lready heralded as one of the most innovative residential projects in Australia, Fitzgibbon Chase has broken the mould of traditional residential development and is leading the way to the creation of a visionary compact, diverse and affordable community. With a vision to deliver high-quality architectural and urban design solutions, degenhartSHEDD has carved out a unique reputation for creating flexible village design innovations that meet customer needs and provide sustainable, profitable outcomes.
3
As evidence of that vision, degenhartSHEDD architecture + urban design have been fortunate to share the journey of Fitzgibbon Chase with Economic Development Queensland (EDQ) from its initial introduction to the neighbourhood centre nearly a decade ago to the culmination of its village core with the urban business residences and entrepreneurial enterprises at The Nest. Not only did Martyn personally assist EDQ with the early planning of the neighbourhood centre, but degenhartSHEDD was responsible for the architecture that underpins the Development Approvals for the associated groundbreaking compact housing outcomes, with the hat trick being Amy’s leadership as a Director of Urban Pure Pty Ltd — along with property celebrity, Andrew Winter — in delivering ten innovative, income producing “EcHo” house and land packages as a jewel in the Fitzgibbon Chase crown. Building on the success and lessons learned by working closely with EDQ on several of their award winning Priority Development Area (PDA) projects, degenhartSHEDD have now identified an opportunity — or rather a need — to translate these macro ideas to a micro scale by rejuvenating existing communities one back yard at a time, asserting themselves as ‘infill artists’ on the canvas of our stretched urban centres. Currently coming to fruition is their ENVI Micro Urban Village, an infill small lot subdivision of one lot into ten located in the Garden Precinct of the Gold Coast CBD of Southport that boasts of lots sizes breaking the 40sqm barrier. More significantly, degenhartSHEDD, through the corporate vehicle of Community Benefit Developments Pty Ltd, have capitalised on their familiarity with the reason d’être of the 5 PDA, and have used the ability to think small as a way of achieving big, with their vision of sustainable and affordable housing being affirmed by the 70 per cent take up rate of First Home Owners at ENVI. degenhartSHEDD are always grateful for the affirmation of its peers and the community through both professional and industry awards, particularly as these accolades serve to fuel the passion and pathways for even better homes, better places and better bottom lines in the years to come.

