PLAYERS TALK Q: Do I have the right to keep a casino ticket I find on the floor or in a slot machine’s ticket tray? A friend told me it needs to be turned into the casino. I don’t agree! Why should the casino have it?? Anonymous – Phoenix, Arizona A: Tickets, or cashout vouchers, are technically “bearer instruments.” Officially, this means no records are intentionally kept as to who owns the cash represented by the voucher. Therefore, by definition, the individual (casino patron) possessing the ticket is the owner. However, once a lost cashout voucher is left in a ticket tray or dropped on the floor it legally becomes the property of the casino. This is, in fact, the case in all land-based casinos in the United States. If you find a cashout voucher, call the nearest casino employee, identify that you found the ticket and state your intent to return it to its rightful owner. You should head over to the main cashier cage at the casino with the employee and begin the paperwork necessary for the casino’s “lost and found” policy. Many casinos will even return the funds to you if their investigation into who the rightful owner is doesn’t provide any leads. Absolutely do not take a found ticket and cash it in or leave the casino with it. If you do, you are technically stealing either from the casino or the original patron and you may be charged with theft! As we all know, in a casino, there are a lot of cameras, employees and patrons who are all potential witnesses. Furthermore, a patron’s player’s card can be used to determine who was playing at what slot machine at any particular time. This provides casino management multiple options to determine who was first in possession of a cashout voucher. The casino will always make every attempt to return the money to its rightful owner or ultimately just give it to the person who found the voucher. I’m sure if you ever lost a ticket at a casino you’d appreciate someone else doing the right thing by turning it in so you can claim what’s rightfully yours. Here are some fun facts about cashout vouchers: The cashout voucher is a bearer instrument and the casino is not responsible for lost or stolen tickets. The casino is discharged from any liability or claims once the cashout voucher is presented for redemption. The casino reserves the right to withhold validation and payment pending an investigation to determine whether the voucher is lost or stolen. If there is a problem with a ticket it is void! Therefore, a patron should call a casino employee over immediately if any of the information on a printed ticket is incorrect or missing (such as the date and time, the casino name and address, validation number and barcode) to avoid any potential issues. $

asinos don’t trick you into gambling. We’re all adults here. But once you’re inside, the psychological is thick, like your boss. Maybe not Vulcan mind-melding, but there’s some thought-bending. That’s business these days, from flashing Internet ads matching your searches to our need to get “likes” and “follows” on social media. Subtle Psychological Control We’re all used to casinos without clocks, or windows that would betray the setting sun, and finding there’s no way to walk through the casino floor without going past slots and table games. It’s a casino, and they want you to gamble. What would McDonald’s be without a place to order burgers? So, casinos use psychology against you, but their success is greatly enhanced because we, as humans, are easy to manipulate. Don’t believe me? Read on, Macduff. Not unlike your local supermarket with a club that offers discounted gas, we are enticed to be loyal; to do the bulk of our gaming at one location. To get rewarded. It’s human frailty. Notice me, praise my play, set goals for me to reach a more prestigious color group (yes, I’m for player’s cards and promos).
Some casinos automatically spray pleasant aromatic fragrances around the casino floor knowing it will keep you playing longer. Did you get your free drink yet?
Did you know you’re more likely to take risks when you are happy? The casino does! “Hey, more free drinks here!”
And, anything that makes you think you are in control helps the casino’s bottom line. Human nature again. But it’s especially sinister on slot machines because the correct frequency of near misses on the pay lines encourages prolonged gaming. That and the instant gratification of small pays, where the bells ring and your heart sings, and if you look, you’ll see you’re getting less back than your bet!
Psychologists have studied gambling and concluded that we gamble to get something missing in our lives, everything from love and acceptance, to sex and food. If you’re hungry, there’s a restaurant at the casino. If you want acceptance and social interaction, play table games where the dealer is paid to be pleasant and talk to you.
On the safe-sounding penny slots, you are often playing 50 lines for 2 cents each. That’s a buck a spin, and a typical payback of 27 cents. The constant reinforcement keeps you playing, but a $20 bill goes fast when you are losing 73 cents a spin. Still, we play because we might hit the jackpot on the next spin. It’s exciting.
Want to brood? Play some slots in a lonely section of the casino and have at it. You can find one easily. Just search for your favorite nickel slot. You’ll likely get lost, trapped in some dark slot alley, and give up and play dollars. No control over you there, right?
So, is it all bad? No. Most people gamble to have fun, and your local casino isn’t any more sinister than your supermarket. Just temper your emotions and your bankroll and keep in mind that the casino always has the advantage. Go soft on the pedal and hit the brake when you must. $

