About Dressage Dressage is a French term meaning “training” and its purpose is to develop the horse’s natural athletic ability and willingness to work making him calm, supple and attentive to his rider. If you are a history buff, you might be interested in reading more about the beginnings of dressage that date back to Xenophon in Greece and include a long line of riding masters, both from the military and the famous riding schools which developed during the Baroque era. Currently, competitive dressage involves nine progressive levels incorporating multiple tests within each level. Special tests are also written for musical freestyle, sport horse breeding and performances incorporating multiple horses and riders. Tests are revised every four years by the United States Dressage Federation (USDF), the United States Equestrian Federation (USEF) and the International Equestrian Federation (FEI). Competition occurs in a regulation size arena with specific apparel and equipment all regulated by USEF. Judges are licensed by the USEF and the FEI and are assisted by scribes who write down the judge’s scores and comments during the test. Success in dressage is dependent on the rider’s position and ability but because of the goal of the training, many horse breeds can be quite successful. Watching dressage can be very exciting, especially the musical freestyle rides or tests at the FEI (highest) levels. USDF Statement on Animal Welfare The United States Dressage Federation, Inc. (USDF), a federation of individual members and over 100 independent organizations throughout the United States, supports the concept of ethical treatment of animals. Dressage is a classical method of training horses, based upon the horse’s natural responses, as carried out in a gradual, planned program during which the horse’s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved. The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed. Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse’s life. While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under domestication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival. As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. A program of certifying instructors also emphasizes protecting the horse’s welfare in pursuit of dressage training. USEF RULES USEF Rules apply to Licensed Competitions. The following is only a small portion of the rules. If you are entering a recognized Competition, you are responsible for understanding all pertinent rules. Contact US Equestrian at (859) 258-2472 if you need a Rulebook. The Rule Book is available online or may be downloaded at http://www.usef.org/_IFrames/Rule Book/rulebooks.aspx 1) Every class offered herein which is covered by the rules and specifications of the current USEF or FEI Rules will be conducted and judged in accordance therewith. It is the responsibility of the competitor to be familiar with these rules.
USEF MEMBERSHIP STATEMENT. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes. 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 2) PROOF OF MEMBERSHIP--SEE SHOW RULES ON REQUIRED ENTRY PROOF OF REGISTRATIONS/MEMBERSHIPS 2.A) USEF MEMBERS: Proof of USEF Competing Membership for owner, handler, trainer, rider and coach plus horse registration, if applicable, must accompany entry. The USEF card must be available during the show for inspection by the Show Secretary. In the event a member does not have proof of USEF membership, GR 1308.2b will apply. GR1308.2b states, “If an exhibitor does not submit the proper membership documentation to the competition and the competition cannot verify such information, (with the exception of Federation measurement cards) the exhibitor will be responsible to pay a $45 Show Pass fee which is non-refundable.” This is payable to the competition and the competition will submit these payments to the Federation via the post-competition report. 2.B.) USEF NON-MEMBERS: If the owner, trainer, rider is not an USEF member, he/she must pay the $45.00 USEF SHOW PASS (nonmember) fee per GR202.5. 2.C) Riders in Adult Amateur Classes, if offered, must be at least 18 years old and hold a current USEF Amateur Card, proof of which must accompany entry. (GR 1307.1) 3) Each competitor is responsible for supplying management with correct association numbers. (USDF, USEF) for horse, owner, rider, and trainer before the day(s) of competition. The scores of competitors who fail to supply correct numbers may not count toward national awards. 4) VETERINARIAN: A Veterinarian will be on call. His/Her name and phone number will be posted at the Show Office. 4.A) VACCINATION: USEF GR845 Equine Vaccination Rule. At Federation licensed competitions, all horses over age 7 months entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhino pneumonitis) vaccinations within six months prior to entering the stables. 5) FIRST-AID: A first aid provider will be present on the grounds. 6) CONCESSIONS: Food concession will be available on the show grounds during the performances of the show. 7) FREESTYLE: USEF DR129.9 Except for USEF/USDF Championship classes and for FEI Pony Riders, FEI Junior, FEI Young Rider and FEI Para-Equestrian Freestyles, in order to enter a freestyle class at any level, a horse/rider combination must have received a minimum score of 63% for Training through Fourth levels and 60% for FEI levels in the highest test of the declared freestyle level or any test of a higher level at a USEF/USDF licensed Dressage Competition, Federation Licensed or FEI recognized Dressage Competition or “open” Dressage class (i.e. open to all breeds) at a Federation Licensed Competition held prior to the competition where the horse/ rider combination is entered to ride a freestyle class. A photocopy of the test verifying eligibility must be submitted with the entry for a freestyle class.. 8) FEDERATION ENTRY AGREEMENT. USEF GR906.4. By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of the United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question

USEF RULES arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4 9) SHARPS DISPOSAL. Disposal of needles or other sharp disposable instruments: In accordance with USEF GR1210.4, competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls for the disposal of needles and other disposable sharp instruments in convenient locations in barns housing show horses. It is the competition management’s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individuals, including trainers, owners, exhibitors, or their agents, up to $100.00 for improper disposal of needles or other sharp disposable instruments. 10) OPERATION OF MOTORIZED VEHICLES: USEF GR1301.7. Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for penalties against those responsible for the child committing the offense. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. The unsafe use of personal electronic transport devices, as determined by the competition officials and management in their sole discretion, that do not require a driver’s license to operate, including but not limited to segways, hover boards, and single wheeled scooters is prohibited on competition grounds. Operating such devices in areas where people gather may be deemed “unsafe use” if there is a risk of harm to others. If the operator of the device is a minor, the parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating the device in violation of this rule is accountable and may be subject to penalties. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 11) PETS: USEF GR1301.6: Dogs are not permitted to be loose on competition grounds and must be held on a leash or otherwise restrained. Individuals must not lead dogs on a leash while mounted. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dogs’ behaviors. Dog owners failing to comply with this rule will be issued a Yellow warning card may be subject to penalty under Chapters 6 and 7. 12) DRESS: DR120 applies. Competitors should review DR120 in the USEF Rule Book to ensure compliance. 1. The dress code for all Dressage tests and classes through Fourth Level (see .5 below) is a short riding coat of conservative color, with tie, choker or stock tie or integrated stand-up collar, white or light-colored breeches or jodhpurs, boots or jodhpur boots, and protective headgear as defined in DR120.6 and in compliance with GR801. A cutaway coat (modified tailcoat) with short tails is permitted. Half chaps, gaiters and/or leggings are not allowed. Gloves of conservative color are recommended. Exception: Riders through First Level may wear half-chaps, gaiters or leggings in solid black or brown, without fringe, matching the color of their boots, and made of smooth leather or leather-like material. The dress code for the FEI Junior Tests, FEI Dressage Tests for 4, 5, and 6-year-old horses and the USEF test for 4-year old horses is a short riding coat of conservative color, with stock or tie, breeches, and protective headgear as defined in DR120.6 and in compliance with GR801. A dark tailcoat is also permitted for the FEI Junior Tests. The dress code for FEI Pony Riders is dark coat or club uniform coat, breeches or jodhpurs, white shirt with tie or hunting stock, gloves, boots and protective headgear as defined in DR120.6 and in compliance with GR801. Spurs are optional for all of the FEI Pony and Junior Tests, FEI Dressage Tests for 4, 5, and 6-year-old horses and the USEF test for 4-year old horses. (See DR120.10).

USEF RULES 2. For all tests above Fourth Level, the dress code is: a dark tailcoat or a dark jacket with protective headgear, as defined in DR120.6 and in compliance with GR801, and white or light colored breeches, stock or tie or integrated stand-up collar, gloves, and black riding boots. Spurs are mandatory for FEI tests (except as noted above under DR120.1). (See DR120.8) 3. At all test levels, riders may wear jackets in other colors within the international HSV color scale, as described in FEI Dressage Regulations, Art. 427.1. Contrast coloring and piping is allowed. Protective headgear, stocks, ties, gloves and riding boots may be the same color as the coat. For Grand Prix Freestyle only: any single color tailcoat will be allowed; striped or multi-colored coats are not permitted, and tasteful and discreet accents, such as a collar of a different hue or modest piping or crystal decorations, are acceptable. 4. Current and retired members of the Armed Services and police units may ride in the uniform of their service. All riders who choose to wear Armed Services or police uniform, must wear protective headgear as defined in DR120.6 and in compliance with GR801. 5. Riders in classes and tests at all levels in Level 1 Competitions, and riders in Opportunity classes in Level 2 and Level 3 Competitions, may compete wearing breeches and shirts of any color as permitted in DR120.8. Jackets or vests of any type are allowed but not required and neck wear may be worn only if the rider chooses to compete in a riding jacket. Boots and protective headgear are required as specified in DR120.1-6. 6. From the time horses are officially admitted to the competition grounds by competition management, anyone mounted on a horse at any time on the competition grounds, including non-competing riders, riders on non-competing horses, and those competing in all classes and tests, including Para-Equestrian tests, must wear protective headgear as defined by this rule and otherwise in compliance with GR801. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place. Protective headgear is defined as a riding helmet which meets or exceeds ASTM (American Society for Testing and Materials)/ SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. The harness must be secured and properly fitted. Unless jackets are waived, while in the competition ring, exhibitors wearing protective headgear must wear a short, dark jacket, dark tailcoat (only permitted for tests above Fourth Level), or Armed Services or police uniform (if eligible), dark hat covers (where applicable) and must otherwise conform to DR120 (see GR801). 13) APPROACHING A JUDGE: USEF GR1304.13. No one shall approach a judge with regard to a decision unless he first obtains permission from the Show Committee, steward or technical delegate who shall arrange an appointment with the judge at a proper time and place. No exhibitor has the right to inspect the judge’s cards without the judge’s permission. 14) VIOLATIONS AND PENALTIES SUBCHAPTER 7-A INDIVIDUALS. USEF GR701 The provisions of this rule apply in connection with any Licensed Competition to the following persons: owner, exhibitor, agent, trainer, manager, rider, driver, handler, competition official, competition staff (see GR112 and GR113), a veterinarian who, while on the competition grounds, prescribes, dispenses, or administers a prohibited substance to a horse and member of the family of the above, a member of the Federation or any person who acts in a manner in violation of the rules of the Federation or deemed prejudicial to the best interests of the sport and the Federation. Any act in connection with a Licensed Competition in violation of the Rules by a member of the family of a person participating in the competition who is described in the previous sentence, may be deemed to have been committed by such person and subject him or her to penalties. 15) VIOLATIONS: USEF GR702 1. A violation is any act prejudicial to the best interests of the Federation, including but not limited to the following: a. Violation of the rules of the Federation; b. Disqualification by a Licensed Competition; c. Penalization by an administrative agency, humane society or court of law for violation of Federation rules; d. Acting or inciting or permitting any other to act in a manner contrary to the rules of the Federation, or in a manner deemed improper, unethical, dishonest, unsportsmanlike or intemperate, or prejudicial to the best interests of the sport and the Federation; e. Any act committed or remark made in connection with the competition considered offensive and/or made with the intent to influence or cast aspersions on the character or integrity of the licensed officials, approaching a judge before or after a decision without first obtaining permission from the show committee or steward/technical delegate, inspecting a judge’s card without the judge’s permission, or public verbal abuse of competition officials; f. Physical assault upon a person and/or cruelty to a horse as defined in GR839 16) SADDLERY AND EQUIPMENT: DR121 applies. Competitors should review DR121 in the USEF rulebook to ensure compliance as these rules may change during the competition year.

