Welcome to the 2018/2019 edition of Build Source Victoria. This is the 19th year we have provided our members with a resource guide such as this, a helpful publication and useful tool offering Master Builders members a listing of all the product, service and labour solutions you could need for the coming year. Build Source is one of the first places to look for building products, materials, suppliers, subcontractors and consultants. We are in the midst of remarkable times here in Victoria. Our economy is strong, and we are pleased to see many large infrastructure projects planned, but our members also face a shortage of skilled workers to deliver them. Our advocacy and government relations work is important to represent the voice of professional builders to government and regulators. We also face long-term challenges such as cladding, housing affordability and excessive red tape. Economic growth in 2017-18 is expected to be almost a full percentage point higher than the national average (3.7 per cent compared to 2.8 per cent) and population growth above the national average of 1.6 per cent. This has created an unrelenting demand for skills.
The building regulations we have seen in 2018 have been significant, and we continue to work with the Victorian Government on the implementation process. After a decade of lobbying governments on behalf of our members for mandatory trades registration in Victoria, Master Builders Victoria is cautiously optimistic about the Building Amendment (Registration of Building Trades and Other Matters) Bill 2018 which was introduced into Parliament in July 2018. In 2017 we began a rebranding exercise for Master Builders Victoria, presenting our new, modern logo and public face to represent our way forward. The new logo reflects our commitment to providing enhanced products and services, including: • A new website in 2018 • New training programs, like simulation and online training • Online awards applications • Enhanced marketing across digital, print and radio platforms • A graphic identity unified with national and interstate offices. The population of Victoria continues to grow at the fastest pace in Australia, the demand for housing and efficient planning decisions is
intense, as is the urgency for major transport works and other infrastructure projects to support rapidly growing communities. We will continue to advocate strongly for these critical policy and funding commitments to secure the vitality of our state. As the largest full-time employer in Victoria, our industry generated over 316,000 jobs by August 2018. There were nearly 100,000 firms in the Victorian construction industry as at the end of June 2017, or 16.8 per cent of the 590,820 businesses within the state. This makes the building and construction industry the largest industry by number of businesses in Victoria. If you’re a builder, subcontractor or building industry specialist, Build Source can help you locate the right person, service provider and information. Density is inevitable; Adolescence can be an awkward and painful time not just for people, but cities, too. Some parts of them grow faster than others, making the urban experience feel lopsided and bittersweet. This is normal. We needn’t panic. But on the road to maturity, it helps to learn from those who have tread a similar path, avoid their missteps and have a commonsense plan for getting bigger and handling all that comes with it. The Government’s recent announcement of a new framework for Fishermans Bend reminds us that politicians have the final say in how Melbourne will look in the future. But politicians of all stripes continue to send us mixed messages about urban development. We often hear how critical it is to keep pace 6 | 2018 Master Builders Victoria Build Source
with our growing population but, in the same breath, that increased urban density must be contained.

The parties are quick to portray density as the bogeyman. But poor planning for density is the real danger, and government and regulators have ultimate responsibility for that planning. To help Melbourne get it right, they should take a pragmatic and evidencebased approach including drawing on the experiences of cities that manage density well, such as Barcelona, Vienna and Osaka.
Barcelona succeeds because it has excellent infrastructure that supports urban living including high-quality public transport and ample pedestrian access. Pedestrian piazzas and variations in high- and low-rise developments add to its charm. Barcelona’s liveability wasn’t achieved by rejecting density but through a thoughtful approach to urban planning.
Barcelona is one of the most densely populated cities of the world, and also celebrated as one of the most liveable. The district of Eixample has 36,000 people per square kilometre; Barcelona city has 103 road intersections for every square kilometre. By comparison, the population density

Using regulatory tools to slow the growth is a tactic with potentially serious consequences. The Liberal Party’s newly proposed Population Commission could impose planning restrictions on local governments with inadequate infrastructure. The ability for the Commission to provide ‘capacity advice’ to the government could make a virtue of stunting growth. That’s a recipe for disaster.
Some local councils have considered introducing congestion levies on construction businesses operating in their area. But it’s a fallacy to believe that construction causes the traffic jams. The real cause of congestion is excessive traffic, a scarcity of planned solutions and planning chaos among councils. Greater Melbourne has 31 councils and 31

government controls population through direct intervention. On the other hand, a commission could play a productive role if it were to aggregate knowledge, assume broad authority for council decisions on population and help design a comprehensive, cohesive density strategy for the future of all of Victoria’s cities. Our prosperity has led to population growth, expensive housing and increased urban density, which is being offered as evidence of a city in crisis. There’s no doubt we need to manage density well, and that crime, heightened safety concerns, and inadequate public amenities can result if we don’t. But a bigger Melbourne will not result in a city predestined for failure. It’s the quality of planning that will make the difference. 2018 Master Builders Victoria Build Source | 7

