Nonprofit sets date for kosher BBQ fest DUNWOODY, Ga. — The Hebrew Order of David will host the 2023 Atlanta Kosher BBQ Festival from 11 a.m. to 3 p.m. Oct. 22 at Brook Run Park. The festival highlight will be a kosher barbecue competition in which some 25 teams participate in kosher brisket, beef ribs, chicken and chili categories. The event will also feature a vendor village, a silent auction, live music and children’s activities. The food festival is supervised by the Atlanta Kashruth Commission to ensure kosher food handling requirements. Staff said all spectrums of the Jewish community can participate, but the event is open to all.
The Hebrew Order of David will host the Atlanta Kosher BBQ Festival from 11 a.m. to 3 p.m. Oct. 22 at Brook Run Park. Festival staff said the 2022 iteration drew some 4,000 guests from across Metro Atlanta.
Proceeds from the gathering will benefit a number of groups and charities. Previous recipients include the Cobb County Sheriff’s Department, the Atlanta Israel Coalition, Backpack Buddies, the Jewish Education Loan Fund and the Cobb County Police K9 Unit. Admission to the festival is free, and it will take place rain or shine. Individual barbecue taste tickets cost $1.25 and can be purchased onsite or in 20- or 40-ticket bundles online. Domestic battery charges filed against Dunwoody police officer By HAYDEN SUMLIN hayden@appenmedia.com DUNWOODY, Ga. — Dunwoody Community Outreach Officer Mark Stevens has been placed on paid administrative leave after his wife reported a pattern of domestic abuse to the Forsyth County Sheriff’s Office Aug. 17. The woman reported the abuse in Cumming, where the Stevens live. While a female officer was not available to speak with the victim at her request, two male deputies at the Forsyth County Main Courthouse in Cumming helped her file a police report Aug. 17, the incident report said. Stevens was arrested Aug. 18 and charged with one count of batteryfamily violence. Interestingly, the incident report is not available to view on Forsyth County’s police-to-citizen dashboard. Stacie Miller, public information officer for the Forsyth County Sheriff’s Office, said she did not know why the report was unavailable. Miller was able to provide the incident report from Aug. 17 and information related to Stevens’ bond to Appen Media. “His bond was $5,575, and he

Store summons police for separate incidents

DUNWOODY, Ga. — Police responded to two separate incidents at the Publix on Ashford Road Oct. 3 and Oct. 4. In the first incident, the store manager reported catching a man attempting to shoplift. The suspect was stopped by an employee and fled the scene. The store manager informed police that the suspect had been previously arrested for shoplifting and was given a criminal trespass warning. The officer on scene confirmed the incident with security footage. The store manager elected to prosecute the suspect.

During an argument the evening of Aug. 16, Stevens accused the victim of cheating on him. The victim left the room after she reported Stevens was intoxicated and wanted to keep arguing. Some 30 minutes later, Stevens allegedly assaulted the victim in their bedroom. The victim reported a pattern of domestic abuse but no sexual abuse. The victim was told to keep all images and videos documenting the pattern of domestic abuse for investigators, the incident report said. According to the victim, Stevens has abused her since their wedding night about a year ago. Battery is usually a misdemeanor, under Georgia law, but it can be a felony if it is committed against the same victim more than twice. Also, a family violence battery can be a misdemeanor or a felony in Georgia. Stevens has been an employee of the Dunwoody Police Department since 2009 and has no prior record
of disciplinary history, according to public records. Sgt. Michael Cheek with Dunwoody Police said Stevens was placed on administrative leave with pay following his arrest. When residents and community members began circulating videos of Stevens celebrating Octoberfest the week of Oct. 9, many questions emerged. For the past 14 years, according to Sgt. Cheek, Stevens has spent his vacation time in Germany for Octoberfest. Sgt. Cheek was able to confirm Oct. 10 to Appen Media that Stevens is currently in Germany. His annual vacation was approved months prior, Sgt. Cheek said. Additionally, Sgt. Cheek said Stevens is not receiving paid administrative leave on vacation. When Stevens returns to the country, he will resume paid administrative leave, Sgt. Cheek said, but he added that he was not able to comment on the ongoing investigation by Dunwoody Police and the Forsyth agency. Information will be made available to the public within 10 days of the investigation concluding.
The officer obtained arrest warrants for the suspect for shoplifting and criminal trespass. The following day, the store manager reported receiving threats from a man who became angry after he was unable to provide identification to purchase cigarettes. The suspect left the Publix after the store manager called police. Another Publix employee confirmed the incident to the officer.
After a search of the Accord, the suspect was placed under arrest for possession of a schedule one substance, possession of a firearm during the commission of a felony and having no license plate. Warrants are pending after the driver was transported to the DeKalb County jail.
Alleged kidnapper arrested during police traffic stop DUNWOODY, Ga. — A Gwinnett County man was arrested at North Peachtree Road and Savoy Drive Oct. 3 after a routine traffic stop. A Dunwoody officer noticed a Honda Accord with no license plate and proceeded to identify the driver. The officer discovered the driver had an active arrest warrant for kidnapping out of Gwinnett County. The driver was detained without incident.
Officer checks on student suspended from school DUNWOODY, Ga. — A Dunwoody officer spoke with a female student after she was suspended from high school for narcotics possession Oct. 3. The officer was dispatched to an apartment on Peachtree Industrial Boulevard after a Dunwoody woman, the student’s mother, called police. The mother said her daughter was upset and wanted to leave home. The officer spoke with the juvenile, gave her advice and determined she did not need medical attention. A case number was provided to the Dunwoody woman.