They have combined practicality and beauty, elegance and efficiency and have built for a future that we can only imagine. The projects, companies and people who are finalists are all leaders. They clearly demonstrate that the industry is going from strength to strength. I extend my warmest thanks to our national judges, for the hundreds of hours contributed. Thank you to John McCarthy AO (Chairman), Virginia Briggs, Denis Coupland, Rosina Di Maria, Jill Fraser, Adrian Harrington, Médy Hassan, Desiree Houston-Jones, John Oliver, Arabella Rohde and Bill Russell for their tireless efforts. PROPERTY COUNCIL OF AUSTRALIA | RIDER LEVETT BUCKNALL
Prosperity, jobs, and strong communities The Property Council of Australia is the leading advocate for Australia’s biggest industry. Our property industry is vital to the nation’s economy. Property and construction employs 1.1 million Australians — more than mining and manufacturing combined. Our industry accounts for 11.5 per cent of Australia’s GDP — that’s one ninth of the country’s total economic activity. Our industry is also Australia’s largest collective taxpayer, contributing $72 billion in property taxes alone (before counting our share of corporate tax and GST). In 2016, the industry built 231,000 dwellings and underpinned our economy as it transitions after the end of the mining boom. Our industry is vital for prosperity, jobs and strong communities.
Our advocacy priorities Property is both a major part of the household balance sheet and the Australian economy — and one of the few industries enjoying sustained growth. That is why the right policy settings are essential to let property grow the economy, and create jobs and strong communities. The Property Council of Australia has a clear policy agenda for solutions that can lift growth, create more liveable cities, unlock innovation and help make housing more affordable. With the right tax and regulatory signals, policymakers can harness the potential for the property industry to boost investment, help Australians secure their financial future and build an even more competitive industry. Our advocacy platform is backed by extensive research and analysis which place a clear emphasis on implementation.
A compelling vision for our cities • Clear strategic plans for our cities that service growth • Drive productivity through City Deals • Strong infrastructure pipelines
Boosting housing affordability • Accelerate housing supply through incentives • Generate essential data on housing markets • Develop market solutions for affordable housing • Unlock housing equity for pensioners • Reduce red tape and grey tape on housing
Energy efficient buildings • Champion a ‘towards net zero’ buildings plan • Advocate strong minimum standards • Accelerate action with targeted incentives • Reform our energy markets • Innovate with better data and smart technology
A Competitive Industry • Champion productivity reforms like the return of the Australian Building and Construction Commission which will be a strong cop on the beat for Australia’s construction industry.
Our policy priorities Housing affordability We want smart solutions to housing affordability that will tilt the balance back in favour of homebuyers. Strong supply pipelines across our capital cities, simpler planning rules and cuts to red tape are an integral part of our agenda for the year ahead.
Tax reform and stamp duty Every year Australians pay more than $16 billion in stamp duty. Stamp duty acts as a drag on the economy and jobs as well as making housing less affordable. The Property Council will continue to make the case for reform of this bad tax.
Cities
Fairer taxes
Australia’s cities contain 75 per cent of the population and generate 80 per cent of Australia’s GDP. Our national population is growing by one million people every three to four years — most of who will live in our cities. Improving the performance of our cities is vital to national productivity.
• Grow the economy and improve housing affordability by overhauling the tax system • Retain negative gearing and capital gains tax arrangements
The Property Council supports better funding of infrastructure and UK style ‘City Deals’ to increase collaboration between local, state and federal governments. City Deals are already underway in
Our big ideas
About the Property Council of Australia
Townsville and Launceston — with a City Deal in Western Sydney expected by the end of 2017.
Leading sustainability The Property Council is a leader in making the case for sustainable development that helps attract capital. This includes incentives to encourage stronger investment in energy efficiency and clean energy, a unified and common sense reporting regime and an ambition plan towards net zero emission buildings by 2050.
Diversity The Property Council is a diversity champion. Initiatives including the Property Male Champions of Change,100 Women in Property and our 40:40:20 target are being undertaken to increase the number of women in leadership roles in our industry. We are also committed to the Panel Pledge to ensure there is gender balance in Property Council panels and forums.

In 1982, as the property industry gathered to present its first annual awards for excellence and innovation, many of the buildings that now shape our skylines, bring life to our cities and energy to local economies were still distant dreams or sketches on the drawing board. Since then, the Property Council of Australia (originally the Building Owners and Managers Association) has been recognising and rewarding excellence. And Rider Levett Bucknall has been a proud sponsor and supporter of the awards program for each of these 35 years. As the industry evolved, so too have the awards. In 1991, the Property Council’s state-based award programs were augmented with a national award to recognise excellence in the efficient use of capital in a new or refurbished development. From 1991, the Rider Levett Bucknall Australian Development of the Year has been presented to some of the nation’s most iconic buildings: 1991 Advance Bank Centre, ACT 1992 1 O’Connell Street, Sydney 1993 Carindale Shopping Centre, Brisbane and 120 Collins Street, Melbourne 1994 Pacific Fair Shopping Centre, Gold Coast 1995 Governor Phillip Tower, Sydney 1996 Whitford City Shopping Centre, Perth 1997 St Patrick’s Estate, Manly 1998 Network 10 Headquarters, Sydney 1999 Admiralty Quays, Brisbane 2000 Riverside Corporate Park, North Ryde 2001 Martin Place, Sydney 2002 Aurora Place, Sydney 2003 120 Edward Street, Brisbane 2004 University Square, Melbourne University 2005 30 The Bond, Sydney 2006 Lyell McEwin Hospital Redevelopment, Adelaide 2007 Deutsche Bank Place, Sydney 2008 Riparian Plaza, Brisbane 2009 Rouse Hill Town Centre, NSW 2010 One Shelley Street, Sydney 2011 ANZ Centre, Melbourne 2012 Fairfax Media House, Melbourne 2013 Darling Quarter and Commonwealth Bank Place, Sydney 2014 Brookfield Place, Perth 2015 8 Chifley, Sydney 2016 50 Martin Place, Sydney In 2006 our awards program evolved once more, rebranded as
the Innovation and Excellence Awards to celebrate leading-edge practice and inspire innovation within our industry.
History of the Awards
Excellence was recognised across 12 categories: • Office Developments • Shopping Centre Developments • Emerging Assets • Tourism and Leisure Developments • Business or Industrial Parks • Residential Developments • Government Leadership • Heritage & Adaptive Reuse • Master Planned Communities • Mixed Use Developments • Public Buildings • Sustainable Developments. As Australia’s cities continue to expand, our industry responds to myriad challenges — from delivering affordable housing to supporting Australians as they age, and from improving the environmental sustainability of buildings to creating a rich and diverse workforce. As a result, a number of new categories have been introduced. In 2007, we began to recognise our next generation of talent through the Future Leader of the Year Award. In 2010, the Retirement Living and Office Workplace categories were introduced, and the following year the Sustainable Development category was expanded to recognise the different approaches taken on new and existing buildings. In 2012, the Award for Innovation first gained its moment in the spotlight, and has since transformed into two awards: one for Project Innovation and another for Development Innovation. The Award for Best Affordable Housing Development was first presented in 2015, while the Award for Diversity, introduced in 2016, has been split into two categories in 2017 in response to the number of entries. While the categories and number of entrants have grown, and the quality and sophistication of the entries have increased, the underlying aim of the awards remains the same: to support and showcase the developments creating brilliant places for all Australians.

