PLAYERS TALK

Q&A On Everything Gaming

Q: As a frequent video poker player at Arizona casinos, I'm always hoping for four-of-a-kind. But I'm continually puzzled by the odds of hitting quads on various dealt hands. Mathematical probability would say the odds of hitting quads are greatest if you are drawing to trips. But it seems that I hit quads as often when drawing to a pair than to trips. What are the odds of hitting quads when drawing to the following hands: one pair, trips, quads on the deal or no pair. Thank you. Gary Vacin — Sun Lakes, Arizona A: Gary raises an excellent point about experiencing quads (a four-of-a-kind) when playing video poker. He’s correct in his assertion that the odds of hitting quads are greatest when you are holding trips (a three-of-a-kind). The probabilities he is referring to (not considering any specific video poker pay tables) are as follows: Odds of Quads (on average) On the deal 1 in 4,165 Holding one card 1 in 3,430 Holding one pair 1 in 360 Holding trips 1 in 23 What we learn from this table is that (on average) if you are holding trips, you’ll hit the quads about every 23rd time. If you are holding a pair, you’ll hit quads about every 360th hand, and so on. Gary mentions he “feels” like he’s hitting quads more often with two pair than with trips. The only way to determine if these feelings are correct is to keep an accurate record of each time the situation is encountered. Obviously a video poker machine’s random number generator is statistically random. Over the long run, the outcomes experienced by players will approach the odds listed above, but in the short run, individual players will experience different results. Happy quads hunting to all! Q: I love your magazine, especially all the articles about the new slots. My husband and I both play slots although sometimes we’ll catch a bingo game now and then. My favorites are the games that are hooked up to a progressive. For me they’re the most fun because it’s like an added bonus on top of the game’s bonus. It’s

interesting how sometimes the progressives climb and climb until they’re hit and at other times they seem to hit often and don’t climb much at all. So, I was wondering if it’s actually possible for a top progressive to never hit at all? Mary Lynn Cline – Bullhead City, Arizona A: Yes, even though it’s highly unlikely, progressive values can keep growing and growing in value forever and never be hit! Meaning every slot machine is at the mercy of its random number generator (RNG). If the RNG doesn't draw the winning combination for the progressive, it won’t happen. Imagine a bag of 49,999 white balls and 1 red ball that represents the top progressive win. If you were to reach into the bag and pull out one ball, then you’d have a 1 in 50,000 chance of grabbing the red ball and hitting the progressive. You could do that on your first chance, you could do that twice in a row, or you could sit there for weeks on end picking out one ball at a time and never pull out the red ball! However, the more picks you make the greater your chances of coming across that red ball eventually. The RNG is constantly picking an outcome every time you hit the bet button but it’s so unlikely that it will pick the progressive outcome just like you’re so unlikely to grab the one red ball out of the 50,000 balls in the bag. Therefore, mathematically, statistically (and unluckily) it is possible that a progressive never hits. Just as mathematically, statistically (and luckily!) it is possible that a progressive hits back to back. We have witnessed back to back progressives on slots. We have also witnessed players with winning progressive combinations who were not betting max in order to qualify for the progressive! With gambling, nothing is for certain and astronomically large jackpots have astronomically high odds associated with them. For example, gaming regulations require that the highest win on any slot machine (including a progressive) can be as high as 1 in 50,000,000! Just remember, no one knows what’s going to happen when a player hits the bet button. That’s the fun of random behavior. Contrary to popular opinion, slot machines aren’t rigged. Depending upon the odds of a particular progressive, everyone can be waiting a really long time for it to hit! $

Table Games—Blackjack

Get By With A Little Help From The Dealers N By Al Moe

o matter what you’ve done or learned in your life, from tying your own shoes to managing your checkbook, someone was there to help you get started. Maybe mom or dad, or maybe a friend, but who do you ask to help you with a decision on a blackjack or Three-Card-Poker table? Who can you trust? To start with, it would be awesome if you already knew how to play a game before you bet actual money on the outcome, but in case you ever get stumped; your friendly table games dealer can answer questions. They’ll do their best to help you feel at ease, and they can offer great advice about how to bet, where to put your drink, chips, and how a split or double down works at blackjack.

