Those of us who have attended every meeting, here and downtown, were not listened to over a period of seven years. Indeed, we were called NIMBYs and preference was given to the chamber of commerce and to developers in a giant giveaway of government land and wetland (along Via Marina between Tahiti and Marquesas ways), where not even a park was legal. If we only had the wherewithal for a lawsuit against the county. Now we have the magic number: 150. Show up at the next marina meeting, readers, and speak up during public comment. Re: “Knabe kills plan to move boat launch,” news, June 26 The latest developments in Marina del Rey have revealed that Los Angeles County’s socalled visioning process on the future of the marina is a total farce. One might have assumed when the visioning process was first announced that it existed for citizens to make suggestions on the Marina’s future to be passed on to L.A. County Supervisor Don Knabe, the man in charge of marina development. Instead it turns out that the only substantial suggestion in the visioning — removing the public boat launch to build a shopping mall and razing the funky Fisherman’s Village to provide a parking lot for the relocated ramp — came from Supervisor Knabe himself! Urgent steps are needed to restore public confidence in the balanced development of L.A. County’s most precious recreational asset. As a first step I would suggest the county restore the initial review powers of its own Marina Design Control Board, which Supervisor Knabe removed in 2007 after the DCB threw out the county’s most repulsive project, the erection of a boat-stacking storage tower looming over the nature panorama of the Ballona Wetlands and sticking out 100 feet over marina waters. At the same time the county might consider vesting similar veto powers in its Small Craft Harbor Commission so the public would feel confident in having a suitable forum to voice its views. The removal of all independent review has meant that the county apparatus exists
solely to advance the demands of favored developers for lease extensions and bigger buildings. The L.A. County Regional Planning Commission, which is supposed to provide this service, has served merely as a rubber stamp for all county projects, and its members have not come anywhere near the marina for their marina deliberations as far as I am aware. In addition, the California Coastal Commission, which unfortunately gave away most controls over marina land use to the county in 2011, should be persuaded to get the county to call a halt to its issuing of leases for residential units, the lowest priority under the California Coastal Act. It should also insist the county honor its (broken) promise to build a park on a westside lot designated FF. It must also call a halt to the steady erosion of small, under 35-foot recreational boating slips done at the developers’ behest. The harbor’s original 6,000-or-so is now heading for just over half that number. But even all this does not go far enough. Federal and state representatives and organizations should be persuaded to review the county’s handling of marina development and insist that proper attention be paid to the recreational needs of the county. State Assemblyman Steven Bradford has shown himself ready to intervene on the public’s behalf on this issue. State Sen. Ted Lieu, who is running for Congress, has failed so far to involve himself on this matter of excessive privatization on the publicly owned lands of the marina. Bruce Russell Marina del Rey

County officials say the cost to boat owners could be significantly more. County Supervisor Don Knabe, who represents Marina del Rey, has been a vocal critic of the state water board’s timeline for copper removal and its denial of a county request to delay imposing a TMDL reduction mandate for two years. “We know that’s simply not feasible or reasonable. We were treated very rudely at the hearing, and we made an excellent scientific presentation. I’m very patient and I know how to work within the system, but if they’re not cooperative and they treat us like they did before, I’m prepared to go nuclear with this,” Knabe said during his “State of the Marina” speech in April. “Going nuclear,” he later explained, could involve a county lawsuit against the board. Los Angeles Water Quality Control Board Executive Director Samuel Unger said the board’s decision isn’t wholly inflexible. “The board can reopen the TMDL at any time based on new information and make appropriate adjustments,” Unger said. “We applaud the county for taking these steps.” Baker noted that the water board’s decision was not based on site-specific studies of the harbor. Local environmental organizations counter that there’s already plenty of evidence that the harbor is polluted and that the county should be spending on cleanup efforts rather than more studies. “I don’t want to see additional studies used as an excuse not to implement the TMDL,” said Kirsten James, director of water quality for Santa Monica-based

