Fellow of Engineers Australia (NPER), Fellow of the Australian Institute of Building, Member of Master Builders Victoria, Member of the Australian Society of Building Consultants and VCAT building expert.
Frank Pavan is Managing Director of Pavan Consultants, a Melbourne based, multidisciplined firm of project managers, building designers, engineers and interior designers.
Frank is a civil/structural engineer with post-graduate qualifications in building design, project management and commercial and domestic estimating.
He has worked in many and varied industries including mining, petrochemical, commercial, retail, educational, defence, industrial, judicial, local, state and federal governments and multi-unit developments.
Frank has 39 years’ experience in the building and construction industry and has worked in Saudi Arabia, Italy and in many Australian capital and regional cities.
Pavan Consultants has won three project management awards in 2014 and 2017, that latest being a National Award in project management. The firm also won three design awards in 2011. He has worked on projects valued up to $40Million. Frank is a past President of the Victorian Chapter of the Australian Institute of Building and was a member of the VBA’s Building Practitioners’ Board. He has been a MBV Judge for more than 20 years.

Philip has been employed as the Sustainable Building Advisor at Master Builders Victoria for the past 16 years and on building and construction related projects and research for the last 18 years.

Phil’s extensive experience in education and training has informed the development of nationally recognised sustainable construction training programs and the national roll out of the accredited Master Builder Green Living program.
He has provided advice on sustainability solutions and onsite environmental management on projects ranging from large infrastructure developments to small residential building companies.
Phil has also spent time working for the Environment Protection Authority Victoria, Melbourne Water, local government and as an academic.
In 2014 he received a fellowship from the International Specialised Skills Institute which enabled him to travel to Germany in 2015 to investigate job skills in the prefabricated construction industry.
He has presented at forums and conferences both nationally and internationally on sustainability, modular construction and emerging industry trends.
Philip has a PhD in Ecology and land management, Masters of Environmental Science and is a Certified Passive House Consultant.

Rod brings 34 years of experience to the construction industry across domestic, commercial, industrial and high rise as well as more than 15 years in the civil industry, and previous roles as a plumber.
Rod has operated a range of machinery on civil projects, quarry works and road projects (Hallam Bypass, Hume Bypass, Cell Lining at the Wollert Landfill).
For 10 years Rod has worked as a safety officer and is passionate about the building and construction industry.

Russell is a highly experienced construction professional, working as an independent consultant, specializing in project recovery, buildability reports along with being an expert witness in building disputes. He has over 40 years’ experience in the construction industry and has worked for major builders and project management consultancies. Russell has also been a judge for the MBAV Construction Building Awards since 2007 and the National Association of Women in Construction (NAWIC) Awards since 2008.
Russell has extensive experience at all levels of project developments and has been directly responsible for multiple projects from all construction phases through to commissioning. He is also registered as a Building Surveyor, Building Inspector, Commercial and Domestic Builder. Russell has also developed and facilitates risk management workshops on complex building projects, to ensure successful outcomes for all parties.

Mel Beswick is an accomplished People & Culture professional with experience across various industries such as logistics, hospitality and accommodation, customer service and building and construction. Mel leads MBV’s People & Culture team and advisory service in creating environments where everyone can thrive.
Contributing to initiatives such as the Building Diversity Together Survey and Report and MBV’s recently launched network group, Women Building Victoria, Mel specialises in equitable people management and fostering diversity within the workplace, with a passion for mentorship and a commitment to continuous learning.
DAVID BLANCHE B ARCH (MELB), FRAIA
David Blanche is the former chair of the Building Advisory Council which is an industry-wide group that advises the Victorian Minister for Planning on issues relating to the building industry.

David is an architect, and is currently managing director of a design management organisation and a property investment company. The design management company, Property Consultant Services, is responsible for the design and construction of a number of major projects in Victoria.
Prior to that, David was director of Godfrey and Spowers, and was responsible for the design and administration of more than 20 major buildings in Melbourne and other parts of Australia. He was involved in the planning and development of the Southbank and Docklands precincts as new urban spaces in the City of Melbourne, and in the retention of the heritage environment in inner Melbourne. He has a passionate desire to use his planning skills to ensure that Melbourne remains a highly liveable city.
He has been president of the National Gallery Society of Victoria, and maintains a close relationship with the arts, the National Gallery of Victoria, and in the collection of art. He was also on the board of the Property Council, and a member of the Heritage Council. Life outside of work is important. David plays competition squash, and is an enthusiastic, but somewhat erratic golfer. He is married and has two daughters, who share his interest in property and the arts.
Growing up in The Netherlands, Jan started his career as a writer/ journalist and public relations manager with Elsevier’s Publishing Company in Amsterdam. The attraction of wide-open spaces saw him immigrate in 1983 to the Yukon, Canada, where after a short stint as a communications strategist for the government, he became involved in Canada’s super energy efficient building program labelled ‘R-2000’.
Over the following 12 years Jan developed extensive knowledge in sustainable and energy efficient construction. Starting as a builder of R-2000 homes in Canada’s far North in the 1980s, he later progressed into a building consultant and building inspector. Jan immigrated to Australia in 1995, where he discovered energy efficiency was not widely recognised in Australian construction. He developed a number of demonstration projects: ‘The Healthy House”, ‘The Ecohome’ and ‘The Economical House’, which were all built in Sunbury, Victoria. He received invitations to guest lecture at a number of universities on sustainable building, and developed training programs for energy efficient construction.
As an environmental building consultant Jan advises on a wide range of issues to both industry and private clients. As a trainer for Master Builders in Victoria, Jan combines his journalism background with his practical building skills. His focus is strongly on future industry developments with education being key.

PETER CARMODY
Peter Carmody’s experience in the building industry ranges from small projects, multistorey buildings, fitout and refurbishment of existing buildings since beginning his career as a carpentry apprentice in 1957. He worked on various sites with promotions to foreman, site supervision and contract administration. Peter was employed as a building estimator by a number of major building contractors and subcontractors and most recently employed by Hooker Cockram Projects as Chief Estimator for 28 years until his retirement in 2007. Since then, Peter has been active in the domestic building market with developments of new units, new houses, refurbishments, renovations and extensions, also working with the Building & Facilities Committee at Holmesglen TAFE until this committee was discontinued in 2016. Peter now enjoys retirement.
ROBERT CONTI
Robert Conti studied architecture at the University of Melbourne and is the principal of Conti Architects Pty Ltd. The company commenced operations in 1987 following his return from working as an architect in London from 1984-1986. It has since established a body of awardwinning architectural projects incorporating architecture, interior design and landscaping in the commercial, institutional, residential and tourism sectors.
Robert’s extensive travel and overseas work brings international experience and a historical perspective of architecture to his works.