A SIMPLE BASIC STRATEGY Invaluable Info For The Recreational Blackjack Player
I
have been telling players for the last 20 years that the first step to playing winning blackjack is memorizing the basic strategy.
In fact, some of my columns have included a basic strategy chart. However, when I play blackjack, I can count on one hand the number of players that I have seen play it perfectly. Apparently, players just don't want to take the time to memorize it! In a basic strategy chart, there are 250 squares with a hit, double, split, or stand in the box. For those of you part time and recreational players, I am going to give you a very simple strategy that only has 21 squares to memorize on the right side of this page. This simplified strategy will only add a 0.14% disadvantage to the house edge. That comes down to about a cost of one hand for every 12 hours of play. This strategy is not correct 100% of the time. To be clear, this strategy will help the part time and recreational players. Here are some very bad player strategies I have seen lately that you should never try: The "Never Bust" Strategy. Here the player never hits a 12 or above. The player using this strategy is at a 3.91% disadvantage to a basic strategy player who is at about a 0.51% with a six deck game. The "Mimic The Dealer” Strategy. Here the player hits until they bust or get 17 or better. The player never doubles or splits since the dealer isn't allowed to. This strategy puts the player at a 5.48% disadvantage. The "Assume A 10 In The Hole” Strategy. When the dealer has an ace up, the hand is played according to basic strategy because the dealer would check for a blackjack. This strategy puts the player at a whopping 10.03% disadvantage! If you just go to play blackjack once in a while, this simplified basic strategy is easy to learn and simple to play. Your money will last longer and, who knows, you might walk out a winner! YEAR-ROUND LIVE HORSE RACING Arizona Downs Celebrated Inaugural Summer Meet On Memorial Day
ear-round live horse racing has returned to Arizona with the opening of Arizona Downs in Prescott Valley. The racetrack celebrated its inaugural summer meet when it opened its gates to more than 8,000 fans over its fourday grand opening on Memorial Day weekend. The newly renovated Arizona Downs features Thoroughbred and Quarter Horse racing, and an entertainment-packed season that continues every weekend through Labor Day.

summer racing season includes 35 days of live Thoroughbred and Quarter Horse racing on Saturdays and Sundays, and eight races each day. Arizona Downs is a mile-long racetrack, with a spacious venue that features concession stands, a restaurant and bar with scenic 360-degree views, more than 150 in-house TV screens, and both mutuel and self-bet machines. The racetrack also offers a simulcasting room that opens for wagering daily at 9 a.m., and a deli with a full bar throughout the day.

Criminal Charges Involving Unsanctioned Mixed Martial Arts Events Continue to Mount
ESPN & Caesars Entertainment Announce Innovative Collaboration For Sports Betting Content
The Maricopa County Attorney’s Office (MCAO) filed additional charges in justice court on May 22, 2019, against Mr. Roland Sarria and Mr. Todd Whitmoyer for their suspected involvement in unsanctioned combat sporting events. These charges relate to an event that took place on February 2, 2019, at Maya New York Pizza Bar & Grill, located near Brown Road & Mesa Drive, in Mesa.
ESPN is joining forces with Caesars Entertainment to bring the best in sports betting news and entertainment content to fans around the world. The deal includes building a new ESPN-branded studio at The LINQ Hotel & Casino in Las Vegas, where sports betting-themed content will be created, along with segments for ESPN’s recently launched sports betting-related show, Daily Wager.
These new charges are in addition to those filed against the defendants on April 26, 2019, for similar cage-style, unsanctioned events conducted in Phoenix and Glendale. All charges arose from an Arizona Department of Gaming (ADG) investigation into the activities of both defendants who reside in Maricopa County. City of Mesa officials and Mesa Police Department aided ADG’s investigation, which began in 2018.
The studio will serve as a Vegas hub for odds-related content and will contribute to any number of ESPN linear, digital and social shows as well as ESPN.com and the ESPN app.
“Fighters competing in an unsanctioned event put themselves and their opponents at risk for serious harm,” said Dr. Ken Ota, Arizona-licensed and certified ringside physician. “Event sanctioning is necessary to ensure maximal health and safety of competitors.”
Caesars will also serve as ESPN’s official odds data supplier across TV and digital, receiving associated attribution across ESPN. Additional advertising and sponsorship activations will roll out in the coming months and throughout the deal term.
The Arizona Boxing & Mixed Martial Arts (MMA) Commission regulates and sanctions amateur and professional MMA, professional boxing and kickboxing, and touch man contests conducted statewide. Arizona’s requirements for sanctioned events are in place to protect the health and safety of participants and the public, and ensure a fair fight.