Perimeter area development requires buy-in from neighbors By HAYDEN SUMLIN hayden@appenmedia.com DUNWOODY, Ga. — Dunwoody’s prosperity is tied to partnerships that extend beyond its city limits. But, those partnerships are firm, and the future looks bright, according to Dunwoody Economic Development Director Michael Starling. Dunwoody is really two cities, he said. One is defined by bucolic residential neighborhoods and another of commercial buildings at the Perimeter Center. The housing split in the city between single-family residential homes and apartments is 50-50. “They’re very different and sometimes there’s a challenge,” Starling said. Commercial property owners at Perimeter Center account for around 70 percent of the city’s property tax revenues, easing the burden on homeowners. Perimeter Center is an edge community just north of Atlanta, encompassing parts of Brookhaven, Dunwoody and
Sandy Springs at the nexus of Ga. 400, I-285 and the Dunwoody MARTA Station. The Perimeter Community Improvement Districts operate two self-taxing sectors as one entity because its boundaries encompass parts of Fulton and DeKalb counties. Bonding these jurisdictions is the Atlanta Regional Commission, whose Livable Centers Initiative allows them to partner on projects with the aid of federal grants. The ARC can provide as much as 89 percent federal funding for local improvement initiatives. The Atlanta Regional Commission provides the framework for city governments to work with MARTA, commercial real estate tenants and developers to ensure future development at Perimeter Center meets the needs and wants of residents. The Edge City 2.0 project in Dunwoody has set the stage for development at Perimeter Center for the next 20 years. All these moving pieces have begun to work closer together to ensure the Perimeter Center market remains competitive with midtown Atlanta and Cumberland, Starling said. Mixed-use developments at Ashford Lane, Campus 244 and High Street will give people a place to go in Dunwoody besides Buckhead or Avalon in Alpharetta. Construction on phase one of High Street began in Nov. 2021 along Perimeter Center Parkway across from Perimeter Mall. Phase one connects a small park to 150,000 square feet of retail and restaurant space, 600 luxury apartments and 312,000 square feet of total office space. Campus 244 and Ashford Lane, redevelopments surrounding Perimeter Mall, are intended to provide a modernized workspace at Perimeter Center.
Starling said Dunwoody’s economic development is not just about Perimeter Center and attracting commercial development. “Dunwoody Village, downtown, means a lot to residents,” Starling said. “We’re always focused on how we improve it; how do we make it better and how do we shift the development patterns?” In other words, the collection of 1970s shopping centers doesn’t give Dunwoody’s downtown area the same feel as other North Fulton destinations. Dunwoody faces the lack of real estate available to expand residential neighborhoods. As a result, Starling and the Dunwoody Development Authority are looking for ways to add housing options in

the city, along with their commercial priorities. “The demand for apartments is significant,” Starling said. “We need more of that here [in Dunwoody Village] and Perimeter.” Addressing Dunwoody’s lack of affordable housing looks different in Dunwoody Village than it does at Perimeter Center. Townhomes and condos fit better into Dunwoody Village, whereas apartments work well concentrated around Dunwoody MARTA station and Perimeter Center, Starling said. “The good news is everybody is aligned, I think, with want they want,” Sarling said. “People want walkability… cool retail…and they want the same amenities, it’s amazing what a coffee shop or a restaurant can do.”

