Q: I enjoy playing the Red Phoenix slot machine. It’s my favorite slot but I don’t know about the free games bonus. The game allows you to pick how many free games and, of course, the more games you select the win times factor [the multiplier] is lower. Example: 30 free games X1, 15 free games X2, etc. Is it more advantageous to pick 15 vs. 30 in terms of chances to win? I normally pick 30 free games but last week I picked 15 X2 and it just seemed like there were more matched with the 15 free games. Does it matter to the computer? Also, when the red phoenix shakes, is there a pattern to watch for? Sometimes it shakes and you get more Phoenix wilds, sometimes you get the pots of gold for more free games and sometimes you get the bonus $ red envelopes. I tried to see a pattern, but I always seem to run out of money to really see a pattern. Any information would help me – I never know which free games to select. Thank you. Judy Johnson—Sedona, AZ A: Thanks for the excellent question Judy! We love Bally Technology’s (now Scientific Games) Red Phoenix slot as well! Interestingly enough, the basic game concepts of Red Phoenix are originally from an Aristocrat slot machine. Staff members at the Arizona Gaming Guide actually designed slot machines (including all the mathematical game models) with this exact free games mechanic into multiple games including Dancing Spirit, Angels & Devils, and several others over the years. As such, we can answer with absolute certainty regarding the free games and which is the best player selection! Since Red Phoenix offers the player several choices during the free games, know that the long run return-to-player percentage remains the same across all choices as long as the multiplier and the number of free games actually multiplies to 30. Long run, you’ll win the same money regardless of if you pick 30 free games at 1X or 3 games at 10X. In terms of your chances to win, the more games you play, the more likely you will have more winning outcomes during that session of free games. So the selection is really up to you which option you’d like to pick. What you actually select does not matter to the computer in the slot machine. The slot machine’s program will just select random numbers as it will on any other spin (free or bought) and just proceed with the bonus until you run out of free games.

There should be no pattern and no correlation between the Red Phoenix shaking and the number of wilds, pots of gold, or the envelope game for the progressives. Gaming regulations prevent slot manufacturers from having graphics, animations, sounds, or other cues which could be misleading to the player. So, both the shaking and resulting outcome as a pattern is obvious with such a bonus, or it is not obvious. Based on your observations, and ours, there is no obvious pattern so the shaking and bonus outcome is randomly determined and presented. What you do need to watch out for when selecting from a changing number of free games with a changing multiplier is when the games and the multiplier do not multiply to the same number! Here’s an example from Angels & Devils, a game one of our staff members designed. In the free games bonus you could pick from one of four options; 20 games X 1, 10 games X 2, 7 games X 3, or 5 games X 4. Notice how each selection multiplies to 20, 20, 21, and 20 respectively. This should give you an immediate clue that something may be different from one choice to the next because all the numbers do not multiply out to the same value! In these situations slot enthusiasts should immediately look in the help screen for any statements concerning “best strategy” or a description concerning an advantage to the player. As soon as one selection increases the long run return-to-player percentage by a few percentage points, gaming regulations dictate players must be informed. That information will be buried in the help screen somewhere, and generally not very prominently. If a selection does not change the long run return-to-player percentage by much, then there will be no indication as to the best strategy in the help screen. With Red Phoenix, without any strategy comments in the help screen, essentially the player’s selection of free games won’t matter in the long run. So, now you know the secret behind the free games choices! Our advice is to pick one of the free games options you feel the most comfortable with and always pick it every time you play. That way you will be less frustrated in the long run knowing that your choice does not influence the game’s behavior or outcomes. Also, as a player, make it a habit to always check the help screen for any strategy advice before you sit down to play any new slot. Good luck! Continued on page 8

