg Hussing, chairwoman of the Alpharetta Business Association, said the partnership also made sense. “They are a small business association just as we are, so we are very clearminded, we just love doing it and always have a good turnout,” Hussing said. The neighboring organizations do vary in some aspects. Both groups concentrate on networking, but the ABA also puts on its annual farmer’s market and Brew Moon Fest while the MBA is more partnership-based and supports local charities and offers scholarships. Both groups also have a wide array from businesses, with Milton comprised mostly of smaller companies. However, the networking between the

In the first year it was such a hit we thought we should make it an annual thing. Everyone liked seeing new faces and new businesses partnerships were formed. It gives everyone a chance for more business exposure.” Building the local business community is also a priority for the ABA. “Alpharetta has its Chamber of Commerce, and often we are asked the difference the chamber and the ABA,” Hussing said. “The answer is the ABA is more community-minded, just like the MBA. We take care of our own. I think they are both great organizations.” The community mindset is particularly important for Milton, which has

three distinct businesses areas — downtown Crabapple, the Deerfield Parkway area and the Birmingham Crossroads. “With Milton having three commercial zones, it’s really important to get the business community to connect because they are not physically connected,” Mays said. “We need to play more of an active role to help them stay connected and draw attention to all businesses in Milton.” Both organization leaders also outlined upcoming events for their respective groups, including an outdoor event for the MBA at The Green near Milton City Hall, and the ABA’s farmer’s market which begins April 13. “We already have 80-something vendors signed up, and it’s going to be a great event,” Hussing said. The art of creating successful communities The development scene in Atlanta has come a long way since back in the 1980s, when we were just blasting off into what many called the era of “suburban sprawl.” Business was booming and Geoff smith people were moving to Assurance Financial, gsmith@lendtheway.com the metro area from all over the world. Hundreds of large neighborhoods were built up and down I-85 and I-75 throughout Cobb and Gwinnett Counties, then up and down Ga. 400 throughout North Fulton. There was so much demand for goods and services that almost any commercial development that was built became immediately successful. Our level of expectations for the development that surrounded us was not nearly as high as it is today. Most of the cities and counties were thrilled to swell their tax base. It was a land-grab, and our level of sophistication when it came to community planning was comparatively low. Early in the 2000s, the term “mixeduse” started to become popular. Folks that had been here started looking around their communities and they began wanting more. City planners with better expertise took positions, and people began wanting to have more of a sense of place in the areas where they lived. They wanted a town center feel. The term “strip malls” became an ugly phrase. We started to see things like Atlantic Station, and people liked that. Suwanee, Duluth and Woodstock began construction on town centers that have since attracted hundreds of new residents, businesses and private-investment development. And we were moving into an era of a new kind of development and everyone wanted mixed-use. Then the bottom fell out with the crash in 2008. We emerged into a system where

There needed to be a new model for mixed-use development. And that new model was Avalon. banks demanded more from their developers. Banks wanted to see proof of a project’s long-term viability. No longer was it good enough for a builder to put different uses next to each other and call it “mixed-use.” The developer had to show how those uses played well off of each other, each adding to the area’s micro-economy. As such, there needed to be a new model for mixed-use development. And that new model was Avalon. I was lucky last week to host on my radio show Lamar Wakefield. His firm, Wakefield-Beasley, worked with Mark Toro’s North American Properties to develop Avalon. The project led to Wakefield-Beasley designing The Battery at Suntrust Park, Halcyon in Forsyth County, Revel in Gwinnett County and town centers all across the metro area and Avalon-like projects in areas across the country. It was a fascinating conversation and I encourage you to listen in at atldevelopments.tumblr.com. For a quality designer and planner like Wakefield-Beasley, there is a significant amount of research that first goes into understanding a project’s surroundings those who live there. He does a specific study to understand everyone in a 3-mile, a 5-mile and a 10mile radius. Some retailers, like a pizza restaurant for example, will only draw from people within a 3-mile radius. Others, like a Whole Foods, might bring people in from a full 10-mile radius. In