PROPERTY COUNCIL OF AUSTRALIA | RIDER LEVETT BUCKNALL
Bringing Imagination to Life Since 1982, the Property Council of Australia through the Innovation & Excellence Awards, has been celebrating excellence in the built environment. Rider Levett Bucknall has recognised the importance of heralding these achievements, and has been a proud supporter of the awards program since its inception. I therefore thank the Property Council for their enduring partnership. Our own vision and values are echoed in these awards, creating value through the skills and passion of our people — challenging the norm, seeking fresh ideas and delivering excellence. Traits that were recognised most recently by our peers in the World Architecture 2017 “Big List”, as the leading Global Cost Consultant for the second year running. Likewise, this theme resonates in the shortlisted projects showcased in the 2017 awards. Projects and People that shape the future of the built environment… and create a better tomorrow. This year’s nominations truly represent our sector, not only in creating great places for people to prosper, but also honouring those people who work hard to ensure that our focus is based on collaboration, integration and connectivity between the built environment and the economy that drives it. Each year an overall winner — the RLB Australian Development of the Year — is awarded. Since the start of the national awards program in 1991, this prestigious award has been won by some of the nation’s iconic buildings. From the striking No 1 O’Connell (Sydney) in 1992, to recent winners such as Brookfield Place (Perth), Darling Quarter and Commonwealth Bank Place (Sydney), and Fairfax Media House and the ANZ Centre (Melbourne), we are humbled to have helped take these renowned buildings from an idea to reality. The winner of the 2017 RLB Australian Development of the Year will join this exclusive list. A list that shows us those who excel, are those who demonstrate true diversity of thought and approach, with renewed client focus that drives improved outcomes. Not only changing the game, but reshaping a brighter tomorrow. On behalf of RLB, I congratulate each and every individual and business that has taken part in the 2017 Innovation & Excellence Awards program. I also gratefully acknowledge the national judges for their continued support.

INNOVATION & EXCELLENCE AWARDS 2017
Not that we wouldn’t be delighted if The Village Coorparoo was recognised by the PCA judging panel. It would confirm our conviction that the third stage of life should be as exciting, interesting and enjoyable as anything that went before, and be lived in an environment that matches those dreams. Back in 1979, when Michael Harrison’s search for retirement options for his mother failed to deliver anything he felt was good enough, The Village Retirement Group was born.
PROPERTY COUNCIL OF AUSTRALIA | RIDER LEVETT BUCKNALL
Today, we still believe the standards of innovation, quality and lifestyle that he insisted on are the minimum that Australia’s retirees deserve. That’s why we’re thrilled that The Village Coorparoo has been nominated in the Retirement Living category of the Property Council of Australia 2017 Innovation and Excellence Awards. And it would make mum proud too.