Q: You guys better write an article about the ATM machines in the casinos. Tell everybody to never use the ATM machines because if something happens the casinos won’t give you your money! They just tell you a bunch of lies if the machines don’t pay out the right amount. I was supposed to receive $100 and I only received $40. Unbelievable! Edward Hayes–Tucson, AZ A: Edward, I can commiserate with you because this exact situation has happened to me before. First of all, neither one of us should have been using an ATM machine at the casino but we’ve all done it at one time or another against our better judgement! Second of all, by law, the casinos are not responsible for any errors made by the ATM machines on their property. Every ATM machine has an 800 number located on the front of the machine that customers need to call in the event that a malfunction occurs. I assume you had a discussion with a casino employee and I would hope that he or she informed you about the 800 number! A friendly casino employee may be willing to assist you in calling the 800 number to help communicate the problem to the supplier. Other than that, there is not much more the casino is able to do for you. Hopefully you still have your receipt! If you haven’t already, I would strongly suggest that you call the 800 number and report the circumstances of your situation. You deserve your money. Make sure to also check with your bank and see whether $100 or just $40 was withdrawn. Since there are audits in place, sometimes these situations tend to resolve themselves after a few days. I’m sorry for your trouble! Nobody deserves to deal with the hassle involved with these types of mistakes! Q: Gentlemen/Ladies, I enjoy reading and learning from your AZ Gaming Guide. Question is: Do your promo points on slots start building up after you insert your first coin or when your player’s card stops giving you your past history (so many promo points, so much cash available, etc.)? The staff here always waits until all of the messages have stopped flashing and the player’s club card reader is ready to begin counting. We do know that the readers are ready to track play as soon as the player’s card is recognized by the reader. The question is, when is the card registered with the reader? Our staff has attempted to test when the registration actually happens and we can’t seem to discern a pattern partly because there are a variety of different card reading systems available. Our advice, wait until the messages have stopped and then start playing to ensure your card is really registering every

HOW TO PLAY EASY ACES A Brand New Game Coming To Tables In Arizona Casinos

T

here’s a new game coming to Arizona called Easy Aces that is seductively easy to play and also strangely compelling. There isn’t any strategy unless you want to try a type of Martingale (which I’ll explain later), you simply choose one of four possible cards to appear and wait for your payout. Well, almost. The game of Easy Aces is played with 54 cards, none of which are over the number four. The game gets its name from the fact that the modified deck is heavy on Aces, with 24. Also in the mix are 12 Deuces, 8 Threes, 8 Fours and 2 Jokers. To play the game, players make a wager on at least one of the four bet spots – Ace, 2, 3 or Joker. The dealer will likely be dealing from a 5-deck shoe or continuous shuffler. Each deck will have the same composition of cards and all players play against the house and the payoff chart, not the dealer. The dealer will then deal out three cards, face down. Next, they will expose the third card only. That’s the money card. All payoffs are made based on the exposed card. Easy Aces Payoffs Any Ace Pays Even Money Any Deuce Pays 3 to 1 Any Three Pays 5 to 1 Any Joker Pays 25 to 1 Only one bet spot pays per hand. Your wagers on other spots will lose. In addition, the Party Pooper is the 4, which pays nothing. That means if the 4 comes up, all wagers are lost, so you can’t just bet all the spots and have a guaranteed payoff each hand.

house edge, does lend itself to trying the wagering system as a diversion from time to time. Easy Aces, on the other hand, might tempt players to simply wager on the Joker, with the big 25-1 payoff. Since the house edge is very small, the wager is reasonable. Just keep in mind that it could be a long time between wins! As for losing-progression wagering, a modified system of bets on Deuces, at 3 to 1, might be tempting too. Just start with a $5 wager up to 3 times, then $10, $15, $25 etc. You’ll see the possibilities. Just watch your bankroll!

The highest paying card – the Joker – is actually the best bet in this game, with a house edge of only about 3.5%. The remaining choices of Ace, 2 and 3 each have a house edge closer to 7.5%, about what you’ll find on the Pair Plus bet at Three Card Poker.

