s3 Purpose Of This Statement The following statement outlines the design and access arrangements, referencing various supporting appendices containing more detail. Project The Church of England, in association with the Berkeley Foundation, are proposing a major transformation initiative for Mark’s Gate. It includes the redevelopment of the St Mark’s Church site to provide a new multi-use community facility and church. These will act as a transformation catalyst and focus for new investment and impetus in the local community. Part of the financing for the overall project will come through enabling residential development on nearby under-used sites. These under-utilised brownfield sites are allocated for housing redevelopment in LBBD’s strategic housing pipeline. Developer The proposed developer is Green Pastures, an FSA registered CBS Community Benefit Society non-registered housing association. Formed in 1999 it has housed over 900 people across the UK. It has a business plan to add a further 750 units over the next 5 years. The new church and community facilities provided will be owned. maintained and operated by the Church of England, along with the new vicarage and several flats. The remaining housing provided by this development is for the LBBD, and will be used as affordable accommodation in a variety of tenures.

Origins The project was originally conceived by Rev Roger Gayler, the local vicar of St Marks Parish. After over 30 years serving the local community and building community activity and cohesion he was selected as 1 of 15 inaugural London Leaders. After several extensions to the existing buildings it was obvious that new larger and more flexible facilities would be required to sustain the existing community activities and increase their capacity to better address the community's needs. Around this vision a team has built up and through relationships forged with the local community, the local authority and other key stakeholders, we are very excited to be able to submit this application for planning consent five years later.

Sites The application is focussed on three sites, • Site S1 St Marks Church and surrounds, • Site S2 Roles Grove Garages; and (further details in ACBD’s Site 2 Design & Access statement) • Site S3 The former W/C, Rose Lane (further details in ACBD’s Site 3 Design & Access statement) Proposal The planning description of the proposals are:“Demolition of existing buildings including; church, vicarage and garaging. Erection of 3 buildings to comprise: a part 4/5 storey building comprising residential dwellings, a church, community hall and associated facilities at ground floor, two separate residential buildings of 4 and 3 storeys respectively, and a separate vicarage. Redevelopment comprises a total of approximately 85 affordable residential and 3 key worker homes (C3); approx. 1,102 sq m of primarily D1 floorspace & 58 car parking spaces”. Future If the planning application is consented and implemented, the new selfsustaining community facilities would bring a significant benefit to the community of Marks Gate, and over 80 new homes to the area. This project has the potential to be a catalyst for further transformative regeneration in the area.

INTRODUCTION This Design and Access statement explains the design principles and concepts that have been applied to the development, how the design has been refined through consultation with residents and specialist advisors, and how issues relating to access to the development have been dealt with.

Marks Gate Overview

Overview A significant feature of Marks Gate area is its isolation from the rest of the ward. Chadwell Heath is located in the northern tip of the London borough of Barking and Dagenham. With a major road (A12) dividing this estate from the southern part and nothing but industrial land to the north, Marks Gate is almost its own independent community. Key statistics for Marks Gate are summarised below: • Population - around 6,000 people • In the bottom1.5% of most deprived areas for living environment. • Marks Gate has two LSOA’s of which both are within top 10% most deprived in the country • Income and crime deprivation levels in top 10% in the country • Marks Gate is ranked in the top 20% of most deprived areas in the country for employment, health, living and housing domains • It is a considerably poorer area than both rest of the borough and country • Perception of high crime by local residents • Isolation a prominent feature of the area Marks Gate presents many of the barriers and issues of its ward. Various people describe Marks Gate as having a dependency culture and this is something our project would address. From my dealings with people in the area and the public consultation I have met many proactive and supportive people, who are keen to see improvement in the area. The estate is changing rapidly, more so in the last 3 years than the last 30 years, so now is the time to act and be a positive part of this change!

