RULES AND REGULATIONS US Equestrian Entry Agreement By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of MAHB Fall Festival (Competition). I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable - casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4. US Equestrian Membership Statement Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. THE MINNESOTA ARABIAN HORSE BREEDERS, INC. (MAHB, INC.) will NOT be responsible for any loss or damage or injury to horses exhibited, or for any articles of any kind or nature that may be lost or destroyed, or in any way injured. Each Exhibitor is responsible for any injury that may be occasioned to any person, or thing, whomsoever, by any horse or vehicle owned or exhibited by him and will not in any case hold the Minnesota Arabian Horse Breeders, this show, its official or employees, or the sponsoring organization or its members responsible for loss or injury of or to any animal, vehicle or article owned or exhibited by them. All horses exhibited in this show will be entirely at the owner’s risk. THE SHOW reserves the right to make such changes in procedures, personnel, rules, and regulations as shall be deemed by them to be in the best interest of this show; any such changes will be posted in the Show Office. EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. ARABIAN REGISTRY REQUIREMENT: Horses shown in Purebred Arabian Division must have been issued a certificate of registration from the Arabian Horse Association (or in the case of a foreign entry, have been issued a Competition Visa by the Arabian Horse Association) and/or the Canadian Arabian Horse Registry or, if under one year of age, be eligible for registry and registration applied for (exception: Art. 1699N.1) and must be entered under their full registered name. A COPY OF REGISTRATION PAPERS, FRONT AND BACK, MUST BE INCLUDED WITH THE ENTRY FORM. HORSES MUST BE REGISTERED WITH AHA – NO PENDING HORSES. AGE OF THE HORSE: The age of a horse shall be reckoned as beginning on January 1st of the year in which it was born. MAHB REGISTRY REQUIREMENTS: All horses must be registered with MAHB, and a copy of their MAHB Registration Certificate must be included with the entry. ELIGIBILITY: Only those horses whose dams were nominated into the Minnesota Arabian Horse Breeders, Inc. Futurity programs in the year they were bred are eligible to show in halter. a.) Any Medallion Stallion foal that has already met the nomination requirements of being nominated into the MAHB, Inc. futurity programs (including payment of $125.00 to MAHB on or before December 31st of the year the dam of the foal was bred) will be eligible to show in all classes beginning as a yearling, starting 1991. b.) Beginning in 2012, offspring of Medallion Stallions not previously eligible can be nominated for Performance classes under the following rules: 1. Nominations are for performance classes only. 2. Nomination Fee: $500 3. Nomination open to horses of all ages 4. Horse must be offspring of Medallion Stallion in year bred or current Medallion Stallion. 5. After a stallion leaves the Medallion Program, the foals resulting from his last year of nomination are the last foals eligible for nomination. c.) Any horse that has won a Championship in a Performance class at the Minnesota Arabian Horse Breeders Fall

Festival may not compete in the same class. A Performance Champion may compete in any other class in which he has not been named champion, with the exception of Jackpot Classes. All Jackpot Classes (In-Hand, Liberty or Performance) allow previous champions to enter. EXHIBITOR PACKETS: Will NOT be released until all entries are complete. AMATEUR STATUS: Every Rider, Driver or Handler must be USEF Amateur Certified or must apply for same to participate in this show. Juniors 18 & Under are considered Amateur. Applications for USEF Amateur cards may be obtained online at usef.org or at the show office. Applicants may apply for full USEF Amateur membership ($55.00). Applications must be made prior to showing. This show has changed to a USEF “Local” rating. Owners and Trainers do not need to be members of USEF, and non-member fees are not charged. HANDLER, RIDER AND/OR DRIVER SUBSTITUTION: If it is necessary to change riders or handlers after the close of entries, a replacement may be made. If the replacement is not a currently Certified Amateur, application must be made at the Show at least ONE HOUR prior to the class. Horses shall be handled and shown throughout the entire class by only one and the same person. With the exception that a substitute rider, driver or handler may be used if during the class the original rider, driver or handler becomes ill or injured. NO PERSON CAN SHOW IN MORE THAN ONE SECTION OF THE SAME CLASS. AGE OF RIDER: The age of a rider shall be determined as of December 1 of each year and shall be maintained until December 1 of the following year. ATTIRE: It is the tradition of the show ring that riders, drivers and handlers be correctly attired for each class and that attendants be neatly dressed and the horses properly presented. The management may, at its discretion, bar any entry or person from entering the ring if not suitably presented to appear before an audience. ADMISSION TO ARENA: No