By Gary Walker Los Angeles County appears to be gearing up for a fight with the state over recent copper pollution remediation mandates imposed on Marina del Rey harbor. Unwilling to rely on a state water analysis that concludes the harbor is heavily contaminated by tiny particles of the toxic metal, the county is now ready to spend up to $4 million to conduct its own studies. “We feel that it’s really best for everyone that we get site-specific analyses in our harbor. We need to know what level of copper is harmful,” said Carol Baker, spokeswoman for the Los Angeles County Dept. of Beaches and Harbors. The $4-million request by Beaches and Harbors to fund third-party tests at various points in the marina over the next five years was approved unanimously by the Board of Supervisors on June 17. Local environmentalists, however, are skeptical that the county is simply dragging its feet in an effort to delay cleanup efforts. In February, the state-appointed Los Angeles Water Quality Control Board voted unanimously to require an 85% decrease in copper toxicity in Marina del Rey over the next 10 years. The federal Clean Water Act empowers state agencies to limit the total maximum daily load (TMDL) of toxins in a specific body of water and to compel local jurisdictions to lower pollution levels to within those limits. In the case of Marina del Rey, this could mean a costly dredging of the harbor and forcing boat owners to strip copper paint from the hulls of their boats and apply alternative nontoxic coatings. Water board officials estimate that

nonprofit Heal the Bay. “There have been plenty of studies on Marina del Rey. At this point, the county should be moving forward to limit the [copper toxin levels].” Laura Meeker, watershed programs manager for Santa Monica-based Los Angeles Waterkeeper, cited a 2009 study by the California Environmental Protection Agency that concluded Marina del Rey had the highest level of dissolved copper levels of 23 harbors that were tested statewide. Earlier this year, Heal the Bay and Los Angeles Waterkeeper sent a joint letter to Unger supporting the water board’s 85% copper reduction mandate and the 10-year timeline. Water quality board representatives say the state EPA analysis points up a nexus between the cooper-based paint coating the majority of some 4,500 vessels docked in Marina del Rey and the high concentration of copper in the harbor’s waters. Dozens of local boat owners and one boatyard owner testified before the water quality board in February that there is a lack of reasonably priced alternatives to
copper-based boat paint and that switching paints could make recreational boat ownership prohibitively expensive. Meeker countered that Los Angeles Waterkeeper has a boat anchored in Marina del Rey that switched to a non-copperbased paint in 2008. “I was a little surprised to hear people say there were no other options to copperbased paint,” Meeker said. “There are other fleets of boats that don’t use copper, and in the end we’ve found that it saves us money.” Baker said the county-funded studies would specifically analyze the need to reduce copper pollution related to vessels, explore which if any areas of the harbor might require some sort of dredging to remove toxic sediment and consider remediation effort costs. The California Water Resources Control Board, which supersedes the state’s regional water boards, plans to take up the issue later this year. gary@argonautnews.com
Charges filed against Westchester pot clinic operators Medical marijuana dispensaries on Manchester Avenue and Lincoln Boulevard are operating illegally, city alleges By Gary Walker The owners of two medical marijuana clinics in Westchester will be in court this month facing criminal misdemeanor charges that those dispensaries are operating illegally, according to the Los Angeles City Attorney’s office. Clean Green LAX at 8338 Lincoln Blvd. and Green Cross LAX at 5593 W. Manchester Ave. are not among the 135 marijuana dispensaries that were grandfathered into legal status under the 2013 city ballot measure Proposition D, city attorney’s office spokesman Rob Wilcox said. The law capped the number of legal clinics and imposed new zoning and land-use requirements on existing operators. Clean Green LAX owner William David
Bannon and Green Cross LAX owners David Shin Killman and Tina Jo Jackson are accused of violating Proposition D as well as city zoning laws, Wilcox said. They are set to stand trial on July 15 in downtown Los Angeles. Helena Yon Kim and Peter Kyoung Kim, owners of the building that houses Green Cross LAX, also face misdemeanor charges, Wilcox said. Calls to Clean Green LAX and Green Cross LAX were not returned. Clean Green LAX has been the subject of complaints from business and neighborhood leaders in Westchester. On Feb. 4, the LAX Coastal Area Chamber of Commerce sent a letter to Los Angeles City Attorney Mike Feuer requesting an investigation of the business.
“As a chamber of commerce, it is important to our members that businesses all operate by the same rules and regulations,” chamber President Christina Davis wrote. “This illegal business is located in a major thoroughfare … and, therefore, should have closed their doors, but despite the current law, they continue to remain open.” Davis went on to say that the chamber is “not opposed to legally operating institutions, but when businesses blatantly thwart the law, we expect enforcement to be an immediate next step.” Feuer’s office has filed 128 criminal charges against cannabis shops since he became city attorney last July. Last year the city attorney’s office invoked Proposition D to shutter five Westside dispensaries:

By Michael Aushenker His name is Parker and he carries a camera. But this ain’t no Spider-Man flick. Actor Parker Stevenson — returning to television after a long hiatus in shows such as Monday’s episode of “Longmire” — expresses his creativity through photography when he’s not working in front of the camera. “I always have the camera in my car,” said the Venice resident, who turned 62 last month. Stevenson is currently shooting the photographs for an upcoming book about roller derbies and has work headed to an upcoming exhibition at The Hague. “I spent four days this winter exploring the entire complex and recording my impressions of the vast interior spaces and architectural details for an exhibition of oversized prints on silk this fall to be held in the [Richard Meier-designed] Hague Complex,” Stevenson said. But as an actor, for anyone 40 and older, their first association with Stevenson often boils down to three words: The Hardy Boys. After landing “Lifeguard,” a movie in which Stevenson played opposite Sam Elliott, the young Stevenson snagged his career-making role, co-starring in ABC’s “The Hardy Boys / Nancy Drew Mysteries” series from 1977 to 1979. Based on the
popular young adult novels by Edward Stratemeyer, “The Hardy Boys” featured Stevenson and Shaun Cassidy as young amateur sleuths Frank and Joe Hardy. The show turned Cassidy into a teen idol. Stevenson parlayed that success into playing Burt Reynolds’ archrival in the 1983 feature film “Stroker Ace,” then met now exwife Kirstie Alley while making the 1986 TV mini-series “North and South,” a Civil War drama also starring Patrick Swayze and Jean Simmons. Stevenson appeared in the original cast of “Baywatch” in 1989 and returned in 1997-98 for the syndicated version before playing a recurring role on the second season of “Melrose Place.” And then Stevenson retreated from Hollywood, putting his acting on the backburner to deal with a well-publicized messy divorce from Alley and to raise his children. While Stevenson may have left Hollywood, his creativity never deserted him. He soon reconnected with an old flame: photography. Stevenson’s love for the art began with shooting wedding photos at 14 and continued with architectural photography while he attended Princeton’s architecture program. Stevenson did enjoy some chances to work behind television cameras thanks to “Baywatch” star David Hasselhoff — “He misled me. He told me they were desperate,”
Stevenson said, smiling — but finds working with a still camera more expedient and reliable. “I don’t need anyone else’s approval,” he said. For a while, Stevenson shot portraits of people he met during his day job, including Hasselhoff’s daughters. “I quickly stopped that. Shooting people like that was always embarrassing,” — especially if the subjects rejected the results, he said. “I know how awkward it is, how invasive it is,” said Stevenson, alluding not to the extremities of unwanted paparazzi attention but to the simple daily realities of an actor’s life. “It’s really not fun.” The only time Stevenson has felt comfortable as a photographer’s subject was with the late Herb Ritts, who exhibited “a calmness and a comfort. You felt safe with him. His graphic sense was really acute.” Despite how difficult Stevenson’s first blush with stardom was for him as a young actor, “it’s much harder now. The Internet and the paparazzi are a lot more avaricious,” he said. “For all those reasons, I understand the experience. So when I shoot, I’m goofy a lot of time. I’m talking and sharing my whole life [to put the subject at ease],” he said. “I’m not interested in someone posing or looking handsome. I’m interested in the

Fast food with European flair

I look for meaning in words and often don’t find it. I distinctly remember discovering, to my disappointment, that the name Häagen-Dazs doesn’t mean anything in any language. When I heard about a new Italian-themed café in Santa Monica called Ciboteca, I assumed the name meant something in Italian. It apparently does, though in a non-linear fashion; it’s a made-up slang based on the Italian word for food with an ending that is usually used to mean store. To an Italian this is probably clever and to Americans it’s a memorable name, so this is probably a win all around. The large café has a sleek and beautiful modern design with lots of floor space and a few tables — a ratio that makes me assume that most of their business is take-out. The uncluttered space does make it pleasant for those who eat there, as we did, and they serve the food on nice china. Those who dine in have the added advantages of being able to browse the small selection of Italian groceries and preview the dessert cases. Ordering from the counter is simultaneously simple and complicated — simple because the menu is posted, and difficult because the display cases are full of beautiful food. The complication is that although proteins like meat and fish are posted by the serving, vegetables and salads are priced by the pound. A more conventional strategy that prices a protein with a side dish or two would be a lot easier to figure out. We ended up over-ordering and deciding to take some home because there were so many things we wanted to try. For starters this meant a lamb kebab, fennel gratin and a salad

