Some patrons frustrated by path forward

FULTON COUNTY, Ga. — The Fulton County School District’s new transfer policy is turning heads, seen as a solution to declining enrollment but also an end unto itself for some.
The Change of School Assignment process, governed by School Board “Policy JBCD,” took effect in August. It allows student transfers for any reason. Previously, students had to file with a hardship or through options made available by state law.
The catch? Schools in the region undergoing redistricting are barred from the benefit of wide-open tranfers, a frustrating stipulation for parents in Sandy Springs who face the threatened closure of Spalding Drive Elementary School. The facility’s aging building is experiencing a dwindling student population.
Current plans are to consolidate Sandy Springs elementary students.
Parents also say the timeline is a crunch.
On Dec. 9, the district will announce the list of published schools open for transfer, which is also the day the transfer application window opens. The deadline to apply is Jan. 15, one day after the redistricting recommendation will be made to the School Board.
The list includes schools only with available space, defined as 95-percent enrollment or those below stated capacity over a three-year projection. By all accounts, Spalding should be a candidate.
Using the district’s fiscal year 2025 data, which includes a formula to project enrollment through 2028, a study by Appen Media anticipates all elementary schools in Sandy Springs will make the list. That includes Spalding Drive, as well as Dunwoody Springs, Heards Ferry, High Point, Ison Springs, Lake Forest and Woodland elementary schools.

Milton second grade team wins gridiron championship

MILTON, Ga — After their Super Bowl win over Cartersville Nov. 16, the Milton Eagles second grade team posted an undefeated season, becoming the only team at any grade level competing with the North Atlanta Football League to achieve the feat.
The Eagles outscored opponents 173-20 on the year, allowing 198 yards while gaining 1,888. It was
a remarkable stat for the only team in the league that had not competed in tackle football the season before.
All but one of the Eagles’ 21 players had ever played tackle football before. The runner-up in points in the league this year tallied 88.
Head coach Greg Powers, a Milton graduate, said he is proud of the team’s accomplishments.

Sandy Springs Police look to form own SWAT team

SANDY SPRINGS, Ga. — The Sandy Springs Police Department is looking to leave the North Metro Special Weapons and Tactics team to form its own squad.
Founded in 2009, North Metro SWAT is a multi-jurisdictional tactical team that consists of the Sandy Springs, Johns Creek, Dunwoody, Chamblee and Brookhaven police departments.
Member officers who have gone through specialized training cross jurisdictional lines to respond to hostage situations, barricaded suspects, heavily armed criminal engagement, counterterrorism, active assailants and dignitary protection.
Sandy Springs Police Public Information Officer Sgt. Leon Millholland said the department will stay on North Metro SWAT until Dec. 31, and then stand up on its own team Jan. 1.
“The decision was made to have our own SWAT team dedicated to the citizens and businesses of Sandy Springs,” Millholland said.
Moving forward, he said Sandy Springs SWAT will be there to support its neighboring agencies if needed.
Sandy Springs Communications and Public Relations Director Carter Long said the item was to go before the City Council Dec. 3, but later confirmed that it was not on the agenda.

Police charge driver for driving intoxicated
ALPHARETTA, Ga. — A 44-year-old Sandy Springs man was arrested on a driving under the influence charge Nov. 18.
Officers stopped a black Saturn Vue about 3 a.m. on Mansell Road, according to an Alpharetta police report. While interviewing the driver, officers smelled alcohol and noticed his eyes were

“I don't think it's coming up for a vote because it's already a done deal,” he said.
The City of Sandy Springs’ dedicated webpage has already been updated to reflect the department’s decision to go it alone.
Millholland said there would be no additional cost to the measure.
“The personnel, the equipment is already in place,” he said.
Sandy Springs Police has a SWAT team of around 30 officers, Millholland said, which covers the entry team, perimeter team, sniper team and crisis negotiation team.
Sandy Springs SWAT would have the same capabilities as the North Metro SWAT, he said, to serve the city of more than 105,000 residents.
Millholland said there’s about five to six incidents a year in Sandy Springs that require a SWAT presence and that they are mostly search warrants that need to be executed or domestic incidents that have gone “really bad.”
“Now that could change,” he said. “It's one of the things that's unpredictable. It may happen, it may not. So, we just want to make sure that we've got a team to be able to respond in Sandy Springs if those situations do come up.”

Dunwoody Police Public Information Officer Sgt. Michael Cheek said the group is in the preliminary stages of discussion with the City of Doraville regarding a potential partnership with its agency.
“While there may be some personnel and equipment costs associated with this transition, the impact on the North Metro S.W.A.T. Team will be minimal,” Cheek said. “The team will maintain its full operational capabilities and remain consistent in its performance.”