USEF VACCINATION RULE
GR845 Equine Vaccination Rule 1. At Federation licensed competitions horses, more than 7 months of age, entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consist of one of the following methods mentioned below. The frequency of vaccine administration should be per the vaccine manufacturers’ or veterinarian’s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian. 2. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the veterinarian on documenting that the horse in question received the vaccinations; name of the vaccines and date of vaccine administration. 3. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by Competition Management, must provide a receipt of the vaccine purchase which is signed by the owner, or agent with care, custody, and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration. 4. In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon request by Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested. 5. Competition Management may not amend or enhance vaccination requirements without prior approval of the Veterinary Committee.
USEF Vaccination Rule: All horses more than 7 months of age entering the grounds of a Federationlicensed competition must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Competition management may request that proof of vaccination or waiver be provided as specified in GR845. No refund will be given for any rule violation.

Management may deny entry to any competitor if the competitor has outstanding debt to the sponsoring organization. 1) DEFINITIONS: ENTRY: Each horse/rider combination is a unique entry and will be assigned a number. JUNIOR/YOUNG RIDER CLASSES: An individual is eligible to compete as a Young Rider (YR) from the beginning of the calendar year in which they reach the age of 16 until the end of the calendar year in which he/she reaches the age of 21, and as a Junior (Jr) if they have not reached their 18th birthday by December 1 of the current competition year. ADULT/AMATEUR CLASSES: An individual is eligible to compete as an Adult/ Amateur from the beginning of the calendar year in which he/she reaches the age of 22 and has a current USEF Amateur Card. MUSICAL FREESTYLE: The rider is to create and execute, from memory, an original ride which shows the horse to its best advantage. Creativity and artistic presentation as well as technical execution will be considered. Riders must supply their own music, in cassette or CD form, to the show secretary at least 2 hours before the class begins. (Bring two copies) (See USEF or USDF rules for specific rules and current time restrictions) Ridden in a standard arena. See #7 under USEF Rules for eligibility requirements. Please provide an electronic format emailed to the show secretary before the competition. Riders are responsible for arranging music check with the announcer or be present at a posted music check time. COACH: Adult or adults who receive remuneration for having or sharing the responsibility for instructing, teaching, schooling, or advising a rider in equestrian skills. (GR108) TRAINER: Any adult (cannot be a minor) who has the responsibility for the care, training, custody or performance of a horse while on the show grounds. (GR148) USDF QUADRILLE: A team of four riders. Arena: 20 x 40 meters. Music optional. Matching bandages are permitted. Riding coats are optional. You may wear matching polo shirts, etc. Boots and hats are required. Score sheets and guidelines are available from the USDF office. Please specify level and team on entry form. OPENING DATE: The earliest date Competition Management will accept an Entry into its Show. Entries received before the Opening Date may be returned. CLOSING DATE: The last date Competition Management will accept an Entry into its show. The show may refuse Entries before the Closing Date if it fills the show. The Show may accept Entries for some period after the Closing Date but may charge a late fee. 2) ENTRIES: All horses brought on the show ground must complete an entry form and be issued a number. ENTRIES must be POSTMARKED or RECEIVED by the CLOSING DATE to be accepted (check individual show). Entries must be filled out in their entirety. Management reserves the right to charge a fee up to $25 or return entries which are incomplete or inaccurate. Entries in Junior/Young Rider and Adult Amateur Classes, if offered, must meet the definition. Adult Amateur entries must include proof of a current USEF Amateur Card with the entry. If the entry form does not designate a Junior/Young Rider or Adult Amateur status or, in the case of Adult Amateur, if the entry does not show proof of a current USEF Amateur Card the rider will be entered in the Open Class. Entry preference may be given to competitors at 3rd Level and above. Each class will be filled on a first-come first-served basis. If classes are oversubscribed, a WAITING LIST will be maintained. NO PHONE entries, however some shows may allow FAXED ENTRIES. INCOMPLETE OR INACCURATE ENTRIES: Copies of all registrations and membership cards must be provided with each entry. If copies are not provided, online searches will be performed by the show secretary and a $10 Internet search fee will be assessed. All signatures must be present. Competitors may be assessed a fee up to $25 for missing signatures or information. Bridle numbers will not be awarded until this fee is paid. Please SEE GR845. Beginning December 1, 2015, all horses over age 7 months entering the grounds of a Federation-licensed competition must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Competition management may request that proof of vaccination or waiver be provided as specified in GR845. No refund will be given for any rule violation. After the Closing Date, changes in a horse or rider may be considered a cancellation of the entry. If the Show is filled with a waiting list, new entries will go to the bottom of the waiting list. Any post entry fees will apply. POST ENTRIES will be allowed on a space-available, first-come-first-served basis. No entries will be allowed after a class has begun. Applicable show fees will apply.

