JOHNS CREEK, Ga. — With a high claims ratio, Johns Creek has had a tough time finding a health insurance carrier willing to take on the city as a client. Personnel costs account for about half – $36.6 million – of this year’s budget. Employee benefits make up $3.8 million of that total, partially due to an anticipated 39 percent annual rate increase.