However, unlike some gaming jurisdictions, the dealers are not allowed to offer advice on how to play a hand that is already in progress in the State of Arizona. No strategy. If you want to know “how” to take insurance they can tell you. If you want to know whether you “should” take insurance (I say don’t), they can’t tell you. Unfortunately, neither can the Pit Boss, it’s against Arizona Gaming Regulations. Of course there will probably be at least one person on the table who’ll give your some free advice, but they might not really know either, just guessing. In fact, although the dealers know all about how players should set up their bets, they might not follow good blackjack basic strategy even if they could give you advice! What might save

08 Arizona Gaming Guide | October 2013 | azgamingguide.com

you however is a free gaming brochure that many casinos in the state offer. Because blackjack requires a decision about taking extra cards or not on most hands, players can learn a basic strategy of play, proven by computer simulations, which will help with all decisions and improve their chances of winning. You’ll have to ask at the table whether the casino offers a free basic strategy guide, and the dealer will be able to answer that question! And, how the dealer interacts with you and the other guests will have a major impact on the fun and excitement you have during an evening of play, so choose wisely, and offer a tip or two from your stack of chips if you are having fun. And, suppose you want to learn a game like Pai Gow? Well, choose the lowest minimum game with the fewest players and have a seat. If the dealer is alone on a table, perfect. At Pai Gow the dealer will help you with making your bets, arranging your seven cards into two hands of five cards and two cards, and you know what else? Casinos have a “house way” to arrange all dealer hands, so the dealer is allowed to tell you the “house way” to set your hand, because every rule has an exception. Don’t be shy; you can get by with a little help from the dealers. $

GAMING NEWS

Mark Brnovich Director of the Arizona Department of Gaming By Chris Hoft

recently had the distinct pleasure to meet with Mr. Mark Brnovich, Director of the Arizona Department of Gaming, and Assistant Director, Mr. Rick Medina. The three of us traded stories, shared a few laughs and discussed several details of Arizona’s Gaming Statutes. During our meeting together, I was privy to some news that had not been shared with any members of the media yet. Director Brnovich stated to me his intent to run for the Arizona Attorney General position in the next election! Of course, I immediately requested an exit interview so that my team and I could share this exciting news with all our fans.

I

which was given to the Arizona Educational Fund. AGG: What was one of your most memorable experiences at the Department while you were Director? MB: We are considered a model regulatory jurisdiction in Indian Country and it was my great honor to testify before the U.S. Senate and discuss gaming regulation.

I have known Director Brnovich since he was appointed by Governor Brewer in April of 2009. He is an extremely intelligent, dedicated, and selfless leader. Above all, he values every single member of the staff at the Arizona Department of Gaming. In fact, several times during our meeting he made it a point to mention how fortunate he has been to work with a group of people with so much experience, commitment, and integrity. I wish Mr. Brnovich all the best in his future endeavors, as do all my team members. I’m confident that, given the opportunity, Mr. Brnovich would excel in his role as Arizona’s chief legal officer just as he did in his role as the Department Director. Arizona Gaming Guide (AGG): What have been some of your greatest contributions at the Department of Gaming while you were Director? Mark Brnovich (MB): I believe you should always try to leave a place better than you found it. I became the Director at the height of the financial crisis in 2009. Through innovative and cost-saving methods, our agency persevered and found efficient ways to protect the public and ensure compliance with the Arizona Tribal–State Gaming Compacts. We worked diligently with the Tribes to reduce unresolved compact violations. We also assisted in the opening of four new Arizona casinos and enhancements were made to our website and the vendor application process for companies that want to do business with Tribal casinos. For the first time in the Department’s history, we pursued illegal card rooms and internet cafes as well as the prosecution of those that operated illegal devices. Because of our successes and being able to do more with fewer resources, we had a fiscal end-of-year budget surplus of over $250,000

12 Arizona Gaming Guide | October 2013 | azgamingguide.com

AGG: What did you learn from being the Director? MB: Gaming is a complex industry and, to be an effective leader, you need to wear many hats - I’ve had to work with the Tribes on a government-to-government basis and act as an attorney, accountant, gaming regulator and manager of our team. Gaming is a cash intensive business and people are always trying to push the boundaries - you have to make the conscious decision to be firm yet fair, and you must work to do what is in the State’s best interest and avoid regulatory capture. AGG: Please tell us a little bit more about your decision to run for the Arizona Attorney General position in the next election, what your plans are for the future, and why you’d make a great Attorney General for Arizona. MB: It was not an easy decision to leave the Department of Gaming, I love the people and the work we do. However, I believe the people of Arizona deserve an Attorney General with