person will be permitted to enter the arena except participants in the class, officials and their assistants and the show photographer. Attendants will not be permitted in the arena until summoned by the Judges. CALL FOR CLASSES: Classes will be called promptly. There will be three calls for classes. Two minutes will be allowed after the first horse enters the ring. In case of equipment change, an additional three minutes may be allowed: provided the gate is notified at least one class in advance. Due to possible unforeseen problems with any mechanical device, the PA system and class calls over that system are considered a courtesy. MISSED CALLS FOR CLASSES: It is the exhibitor’s responsibility to have his/her horse at the gate at the prescribed time. While every effort is made to maintain a working PA system, NO protest will be upheld, nor any section changed on the basis of PA failure. POST ENTRIES: Accepted after closing date of August 31st until September 15th at the rate of $250.00 per class. No entries accepted after September 15, 2018. NUMBER OF ENTRIES IN CLASSES: All classes will be judged regardless of the number of entries. SPLITTING OF CLASSES: According to Minnesota Arabian Horse Breeder Futurity Rules, each section of a futurity class is considered part of the same class. Show management will determine number of horses in any section of any class. The colts and fillies will be shown in separate halter classes. The only random draw for sections will be with performance horses. No handler/rider may show more than one entry per class. Order of go according to age, oldest to youngest. Exhibitors will be required to check in with the Assistant Paddock Master prior to the start of the class to verify their position. PROTESTS: A protest must be filed as set forth in USEF GR603. NO SHOWS: To expedite the flow of classes it would be appreciated if last-minute scratches were reported to the show office as quickly as possible. STALLIONS: Colts/Stallions may be shown by ladies or 18 and under exhibitors. IDENTIFICATION NUMBERS: Every horse entered in this show will be assigned identification numbers. It is important for the proper handling of the show that the correct number be worn by rider/driver/handlers. Numbers will be marked clearly on the back with the horses name and class in which the horse is entered. WHIPS: One whip or cropper handler allowed, however, whips are not mandatory and handlers are allowed to use items such as grass, hat and/or treats to maintain horse’s attention in halter classes. Whips are to be no longer than 6’ (six feet) including the snapper/lash/appendage. Small appendages (no more than 12 inches in length) of ribbon, plastic, etc. are permitted. Excessive or improper use of a whip shall be basis for disqualification. DISCIPLINE/ABUSE: If it is ascertained that any exhibitor has made or caused to be made any false statement in regard to any animal or article exhibited, or if any exhibitor shall attempt to interfere with any of the judges in the performance of his or her duties, said exhibitor shall be excluded from competing or exhibiting. Any act of discourtesy or disobedience to the officials of this show on the part of the owner, lessee, trainer, groom, rider, driver, or handler will disqualify the horse from adjudication. Show Management reserves the right to remove any of the above listed from the show without being liable for compensation or damages. (USEF Rule GR 302) Any action(s) against a horse by an exhibitor which are deemed excessive by a judge, USEF steward or show veterinarian, in the show ring or anywhere on the competition grounds may be punished by official warning, elimination or other sanctions that may be deemed appropriate by the Show Committee. Such action(s) could include but are not limited to excessive use of whips, spurs, or bamboo poles. Exhibitors’ attention is particularity drawn to USEF Rule GR 302. JUDGES MUST EXCUSE FROM THE RING: Any horse shown that possesses a whip mark (welt) on any portion of the horse. A whip mark or welt is an inflammation of skin and abrasion or laceration. The cardinal signs of inflammation include heat, pain, (sensitivity to palpation) and swelling. The Judges’ finding of fact with respect to the presence or absence of a whip mark (welt) evident during a class shall be final, and no appeal may be taken thereon. The Judge shall make written findings of fact, which shall be delivered to the USEF steward with respect to any horse excused under this rule. Additional cause for mandatory elimination from the arena are a.) removal of eyelashes, b.) changing natural color of the mane/tail, c.) balding the area around the eyes or proximal to the muzzle and nostrils. Horses showing signs of undue stress or inhumane treatment or that have cuts or abrasions showing clear evidence of fresh blood in the mouth, nose, chin, shoulder, barrel, flank, or hip area must be considered ineligible to receive an award in that respective class. ARENA & WARM UP RING DIMENSIONS: Arena in main Coliseum is 270’ x 120’ with clay and sand based footing. DRUGS AND MEDICATION: GR301.8: “To provide funds for research, inspection and enforcement of rules regarding use of medication and drugs, each recognized show must assess a Drug Fee