n a year that can only be described as a famine to feast, the 2021 Master Builders Victoria Excellence in Construction Awards is a welcome opportunity to acknowledge our industry’s hard work and achievements. Even in the busiest of times, we must reflect on the skills and dedication of our peers. At the time of writing, it seems that we are able to host this year’s event in person at Crown Palladium and enjoy an evening of celebrating the building and construction sector. However, we are also very aware of how things can quickly change during a global pandemic! To be a Master Builder is to represent the highest standards of quality in construction, and it is important to recognise that the work we do is not only critical to our state’s economic health but to the health of the communities we are proud to be part of. Congratulations to all the organisations and individuals who have been nominated this year. Without your commitment to excellence and willingness to highlight your work, these awards would not be possible. While there can only be one winner in each category, the high standard of entries is a testament to the skill and high-quality work of each nominee.

J

ust like 2020, I think it’s fair to say that 2021 has been another challenging year for everybody in the building and construction industry. Despite the uncertainty of the COVID-19 pandemic and the added challenge of managing lockdowns, our industry has clearly demonstrated that we can keep our worksites safe and open. With building and construction so important to the state’s economy, supporting more than 300,000 jobs, this positive action has been vital. As well as grappling with COVID-19, many builders and constructors are also struggling to source key materials, including timber and steel. Whilst supply issues across our State continue to have an impact on the progress of building works, as well as causing an increase in the costs of some materials and trades, it is important to note that Victoria is not alone. Master Builders Victoria is continuing to work with all levels of government and industry partners to try to manage issues with the supply chain challenges. And over the past few months, we’ve raised our members concerns at State and Federal Government level. As a result of our advocacy, the Victorian government has asked the Commissioner for Better Regulation

and Red Tape Commissioner Anna Cronin to investigate the issue of building and construction material shortages. In the meantime, and on our members behalf, MBV will continue to advocate for support packages for builders and suppliers who are withstanding the worst of the price increases and delays. Despite all these challenges, our members have demonstrated tremendous resilience and determination to get on with the job and keep Victoria moving. I echo our President’s sentiments in commending all the outstanding work that has been showcased through the Awards. I take this opportunity to congratulate all those winners and nominees, together with our wonderful members who have continued to keep our industry safe and open, and further enhanced the reputation of being a Master Builder in 2021. Sustainable Building Advisor Master Builders Victoria

Russell is a highly experienced construction professional. He has over 40 years experience in the construction industry and has worked for major builders and project management consultancies.

Frank Pavan is Managing Director of Pavan Consultants, a Melbourne based, multi-disciplined firm of project managers, building designers, engineers and interior designers. Frank is a civil/structural engineer with post-graduate qualifications in building design, project management and commercial and domestic estimating. He has worked in many and varied industries including mining, petrochemical, commercial, retail, educational, defence, industrial, judicial, local, state and federal governments including multi-unit developments. Frank has 38 years of experience in the building and construction industry and has worked in Saudi Arabia, Italy and in many Australian capital and regional cities. He is a Fellow of Engineers Australia (NPER), Fellow of the Australian Institute of Building and a member of the Building Designers Association of Victoria, Master Builders Association of Victoria, and the Green Building Council of Australia. He is also a VCAT building expert and a member of the Australian Society of Building Consultants. Pavan Consultants has won three project management awards in 2014 and 2017, that latest being a National Award in project management. The firm also won three design awards in 2011. He has worked on projects valued up to $30Million. Frank is the immediate past President of the Victorian Chapter of the Australian Institute of Building and is an on-going industry representative with the Victorian Building Authority.

Philip has been employed as the Sustainable Building Advisor at Master Builders Victoria for the past 16 years and on building and construction related projects and research for the last 18 years. Phil’s extensive experience in education and training has informed the development of nationally recognised sustainable construction training programs and the national roll out of the accredited Master Builder Green Living program. He has provided advice on sustainability solutions and onsite environmental management on projects ranging from large infrastructure developments to small residential building companies. Phil has also spent time working for the Environment Protection Authority Victoria, Melbourne Water, local government and as an academic. In 2014 he received a fellowship from the International Specialised Skills Institute which enabled him to travel to Germany in 2015 to investigate job skills in the prefabricated construction industry. He has presented at forums and conferences both nationally and internationally on sustainability, modular construction and emerging industry trends.

Russell first joined Johnstaff in 2005. Russell has also been a judge for the MBAV Construction Building Awards since 2007.and (NAWIC ) the National Association of Women in Construction Awards since 2008. Russell has extensive experience at all levels of project developments and directs multiple projects from all construction phases through to commissioning. He has successfully delivered all types of projects including hospitals; complex laboratories; clean rooms; bio containment facilities; correctional facilities; unit developments; nursing homes; educational facilities; shopping centres; and multi-storey developments, to name a few. He has a Associate Diploma in Building and is also registered as a Building Surveyor, Building Inspector, Commercial and Domestic Builder. Russell has also developed and facilitates risk management workshops on complex building projects to ensure successful outcomes for both all parties.

Philip has a PhD in Ecology and land management, Masters of Environmental Science and is a Certified Passive House Consultant.

