In 2005 the report entitled ‘a Development Framework for Growth’ established a Vision and set of Objectives for the university to follow in pursuit of its Mission. As part of this, and in recognition of the facilities brief agreed with the university, a design strategy was formulated to help coordinate future development projects into a coherent whole.

This approach was further rationalised and its general objectives incorporated into the Estate Strategy 2009-2013 which established a number of specific objectives and identified key issues and opportunities.

Campus Redevelopment. The University is now in the position where all new development opportunities with the existing campus have been exhausted such that the outdated and poorly located sports facilities need to be replaced and relocated to enable further campus redevelopment.

> As part of the long term vision, an indicative Development Framework Plan was produced which sets down the general parameters and geometry of the development site and this plan, together with the design strategy referred to above, and a comprehensive brief for the number and type of sports and other facilities, has formed the broad design principles adopted for the current design.

Academic Excellence and Demand. The success of the Department of Sport and Physical Activity in recent years and the growth in its students, means that many shared-use facilities do not have the capacity to serve both community and student leisure use and maintain academic teaching and learning to the required standards.

The University’s vision is to provide an inspirational Campus for the future, not only providing effective learning and working environments but by ensuring that sustainability is integral to the concept and design of future developments.

Student Leisure and Recreation. Edge Hill has significantly fewer sporting clubs than comparable universities and the current standard and range of sports facilities limits the number of clubs and sports societies available to students.

Sports Standards. Broadening the range and quality of sports facilities at Edge Hill will enable the University to compete more in student sports events and to a higher standard. Edge Hill aims to be within the top 50 UK universities for sports facilities within the next 5 years and the top 30 within 10years. Edge Hill

_concept evolution 3.1. 3.1.1.

Design Strategy A design strategy has been developed based on the main design objectives above which were to be applied to future development on the university campus, these are :

Sustainability. Sustainable objectives to be met through the development of an environmental management strategy, setting clear performance targets and providing the framework for meeting those e.g. carbon reduction and conservation of natural resources through improved energy efficiency and the appropriate use of new technologies and techniques.

>

Landscape Led. The design to emerge from clear understanding of the landscape character and arrangement of facilities to recognise the location on the edge of the greenbelt. Buildings in a landscape not a landscape of buildings.

>

Sense of Arrival. A new entrance creating a new gateway and sense of arrival with an opportunity for a landmark building.

>

Sense of Place. Enhance and improve the distinctive qualities of the existing campus.

Defined Routes. Define a clear east west route as part of a spine which will link the three distinct areas of the campus.

Permeability. Provide a campus that is readily permeable and where pedestrians have priority over vehicles.

Design Development Principles In pursuance of the major objectives the following principles have been applied to the design approach. This has been an iterative process over a 12month period bringing together the views of the wide team of specialists which form the university’s Design Team together with a wide range of consultees and stakeholders both within and external to the university. General Principles • Recognising the concerns and desires of local residents and other stakeholders with a vested interest in the locality. Please refer to the stand alone document which identifies the scope and outcome of extensive public consultation. • Apply sustainable principles including the desire to minimise construction traffic though a balance of cut and fill in the engineering works. Landscape Principles • Setting any built form back from St Helens Road and Ruff Lane • Using topography as determinant of building location and form • Creating buildings in a landscape rather than a landscape of buildings • Confining new buildings to the existing sports area. • Keeping Buildings low to preserve views and skyline • Using new woodland and hedgerow planting to reinforce the visual containment of the site. Building Principles • Careful siting to minimise visual impact • Attention to massing to reduce apparent scale

and create a building group consistent with local farmsteads • Reduced energy consumption • Access for all • Limited materials pallet to ensure harmony with the landscape and express the sense of the building being a collection of parts. 3.3. 3.3.1.

Facilities Brief. The following provision has been incorporated to satisfy the university’s brief:

landform has an open gently sloping character and consists of a shallow valley running approximately SE-NW with a low ridge surrounding it on the North and East side. Gradients across the site are generally in the range XX The valley is at its lowest point m from the junction with St Helens Road and terminates abruptly at the boundary of the current university sports development. At the northern extreme of the site, along the Ruff Lane boundary, the land slopes (Gradients) away from Ruff Lane meeting the university boundary at the existing hedgerow and plantation.

Site Context and Character The local landscape around the site is characterised by an open nature of arable farms with large fields and boundaries of intermittent remains of hawthorn hedgerows. These afford intermittent views, from the elevated position above the south lancashire plain, south towards Liverpool and east, towards the Pennines. Occasional hedgerow trees, small plantations and copses, usually associated with farmsteads, create areas with some enclosure. The proposed development site, includes parts of the existing university sports development, areas of car parking and occupies a shallow valley below a ridge which effectively screens the site from the north. At its highest point the ridge is covered by Ruff Wood which is an oak/birch/pine woodland and is an important local amenity and ecological resource. To the south the A570 St Helens Road follows a low ridge towards Ormskirk, the land falling away gently towards Aughton on its south side providing a natural screen to the current site uses. To the south east of the site, Scarth Hill Lane runs in a north south direction with intermittent housing along its length. Some of the properties have long views in a north westerly direction across the development site toward the university campus. Local landmarks include Christ Church at Aughton and the Water Tower at Scarth Hill. Existing Landform/Contours. The existing

Ground conditions across the site are considered to be excellent for the proposed development of natural turf sports facilities with a preponderance of sandy loams available. Development Options A series of 8 layout options were considered over a 12month period leading to the adoption of the current design layout which is considered to best satisfy the constraints and opportunities identified. Major Constraints: • The existence of a 16” high pressure gas main which runs across the development site. • The desire to locate buildings within the footprint of the existing sports development therefore limiting further built incursion into the greenbelt. • The desire to keep building away from both the St Helens Road and Ruff Lane frontages.

DESIGN AND ACCESS STATEMENT

• Limited opportunity for the location of a new entrance to the university. • The need to retain existing car parks in their current location 3.5.3.

Major Opportunities • Sufficient space to allow the accommodation of the facilities required in a way that will allow protection and improvement of the open space nature of the greenbelt. • Natural screening from a number of directions by existing topography and woodland cover. • A local topography that lends itself to the development of a series of terraces without fundamentally changing the grain of the natural landform. • Ground conditions suitable for the development of sports facilities. • An opportunity to deal with surface water through infiltration thereby limiting the risk of flooding in local sewers and water courses. • A site which has very little ecological and biodiversity value but presents a major opportunity for enhancement. • Adjacent highway suitable for the development of a major new traffic junction and entrance into the university.

A new pond similar to this will provide a rich diversity of habitats for plants and animals and enrich local amenity.

Ruff Wood, an important resource, will be enhanced by the creation of new woodland on site with similar species structure and widen the local ecological network.

Wildflower grassland will provide a valuable feeding area for a diversity of bird species, such as the seed eating Goldfinch

Broad meadows will created on all areas of informal grassland on sitemargins and embankments using modern techniques and will provide a rich colourful display habitat.

Common ornamental plants such as this Berberis will provide excellent food and nectar sources for local insects and provide colourful display.

New plantations will be designed to utilise existing material and will be planted to maximise age structure.