Sandy Springs rallies behind Jewish people, Israel By HAYDEN SUMLIN hayden@appenmedia.com SANDY SPRINGS, Ga. — More than 10,000 people turned out in downtown Sandy Springs Oct. 10 to show solidarity with the Jewish people following the deaths of more than 1,200 Israelis by Hamas terrorists on Oct. 7. Around 11,000 people participated in the “Stand in Solidarity with Israel” vigil in Sandy Springs. The gathering at City Springs drew some 5,000 people, with the Byers Theatre and Studio Theatre at maximum capacity and some 2,000 people outside at the City Green watching the vigil. The event’s live stream audience was estimated at 6,500 people. “We worked with the Jewish Federation, American Jewish Congress and the local community to put it on,” Sandy Springs Mayor Rusty Paul said the day following the vigil. “We had about 72 hours to pull it together, to get 11,000 participants…that’s the level of passion, concern and anger that the broader community feels about what is happening in Israel right now.” Speakers included the Consul General of Israel Anat Sultan-Dadon, Mayor Paul, Atlanta Mayor Andre Dickens, the Rev. Gerald Durley from Providence Missionary Baptist Church, Rabbi Dan Dorsch, Rabbi

Top Ten Reasons to vote “NO” on the $60 million Dunwoody Bond Referendum 1. The proposed Bond issue would be for up to $60 million at a maximum interest rate of 8%, with repayment up to 20 years. 2. Official voting language does NOT require City Officials to spend Bond proceeds on any specific project, with NO audit requirement of expenditures. 3. The actual cost to residential and business taxpayers is estimated at between $87 and $108 million over the 20 years, or $4.4 to $5.4 million per year, at a time when the City is already operating beyond its means with a structural deficit. As such, the City has raised property taxes four out of the past five years. 4. City property taxes on a $500,000 home would increase 53% starting next year and continue to increase every year for the 20 years. This is based upon City supplied data that shows the average current residential property taxes are $296 per year, and the additional taxes will be $157 per year. 5. The City Council has selected nine projects from a list of over four hundred projects generated through various public meetings, with an estimated cost of more than $450 million for trails, paths, intersections, new and improved facilities. This $60 million bond issue is the “Tip of an Iceberg.”
6. A 2023 survey of taxpayers commissioned by the City of Dunwoody before passage of The PATH Foundation Master Trail Plan revealed that 96% of respondents were satisfied with their overall quality of life; 90.9% were satisfied with the availability of existing parks; and 75.8% were satisfied with existing trails and sidewalks. The top three concerns were traffic congestion (29.5%), crime/public safety (25.5%), and preserving open spaces/maintaining a small-town feel (15.2%). 7. No proceeds from this Bond Referendum will benefit the Police Department, which is underfunded and undermanned. Yet the annual cost to repay the proposed bonds, estimated at $5.4 million per year, is approximately 45% of the 2024 Police Department Budget. 8. Our streets are congested and badly in need of maintenance. Yet proceeds from this Bond Referendum will not be used to remedy these needs. Rather, they will fund bicycle lanes and twelvefoot- wide multiuse sidewalk trails, which will only make a dire situation worse. 9. Dunwoody residents voted 15 years ago to become a city, independent of DeKalb County, to better control our own destiny, not to amass more debt and higher property taxes. 10. The Vote “No” Concerned Citizen Group is not averse to making an already good Dunwoody even better. This is all about accountability and addressing the real needs of our City.