DAVID BLANCHE B ARCH (MELB), FRAIA

David Blanche is the former chair of the Building Advisory Council which is an industry wide group that advises the Victorian Minister for Planning on issues relating to the building industry. David is an architect, and is currently managing director of a design management organisation and a property investment company. The design management company, Property Consultant Services, is responsible for the design and construction of a number of major projects in Victoria. Prior to that, David was director of Godfrey and Spowers, and was responsible for the design and administration of more than 20 major buildings in Melbourne and other parts of Australia. He was involved in the planning and development of the Southbank and Docklands precincts as new urban spaces in the City of Melbourne, and in the retention of the heritage environment in inner Melbourne. He has a passionate desire to use his planning skills to ensure that Melbourne remains a highly liveable city. He has been president of the National Gallery Society of Victoria, and maintains a close relationship with the arts, the National Gallery of Victoria, and in the collection of art. He was also on the board of the Property Council, and a member of the Heritage Council. Life outside of work is important. David plays competition squash, and is an enthusiastic, but somewhat erratic golfer. He is married and has two daughters, who share his interest in property and the arts.

Environmental Building Consultant, Trainer, MBAV- Sustainability Principles (2014 - 2018)

Peter Carmody’s experience in the building industry ranges from small projects, multi-storey buildings, fitout and refurbishment of existing buildings since beginning his career as a carpentry apprentice in 1957.

After obtaining double degrees from the University of Melbourne, Paul has spent a considerable amount of time participating on both local and international projects. He has worked across all facets of the building construction industry including domestic, civil, commercial, land subdivision and property development in both private and public sectors.

Robert Conti studied architecture at the University of Melbourne and is the principal of Conti Architects Pty Ltd.

Growing up in The Netherlands, Jan started his career as a writer/ journalist and public relations manager with Elsevier’s Publishing Company in Amsterdam. The attraction of wide open spaces saw him immigrate in 1983 to the Yukon, Canada, where after a short stint as a communications strategist for the government, he became involved in Canada’s super energy efficient building program labelled ‘R-2000’. Over the following 12 years Jan developed extensive knowledge in sustainable and energy efficient construction. First starting as a builder of R-2000 homes in Canada’s far North in the 1980s, he later progressed into a building consultant and building inspector. 1995 saw Jan immigrate to Australia. He soon discovered that the importance of energy efficiency was not widely recognised in Australian construction. To share this knowledge, he developed a number of demonstration projects: ‘The Healthy House”, ‘The Ecohome’ and ‘ The Economical House’, which were all built in Sunbury, Victoria. He received invitations to guest lecture at a number of universities on sustainable building, and developed training programs for energy efficient construction. As an environmental building consultant Jan advises on a wide range of issues to both industry and private clients. As a trainer for Master Builders in Victoria, and with 35 years experience, Jan combines his journalism background with his practical building skills. His focus is strongly on future industry developments with education being the key ingredient.

He worked on various sites with promotions to foreman, site supervision and contract administration. Peter was employed as a building estimator by a number of major building contractors and subcontractors and most recently employed by Hooker Cockram Projects as Chief Estimator for 28 years until his retirement in 2007. Since then Peter has been active in the domestic building market with developments of new units, new houses, refurbishments, renovations and extensions, also working with the Building & Facilities Committee at Holmesglen TAFE until this committee was discontinued in 2016. Peter now enjoys retirement.

Through his career, Paul has being appointed as estimator, contract administrator, project manager, client side project manager, senior project manager, chief estimator, project director and had held various company directorship. His roles have seen him successfully deliver a portfolio of diverse and complex projects and developments. His most recent appointment is project director at one of the fastest growing companies Greenland Holding Group - currently ranked 202 in the Global Fortune 500 list. He is working on their tallest residential tower in Sydney, known as “Greenland Centre” currently under construction. It will stand at 235m tall. Paul joined Codicote as Director in 2018 and is also a director at a construction consultancy firm Pi Projects.

The company commenced operations in 1987 following his return from working as an architect in London from 1984-1986. It has since established a body of awardwinning architectural projects incorporating architecture, interior design and landscaping in the commercial, institutional, residential and tourism sectors. Robert’s extensive travel and overseas work brings international experience and a historical perspective of architecture to his works.

Jay Durrant is an OHS Advisor, Lead Auditor and ICAM Lead Investigator who joined the Master Builders Association of Victoria in 2021.

Sylvia is a strategic leader with expertise in infrastructure advisory, project planning and delivery. Her breadth and depth of experience spans across the commercial, residential, retail, health and education sectors.

Joe has been involved as a Master Builders Victoria Judge for over 10 years and continues in the industry with over 30 years experience in construction, delivering projects across multiple disciplines. These include schools, aged care, retirement villages, community centres, hotels, high-rise apartment developments, commercial offices, retail department stores, shopping centres, boutique and ‘high street’ retail stores, sports & recreation facilities, streetscapes, landscapes and Industrial projects.

Mark has worked in the construction industry since 1980. He started work as an apprentice carpenter and then worked his way up to a leading hand and a site manager.

With over 17 years construction industry experience, six of which specialised in Occupational Health and Safety management for airport, civil infrastructure, commercial, education, energy, ports, rail infrastructure, refurbishment, health, hotel, industrial, retail and residential projects. Jay has attained an Advanced Diploma of WHS, a Diploma of Quality Auditing including RABQSA Lead Auditor training, a Certificate IV in Training and Assessment and is an ICAM Lead Investigator. Jay is a licensed Intermediate Rigger and Basic Scaffolder who holds various competencies for powered mobile plant. Jay represents Master Builders Victoria on several stakeholder forums and participates in regulator industry consultation and review of legislation and development of guidance material.