ASSESSMENT: Physical

From the commencement of the project we have carried out an assessment and analysis of the various sites and their immediate surroundings within the wider Marks Gate area. The main site currently includes St Mark's Church and Vicarage and its address is: St Mark's Church, 187 Rose Lane, Romford, Essex, RM65NR

We commenced the project with a walk-around of the site and adjoining areas, noting the general condition of the existing buildings and their direct neighbours. This developed into a more detailed photographic and visual analysis contained in Appendix C : (Aerial Photographs) and Appendix D (Site Photographs)

Appearance of the area Marks Gate is an urban area developed in the post-war period and as such the design is typical of that period. The area is rated by national statistics as being in the bottom1.5% of most deprived areas for living environment. The area is predominantly residential. The buildings are of their day, and are not particularly interesting, provide little variety in the way of accommodation quality and design, with little colour and leave an overall impression of greyness. The buildings are also showing their age, with evidence of condensation and resultant mould growth widespread. The buildings generally are ripe for regeneration. The adjoining retail does not offer current required speciďŹ cation of ceiling heights to retailers, resulting in a poor shopping experience for the residents. The adjoining schools seem to function well, the adjoining library/community centre is dated but currently maintained and well run. The only recent public building in the area is new health centre on Lawn Farm Grove. The character of Marks Gate benefits little from its buildings, but rather thrives on the established community cohesion and surrounding beautiful open countryside. The current site does not maximise these views, but certainly beneďŹ ts from having a village feel. The A12 runs along its southern boundary, providing fast connection into London and out to the M25. However, it also acts as a strong boundary cutting Marks Gate off from the rest of the borough. Rose Lane is the major distributor into the area, with its long sweeping curve providing an attractive approach, albeit more troublesome for parking and buses. This is a reflection of the period of design of the area, which was prior to expansion in car ownership.

ASSESSMENT: Physical

Appearance of the sites St Mark's (S1) and the other 2 sites are situated next to the retail centre and opposite the library and community centre - which includes two schools, a crèche and the surgery. This locates the site at the heart of the centre for the area. To the north west of S1 is the large open space between Arneways Avenue, Newhouse Avenue, and Rose Hatch Avenue. This public open space includes playing facilitates. Site S1 is located to the north of the centre and contains the St Marks Gate church and adjoining vicarage. St Marks stands out as a building of interest in the context of Marks Gate, but not in terms of national signiďŹ cance. The building itself was originally to be the hall for the new church development on the remainder of the site, however funds ran out and the church was never built. The building has some interesting features such as the bell tower (not working), copper roof (costly to maintain), brick cross pattern on the eastern gable, and the wooden cross structure in some of the windows onto Arneways Avenue. However, it is un-remarkable in a national context and not originally designed for prolonged use as a church and community centre. The adjoining vicarage is also of its type and age. lt is built from red and buff bricks, with St Marks a mix of dark red multi- stock brick with a white rendered extension. The remainder of the site is open, with a vulnerable low quality wire boundary fence.

Site S2 is located to the South West of the centre and contains existing but under used garages. The garages are sized for small cars and as a result many are no longer used for parking. Some of the garages are functional but overall the site is far from attractive.

Site S3 is located directly to the south of the centre and is currently undeveloped. Paving slabs form a staggered path across the site, with the overall impression being inoffensive, but exposing the unattractive end gable of the parade of shops and their utilitarian rear extensions.

Site S1 is the northern gateway to this "village centre" and site S3 the southern gateway. The collective redevelopment of these sites give a signiďŹ cant opportunity to improve the appearance and approach to this village centre. Something that we explored further in our urban design analysis.

This development will bring a significant improvement to the facilities for the community and encourage social interaction. This was resolutely confirmed by the public support during the public consultation, along with the clear aspiration for the better housing which this development will also provide.

Community Facility The schedule on the left highlights the current importance of St Marks as host to a variety of community activities on a daily basis. This is an important and critical asset to the social life of the community. ln fact the size and condition of the existing facilities are proving to be a physical restraint on the quantity and scope of activities undertaken, in what is a period of growing demand. The fundamental priority of this scheme is to modernise and expand these facilities, providing flexible accommodation to respond to the evolving socials needs of this community. What was interesting in the public consultation, was the number of people who would like to volunteer and help within the local community, but do not have a point of contact to connect to people who would like this help. This improved facility would enable the planned growth for activity that included just such an opportunity. In discussions with local residents there was a common concern around safety, particularly for young kids to play safely, and facilities for their young mothers to relax. The concept of an enclosed community garden with café and protected play facilities was seen as a key ingredient to encourage people to linger and socialise, essential to making the development work effectively for the community. With security being a major concern, other elements of the scheme are design to enhance security, with the target and expectation of achieving level 2 Secured by Design. For many of the older people in the area, lighting levels seemed to be a major concern for safety. The 3 sites will be designed to the latest lighting levels, and thereby improve their immediate surrounds. In particular the route around Site S1, and the connection from the centre to Padnell Court, will benefit from this additional lighting and greater supervision from the new homes. We believe that these security provisions will be critical to the successful utilization of the community facilities in the evening by older sections of the community. Further discussions brought up a list of other aspirations for community facilities, beyond what the site could spatially accommodate (5-a-side indoor football), or the scheme support (swimming pool), or be in conflict with some of the other uses (youth lounge). Whilst we would encourage LBBD to address these demands, a youth lounge that facilitated unstructured youth activity on this site compared with the structured activity which will be provided would seem to be in conflict with the older residents feeling of intimidation by large groups of youth.