the highest character and integrity. I was encouraged by many people I respect to consider this as the next chapter of my service to the people of Arizona. AGG: When a new Director is selected to replace you, in your opinion, what do you think his or her primary challenges will be and how can that individual continue to build on your successes in the future? MB: The new Director should be able to quickly adapt - he or she will be working closely with the members of the Department, the Tribes, the Governor’s office as well as regulators from other jurisdictions. The new Director must also be mindful and respectful of Tribal sovereignty while still being able to do what is

in the best interest of the entire State. AGG: Is there anything else you’d like to add about your time at the Department or about your future plans? MB: I have enjoyed the chance to work with all of the gaming Tribes on a government-to-government basis and with my colleagues at the Department of Gaming. I am confident that together we have made great strides to maintain our reputation as a model regulatory jurisdiction. Serving as the Director of the Arizona Department of Gaming has truly been one of my career highlights. $ Many thanks to Mark Brnovich, Rick Medina, and Jelena Momich at the ADOG for their assistance with this interview

Harrah’s Ak-Chin Casino Thinks

PINK

in Honor of Breast Cancer Awareness Month By Katie Snyder

N

ormally people see flashes of gold, silver and green at casinos, but a splash of another color will be on display at one Valley casino throughout October: PINK!

“Pink is the color of hope, strength and support for those diagnosed with breast cancer,” said Alan Trantina, director of casino operations at Harrah’s Ak-Chin Casino. “Throughout October, we want to help raise awareness and support for the battle against breast cancer.” Last year, Caesars Entertainment Corporation initiated a nationwide campaign for breast cancer awareness and each property continues to do their part to raise money through pink initiatives. “Each participating property will change select table game felts from green to pink,” said Trantina. “In addition to the transformed pink tables, individual properties engage in employee awareness campaigns, contests and fundraisers related to raising awareness about breast cancer.” This year Harrah’s Ak-Chin has many initiatives including the introduction of the Pink Warrior drink which can be purchased for $5 throughout the casino. A percentage of proceeds from the sale of the Pink Warrior will benefit the American Cancer Society for breast cancer research. Other initiatives for guests and employees to participate in for the cause include: ●Lee National Denim Day on October 4 where employees are able to wear jeans when they make a $5 donation to the American Cancer Society. ●Dress out days where employees can wear pink attire to show support. ●Lighting around the hotel will be changed to pink and pink signage and displays will show support for the health observance. ●Both employees and a family member will be able to participate in the annual Susan G. Komen Race for the Cure. ●Informational brochures for employees and guests will be available to educate about the disease. ●Pink daubers for Bingo players can be purchased.

“We are proud to have this opportunity for our guests and employees to get involved and support such a worthy cause this October,” said Robert Livingston, general manager at Harrah’s Ak-Chin Casino.“Although many great strides have been made, there remains much to be accomplished and we are dedicated to doing all that we can to make a difference.” Caesars Entertainment properties have a long-standing commitment to fighting cancer through its ongoing efforts with various cancer-related organizations. Dedicated to the health and wellness of its operating communities, Harrah’s Ak-Chin Casino is planning on continuing the tradition of giving this year with the help of the community and dedicated group of over 700 employees. “Our breast cancer campaign has become something we are known for and we are so proud of what we have accomplished over the last several years,” said Livingston. “It’s not only something that our employees look forward to every year, but it’s also an event our customers anticipate too.” $

Casino Del Sol Sol— —6 Months Months— —3 CEOs Sol—6 Months—3 Jim Burns currently wears two hats as both the Chief Financial Officer and Chief Executive Officer at the Pascua Yaqui tribe's Casino Del Sol facilities in Tucson By Lee Allen

T

he game of musical chairs at the helm of Casino Del Sol has settled down a bit now that Chief Financial Officer Jim Burns has accepted a dual responsibility as interim Chief Executive Officer of the Tucson, Arizona resort/spa/ conference center/amphitheater complex. A $130 million dollar resort and casino expansion project was completed in November 2011 under the aegis of then-CEO Wendell Long. Earlier this year, Long accepted a casino CEO job in Michigan, allowing Pascua Yaqui tribal member, Alex Amador, to assume the local top slot. Amador, part of an innovative management succession program STEP (Supporting Tribal Employment Partnership), lasted less than 100 days before being suspended by tribal council. Information concerning his dismissal is closely guarded, but one source with first-hand knowledge of the situation said, “The tribal member was rightly dismissed for reasons unrelated to his CEO performance.” “When the decision was made that the tribe would be better served by going in a different direction, council came to me and asked if I would wear two hats and be an interim decision-

