Player after he broke four UAAP records in the 1,500m-, 2000m-, 3000mand 5000m-steeplechase events. He also won a gold medal each in the 800m- and 5000m-run events. UE’s tracksters won a total of 35 medals: seven gold, 12 silver and 16 bronze. The Women’s Team won 3rd Place overall in its division, behind winner Far Eastern University and 1st Runner-up University of Santo Tomas.

In the Women’s Division, Jennyrose Rosales, a 1st-year UE College of Education student taking up Bachelor of Secondary Education, major in MAPEH, was awarded the division’s Rookie of the Year. UE President Receives Award of Highest Honor from Japanese University
U E P r e s i d e nt a n d C h i e f Academic Officer Ester Albano Garcia was honored by Soka University (SU) with the Soka Women’s College Award of Highest Honor in the morning of March 21, 2012, during the President’s visit to Tokyo, Japan, with UE Caloocan Chancellor Zosimo M. Battad on March 19 to 23. President Garcia was conferred with this award by no less than SU President Hideo Yamamoto. The award is in recognition of her achievements in the field of education, being former Vice President for Academic Affairs of the University of the Philippines, former Commissioner and Chairperson of the Commission on Higher Education, and now UE President, and for promoting peace among the nations of the world. The President received a gold medallion and a citation, and the award is a fitting recognition of a great woman-educator of the Philippines. It also comes in perfectly, at a time when all the women of the world should be recognized, as March is known
internationally as Women’s Month. The awarding came right after President Garcia signed a memorandum of understanding on behalf of UE with SU, as represented by President Yamamoto that morning. In the afternoon of the same day, President Garcia was the guest of honor at the Soka University g r a d u a t i o n ceremony at the Ikeda Auditorium. Chancellor Battad delivered the graduation message in front of roughly 3,000 graduates of both Soka University and Soka Women’s College and an audience of 11,000. The University of the East will confer upon one of its sons, Dr. Howard Q. Dee, the honorary degree Doctor of Humanities, Honoris Causa, on April 25, 2011, 9 a.m. at the Philippine International Convention Center Plenary Hall, CCP Complex, Pasay City. Born in Tondo, Manila, Dr. Dee spent his grade school and high school years in Colegio de San Juan de Letran and San Beda College, respectively. He earned his Bachelor of Business Administration degree from UE in 1951, and is a thesis short of obtaining his Master of Arts in Economics degree from the University. Dr. Dee had been a pioneer officer of United Laboratories Inc., where he
had been Vice President and General Manager, and ultimately President from 1953 to 1972. In 1972, Dr. Dee became one of the Founding Trustees of the Philippine Business for Social Progress (PBSP). Highly involved henceforth in the social development sector, Dr. Dee has devoted his self to helping others, especially the underprivileged. He was the Founding Chairman of the Philippine Development Assistance Program in 1984; the Lead Convenor of the National Peace Conference in 1990; the Chairman of the Government Panel for Peace Talks with the Communist Party of the Philippines, New People’s Continued on page 2

A native of Santiago City, Isabela, Mr. Musngi graduated from the UE College of Business Administration -Manila with the degree of Bachelor of Science in Business Administration, major in Accounting, in 1972, before passing the certified public accountant board exam in 1973. His passion, however, had been for radio. As a high school student, Mr. Musngi spent his summer vacations spinning for a radio station where

He was also conferred Doctor of Humanities, Honoris Causa, by the Xavier University in 1999 and by Ateneo de Manila University in 2009. Dr. Dee will be UE’s 29th honorary degree recipient and the ninth UE alumnus to be bestowed a degree, honoris causa, by his Alma Mater. The conferment coincides with the 2012 Yearend Commencement Rites of the UE Colleges of Law, Dentistry, Arts and Sciences-Manila, Business Administration-Manila, and Education, and the Graduate School. He then earned his Master of Laws degree from the University of Southern California School of Law in Los Angeles. He is admitted to the Integrated Bar of the Philippines (IBP), the State Bar of California, and the Illinois Board of Admissions to the Bar on a limited capacity. Commissioner Mison served as an officer of the Armed Forces of the Philippines from 1987 to 1997. He also served as a part-time Commissioner
of radio and television wherein DZMM’s on-air radio broadcasters are seen on Skycable, along with the pertinent headlines of the day. Of late, DZMM Teleradyo is the highestrating cable news channel in the Philippines, even higher than CNN, BBC and Bloomberg. He is also best known as the voice of ABS-CBN, lending his distinctive vocal to the network’s numerous plugs and commercials in Filipino and English alike. Given his career dedication, Mr. Musngi has received several accolades from various award-giving bodies, such as the KBP Golden Dove Awards, Gawad Tanglaw, UP Gandingan and the Rotary Club of Manila. He was recognized as one of the UE Diamond Jubilee Alumni Achievers when the University celebrated its 60th Foundation Anniversary in 2006. More recently, he was the lone media executive recognized in the 2011 Communication Excellence in Organizations Awards by the International Association of Business Communicators Philippines last June 2011.