3) OFFICIAL RIDE TIMES: It is the rider’s responsibility to inform the Management of any time conflicts at least 24 hours before the scheduled ride. A move can sometimes be made if there is a scratched time slot opening. Classes may be scheduled out of order. It is the competitor’s responsibility to verify his/her official ride time which will be posted at the competition office. Failure to enter the arena at the specified time will result in elimination. 4) SCRATCHES: Competitors who do not inform the show office of a class scratch are considered “No Show.” Management may consider any “No Show” scratched for the balance of the day and rides may be assigned to other competitors. 5) CONDUCT OF SHOW: Provided the appropriate official notification is made, Show Management reserves the right to limit entries, add or divide classes, to add or substitute judges, to cancel awards and prizes and/or make whatever changes are required by circumstances to the competition specifications listed herein. Show Management reserves the right to refuse entries in accordance with USEF Rules GR914.1 and GR915. Management reserves the right to limit the number of times per day a rider may show and/or the number of times per day a horse/rider combination may show. Management reserves the right to move a ride from the test of choice class if that test is being offered that day in another class. Divisions will be pinned separately. 6) FEES: The following fees apply to every Participating Competition.

USDF NON-MEMBERS: For each USDF non-member (NM) owner/lessee, and USDF non-member rider there will be a USDF nonmember fee of $35 per competition. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. You may not apply for a USDF NM number online, but once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF Web site. Exception: Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF non-member ID requirements. Some exempt classes include USDF Introductory Level, Pas de Deux, Quadrille classes; or leadline exhibitions, walk-trot, opportunity and academy classes. 7) SCORES: It is the Competitor’s responsibility to verify the accuracy of all scores. Scoring errors must be reported to the Show Secretary within one hour of the official posting of the scores from the last class of that competition day. 8) TESTS:. The current USEF, USDF and FEI Tests will be used. Scored tests will be given only to riders or their agents and only after the results are finalized and the class is placed. 9) TEST OF CHOICE: Show management may move a rider from a test of choice class to a scheduled class if that level test is offered that day. As an exception to rule 24 below, Test of Choice class placing will be determined by division, ranking scores by percentage, regardless of which test is ridden within each class. 10) SADDLERY: Saddlery will be checked in accordance with USEF Rule DR121.10 and at the discretion of the Technical Delegate. Horses must have a number on at all times except while in a stall. If three numbers are provided, it is strongly recommended by show management that horses wear two numbers (on each side of the bridle, saddle pad or each rider boot) while being ridden. The additional number is for the halter. 11) PRIZE MONEY: Prize money, if awarded, will be mailed to the owner or lessee of record within 30 days of the show. See individual Prize Lists for prize money policy. 12) MINOR EXHIBITORS: Parents or guardians of minor exhibitors shall hold the Competition Management harmless for injury to such minor. No minor’s entry will be accepted unless it is signed by a parent or guardian. The signature of instructors, agent or other unrelated persons will not be acceptable except as specified in GR908.2. 13) RETURNED CHECKS: Checks returned by the bank will be handled according to the following procedure: A 10% penalty (minimum $35.00) will be assessed for each returned check. 14) JUDGES: It is the purpose of the management to run the horse show at the highest possible level of sportsmanship. The management uses the utmost care to select judges with broad experience and knowledge. The judges’ decisions in the show ring are their own responsibility. Management accepts no responsibility for those decisions and can not attempt to influence the judges scoring in any way. Any competitor who has questions or concerns about their score is encouraged to speak with the Technical Delegate who will schedule

an appointment with the judge for a discussion of the score. It is strictly prohibited for anyone to approach a judge for the purpose of discussing the scores at a competition. Refer to USEF GR1304.13 in the USEF Rules Section. 15) PROTESTS: Any exhibitor or other qualified person lodging a protest must first deposit $200.00 ($300.00 for non-USEF member) with the secretary of the show, which sum will be forfeited to the Horse Show if not sustained. All protests must be filed in writing, signed by the protester, and filed with the Show Secretary within 48 hours of the occurrence of the alleged violation. See USEF Rule GR603 for more information about protests. 16) LUNGEING: Lungeing is not allowed in the competition and warm-up arenas. Use designated lungeing areas only. 17) USDF/USEF GREAT AMERICAN INSURANCE GROUP (GAIG) REGIONAL CHAMPIONSHIP CLASSES: GAIG/USDF Qualifying classes are open ONLY to horses that have been lifetime recorded with USDF and either lifetime or annual recorded with USEF, ridden and owned by Junior, Senior, Affiliate or Life Members of USEF and USDF Participating Members. Owners may be Business Members. Copies of all Membership Cards must accompany entry or a $10 Internet search fee will be charged. 18) STALLIONS: All stallions must be attended or stabled at all times. 19) TECHNICAL DELEGATE: The technical delegate is available at all times for clarification of rules or to answer any questions and can arrange an appointment with a judge. Any exhibitor attempting to interfere with the judges in any way, or who by act influence shall be guilty of conduct unbecoming an exhibitor, shall forfeit all paid fees and be excluded from further competitions. No one shall approach a judge regarding a decision unless first obtaining the permission of the technical delegate. 20) DIVISIONS: O=Open, A=Adult Amateur, J=Junior, Y=Young Rider, Q=GAIG/USDF Qualifying. Please refer to the Standard Show Rules Definitions section for further clarification of the Junior and Young Rider Divisions. 