Holiday festivities kick off at Christmas in Crabapple
MILTON, Ga. — Milton is inviting all residents Dec. 7 to Christmas in Crabapple, the city’s annual holiday gathering at Broadwell Pavilion that will feature a tree lighting and time with Santa Claus.
The city says festivities kick off at 2 p.m. with face painting, balloon twisting, cookie decorating, arts and crafts, a “Letter to Santa” station and giant bubbles.
Santa Claus will be arriving on a Milton Fire-Rescue engine shortly after festivities begin with members of the Cambridge High School Marching Band escorting him to Broadwell Pavilion.
The city says Santa plans to settle into his seat and hear what presents Milton’s youngest are wanting to see under the Christmas tree this year. No reservations are required for free, professional photos with Saint Nick.
To allow for necessary set-up and break-down, the city will close Broadwell Road to vehicular traffic between 8 a.m.8 p.m. Saturday between Crabapple and
Mayfield roads and Marstrow Drive.
Around 5:30 p.m., Santa Claus will take a break from shoring up his gift list and help light downtown Milton’s longtime Christmas tree.
Throughout the afternoon festivities, concessions from Lisa’s Creperie, Tasty Sausage, Donut NV, Brewable and Caribou Coffee will be available on-site.
Christmas in Crabapple will take place rain or shine unless dangerous weather moves in.
The Dec. 7 community gathering kicks off a busy few weeks of seasonal events, including Pancakes with Santa Dec. 14 and the debut of Tea Party with Mrs. Claus Dec. 23. Unfortunately for those not registered, all spots are claimed.

Four developments breaking ground in Alpharetta

ALPHARETTA, Ga. — As developments move along around Alpharetta, residents may notice projects in different stages of completion.
From restaurants and school updates to new subdivisions, these ventures represent just a portion of the construction and remodeling work going on in the city.
Here are a few sites in Alpharetta and what residents can expect from the projects.
1. 12265 Charlotte Drive
DRB group has rezoned 37 acres off Charlotte Drive for a residential development. Plans include 42 for-sale singlefamily homes. Rezoning was approved with conditions at the Alpharetta City Council Oct. 21. The vote was unanimous.

2. The Gathering

The project was approved by the Alpharetta City Council Sept. 9 with a vote of 6-1.

Gwinnett Tech administrator to head governmental affairs
GWINNETT COUNTY, Ga. — Gwinnett Technical College has appointed Melvin Everson vice president of Community and Government Affairs.
Everson had previously served as vice president of Economic Development. The college will conduct a nationwide search to replace him.
“We are excited about Melvin’s transition to this critical role,” President Glen Cannon said. “His expertise and dedication will be invaluable as we continue to build strong, mutually beneficial relationships with our community and government partners.”

The Alpha Loop Foundation is inviting the public to explore and celebrate the trail’s newest section during a two-day event December 13 and 14.
Agencies plan Alpha Loop celebration
ALPHARETTA, Ga. — The Alpha Loop Foundation is hosting a twoday event marking the trail’s newest section.
On December 13 and 14 the group will host a free holiday celebration at the bridge and tunnel between Old Milton and Westside Parkway. With Christmas lights decorating the new tunnel and a food truck with hot chocolate, the event is meant to encourage residents to explore the Alpha Loop trail.

King’s Ridge Christian School announces new academic head
ALPHARETTA, Ga. — At the end of October, King’s Ridge Christian announced the hiring of a new head of school, Tony Fajardo, who will begin July 1.
King’s Ridge, abutting North Park in Alpharetta, provides a Christian college-preparatory program for students grades Pre K-12.
Fajardo, who currently serves as Head of Ben Lipton School in Colombia, South Carolina, has more than 20 years of experience in school administration.
“Having been at Ben Lippen for the last eight years, it has been a privilege to be part of a school community that was recognized in the top 15 percent of all schools in the state of South Carolina in terms of academic performance in reading and math,” Fajardo wrote in a letter to the school community. “During my tenure, we increased student enrollment from 730 to 1,220; built two new state-of-the-art facilities; saw the Fine Arts program grow into a dynamic, multi-tiered academy; completely renovated the athletic facilities; and committed more than $200,000 annually to spiritual life programs.”
He holds a bachelor’s degree in education from Barry University, master’s degree in management and administration of education programs from Nova Southeastern University and a doctorate in organizational leadership from Columbia International University.

That bodes well for the class of 2035, a group that has proven how much it can learn in a short period of time.