Jay Durrant is an OHS Advisor, Lead Auditor and ICAM Lead Investigator who joined the Master Builders Association of Victoria in 2021.
With over 17 years construction industry experience, six of which specialised in Occupational Health and Safety management for airport, civil infrastructure, commercial, education, energy, ports, rail infrastructure, refurbishment, health, hotel, industrial, retail and residential projects.
Jay has attained an Advanced Diploma of WHS, a Diploma of Quality Auditing including RABQSA Lead Auditor training, a Certificate IV in Training and Assessment and is an ICAM Lead Investigator.
Jay is a licensed Intermediate Rigger and Basic Scaffolder who holds various competencies for powered mobile plant.
Jay represents Master Builders Victoria on several stakeholder forums and participates in regulator industry consultation and review of legislation and development of guidance material.
SYLVIA HADJIANTONIOU
Sylvia Hadjiantoniou is an experienced Board Director and Executive. Her expertise is in strategic planning, property and infrastructure development and transformational program management.
Sylvia has worked across the public, private and not-forprofit sectors. In these roles, she has collaborated with the three levels of government and other partners to deliver largescale capital projects ($750 million-plus), precincts, and organisational transformations. She is committed to advancing social justice by improving access to affordable housing and public and social infrastructure.
Ms Hadjiantoniou holds a Bachelor of Commerce and an EMBA from Monash University. She has also obtained her Victorian Builder’s Licence and is a Graduate of the Australian Institute of Company Directors.

JOE HASTIE
Joe has been involved as a Master Builders Victoria Judge for 11 years and continues in the industry with more than 31 years experience in construction, delivering projects across multiple disciplines. These include schools, aged care, retirement villages, community centres, hotels, high-rise apartment developments, commercial offices, retail department stores, shopping centres, boutique and ‘high street’ retail stores, sports & recreation facilities, streetscapes, landscapes and Industrial projects.
He is firmly focused on Health, Safety, Environmental and Quality outcomes within the life cycle of every development. With extensive liaison with clients, consultants, and subcontractors, he is able to guide projects to be completed on time, on budget and to the right standards.

Glenn has been continuously involved in the building industry for the past 40 years. This includes participating in the MBAV Housing Sector Group Committee, Major Domestic Building Contracts & Specifications Sub Committee including Deputy Chairman of the Building Registration Committee for the Building Control Commission BCC from 1997 to 2002 for Practitioner Registration and Licensing. Glenn became a MBAV Board Member in 1997 and has won many Excellence in Housing awards including the Victorian Fair Trader of the Year in 1997 by the Victorian State Government — the only Victorian Builder to achieve this. Other premier projects are the Rosella Complex in Richmond, which was a $43 Million project with Heritage listing by the National Trust. The Boston Group specializes in providing Building Industry Consulting Services in Project Feasibility, Risk Assessment and Dispute Resolution for Consumers & Expert Construction reports for Mediations, VCAT and other Court Jurisdictions. Glenn is also a current member of the Building Practitioners Board at the Victorian Building Authority VBA and is a Director of Auzteam Homes, which is carrying out research into Affordability and Modularization as to the future of the Victorian and Australian Building Industry for Consumers. Glenn was made a Life Member of the MBAV in July 2022.
Efy is currently the General Manager of the Victorian Government’s Domestic Building Insurance (DBI) Program responsible for the strategic direction and operational management of this mandatory insurance product that insures over 16,000 builders annually. Having completed a Construction Management degree at RMIT University and worked for a number of Melbourne’s leading building companies, Efy has extensive experience in commercial and residential building projects. She is a Past President of the Victorian Chapter of the Australian Institute of Building and was the first female appointed to this position, as well as being an Adjunct Fellow (Building and Construction) at Holmesglen Institute. In 2011 Efy was awarded the prestigious NAWIC Crystal Vision Award for the advancement of the interests of women in the construction industry. This recognised her contributions through professional roles in the building industry and on State and Federal Boards. In 2017, Efy led the transformation of the DBI service delivery model to the domestic building industry. This was underpinned by the successful launch of a new digital IT platform, “BuildVic” that provides builders with access to cover 24/7. Importantly, it resulted in a 20% reduction in the cost of insurance premiums to builders and enables homeowners to access information portals and online claims lodgement tools.

Alex Martins is the Head of Operations with Kinaway Chamber of Commerce working alongside 400+ Aboriginal businesses.
He has a great passion in helping businesses in upscaling and has connected over $600 Million worth of projects to businesses in the last 12 months.
Alex is currently helping the Long Foundation, working alongside Michael Long, creating education and leadership programs for young Aboriginal kids through football in Victoria. He is also completing his Master of Social Impact.

Starting as an apprentice carpenter in 1961, Daryl has achieved more than 51 years experience in the construction industry, before retiring in 2012. He is widely respected in the industry for his broad industry knowledge and aptitude, gained from his detailed and varied construction experience across all industry sectors, both in Australia and overseas. He is an immediate instigator of knowledge transfer, and related very well with both clients and employees. His excellent communications skills are founded on his intrinsic and astute understanding of human relations, coupled with his foremost concerns for health and safety, and building quality. Major civic projects overseen by Daryl in his lengthy career include his role as Construction Manager for the massive Melbourne Airport International Terminal redevelopment and the Qantas Melbourne Domestic terminal, as well as key hospital projects at the Alfred Hospital, Ballarat Base Hospital and Sunshine Hospital, and numerous high rise apartment towers in the city and city fringe.
In early 2000 Daryl transferred to Indonesia as General Manager — Construction with German construction giant Bilfinger Berger, managing the Indonesian Construction Division during his two-year posting. His extensive construction knowledge proved invaluable in establishing the local office as a most reputable and quality builder. As well as his wide-ranging construction experience, Daryl was also highly valued for his input in the review and analysis of tenders, as well as safety, workcover, quality assurance, defects and environmental issues.
Kelvin is a Principal of KO Construction Law Pty Ltd. Kelvin has more than 17 years’ experience in advising and acting for clients in construction law related to civil engineering, infrastructure, commercial and large-scale domestic developments as a partner in National Australian Law Firm. He also has over 11 years project management experience including single and multi-storey domestic, commercial and industrial projects in Melbourne. Additionally, he has worked on large scale projects in a project management capacity such as Canary Wharf, Isle of Dogs London, the Westminster and Chelsea Hospital, and the London Underground’s Jubilee Line Extension Project. Kelvin has a Bachelor of Building from RMIT, a Bachelor of Laws (University of London) and a Graduate Diploma of Corporate Governance (Chartered Secretaries Australia).