21) COACHES: Coaches must sign USEF entry blanks. Coaches must also stand outside the warm up area while warming up riders, for safety reasons. 22) FACILITIES: Facilities are multi-use and show management is not responsible for, or in control of, other activities at the facility. 23) DOVER MEDAL CLASS: To be eligible, a rider must meet the following criteria: 1. Rider must be a current USDF group or participating member as of the show date. 2. Rider must be showing at Second Level. 3. Rider must be an amateur in accordance with USEF Rules GR1306 and GR1307 and be registered with USEF as an adult amateur as of the show date. The eligible rider with the highest score of 60% or better in the designated Second Level Test 3 class will receive the Dover medal and neck ribbon. Winners will receive a $20 Dover Saddlery Gift Certificate for each of the first three USDF/Dover Adult Medals they win during the 2020 competition. Riders who win three USDF/Dover Adult Amateur medals in the same competition year will receive the USDF/Dover National Merit Award. All riders who qualify for a USDF/Dover National Merit award will be eligible to compete for the USDF/Dover Adult Medal National Championship. For more information about the Dover Program, visit ww.usdf.org. 24) TIES: Class placings (except Test of Choice), including ties in prize money classes, if offered, are specified in the USEF Rule Book. DR123.3. “In all competitions the winner is the competitor having the highest total points, the second placed competitor is the one with the next highest total points and so on. In case of equality of points the competitor with the highest marks received under General Impressions shall be declared the winner. When the scores for General Impressions are equal the horses must remain tied.” DR123.8. “When the total of the scores for General Impressions is equal, ties in classes which involve prize money shall remain tied for the purpose of dividing prize money.” 25) UNSPORTSMANLIKE CONDUCT: Unsportsmanlike conduct will not be tolerated and management reserves the right to bar any person acting in a manner deemed improper, unethical, dishonest, unsportsmanlike or intemperate, or prejudicial to the best interests of the sport. GR702 will apply. Participants (including family members, competitors, paid staff, and volunteers) should note GR 702.1.e "Any act committed or remark made in connection with the competition considered offensive and/or made with the intent to influence or cast aspersions on the character or integrity of the licensed officials, approaching a judge before or after a decision without first obtaining permission from the show committee or steward/technical delegate, inspecting a judge’s card without the judge’s permission, or public verbal abuse of competition officials." 26) ARRIVAL DAYS: Competitors are reminded that all USEF and local rules are in effect upon entering the show grounds. This includes the arrival day. In the interest of safety, please keep pedestrian traffic to a minimum around warm-up and competition arenas. Dogs are not permitted inside the arena gates at anytime. Please be sure to give horses a wide berth for safety reasons.

27) OPPORTUNITY CLASSES: Opportunity classes are intended to introduce competitors to showing at USEF/USDF licensed shows without incurring additional membership fees. Competitors showing only in opportunity classes are exempt from USDF and USEF membership and horse fees. These classes do not count toward high point or year-end awards. They will be pinned in two divisions, Junior and all other. Opportunity classes are for entry level riders (GR821.2e2). Please refer to the USEF website for more information on these classes at https://www.usef.org/forms-pubs/Z6TRWhW91y8/opportunity-classes---effective.
DISEASE OUTBREAK RULE In the face of a disease outbreak, the show committee reserves the right to follow the AVMA (American Veterinary Medicine Association) and or the AAEP (American Association of Equine Practitioners) recommendations as to what testing would be necessary to consider a horse free from the disease in question. They also reserve the right to require written proof that said testing has been performed within the recommended period of time. If the competitor does not adhere to the requirements the show committee can refuse entrance to the show. Some diseases are “Reportable Diseases”, meaning they must be reported to the State of Arizona Department of Agriculture. These diseases are subject to quarantine rules of the state. An example of one such disease is Vesicular Stomatitis. In the case of reportable diseases a health certificate is required from an accredited veterinarian with proper statement regarding said disease to accompany the horse. Since this rule could apply to any number of diseases, and it would be impossible to list them all here, the show committee will post the testing/health certificate requirements on the sponsor web page if there is a current disease outbreak in the area.
EQUINE HEALTH Licensed shows operate under USEF guidelines. These guidelines recommend that you keep your horse as healthy as possible when competing; i.e. current vaccinations against diseases prevalent in your area and current Coggins test. Additionally a health certificate is required if you travel across state lines to compete. We remind you that stalls at the show facilities are not always disinfected between horses. The venues typically clean and remove shavings and manure only. You have the option of cleaning the stall before putting the horse in the stall. A detergent, such as Tide, and water mix is recommended by the USEF. Roccal® also works well on wood and Clorox® on hard surfaces. If your horse becomes ill while at the show, please report it to the show committee even if you choose not to have it seen by a veterinarian. The show committee reserves the right to ask you to remove the horse from the premises. If that is not possible, the committee may ask you to isolate the horse in a designated stall. Please try to avoid contact with other horses in case the disease might be contagious. If your horse is sick and you have decided to leave the premises, you are required to notify the show committee. Also, be considerate of other horses at your home barn and let them know that your horse may have contracted a communicable disease. We are all interested in keeping our horses as healthy as possible, so please don’t bring a sick horse, or one recently recovered to the show. Thank you for your cooperation.