In addition, he has been a Partner at the Malcolm Law Offices in Makati since 1994. Commissioner Mison has likewise been UE’s Legal Counsel, a position he first held from 2003 to 2005, and again upon his return in 2008. Due to his current BI duties, however, he is temporarily on leave from the University. Prior to their respective Commencement Rites, both the EHSD and ESLS will have their own Baccalaureate Masses at the Conference Hall in UE Manila. The EHSD’s Thanksgiving Mass will be on April 3, 8:30 a.m., while the ESLS will have its Baccalaureate Mass on April 11, 8 a.m.

College of Dentistry Wins Interschool Cheerdance Tilt for 7th Year in a Row The UE College of Dentistry has won the Philippine Dental Association’s annual cheerdance competition for the seventh straight year. (See photo above.) The competition is in line with the annual nationwide observance of Dental Health Month, with the College’s latest victory coming in during the 8th National Dental Health Month Grand Celebration and Fun Run on February 19, 2012, at the Cuneta Astrodome in Pasay
City, Metro Manila. UE’s cheerdance contingent, comprised by students of the College of Dentistry, bested participants from seven other dental schools. This was just one of five awards bestowed upon the UE delegation that day. The UE College of Dentistry also got awarded for Best Cheerdance Costume, which is credited to 4th-year student Jonathan Carl Ragas and 3rdyear student Jacqueline Dos Santos. The
UE contingent’s chant, meanwhile, was honored with the Best Chant Award, which is credited to 4th-year student Germaine Pulido. The College also won the Most Creative T-shirt Design Award, for the work (see image at left) of 4th-year student Nikki Dalay. UE was also recognized for having the most number of attendees, with some 1,100 of the UE College of Dentistry’s students and 40 of its faculty members present.

Famed ‘Whistleblower’ Turned COA Commissioner Talks of Social Responsibility and Good Governance The UE Graduate School, in cooperation with the UE College of Law, conducted its fourth lecture—on Social Responsibility and Good Governance—in the afternoon of March 13, 2012, at Conference Hall in UE Manila. The Conference Hall was packed with students, professors from the different Colleges and guests from different institutions. Honorable Commissioner Heidi L. Mendoza of the Commission on Audit was the Guest of Honor and Speaker of the UE lecture. Commissioner Mendoza became renowned in 2011 as a “whistleblower” of financial anomalies involving the Armed Forces of the Philippines. She was later appointed by President Benigno Aquino III to become COA Commissioner when the position became vacant in 2011. The UE program started with an invocation led by Dr. Elisa G. Puzon, followed by the singing of the National Anthem led by Prof. Wilison Reyes. In her opening remarks, UE Manila Chancellor Linda P. Santiago described the Guest Speaker as a truly outstandiung Filipino. Graduate School Dean Avelina A. De La Rea did the honors of introducing the Guest of Honor and Speaker.