With the existing residential provision in Marks Gate tired, there is a strong desire for modern contemporary living accommodation. There is particular demand for larger family homes but also some smaller units. Unfortunately individual family homes are quite land intensive, and we have limited resource. We therefore sought to allocate one of the sites to just family homes. Site S2 was the most obvious choice and allowed us to also provide 3 storey house delivering 4 bedroom 6 person units, which are rare in Marks Gate and help match the profile of provision of housing to demand. However, to further respond to the requirement for family homes, we maximised homes in less constrained parts of the site enabling us to introduce 3 bedroom family terrace house as the North Block on site S1.

ASSESSMENT: Economic

This development will bring significant financial stimulus to the area, and provide a legacy of new jobs and economic support. Construction work Collectively the sites would deliver over 80 new high quality homes, bringing both construction jobs, employment in the community facilities and stimulate hope for better in the local community.

Employment The Community Centre will provide direct opportunity for increased employment, and support those in employment. For example the provision of a purpose built children's facility will enable child services to expand and employ additional helpers. The increased quality of this provision will allay some of those carers who wish to return to employment but have concerns over their dependant's provision whilst they are at work.

Skills Support Furthermore the centre will provide support for job seekers and those wishing to improve their skills. For example, the kitchen is designed to both serve the café and also provide training opportunities for those looking to move into the catering sector. There will also be a significant short term boost in construction activity, with the main contractor encouraged to recruit locally and supply locally. Construction staff will also tend to spend locally during the day, and with the new homes being clustered close to the retail parade, there will be an increasing footfall and demand for the local shops.

Land Values Unfortunately land values in the area are subdued, which has resulted in the development needing to have a significant density to make the scheme economically viable and provide enough enabling development to deliver the critical mass required for such a centre and its ongoing operational viability. We are looking to create a positive legacy for the three sites. This is demonstrated further in the financial viability appraisal.

ASSESSMENT: Planning Policy

Planning Policy The proposal has been designed in accordance with the adopted planning policy framework, and informed through public consultation. This is further expanded upon by the planning statement.

Use Of particular note is that the proposals are in accordance with existing uses and the proposed uses for the site set-out in the Site SpeciďŹ c Allocations Development Plan Document (December 2010) The existing church building was recently added to LBBD's Local List of Buildings of Special Architectural or Historic Interest. For reasons set out in the Heritage Statement we believe that the benefit from this development out way the loss of this building, and proposals have been made to further mitigate its loss.

Sustainable Design We believe that the proposed design of the building is in accordance with policy BP11, being of high quality sustainable design. Given its strength of community provision, we believe that this is a particular sustainable scheme in terms of the triple bottom line.

INVOLVEMENT

The team has been working on this project for five years, during which we have consulted widely, taken on board comments, and consequentially produced a robust and well-rounded proposal. Formal Community Consultation Further details of community involvement are included in the Report on Community Consultation.