ADA FUTURITY – SPRING CELEBRATION SHOW RULES AND REGULATIONS
ELIGIBILITY 1. 2. 3.
All horses entered must be four, five or six years old when competing in the Futurity. All horse owners and riders must be current ADA members for nomination and when competing in the Futurity. Horses may not have competed in First Level prior to opening nomination date of October 1 st or before any late nomination. Horses may not compete above First Level until after the Futurity. First Level tests include Young Horse, Para Equestrian and Eventing tests as they are listed in USEF rule DR119 as First Level tests. As an exception, ADA allows competing in USEF and FEI Four-Year-Old tests prior to competing in the Futurity.

A horse may be entered after October 1st at any time prior to the Futurity. However, any payment due up to that point must be doubled. Fees must be received or postmarked on or before the due date. Failure to make a payment by the due date will result in all previous payments being forfeited (i.e., No Refunds of previous payments). Owners must enter their horses in the Futurity Classes at ADA’s Spring Celebration Show (First Level Tests 1 and 2) and pay the entry fees for these classes separately.
AWARDS AND PURSE DISTRIBUTION Open Division and Amateur/JRYR Division each have a guaranteed added purse of $300.00 donated by ADA. Horses are ridden in First Level Tests 1 and 2. Winner will be determined by the highest total average percentage score from all judges on the two tests. The Open winner receives the Risinger Futurity Perpetual Trophy plus trophy for new division. Ribbons are awarded through 6th place. All nomination fees go into the purse per division and are divided as follows: 1 st –35%; 2nd –20%; 3rd –15%; 4th – 13%; 5th –10%; and 6th-7%, with checks distributed no later than 30 days after the show.

To be judged on all-around ability of horse and rider in First Level Tests 1 and 2, highest total average percentage (all four % scores) to win. No limit to number of nominations. Owner and rider must be current members of ADA at the time of nomination and time of competition. Change of ownership does not void a nomination, but the new owner must be a current member of ADA and the Futurity Chairman must be notified of any change in Ownership. The ADA Futurity Chairman reserves the right to cancel this Futurity for any reason deemed necessary (with approval of the ADA Board) and all fees will be refunded, less $5.00 per nomination). All nomination fees (except in case Rule 5) will go into the purse. The purse for each division is a combination $300 donated by ADA plus the nomination fees collected for each division. The prize money distribution is determined by the number of finalists in each division. Trophies, ribbons and office fees will be sponsored. Copy of registration papers or a veterinarian’s proof of age must be submitted with the first payment to Futurity. No refund of nomination fees after October 10th. Rider must be declared by owner on final nomination date of March 1st. Nominations close on March 1st. No changes after March 1st; NO EXCEPTIONS. The Futurity is held during the ADA Spring Celebration Show. Futurity scores do not count toward other special and perpetual trophy awards. Tests may be studied at the end of the first day of the competition, but will be retained by the Show Secretary until completion of the Futurity Awards Presentation. Tests will be returned after the Awards ceremony. Each Futurity entry must pay Show Class Fees (First Level Test 1 and First Level Test 2) at the Spring Celebration Show over and above any and all other Futurity nomination payments. Horses and riders must be present at the Futurity Awards Ceremony to receive awards and prizes. Failure, without prior permission of the competition manager, to be present and properly attired will eliminate the official score and placing, and the next highest score will move up. If Awards Ceremonies are scheduled in conflict with a competitor’s/horse’s preparation or scheduled ride, the competitor and/or horse will be excused from the Awards Ceremony with permission of the Show Manager. Requests to
be excused from the awards ceremony must occur by end of the show day Saturday before the scheduled ceremony Sunday, except in the case of an emergency. Horse leg wraps may be white or black, but are not required. The schedule and location for the Awards Ceremony will be posted in the show secretary’s office by noon on Saturday. Checks will be delivered to the Owner/Lessee no later than 30 days after the Competition.

Entry Procedures: A separate entry form must be completed for each horse/rider combination for each show. Please use the entry form contained in the Official Prize List. Tucson Dressage Club 2020 USEF Licensed/USDF Recognized Competitions
Not Competing (Schooling) Horses: Must pay a $30.00 schooling fee, office fee, plus stabling or trailer in fee per show. Changes: $10 per change, if allowed. Bring $10 to the show office when you request the change. Change in rider or horse is a new entry and all entry fees apply. Internet Search Fee: Entries with missing documentation will be charged an Internet search fee ($10) to provide the appropriate documentation. To avoid this fee, submit proof of all required horse, rider, owner and trainer USDF and USEF membership and registration
STABLING The Omnibus contains general information about stabling policies. Please refer to the individual show Official Prize List for details about barns, stall size, bedding, move-in/move-out, and prices. Prices apply to Horse or Tack Stall. All horses on site overnight must be stabled. Stalls will not be reserved until entries are received by the Show Secretary. •
Stable Groups: If you want to be stabled with a group, please provide the Show Secretary with only ONE name (either individual or Trainer barn) for entire group. Inform the show secretary of stabling requirements when submitting entries (i.e., stallions).