Thousands of guests have already visited the new Desert Diamond Casino West Valley to experience exciting entertainment close to home. On the December 20, 2015 opening, many braved long lines to be part of history as the very first patrons to play in the facility. Three months after the doors opened, the gaming floor continues to bustle with players trying their luck. Political pressure by a few select opponents has delayed the facility’s ability to obtain a liquor license as of yet, and gaming devices currently fall under Class II guidelines. But this is temporary, as Tohono O’odham Gaming Enterprise CEO, Andy Asselin, has stated. “West Valley residents waited for our casino to open,” Asselin said. “We decided enough was enough and it was time to move forward and open our doors. We are continuing to work towards obtaining our liquor license and will eventually transition into a Class III facility.” These aren’t the only changes that will be happening to Desert Diamond Casino – West Valley. The full facility, once it’s built out, will include a larger gaming floor and additional amenities, such as a full-service hotel with hundreds of rooms, a spa, multiple fine dining amenities, retail space, and more.

“What Desert Diamond is offering today is only the beginning,” Asselin added. “This is only the start of something much bigger for the West Valley.” That includes not only more amenities, but more dollars and cents. Once fully complete, the Desert Diamond Casino – West Valley is expected to create 3,000 permanent jobs and will generate more than $300 million in annual economic impacts for the state. It’s just another example of how Desert Diamond Casinos & Entertainment is helping local communities. THE TIMELINE OF TRIBAL GAMING Understanding How Past Events Have Led Us To Today

T

ribal gaming has been a dependable source of revenue for tribal communities for decades. Unlike Arizona cities and towns that receive financial support from both the state and the federal governments, tribal communities do not have a tax base and they are not eligible for grant-in-aid programs that are available to municipalities. Gaming revenue has been and continues to be an excellent economic development tool that is used to pay for essential tribal services such as housing, education, health care and infrastructure. In addition, tribes today are using the tribal revenues to ensure a positive and financially stable future for their people by making investments in areas such as real estate, technology, agriculture, hospitality, and entertainment. Tribal gaming revenues are strictly regulated by the 1988 Indian Gaming Regulatory Act 25 U.S.C. 2710 Section 11. This act states that net revenues from any tribal gaming operation can only be used by tribes to fund Tribal Government operations or programs, provide for the general welfare of the Indian tribe and its members, to promote tribal economic development, donate to charitable organizations or to help fund operations of local government agencies. All other uses are prohibited by law. 1987—U.S. Supreme Court Ruling In California VS. Cabazon Ruled that tribes can engage in gambling activities if it is not expressly prohibited by the state in which the tribe is located. Ruled that if a form of gambling sought by a tribe is expressly prohibited by the state under criminal law, then the state can refuse negotiations for particular games on that basis. Identifies that if a state regulates gaming it is obligated to enter into compact negotiations with a tribe. 1988—Indian Gaming Regulatory Act, IGRA Was passed to create a balance between the tribes’ rights to operate gaming on their land and the public interest of the state. Provides for the conduct of Class III gaming on Indian lands if tribal state compacts are entered into and only if similar games are offered in that state. Identifies ways in which Indian gaming revenues can be spent. Identifies three regulatory systems: the Tribal Regulatory Office, the State Department of Gaming, and the National Indian Gaming Commission. 1992—Negotiations Begin Between Arizona & The Tribes Governor Fife Symington is granted legislative authority (H.B. 2352) for negotiating and signing compacts. U.S. Attorney’s office begins seizing slot machines on Arizona Indian reservations. Fort McDowell refuses to turn over machines and a stand off begins on May 12, 1992. Largely due to a public outcry in