“Topping-Out Ceremony” Marks Debut Of New We-Ko-Pa Casino Resort Name And Logo (Formerly Fort McDowell Casino) On June 6, 2019, members of the Yavapai Nation hosted a Topping-Out Ceremony at the location of the new We-Ko-Pa Casino Resort. In addition to marking an important milestone in the construction project, the ceremony also marked the debut of the new name We-Ko-Pa Casino Resort (formerly Fort McDowell Casino) and the new logo. The new casino is located in the heart of Fort McDowell’s Yavapai Nation on the eastern edge of Scottsdale, Arizona. The function of the Topping-Out Ceremony is to bring a building good luck and mark the intermediate point of the project. This point identifies that the construction team is about to dry-in-the-roof, which means the roof can provide semi-protection from the elements. The structural phase of the building remains on schedule to open the We-KoPa Casino Resort in the summer of 2020. As part of an ancient tradition, a special white painted beam with a Christmas tree placed on top was hoisted into place by a large construction crane. A banner was adorned with the logos of the project team: Kitchell Construction (General Contractor); Thalden Boyd Emery (Architects); W.E. O’Neil (Owner Representative); along with the We-Ko-Pa Casino Resort’s new logo and the Fort McDowell Yavapai Nation tribal seal. The beam was signed by casino and resort employees, construction crew, tribal members and tribal elders and the project construction team in a special signing ceremony prior to the placement by the Kitchell construction crew. Congress Members Petition The U.S. Treasury To Increase The Tax Reporting Threshold On Slot Machine And Bingo Jackpots To $5,000 In a letter dated May 13, 2019, members of Congress Dina Titus (D-Nevada) and Darin LaHood (R-Illinois) wrote to Assistant Treasury Secretary David Kautter to use its authority to increase the threshold for reporting slot and bingo winnings. The letter states, “the current threshold for bingo and slot was set at $1,200 in 1977 through regulation and has not been updated since then. As the value of a $1,200 jackpot has decreased due to inflation, the number of jackpots hitting that threshold and requiring reporting has increased.” The industry has long argued that the low reporting threshold is detrimental to the customer experience and disruptive to the casino floor. The letter maintains, “When a player hits the jackpot on a slot machine above the $1,200 threshold, the machine locks up and
stops play. Staff must issue a W-2G form to the player and validate its accuracy. Raising the threshold would reduce the paperwork burden on businesses and players while ensuring the tax code reflects current economic realities.” Titus and LaHood also argued in their letter that, “If indexed to inflation, the current threshold would be around $5,000.” In 2016, the IRS attempted to lower the threshold even further down to $600 but was prevented due to serious protests from the gaming industry and the American Gaming Association. $

SOFTWARE GLITCHES Who’s Really At Risk—The Player Or The Casino?
L
ast month’s article regarding slot machine malfunctions raised quite a stir amongst readers of my column! I received numerous emails and handwritten letters with concerns and questions about whether or not we players need to be worried about the legitimacy of the statement malfunction voids all pays and plays. Dale from Glendale was just one of dozens of readers who wanted to know, “Are we, as players, at risk of software glitches?” Susan from Buckeye was curious “what could happen during a software glitch.” And, Ron from Avondale needed reassurance that “software glitches don’t happen on a regular basis.” First, rest-assured that software glitches are extremely rare! And, second of all, the casinos are the ones most at risk if a software glitch does occur! Several years ago, gamblers at Caesars in Indiana raked in nearly half a million dollars in two days on one slot machine that was registering ten times more money than the players were inserting. Putting a $20 bill into the game was actually being recorded as $200! Players didn’t even need to play the slot. They could just cash out their inflated ticket and leave. Security tapes later showed people just walking up to the machine, inserting $100 and cashing out $1,000! A young couple finally reported the problem to security and it was determined that the machine’s bill acceptors had been incorrectly set for the Philippines instead of the United States which instructed the machine to multiply credits by ten! We asked a Gaming Device Compliance Manager at the Arizona Department of Gaming if he has ever come across a situation where a player was actually being cheated by a software glitch? He said he couldn’t recall a single incident during his tenure as an inspector for the Department, and during the time he was a slot technician previously, that there was an instance of slot software cheating a customer. “Based on my experience, when there is a problem with a slot, the casino is at a disadvantage. Slot machines are a huge liability and risk for the casinos! It’s not the other way around. Players are not the ones who are at a disadvantage if a blip occurs. Even though there is a disclaimer on every slot machine that states malfunction voids all pays and plays, casinos tend to provide some form of compensation to a player in the event of a malfunction anyway. One time a slot’s touch screen stopped work-

ing while the player was in the bonus and the casino paid out the maximum possible bonus award on the slot to the customer as a result since they couldn’t complete the bonus!,” said the Gaming Compliance Manager. Obviously, software glitches can pose serious problems that no casino, slot manufacturer, independent laboratory or regulatory agency wants to deal with. Ultimately, if something goes awry with a slot machine one individual or a group of individuals will be held accountable and the repercussions can involve fines, loss of jobs, and even lawsuits! That is why casino gaming is so secure. There is so much testing, certifying, and regulating to prevent these kinds of problems from occurring and that is why software glitches are so extremely rare! $