She has managed public/private infrastructure portfolios of up to $750 million. These initiatives have transformed communities, health care and education across Victoria. Sylvia holds an EMBA, a Bachelor of Commerce and has attained a Building Practitioner Licence from the Victorian Building Authority. She is a Graduate of the Australian Institute Company Directors and a Non-Executive Director of a Public Hospital Board.

He is firmly focused on Health, Safety, Environmental and Quality outcomes within the life cycle of every development. With extensive liaison with clients, consultants, and subcontractors, he is able to guide projects to be completed on time, on budget and to the right standards. Joe is GSAP, Environmental Management CertIV qualified and holds Masters qualifications in Sustainable Practices.

Mark has worked on many large Melbourne and overseas projects including in China and India. Mark has also obtained several OHS qualifications which also include auditing and investigation skills. He worked for many years as an OHS Advisor for several construction companies within Australia and New Zealand and has also assisted construction companies obtain certification of their safety systems. Mark’s involvement with MBV over the years have included the completion of training courses, attending safety committee meetings and the winning of several MBV building and safety awards. In July 2020 Mark accepted a role with MBV as an OHS Advisor. Due to Mark’s building and OHS knowledge within the construction industry and 40 years of working on site, the role assists members with sound practical advice in all aspects of OHS management. Mark also represents the MBV in many OHS forums and committees to assist in the development of OHS documentation and share information within the construction industry.

Efy is currently the General Manager of the Victorian Government’s Domestic Building Insurance (DBI) Program responsible for the strategic direction and operational management of this mandatory insurance product that insures over 16,000 builders annually.

Starting as an apprentice carpenter in 1961, Daryl has achieved more than 51 years experience in the construction industry, before retiring in 2012.

Kelvin is a Principal of KO Construction Law Pty Ltd. Kelvin has more than 16 years experience in advising and acting for clients in construction law related to civil engineering, infrastructure, commercial and large scale domestic developments as a partner in National Australian Law Firm.

Carmel is a Construction OHS Advisor and Lead Auditor who joined the Master Builders Association of Victoria in 2019.

He also has over 11 years project management experience including single and multi-storey domestic, commercial and industrial projects in Melbourne. Additionally he has worked on large scale projects in a project management capacity such as Canary Wharf, Isle of Dogs London, the Westminster and Chelsea Hospital, and the London Underground’s Jubilee Line Extension Project.

Carmel has tertiary qualifications in Training & Assessment, Occupation Health & Safety and Lead Auditing along with many years working across the construction industry both in Victoria and Queensland.

Having completed a Construction Management degree at RMIT University and worked for a number of Melbourne’s leading building companies, Efy has extensive experience in commercial and residential building projects. Efy is a Past President of the Victorian Chapter of the Australian Institute of Building and was the first female appointed to this position, as well as being an Adjunct Fellow (Building and Construction) at Holmesglen Institute. In 2011 Efy was awarded the prestigious NAWIC Crystal Vision Award for the advancement of the interests of women in the construction industry. This recognised her contributions through professional roles in the building industry and on State and Federal Boards. In 2017, Efy led the transformation of the DBI service delivery model to the domestic building industry. This was underpinned by the successful launch of a new digital IT platform, “BuildVic” that provides builders with access to cover 24/7. Importantly, it resulted in a 20% reduction in the cost of insurance premiums to builders and enables homeowners to access information portals and online claims lodgement tools.

He is widely respected in the industry for his broad industry knowledge and aptitude, gained from his detailed and varied construction experience across all industry sectors, both in Australia and overseas. He is an immediate instigator of knowledge transfer, and related very well with both clients and employees. His excellent communications skills are founded on his intrinsic and astute understanding of human relations, coupled with his foremost concerns for health and safety, and building quality. Major civic projects overseen by Daryl in his lengthy career include his role as Construction Manager for the massive Melbourne Airport International Terminal redevelopment and the Qantas Melbourne Domestic terminal, as well as key hospital projects at the Alfred Hospital, Ballarat Base Hospital and Sunshine Hospital, and numerous high rise apartment towers in the city and city fringe.

With 20 years’ experience in Occupational Health and Safety, Carmel has specialised in safety management of commercial, industrial and residential building and construction.

Carmel represents Master Builders Victoria on several stakeholder forums to assist and advise in the development of industry guidance material in the areas of OHS.

Kelvin has a Bachelor of Building from RMIT, a Bachelor of Laws (University of London) and a Graduate Diploma of Corporate Governance (Chartered Secretaries Australia).

In early 2000 Daryl transferred to Indonesia as General Manager — Construction with German construction giant Bilfinger Berger, managing the Indonesian Construction Division during his two year posting. His extensive construction knowledge proved invaluable in establishing the local office as a most reputable and quality builder. As well as his wideranging construction experience, Daryl was also highly valued for his input in the review and analysis of tenders, as well as safety, workcover, quality assurance, defects and environmental issues.

Lawrence Reddaway has worked as a consulting engineer in UK, Vietnam and, especially, in Australia.