•
Late Entries with stabling location requests will be honored, if possible. However, late entries may not be stabled with their requested group after barn charts have been finalized and submitted to the venue.
•
Smoking is prohibited in stall areas.
•
Use sharps containers provided in barns. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments.
Ride Times: Preliminary ride times and a show schedule will be available on the Fox Village Ride Times and Results website and TDC’s website, www.tucsondressageclub.org. Final ride times will be posted at the show by noon the day before the show day. It is the exhibitor’s responsibility to verify final ride times at the show. Please notify the show secretary of any scheduling conflicts. Ride times will not be mailed. Arenas: Footing in competition and warm-up arenas is a sand/dirt mixture. All tests are ridden in 20m x 60m arenas. During the show, competition arenas will be open for hand walking only outside the dressage court up to one half hour prior to the start of the first class, and mounted schooling is allowed in competition arenas after the end of each competition day as daylight permits. Pets: All pets must be on a leash per USEF GR1301.6 or subject to fine. No pets inside arena fencing at any time. Awards: Test of Choice class placing will be determined by division, by percentage ranking, regardless of which test is ridden within each class. Freestyle classes are pinned Open by level. Ribbons and Prizes and High Point Awards: Refer to individual show Official Prize List. Directions: Exit I-10 at Houghton Rd. Go south on Houghton. Turn right (west) on Brekke Rd. Turn left into Pima County Fairgrounds. For more information about the fairgrounds go to www.pimacountyfair.com. Operation of Motorized Vehicles: USEF GR1301.7 applies. Arrival Day(s): All USEF and local rules are in effect upon entering the show grounds. This includes arrival day(s). General Information
Arizona Dressage Association 2020 USEF Licensed/USDF Recognized Competitions Refunds: Horse/rider combinations that have completed entries and that notify the secretary in writing after closing date, but by 6:00 p.m. before show warm-up day of their intention to scratch, will receive a 75% refund of stabling fees paid to the competition. No refunds for any reason after the start of warm-up day, including cancellation of a class or classes, or all or part of the competition due to severe weather, accident or any other emergency. Scratches: Scratches before the closing date may be made for any reason and all fees will be refunded except the Office Fee. Late/Post Entries: Accepted as space allows. Add $15 per entry per show. See Stabling section for late entry stabling information. Not Competing (Schooling) Horses: Must pay a schooling fee, office fee, plus stabling or trailer in fee per show.
STABLING The Omnibus contains general information about stabling policies. Please refer to the individual show Official Prize List for details about barns, stall size, bedding, move-in/move-out, and prices. Prices apply to Horse or Tack Stall. All horses on site overnight must be stabled. Stalls will not be reserved until entries are received by the Show Secretary. •
Stable Groups: If you want to be stabled with a group, please provide the Show Secretary with only ONE name (either individual or Trainer barn) for entire group. Inform the show secretary of stabling requirements when submitting entries (i.e., stallions).
•
Late Entries with stabling location requests will be honored, if possible. However, late entries may not be stabled with their requested group after barn charts have been finalized and submitted to the venue.
•
Competitors arriving after 6:00 PM must contact the Barn Manager to make arrangements for stall access.
•
Smoking is prohibited in stall areas.
•
Use sharps containers provided in barns. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments.
Ride Times: Preliminary ride times and a show schedule will be available on ADA’s website, www.azdressage.org. Final ride times will be posted at the show by noon the day before the first show day. It is the exhibitor’s responsibility to verify final ride times at the show. Please notify the show secretary of any scheduling conflicts. Ride times will be mailed only if you include a #10 SASE. Arenas: Refer to individual show Official Prize List for composition of competition and warm-up arenas. All tests are ridden in 20 x 60m arenas. During the show, competition arenas will be open for hand walking only outside the dressage court up to one half hour prior to the start of the first class, and mounted schooling is allowed in competition arenas after the end of each competition day. Awards: Test of Choice class placing will be determined by division, by percentage ranking, regardless of which test is ridden within each class. Freestyle classes are pinned Open by level. Ribbons and Prizes: Refer to individual show Official Prize List. High Point Awards: Refer to individual show Official Prize List. The Arizona State Championships will be held at the Arizona Dressage Association Fall Fiesta Dressage Show, November, 2020 (Exact Dates TBD) at WestWorld of Scottsdale, Scottsdale, AZ. For scores to count toward qualification for the State Championships, a $25 nomination fee must be paid for each horse. This fee must be paid before any rides will count toward qualifying. Since only one horse/rider combination can compete at State Championships, the fee goes toward the horse. Multiple riders may qualify on the same horse if the nomination fee has been paid for that horse. Horse/rider combination must declare Rider’s status (Open, Adult Amateur or Junior/Young Rider) and must provide proof of eligibility to show management. COMPETITION Qualifying competitions must be USEF licensed and USDF recognized. Qualified horse/riders/level will be published in the TDC Transitions and the ADA Centerline and on the TDC website (www. tucsondressageclub.org) and the ADA website, (www.azdressage.org). Copies of the list of qualifiers will be sent to all Arizona GMO’s. Any rider who does not appear on the qualifying list (and who believes that s/he has indeed qualified) must supply a photocopy of the face of both qualifying test sheet rides OR copies of USDF records of qualifying rides to the show secretary upon entering Arizona State Dressage Championship classes. 