Design Evolution As architect our involvement with the scheme commenced over five years ago. Our initial briefing came from Rev Roger Gayler and chance discussions with local residents as we toured the site. The scheme was developed with further consultation with the parish council, users of the building, the extended church community, and local community leaders. At this stage it was also decided to consider the potential to improve the housing offer, particularly of family homes, by looking at Sites S2 & S3. Some details of this initial designs are contained in Appendix J A further round of consultation with key stakeholders, including senior planning officers resulted. Some details of these designs are contained in Appendix K Concerns were raised over the active frontage to S3, resulting in a proposal for retail at ground floor. Whilst this provided a more active frontage, the council expressed concerns over retailer interest. Also, the suitability and demand of three bed flats was questioned, which on further investigation made sense. As we wanted to ensure our proposals would not constrict any future redevelopments of Marks Gate centre, we invited “fresh eyes” to visit the site and prepare an illustrative masterplan for the area. This was a “possible future” not necessarily a preferred future. The new Urban Designer / Landscape Architect prepared a masterplan contained in Appendix E. Some useful observations came from this concerning the potential to improve the quality of the central area, parking for the retail, the gateway nature of our sites, and the future potential for an East West link across the site. A site visit was arranged with the local authority to introduce key planning officers to the site and area. They were receptive to many of the ideas in the proposed masterplan and provided an initial response to our proposals. In particular they felt that the 5 storey element would be better next to the retail on the SE corner, that the community facilities should front onto Rose Lane and the church given more prominence, and that the proposed terrace houses on the North Block should have their own gardens. The design was revised accordingly taking on-board many of their suggestions, and a formal pre-application was submitted earlier this year. Some details of these designs are contained in Appendix L At this juncture it became apparent that providing gardens to the North Block homes prevented us from having a significant Southern Block if we wanted to maintain the community courtyard/ garden. Following these discussions a community event was held at which the scheme received a very positive reception, as summarised in the Report on Community Consultation. Reproduction of the boards shown is included in Appendix M Further consultation has been carried out widely with various LBBD officers including representatives from housing, leisure services, etc. Also discussions have been had with statutory consultees such as the Police and Thames water. Further details can be provide if required. Comments have generally been very supportive, with various suggestions for improvements in the design now adopted.

USE

The situation of the site within a long-established neighbourhood means that there is a broad range of community facilities within a few minutes' walk. The location of the site close to established community, retail and open space facilities, adjacent to the centre and close to bus stops are positive characteristics which will be maximised through the provision of safe, direct, convenient and interesting pedestrian routes.

The proposed development consists of two complimentary main uses, Church/Community (D1) and Residential (C3), in line with LBBD’s site allocations. Church/Community use continues the historic uses on site S1, and new homes will help address significant local demand.

Proposed Uses The existing use on site S1 is church/community and associated vicarage. The new development will re-provide a significantly improved new church and community space. The vicarage will be re-provided on Site S2. The rest of site S1 will provide new homes, consisting of 1 & 2 bedroom flats, and 3 bedroom terraced town houses. Site S2 will provide 4 bedroom town houses, and Site S3 further 1 and 2 bedroom flats.

Land Use Polices As stated elsewhere, the proposed uses are in accordance with National priorities, regional requirements and LBBD’s Site Specific Allocations Development Plan Document, and local aspirations. Cf Planning Statement

Mix of Uses The improved community facilities will increase the quality of community provision in the wider area, and more than support the requirements of the additional homes provided by the scheme overall. Site S1 is excellently located adjoining other local support facilities including the Health Centre, Library, Schools, Dentist, Police and retail. With the provision of additional facilities for all ages, this will enable people to do more in the same area, reinforcing and improving the quality of the central hub of Marks Gate and creating an even more sustainable place. The housing itself will integrate well with the adjoining homes without significant impact on their existing amenity, and will be excellently located next to this improved central support hub. The additional homes on site S1 will added to the vibrancy of this area, improving its safety and in turn attracting more people to use the facilities provided.

Accessibility The new community facilities will be designed for wheelchair access and include a new wheelchair toilet, change facility and shower. All the community facilities can be delivered at ground floor level, providing level access to visitors, and with 2 disabled car-parking bays located at the front of the site. 1 in every 10 homes are designed to be easily adaptable for wheelchair use, and either located on the ground floor, or have access via two lifts. All homes will be lifetime compliant to protect the long-term presence of the residents.

The new homes will be sized in accordance with the mayor requirements and local policies, and designed to meet Code for Sustainable Homes Level 4 and Lifetime Homes Standards and Level 2 Secured by Design.

• Multi-purpose hall: With a double height space it is sized to accommodate maximum variety of sports in this area • New stage: Design to open either into the multi-purpose hall or the sanctuary for events ranging from 40 -150 people

• Children’s Centre: Able to support @50 children in accordance with national space requirements • New church sanctuary: Able to accommodate over 50 worshipers, but designed to expand for special events • Health and fitness suite: Sized to provide a mini gym with sprung exercise/dance area • Meeting rooms: 2 rooms sized for up to 10 or 20 people in flexible configurations • Central café: Sized to provide up to 50 covers with easy access to 2 external terraces for sitting out in good weather, facing east for mornings, and facing west for afternoon to evening. • Kitchen: Sized to serve the requirements of the children’s centre and café and cater for special events in the main hall, also with training facilities to provide introductions to healthy eating and first step training for catering • Storage: To support the multi-use of the various flexible spaces.