16 Arizona Gaming Guide | October 2013 | azgamingguide.com

maker in the absence of a CEO,” says Burns, a rapidly rising star from a consultant to CFO and now CEO in short order. “At this point, council has picked the one they’re most comfortable with and we’ll see which direction they want to head in. I’ve always been one who asked only for an opportunity to prove myself and I think I bring to the table a good focus and a good work ethic.” Burns has previous tribal experience in both the financial world and the gaming industry as former CFO for the Salt River Pima Maricopa Indian Community and their Casino Arizona and as General Business Manager for the San Carlos Apache Tribe. “A good base was built under the leadership of Wendell Long and his team before we hit some bumps in the road. Now it’s up to me to improve a property with already great credentials (Forbes Four-Star Resort and AAA Four-Diamond destination). You can never rest on your laurels, but I come in with a firm foundation, a physical product that’s fantastic, and a staff that’s enthusiastic. Now I get an opportunity to re-focus on the Tucson marketplace where we want to be THE entertainment venue.”

GAMING NEWS In addition to generating tribal revenue, the Pascua Yaqui enterprises are major players in Southern Arizona’s economy. The National Indian Gaming Association reports 2012 Indian casino revenue approaching $28 billion dollars while the Arizona Indian Gaming Association shows a $1.8 billion impact within the state. “We’re a critical component in the health of the state’s gaming industry, one of the top six multiple-facility metro tribal organizations,” says Burns, listing the other tribes as Gila River, Fort McDowell, Salt River, Ak Chin, and Desert Diamond. “The Big Boys in Phoenix get the largest chunk, the lion’s share of the gaming market in the state, but with more than 1,300 employees (60 to 65-percent of which are tribal hires), we have a large and positive impact on the local community and are a major player in the economic impact of Indian Gaming in Arizona.” In addition to tweaking existing operations, the new CEO is starting to put his own stamp on the brand. “I don’t want to let the cat out of the bag, but I’m excited about a future emphasis on the emblem or trademark we have with our massive copper dome. It’s naturally-reinforced branding every time you come over the hill on Valencia Road and spot the dome shining in the sun and it’s one of the things we’re going to emphasize moving forward.” The landmark, created by a Las Vegas sign maker, measures 26 feet by 26 feet and weights 11,000-pounds. The perforated copper dome features color-changing LED lighting that is visible at night through the cupola’s perforations. There are a lot of moving parts to this well-oiled machine, lots of enterprises that live loosely under that copper umbrella --- the resort, spa, conference center, Casino Del Sol and Casino of the Sun, the amphitheater complex, Del Sol Market Place --- and Burns will be moving to tie them all together to achieve maximum synergy. The two facilities [Casino Del Sol Resort and Casino of the Sun] offer a combined 74,000-square-feet of gaming space with the number of gaming positions limited by compact at 1700 --- 1100 of which are at the new facility. “That’s kind of a nice little challenge for us,” says Burns. “It’s basically two different customer bases. Some visitors like the glitz and glamour at Casino Del Sol while Casino of the Sun has good support from a local clientele that likes a more subdued venue.” After a slow start last fall, look for the Notah Begay-designed Sewailo (Flower World) Golf Course to come online with tournaments in September and a new clubhouse shortly thereafter. The state-of-the-art 18-hole, par 72, championship course was designed by Begay’s old college roommate, Tiger Woods. “This lush, oasis-style PGA-quality course will revolutionize golf in this part of the country and bring a dream into a reality reflecting the economic and cultural intentions of the Pascua Yaqui community,” Begay said. Also about that time --- which coincides with the start of a new fiscal year --- tribal council will consider removing the ‘interim CEO’ designation and making a permanent change. “If council is interested in supporting the direction I’d like to take the organization in, I’d be honored and humbled and excited to take on that task,” Burns says. “We have a wonderful product here. We’re excited about it and want to take a legacy of what others have accomplished for the tribe and continue to build on that. This is a customer service business and we intend to perform above and beyond expectations in that area.” $ The original pride of the Pascua Yaqui Tribe, Casino of the Sun features more than 300 slot machines, and two dining options including Mr. An’s An Express. Casino Del Sol features over 1,000 slot machines, and six dining options including PY Steakhouse and An Del Sol. By enjoying their casinos and entertainment facilities, you enable revenues provided to the Pascua Yaqui Tribe to go to government administration and services; none go to individual per capita payments. The Pascua Yaqui Tribe hopes that you will come visit their casinos, restaurants, gas station, smoke shop, and entertainment venues and support the advancement of the Pascua Yaqui Tribe! azgamingguide.com | October 2013 | Arizona Gaming Guide