1. Championship Classes will be double judged. 2. THE HIGHEST TEST OF THE LEVEL WILL BE RIDDEN FROM MEMORY. 3. NO WHIPS MAY BE CARRIED IN CHAMPIONSHIP CLASSES. 4. Cross entering divisions is not permitted unless at levels that do not offer separate divisions. 5. Within 24 hours prior and at no time during the Championship or the concurrent Open Show may any horse entered in the Championship competition be ridden by anyone other than the rider entered in the Championship competition on that horse (Exception: grooms riding on loose rein). Further, any horse entered in the Championship competition, even if entered at two levels, must be ridden by the same rider throughout all days of the competition, including the Open Show held in conjunction with the Championships show. Two shows held over the same weekend will be considered a single show. This rule applies as soon as the horse is on the grounds. 6. Championship Classes will follow US Equestrian Federation and FEI rules regarding attire and equipment allowed. Ring stewards will check saddlery and inspect bits of each horse immediately after it has completed its test and has left the arena. Any discrepancy to the saddlery or equipment rules will entail immediate elimination (See DR121.9). 7. Horse/rider combinations which have won a State Championship may no longer compete in a State Championship competition, in that division, at that or a lower level (Grand Prix Level excepted). 8. In the event of a tie (equality of total points) for Champion and/or Reserve Champion in Championship classes, the collective marks will determine first, second and/or third places (i.e., when a tie for first place is broken by collective marks, tied competitors will receive first and second places, etc.) If collective marks are equal, the tie will remain unbroken (i.e., two first places will be awarded, next third place, etc.) This policy for breaking ties will also apply to subsequent placing in the class. For ties in freestyle classes refer to USEF DR129.5 which states the highest score shall be declared the winner of the class. In the case of a tie, the higher artistic score shall determine the winner. In the case of a tie (equality of total points and collective marks) for Champion, prize money, (if offered) for Champion and Reserve Champion will be combined and divided equally between the competitors. STATE CHAMPIONSHIPS AWARDS CEREMONIES Riders placing in State Championships classes must be present, mounted and in full riding attire for award ceremonies. Horse leg wraps may be white or black. Competitors may decline to participate in the victory round. Failure, without prior permission of the competition manager, to be present and properly attired will eliminate the official score and placing, and the next highest score will move up. If Awards Ceremonies are scheduled in conflict with a competitor’s/horse’s preparation or scheduled ride, the competitor and/or horse will be excused from the Awards Ceremony. Management will attempt to allow the rider and/or horse to be recognized at a subsequent Awards Ceremony at that show, if requested. The tentative schedule and procedure for the Awards Ceremony schedule will be posted in the show secretary’s office by noon on the day prior to the start of the competition.

Other: Wendy Riddell is a USDF bronze, silver and gold medalist. She competed in her first Grand Prix at the age of 18, and has since competed Grand Prix successfully on four different horses, one of whom she trained to Grand Prix from the age of three. As a young rider, Wendy competed five times at the North American Young Rider Championships, placing first in the Team Test and earning her team a bronze medal, with a 7th place individual finish. She is also a past recipient of the Asmis Grant from the United States Equestrian Federation to train and compete abroad, and spent a year as a working student with Johann Hinnemann. She has won numerous State and Regional Championships.

UNITED STATES EQUESTRIAN FEDERATION MISSION STATEMENT To provide access to and increase participation in Equestrian Sports at all levels by ensuring fairness, safety, and enjoyment.
USEF GENERAL INFORMATION The insurance coverage entitles you to $1 million in Excess Personal liability insurance for horserelated accidents that cause bodily injury or property damage to third parties. In addition, you are entitled to personal accident insurance that insures you for death or permanent disability resulting from horse-related accidents. The benefit amount is determined by where the accident occurred and the result, with a maximum benefit of $35,000. This insurance is not prorated and is non-refundable. I AGREE to hold harmless and release the Federation from all claims for money damages or otherwise for any Harm to me or my horse and for any Harm of any nature caused by me or my horse to others, even if the Harm arises or results, directly or indirectly, from the negligence of the Federation. I AGREE to expressly assume all risks of Harm to me or my horse, including Harm resulting from the negligence of the Federation. I AGREE to indemnify (that is, to pay any losses, damages, or costs incurred by) the Federation and to hold them harmless with respect to claims for Harm to me or my horse, and for claims made by others for any Harm caused by me or my horse while at competitions. I have read the Federation Rules about protective equipment, including GR801 and, if applicable, EV114, and I understand that I am entitled to wear protective equipment without penalty, and I acknowledge that the Federation strongly encourages me to do so while WARNING that no protective equipment can guard against all injuries. If I am a parent or guardian of a junior exhibitor, I consent to the child’s participation and AGREE to all of the above provisions and AGREE to assume all of the obligations of this Release on the child’s behalf. I represent that I have the requisite training, coaching, and abilities to safely compete in this competition. I AGREE that if I am injured at any competition, the medical personnel treating my injuries may provide information on my injury and treatment to the Federation.