Prospective
parents
Emily Bell, a parent of three students at Spalding Drive Elementary, said more than a dozen prospective parents turned up to a recent interest meeting held by the school’s PTO. All the parents were from outside the Spalding Drive district, and they were interested in using the new open enrollment process.
Another prospective parent meeting is scheduled for December.
“Each one of them said — in their mind, their options were private school or Spalding,” Bell said.
Spalding Drive Elementary has the region’s second highest academic achievement. Heards Ferry has higher test scores but a less diverse student population.
If Spalding closes, Bell and her husband are also considering private school for their children, joining what has been described as an exodus.
But, at $16,000 to $30,000 per child, it’s not something they budgeted for.
Spalding Drive is a five-minute drive away from Bell’s home. The next closest public elementary school, outside of Sandy Springs, is across the river in Roswell, a 17-minute drive.
Because her oldest is heading to middle school next year, the logistics in juggling two schedules is already complicated enough.
Bell said she’s happy with Spalding Drive.
“I have a lot of friends who live over in DeKalb County, and I’m just always bragging about our school, how it’s a small neighborhood school,” Bell said. “The principal knows the name of every student, even all the other teachers know my kids. My kids know them, the parents know each other — a small, tight-knit community, which is what you want for your children. So, it’s been magical.”
Time constraints
The application window gives parents a little over five weeks to make their decision on which school their children should attend next school year.
Bell said that’s not enough time.
“It makes for a tight timeline, especially with Christmas and everything too,” she said. “If you want to actually see these schools in person,

But, Noyes said the district’s Human Resources Department has already begun conversations with teachers at Spalding Drive to ensure they retain a job within the Fulton County public school system.

She had just gone on a tour the day before to check out Ridgeview Middle School for her oldest, though Bell’s family is zoned for Sandy Springs Middle. “On short notice, it’s hard for me to hit up all the elementary schools in the area,” Bell said.
Another Sandy Springs elementary school parent, Dhaval Desai, is concerned about the future of his daughter’s education. She’s a rising fourth grader at High Point Elementary, and his son is in pre-K.
“She’s in a very pivotal grade,” Desai said. “Third grade is when milestones start, the academics are getting more rigorous, and High
Point is very intentional, where every learner’s needs are met.”
He said the school culture is being disrupted right now.
“This is the relationship we’ve nurtured, and we’ve built, especially in the post-pandemic world, where we’re really trying to catch up with all our academics and social integration,” Desai said.
Reinvigorating a return to public schools, he said, is going to take an innovative and creative marketing strategy.
“There’s a lot of ways to solve this issue, to get more students to come back to public school,” he said.
Reactionary measure

The district’s transfer policy, Noyes said, bars redistricted schools from open enrollment because it understands that shifts will occur.
“It takes a year or two for that to work its way out — how many students ended up going or did they transfer somewhere else,” Noyes said. “We can’t assume that the enrollment is going to be the same in a school that’s being redistricted, so therefore they would not be eligible for open enrollment because open enrollment is based upon capacity.”
But, no decision has been made yet, he said, and the district is in “input mode.”
“We are listening,” Noyes said. “So, the board is listening to all these things … We’re reviewing all the data. We’re reviewing the input from the parents. So, they are listening to these questions and these concerns that are being raised.”
P.L. Moss made his mark on Dunwoody business hub
The home of P.L. (Perry Lee) Moss was across the road from the P.L. Moss store in the 1920s and ’30s. The store was in the triangle which is today formed by Nandina Lane, Mt. Vernon Road and Chamblee Dunwoody Road. The house was on the west side of the triangle.
The area near the Dunwoody Depot along Chamblee Dunwoody Road developed into a small village of homes and businesses during the era of the Roswell Railroad, from 1881 until 1921.
The triangle was as full then as it is today. In the 1920s, the triangle was also the location of the Dunwoody public well, a blacksmith shop and another store which may have been the Cheek Nash Store. Cephas Spruill operated the blacksmith shop. (“Story of Dunwoody,1821-1975, Elizabeth L. Davis and Ethel W. Spruill)
Different people have shared different memories of where the Cheek Nash store was located. It may have been inside the triangle, or it may have also been just west of the triangle.
According to the recollections of Ken Anderson, the Moss home stood across from the triangle, where a small office building was built in the 1970s. His Aunt Kathryne Carpenter drew a map out for the family to show the location of homes and businesses. This is the location of Moondog Growlers, Ernie’s Barber Shop and other businesses today. It is also the former location of the Dunwoody Crier offices.
P.L. Moss was born in Cobb County in 1862 and married Leana Dean in 1888. Dean was born in 1868 in Atlanta. By 1898, the couple were living