Commissioner Mendoza vividly narrated her own experience as an Auditor in the COA up until her being the Commissioner of COA. She said that to be in her government post while being an advocate of social responsibility and governance continues to be a struggle. She added that her COA position is more challenging than her work in the Asian Development Bank, her employer before becoming COA Commissioner. Commissioner Mendoza stressed that she accepted the position of COA Commissioner because she wants her fellow Filipinos to know that “not all government employees are thieves, not all Filipinos are afraid to speak out against corruption.” Social responsibility, Commissioner Mendoza said, means going above and beyond what is called for by law, and that it entails being proactive toward a problem rather than being reactive. Social responsibility, she added, means eliminating corrupt, irresponsible or unethical behavior that might bring harm to the community, its people, or the environment before the behavior happens. Mendoza also talked about the building blocks for good governance,
citing honesty, accountability and transparency as the behavior a public official should possess to attain the good governance an official aims for the people. She ended her speech by saying, “Hindi puwedeng mangarap ng malinis na pamahalaan na walang iaambag.” Following the lecture was an open forum headed by Dr. Salvador I. Sibayan, College Secretary of the Graduate School. Questions from students, professors and guests were answered by the Honorable Speaker. After an intermission number by Prof. Reyes, the closing remarks of Dean Amado D. Valdez of the UE College of Law were read by Dean Rogelio V. Paglomutan of the College of Business AdministrationCaloocan. The closing remarks were an expression of gratitude to the honorable commissioner for sharing her wisdom with the University, an extension of praise for her having turned her back on comfort to do what’s best for the greater good, and a means to challenge the UE constituency to contribute to nationbuilding, by quoting Mahatma Gandhi: “Be the change you want to see in the world.”
Reports Annotated (SCRA) from Atty. Jose Agaton R. Sibal, one of its accomplished alumni. The formal turnover was made on February 10, 2012, at the College of Law Library. The SCRA is a compilation of Philippine Supreme Court decisions from many years back to the present, with a month’s worth of Supreme Court decisions often compiled into three volumes of SCRA. A single volume of the SCRA is worth P1,000. Atty. Sibal, a 1973 UE Bachelor of Laws graduate and a member of the 2011 Dean of the UE College of Law Alumni Honor Roll, is the Chairman and CEO of Central Book Supply, the publisher of the SCRA. The donation started as a pledge through the initiative of UE College of Law Dean Amado D. Valdez during the awarding ceremonies of the 2011 Dean of the College of Law Alumni Honor Roll last September. Atty. Sibal then vowed to donate SCRA volumes to the UE College of Law Library. The donation was then delivered to the UE Law Library last January 20. At the turnover—organized by the UE College of Law and the Department of Libraries and graced by UE President Ester A. Garcia and UE Manila Chancellor Linda P. Santiago— Atty. Sibal further promised to donate new volumes of SCRA to the UE Law Library. His gesture was received with a thunderous applause courtesy of the law students present. In honor of Atty. UE-NSTP Marks 10th Anniversary with ‘Genuine Service and Renewed Commitment’ The UE National Service and Training Program (UE-NSTP) celebrated its 10th Anniversary this March 2012 with a series of relevant first-time projects to commemorate its successful implementation both as an extension program for the institution and a practical course for the students. The anniversary’s theme was “A Decade of Genuine Service and Renewed Commitment towards a Sustainable and Empowered Community.” In line with the celebration, the UE-NSTP constituency produced a series of relevant projects. First was the Research Consortium, which was represented by faculty members from the different community teams. (The research project ran in SY 2011-2012, from the first up to the second semesters). It was aimed at assessing the impact of community projects and programs being instituted in various barangays to ensure their implementation and