of garbanzo beans, carrot, greens, olive oil and goat cheese. The kebab had three pieces of tender lamb along with zucchini and bell pepper, but was slightly under-spiced by my standards; I think a bit more garlic and pepper would have improved it. Both salads were excellent. I am going to have to try making roasted fennel gratin at home, because the Gruyere cheese and sweet/ sharp fennel flavor are delicious together. As for the salad, I had ordered this on a whim despite the fact that I’m not a big garbanzo fan. The carrot sweetness and slight bitterness of radicchio leaves and arugula dominated the beans and feta, but that resulted in a fine balance of flavors and textures. For main courses we selected an order of pork ribs, half a rotisserie chicken and a piece of roasted salmon. (As I mentioned, we figured we’d take some home. As it happened, we didn’t.) The pork ribs were simply roasted with garlic, rosemary and a little salt, so you tasted the natural pork flavor. The effect was very different from American barbecue; less tender, with little or no smoke flavor, but intensely porky like good carnitas. The chicken was a bit greasy, as is often the case with rotisserie cooking in which meat is basted continuously, but it was tender and delicious though slightly salty. The cavity of the bird had been stuffed with rosemary, which added to the flavor and aroma. The bird was on the small side, and the half-chicken was appropriately sized for a hearty lunch or dinner. Ciboteca doesn’t serve wine, so we had a pair of unusual Italian

I had ordered the angel roll because I have always been skeptical of gluten-free desserts — they’re usually not very satisfying, and I wanted to see if Ciboteca could make a good one. Wonder of wonders, they did. The éclair was good, and the angel roll was its equal. On a return visit I’ll also investigate their handmade chocolate further, since they gave us samples of a white chocolate filled with matcha tea and a dark chocolate robed yuzu truffle. Our lunches ran about $20 each, but the quality and variety was extraordinary. You can dine more economically if you don’t try to sample everything in one visit, and a panini with sides cost much less. Ciboteca is a gem for those who appreciate fast food with European flair, and a great addition to the community from the same team that created Hostaria Piccolo and the associated restaurants. Fireworks and waterworks Marina del Rey celebrates Independence Day with its annual fireworks show and dinghy parade

By Michael Aushenker Come Friday, two annual Marina del Rey events — one volunteer-run, the other sponsored by L.A. County — deliver both fun and meaning to mark Independence Day. Before the county’s 9 p.m. fireworks spectacular over the harbor, the Marina del Rey Dinghy Parade offers an inventive way to salute military and public safety officers and veterans. The dinghy parade, launched eight years ago by Marina del Rey Holiday Boat Parade co-chairman Lowell Safier, is just what it sounds like: a procession of decorated small boats moving in solidarity through the harbor, in this case trailing behind a water-squirting county fireboat. The dinghy parade starts at 3 p.m. and follows the Holiday Boat Parade’s familiar path, starting out at Del Rey Yacht Club and heading along the harbor peninsula before turning around and retracing the route. Last year’s dinghy parade drew some 50 dinghies, but Safier said the event is more about honoring people who serve the country and their communities than
making a big spectacle. “I don’t want to make this a commercial venture. It’s not that kind of a function, he said. “There’s no booze, this is a function like going to church. We’re showing our respect.” Less solemn but also powerful is the evening’s annual fireworks show, when as many as 10,000 people are expected to converge around the harbor, according to Los Angeles County Dept. of Beaches and Harbors spokeswoman Carol Baker. Zambelli Fireworks Internationale conducts the 20-minute display, shot from a barge from the main channel, and KXLU 88.9 FM coordinates a radio program including music by John Phillip Souza and other patriotism-appropriate works. “We don’t usually have security issues. People are well-behaved,” said Baker, who contends the real challenge has historically been safely shepherding people out of the marina after the display is over, when most attendees are trying to leave simultaneously. “We’re asking motorists to be patient,” Baker said. “We have been working with