ARIZONA LOTTERY

By Jennifer Adler

T

he Arizona Lottery closed out fiscal year 2013 with a record -breaking $692.9 million in sales, a 7.2 percent increase over the previous fiscal year, and the highest amount in the Arizona Lottery’s 31-year history. As a result of fiscal year 2013’s record Lottery sales, the State of Arizona received more than $176.5 million in net funding, the largest transfer amount in Arizona Lottery history and an $11.8 million increase over the previous fiscal year. These dollars support a wide variety of programs under four main pillars: education, health and public welfare, the environment, and economic and business development in cities and towns throughout all 15 counties in the state of Arizona. Fiscal year 2013 marked the fourth year that every designated beneficiary received full funding as established by the Arizona Legislature. “Generating more than $176.5 million dollars to support important state programs is a testament to the Lottery’s commitment to enrich the lives of Arizona residents,” said Jeff Hatch-Miller, executive director of the Arizona Lottery. “We are

proud to report record-breaking sales for the sixth consecutive year and are already working toward surpassing this record in the current fiscal year.” Director Hatch-Miller credits much of last year’s financial success to the two largest jackpots in Powerball history, including the record-breaking $587.5 million jackpot that produced a winner from Fountain Hills, Arizona. The addition of the new draw game Weekly Winnings and popular Second Chance Scratchers games also contributed to fiscal year 2013’s financial success. In addition to the Arizona Lottery’s sizable contribution to the state in fiscal year 2013, Lottery retailers large and small earned a record $47.1 million in commissions. $

WINNING WAYS

Hints & Tips

Do Casinos Really “Tighten” And “Loosen” Their Slots?

Q:

Please settle an argument between my wife and me. Whenever we go to a casino, she plays the slots and I play the tables. I tell her that her winning depends on how much the casino is taking in. I believe all the slots are connected to a central computer and at any given moment, the casino knows how much they have taken in and how much they have paid out. If they are meeting there daily goal of revenue, they loosen the slots and people win more. It seems like when there is a lot of people in the casino, the players are winning. She doesn't believe. Please settle this for us so we can have peace in the family.—Dave Comerzan

A:

Dave! Your wife is always right! I thought all guys knew this when they got married!

All kidding aside, Dave’s wife is correct in not believing Dave’s theory. Casinos do not loosen or tighten machines based on how much has been taken in and paid out on a daily basis and certainly not through a central computer in a back room somewhere. First, casinos in Arizona are not able to change slot machines from a back room as the technology is not available based on the current gaming regulations. In order for that to change and server based gaming (a slightly different concept to what Dave mentions) to become available in Arizona, the gaming compacts between the state and each tribe would have to change and the state gaming regulations would have to change. We will all know about changes to gaming compacts before server based gaming is allowed in Arizona. In states where server based gaming is part of the gaming regulations, casinos can’t change games without a message appearing on the game alerting patrons of the change. Furthermore, server based gaming allows casinos to change game themes, denominations, and other settings based on anticipated player preferences. Second, it is not very practical for a casino to analyze an entire slot floor all the time and constantly make adjustments to the whole slot floor every day. You’d have multiple crews of slot techs going out to individual machines changing the payback percentages (which patrons would observe). Furthermore, the Arizona Department of Gaming’s (ADOG) inspection personnel along with inspectors from the Tribal Gaming Office (TGO) at the casino would have to be on hand. That’s at least six people, per team, constantly running around the casino adjusting machines all day long! ADOG and the casino’s TGO wouldn’t put

24 Arizona Gaming Guide | October 2013 | azgamingguide.com

up with that kind of behavior and it sounds like an administrative nightmare to boot! Third, casinos look at the long run volume in order to make money. Slot Directors tend to evaluate the performance of any individual game or small groups of games on a monthly, at best weekly, basis. If something seems “off” then they’ll pay attention to the game or groups of games for a little while longer before they make a decision about what to do with a game. In most cases, the game will be relocated, be given a change of denomination or a change in bet (all of which can be accomplished without much internal headache and too much involvement by a TGO and the ADOG.) After some consideration, the Slot Director may change how “loose” or “tight” the machine is at this point (called changing the payback percentage) but they’ll need the TGO and the ADOG people present due to this state’s gaming regulations. But, they may not even bother to change the payback percentage and just look at replacing the game with another new title. In many cases a game presents itself as “off” to a slot director because not a lot of people are playing it. As a result, the casino isn’t making much money off the game probably because it is unpopular with players. In many cases making adjustments to the game, even changing the payback percentage, won’t change the game’s performance when the public doesn't like it. The Slot Director will probably just go ahead and pick a new game. By the way, this process is similar in all casinos in this country, commercial or tribal, as gaming regulations are pretty similar from one state (or jurisdiction) to another. Fourth, slot machines are connected to an accounting system that keeps track of all events happening on each individual slot. This system records all kinds of data, including how much money goes in and out of a slot. It also allows the players club card to function, but it cannot communicate back to the game. Accounting systems are specifically designed so that this can not happen. Why? Gaming regulations all over the country prevent it. All accounting systems are tested by independent labs to verify that they do not interact with the rest of the game and are only there to read data, not make changes or perform any other functions. Fifth, one has to be careful with labels like “loose,” “looser,” “tight,” and “tighter.” Remember that every spin on a slot is independent from the next. Slots have no memory of what happened on a previous spin and cannot predict or influence the outcome of a future spin. This is a common gaming regulation