favor of the tribes, Governor Fife Symington signs the first gaming compact with Yavapai Prescott awarding them 250 slot machines. Other tribes follow with signed compacts. 1993—Chief Justice Frank Gordon Asked To Issue An Opinion Whether Slots Should Be Permitted In Arizona Chief Justice Gordon finds that slot machines are permitted in Arizona and that tribes must have a compact with the state of Arizona. 16 tribes sign compacts with the state of Arizona. 1994—Rumsey Indian Rancheria Wintum Indian VS. Wilson Ninth Circuit Court of Appeals rules that “a state need only allow Indian tribes to operate games that others can operate, but need not give tribes what others cannot have.” Governor Fife Symington refuses to sign 17th tribal compact with Salt River Pima-Maricopa Indian Community claiming that Rumsey prohibits him from signing. 1996—Seminole Tribe Of Florida VS. State Of Florida Seminole tribe of Florida is denied a tribal state gaming compact from the state of Florida. A lawsuit ensues and goes up to the U.S. Supreme Court. The U.S. Supreme Court rules that if a state refuses to negotiate in good faith, the tribe cannot sue the state. 1996—Salt River Pima-Maricopa Indian Community Places Proposition 201-The Fairness Initiative On The Statewide Ballot And Sues The State Of Arizona Initiative allows the five remaining tribes (Navajo, Hopi, Havasupai, San Juan Southern Paiute and Salt River PimaMaricopa Indian Community) to have a gaming compact if they choose one. Proposition 201 wins by 64% of the vote. 1998—The Arizona Supreme Court Rules In Favor Of Salt River Indian Community A lawsuit is filed by the Salt River Indian Community against Governor Fife Symington because he prohibited the provisions of Proposition 201 from being implemented even though he signed the proposition into law. The State Supreme Court rules in favor of Salt River. Governor Jane Hull signs a compact with the Salt River Pima-Maricopa Indian Community in June 1998. 2002—17 Tribes In Arizona Place Proposition 202 On The Statewide Ballot To Continue Gaming On Indian Lands The 17-Tribe Indian Self-Reliance Initiative (Prop 202) is placed on the ballot after 2 1/2 years of negotiation. Voters approve Proposition 202 on November 5, 2002 which ensures gaming on Indian lands continue and gaming revenue is used to fund basic services such as education, housing, and health care. The Proposition also maintains that a portion of the gaming revenues must be shared with the state of Arizona and local governments. In addition, the Proposition provides accompanying regulatory oversight by the Arizona Department of Gaming. $

Show Some GREEN At Harrah’s Ak-Chin This April Being GREEN is an important initiative at Harrah’s Ak-Chin Casino all year long but in April, in honor of Earth Month, the employees really like to show their GREEN. This can be seen specifically through two programs. The first is HERO, which is an employee-based volunteer program in which Harrah’s staff and their families make noteworthy, visible contributions to the community by lending their time, skills, expertise and caring to dozens of volunteer projects throughout the entire community. And the second is through the CodeGreen program, which is a companywide initiative of Caesars Entertainment Corporation’s (Harrah’s parent company) environmental sustainability initiative. In 2007, Caesars adopted sustainability goals for all its properties that included carbon emissions reduction, energy conservation, renewable energy, water consumption, alternative fuels, waste diversion and recycling. In 2015, Harrah’s Ak-Chin Casino ranked second in the brand for their CodeGreen efforts. Both programs have allowed Harrah’s employees to make a commitment to the environment and sustainability and create a GREEN culture. The first look at Harrah’s Ak-Chin Casino’s GREEN initiatives is the illumination of GREEN around the exterior of the casino and The Lounge stage throughout the entire month of April. The casino is also launching an employee garden to show off their GREEN thumbs! The new garden is intended to educate employees on what can be grown in Arizona, how to grow it and how to utilize kitchen waste as compost for their gardens as well.

Then on Friday, April 22, in conjunction with the Ak-Chin Indian Community, 100+ volunteers are expected to participate in an annual earth day celebration which include an Adopt-A-Highway cleanup event. And, employees will also be participating in two other GREEN events put on by the Ak-Chin Indian Community. The first is the Walk the Recycle Runway event, in which participants use recycled materials, which must be more than 75% recycled, to design and model clothing and accessories. The second is the Recycled Art Contest in which 50% of the final work of art, (drawing, painting, sculptures or jewelry) must be made from recycled material. But what do they do all year to show their GREEN? Harrah’s Ak-Chin Casino works hard on its efforts to make a difference and be GREEN all year! Each year the casino goes “dark” in honor of Earth Hour, which is a worldwide grassroots movement uniting people to protect the planet by shutting off all non-essential lights for one hour as a symbol of their commitment to the planet. Harrah’s participates by turning off both exterior and interior non-essential lights as well as playing an Earth Hour video in hotel rooms. The hotel also has GREEN features, such as thermostat technology that automatically resets the thermostat to a set temperature to conserve energy once guests leave their room. The casino also emphasizes recycling, offering recycling for guests, with four bins on the casino floor and two large wall displays to show the various CodeGreen recycle facts and energy tips. Outside the casino, the CodeGreen gardens can be seen thriving with GREEN plants that are native to Arizona and the parking lots are GREEN, too, with car-charging stations that provide guests the option to plug in and charge up when they need to. $