If they can take other modes of transportation to come in, we recommend it.” That’s where the water bus and beach shuttles come in. Marina del Rey’s water bus service around the marina runs from 11 a.m. to midnight, and the beach shuttle runs from 10 a.m. to 8 p.m. Another encouragement to take public transportation: parking costs at county lots are $7 to $10 for the evening.
However one chooses to arrive, Baker promises the journey is worth the effort. “It’s one of the most beautiful fireworks displays and locations to watch from, right on the marina. A Foo Fighter, Wallflower and former Pearl Jam member join Marina del Rey’s Jonny Kaplan for a July 4 jam session by the sea By Michael Aushenker It’s the best kept July 4 secret in Los Angeles: every Independence Day, four parachutists land on the intersection of Sunset Boulevard and Swarthmore Avenue, kicking off a day of festivities in Pacific Palisades that includes a starstudded Americana parade and a rock concert with fireworks show at PaliHi’s Stadium by the Sea This year, some contemporary rock royalty —including members of the Foo Jonny Kaplan Fighters, The Wallflowers, and Marina del Rey’s own Jonny Kaplan — headline the concert, which also features Venice-based ukulele collective The Ooks of Hazzard. A harbor live-aboard and front man for popular L.A. alt-rockers Jonny Kaplan & the Lazy Stars, Kaplan leads the all-star cover band After School Special. The lineup includes the Lazy Stars’ Rami Jaffee — the Grammywinning Foo Fighters keyboardist and a founding member of The Wallflowers — as well as former Pearl Jam drummer Dave Krusen, Blind Melon guitarist Christopher Thorn, Neil Young bassist Rick Rosas and violinist Jessy Greene, who has performed with Pink and Wilco. Sweetening the deal, a special guest: Foo Fighters guitarist Chris Shiflett. “After School Special plays classic FM rock ’n’ roll,” Kaplan said of his band’s high-energy set list, which includes some Young, The Rolling Stones, Tom Petty and T-Rex. “We all live and breathe to play music.” The band enjoys a unique chemistry forged over decades. “We've been playing together on and off together for
20 years,” said Jaffee, reached in Seattle while working on an upcoming Foo Fighters album and the accompanying HBO docu-series “Sonic Highways.” Meanwhile, Ooks of Hazzard leader Ed Marshall promises a battery of hits from the likes of Led Zeppelin, Radiohead, Devo and MGMT “in our army of uke-style sound,” and a special patriotic song. The Ooks launched with a cover of MGMT’s electronic hit “Kids” that went viral on YouTube and have since performed nationwide on a mission to reboot the ukulele’s reputation from caricature instrument to instrument character. “I’ve been attending the parade for decades, so I feel stoked and honored to be playing the [July] 4th fireworks show,” said Ooks’ Patrick “P.J.” Hildebrand, a PaliHi grad. He and Jaffee played together in the bands World Zen and El Vez, and Jaffee bought his first guitar from Hildebrand’s father’s Palisades music shop, Amazing Music. “We were both excited to see ourselves on the same bill all these years later. I think I'm gonna jump up on the Ooks’ set, too,” Jaffee said. The Palisades Rock the Fourth concert begins at 6:30 p.m. Friday at the Stadium by the Sea, 15777 Bowdoin St., Pacific Palisades. Stevenson, in photographing such scenes, does not intend to become the next Walker Evans or Dorothea Lange with his camera. “I think the image was beautiful and non-judgmental,” he said of his photograph of a Venice Beach encampment with hoisted American flag. “It wasn’t to comment on that, but it was about that image. I feel like it’s somehow exploiting people to do
that [kind of photography]. We’re not in the Dust Bowl in the ‘30s.” Stevenson maximized his threeweek New Mexico shoot for “Longmire” by photographing around the outskirts of Santa Fe. Regarding his turn on the A&E show, Stevenson said, “It sort of came out of the blue. I went in and read for it and got cast in a role that I never would’ve been cast for,” he said, even finding inspiration for it in his neighborhood. “I’m surrounded by a lot of transients here in Venice” was all he could say about his role without giving away details. In addition to “Longmire,” Stevenson appears onstage at Gary Marshall’s Falcon Theatre
in Toluca Lake for the one-night production of “Chasing Smoke” on July 18. Today, Stevenson equates the adulation he still receives for “The Hardy Boys” and “Baywatch” with “someone coming up to you and saying ‘Hey, we went to the same school’ — a nice commonality,” he said. “I stepped back.