WINNING WAYS around the world to ensure random and fair behavior from a slot’s random number generator. Casino patrons win on a game once and they identify the game as “loose” even though that game may be set at the “tightest” payback percentage available for the slot. Why does this happen? “Tight” machines are still winners! Unfortunately, over the long run, “tight” machines won’t have as many winners as “looser” machines. So, even if a casino ”tightens” a slot, it will still give jackpots, bonuses, and all kinds of other wins until, over time, a long period of time, it earns more money for the casino. Sixth, visiting the casinos during busy times (or slow times) will not increase the likelihood of winning. Many people believe the casinos “loosen” the slots on the weekends when there are more people. The reason for this misconception is that it just seems there are more jackpots, more lights flashing, and altogether more action going on when the casinos are packed. The random number generator in a slot machine doesn’t know how many people are in the casino. It just does its job of picking numbers randomly! On the flip side, many people believe that the best time to visit a casino is during a weekday when there’s the least amount of people. Monday is a popular day for this myth since “the machines are full of money from all the weekend play and they are ready to pay out.” The other reasons some people prefer to play during the week is because they feel casinos intentionally “tighten” the machines on the weekends. Again, the random number generator doesn’t know how many people are in a casino at any given moment, or what the weather is like outside. Finally, just remember that the casino is not an evil enterprise trying to scam people out of money at any opportunity. They are a business centered around a house edge providing them with a solid and stable profit over the long run based on their customers continuing to wager at their facility all the time. Messing around with slots on a daily basis will add a lot of costs to their bottom line. A casino wants winners, wants loyal patrons, wants to ensure a patron’s entertainment dollars continue to be spent at their facility and not elsewhere, and will make sure to comply with every gaming regulation imposed by their own TGO, the ADOG, and the Federal Government. If they don’t, they’ll lose their privilege to operate, and trust us, no one wants that! Ultimately all this regulation boils down to a simple fact: Casinos and the slot machines they make available for play can’t cheat patrons. Hopefully this discussion provides some insight as to why Dave’s theory is incorrect. We do understand why this theory is popular with so many casino patrons. People have a difficult time making sense of random behavior and have a desire to generate seemingly reasonable explanations in an attempt to put some logic behind the random nature of casinos and the games they provide. Before we worked in the casino industry and were able to look long and hard behind the curtain of mystery surrounding casinos, we had all kinds of fantastic theories as to how things worked. Fortunately we learned everything we could and are now here to set the record straight! $

HOLLYWOOD Meets The

SLOTS!

W

hat better way to signal the arrival of 2014’s slots than to partner the brand new games with movie themes that appeal to casino enthusiasts both young and old! Slot manufacturers are all searching for a new concept to engage players, create an environment for a memorable winning experience, and marry that entertainment with a recognizable brand and hope that it sticks together!

Do the names Back to the Future, Jurassic Park, Bridesmaids, Flashdance, Titanic, Ferris Bueller’s Day Off, and Iron Man sound familiar? They are the latest additions to the slot manufacturer’s Global Gaming Expo (G2E) lineup. All of these games were at the show in September and it won’t be long before we’ll all have a chance to play them! IGT made agreements to license Back to the Future (they already made one of these in 2006/2007 but this new slot is definitely an update), Jurassic Park, and the hilarious comedy, Bridesmaids. Aristocrat premiered the 1980’s cult-classic Flashdance at G2E complete with video and music. And slot player favorite, WMS, premiered Iron Man and Ferris Bueller’s Day Off. All the new slots will certainly bring a lot of excitement to casino floors in the coming months. (Continued on page 29)

26 Arizona Gaming Guide | October 2013 | azgamingguide.com

Iron Man by WMS  Vertically expanded 5x12 reel array  80 lines  High-frequency base game features such as the Stark Industries Jericho Missile Feature, JARVIS Feature, Anton Vanko (Whiplash Feature), and more!