Sam Smith is the Senior Coordinator OHS and has been at Master Builders Victoria for five years.

Richard is a very experienced building professional having worked in the building and engineering industries for more than 40 years. He holds a Bachelor of Engineering (Civil) and a Master of Business Administration from Monash University.

Don has over 45 years experience in the construction industry in Australia and overseas and has worked with both Contractors and Client side organisations.

He has also worked in government and for a building contractor. He advises on fire safety and building regulatory matters, including as an expert in disputes over defective construction. He was with IrwinConsult, based in Melbourne, from 1976 to 1995; and was a director for seven years. In that role he was involved in many significant projects, principally in Victoria.

With more than 10 years of experience in Occupational Health and Safety and workers compensation, Sam brings with him a variety of industry experience having worked in finance, government, emergency services and major events. Sam is an excellent communicator across all aspects of a project from workers to management, providing advice and support in both domestic and commercial construction. Sam has also represented Master Builders on a number of stakeholder forums to assist in the development of guidance material and provide advice in the areas of OHS.

Richard commenced his career as a planning engineer in a government organization before he became a project engineer in various mining projects throughout Australia and Papua New Guinea with Rio. Richard entered the Victorian building industry in 1985 with J.C. Taylor and Sons as General Manager. The company undertook a wide variety of projects in addition to running a separate mechanical services division. Richard joined Kane Constructions in 2000 and became a director in 2008. Richard has been a pragmatic and solutions-focused leader and a firm believer in the benefits of a collaborative team environment. As a Project Director, Richard’s priority was to drive delivery excellence to ensure projects were consistently completed to the exacting standards of clients. His extensive industry knowledge combined with his strong track record in the delivery of major projects brought a robust leadership capability and a ‘safe pair of hands’. Richard has been active in industry and professional organisations throughout his career.

With a background in Civil Engineering, Don’s early construction experience was on Resource and Manufacturing projects within the Aluminium Industry working on Alumina Refineries, Aluminium Smelters and Aluminium Fabrication plants. His move into the Building Industry saw his involvement with the Floodlights, Corporate Suites and Dining Rooms at the MCG in the early 80s, then returning in the late 80s for the Redevelopment of the Great Southern Stand, working with the Client organisation. Don returned again to the MCG in the late 90s to work on the feasibility study for the MCG Northern Stand Redevelopment and working through the entire project, to completion in 2006, post-Commonwealth Games. Contractor experience has included as a Project Design Manager, Project Manager on major retail and two and a half years as State Manager of Fletcher Constructions.

MABEN GROUP PTY LTD Project: Highpoint Aesthetic Upgrade, Maribyrnong Website: www.maben.com.au Designer: Carr — Architecture and Interior Design Photographer: Lisbeth Grosmann Photography The project involved the aesthetic upgrade of the Highpoint Shopping Centre. The upgrade sought to align the various mall voids and maintain the line of sight down the retail malls. Maben Group worked closely with the client and design team throughout the project to ensure initial concept sketches were developed and accurately implemented on site to reflect the design intent. Floor finishes consisted of a mix of bluestone and granite tiling that incorporated a feature granite wave and decorative ‘possum tail swirl’. Spotted gum timber flooring pods were inserted in designated seating areas and complimented with specialist feature mall furniture. A solid steel and glass balustrade was designed for the voids, reflecting an industrial form and matching the new design aesthetic of the malls. Finishes to the balustrade included black mirror Rimex and heat-soaked glazing with a rounded spotted gum handrail.

The learning centre is a technical masterpiece worthy of the College’s prestigious reputation. This can be seen in the use of external materials integrated indoors and the use of conventional products in unique ways such as pressed metal ceiling used on intricate angles instead of flat. More than 3000 hours were dedicated to designing the project. The audio visual equipment is also state-of-the art with capabilities such as connect and project from other buildings and beyond, teleconferencing and interfacing with lighting and power.

The works required transforming an existing cold shell at the at the Peter MacCallum Cancer Centre (PMCC) and making it fit-forpurpose to house Victoria’s first Gamma Knife Service. The experienced health team at Built was selected to oversee the complex task of preparing the radiation therapy bunker to house the Gamma Knife. This included the sensitive radiation unit and cobalt source contained within. The project was complex for many reasons; not least of which was that it occurred in a live, operating hospital environment which itself was under strict COVID-19-related restrictions. The fit-out involved installation of architectural finishes, services, and an upgrade to the fire system. The Graham Hotel is a heritage-listed hotel dating back circa 1870 and one of the first pubs built in Port Melbourne on a suburban street. MacBuild were engaged to undertake a major structural works and fit-out upgrade. The heritage listed facade was fully restored to its original condition. An addition to the rear of the hotel was added with a steel structure using brick, timber and metal cladding. It has a cathedral-style ceiling with large skylights, which fill the room with natural light, enhancing the indoor/outdoor dining experience. The cellar was excavated to an additional 850mm to eliminate any OH&S issues. The project then underwent a high-end fit-out throughout including the entire premises with the highest of finishes. The new facility was designed to promote social inclusion, community engagement and a healthy lifestyle. The construction of the new Edithvale Life Saving Club presented several challenges due to its proximity and relative level to Port Phillip Bay. Environmental factors had to be carefully considered, including the tidal influence on the building’s footings and inground services, unstable shifting sands over a steep incline and site restrictions which posed access constraints. The striking architectural design was also complex with the central column and cantilevered observation deck a key feature of the project.