Approximately 85 homes, which are to be affordable and transferred to The London Borough of Barking and Dagenham. Three units on Site S1 will remain in the ownership of Green Pastures Developments LTD and used to accommodate key workers. Site S2 will also provide a replacement vicarage for St Marks Site S1 will accommodate 59 homes The mix will be as follows: - no. 19 1 bedroom flats; - no. 20 2 bedroom flats; - no. 11 2 bedroom duplexes; and, - no. 09 3 bedroom triplex homes. Site S2 will accommodate no.10 4 bedroom townhouses, including the replacement vicarage.

Site 3 is to comprise of no.19 1 and 2 bedroom apartments of the following mix: - no. 04 1 bedroom flats; and, - no. 15 2 bedroom flats. 8 of the homes are to be design as adaptable for wheelchair users, conforming to the requirements of policy. Appropriate private and shared external amenity space for the residential units through a combination of balconies, roof gardens and courtyard space as shown on the planning drawings. More detailed information is provided in Appendix O: the schedule of accommodation

• Toilets: To support the wide range of activity, including wheelchair WC with shower and baby change.

LAYOUT

Purpose:

From the initial concept of a courtyard the design has evolved to provide a safe place for the community to thrive.

Courtyard The initial concept layout for the site was to provide a diagonal link across the site from the shops to the large play area, via a secure courtyard surrounded by community facilities at ground floor and residential above. However it soon became apparent that the diagonal link conflicted with the safety of users. With the increasing priority of family homes, the North Block was converted to a terrace of 3-bed family houses, providing a better neighbour for the residents of Arneways Avenue. This resulted in a reduction of the communal area of the courtyard to the southern part, which was part overshadowed by the double height multi-purpose hall. Embracing the comment from planning officers that they would prefer to see the community facilities and main height on Rose Lane, it was decided to integrate the South Block facilities into the East Block. Although this raised the height of the East Block, it was felt that this would give the community facility presence within the street scene, whilst minimising any effect on neighbouring residential amenity. The original design always stepped the Southern Block down to maximise sunlight and passive solar gain, this has been improved through the reduction of buildings along the southern edge to simple plant rooms. It also provides visual connection to the exciting central landscape garden, and overlooking of the service road. This also provides for the improvement of aspect and use of the service road, as noted in the indicative urban design.

Juxtaposition of Elements The Eastern Block fronts onto Rose Lane, giving it a sense of presence and visibility. As the main community entrance is protected from the middle of the block, it is easily recognisable and provides easy access to the centre of the community hub. The centre of this hub is the café area, which will be flexible in layout to adapt to the changing requirements of the community and provides a social heart to the hub and wider community, over a drink or a bite to eat. The café connects with the front terrace where morning refreshments will be served attracting parents dropping of children at the school. Its eastern aspect provides it with the morning sun and some warmth at this time of the day. The café also links through to the western terrace, which will pickup lunchtime sun (due to its slightly south western aspect). This will provide an excellent location for sitting out from lunchtime through to evening meals. The church is located on the north side of the Eastern Block, approximately in its current position. Its semicircular projection, use of stone rather than brick, and symbolic elements of stain glass and cross clearly locates the church within the overall development. The extension of these elements up the façade provides a key element in the urban townscape to mark the northern gateway to the central area. The two residential entrances were obviously located on Rose Lane as the major distributor, with access to amenity space being provided at high level in the roof top garden. The Northern Block is stepped down to respect the houses fronting onto the other side of Arneways Avenue. These are the only houses with front doors facing towards the site, so it was only appropriate that a complimentary terrace of family homes be located along this edge, with front doors and parking space to provide a typical street scene. The southern side of these units opens out to embrace the central area, with their own individual gardens maximising privacy through the use of high fences and tree planting. The Western Block provides the parking for the flats at ground floor. Under croft parking was chosen as being the next most suitable thing after the price of underground parking proved prohibitive. This is accessed off Arneways Avenue via a secured gate. The undercoft parking will be well lit, and the security fencing around the outside will both provide a secure perimeter, but also easy visibility into the area. At first floor 1 & 2 bedroom properties provide balconies to enhance overlooking and safety of the path around the southern and western perimeter of the site, which is a key local route. However, to reduce overlooking it was decide to use duplex units above, so that there were fewer balconies at higher level. This also enabled us to step the upper level back to minimise any overshadowing of adjoining units. The main entrance to these flats would be from Arneways Avenue, the second major road around the development. This connects directly to the main northern core with a protected link leading to the southern core, and also to the amenity of the central landscaped area.