CAMERINO
COLLECTION HOUSE LIMITED
SPARKE HELMORE FITOUT
Grosvenor Place, 36 Grosvenor Street, Sydney NSW
Level 12, 100 Skyring Terrace, Newstead QLD
Levels 27 - 31, MLC Centre, 19 Martin Place, Sydney NSW
Camerino, meaning ‘dressing room’ in Italian, is Grosvenor Place’s luxurious end-of-trip facilities — named after the abundance of champagne marble imported from Italy, used within its interior. Camerino features full air conditioning, 30 showers, over 500 lockers; and space to park over 170 bicycles. Each shower cubicle has its own private room complete with a full-length mirror, polished stone seat and a splash protected power outlet to charge smartphones and tablets. The changing rooms house fresh towels, luxurious leather seating and digital TV screens airing news and weather. Camerino is a place to dress for the theatre as much as showering after a cycle commute. Facilities also include: grooming stations with wall mounted magnifying mirrors, hair dryers and GHD hair straighteners, free towel service, complimentary shower gels, dry cleaning services, ironing stations and shoe polish machine, lounge facility with digital TV access, vending machine and bicycle repair station.
Our repeat client, Collection House, engaged us to select a new location, negotiate the financial lease and deliver its fourlevel head office fitout at 100 Skyring Terrace, Newstead. As an international leader in the receivables and debt collection sector, Collection House required no less than an aspirational work space, particularly for its call centre operation, that promoted team work, collaboration and flexibility. The fitout included a custom-designed interconnecting staircase over three levels, purpose-designed huddle points for each team across the floors and extensive breakout spaces including an amphitheatre for town hall meetings. The success of the project and the delivery of this outstanding space over an 18 month phase, was a direct result of intensive, close consultation with the client, the builder and the design team, along with meticulous planning and execution by CR Commercial Property Group’s delivery team.
This marquee project for SHAPE cemented the opportunity for the business to deliver high end Design and Construct fitouts for blue chip clients. SHAPE’s commitment to delivering high end design with both functionality and form has led to growth in this sector and allowed commercial builders the opportunity to deliver projects in this method rather than a standard lump sum engagement. We believe this is a benefit to the entire industry, not just SHAPE.

WOODS BAGOT MELBOURNE STUDIO
Pirie Street, Adelaide SA

Works included the construction of the new Channel 9 Adelaide studio, which comprised of high tech finishes and acoustic elements, office spaces, team breakout areas and workstations. One of the critical aspect was the service infrastructure required for the 36 rack data centre. This data centre contained an independent gas suppression system, dedicated 400kVA UPS, backup generator as well as the installation of three mechanical CRAC units to negate the high temperatures produced from the racks.
The Woods Bagot office fitout was within the partially occupied building in 498 Little Collins Street, in Melbourne’s CBD. ADCO carried out the demolition works which involved cutting out an area between levels one and two to create a central auditorium link. Finalists ERA CHATSWOOD BY MIRVAC
KIAORA PLACE, DOUBLE BAY
7 Railway Street, Chatswood NSW
1 Kiaora Road, Double Bay NSW
Era Chatswood was completed by Mirvac in 2014. It is a 42-storey mixed-use building comprising residential and commercial space. The development’s financial performance stands out in Mirvac’s history as one of the company’s most financially successful and profitable projects ever undertaken. As a true mixed-use building Era uses resolved architectural devices to maximise the benefit for all users: residents, commercial tenants and the general public.
nettletontribe was appointed by Woolworths to design a significant project for the Double Bay community, incorporating Woollahra Council’s library, paved pedestrian plaza and key retail amenities including a Woolworths supermarket. The Kiaora Lands redevelopment project has reinvigorated the southern precinct of Double Bay which has been in decline for several years. Woollahra Council and Woolworths have collaborated for over a decade in order to realise this incredibly significant urban renewal project. The renewal of Kiaora Lands saw the construction of over 8000sqm of new retail space, 2000sqm of commercial space and some 442 car spaces. In addition to this, Kiaora Lane transforms the area from a minor service lane into an active and vital urban laneway. This project is a great example of local Government and the private sector balancing objectives to achieve an outcome which benefits the people and businesses of Double Bay.