Carmel is a Construction OHS Advisor and Lead Auditor who joined the Master Builders Association of Victoria in 2019.
With more than 20 years’ experience in Occupational Health and Safety, Carmel has specialised in safety management of commercial, industrial and residential building and construction.

Richard is a very experienced building professional having worked in the building and engineering industries for more than 40 years. He holds a Bachelor of Engineering (Civil) and a Master of Business Administration from Monash University.
Richard commenced his career as a planning engineer in a government organization before he became a project engineer in various mining projects throughout Australia and Papua New Guinea with Rio.
Richard entered the Victorian building industry in 1985 with J.C. Taylor and Sons as General Manager. The company undertook a wide variety of projects in addition to running a separate mechanical services division.
Richard joined Kane Constructions in 2000 and became a director in 2008. Richard has been a pragmatic and solutions-focused leader and a firm believer in the benefits of a collaborative team environment.
As a Project Director, Richard’s priority was to drive delivery excellence to ensure projects were consistently completed to the exacting standards of clients. His extensive industry knowledge combined with his strong track record in the delivery of major projects brought a robust leadership capability and a ‘safe pair of hands’.

Meriton Suites Melbourne is a towering structure spanning 59 levels, occupying a site area of 792sqm. The Meriton Suites Melbourne project implemented several innovations, notably within the HBS (Hickory Building System) and SYNC Bathroom Pods, supported by full mock-up prototypes. In the case of HBS, a comprehensive challenge involved validating its effectiveness through prototyping. This process enabled rigorous testing and refinement, ensuring optimal performance and structural integrity. Similarly, the integration of SYNC Bathroom Pods represented a significant innovation. These prefabricated bathroom units underwent rigorous testing and evaluation through full mock-up prototypes. This process allowed for fine-tuning and optimisation, ensuring seamless integration and functionality within the hotel’s design and construction.

A legacy as a meeting place for the Wadawurrung people was central to the design and construction of the Boronggook Drysdale Library, now a hub for the Drysdale community. The circular, two-story building features a stunning, landscaped rooftop amphitheatre incorporating local and Indigenous botanical elements, as well as a façade that draws on the material history of Drysdale and the greater Bellarine Peninsula. Innovative, sustainable and modern in design, the library was an exciting project. The project is a high-quality community building with high performance environmental sustainable design and is part of the City of Geelong’s UNESCO design city accreditation program.

Aaron Finnigan is an accomplished Construction Manager with a Diploma of Leadership and Management, Higher National Diploma in Project Management, Certificate IV in Building and Construction, Certificate III in WHS and a Certificate III in General Construction. Starting as an apprentice carpenter, Aaron has proven his skills and passion for the construction industry by working his way up through the ranks as foreman, site manager, and contracts administrator to his current position as Senior Project Manager and Construction Manager of South-West Victoria for Fairbrother. Aaron has been responsible for projects such as Edgarley Aged Care, Bega Lactoferrin Plant, Geelong College Junior School and Warnambool Special Development School. Aaron believes that client satisfaction is best achieved by being straight up, realistic and solution focused. Aaron is a well accomplished and confident young building professional who prides himself in achieving high-quality standards through setting an example through his work and mentoring those around him.

This commercial build took an existing building and transformed it into a bar reminiscent of yesteryear that emits a sense of ambience and mood. Providing a welcoming arrival, a new front façade was created with an instep entry. With the tight space being long and narrow, mirrors were utilised to provide an openness and sense of a much larger space. A pressed metal ceiling was added throughout the build to provide an antiquated aesthetic. Custom bars unify the space, with the inclusion of repurposed furniture that corresponds with overall aesthetic. A “speak-easy” hidden bar is located at the rear of the building. This secret bar is accessed by three pivot doors and a moveable wall partition that can be set in different positions. The kitchen was centrally located to enable effective amenity to both bars.

The scope of the Cornwalls Law Office project encompasses a comprehensive transformation of three interconnected buildings — 90 Queen Street, 380 Collins Street, and 100 Queen Street — spanning 2100sqm. This transformation represents a fusion of heritage architecture and contemporary design concepts, with meticulous attention to detail and functionality. Throughout the project, close collaboration between Cornwalls’ leadership, the design team, and project stakeholders ensures that the final outcome aligns with Cornwalls’ vision, values, and objectives. The project maximised the functionality and efficiency of the office space to accommodate current and future needs, created an inspiring and comfortable work environment and implemented state-of-theart technology solutions to support seamless communication, collaboration, and productivity.
DLG SHAPE
Project: Koorie Heritage Trust Birrarung Building Renovation
Koorie Heritage Trust were expanding their tenancy at the Birrarung Building in Fed Square, to occupy all three levels and create a stand-alone and independent First Peoples art and cultural centre; the first of its kind in an Australian capital city. DLG SHAPE were engaged to deliver the works, which involved refurbishment of existing areas on Levels 1 and 3, and demolition and fitout of the additional space on Level 2. The project included a public foyer, two public exhibition gallery spaces, retail store, multi-purpose meeting and function rooms, an education space, breakout zones and sitting areas, an exhibition preparation room and staff boardroom with tea point. There were also essential services upgrades, advanced temperature and humidity-controlled systems, AV requirements, a pre-action sprinkler system for collection zones, exposed services to gallery spaces and high-performance lighting solutions.