effective operations. The other projects were the Coffeetable Book Launching, Quiz Bee, Coffeetable Book Cover Design, and Essay-Writing Competitions which delved on the theme “UE-NSTP a Decade Hence: Serving People, Community and Institutions—A Pride of True Legacy.” The competitions were held on March 3 at the UE Conference Hall, with NSTP students of UE Manila and UE Caloocan participating. The Coffeetable Book Cover Design Competition featured 20 participants who interpreted the theme “Volunteerism and Environmentalism: Lasting Expressions of Rizal’s Love for the Country” into vivid, colorful images. The winners were Gabriel P. Napilot of UE Caloocan, 1st Place; Triccia Camille C. Millares of UE Manila, 2nd Place; and Annie Ruth A. Suficencia, 3rd Place. The Coffeetable Book will feature selected narrative reports of UE NSTP students in the
past 10 years and will be launched in May 2012. The Essay-writing Competition had 51 participants coming from both Campuses. The winners, all UE Manila students, were Neill Daniel T. Velo, 1st Place; Vincent F. Ramiso, 2nd Place; and Carlo G. Urmaza, 3rd Place. The Quiz Bee had a total of 59 contestants, who all underwent three rounds of competition: easy, average and difficult. The winners were Yubelle B. De La Cruz of UE Caloocan, 1st Place; Jennifer A. Javier of UE Manila, 2nd Place; and Fernebert L. Ganiban of UE Manila, 3rd Place. The Annual Photo Exhibit was launched on March 6 at the Dalupan Building Lobby in UE Manila, with “Noon, ang Simula, Tagumpay sa Pagkakaisa: UE-NSTP Isang Dekada na sa Paglilingkod, Pagmamalasakit, Pagsasanay, Pagtugon at Pagtatalaga” as theme. The exhibit featured the different committees of the NSTP as
well as the work they do and their accomplishments. Rounding up the celebration were the NSTP Commencement Exercises held on March 17. (Some of the graduates are seen in the photo above.) Prof. Aimee Dizon, former Chairperson of the Department of History and International Studies, addressed more than 500 graduates of Literacy Training Service (LTS) and Civic Welfare Training Service (CWTS). Prof. Dizon cited the values of volunteerism and environmentalism as Rizal’s expression of love for country. She also shared with the students some of her experiences as a former NSTP faculty member. UE Caloocan held a weeklong celebration of the 50th founding anniversary of Caloocan City itself, from February 20 to 24, 2012. Several exhilarating events were spearheaded by the different colleges and student organizations with “Unity and Excellence in Realizing Exemplary Dreams (UE RED)” as overall theme. This celebration made the UE Caloocan Community unite and believe in one common perspective: It’s more fun in UE Caloocan! The activities during the celebration included a thanksgiving mass, a motorcade and parade, a sports fest, seminars, an arts exhibit and competition, a career orientation for senior high school students of public and private high schools, a campus tour and free college entrance test, contests and quiz bee, UE alumni awareness gatherings, a pageant, a research colloquium, team-building activities, bloodletting, film showing, IT tutorials, and a job fair. One of the highlights of this year’s celebration was the College of Business Administration lecture on “The Challenges in the Airline Industry” held on February 22, 2012 at Multipurpose Hall 1 of the College of Engineering. The guest of honor and speaker was Philippine Airlines (PAL) President and Chief Operating Officer Jaime J. Bautista, who is also the Vice Chairman of UE. Vice Chairman Bautista’s talk focused on major issues affecting the airline industry in general and PAL in particular. A n o t h e r C a l o o c a n We e k highlight was the awareness day sponsored by the UE Caloocan Alumni Association in partnership with the Ecological Society, and Umagang kay Ganda and Boto Mo, Ipatrol Mo, morning programs of ABS-CBN News and Current Affairs, on February 23, 2012, 4 a.m., at the UE Caloocan Gymnasium. There was a live telecast of the different events offered by the Alumni Association such as physical fitness, where 1,000 students participated and were choreographed by the dynamic and energetic faculty members of the PE Department, headed by the Officer in Charge, Prof. Paulita