Junction Place delivers quality public spaces, and a mix of retail, entertainment, commercial and residential developments. Junction Place is being developed by Places Victoria and key stakeholders include the City of Wodonga, Regional Development Victoria and Central Place (developer).
Primus Hotel Sydney perfectly captures the progression of Art Deco design of the late 1930s. The building has been transformed from a former commercial space to a fully functional 172-room five star hotel. The heritage aspects of the building shine through; everything from the terracotta façade — to the scagliola columns — to the glass block skylight. The hotel features luxury amenities including a five-star restaurant, a grand Lobby space and a New York style rooftop.

Located in the suburb of Pyrmont, on a prominent site adjacent to the Western Distributor stands Harbour Mill Apartments, a 10-storey residential development with 136 units and a commercial space. The building incorporates remnants of the former Edwin Davey & Sons Flour Mill as part of its façade. With a family connection to the mill that was built in 1896, preserving the site’s history was a priority for Edward Doueihi, the principal and founder of the development company, Ceerose. Mr Doueihi’s father ran a bakery in Cowper Street, Granville and would often take him as a child to collect supplies from the mill.

NEW GENERATION ROLLINGSTOCK MAINTENANCE CENTRE South East Queensland The $4.4 billion New Generation Rollingstock Maintenance Centre project has been constructed to service and maintain 75 new passenger trains for the next 30 years. Laing O’Rourke led the design and construction of the project and appointed Arcadis to undertake the detailed design utilising 3D BIM modelling to incorporate all the project detail. This digital engineering capability meant over 3000 in-ground service clashes were detected and resolved before construction began and allowed project delivery, six weeks early and under budget.

LA TROBE TOWER
379 Collins Street, Melbourne VIC
1/101 Cremorne Street, Cremorne VIC
Gardenhill features an off-lead dog park on the ground floor — said to be the first of its kind in Australia’s apartment market. With Australia having one of the highest rates of pet ownership in the world with 36 per cent of households owning a dog, it was important to embrace this demographic and encourage greater support of dog ownership and apartment living.
LaTrobe Tower is a 44-level development in central Melbourne for Longriver Investments with architecture by Rothelowman. Built by Hickory, it is the first project to use the innovative Hickory Building Systems (HBS) method, a high-rise construction system that has enabled the project to become Australia’s tallest prefabricated building. The 206-apartment project was delivered 30 per cent faster with HBS, and was also built more safely, sustainably and with less community impact than could have been achieved using a conventional in-situ approach.

Both parties are to be congratulated on maintaining their perspective and determination to see the main objective of revisiting the retail and commercial heart of Double Bay achieved. The renewal of Kiaora Lands saw the construction of over 8000sqm of new retail space, 2000sqm of commercial space and some 442 car spaces. 74 Ross Street, Forest Lodge NSW
Maestro is the third precinct of the Harold Park redevelopment and contains 322 apartments and 23 terrace homes situated over a two level basement. Maestro was launched in a generally subdued market, yet sold out prior to completion. Sales prices ranged from $545,000 to $1,750,000. Construction began in April 2014 and concluded approximately 24 months later in April 2016. Architecturally, the exterior draws on the personality of the surrounding neighbourhood, with natural materials and decorative details including operable louvres for privacy and sun control. The development also provides an internal courtyard for residents with extensive landscaping and a feature catenary lighting system.

20 Martin Place
Building upon simplicity and classic modernity Crone wishes to congratulate Pembroke Real Estate on the dramatic transformation of 20 Martin Place from an inefficient 1970s building into a striking state-of-the-art property that has enriched Martin Place. As architects on this project, we are thrilled our relationship with Pembroke inspired a world class design that will deliver long-term economic benefits to investors and tenants alike. To maximise functionality, flexibility and sustainability, Crone retained and re-skinned the existing steel structure and relocated the core thus extending the floorplate by 160m² and avoiding certain loss in building height and NLA with a new build. To increase daylight penetration, Crone − in collaboration with James Carpenter Design Associates − designed a distinctive facade featuring bands of coloured dichroic glass on overlapping glass shingles whose functionality contributes to the building’s 6-Star Green Star and 5-Star Nabers Energy rating.