Set over 1800sq m and to take place within a fully operational hospital with both Royal Victorian Ear and Eye and also St Vincent’s operating out of the same facility, the project was always going to require a truly collaborative approach to ensure the compressed design and delivery phase could achieve completion in order to enable the Peter MacCallum Imaging East Melbourne to commence operations from the facility within the required timeframe, which was aligned with wider Metro Tunnel milestone works. Buildcorp was appointed by the City of Melbourne (CoM) to deliver the new Munro Library and Community Hub positioned in the revitalised Queen Victoria Market Precinct. The construction zone occupied four levels of the Munro building development, including construction and landscaping of a large external terrace space overlooking the city skyline. The project features dedicated adult and children’s library spaces, a family services and immunisation centre, secure outdoor play spaces, and maternal health consulting rooms. Additionally, the project incorporates local Indigenous artwork designed by renowned artist Maree Clarke. The project also offers a range of community spaces such as the “Maker Space”, where the public are provided free access and training to utilise 3D printers, laser cutters and sewing machines. Additionally, AV integrated bookable meeting rooms and a large, tiered presentation space are available for community use.

MPavilion is Australia’s leading architecture commission and, although small in nature, is aimed at producing the highest quality product, allowing Melbourne to display both our architectural appreciation and the high quality of our craftsmanship. It was the quality craftsmanship which was Kane’s focus for the duration of the project. The project included the removal of the existing pavilion, MPavilion 9, without damaging the structure and fabric to allow installation at a different location; installation of MPavilion 10, compromising of 83m of upper class 2 finish off form concrete walls, two 17m off form beams, circular off form concrete storeroom; 136sqm bluestone reflective pond with infinity edge; chemical free water reticulation and filtration system, 14m diameter cantilever steel roof and 1200sqm landscaping package to integrate the pavilion with the surrounding landscape.

The Sable & Pepicelli Orthodontic Clinic represents a landmark project in Australia’s healthcare sector, particularly in orthodontics. Tasked with the significant challenge of expanding as one of the nation’s largest orthodontic clinic buildings, Constructive Group undertook a comprehensive scope of works that not only preserved the integrity of a Classic Victorian façade but also seamlessly integrated modern functionality and expanded capacity. This multifaceted project encompassed the delicate restoration of the existing building, an intricate internal renovation, the addition of a contemporary two-storey extension, and the construction of a basement car park to accommodate the clinic’s growing clientele. The works consisted of bored piers, site excavation, concreting works and construction of a double storey building and a basement.

Completed as part of the QVM Precinct Renewal Program, the new Queen’s Food Hall replaces the market’s 1980s food court. The new Food Hall features an improved dining area, a flexible layout for vendors, new flooring, and a permanent steel roof structure. Integral to the project was the preservation and harmonious integration of the surrounding heritage structures, coupled with upgrades to core building infrastructure. The interior of the building has a minimalist aesthetic and showcases original heritage brickwork, while an exposed structural steel roof introduces an industrial aesthetic. Within, the building is limited to steel, brick, concrete, metal ceiling tiles, tiled and terrazzo flooring, and large aluminium windows. The hall is further embellished with decorative curved steel elements, and a suspended concrete culvert planter, creating distinctive focal points that pay homage to the unique ambience of the market.

APM Group were engaged by St Bernard’s College to construct their new Senior Learning Centre. The location of the new facility was constructed on a parcel of land in the north-west corner of the campus that was previously used as a drop off zone for students. The building stands at three-storeys from the ground level and features a central internal amphitheatre space with tiered seating connecting levels 1 to 2. The building has been designed with flexibility in mind, so the space can accommodate a range of functions. The building contains 20 large classrooms, an outdoor learning terrace, outdoor learning garden, office spaces, meeting rooms, amenities, storerooms and future use zones to be utilised for examination purposes. Counsellors’ offices were added during the build to enable a space for external counsellors to operate out of, servicing the Year 11 and 12 students.

The Coolock Learning Centre is a 3600sqm, two-storey build, with three distinct wings that extend outwards from the central, two-level amphitheatre. The new building now houses 550 Year 7-8 students. Two of the wings on the ground floor incorporate a general reception and staff administration, including heads of campus offices, seminar and meeting rooms, and general staff work areas. The third ground-floor wing houses specialised STEM classrooms. The first floor is accessible via two sets of external and internal stairs. This level can also be reached by ascending the 150-seat, boat-shaped amphitheatre. This space features off-form concrete stairs and solid timber seating, and lies beneath a

The project involved the demolition of the existing single level terminal building, and construction of a new terminal building across two floors. The building is located on the water’s edge, so the structural foundations for the project consisted of CFA concrete piles, which drilled into the sand well below sea level requiring a specific methodology and concrete mix. The ground level structure consisted of a concrete slab on ground, followed by a suspended concrete slab for Level 1. The roof structure involved a very detailed structural steel design, which included 20m long cantilevers at either end of the building. The roofing and façade consisted of an intricate 415 grade standing seam stainless steel design which required each of the sheets to be custom rolled to suit the curves and rakes of the building. Internally the new terminal features a high specification fitout which includes an internal ticketing and retail area,
kitchens, café, bar, and passenger lounge.

The Gordon TAFE Culinary Project combined functionality and design to appeal to school leavers wanting to further their education in the Culinary Arts. Construction consisted of both new build and refurbishment to several internal and external areas across The Gordon TAFE Geelong City Campus. The project provided hospitality teaching and support spaces including kitchens and store areas, student and staff experience spaces with works also including a café and restaurant, new seminar and meeting spaces, and significant restoration works to several heritage-listed buildings. Gordon TAFE is continued to operate throughout the course of the project, so many of the work areas were within or bordering on live environments.

Founded in 1878 by the Society of Jesus on Barkers Road, Kew, Xavier College’s original location serves as the Senior Campus, accommodating about 1000 students. The project involved the redevelopment of the Chapel Oval and the addition of the Kostka Building. The Chapel Oval was re-imagined as a Transport Hub, with car parking consolidated to a central location on campus to minimise pedestrian and car interaction. The existing oval was demolished and excavated to create a subterranean car park with 250 parking spaces and dedicated pick-up and drop-off zones, as well as facilities including change rooms, bathrooms, first aid rooms, a uniform shop, and maintenance facilities. The oval was reconstructed on top with a suspended slab and natural turf playing surface. The Kostka Building is a welcoming and nurturing learning environment for the Years 7 and 8 students. The lower ground floor features the Years 7 & 8 Chapel, a drama space, bathrooms, along with service rooms.