of $16.00 for each horse entered in the show. At the end of a show, Show Management shall forward to the Association a sum representing the number of horses entered in the show, such to be held by the Association in a separate fund for use in accomplishing the purpose set forth above.” IRS INFORMATION: Please note that the IRS requires us to have appropriate tax ID or Social Security numbers before we can issue any winnings check. Failure to report this information or providing erroneous identification can lead to substantial penalties. We take any possibility of identity theft very seriously, and do keep tax ID and SS numbers in strict confidence. It is essential that you provide correct tax information with your entries to avoid delays in receiving your winnings. Please also note that the tax ID information must match the name on the entry form, and you must identify if you are out of the United States. PRIZE MONEY AND AWARDS: Ribbons and trophies will be awarded in the show ring. If not enough horses in a (performance only) class to award prize money to a full top five, half the class will be provided full prize money and the remaining entrants will be awarded ribbons. All prize money will be sent within 60 days after close of the show. In the event of a protest, only the prize money in question will be escrowed until USEF makes a determination. In the event USEF upholds a protest, all affected placings will be adjusted and the reserve horse will receive its proper ribbons and prizes. EXHIBITOR INFORMATION: Entries must be serviceably sound and in good condition and must wear long, natural, unbraided mane and natural, unset, un-gingered tail and must be shown without artificial appliances, which include tongue-ties. Action produced by such or similar artificial methods shall be penalized. The use of chains, rollers or similar devices on the show grounds during or before a show are prohibited. The Show Committee shall bar violators from further participation for the remainder of the show, and they shall forfeit all entry fees and winnings for the entire show. (Glitter is prohibited). IN-HAND/BREEDING CLASSES: Horses must be serviceably sound i.e. horse must not show evidence of lameness, broken wind or complete loss of sight in either eye (see GR 1204.4). Transmissible weaknesses shall be considered a serious fault in breeding stock. Colts and stallions 2 years old and over must have both testicles descended. Halter horses are not to be stretched. A horse is considered stretched if all four feet are flat on the ground and at least one front and one rear cannon bone is perpendicular to the ground. Excessive use of the whip or actions that may disturb other entries shall be severely penalized. PERFORMANCE CLASSES: All horses shall be worked at all gaits both ways of the ring and otherwise as described by class specifications, and at Judge’s discretion, horses shall change from any gait to any other gait. All horses chosen for a work-off must be worked both ways of the ring at any gait listed in class specifications as requested by the Judge. Horses must come to the “line up” at gait requested. In the “line up” horses must stand quietly and may be asked to back individually or as a group. Horses not to stretch on the line. Maiden horses must not have taken a first in their division. SADDLE SEAT PLEASURE: English and Country English horses will be accepted in these classes. Maiden horses must not have taken a first in either division. Junior horses must comply with the USEF class specs in these divisions. MOTORIZED VEHICLES: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.
MAHB JUDGING PROCEDURE FOR YEARLING HALTER CLASSES: Judging of the yearling classes at the 2018 Fall Festival will utilize a comparative scoring system in the one round which will also serve as the Final. All Finals to be held in the Coliseum. For the Finals, horses shall enter the ring at a trot and be lined up by the Ringmaster. The horses will be stood up by their Handlers and then be comparatively judged. The Judges will mark their cards 1st through 10th. Champion will be determined according to MAJORITY OPINION: the individual horse receiving the greatest number (majority) of first place votes from the total number of judges officiating will be awarded the title of CHAMPION. No points will be assigned to the ranked entries to determine the title of CHAMPION. The entry with the most accumulated points from the remaining entries will be awarded the title of RESERVE CHAMPION. The Auction entry with the second highest accumulated score of the remaining entries will be awarded the title of THIRD PLACE. The Auction entry with the third highest accumulated score of the remaining entries will be awarded the title of FOURTH PLACE. The Auction entry with the fourth highest accumulated score of the remaining entries will be awarded FIFTH PLACE. The Auction entry with the fifth highest accumulated score of the remaining entries will be awarded the first position in the TOP TEN and so on until a full top ten has been awarded. We will be allowing those who are unable to run with their halter horses an option! Those halter handlers will be allowed to arrange a “runner” to run their halter horse into the arena and run them away from the judges

