A01. Heritage and New Urban development in Alexandria Historictal center Study case: A new role for Okelle Monferrato in Mohammed Ali square Supervisor Pallini Cristina My thesis is depicting the longstanding debate between the need for urban
development and heritage conservation. The study goes through Alexandria’s
urban changes throughout history highlight Mohamed Ali square to acknowledge the
history and significance of the city during the 19th century. Analyze the Okelle Monferrato building overlooking the square, where I
proposed a conservation concept idea considering the city needs and along with 2032 vision that is currently in action.
The Influence of the Historical Change on the current Urban Fabric;

Building with Heritage value according to the Egyptian National Organization for Urban Harmony. Analyze the current situation to update the existing heritage list of 2007. Although being
listed, many of the buildings were lost the
same. Listing is not beneficial enough to protect heritage. The situation now is beyond
listing a single building to save it but consider the full picture and context where the building is read as a unit.

a single building to the level of the urban unit. The building is usually shown coherence with its urban environment. My point is to deal with
the entire square as a heritage asset, that reflects the recent modern history of not only Alexandria but also Egypt.

I aim to conserve the building’s ability to new mixed-use activities, recreating its character and keeping its significance to restore the original shape of the building to recall the architectural value of the building as a monument with historical value. The roof became a new cover for the shaded areas. The third floor proposed to be clear off random infringements to create an open space to be developed as a cultural gathering point taking advantage of the beautiful view facing the historical square. The second floor proposed to extant the Deaf fraternal connection association to give more room to exhibit the production of the small products done by the registered families. The first floor more space to Behna Agency, offering space for film archives exhibition, and adding rooms for film restoration laboratories. Ground floor proposed to open walkable patio with some cultural cafeteria. In conclusion, to settle longstanding conflicts between heritage conservation and urban development. We need to understand that we can achieve new development by using heritage assets as an advantage element. However, acknowledging the city need and improving the living conditions and built environment while Formalize some guidelines and recommendations to list not only a building but consider as well the urban unit.

The intervention aims to preserve and hand down works of historical, artistic and natural interest, while making them easier to understand, without deleting the marks of the passing of time; it is based on respecting the ancient substance and the genuine documents that such works embody, while also being an operation of critical interpretation, not verbal, but expressed by the actual work. Namely, a critical assumption and an ever-changeable option by which the original will never be irreversibly changed.

The former Wellington Destructor and the neighborhood around it have been subject to great change in the past years. Their future development is still open, and many possible options are on the table. Given these conditions, it may prove to be effective to postpone substantial changes to the structure and appearance of the former Wellington Destructor for a period of time that will allow to have a better picture of the how the neighborhood around it will be transformed, and the new needs that this will bring. In the meantime, a very elemental action is proposed for this relevant heritage building: covering each of its rooms, larger and smaller ones, with a layer of different natural materials –as sand, salt, coal, gravel– or manmade ones –as felt and steel. The building should then be entered barefoot, to ensure a full experience of the texture and sensations associated to each of these single materials. This simple move would allow to dramatically transform the atmosphere of the spaces, allowing a wide range of possible activities, from educational to leisure ones, while guaranteeing a complete reversibility of the intervention and respect of its historic features