The Whitehorse Performing Arts Centre (WPAC) project delivered a highly accessible, and contemporary performing arts centre that would provide an expanded array of arts and cultural opportunities for the entire Whitehorse community to enjoy for generations to come. Now complete, the Whitehorse Performing Arts Centre features a flexible 626-seat proscenium theatre with full fly tower, a 203-seat black box studio theatre, outdoor sound shell and amphitheatre, two multi use creative spaces, a feature entrance foyer, purpose-built dressing rooms and flexible full function space with commercial kitchen. It is the hub for premier performances, events, conferences, weddings, and community gatherings and a state-of-the-art and energy efficient facility that is a home for local artists, performers, community groups, and businesses.

The client completed the demolition phase, and retention piles were installed. However, due to project complications stemming from COVID-19 restrictions, Hickory stepped in to backfill the site and ensure the site’s safety until construction could recommence five months later. The construction involved creating two basement levels below the water table, all designated for back-of-house (BOH) facilities to serve the operational needs of the Hotel Meriton. Given the functional nature of the space for hotel operations rather than parking, Hickory faced a complex challenge in devising a watertight strategy for the basements. Meriton Suites Melbourne is a towering structure spanning 59 levels, occupying a site area of 792sqm.

The Overture construction project encompassed the development of 21 townhouses and four apartments, complete with common area landscaping. Developed by Cbus Property, The project occupies a 1300sqm footprint and maintains several street frontages at Spring Street and Throssell Lane. The broadest expanse facing east towards Treasury and Fitzroy Gardens, offers uninterrupted views, never to be built out. Hacer Group constructed 73 high-end residences across 33 levels with a four-level basement car park inclusive of 109 car spaces and a fully automated car stacker inclusive of an additional 39 car spaces. Many of the residences feature large private balcony terraces as a natural extension to the dining and living areas. It boasts a 24-hour concierge and porte-cochere, as well as a residents’ lounge with fireplace, 25-metre lap pool, gymnasium and series of private indoor and outdoor entertainment spaces exclusive to residents.

Hickory undertook a comprehensive scope of works for the Demolition & Excavation phase of the Aspire Melbourne project, showcasing meticulous planning and execution. Central to this was the archaeological investigation, spanning an extensive five-month period under Hickory’s coordination and management. This effort yielded remarkable discoveries, including the unearthing of one of Melbourne’s earliest structures crafted from sandstone. Hickory implemented a robust retention piling system around the perimeter, ensuring structural integrity during excavation. Despite being 5m below the water table level, Hickory successfully constructed a basement spanning three and a half levels. Anchoring the structure securely to bedrock, Hickory employed Continuous Flight Auger (CFA) foundation piles with a diameter of 1200mm, providing essential stability and load-bearing capacity.

Vaughan Constructions completed a 17,000sqm facility in Dandenong South for globally recognised brand, Toyota Material Handling Australia. The facility consists of a 12,140sqm warehouse and workshop, a 935sqm spare parts area and 9000sqm of external hardstand. In addition, the two level 4110sqm office space includes a statement reception and staircase, meeting and board rooms, lunch rooms, and an open plan office area. The client required additional dedicated areas throughout the building specific to their industry and field. This includes a fabrication and assembly area, tech bays purposed to service various warehouse machinery, a custom pressurised paint and preparation booth, epoxy flooring and a demonstration area suited to showcase Toyota Material Handling excavators and skid steer loaders. In the Fishermans Bend Plant 18 Early Works project, the Building Engineering team embarked on a transformative journey to enhance the infrastructure of the Fishermans Bend Innovation Precinct. This initiative, executed on behalf of Development Victoria and the Victorian Government, exemplifies their commitment to excellence in delivery. The primary objective revolved around the construction of an advanced substation and main switch room, strategically positioned to enable a new point of electrical supply to Plant 18 from Todd Road. Associated electrical services redirections and modifications were required to enable the new point of supply to Plant 18. This project, valued at over $4.4 million, consisted of the construction of a new concrete building, seamlessly integrating institute and precast elements, to house the Citipower substation and main switch room.

Project Toyota Blue-Sky involved the construction of the first in-house new vehicle pre-delivery processing and storage facility for global car manufacturer Toyota. The major scope of works included the construction and installation of 105,000sqm asphalt vehicle storage area, including all sub grade work, and pavement construction, 134,000 tonnes of rock imported for pavement construction, hail net structure above all vehicle storage areas, including 312 bored piers footings, 4400 external vehicle car spaces, 5,000sqm heavy duty asphalt hardstand for car carrier loading and unloading, including all sub grade work, and pavement construction. A vehicle refuelling station was also constructed and included six bowsers, cantilevered canopy design, installation of all fuel lines and sumps, electrical and communications infrastructure for smart fill system, and installation of above ground fuel tanks.

Health and safety on the M2 stage 5 expansion works project was integral, not only because of the high-risk nature of activities on the project but also because the works were undertaken within a live data centre. Multiple safety initiatives were implemented, going above minimum industry standards such as 6-points of PPE with the addition of ‘longs and longs’. Kapitol adapted online systems and employee and subcontractor induction methodology to enable new processes and procedures that exceeded safety standards.

The Traditional Owner Artwork Integration project showcases Icon’s dedication to creating significant social impact and honouring the enduring cultural legacy of Traditional Owners. This initiative involved the considered integration of Indigenous artwork onto buildings, wayfinding signage, and the landscape as part of the Ground Lease Model Stage 1 (GLM1) package. Working in collaboration with the Building Communities Consortium, the project revitalised three Public Housing sites in Melbourne: Brighton, Prahran, and Flemington, delivering approximately 1110 social and market rental housing units. The project aimed to foster inclusive communities and enhance social outcomes through sustainable development practices across its lifecycle. Collaborating closely with the Wurundjeri Land Council and Bunurong Land Council, we respectfully incorporated cultural narratives into the architectural and artistic fabric of the developments through a self-determining process. This partnership honoured ancestral stories and enriched the cultural significance of the spaces for present and future generations.