Melbourne Grammar School recently celebrated the 60th anniversary of the opening of the Myer Music School in Domain Street, South Yarra. The facilities were housed in two heritage buildings, and both required substantial upgrades. The redevelopment involved extensive refurbishment of both buildings and constructing a new basement and ‘infill’ building inserted between them. An external rooftop bridge linked all three areas together. The new and redeveloped Myer Music School is equipped with digital recording studios, LCD screens and ‘softwire’ connections. Performance spaces located in the basement incorporate specialist acoustic timber linings and drapes and a sustainable, lockable storage area for instruments.

Students from across the region will benefit from clear pathways from secondary school through to vocational training and tertiary and research in one location. The works included construction of a new two-storey building consisting of extensive piling due to a very unstable and reactive subgrade followed by the ground floor slab, precast panels and core filled blockwork. The new centre establishes a transition from the operational heritage train platforms via a new covered walkway and entry interpretive ‘playscape’, connecting the surrounding parklands. The new construction works were undertaken within a live and operational environment, with trains arriving at the existing platforms from Belgrave and Gembrook destinations. The distinctive design was led by TERROIR Architects and is characterised by its low-lying façade, complex geometric shapes, and angular edges that carry from the outside in. The design features intersecting walkways and distinguishing design elements, all contributing to the complexity of the build.

The project involved the aesthetic upgrade of more than 10,000sqm of public shopping malls over levels 2 and 3 at the Highpoint Shopping Centre within a live and operating shopping centre environment. Floor finishes consisted of a mix of bluestone and granite tiling that incorporated a feature granite wave and decorative ‘possum tail swirl’. Spotted gum timber flooring pods were inserted in designated seating areas and complimented with specialist mall furniture. A solid steel and glass balustrade were designed for the voids, reflecting an industrial form, and matching the new design aesthetic of the malls. New ceiling finishes varied between the different zones, and include shiplap spotted gum, black mirror Rimex and custom aluminium feature awning; recessed timber batten awning, timber look linings to skylights and beams and black mirror Rimex feature to the high-level atrium. Other finishes include a feature timber look ceiling which included recessed inserts of plasterboard and perforated timber panels to achieve the look of a ‘honeycomb’; plus decorative cork wallpaper to feature curved bulkheads with stainless steel ribbed Rimex.

Together they provided an iconic mixed-use development comprising an A Grade office tower and restored 1899 Ball & Welch heritage façade at 180 Flinders Street and an adjoining refurbished eight-floor building at 189 Flinders Lane. A key driver was to create a sensitively refurbished office building to attract key corporate tenants wanting to relocate to a central landmark Melbourne address. The brief was to deliver a 5 Star Green Star building with a full range of services in terms of mechanical, electrical and IT connectivity and a standard, fully flexible floor fit-out to accommodate a range of tenancies. The building includes classrooms, offices and retail spaces, cafés and a wellness centre and is host to Deakin’s Law School students and faculty. It features world-class collaborative working spaces and a fully functional Moot Court on the seventh floor. A structural steel atrium stair spirals through the centre of the building, adjacent to the nearby building entries. Other scope elements include a wintergarden on the fifth floor, functional gym on ground floor and areas for collaboration and social interaction. The building’s façade consists of glazed curtain wall panels, folded zinc, and feature architectural precast panels. The project included an extension to the existing pedestrian bridge, linking the Elgar Road Campus to the Burwood Road Campus to the south, and extending over Uganda Street into the existing Car Park 12.

The facility’s 38,000sqm built area includes 27,270sqm of temperature-controlled warehousing, 5,678sqm of ambient warehouse, 2,700sqm of office space, a 4,442sqm multi-level car park and 61,000sqm of hardstand including loading docks, truck parking, and truck wash and maintenance areas. MFDC also houses the latest in banana and avocado ripening technology, along with world-class refrigeration systems to ensure top product quality and freshness on the shelf. Vaughan also delivered the neighbouring 27,000sqm Hilton Foods facility (formerly owned and operated by Woolworths) which is connected to the MFDC by an automated airbridge. This enables meat to be cold stored in MFDC before being delivered to Woolworths supermarkets and Metro stores.