Idian; seminars on cervical cancer and environmental issues; an art competition; and “Chef’s Warrior,” in cooperation with the College of Arts and Sciences Committee on Extension and Community Outreach (CAS CECO), CAS Student Council (CASSC), and the Council of Hotel and Restaurant Management Society (CHARMS). Moreover, UE Caloocan, through the Committee on Alumni Affairs and ABS-CBN, also commemorated the 26th anniversary of the EDSA revolution via “Tropang Malaya Bunga ng Edsa,” specifically enriching the students’ awareness of the very essence and significance of Philippine democracy in the present generation, with UE alumnus and former Philippine Vice President Noli “Kabayan” De Castro, ABSCBN anchors Sol Aragones and Gang Badoy, and singer-composer Jim Paredes as guest speakers. The program also unshackled the quiescent consciousness of the students when rhythm and blues singer Princess Velasco and Pinoy Dream Academy winner Bugoy Drilon came out to inspire and entertain. UE Caloocan alumnus and Communication Arts special lecturer Engelbert Apostol (UE AB ’94) made the special participation of ABS-CBN possible in this year’s celebration. An exciting moment for the celebration of the UE Caloocan week was the team-building activity on February 24 at Johndel Resort in Nasugbu, Batangas. UE Fencing Team Wins Big in ‘Espada U-23 Fencing Championships’ The UE Red Warriors Fencing Team took home the lion’s share of winnings in the Espada Under 23 Fencing Championships held last January 29 at the Philsports Arena, Pasig City. The UE team claimed victory in nine out of the 12 categories in the competition. Aside from nine gold medals, Lualhati’s Fencers also received four silver medals and seven bronze medals, bringing UE’s total medal count to 20. UE’s team outclassed teams from, among others, Far Eastern University, Ateneo de Manila University, the University of the Philippines and Reedley International School.
In the Boys’ Epee event, Marlowe Nicole Osayan won the gold medal in the 13-16 years old division, while Lee Eigran Ergina also won the gold medal in the 17-23 years old division. Paul Talavera (rank 17) also competed. For his part, Christian Jhester Concepcion won the silver medal in the 13-16 division. Allaine Nicole Cortey won the gold medal in Girls’ Sabre, 13-16 division, while Kharyl Shoemaker earned the bronze. Also in the division was Drew Alyssa Cesa Celso (rank 6). Jylyn Nicanor brought home the gold medal in the 17-23 division, with Clicheilyn Del Rosario took home the bronze. Hillary Romero (rank 9) and Rose Ann Reyes (rank 11) also competed in this division. EHSD Faculty Member is Best Thesis Awardee UE Caloocan Elementary and High School Department faculty member Auggene John D. A. De Vega received the Best Thesis Award from Meycauayan College in Meycauayan City, Bulacan, where he has pursued the degree of Master of Arts in Education, major in Filipino. Mr. De Vega’s thesis is entitled “Ang Bisa ng Patalastas sa TV sa Pagkatuto sa Filipino” and he defended it on March 3, 2012, to a panel composed of Meycauayan College Dean Eugenia E. Javier as chairperson and Dr. Roberto E. Javier of De La Salle UniversityManila and Prof. Alvin M. Nieva of San Beda College as members. Another EHSD faculty member, Mr. Nelson G. Agoyaoy, recently completed his own thesis as well, for the Philippine Normal University, where he has earned the degree of Master of Arts in Teaching Social Science. His thesis is entitled “Learning Styles and Attitudes of First-Year High School Students in Araling Panlipunan I: Basis for an Action Plan.”