NOTICE OF BOND ELECTION TO THE QUALIFIED VOTERS OF THE CITY OF DUNWOODY, GEORGIA YOU ARE HEREBY NOTIFIED that on November 7, 2023, an election will be held in all of the election districts of the City of Dunwoody, Georgia (the “City”), at which election there will be submitted to the qualified voters of the City the question of whether the City should issue general obligation bonds in an aggregate principal amount not to exceed $60,000,000 (the “Bonds”) for the purpose of financing the capital projects listed in the form of the ballot below, the costs of issuing the Bonds and capitalized interest on the Bonds. Any brochures, listings or other advertisements issued by the City or by any other person, firm, corporation or association with the knowledge and consent of the City, shall be deemed to be a statement of intention of the City concerning the use of the proceeds of the Bonds; and such statement of intention shall be binding on the City in the expenditure of any such Bond funds or interest received from such Bond funds which have been invested. Pursuant to O.C.G.A. Recreation Program Coordinator Kate Borden received the Recreation Program Network Award. Borden helped organize the first-
ever Dunwoody girls’ softball tournament and Special Olympic events in 2023, along with 26 other department programs. “I’m proud of my staff for the hard work they put into delivering quality programs and recreational opportunities for our community,” Dunwoody Parks and Recreation Director Brent Walker said. “It’s rewarding to be recognized for excellence by other
park professionals. These honors will inspire us to keep innovating.” In addition, the department received the Outstanding Special Event Award for Holiday Lights. Holiday Lights begun in 2020 during the COVID-19 pandemic as a way of celebrating the holidays with social distancing. The event draws over 5,000 people and includes 75,000 lights.

Donaldson-Bannister Farm to host Halloween festival Get the family dressed in costumes and come to the Halloween Farm Festival on Saturday, Oct. 21 from noon until 6 p.m. Since 2013, Boy Scout Troop 477 has held their annual at historic VALERIE BIGGERSTAFF festival Donaldson-Bannister Columnist Farm. Boy Scout Troop 477 along with Girl Scout Troop 1919, both located at Kingswood United Methodist Church, will be hosting the event. The circa-1870 farm is the perfect place for family-friendly activities including games, crafts, animals, music and food. Costumes are welcomed and encouraged. The highlight of the afternoon will be the Trick-or-Treat Mystery Adventure. The Scouts have imagined an adventure which begins at Ye Olde Hickory House Tavern, where the pirates of the Chattahoochee have taken up residence. While on their way to Dahlonega to steal the gold, the pirates come across a big concrete wall. They try to blast the wall with their cannons, but the cannon balls ricochet and damage the ship. Visitors will help Captain MorganFalls repair his ship, then go shopping (trick-or-treating) for items such as cannons, planks, portholes and more. Donaldson-Bannister Farm is a Dunwoody park managed by Dunwoody Preservation Trust. Around 1870, William J. and Millie Adams Donaldson built a home on land which belonged to Millie’s father, Jesse Adams. The original home was an unpainted plantation plain farmhouse. The original red barn sat just east of today’s parking lot on Vermack Drive. W. J. Donaldson’s tool shed, where he also made and repaired shoes, still stands. There was a smokehouse where the barbeque pit now sits. It is thanks to the last child born at the farm, Fred Donaldson born in 1925, that we know what life was like on the farm. The family grew cotton, corn, beans, sweet potatoes and watermelons. Animals were essential to farm life, and the Donaldsons kept horses, cows, pigs, chickens and goats. Other buildings around the farm, including the painted white barn, guest house, wash house and commissary building, all built by the next owner, Lois Pattillo Bannister. She also transformed the home to Colonial Revival style with

The Roberts, Ogden, and Smith families all lived at the farm before the last private owners, the Chesnut family. DeKalb County purchased the farm in 2005 and it became a Dunwoody Park after the city incorporated in 2008. The damaged and neglected home was rehabilitated by DPT and the city. While you are at the farm, visit the new Dunwoody Diorama on the side of the multipurpose building adjacent to the field. The Diorama is a 19-foot wood sculpture that shows the history of the community. It is free to enter the park for the Halloween Fall Festival, however different events require ticket purchases. Before 2017, DeKalb County had a Homestead Options Sales Tax for property tax relief and some capital construction. Since 2018, DeKalb County and Dunwoody have been operating with EHOST and SPLOST I, which expanded the previous HOST credit by separating property tax relief and capital construction. SPLOST II will allocate funds to transportation, parks and recreation, public safety and repairs based on the same percentages as SPLOST I. Nearly 60 percent of SPLOST I funds have been used for citywide paving. The Dunwoody Police Department was at the open house to discuss all the ways in which SPLOST I contributed to their purchase of defibrillators and radios, maintenance of equipment and new squad cars. The general obligation bond on the Nov. 7 ballot has been the most contentious item due to pushback in the community from the No Bond Committee. One of the group’s concerns is the lack of an external audit of the bond, which is unwarranted, according to Dunwoody Finance Director Richard Platto. “All cities have an external audit that comes in annually and audits all funds,” Platto said. “If the bond were to pass, that would be included in the funds they audit.” Platto said a separate performance audit done on the bond would be unnecessary and cost the city more money. If the bond referendum passes Nov. 7,