the case of Avalon, the 10-mile radius around it was the most affluent 10-mile radius anywhere in the country at the time of construction, Wakefield said. It was important for them to understand the shopping tendencies of the people in each radius so they could figure out which retailers they wanted to pull into their project. When a developer is betting hundreds of millions of dollars on a development, this kind of information is critical. My conversation had me wondering if city planners take into account the same information when they look to approve single-use, or smaller-scale variances in their cities. Most of those developers are building with the intention of selling the project after construction is complete. And there should be more pressure on the city planners to determine the project’s economic viability, as well as its economic impact on the surrounding areas. Citizen groups all over the metro area are being formed to try to determine what residents would like to see developed in their towns. But shouldn’t the first order of business really be to first understand what kinds of development their towns can support? They need the critical information and data that folks like Wakefield collect. They need an expert to understand that data. And they need an artist to show how that data can be incorporated into the development of a site in a way that makes their city better. Real estate agents always say, “kitchen and baths” sell homes, hence the minor bath and kitchen remodels topping out this list. For a minor bath remodel, we’re talking about maybe a $8K-$10K investment which would include new quartz or granite counters, freshly painted cabinets and walls, tiled shower and tiled floors. Also, a new seamless glass shower surround adds the illusion of more space. In terms of a minor kitchen remodel, you could spend $15K upgrading the counters to granite or quartz (honed and leathered texture for the granite is a current favorite), plus new midgrade stainless appliances, freshly painted or resurfaced cabinets, subway back splash and lighting. All of those upgrades would make buyers very, very happy. The landscaping is kind of a nobrainer. It is your investment in the buyers’ first impression of your home. Spend $2-4K updating old foundation plants (and overgrown shrubbery) or fill in missing/died sod. Adding some seasonal color and fresh mulch is critical to boost the all-important curb appeal. Exterior improvements are the obvious fresh paint but repairing any wood rot and using a more current tone on tone color palate is highly recommended, as the stark 1990s white trim dates a home. If you have defective LP siding, replacing it will help ease buyers worries about that looming expense. Adding

square footage, especially a bedroom, is always a good investment and is appreciated by buyers and appraisers. Major kitchen and bathroom remodels are good investments, but more so for a longerterm investment. If you Jones are going to spend $5060K on a kitchen or $25K+ on a bathroom update, you may want to take time to enjoy your new space and give the market time to appreciate. That strategy could earn you a 100% return! Coming in a #8 is a deck/porch/patio addition at 83%. I suspect it could be higher down here in the south given our moderate weather. The costs can range greatly from $12K for a new medium sized deck to $100K for a covered porch with built-in fireplace. Using high-end materials like Ipe wood/Tigerwood decking or the latest durable composite materials seems to pay off as well. The #10 spot, according to HGTV, goes to window replacement offering an 89% return. My experience would estimate that number to be a little lower. I have never seen buyers jump up and down about new windows, but they do have a strong aversion to old single paned windows. So, it’s debatable. One thing I do know, consulting with an experienced real estate agent well ahead of starting home renovation projects is a good idea and it’s true what they say, “you have to spend money to make money.”

A loss of flexibility, overuse, and repetitive trauma are often to blame for most shoulder injuries. But sometimes shoulder pain can be coming from a problem in the neck. At this presentation we will explain the most common causes of neck and shoulder pain and how a problem in one area can cause pain in the other. You will also learn how to determine where your pain is likely coming from. If you only treat your symptoms, you may never fully address the problem and find complete symptom relief. Most orthopedic surgeons have their patients try physical therapy first for the treatment of neck and shoulder pain. At this presentation, we’ll explain why.

1:00 Understanding Foot and Heel Pain. Many times foot and heel pain is rather easy to diagnose. That searing pain in the bottom of your foot with the first steps of the day is normally diagnosed as plantar fasciitis. Pain in the back of the heel, especially with increased activity, is often diagnosed as a problem with the Achilles tendon. It doesn’t take a medical degree to know this. But how do you treat these two stubborn problems? In many cases, even though the pain might be in your foot, the real problem is likely somewhere else. If you don’t treat the actual source of the problem, you will find yourself constantly chasing your symptoms. At the Foot and Heel Pain discussion, we will share with you why treating only the foot is not likely going to resolve your pain. We will also discuss how you can find the real source of the pain, treat that problem effectively, and get back to being active again.

Make sure you have a wellprepared retirement plan Providing for health care is a key part of retirement planning. For most Americans age 65 and over, Medicare, and its various components, provides most of the resources to take care of a typical retiree’s health care needs. One health care need that is only minimally covered by Medicare is that of long-term care (LTC). LTC is the term used to describe a variety of maintenance or “custodial” services required by individuals who are chronically disabled, ill, or infirm. LTC may include nursing home care, assisted living, home health care, or adult day care. Long-term care is expensive. In 2018, the national median cost in an assisted living facility was $48,000 per year; the national median cost for a semi-private nursing home room was $89,425 per year. The problem, then, is how to plan for an expensive need that may, or may not, occur. One answer has been that of a standalone, LTC insurance policy. Should the need arise, a LTC policy can furnish some or all of the resources needed to pay for care. LTC insurance can be expensive and most policies allow for the possibility of future rate increases. Plus, if few (or none) of a policy’s benefits are