Farther north on the west side of Chamblee Dunwoody Road was Dr. Puckett’s home and pharmacy. He also owned a livery stable and fertilizer store in this same stretch of the road.
When the railroad was discontinued, followed by the Great Depression, the vibrant business district began to falter.
Sue Kirby Jameson, born in 1910, writes in her memoir, “As I Recall, Volume 2,” of July 4th celebrations taking place, “…right in the heart of town between Burnham’s Store and the old post office, in front of the public well, near Dr. Puckett’s store and Spruill’s blacksmith shop. Sgt. Maj. Paul Hershey – a U.S. Marine, Part 1
Sgt. Maj. Paul Hershey served in the Marine Corps for 29 years in a variety of hot spots throughout the world before retiring in 1994. His father served in the Army in World War II, and his brother flew the A-10 Thunderbolt (commonly known as the Warthog) and the F-15 fighter during wars in Vietnam and The Middle East. So, in a sense Paul Hershey was destined to serve his country.
He was a student at East Carolina University where he played football and baseball when his student deferment was due to expire in 1965. Rather than be drafted, he chose to enlist in the Marine Corps in Hampton, Virginia, where he grew up. Paul now lives in Milton and is a sought-after public speaker. In May 2023 he was the keynote speaker at Milton’s Memorial Day ceremony.
Before describing Hershey’s amazing military career, a few words are in order about the important rank of sergeant major in the Marine Corps where it is the ninth and highest rank for enlisted personnel. Some other military services also have sergeant majors, with slightly different names and different responsibilities.
In the Marine Corps, the rank is part of the command structure, meaning the sergeant major reports to the commanding officer (CO) of a unit such as a battalion, division or military base. The SgtMajMC advises the CO on matters concerning enlisted personnel from training to discipline to morale. He accompanies the CO when he goes to the battle front. Sergeant majors are senior non-commissioned officers (NCOs) who are highly respected and who help guide and mentor younger members of the military whether male or female.

“They were very grateful and patriotic about their adopted country,” says Hershey.
When it was time to leave Vietnam, Hershey boarded a Navy ship to return to Okinawa when the ships received word to turn around and go to Cambodia.
In May 1975, Hershey participated in the U.S. response to the so-called Mayaguez incident when the American freighter Mayaguez and its 39-man crew were captured by gunboats of the Cambodian navy. Cambodia had fallen to the Khmer Rouge communist insurgents in the previous month. The American crew was imprisoned. President Ford sent Marines to attack the island of Koh Tang, where the prisoners were being held and ordered the bombing of the Cambodian port where the gunboats had come from. The crew was released.
went rigorous basic training at Parris Island in South Carolina, where Marine recruits have been trained since 1915. Today, some 17,000 recruits are trained there every year.
Following basic training, Hershey was deployed to Vietnam. He says “Vietnam was just as bad as everyone says it was.”
During his tour he participated in numerous enemy encounters, including Operation Dewey Canyon, Operation Hastings and Helicopter Valley, Battles of Que Son Valley, Battle of A Shau Valley, Battle of Hue during the Tet Offensive, and other fierce battles.
It is probably safe to say that Marines were shot at almost every day of their Vietnam tours of duty. Unlike other wars, only teachers were given occupational deferments during the Vietnam War. Sadly, returning troops were often ostracized when they came home.
Hershey was wounded four times and spent a total of 11 months in the
Dallas, Texas, VA Medical Center and the Balboa Medical Complex in San Diego, which during the Vietnam War, was the largest military hospital in the world. Following his last hospital stay, he became a drill instructor on Paris Island. He arrived on Paris Island as a staff sergeant and while there was meritoriously promoted to gunnery sergeant, which advanced his career by six or seven years.
In late 1974 as Saigon was falling, Hershey went to Okinawa to link up with the 3rd Marine Division and 1st Marine Aircraft Wing for the Saigon “pullout” of American embassy employees, some South Vietnamese soldiers who had fought with the Americans and some civilians.
“We got everybody out in and did the closure of the embassy in April 1975,” Hershey says, “but it was mayhem. We even brought back a C-130 full of babies.”

Before leaving the Far East, Hershey spent 18 months training Marines in Thailand, Indonesia, Malaysia, the Philippines and the Japanese Defense Force at Marine Base Camp Fuji in Japan. Training consisted of low intensity combat (guerilla warfare, small unit tactics, suppressive fire, coordination between air and combat troops, etc).
During the Vietnam War, a division consisted of between 25,000 and 40,000 men. a regiment consisted of 11,000 to 18,000 men, and a battalion about 1,900 to 2,500 men.
Hershey left Vietnam in 1976. He was promoted to sergeant major in 1979. In a future column I will outline some of Paul Hershey’s post-Vietnam assignments.