 Free Spin Bonus on the full dual-screen display puts players in the Iron Man suit and flies them through the action of the film.

 During the free spins, symbols stream down from the top screen and flood the reels with big stacks of the same symbol, which creates the potential for massive wins.

Titanic by Bally  Includes clips and music from the famous 1997 film starring Leonardo DiCaprio and Kate Winslet.

 Features many of Bally’s proven play mechanics, including three mystery features, U-Spin™ wheel bonus events, free games, and the Radiating Wilds™ play mechanic. There’s even an iDeck™ level three mystery scratch-andmatch feature.

 Titanic

will be available with a life-changing wide-area progressive (WAP) top jackpot award on the Cash Connection™ link as well as stand-alone versions for nonWAP jurisdictions.

(Continued from page 26)

Having played all of these games at G2E last month, we are excited about all of them. However, with licensed slot machines there is always a risk that the game flops on casino floors faster than you can hit the “Stop Spin” button on a slot! The one game from the entertainment industry that still resonates with casino players to this very day is Wheel of Fortune by IGT. IGT has produced so many variations of this slot machine theme that it is hard to count, but they are in casinos now and probably always will be. All the slot manufacturers are looking for a recognizable title that already has a positive memory associated with it in the hope to attract fans of the title and slot enthusiasts alike. Once the game is successful, other versions of the game can be made with, hopefully, similar positive results for the manufacturer, the casinos, and the players. Of course there are plenty of familiar titles among the new slots from all areas of the entertainment industry, but a discussion of all of them will have to wait until next issue! $

Ferris Bueller’s Day Off by WMS  Eight mini bonuses takes players through nearly all of the memorable scenes from the classic 1980s movie!

 Picking

bonuses, spinning wheels, and taking over the parade in the Colossal Companion Spins™ feature will keep life interesting.

 Race to beat Principal Rooney and Ferris’s mean sister Jeanie to the Bueller house in one exciting bonus. Getting home before getting caught has never been this potentially lucrative!

TRIBAL NEWS

IGRA Turns 25 This Month By Lana Hartmann

C

ongress adopted the Indian Gaming Regulatory Act (IGRA) in 1988 that established a complex system to authorize and regulate the American Tribal Gaming industry. The primary legislators involved in drafting the Act were Senator John McCain of Arizona, Representative Mo Udall of Arizona, and Senator Daniel Inouye of Hawaii. The U.S. Senate passed the bill on September 15, 1988 and the House passed the same bill on September 27 of that year by a landslide 323-84 margin. Then, on October 17, 1988, President Ronald Reagan officially signed IGRA into law—exactly 25 years ago this month!

interests, urged the passage of IGRA as a way to have some control. Congress consented in 1988 and IGRA, after being amended to give states more regulatory control through Compact negotiations, became law.

IGRA established the jurisdictional framework that governs Indian Gaming because there was no federal structure before this act became law. The stated purposes of the act set out to accomplish five things: promote self-sufficiency for the tribes, ensure that Indians are the primary benefactors of gaming, guarantee that gaming is honest and fair, prevent organized crime and other corruption through gaming regulations, and provide standards for the National Indian Gaming Commission.

Despite their misgivings, tribes have reluctantly accepted IGRA and have played by the rules in order to protect their most promising key to the future—even though it has meant an unprecedented infringement on their sovereignty. The tribes content that the states should either play by the rules they helped set or Congress should exclude the states from that process and return to the historical tribal/federal relationship.

The U.S. Supreme Court provided the impetus for the passage of IGRA in 1987 by ruling that tribes had inherent powers to regulate gaming on their own land (California v. Cabazon). Following that decision, several states, led by Las Vegas gaming

Under IGRA, a state is obligated to negotiate Compacts that lay out the conditions, regulations, and limitations for all gaming operations. Faced with mounting losses in lawsuits charging bad faith negotiations, states now want to change IGRA—the same law they pushed so hard to see passed. States want more control to tax, regulate and police gaming operations.