SCALE

The New St Mark’s Church with its community facilities will inevitably be a central focal point. This is appropriate for an important public building and traditionally churches have been a focus within towns and villages.The scale of development reflects this townscape hierarchy. Demand As mentioned previously, there is a certain critical mass required to provide a sustainable community facility. After 5 years discussion, and various rationalisations through multi-purpose use of space, we believe we have reduced this to a minimum so that the development can be self-sufficient, sustainable, but also be ready to respond to increased demand either through increases in housing or increasing need. It can however be seen from the community feedback, that there is an appetite for more!

East Context Elevation

This necessitates a significant amount of enabling development, the quantum of which the local community again seems to welcome. However, it is important that this is achieved without harm to existing residential amenity or quality of provision for future residents of the proposed homes. We believe that through quality of design, and integration of comments from the consultation process our proposals manage to achieve this.

Heights After the proposed development has been completed, the building occupying the St. Mark’s Church Site will be a maximum of 5 storeys in height. The buildings proposed for Rose Lane W/C and Roles Grove are to be a maximum of four and three storeys respectively.

North Context Elevation

As the existing housing stock was built to very low floor heights these new spacious homes built to above mayors standards, will be somewhat higher than their surrounding buildings. Traditionally, places of worship and community gatherings are regarded as focal points of the community so we consider that the proposed building for the St. Mark’s Church site is appropriate.

Elevational treatment In response to resident feedback, brick has been chosen as the predominant material. However, to prevent this height of brick from becoming overly intense, the elevations have been broken up through variations in material. The ground floor is a darker multi-stock brick with a strong red component to fit in with the surroundings. This will also provide a robust and relatively graffiti resisting surface at ground floor level. Above this will be a lighter buff based multi-stock brick, and on the top floor, slightly recessed, will be a zinc roof. The light buff brick will also help to brighten the facade. Furthermore, to lighten the brick façade the impact of the residential windows has been increased through the use of solid panels below them, coloured to match the zinc roof, bringing the elevation back into a better balance and reducing the impact of a mass of brick. Subtle use of soldier courses to provide a defined edge and highlight elements, again breaks up the mass of stretcher bond bricks.

Site Cross-section

The North and West Block are further stepped down to respect their adjoining neighbours, whilst the introduction of light render again brings elevation relief, similar to the buff bricks. This is something that the existing adjoining three storey grey render residential blocks to the south and west fail to do.

APPEARANCE

As a key local landmark community building this development will provide a step change in the physical environment of Marks Gate, and raise expectations to realistic levels for future regeneration. Context As Marks Gate is in the bottom1.5% of most deprived areas for living environment in the country, it was important from the outset that the design of this development raised people’s expectations for improving their living environment, as a catalyst for future redevelopment. However, this needed to be to realistic levels for the future and to an appropriate specification cost so as not to significantly impact on the quantum of community facilities delivered. As St Marks is locally listed, it was important that any replacement building re-provided an enhanced significance to the local community. Quality of design and detail were therefore considered to be very important. Apart from the church, there are only a few architectural characteristic that you would want to retain in a new building. These would be the mix of materials, the use of balconies, and the block nature of the area.

Brief The client wanted the building to be robust but also open and welcoming to the wider community. It was important that the church reflected its community ethos and the importance of the community acting together as one. Whilst our initial designs were welcomed by a cross section of the local community, they also raised concerns over security, maintenance and insufficient acknowledgement of the church worship space!