Figurehead were engaged to construct Australian Fashion brand Decjuba’s head office in Cremorne. The building carefully considers the urban context to engage a socially and environmentally sustainable design proposal. Originally designed as a brutalist concrete structure, the project team worked closely with consultants to deliver a 5-star Greenstar hybrid structure featuring innovative green concrete and locally sourced CLT and GLT. The project involved the construction of a high-quality six-storey office building with an activated ground plane offering food and beverage tenancy, community, and occupant facilities. The GFA of the proposed six-storey office building is circa 3846sqm with a retail tenancy at the corner (101sqm), and a rooftop terrace.

Kane Constructions’ Northcote Aquatic and Recreation Centre (NARC) project involved the design and construction of one of Australia’s first 6-star Greenstar aquatic facility. In line with the MBVs own support to phase out the use of gas, the 6-star rating has been achieved by removing the traditional reliance on gas and replacing with electrical heat pumps that harness the sun, providing renewable energy during the day, with Renewable Power Purchasing Agreement (PPA) providing renewably sourced power during the evening. Other key sustainable initiatives have included mass timber structure to the pool hall reducing the need for structural steel, airtight façades improving the thermal performance of the building, rainwater harvesting for swimming pool/landscaping and grey water use for toilet flushing reducing the buildings’ water consumption, solar panels to be installed on the roof, with battery storage.

Facadex was engaged to design, engineer, certify, construct and install the external architectural saw tooth cladding, windows, shading, secondary support framing, insulation, parapets and balcony feature fins and shading. Their key strategy was to install the majority of the components to the CLT structural wall off-site, and install the large panels as part of the CLT structure sequence — a world first for a six level commercial construction project. The client vision for the ANMF Hotel; set out to provide a unique hotel solution on the edge of CBD while honouring the heritage overlay and original building. The Passiv Haus performance criteria for the whole project added complexity not usually undertaken at this scale.

TONY CROUCHER
Tony has in excess of 40 years experience in all facets of domestic building, both ‘hands on’ and in management positions.
He is a carpenter by trade and for approximately 20 years ran his own company specialising in boutique construction and in particular period extensions and renovations with a team of between five and 12 carpenters.

Tom O’Dowd has been involved with construction from his earliest memories. The passion for building and carpentry has not diminished in over 50 years. Experiences include both commercial and domestic construction and related industries.
Tony spent the next 10 years or so working with both smaller boutique builders and volume builders in the roles of Building Site Manager, Quality Assurance Manager, Warranty Services Manager, Construction Manager, and Metropolitan Building Manager.
Tony spent the following eight years as a building consultant with one of Melbourne’s largest and most respected building consultancies, initially as a consultant and then as senior consultant. In July 2011, Tony started the consulting practice of Tony Croucher and Associates.
As a Consultant, Tony specialises in domestic construction and is mostly involved in litigation matters before the Courts or VCAT. He regularly appears as an expert witness and has given evidence in all levels of the Courts and VCAT.
Beginning an apprenticeship in carpentry and joinery in 1970, Tom enjoyed a transition from working carpenter to running a small building business.
The challenge of working on larger projects with tight deadlines and attention to detail saw Tom move to shopping Centre construction with the role of site manager.
Tom has experience in construction management and industrial relations having worked on several large projects in both Victoria and interstate.
Joining a building consultancy company over three years ago Tom is now fully engaged in the building consultancy facet of the industry.
Tom has his own practice in building consultancy, writing building reports and appearing regularly in VCAT as an expert witness.

ROB LEES
In 1977 Rob’s building career commenced, working for McDougal Ireland as an estimator’s clerk and contract administrator.
This experience encouraged him to obtain formal qualifications; he studied at RMIT where he achieved a Diploma of Building (with Distinction) in 1982.
In 1983 Rob formed Faulkner Lees Constructions Pty Ltd, initially as an onsite project management company providing services to numerous developers mainly specialising in commercial and industrial projects.
Design and construction projects, in light commercial, professional suites, new homes and domestic renovations and extensions.
In the early 1990s, as well as being a registered Builder and Draftsman, Rob completed a Graduate Diploma in Property at RMIT.
Between 1997 and 2017 Building Consultancy was the primary source of business for Faulkner Lees Constructions Pty Ltd. Rob was equally engaged by builders and owners. He prepared expert witness reports and regularly appeared at tribunals as an expert witness.
Rob has been a member of the MBV for more than 25 years and is past President of the Australian Society.
DAVID NEWNHAM
Degree in Civil Engineering at Monash University; Master Builders Board of Management; President from 2008 to 2010; Building Practitioners Board (2000- 2008); co-opted member until the Board was disbanded in 2016.
David has been involved in the building and construction industry since completing a Degree in Civil Engineering at Monash University in 1971. After more than 20 years in project management in commercial building with projects including the Reserve Bank Note Printing Works at Craigieburn and the Melbourne Central Project, he moved to residential building as Victorian Building Manager for AVJennings in 1992. In 1997 he joined with two other partners for a management buyout of Stonehaven Homes where he remained until his retirement in 2016. Stonehaven Homes is an architectural design and construction company involved in inner suburban residential housing. David’s involvement with Master Builders began in the late 1970s. His main involvement occurred when he joined the housing sector committee in 1992. He was elected chairman soon thereafter and served on the state council from that time. Following eight years on the Board of Management he became President from 2008 to 2010. David served for eight years on the Building Practitioners Board from 2000 to 2008. He has served on the CoINVEST (building industry long service leave fund) board since being elected in 2011. David joined the Victorian Small Business Mentoring Service in 2017 to share his experience with others.
MICHAEL RIGG
Registered Builder & Architecture
After completing Architecture, Michael worked with Graeme Gunn and Merchant Builders for nine years from 1970-79. In 1981, he established the Design & Construct Company of Urban Spaces and registered as both Builder and Architect. The Company specialised in building restoration, custom housing and domestic alterations for 28 years. Over this period the Company won 12 Master Builders Awards for their projects. Michael became a member of Master Builders Victoria in 1983 and graduated from the Housing Committee in 1988 to Council and Board member in 1995. Michael was President of Master Builders Victoria from 2000–2002 and participated on the National Housing Board from 2000–2004. In 2004 Michael was awarded Life Membership to Master Builders Victoria.
GARY STRAW
Gary began his career in building as an apprentice carpenter in 1975. For 47 years the building industry has been his working life with mostly management positions as supervisor, building manager, estimator, construction manager and project manager.
Gary is now retired, is a registered builder and worked for some time as a building contractor in his own right. Gary’s role over the past 15 years has been as the building owner’s representative/project manager in complex high end building projects throughout Melbourne, regional Victoria and interstate Gary has a passion for innovative, intelligent design and high quality, detailed workmanship and have worked closely with architects, designers, consultants and builders to deliver the best result no matter the budget.

