It is with great pride that we once again publish the Master Builders-Bankwest Excellence in Construction Awards Magazine. This impressive publication showcases the very best non-residential construction projects in Western Australia and all the entries in this year’s Master Builders-Bankwest Excellence in Construction Awards. The projects entered in this year’s awards have once again displayed first class workmanship and construction excellence; reflecting the high standards for which Western Australian builders have become renowned. These prestigious awards once again attracted great diversity among the entrants, ranging from office buildings and educational facilities to the construction of the Mandurah Bridge Replacement Project to Yagan Square and the Perth Zoo Lion Enclosure; across the entire state from Harvey in the south to Karratha in the north. Our Best Regional Project was judged from the best commercial projects from our Regional Building Excellence Awards in the GeraldtonMidwest, Kimberley/Pilbara, South West, Goldfields-Esperance and Great Southern regions. The panel consisted of four experienced builders, an architect and two engineers, all of whom contributed their valuable time and travelled great distances in some cases to judge this year’s diverse range of projects. The trust fund commemorates Mark Allen, who was accidentally killed in 1996 at the age of 23 while conducting a routine inspection of an East Perth workplace with a union official after a stop work meeting. The memorial fund was established to promote safety on building sites with the trustees including members of the Allen family and union representatives.

Charlie Baggetta

Charlie started in the Building Industry in 1962 doing a five-year apprenticeship in Carpentry & Joinery. On completion of his apprenticeship he worked in both Residential and Commercial sector of the Industry. After gaining experience, he commenced studying for his Building Registration Certificate. He started his own Building Company, Baggetta Builders in the South West in 1980, and is still active in the Company operations. Charlie is now a life member of the Master Builders Association and has held a membership since 1980.

Kevin Sale

Kevin Sale has held senior positions in major Perth companies building volume housing and unit developments both in the metropolitan and regional areas. Kevin’s involvement with Master Builders has been eight years on the Safety Council followed by time as the Chair of Housing and a member of both Council and Executive Committees. Kevin is a past President of the Master Builders Association.

Max Rivett

Max has had over 48 years of experience in the Western Australian construction industry including 40 years in senior management roles. This included 38 years as a director and partner of Cooper & Oxley Builders, a major contractor in the Industrial and Commercial area in WA. He is a life member of the Master Builders Association of WA and served as WA President and National Board Member from 1995 – 1997. Max has served on various MBA committees and Government advisory panels and currently is a board member of the WA Construction Training Fund.

Rod Sproule

Rod has over 45 years’ experience in the Australian construction industry including 35 years in senior management roles with major Western Australian builders. He was President of the Construction Contractors Association of WA from 1997 – 2001, a member of the Master Builders Contracts Committee from 1981 – 1993 and a member of the WA Chamber of Commerce and Industry Construction Council from 1998-2001. Rod is a registered builder and was appointed Fellow of the Australian Institute of Building in 2009.

Robert Johnson

Rob is a structural engineer and, prior to his recent retirement, spent the last 31 years of his 45 year career as engineer, Director and Chairman at BG&E Pty Limited (previously Bruechle Gilchrist and Evans), during which time the company expanded from 20 to 300 staff in 8 office locations. Rob’s experience extends to a wide range of structures, large and small, including buildings in Dubai, Doha, London and Chicago. Rob has served various roles on committees for Engineers Australia and the University of Western Australia and is a Fellow of Engineers Australia.

Rod Mollett

Rod is a Life Fellow of the Australian Institute of Architects and was appointed as a Member in the General Division of the Order of Australia for his service to architecture in 2014. Rod worked for the practice of Silver Thomas Hanley for more than 40 years and as a practice director for 25 years. Rod has also served on the Australian Institute of Architects (AIA) WA Chapter Council, AIA National Council, the Architects Board of WA (ABWA) and the Architects Accreditation Council of Australia (AACA) in various roles, including as AIA Chapter President, Chair of the Architects Board of WA and Chair of the Accreditation Council of Australia. He has retired from Silver Thomas Hanley but continues to practice architecture as a sole practitioner, assist with the AIA Professional Learning Series, serves on the AIA WA Chapter Honours Committee and is a Senior Counsellor of the AIA.

