The primary go al o f effective library design and space planning is that the facility must respo nd to the needs o f its service po pulatio n. Once the needs o f its service po pulatio n are determined, the library building must include flexibility in the design o f its interio r and exterio r spaces and elements in o rder fo r the library to effectively address the immediate and future needs o f its design po pulatio n. Since the late 19 70 s, advanced techno lo gies and alternative metho ds o f ho w libraries deliver services, i.e., distance learning, electro nic media, co ntinue to develo p rapidly. Befo re the late 19 70 s, ho using print media was the main functio n o f a library. To day, Internet access, electro nic media, co mputer techno lo gy, and o ther fo rms o f mo dern-day advancements have had a pro fo und effect o n the functio n and design o f libraries. As a result, library design must take into acco unt all o f the issues that may affect its use in the future. Inco rpo rating flexibility and adaptability in the design, planning, and co nstructio n o f libraries is essential in o rder fo r the library to serve the immediate and future needs o f its co mmunity.

The first step in the design o f any library is a written building pro gram that o utlines the library's space needs. An effective pro gram must include input fro m librarians and library staff who have hands-o n experience with the functio n o f a library, its space needs, and the needs o f its service PDFmyURL.com

po pulatio n. A general rule o f thumb is that the pro gram sho uld pro ject the space needs o f the library fo r 20 years. A library building co nsultant can also help to prepare the building pro gram. Library design is mo st effective if the pro gram is develo ped befo re beginning the schematic design phase.