LOBBYING As Victoria’s peak professional body for the building industry, Master Builders is your voice on local, state and federal government matters. One of Master Builders’ most important roles is to lobby government for reforms that can support you and your business. We’re also here to advise you on the changes to laws, rules and policies made by governments. Our well-connected team works to raise the profile of our industry with key local, state and national politicians and policymakers and secure outcomes that strengthen our sector. This work is done in partnership with members who sit on our sector committees. As a central part of our lobbying efforts, Master Builders has identified eight key priorities for the state government to underpin the prosperity of our industry: • Establish a Minister for Building and Construction as a matter of priority, who will be responsible for the issues in the building and construction industry. • Fund a stakeholder-driven consumer awareness campaign, information

support and program for careers in the building and construction industry. This could be run through the department of the Minister for Building and Construction. • Ensure that the Metropolitan Housing Strategies referred to in Plan Melbourne 2017-2050 will include targets on housing mix and affordable housing needs, as well as information on land supply location to meet those needs. The plan should also include strategies to ensure Local Councils will be held to account; broaden applications available for assessment through the VicSmart 10-day fast track codified process to include developments like secondary dwellings, to ensure that efficiencies in our planning system can be achieved; in light of the Reformed Residential Zones, Master Builders urges the government to closely monitor and report on the way that councils use zones and schedules as a tool to prevent the construction of homes for Victorians. • Consider ways to invest in new building technologies and prefabricated technology in Victoria, for example through piloting a prefabricated
construction plant for social housing; facilitate the rule of law and sustainable workplace conditions in our domestic and commercial construction industry — including flexible workplace practices like part-time work; develop a mechanism to review and fast-track regulatory changes to accommodate new building practices; • As already highlighted, support industry RTOs — recognising the new types of skills that are needed in the industry and the unique role those industry RTOs can play. • Provide support for industry RTOs — recognising the new types of skills that are needed in the industry and the unique role those industry RTOs can play; develop new attraction and training programs for apprentices; invest in a publicity campaign for the industry; implement mandatory trades registration in Victoria. Master Builders Victoria: Leaders in Training
In August 2018, the National Centre for Vocational Educational (NCVER) delivered a report predicting that only 47 per cent of students who enrolled in a Certificate I or above Vocational Education and Training (VET) program in 2016 will complete their program. Disappointingly, the projected completion rate for architecture and building programs is even lower, at just 33 per cent. This is particularly worrying when there is a massive skills shortage for qualified tradespeople. Companies, governments and individuals 32 | 2018 Master Builders Victoria Build Source
investing in training want a far greater return on investment. Master Builders Victoria knows this well, and has been serving the building and construction industry through its Registered Training Organisation (RTO) for more than 20 years. On average, we train more than 3500 students annually through our RTO, with an average completion rate of 82 per cent across our Certificate III, IV and Diploma qualifications. This statistic places us well above the national average for all qualifications, and two-and-a-half times greater than the national average for architecture and building qualifications.
As robotics, artificial intelligence and software platforms are incorporated increasingly in building and construction business processes, workers of the future will require more than just technical skills. Collaborative teams, reliant on team members with honed communication, critical thinking and decision-making skills will give a business a competitive edge. Master Builders Victoria, engaged with industry at all levels, understood early the need for ‘future-skilling’, and six years ago launched the cutting-edge Building Leadership Simulation Centre (BLSC). The BLSC has trained 5500
students in leadership habits, conflict resolution, interpersonal communication, high-performance teaming, managing difficult conversations and critical thinking, amongst other effective behavioural and soft-skills programs. Independent university research has shown that the skills learned during simulation training are transferred to the workplace and are used long after the training program was attended. Participants have rated this training at a consistent average of between 4.6 and 5.00 (out of a possible 5) across all BLSC programs.
Master Builders Victoria’s RTO and BLSC continue to forge ahead in industry relevant training. Recently, the RTO has introduced several courses in waterproofing. Even though waterproofing represents only 1 per cent of an overall build cost, the effect of poor-quality waterproofing efforts accounts for more than 50 per cent of the cases brought before the Victorian Civil and Administrative Tribunal (VCAT). The BLSC has delivered a number of new programs this year including Simplicity in Selling, Leading with Diversity and Inclusion, and Building Workplace Resilience.