Tony Lakis

Tony Lakis has been a civil engineer from INSA de Lyon 1964. He is also a member of the institute of Engineers Australia, a retired Chartered Professional Engineer and Builder. He was a member for the Building Disputes Tribunal and of the Master Builders Training Committee. Tony worked with Italconsult, one of the world largest Consulting Firms, doing projects for the UN and the World Bank. He was Consulting for a couple of years before founding Lakis Group in Dubai; a major building and Civil work company. In 1985 Tony registered Lakis Constructions in WA which saw him undertaking many Government projects including schools, hospital refurbishments and around 17 Railways Stations in the metro area. Tony was also a Telstra Maintenance Contractor and worked on Western Power Substation. Lakis Constructions has won multiple Master Builders-Bankwest Excellence in Construction and Housing Excellence Awards. Tony retired from Public Work in 2010 but is still involved in the industry and continuing his own Development and Property Management.

This project is part of the State Government’s Perth City Link project connecting William, Wellington and Roe Streets. Yagan Square recognises one of the Noongar people’s great leader-warriors and acknowledges the historical and cultural significance of the site. The development includes the construction of a flagship public space incorporating a market hall, bars, cafes, green spaces and play areas.

Cirque Apartments features a 20 level tower comprising of 111 bespoke apartments in Mount Pleasant. It is the first multi-unit residential building in Western Australia to be awarded a 5-Star Green Star rating. JAXON successfully delivered a sculptural example of a building designed to be appreciated at a distance, and at close range from the streetscape.

NORTH PERTH SCHOOL OF EARLY LEARNING, NORTH PERTH

Hocart Lodge started life as the private residence of the Hocart Family, and since it’s donation has been used to provide care for the elderly within the Harvey Community. This project saw the staged construction of a new 60 bed facility to continue providing uninterrupted care, and ultimately a higher level of care for its residents.

The project called for the transformation of a decaying old 1907 North Perth Police Station into an airy, sophisticated, three-storey state of the art early learning centre. The project encompassed the integration of the new with the old features of this unique heritage listed building, and as a result the century old police station underwent extensive structural engineering.

Hocart Lodge started life as the private residence of the Hocart Family, and since its donation it has been used to provide care for the elderly within the Harvey Community. This project saw the staged construction of a new 60 bed facility to continue providing uninterrupted care, and ultimately a higher level of care with the new facilities for its residents.

This project was divided into two distinct parts. Stage 3 comprised the construction of the Midwest Garden, the final stage of a number of earlier landscaping stages. Stage 4 of the project involved the internal restoration of the St Francis Xavier Cathedral. All previous stages of the works at the Cathedral, which started in 2015 included the re-roofing of the Cathedral dome and the construction of the Monsignor Hawes Heritage Centre, were completed by Crothers Construction.

The Beryl Grant Community Centre was specifically designed to form a multifunction hub and to cater to the growing and diverse needs of a modern aged care community. It was intended to be very flexible and yet to maintain a high degree of functionality to ensure a positive and enriching experience for the various intended user groups.

KALGOORLIE-BOULDER COMMUNITY HIGH SCHOOL

INTEGRATED MARINE OPERATIONS CENTRE, PORT HEADLAND

This project required a major three stage construction upgrade of Kalgoorlie Boulder Community College, that consisted of demolition, earthworks and asbestos removal, three additional new teaching blocks, café, playing courts, visual arts with polished concrete corridors, and education support hub with an extensive Corian feature reception counter, and refurbishment of the existing design and technology area. The works also included, new parking, extensive hard and soft landscape works throughout the school, and new perimeter security fencing.

The IMOC replaced the existing control tower within Port Hedland enabling PPA to improve marine operations through the safe and efficient access of vessels, mainly within Port Hedland, but also all ports under the control of PPA. The Integrated Marine Operations Centre includes a Vessel Traffic Services (VTS) Centre that controls the working operation of all the PPA ports throughout the Pilbara.

Ingenuity, innovation and skill delivered a facility for many activities, including rowing, nautical and marine studies, and community access.

The project ‘s location in a very remote area, created extraordinary building site access and planning challenges. The project foreshore area is extremely important due to its Aboriginal heritage, which meant no concrete foundations along the foreshore, but an allowance to recycle the existing concrete ramp into the gabion baskets was permitted. Daily tidal movements to enable close delivery of materials onto the shore restricted machinery delivery by barge.

The concrete structure in this project presented many challenges, including the pouring of concrete on steep angles, transporting the concrete to the correct slump and ensuring that the concrete was neither too wet nor too dry.