GRADE SCHOOL KIDS MAKE THE GRADE Two pupils of UE Caloocan’s Elementary and High School Department (EHSD)—Alden Kiel A. Joves (Grade 6, Section Bonifacio) and Jio Aron A. Rosanda (Grade 5, Section Falcon)—won 1st Runnerup in the Math Olympiad (Division of Caloocan) of Notre Dame of Greater Manila, held last February 28. CAS-HRM Students win in Tea Competition Two students under the UE College of Arts and Sciences-Manila’s Department of International Hospitality won in two separate contests of the “Endless Possibiliteas” competition held by Unilever Philippines for its Lipton brand of teas last December 12. Silangan Athletics Teams Win 35 Medals, Including 7 Golds

The group of Daveson Kyle Narido, Robertson Madayag, Blaise Miguel and Steve Miguel, all 2nd-year SLS students, won a silver medal each in the 4x400m relay. Chester Miguel Corpuz, a 1st-year SLS student, also won a silver medal, in the 5000m dash. The group of Irene Gullos, Josephine Mendoza, Jennyrose Rosales and Kristina Mae Santos, all College of Education students, won
a silver medal apiece in the 4x400m relay. Ms. Gullos also won a silver medal in the 400m low hurdle. The group of ladies Alloyda Kezia Devoma, Irene Gullos, Jennyrose Rosales and Kristina Mae Santos won a bronze medal each in the 4x100m relay. Receiving bronze medals as well were Alice De La Cruz from the 3000m and 5000m walk, Macrose Dichoso in the 1000m run, Irene Gullos in the 400m dash, and Josephine Mendoza in the 800m run. All the group and individual bronze medalists are students of the UE College of Education. In the Men’s Division, UE College
of Education student Stefan Jalbuena won silver medals for his 10,000m and 5,000m walk. Fellow CEduc student Wenlie Maulas also won a silver medal from the 800m run. College of Computer Studies and Systems student Richard Salano brought home four silver medals, for his 5,000m, 10,000m-, and 1,500m-run, and 3,000m-steeplechase efforts. The squad of Abraham Alzona of the College of Business AdministrationManila, Rhonnie Valentin and Rhyean Vergara of the College of Education, and Kristoffer Carlos of the CCSS won a bronze medal each in the 4x100m relay. Mr. Alzona also won bronze
medals from the 200m and 400m dash, while Wenlie Maulas won a bronze medal for his 1,500m run. The UE Red Warriors Women’s Track and Field Team has the legendary Elma Muros-Posadas as Head Coach, with UE alumni Mercedita Manipol, Amelia Francisco and Dandy Gallinero as Assistant Coaches. The UE Red Warriors Men’s and Boys’ Teams are under the tutelage of Mr. Arthur Fronda, with Mr. Leo Roberts Vijar as Assistant Coach for the Men’s Team, and Christopher Balcoba as Assistant Coach for the Boys’ Team.
UE Red Warriors Weightlifting Team: Philippine 5-in-1 Powerlifting Champion The UE Red Warriors Weightlifting Team emerged as the Overall Champion of the Philippine 5-in-1 Powerlifting Championships, held on January 28-29, 2012 at Robinsons Novaliches. The entire UE weightlifting team won a total of 51 medals: 24 gold, 21 silver and six bronze. In addition, the Women’s Team swept the championship in almost all of the categories, while the Men’s Team won the championships in the Class B and High School Division. In the Elementary Category, Grade 3 Elementary and Secondary Laboratory Schools (ESLS) pupil Eriel Cardano (47kg) won the gold medal in the Girls’ Division, while Grade 5 pupils Jamil Joseph Sebastian (53kg) and Herbert Cadenas (59kg) both won a gold medal in the Boys’ Division. In the High School Category, 3rdyear high school-ESLS students Daryl Ann Ancuelo (43kg), Ma. Celinna Espeña (47kg) and Gwen Balisi (over 84 kg), and 2nd-year student Aislinn Agnes Yap (73kg) won gold medals in
the Girls’ Division, with another 3rdyear student, Emily Racelis (47kg), winning a silver medal. In the Boys’ Division, 1st-year student John Kevin Padullo (53kg) won a gold medal, while fellow 1styear student Ronald Pagalan (63kg) won a silver medal. Physical Education Department to Conduct Summer Clinics 12

The Department of Physical Education on both UE Campuses will conduct summer clinics for its personnel starting April 15 up to May 15, 2012. The summer clinics will be divided into two sets. The first set will include two types of activity, both to be held every Friday at Gym 2: first is an aerobics clinic, 5-6 p.m., to be followed right after by ballroom dancing, 6-7 p.m.
Faculty members and all other UE employees are encouraged to participate. The second set will be mainly for children of UE faculty members and employees, as well as children of non-UE personnel, who are of elementary or high school age. This set will have five sports clinics: beginners’ basketball for boys and girls, beginners’ fencing for boys and girls, basic ballet for girls,