used, there is a sense that the money was not well spent. One alternative to a stand-alone LTC insurance policy is a “combination” policy that links an annuity with a tax-qualified, long-term care benefit. If LTC services are later needed, the accumulated value inside the annuity is withdrawn first to pay LTC expenses. If on-going LTC expenses exhaust the funds inside the annuity, additional, tax-qualified LTC coverage may be provided by the insurance company through a LTC “rider” to the base annuity. If LTC services are not needed, the annuity value can be used to either provide additional income, or, at the owner’s death, can pass to named beneficiaries. One key part of a well-prepared retirement plan is looking ahead to the possible need for long-term care. The advice and guidance of trained financial and insurance professionals, in sorting out the various options for meeting this need, is strongly recommended. Roswell Rotary speaker highlights accomplishments of Interact clubs By JULIA GROCHOWSKI julia@appenmediagroup.com ROSWELL, Ga. — On March 28, the Roswell Rotary Club celebrated its youth organizations, the Interact clubs, and their accomplishments. The Interact clubs, like Rotary Club, espouse service above self and help students in local schools develop leadership skills. “Interact Day is one of the great days of the year,” said Roswell Rotary Club President Becky Stone. “When we start these young people out learning about service in elementary school, and transitioning them to middle school to continue learning leadership and service, by the time they make it to high school, they’re true rock stars. They are our future.” Roswell Rotary has Interact clubs in 12 local schools, both public and private. Nine of the clubs joined the March 28 Roswell Rotary Club meeting at Roswell Area Park to discuss what they have accomplished in the past year. Park Elementary, Sweet Apple Elementary, Crabapple Middle School, Elkins Pointe Middle School, Roswell High School, Blessed Trinity High School, Independence High School and The Cottage School. Several of the clubs participated in service projects, fundraising and donation efforts for causes like Puerto Rico hurricane relief. The clubs also worked with several local nonprofits, including North Fulton Community Charities, The Drake House, Foster Care Support Foundation, STAR House and the Humane Society. Many of the clubs had launched Be The Voice campaigns in their schools to help end bullying. “It’s Interact that actually brought me to Rotary,” said Roswell Rotary Interact Chair Michael Schoppenhorst. “It’s incredibly inspiring… It’s the greatest thing that’s ever happened to me.” Stone added that the accomplishments of the Interact clubs and the Roswell Rotary Club would not have been possible without mentors. Roswell Rotary Club member Dave Schmit spoke about the importance of mentoring in everyone’s lives. Mentors, Schmit said, are people you respect, who care about you and someone you stay in touch with regularly. They can be parents, siblings, teachers, coaches, pastors or business leaders. And to the people who have been mentored in the past, Schmit encouraged that they continued the mentorship cycle by becoming a mentor for someone else. “It’s part of life’s experiences,” Schmit said. “We learn, and then we give back.”

Man arrested for driving over twice the speed limit ALPHARETTA, Ga. — Police arrested a man March 19 after he was observed driving more than twice the speed limit on Westside Parkway. Police traveling near North Hampton Road at 8 p.m. saw the man pass by at 82 mph in a 40 mph zone. When asked why he was going so fast, the man said he accidentally hit the gas instead of the brake. The man, later identified as 36-yearold Michael Chalk of Marietta, was arrested without incident for reckless driving, speeding and operating a vehicle with an expired tag.

Stranger takes off with man’s cell phone ROSWELL, Ga. — Police say a man took off with a cell phone he had asked to borrow. The phone’s owner said he was visiting the gym at his apartment complex on Hemingway Lane March 20 when he was approached by a man who asked to borrow his phone. The owner agreed, then left to use the bathroom. When he returned, the man and the cell phone were gone.

Floretta Estep Franz (Flo), age 83, of Oak Ridge, TN passed away on March 24,2019. Flo was born on April 6,1935 in Keokee, Virginia. Flo is survived by her husband of 59 years Kenneth Richard Franz, sister Nancy Mertes, brother Lowell ‘Sonny “ (Dee) Estep, daughters Kendra (Deon) Phillips, Dana (Brad Mattie) Glass-Mattie, 8 grandchildren, 3 greatgrandchildren, numerous nieces, nephews and many other caring friends and family. Preceded in death by her mother Estelle Flanary Estep and father Charles Estep and also her precious dog, Hope. Ken and Flo have enriched the lives of many from residences in Loveland Ohio, Roswell, Georgia, Lafayette, Georgia, and Oak Ridge, Tennessee.

Flo was a woman of great faith in God and a member of West Village Christian Church of Oak Ridge. She was an avid reader, devoted wife, mother and grandmother and the happiest when family and friends were gathered around. She will be missed terribly by all that knew her and her love will be added to a family reunion in heaven. In lieu of flowers donations can be made to Saint Jude Children’s Hospital in Memphis, TN or to a charity of your choice. A celebration of life event will be held from 2-5 pm on April 20th at Calvary Baptist Church in Oak Ridge, Tennessee.