The bonds would be paid off over 20 years and the typical home in Dunwoody would pay an extra $157 a year at a rate of 1.049 mills if the bond is approved. Some projects on the docket include the Mt. Vernon Road Trail, the Village Crossroads on Chamblee Dunwoody Road and Brook Run Park. “The parks and trails will be transformative for the city because of the infrastructure we will put in to enhance these areas,” City Manager Eric Linton said. A few dozen community members at-
tended the open house to speak with city staff about the ballot issues. Dunwoody Homeowners’ Association President Bob Fiscella was in attendance. While the Dunwoody Homeowners’ Association has taken no position on the bond, Fiscella offered his thoughts on what may be dividing residents on the referendum vote. He said he thinks residents are behind funding for parks, but more divided on funding for trails and connectivity. “I think it’s going to be very close,” Fiscella said. “I think most the people aged 65 and over are probably against it, and everyone under the age of 50 is probably
for it.” Fiscella encourages residents to educate themselves about the bond referendum before voting. The Dunwoody mayor’s seat and three City Council positions will be on the ballot Nov. 7 as well. Mayor Lynn Deutsch and Councilman John Henegan are running unopposed. Incumbent Councilwoman Stacey Harris is running against Chris Ozor for the Post 4 seat. Bill Murray said. “We stand with you, and we love you and all that are mourning and walking this difficult path.” Exploring themes in ‘Fiddler’ The two cast members on the panel were Broadway’s Jacob Fishel and Courtenay Collins, a graduate of Riverwood High School. “I’m so proud to be a part, finally, of City Springs Theatre,” Collins said. Fishel played Tevye, the musical’s protagonist and family patriarch. Collins played Yente, the gossipy village matchmaker. While the play encompasses Jewish culture, all four members of the panel concurred the musical’s success since its 1964 debut is due to its universal themes. “I feel like it’s a show about fathers and daughters and that special relationship,” Collins said. Rabbi Segal characterized the tension in the musical as between the forces of traditional values and the unavoidable advance of modernity. “The question would be, appreciating that tension, but perhaps we could begin to sort of internalize it ourselves where
it’s been present in our own families and lives,” Segal said. “Do you have any of your own experiences…where there’s been that tension between what was and what is calling?” Collins described the ongoing process of change in traditions between generations and the need for fluidity, rather than rigidity. Fischel described the recovery of his ancestors’ Yiddish culture through his portrayal of Tevye in “Fiddler”. “What is difficult about Tevye and ‘Fiddler on the Roof’ is connecting to community,” Fishel said. “I didn’t grow up with that.” Fishel said the theater helped him discover what had been lost when his family immigrated to the United States from eastern Europe. Fishel remembers seeing a high school production of “Fiddler” as a teenager and how it helped him overcome the death of his father. “Tevye has always been a calling from that moment,” Fischel said. “Fiddler” ends with the family leaving together for survival, a story that Fischel relates to as the descendant of eastern European Jews. “What did these traditions understand about getting along in groups that my family and my community has lost?” Fischel said. “There’s something happening on that stage that doesn’t happen in other musicals.” The production of “Fiddler” runs through Oct. 22 at Byers Theatre, 1 Galambos Way, Sandy Springs, and is directed by Shuler Hensley.