The workplace aspirations were to provide functionality, while being adaptive, promote diversity, support human connection, and inspire collaboration and innovation. The space was to be authentic and strong, efficient, and flexible without being over the top opulent. Distinctly Melbourne features are a key theme of the fit-out design. These include a reference to the Hoddle grid in the dining room hessian light box ceiling structure, breakout, and plaza levels. A key component of the fit-out is the unique feature stair. The stair is a complete helix and was designed several times before a curved form was chosen. One continuous run means you are not entering and exiting the stair at each level, you can traverse from level 17 to 22 in a smooth, efficient, and continuous journey. This was achieved by way of a collaborative approach between HSR (Aust) Group, Lovell Chen (Project Architects — Heritage & Lend Lease. Details were discussed and replicated from original records with extensive samples/prototypes were provided for discussion and sign off. The stone was imported from Germany and HSR undertook two visits to the quarry/manufacturer to select block and ensure the standard of the stone was free from discolouring, natural fissures and was to the correct bed heights. This ensured that upon arrival in Australia there were no quality issues at all. The Docklands Studios Melbourne (DSM) Project is the construction of a purpose-built 3700sqm state-of-the-art, dry-hire facility for film and television production. The construction of Sound Stage 6 increases the studio’s stage capacity by 60 per cent and makes it one of the largest within the southern hemisphere. Kane worked with the specialist engineer, client, subcontractors, and manufacturers to create a strategy for construction that would run from initial design to final delivery that doesn’t impact the integrity or build’s design or compromise the team’s safety. Kane identified that working at height was a key risk of the project and maintained a focus on safety across the construction of not only the main stages, but the additional annex space as well. This holistic approach to the sequencing of construction has identified and eliminated many issues that would usually occur throughout construction, allowing the team to deliver a high-quality build without compromising on safety. The Prospect Hill building fronting Prospect Hill Road and Station Street incorporates and respects the retained form of the Masonic Temple that has boldly commanded the corner site since its foundation stone was laid in 1923. The scope of works included for the partial retention of the existing Masonic Temple, partial demolition of the existing structure and construction of the new Prospect Hill building. L.U. Simon Builders worked closely and collaboratively with the client’s design team to complete the design and resolve issues to deliver the project. Given the complexities in designing and building around an almost 100-year-old structure, a great many issues had arisen requiring redesigning, planning, and management to provide a high-quality result for the client.

Other works involved retention works, excavation and construction of a five-level basement carpark, the construction of an 11-storey apartment building and the construction of four levels of commercial space and nine levels of apartments over. Over the five-level basement carpark there are two separate buildings. CV1 consists of 86 investor style apartments which is a standalone structure with its own entry foyer and central core. CVT consists of 13 levels which comprises of retail on the ground floor, three levels commercial space and nine levels of apartments which comprises 55 apartments including a two-level penthouse.

Tony has in excess of 40 years experience in all facets of domestic building, both ‘hands on’ and in management positions.

Geoffrey is highly experienced as an architect specializing in the master planning and design of major projects, urban spaces, and largescale public facilities.

He is a carpenter by trade and for approximately 20 years ran his own company specialising in boutique construction and in particular period extensions and renovations with a team of between five and 12 carpenters. Tony spent the next 10 years or so working with both smaller boutique builders and volume builders in the roles of Building Site Manager, Quality Assurance Manager, Warranty Services Manager, Construction Manager, and Metropolitan Building Manager. Tony spent the following eight years as a building consultant with one of Melbourne’s largest and most respected building consultancies, initially as a consultant and then as senior consultant. In July 2011, Tony started the consulting practice of Tony Croucher and Associates. As a Consultant, Tony specialises in domestic construction and is mostly involved in litigation matters before the Courts or VCAT. He regularly appears as an expert witness and has given evidence in all levels of the Courts and VCAT.

He has extensive experience in integrated community projects, design for the community and arts and complex heritage issues. He has also practiced environmentally sustainable design since the 1970s and is a strategic thinker with a sophisticated knowledge of architectural planning and contemporary aesthetics and practiced environmental design skills. Throughout his career Geoffrey has been commissioned to design, document and project manage many one family custom-designed houses, project houses and multiunit residential projects. Geoffrey has a great capacity to visualise and develop conceptual solutions for a wide array of project types. His visualizations are locally and internationally acknowledged as being highly successful in communicating to the public and stakeholder groups the key design criteria in planning and urban design.

Peter has over 35 years experience in planning, design and construction, having held senior executive roles in both the public and private sectors.

Angelo Inguanti entered into the building industry in 1965 as a young carpenter apprentice, after leaving the family market gardening business, to carry out cabinetry, framing, lockup and fixings and progressed to become a registered builder in 1983.

In 1977 Rob’s building career commenced, working for McDougal Ireland as an estimator’s clerk and contract administrator.

Starting an Apprenticeship in Carpentry at just 14 years of age, Brian spent 53 years working in the building industry, forming Brimor Constructions in the 1970s.

As Business Development/Design Manager for Devco Project and Construction Management, Peter develops and implements business growth and marketing strategies. Peter joined Devco in 2013 after several years in similar roles with major commercial construction Contractors. Previously Peter was the Victorian Director of a national architectural practice where he was leading a team of architects, interior designers, planners and urban designers on construction and related consultancy projects. Peter’s experience in capital works planning, project development and design management are services he provides to clients as part of his role at Devco Project and Construction Management. Peter holds a Bachelor of Architecture and Master of Engineering (Project Management). He has been a judge with the Master Builders for the Regional Building Awards since 2009.

Angelo has built more than 250 homes as a sole trader within the metropolitan area and Bellarine Peninsula. Now retired at Point Lonsdale, Angelo gives much more time to enjoying his family and grandchildren and travelling around Australia and Europe with his wife, Antoinette.