DJ Q

CASINO NIGHTLIFE

at Degree 270

By Ramses Ja

P

artygoers who enjoy Valley nightlife are focused on the figure of the resident DJ. The jock that puts down roots in a single venue, bonds with its crowd, and explores the limits of a DJ set is critical to a successful club. The DJs who flourish in this demanding environment go on to become heroes in their states. Quinton Ward (DJ Q. Ward or "Q") started his ascension to these ranks in 2009, when the native of Detroit was introduced to the scene. "I have always had a passion for music but being on tour with my wife (platinum selling recording artist singer-songwriter, Kreesha Turner) really introduced me to the music scene and all the right people," said Q. "Before I knew it, I was on the tables, and DJing became lucrative right away." With producing and writing ability and a penchant for expansive, unique, feel-good music, the jock quickly found work DJing and co-writing and co-producing songs with his wife. Today, he continues climbing the ranks and making a name for himself in the world of dance music and the nightlife scene. "I'm blessed that my career has taken me all over the world to places like Spain and Germany and allowed me to meet other successful industry professionals, like DJ Wally Lopez, one of Spain's biggest DJ's and Ohio's, DJ Steph Floss," said Q. "Now I get to take what I have learned from these professional influences to my new home at Degree 270 in Talking Stick Resort!" Ward will start his residency at the popular Valley nightclub this month and he couldn't be more excited. The Detroit native looks forward to bringing a unique experience to Valley partygoers and revolutionizing nightlife in the Valley. But before he hit the DJ booth, I sat down with Q to ask him a few questions about his upcoming gig and his professional influences. Ramses Ja (RJ): So Q, what can people expect? Quinton Ward (QW): An unforgettable experience, no effects, just good music, lots of interaction and fun. Not many DJ's interact, dance, and perform, but you can definitely expect me to! RJ: What about the style of music? QW: I don't limit myself to only one genre. I think the moment you do that you are putting yourself in a corner, so you can expect me to mix up all the styles. You can expect me to play some of my wife's songs too.

40

Arizona Gaming Guide | October 2013 | azgamingguide.com

RJ: How do you plan on making this experience different from other nightclubs? QW: I want to be able to identify with people and give them something they can attach themselves to. There is nothing quite as rewarding as watching the people enjoy themselves and the music they are listening to. RJ: Can club-goers expect any big surprises? QW: My experience has allowed me to collaborate with individuals like yourself, DJ Wally Lopez in and even my wonderful wife Kreesha Turner. My hope is to add a few more collaborations to the mix as the new resident DJ. RJ: Who are some of your professional influences? QW: Obviously my wife Kreesha Turner. She is the hardest working person I have ever been around and I work hard to emulate her work ethic. RJ: Ten years ago, did you ever think you would be calling one of the hottest Valley nightclubs your home? QW: No. To come from where I came from and be where I am today is a big accomplishment. I’ve always aimed to take leaps and bounds in the music industry, and I expect no less than to take my music to a whole new level as the new Friday night resident for Degree 270. RJ: If there is one thing you want to tell aspiring DJ's what would it be? QW: Many people forget that it's okay to dream. No matter where you start you can aspire to be great and reach new heights. SAMI’S SMACKDOWN

I DON’T want to hear it! By Sami Becker When I arrive at a casino, I’m there to have fun! I’m there to enjoy myself and take a timeout from the daily routine, whether it’s for one hour or for a vacation over several days. My daily routine, on occasion, has included horrible bosses, co-workers who can’t or won’t handle pressure or desire to do a good job, and other workplace issues ad nauseum. The last thing I want to hear about is casino employees griping about similar issues when I’m trying to enjoy myself! - Sandy Sandy, I agree with you! Casino employees and managers need to realize that patrons are at the casino for entertainment and not there to be reminded of a conniving co-worker or how no one has fixed the toilet paper dispenser in the middle stall of the women’s restroom on the third floor! I recognize that as social beings we feel the need to express our frustration to other individuals who are empathetic to our plight. But, there has to be a time and a place for it. In my opinion, that time is definitely not in front of patrons. Might it be possible for a manager

48

Arizona Gaming Guide | October 2013 | azgamingguide.com

to put their neck on the line, swallow their pride and have an open and honest discussion with their employees instructing them not to discuss any matter in front of patrons unless it pertains directly to the job they are performing or it involves a customer service function? Perhaps they can also set aside “gripe time” and a “gripe location” for employees wishing to vent their frustrations away from patrons! When I go to other entertainment establishments, I don’t hear employees griping in front of patrons. Based on my experience, I rarely encounter conversations between employees centered on how poor their workplace environment is and that’s the way it should be, right? Who wants to hear about problems when they are trying to have fun? If I choose to go on vacation, the last thing I want to hear about is work! $