Melanie Ann Wells
Melanie Ann Wells passed away March 8, 2023 surrounded by her family. She was born in Atlanta and graduated from Dunwoody High School. Melanie graduated from the University of Georgia with a Bachelor of Arts degree, which served her well in her career as a graphic designer. She was a gifted artist who loved to paint and create. Melanie and her husband Tom Maicon collaborated for years on the Atlanta Cuisine, a local paper dedicated to restaurant reviews. Their daughter, Ariel, was Melanie’s pride and joy. Melanie loved her family dearly and knew that they loved her. Though she dealt with serious health issues, she chose to live her life in joy and positivity. Melanie was a life-long member of Peachtree Christian
Church and a member of Pi Beta Phi Sorority. Melanie is survived by her husband, Tom Maicon, daughter Ariel Ann Maicon, parents Ann Wells and the late Rodney Wells, siblings Jim Wells (Amy Shafer Wells) and Mary Michael Gulden (Danny Gulden), nieces and nephews Luke (Caitlyn) Wells, Mackenzie, and Caleb Wells, Bella and Ava Gulden, and Cody and Jackson Wells, and greatniece Arilyn Wells. Melanie was predeceased by her brother Grant Wells (Bridget Grizzle Wells). Melanie was also survived by Tom’s parents Larry (Margaret) Maicon, and his siblings Dennis (Diane) Maicon, Patti (Barry) Segars, and Chris ( Jamie) Maicon.

Ramon C. Riley
Ray Riley was a man who loved much and who was much beloved. He was a man who liked to think the world was filled with far more good people than bad. His favorite kind of news was “good” news. He never passed a kid’s lemonade stand without stopping. He saw the best in people, and often advised to “assume good intentions”. He would much rather celebrate the successes of other than his own, which were many. He was genuinely interested in other people. He was not an extroverted man but would learn more about someone after meeting them once than most people. He had a generous spirit and a compassionate heart. He would put cash in struggling neighbors’ mailboxes, sending checks in the wake of a disaster, if he read a heartbreaking story and he would find a way to help. He also was an early supporter of the Carter Center’s initiative to eradicate the Guinea Worm. Giving to others gave him great pleasure; he was a far better giver than a receiver. Ray lived his life with high integrity. In both his business and personal life, his motto was “Do the Right Thing.” He made sure these lessons were followed by his family and business associates. Ray was born and raised in Akron, Ohio, the 5th of 6 sons. He admired his older brothers and appreciated them for setting a high bar for him to follow. The Riley boy’s adventures were legendary from going to work at the circus instead of Vacation Bible School and traveling in a hearse to Alaska hoping to earn money for college. He was a proud lifelong Lutheran, a grandson and brother of Lutheran ministers, and a member of Christ the King Lutheran Church in Peachtree Corners. He rejoiced when all his grandchildren were baptized in the Lutheran church. After only a couple months of dating, Ray told Nori that he knew he wanted her to be the mother of his children. He often said that his life did not start to come together until Nori entered it. His family
was everything to him and together with Nori for 66 years they created a family legacy of support and love. Ray graduated from Kent State University with a degree in Industrial Management and he spent 22 years in manufacturing, holding executive positions, but at heart he was an entrepreneur. He dreamed of someday owning his own business and with his children’s college funds secure, he opened his first business. The Crate became a regional chain of women’s apparel stores growing to 47 locations in 29 years. He treasured the dedicated employees who helped build the company and made it a special place. He had a great impact on the many associates that worked for The Crate and is remembered fondly for his contributions to their careers. He enjoyed traveling with his friends but was always ready to return to his cherished home of 50 years in Dunwoody. He loved cheering for the Braves the last months of his life. Ray was a reader and a talented woodworker. His greatest joy was supporting his daughters and grandchildren in finding their “Purpose, Passion and Pleasure”. Ray will be remembered for his generous spirit & his love of family. He leaves this world with no one that was in his life uncertain about how he felt about them. He will be deeply missed by all who knew and loved him. Ramon C. Riley passed away peacefully on October 6th, 2023, at his home in Dunwoody, Georgia. He was 89 years old and had a life well lived. He is survived by his wife Elinore (Nori) Riley; daughters Lynne (Mark King) and Judy (Tony Raymer); grandchildren Alex and Max (Alli) King, and Mandy, Megan and Emily Raymer; great-granddaughters, Libby and Charlee King; brother Tom and many nieces and nephews. A Celebration of Life service will be held in his honor at Christ the King Lutheran Church in Peachtree Corners on Saturday, October 21st at 2:00pm.