This experience encouraged him to obtain formal qualifications; he studied at RMIT where he achieved a Diploma of Building (with Distinction) in 1982. In 1983 Rob formed Faulkner Lees Constructions Pty Ltd, initially as an onsite project management company providing services to numerous developers mainly specialising in commercial and industrial projects. Design and construction projects, in light commercial, professional suites, new homes and domestic renovations and extensions. In the early 1990s, as well as being a registered Builder and Draftsman, Rob completed a Graduate Diploma in Property at RMIT. Between 1997 and 2017 Building Consultancy was the primary source of business for Faulkner Lees Constructions Pty Ltd. Rob was equally engaged by builders and owners. He prepared expert witness reports and regularly appeared at tribunals as an expert witness. Rob has been a member of the MBAV for over 25 years and is past President of the Australian Society of Building Consultants (Vic).

Working on residential projects in metropolitan Melbourne and throughout the North West of the state, Brian has seen many changes within the industry. With an initial focus on renovations Brian’s work soon moved to the construction of new homes providing mostly for the first home buyers market. A Master Builders’ member for more than 20 years, this was his fourth year at judging of the Regional Building Awards. In his spare time, Brian enjoys spending time on his property breeding parrots and goats and simply enjoying the rural lifestyle. With three grandchildren, Brian and his wife are kept busy with regular Queensland holidays.

Tom O’Dowd has been involved with construction from his earliest memories. The passion for building and carpentry has not diminished in over 50 years.

Philip commenced in the family building business in 1973, with the task of learning the family building business established in 1955 under the guidance of his late father, principal and founder of John E Robinson, Master Builder.

Gary began his career in building as an apprentice carpenter in 1975.

The founder of Pivot homes, a custom design and construction company building on the surf coast for over 25 years, Austin has himself been the recipient of over 50 awards including Building Designer of the Year and Builder of the Year.

Experiences include both commercial and domestic construction and related industries. Beginning an apprenticeship in carpentry and joinery in 1970, Tom enjoyed a transition from working carpenter to running a small building business. The challenge of working on larger projects with tight deadlines and attention to detail saw Tom move to shopping Centre construction with the role of site manager. Tom has experience in construction management and industrial relations having worked on several large projects in both Victoria and interstate. Joining a building consultancy company over three years ago Tom is now fully engaged in the building consultancy facet of the industry. Recently Tom has started his own practice in building consultancy, writing building reports and appearing regularly in VCAT as an expert witness.

Additional studies after graduating as an accountant included Building Construction 1-3, Industry courses in estimating, management and leadership. During the 1970s – 1990s he was contracted to PWD & Ministry of Housing in the public sector for construction of Housing Estates, Schools, travelling widely from Colac to Hamilton in Western Victoria from our base at Camperdown. Whilst in the private sector many projects included public halls, banks, factories, churches, new residences and home renovations. His focus is currently on project management, consultancy and design of client’s projects and his involvement with Master Builders commenced in 1978, representing the Western Section of Victoria on the newly established Country Section Committee leading to representation on Council of Management on 24th August 1981 and continue to serve as the longest member to Council of Management in 2019.

For 47 years the building industry has been his working life with mostly management positions as supervisor, building manager, estimator, construction manager and project manager. Gary is now retired, is a registered builder and worked for some time as a building contractor in his own right. Gary’s role over the past 15 years has been as the building owner’s representative/project manager in complex high end building projects throughout Melbourne, regional Victoria and interstate Gary has a passion for innovative, intelligent design and high quality, detailed workmanship and have worked closely with architects, designers, consultants and builders to deliver the best result no matter the budget.

Austin has served as a past chairman of the western district Master Builders Association of Victoria country housing and Apprentice of the Year committees. He is also a member of the surf coast planning committee and was a member of the Geelong land committee for some time. Having recently retired, Austin is now finding time to return to the water. As a keen sailor, he and his wife, Jan, have sailed their yacht up to the Whitsundays. He also enjoys water skiing, snow skiing and golf. Austin was delighted to this year to take on the challenge of judging these awards.