Anti-bullying laws: To ensure you are taking the correct steps in relation to antibullying laws and harassment, familiarise

Independent Contractors: There are key differences between an employee and an independent contractor and as a result, differing legal obligations apply. Ensure you are differentiating between the two when hiring someone’s services and acting accordingly. Redefining pre-construction termite barriers An Australian innovation, Greenzone® Termite and Insect Repellent Barrier is a unique pre-construction termite management system which seeks to make pest control simple and efficient, not just for pest controllers, but for builders and other trades too. Greenzone combines a compressible foam substrate with bifenthrin (a commonly used termiticide) – resulting in a single product that acts as both a termite barrier and an expansion joint foam. Concrete additives verses surface waterproofing Waterproofing is one of the most problematic issues when it comes to the building industry in Australia. An oftenquoted statistic in the building industry is that waterproofing and water ingress issues are 1.8 percent of total construction cost but they account for 83 percent of building defect complaints. Basically there are two waterproofing systems: additives to concrete and surface treatments (waterproofing/tanking). Each system has advantages over the other as well as unique situations where the other will not be a suitable application. Concrete Additives The capillary crystalline waterproofing
reacts in the presence of moisture to form a permanent, non-soluble crystalline structure that grows deep within a concrete mass filling its pores, hairline or micro cracks and capillary tracts to make it waterproof.
Crystalline additives can be applied as a surface treatment as a remedial fix if the origins of leaks cannot be accessed. This has proven to be extremely cost effective and successful.
In the absence of moisture, the crystalline components will lie dormant indefinitely. Should moisture become present at any time, the chemical reaction or healing process will start again and repeat automatically advancing even more deeply into the concrete and to the source of the water ingress.
A significant advantage of this product is that is makes it easy to create architectural off shutter concrete elements required in contemporary design such as thin floating slabs, polished roofs and suspended pools.
It also saves time and labour as backfilling can begin immediately, eliminating the wait time and additional excavation associated with traditional surface ‘waterproofing’ products.

Bituminous (or more commonly called ‘torch on’) sheet membrane applications are best for external tanking, roof tops, garden beds ‘green’ roofs and planter boxes. With a mineral cap sheet they are UV stable and suitable for high traffic areas, but they do soften slightly on very hot days. These products can be mechanically fixed down, allowing the under lying surface to breathe, or they can be torch-applied directly into the surface. When directly applying torch on into the surface in larger areas, it’s wise to install a vent to allow the surface under the membrane to breathe and prevent the membrane from delaminating. Modified acrylic urethane membranes are best for internal bathrooms and concrete roof or deck coverings as most of them on the market are UV stable. A topcoat or wear coat for heavy traffic areas is still advisable. It is also recommended to apply a good primer on
top of the concrete or compressed cement sheet. A full-blown epoxy as a primer will eliminate bubbling if there’s any moisture in the concrete, which gives it a better chance of adhesion. Always reinforce any cold or movement joint. Butynol sheet membrane is one of the best membranes on the Australian market, and is often preferred because the manufacturer only sells it to installers who are qualified to install this particular product prior. Professional installers use it in bathrooms, rooftops and balconies because it is such a specialised product. It will cost a little bit more, but the results are incredible. Liquid bitumen is not regarded as a green building product since it is derived from crude oil and the fumes produced whilst it is being applied are harmful to the environment. As most liquid bitumen products are not UV stable they are more commonly used in below ground basements, retaining walls and planter boxes. Cementitious membrane applications are ideal for areas where there is no movement

Cementitious based waterproofing is very easy to apply and polymer additives can be mixed in to add to its waterproofing capabilities. This system is widely used by tilers as it is part of a complete tiling system (screed, self-levelling compounds, membrane, tile adhesive) an acrylic additive is usually used as a primer to achieve better adhesion or bonding. The main disadvantage is that because these products are cement based, they do not have any degree of stretch and so may crack over time. Cementitious products are generally easy to maintain and repair but if additional leaks occur they are a bit more difficult to find. The design and installation of any waterproofing system is one of the most important things to consider when starting any project.