READER MAIL THAT MAKES ME LAUGH Even The Typos Are Too Good To Be True

T

he first thing I do every morning is sit down at my computer and read all my e-mails (after I’ve made my ’Cup of Joe’ of course). This is such an exciting way for me to start my day, because I cherish each and every correspondence from my readers. Whether it’s a quick gripe written in a few short sentences from someone who just wanted to get something off their chests or it’s a long, thought out composition that I have to print out, sit back in my recliner and schedule time to read—I love them all! Over the years, some have been serious, some trivial, and some just downright HILARIOUS! I though it would be fun to share excerpts from a few that made me laugh out loud! Enjoy … “I sat down on an ashtray today at the casino. It was left by some idiot who wanted his machine saved. I didn’t see it and I just sat my ass right down, white shorts and all, on a full ash-tray! Sometimes people leave them on chairs and don’t even come back, but I didn’t wait to find out. I started walking across the casino to find another machine and a young fellow tapped me on the shoulder and told me there was something on the back of my shorts. I went to the bathroom and sure enough there was crap on my ass—gum stuck to my ass and a cigarette butt stuck to the gum! Gross!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! I’m pissed! You should tell people to not leave full ashtrays on the chairs. What the [heck] is wrong with people??????????”

Did this lady think she was on Craigslist? By the way, snow blower in Arizona? That will be a tough one. “A granny sitting next to me at the casino tonight just went to town with my glass of beer. The first time she took a big gulp I didn’t say anything figuring she just accidentally grabbed my drink because it was between our two machines. The second time she got her filthy paws on it I knew it was no accident.” I say, two thumbs up to granny. Go granny! “I won big at the casino tonight! I made $640 with only $20 on that penguin game. I can’t remember the name but you know which one I’m talking about—the one where the penguins, I mean ducks, are dressed up and they dance around like they’re tipsy. I can’t remember the name, but I had so much fun! I can’t wait to play again.” Hmm, tipsy dancing ducks that look like penguins? Okay first I thought maybe she was the one that was tipsy, but then I remembered there is a game with a dancing pig that looks like Elvis after all. And, the typos are always so much fun too …

Her husband is bad luck and it’s not just a fact, it’s an “absolute fact.” “I’m looking to sell some things I’m not using, so I can have more spending money at the casino. I have a set of encyclopedias and a snow blower that have never been used. I’m thinking I should be able to get $500 for the books and $200 for the snow blower.”

FEELING LUCKY? Arizona Ranked #5 In The Nation For Highest Indian Gaming Revenue

T

he nation’s 489 tribal-owned casinos across 28 states recorded their fifth straight annual gaming revenue increase in 2014 reaching an all-time high of $28.9 billion in 2014, an increase of 1.9% over 2013, according to the Casino City’s annual Indian Gaming Industry Report. In fact, the 2014 numbers show that Indian gaming is giving commercial casinos a run for their money. Currently, Indian gaming represents 43.5% of the nationwide casino gaming market while the commercial sector accounts for 44.2%! This is the closest the gap has ever been before! Arizona casinos made $1.82 billion in revenue in 2014, marking a fourth straight year of growth and ranking no. 5 in the nation for highest gross for states with Indian gaming. California, Oklahoma, Florida and Washington rounded out the top five. According to the report, the top five states in the nation made up

more than 60% of the total national gaming revenue, growing $11 million from 2013 which equates to a 0.6% increase. Amanda Jacinto, Public Information Officer for the Arizona Department of Gaming, said that the growth in casino revenue is a sign of a growing economy in the state. And, just last month, the Yavapai-Prescott Indian Tribe announced their plans for building a new casino and resort in the Prescott area! That announcement comes on the heels of the San Carlos Apache Tribe announcement for a second casino and resort near Dudleyville! $