AUSTIN SWAIN
The founder of Pivot homes, a custom design and construction company building on the surf coast for more than 25 years, Austin has himself been the recipient of more than 50 awards —including Building Designer of the Year and Builder of the Year. Austin has served as a past chairman of the Western District Master Builders Victoria country housing and Apprentice of the Year committees. He is also a member of the surf coast planning committee and was a member of the Geelong land committee for some time. Having recently retired, Austin is now finding time to return to the water. As a keen sailor, he and his wife, Jan, have sailed their yacht up to the Whitsundays. He also enjoys water skiing, snow skiing and golf. Austin was delighted to this year take on the challenge of judging these awards.
FRANK PAVAN
Fellow of Engineers Australia (NPER), Fellow of the Australian Institute of Building, Member of Master Builders Victoria, Member of the Australian Society of Building Consultants and VCAT building expert.
Frank Pavan is Managing Director of Pavan Consultants, a Melbourne based, multidisciplined firm of project managers, building designers, engineers and interior designers.
Frank is a civil/structural engineer with post-graduate qualifications in building design, project management and commercial and domestic estimating.
He has worked in many and varied industries including mining, petrochemical, commercial, retail, educational, defence, industrial, judicial, local, state and federal governments and multi-unit developments.
Frank has 39 years’ experience in the building and construction industry and has worked in Saudi Arabia, Italy and in many Australian capital and regional cities.
Pavan Consultants has won three project management awards in 2014 and 2017, that latest being a National Award in project management. The firm also won three design awards in 2011. He has worked on projects valued up to $40Million. Frank is a past President of the Victorian Chapter of the Australian Institute of Building and was a member of the VBA’s Building Practitioners’ Board. He has been a MBV Judge for more than 20 years.
DON WILKINSON
Don has over 46 years’ experience in the construction industry in Australia and overseas and has worked with both Contractors and Client Side organisations.
With a background in Civil Engineering, Don’s early construction experience was on Resource and Manufacturing projects within the Aluminium Industry working on Alumina Refineries, Aluminium Smelters and Aluminium Fabrication plants.
His move into the Building Industry saw his involvement with the Floodlights, Corporate Suites and Dining Rooms at the MCG in the early 80s, then returning in the late 80s for the Redevelopment of the Great Southern Stand, working with the Client organisation. Don returned again to the MCG in the late 90s to work on the feasibility study for the MCG Northern Stand Redevelopment and working through the entire project, to completion in 2006, post-Commonwealth Games. Contractor experience has included roles of Project Design Manager, Project Manager on major retail and two and a half years as State Manager of Fletcher Constructions.

The Futures Centre was constructed with great care and quality to deliver a complex sequence of integrated spaces and mix of performance expectations. The primary spaces have very different performance attributes, from open gathering to quieter library zones, to acoustically controlled music rooms, to general leaning classrooms, to a flexible high performing multi-purpose auditorium performance space. As a centre looking to the future the construction has achieved a building enabling ongoing flexibility and adaptability, with the assistance of the construction team. The school wanted a flagship project, and they are very happy to celebrate their new asset as a symbol of their future aspirations for the school and their learning community.

There were two main aims for this new office building to provide a better workplace for the team and to create a better experience for clients. The space created is open and bright, both in the Client Selection Area, and the meeting rooms, upstairs offices and the staff communal areas. The south facing elevation has full height glazing to let in as much natural light as possible, and the double height area in the front reception area enhance the spacious feeling. Our clients have a private, comfortable space to plan and choose selections for their new home, and our team have space to work as well as space to connect.

The Western Park Netball Facilities Redevelopment project consisted of reconstruction and realignment of the two netball courts, and construction of a 244sqm pavilion with compliant female friendly netball player and umpire amenities. The existing courts were side by side and were no longer compliant to current Netball Vic requirements for run off and surround dimensions. The reconstruction ensured both were compliant and met all required standards to enable use for competitions and sufficient and compliant facilities for users, including spectator movement corridors and spectator seating. Supporting infrastructure included new competition standard LED sports lights for netball, new fencing, drainage, bollards, and concrete path works.

The new building at St Paul’s Anglican Grammar School in Traralgon was designed as a Futures Centre creating a flexible and adaptable mixed used hub of educational and collaborative activities for the whole learning community. The two-storey centre provides a diverse mix of integrated spaces, creating an identifiable place of arrival and welcome, and representing the vision for the school’s future. The building provides the main arrival, reception, administration, and wellbeing suite, connecting into the collaborative social heart off the café/canteen. Spaces wrap around the heart providing the junior library and multi-purpose performance auditorium at ground level; and senior library, general learning areas, ‘360’ conference room, and high-performance music spaces at first floor.

NICHOLSON CONSTRUCTION
Project: Boronggook Drysdale Library, Drysdale

A legacy as a meeting place for the Wadawurrung people was central to the design and construction of the Boronggook Drysdale Library, now a hub for the Drysdale community. The circular, two-story building features a stunning, landscaped rooftop amphitheatre incorporating local and Indigenous botanical elements, as well as a façade that draws on the material history of Drysdale and the greater Bellarine Peninsula. Innovative, sustainable and modern in design, the library was an exciting project. The project is a high-quality community building with high performance environmental sustainable design and is part of the City of Geelong’s UNESCO design city accreditation program.
Bullarto Railway Station involved the construction of a weatherboard station building to replicate the historical station, which was opened in 1887. The original plans were available and referred to throughout construction. The building consists of one platform, and an indoor station area with three separate spaces. The small station and veranda are incredibly detailed, with attention to chamfer mouldings, chimney details, finials, timber flooring, hearths brought in from a quarry, windows and door mouldings that closely match original building, and original colour paint selections. The timbers used, roofing materials and detail in construction method were all tailored to match original style.
The scope of works for Queenscliff Recreation Reserve Amenities Building consisted of full demolition of the existing old brick caravan amenities block including foundations and incoming services. The quality of the construction represents the effort and eye for detail which the contractors contributed to the project. A mix of raw material and commercial finishes throughout the building presented challenges for the project, but all these were attended to providing a very high quality and well-finished project that will stand up to the harsh conditions that are found when located within 200 metres of the ocean.