The facility is a single-storey, steel-framed, brick-veneer construction with typical hospital finishes throughout, built upon a concrete slab on bored piers. Adjacent to the new building is a new carpark and landscaping. Construction occurred within an operational army barracks and with a co-ordinated proactive approach, no issues were incurred. Early works involved the removal and relocation of overhead power lines, and removal and remediation of an existing underground storage tank. The slabs were poured over four sessions. This staged approach allowed for the electrical, mechanical and hydraulic services rough to commence in the other stages. The school’s brief was to build a new student learning HUB and teachers’ area to capture Saint Paul’s College Australian bushland heritage while maintaining connection to the land and present more than just a country school, with modern facilities and technology. ‘The HUB’ as it is now known has a central breezeway leading through the school, with a natural progression of the adjoining existing architecture representing a bush track finishing at a tree-like canopy overlooking the grassy quadrangle. The HUB project included the demolition of the existing “Lieschke” Building and associated services. Finishing with the construction of the new “HUB” building. To connect the new learning HUB with the existing Flexi building, which shares identical exterior design, a new undercover link was also constructed. The Joint Health Command Garrison Facilities Upgrade is part of a nationwide Joint Health Command infrastructure upgrade providing fit-for-purpose health care facilities to Australian Defence Force personnel that meets all current Defence policies and Australasian Health Facility Guidelines. This project involved the construction of a brand-new health facility at South Bandiana, providing a suite of services and functional areas including Administration, Dentistry, Mental Health, Pharmacy, Physiotherapy and support services typical of such a facility. Rendine Constructions has brought the client’s brief to create an innovative, futuristic building which demonstrates the college’s desire to bring Agriculture into the 21st century, to life through its use of simple materials in a nonconventional way. The learning centre is a technical masterpiece worthy of the College’s prestigious reputation. This can be seen in the use of external materials integrated indoors and the use of conventional products in unique ways such as pressed metal ceiling used on intricate angles instead of flat. More than 3000 hours were dedicated to designing the project. The audio visual equipment is also state-of-the art with capabilities such as connect and project from other buildings and beyond, teleconferencing and interfacing with lighting and power. The building provides a bespoke yet fit-for-purpose office and business centre for Gundidtj Mirring that allows them to service the increased volume of tourism arising from the Budj Bim regions being granted World Heritage status. The roof line is in wave formation, to represent a creek, which the area is known for. The wave in the building goes up hill, keeping with the natural landscape, which overlooks the Budj Bim national park. The building is designed to merge into the landscape, using muted colours, rammed earth, timber and locally sourced rocks. The Marcus Oldham Learning Centre incorporated the demolition of the existing structure, construction of a new multi-storey learning centre, a 24-seat boardroom, a meeting room, an amphitheatre with three transitional learning spaces, IT offices and digital hub, toilet facilities, a kitchenette, external amphitheatre and landscaping. The design needed to be a contemporary, bespoke building which tells the story to staff, students and alumni that Marcus Oldham College is bringing agriculture into the 21st century and is one of the top agricultural schools in the country. The Court Precinct for Sacred Heart College has been architecturally designed with minimalist elements contrasted with high-quality finishes. The exposed pre-cast concrete columns are a feature of the space both internally and externally, which houses 13 general learning areas, five science labs, 2D and 3D art, electronics, makers, fibres and fabrics spaces, collaborative and breakout spaces, gathering spaces, staff rooms, amenities and a striking brass café. Extensive external works were undertaken including the construction of a northern pergola exiting the atrium to the north and linking back within the heart of the campus. This paved thoroughfare is dubbed ‘The Way’ and a large grassed quadrant is situated adjacent. Cast bronze discs have been installed celebrating historical milestones of the College.

The Keeping Place design is a modern representation of a traditional keeping place structure that the local indigenous community have been building for thousands of years, however on a larger scale. The 1500+ timber battens of the dome are laid over an impervious membrane to protect the artefacts that will be housed within. The Keeping Place itself encompasses a mechanical ventilation system that controls temperature and humidity and provides a museum-like environment that is required to protect the significant cultural artefacts that are displayed. An illuminated prism is a key feature at the roof of the Keeping Place that was constructed on the ground and lifted into position. The prism is lit from below and best resembles a lighthouse. The Colbinabbin Country Hotel Project was completed in three stages to revive this 100+-year old building. The largest of all stages saw Bourke Builders undertake a major internal demolition of the rear of the building. All internal load bearing walls removed to open the two section up to the client’s modern needs. To improve energy rating, a full re-roof took place with the inclusion of a new concrete slab throughout, plus new insulation in the roof and walls. All new modern services were run, including waste/air/data. A modern commercial kitchen was designed and installed including a state-of-the-art coolroom suitable for a new beer system. The goal of the Colbinabbin Country Hotel project was to keep this beautiful building alive for another 100+ years, while bringing it into the modern era. Bourke Builders bought the building back to life by re-using the lovely old red bricks and blasting the old cracked render off the wall to bring back character plus structural strength. The steel beam was painted black and the ceiling and walls in bright colours to keep the light in the building. A wonderful natural piece of redgum timber was used as the bar top and hand-crafted to bring out its life, character and natural beauty.

The scope of works included the complete internal fit-out and external façade works. The fit-out included new coolrooms and freezers, mechanical extraction plant and equipment, new internal glazed auto-door, all electrical and plumbing works, plastering, painting, joinery and floor coverings. Features include coffered ceilings, several different types of wall finishes including wall tiling, solid spotted gum timber screens and wall linings, wallpaper, compressed cement sheet and featured black powdercoated steelwork. External claddings included compressed cement sheet, Duragroove timber look cladding and Endseam steel ribbed cladding finished in a matt Monument colour.

The Wonthaggi Hospital’s new Cancer Care Centre is a modern treatment centre that provides nine chairs and three consulting rooms for treatment for cancer patients. It has been designed to be a soothing and calm environment, and features expansive glass and light, providing sweeping views across bushland and toward the coast. A steel and timber deck, with fixed seating and easy access from the main room, allows patients an opportunity to recover in a natural environment. The design is a stunning departure from the old and dated original hospital building and uses dramatically contrasting materials such as VITRA Panel Cladding in a dark finish, and highly polished feature downpipes to create a visual impact.

The newly constructed Cape Paterson Surf Life Saving Club complex has been the culmination of years of work by the community. Standing proud on a headland, with sweeping views of the stunning Bunurong coast and Cape Paterson beach, the clubhouse is more than a summer base to watch over swimmers. It has been designed to be a true community asset, with flexible internal spaces suitable for functions, events and training, and a stunning commercial kitchen to support year-round activities. A two-level complex, clad in blockwork and highly resistant Colorbond cladding installed in a standing seam manner, the bold upper level is broken by articulation and indented terraces to create a dramatic statement.