following the center ring presentation. This person designated as the “runner”, must be an amateur, and may only run one horse per class. Halter handlers are responsible for finding and arranging their own runner. At the beginning of each class, halter handlers using a runner will enter the arena and stand on the east side of the center ring, and wait for their horse to come in. The runner will take the halter horse through the gate, and present the horse to the judges at the trot. When finished trotting, the runner will then hand off the horse to the halter handler and will take the halter handler’s place on the east side of center ring. There will be limited seats provided, as the runners will remain in the ring for the duration of the class. The halter handler will do the walk around and present their halter horses for adjudication in center ring. As the horse is nearing the end of it presentation to the judges, the runner will move into position to take the horse from the halter handler and do the trot away from the judges. Then once finished with the trot away, the runner will hand the halter horse back to the halter handler, who will be waiting on the east side of center ring. Halter handler will have the halter horse in his control for the remainder of the class. Runners will return to their seats east side of center ring, until the class is finished. The runner shall never be allowed to set the horse up at any time it is in the ring and also, if a person is a runner in a class, they may not also be showing in the same class. SHARPS CONTAINERS: Competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls for the disposal of needles and other disposable sharp instruments in convenient locations in barns housing competition horses. It is competition management’s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individuals including trainers, owners, exhibitors or their agents up to $100.00 for improper disposal of needles or other sharp disposable instruments.

ARRIVAL TIME: No barn access until Wednesday, September 26, 1 p.m., no exceptions. Include stall requests (with what barn) with entries or call Barn Manager with special requests. Stalls may not have artificial ceilings; fire code violations DEPARTURE TIME: Sunday, September 30, 6:00 p.m. All horses, displays and barn decorations MUST be out of the barn no later than 8:00 p.m. Absolutely no stall tear down before the completion of the final class on Sunday. THURSDAY: 6:00 a.m. – 12:00 a.m. (Midnight) • FRIDAY: 6:00 a.m. – 8:00 a.m. SATURDAY: 6:00 a.m. – 8:00 a.m. • SUNDAY: 6:00 a.m. – 8:00 a.m. BARNS: All exhibitors are expected to maintain the aisles bordering their stalls in a clean and orderly manner. In accordance with state fire regulations, no autos, trucks or trailers are permitted in the barn. Parking in designated areas only. In accordance with Minnesota State Fire Marshall office, which affects all activities on the fairgrounds, smoking or any open flame is prohibited in all buildings. Aisles in the barn must be open, not blocked in any way. Cannot be closed with curtains (overhead display or arch is OK). If used, decorative material must be rendered and maintained flame retardant in accordance with state fire code (documentation is required) and they must be re-treated whenever cleaned or washed (documented). All extension cords must be at least 16 gauge, 3 wire, flexible cords designed for heavy-duty use. No lightweight (2 wire) extension cords or “zip” cords (18 gauge or smaller) may be used anywhere on the State Fairgrounds. Octopus plugs and 2 wire extension cords often cause fuses to blow, create a fire hazard and will be removed if found in use during the horse show. Electrical appliances such as, but not limited to coffeepots, hot plates, pans, refrigerators, etc. are prohibited. Tops of stalls must be uncovered at all times. Pets must be on a leash. No pets in coliseum (exception: service dogs such as Seeing Eye, etc.). No pets left unattended in barn overnight. PARKING: Vehicles may not be parked on lawns, in driveways, on sidewalks, nor may they be parked on the street. Violators will be ticketed and vehicles will be towed and impounded at owner’s expense. Unloading and parking areas will be posted. No electric hookups of any kind are available to parked vehicles. No overnight tenting or camping will be permitted, except in (totally) self-contained camper units. No tents are allowed. Note: These regulations are made and enforced by the Minnesota State Fair Board. The show committee will have no authority to intervene on behalf of exhibitors. Everyone’s compliance is requested in this matter. CAMPER PARKING: Camper parking will be available, for specific details contact Maria at 651-632-2687. Electric hookup is included. Water and sewer hookup will be included, weather permitting. The decision as to if there will be water and sewer is made by the Minnesota State Fair Board. Application for parking can be made in the show office. STALL: No showing out of trailers. Every horse is required to have a stall. All stalls will have a stall door unless otherwise requested. Anyone wishing to stall together must state clearly on entry form. Each exhibitor must pay for his or her own stalls. 5