Response We therefore moderated our design to make the building appear more robust and easier to maintain. Brick was chosen at low level rather than render, the large glass entrance was replaced with a more resilient framed glass, projected in front of the building to signal it as the entrance. The west façade however is designed to open out into the community terrace and communal landscaped garden designed for social interaction. The community café was placed at the centre of the community hub, as a cup of tea together is actually the starting point of many strong neighbourhood relationships. In so doing the building provides that “third place” for the community, between work and home, a place to relax and socialise! The significance of the church sanctuary was re-established by the projecting semi-circular bay, stain glass windows, and cross pattern on the east gable. These collectively will create an intimate and colourful worship space, with its semi-circular layout reinforcing the togetherness as a community of faith. The importance of this collective community is further symbolised by the use of stone walls to mark the church, as a visible expression of the natural individuality and importance of each member of the church community in working together to reflect the multi-faceted nature of God in love and care for the people of Marks Gate. The symbol of the cross and the stones coming together at the base signals the hope and comfort that can be found through serving each other. Interdependence rather than independence is what builds true community! The new homes are designed to comply or improve on Mayors Standards. The internal space standards provide more generous space for residents. In particular, with many of the homes on Marks Gate having reduced ceiling levels, we have worked hard to improve on the requirement of 2.5m floor to ceiling heights. All the homes are design to Code for Sustainable Homes Level 4, providing a significant step change in the sustainability credentials over the existing housing. This will reflect itself in practical ways, with reduced energy costs and higher amenity standards for daylight and noise. Again brighter materials have been introduced to lift the overall grey impression of the area. The residents garden and associated church/community spaces have been carefully landscaped, a significant improvement on the surrounding open grass areas. Further 3d sketches are in Appendix P

EXTERNAL ACCESS

The proposals integrate with and enhance the existing local access routes, providing safer and more inclusive connectivity both externally and internally to the buildings.

Local Access

Vehicular Rose Lane is the main access road into Marks Gate. It is linked via the A1112 to the Eastern Avenue (A12), connecting the site into central London and the M25. The local bus route is along Rose Lane, with stops within a few minutes' walk of each of the sites. The sites are well served by secondary roads, with the rear service road for the shops connecting all three sites. This will provide a future opportunity for expansion, as outlined in the indicative masterplan.

Main Routes

The three sites can integrate into these existing routes, providing vehicular access to all three sites, without further road works or major disruption. They will also provide additional lighting and oversight from these key routes to the local centre, further enhancing security and increasing activity in these areas.

Secondary Access

As site S2 consists of family housing, all units have been given their own private parking space. Additional visitor parking will be provide on Roles Grove. Similarly, the 3-bedroom family houses on site S1 have their own parking space to the front of their house, facing onto Arneways Avenue. The undercroft car-parking to the West Block provides a space for a residents car-club (operated by the church), and a further 19 bays for the flats. S3 has a similar standard of provision of Roles Grove. This is further detailed in the accompanying transport statement.

Pedestrian

Local Access

S1 has pedestrian routes around the perimeter. These will be maintained and the path to the south western corner of the site will be significantly enhanced through lighting and oversight from the adjoining residential areas. S2 has a similar route to the north which it will reinforce, and combined with S3 they will significantly improve the appearance of the service road. S3 will remove the short cut over the land, but will enhance the surface around its perimter.

INTERNAL CIRCULATION

Internal Access Adjoining each residential entrance is the bin and recycling area indicated in diagram 3. Also below the undercroft is dry space for cycle storage, with secure locking mechanisms provided. The East Block’s two cores have separate entrances, with bins, and lifts off Rose Lane. The West Block has a single entrance and bin store off Arnewyas Avenue, with a horizontal link to the other core, protected from the car park and community garden via a louvered fence. Although these blocks do not require lifts as they only go to the third floor, space has been allocated for future provision of lifts.

4. Cores and lift shafts

1. Site Roads Wheelchair Access The main access to the community facility is located centrally off Rose Lane. Either side are the two residential entrances to the flats above. As well as the two wheelchair bays in the residents undercroft parking area, there will be two wheelchair parking bays to the front of the site. All are 3.6m wide. The existing dropped curves to the paths will be maintained, providing suitable wheelchair routes to Marks Gate. All entrances are gently sloped up to the building, with level thresholds at the entrance. The residential entrances each have a suitable canopy to protect from rain, and are well lit and overlooked.

2. Ground Floor main entrances

The 5 wheelchair units are on the top floor. As there are no ground floor flats this is the only level with the two lifts joined by a suitable corridor, and it also provides the opportunity for level access to the roof-top garden for amenity.

5. Lifts linked at top floor

The corridor between the lifts has a minimum width of 1500mm for wheelchair use and turning. The lifts are design for wheelchair use, with suitable controls. And lift car sizes.

3. Ground Floor service spaces

All flats are design to Lifetime Homes, with 300 leading edge to doors etc. The wheelchair flats are designed to be easily adaptable to wheelchair use, with the appropriate floorspace standards with bathroom sized as 2.5m by 2.7m and appropriate internal door widths. Furthermore, a wheelchair storage/charging space is located next to the main entrance door.