California Gully Primary Stage 1 was divided into three distinct portions, with most of the project’s scope concentrated in the second phase, which involved the demolition of the existing courtyard shade structure and the construction of the new community building. It encompassed the creation of openings within the heritage building for modern acoustic doors and the addition of breezeway areas. Fairbrother carpentry undertook the complete reconstruction of the veranda structure, and new ramps and stairways were installed. There were also significant heritage repair works to windows, timber trims, cast corbels, mortar and recladding of the historic bell tower.

The project involved construction of a SES Emergency Response building for the Emergency Services Infrastructure Authority VIC SES, Port Fairy incorporating Environmental Sustainable Design to Green Star level. The new building provides administration and training spaces, communication rooms, three-bay motor room, telecommunications tower and additional emergency service facilities. It was designed as a Level 1 disaster recovery building incorporating a 20m high communications tower. Construction of the new building included system integration and fail-safe features to ensure it is functional during a natural disaster and allows VIC SES to improve the delivery of their services to the community.

Featuring an innovative circular design, with a green sustainable roof of 4,770 plants and an amphitheatre, the newly built Boronggook Drysdale Library opened in April 2023. The library’s name, Boronggook (Bo-rong-gook), is the Wadawurrung name for the area and means ‘turf’. Sitting atop Drysdale Hill, the site was once the gathering place for Traditional Owners. This legacy was translated into a modern concept, with the circular design incorporating a terraced amphitheatre. The new library provides the community with a modern library and community hub space, multi-purpose spaces, study areas, courtyard garden and a City of Greater Geelong customer service point.

In April 2021, Kane Constructions, and joint venture partner Nicholson Construction, partnered with Court Services Victoria to deliver the new Bendigo Law Courts Development. The Bendigo Law Courts is a multi-jurisdictional courthouse built over five levels housing nine courtrooms, two hearing rooms, mediation suites, remote witness facilities, safe waiting facilities, jury areas and meeting rooms. The primary structure comprises a concrete structure, with the roof and façade largely incorporating a standing seam copper façade and roof system with glazing. A key feature is the perforated copper façade screen incorporating an artwork from a local Indigenous artist resembling ‘Bunjil’ the wedge-tailed eagle.

Fairbrother Construction was engaged to deliver the new Armstrong Creek West Community Hub. The purpose-built hub trailblazes in its delivery of critical community services, such as maternal and child health and childcare facilities. The zoning of the building responds to the solar exposure of the site, with childcare to the east to protect it from western sun exposure, and community spaces to the west and south with deep eaves to protect from afternoon sun and adjacent courtyards. All double-height spaces have high level glazed louvres for hot air ventilation and night air purging, and sustainable initiatives are implemented throughout.

The Northeast Health Wangaratta Redevelopment project included the demolition and extension of the new Short Stay Unit, consisting of 8 new patient beds; demolition and extension of the new Emergency Department, consisting of 10 new patient beds, ambulance triage, isolation rooms and separate anti-ligature behavioural assessment room; construction of the new Intensive Care Unit, consisting of 12 new patient rooms, two new negative pressure rooms, office and training spaces; demolition and extension of the new Paediatric and Medical Ward, consisting of nine new medical patient rooms, 10 new Paediatric rooms, three negative pressure rooms and a bariatric room, designed to house patients up to 300kg, and the internal redevelopment of the existing Maternity Ward consisting of a new workroom and reception space, new birthing bath suite, refurbishment of existing nursery and general refurbishment works throughout the ward.
The project at Beechworth Secondary College involved the transformation of outdated facilities, particularly the school gym, bringing it into the 21st century. The scope of work included the demolition of obsolete structures, making way for an all-inclusive, gender-neutral and DDAcompliant facility. The project also featured a newly designed entrance with an automated opener for improved accessibility. The interior was adorned with a distinctive ply lining, adding a stylish architectural touch to the overall design. The roofing structure to the change room was replaced while the roofing to the gym required new sheeting to prevent further leaks. The entire project adhered to Shelter In Place compliance guidelines, ensuring a safe and secure environment.

The project’s goal was to provide a gateway to the site of the siege and the broader Kelly story. The Rural City of Wangaratta engaged Content Studio to design and Midson to build a cultural heritage centre to mark this historical site and tell the story of Ned Kelly’s last stand. The project was to create a circular lookout platform, so visual references to Ned Kelly’s iconic helmet were unavoidable. The external structure twisted in form to create a series of helices, with the different radii adding to the visual dynamism and complexity of the structure. A curved concrete staircase follows the line of one of the helices, taking visitors to a circular first floor viewing platform.

The Northeast Health Wangaratta Redevelopment project was a stage project that consisted of five Separable Portions. The upgrade and modernisation of existing spaces will ensure Northeast Health can continue to provide the highest quality patient care for years to come, in a building designed and built to face the challenges of a hospital environment. The Northeast Health design incorporates highly detailed design finishes with functionality, that includes curved Corian staff bases, especially designed to resist the constant flow of staff, locally sourced timber handrailing to guide visitors and patients through the wards and feature pendant lights.

Zauner Construction completed the design and construction of Opal’s state-of-the-art, high speed manufacturing facility ‘Stockholm’ for the production of corrugated cardboard packaging. The factory is a total of 47,000m2, producing almost 400 tonnes of corrugated boxes a day. The factory consists of the main production space, waste conveyor trench, service rooms including two main switchboard rooms, dye room, wastewater treatment plant, control room and maintenance room. The administration building includes office spaces, sales area, training rooms and kitchen facilities. Externally, the factory consists of the external roadway for truck deliveries and a separate dispatch office for the coordination of deliveries.
