PRELIMINARY FIGURES SHOW APNU+AFC WINS BY 5,360 VOTES – GECOM With all results in, the APNU+AFC alliance has won the most votes for the 2015 General Elections.

Chief Election Officer (CEO) Keith Lowenfield made the announcement moments ago at a press conference. With results from all polling stations in, the APNU+AFC alliance has received 206, 817 votes while the PPP/C received 201, 457 votes for the 2015 general elections. He said that the results are preliminary and the Returning Officers will be making their official declarations by the end of today.

The PPP/C has requested recounts from all the districts.

However, the US and UK as well as other observer missions have hailed the polls. This morning, UK High Commissioner, Greg Quinn said that there is no evidence to support new allegations made today by the PPP/C of irregularities in Monday’s elections. Quinn’s statement follows another by the US Embassy standing by its assessment that Monday’s elections were free and fair.

The result shows how close the election was as the margin is less than a seat.

Returning Officers in the 10 electoral districts will make their official declarations of results in the next two hours, Chairman of the Guyana Elections Commission (GECOM) Dr Steve Surujbally says.

Within a short order, “two hours or so…those declarations will be made officially in the 10 districts,” the GECOM Chief said at a press conference today. Lowenfield said that they are pushing to ensure that declarations are done today but cautioned that it may take a bit longer than the two hours mentioned by Surujbally.

He expressed the view that recounts notwithstanding, the results would not be significantly altered. “If there was any variance, in my view that variance would not be significant,” he said.

Caribbean Star Newspaper Immigration Reform 2015: Obama's Executive Action On Illegal Immigrants Faces Upcoming Circuit Court Decision May 15–21, 2015

P

resident Barack Obama's blocked executive action granting relief from deportation to about 5 million undocumented immigrants is set for a decision from the 5th U.S. Circuit Court of Appeals in the coming days.

It's certainly a big day for immigration reform, but it could prove just the beginning of a long back-and-forth process, Al Jazeera reported Sunday.

The decree, called Deferred Action for Parents of Americans and Lawful Permanent Residents (DAPA), proposed to shield undocumented immigrants who are the parents of U.S.-citizen children from deportation and to grant them work permits. The executive action was blocked by a Texas federal judge in February after a 26-state coalition filed a lawsuit concerning the economic impact DAPA would put on their states' governments. The judge, Andrew S. Hanen, in Brownsville, Texas, decided Obama had misused his power and not followed proper administrative procedures. The Obama administration then appealed in mid-April as the federal government clashed with lawyers over the legality of the executive action. Justice Department lawyers called the injunction "unprecedented" while Texas lawyers called for it to stand, the

President Barack Obama delivered remarks on his use of executive authority to relax U.S. immigration policy during a speech at Del Sol High School in Las Vegas.

Obama’s executive action faces an appellate court decision in the coming days. Reuters

New York Times reported.

The decision from the appeals court is expected to be made soon -- although it is unclear exactly when -- but Obama's executive action might be destined to fail, Al Jazeera reported. Experts told the news outlet the administration perhaps should have issued a longer-lasting "substantive rule," as opposed to a policy, and should have better defined who was set to receive deportation relief.

“I think the rule is too narrow and should have been broader and covered the parents of Dreamers, not just the parents of citizens,” Michael Winshie, a law professor at Yale University, said about young undocumented children brought to the U.S. by their parents, according to Al Jazeera. “Number two: I would have done it earlier.

The president waited and waited, kept saying, ‘Oh, I'm going to try and work things out with Congress.’ Things never worked out.”

After an immigration overhaul failed to pass last summer, Obama said he would act unilaterally despite objections from Republican lawmakers. The Al Jazeera report also suggested that the decision could ultimately go all the way to the Supreme Court.

FIFTEEN-YEAR-OLD girl wednesday begged for help to save her from a life of delinquency shortly after she escaped on Monday from the San Fernando Police Station by jumping through a window.

The troubled teen visited Newsday’s San Fernando office pleading with authorities not to send her back to prison, saying she cannot face life behind bars. “I met juveniles who are in a life of crime already and I am not one,” the teen said.

“All I want is a family who could show me genuine love and help me achieve my dream of becoming a lawyer. I want to go back to school.” Last week Tuesday was the last day the Form Three student attended classes as she ran away from her home in South Trinidad the day after, following a fall out with her relatives.

The well-spoken teen said that by escaping from police custody she is aware what she did was wrong. “I am a minor and I know people could get in trouble for keeping me, but I know they will send me to prison because they are saying I am uncontrollable.”

Telling Newsday her life was not always like this, the teen said she lost her mother when she was just seven and was sent to Canada to live with relatives. During the four years she spent in that country, while she received every material need and enjoyed what could be considered a good life, she never received love and emotional support.

Showing burn scars on her left hand and stomach, the girl accused a relative living in

Canada of burning her with hot oil during a fight. She spent several months in a children’s hospital where she had to undergo skin grafts.

A social worker was assigned to her while in Canada. In 2012, the teen said she returned to Trinidad to stay with close relatives but the treatment she received was not what she expected and she began running away from home.

“I know the streets but I don’t want to be there,” the teen said. “I want a home. All I need is my cell phone and I am good...no one to trouble me.” The teen said her life became “messed up” after her mother died at age 26.

“I was just seven. It was three days before Christmas Day when mom died and it was the worst time of my life...I remember every bit of her passing.” Saying she is not quite sure how her mother died or what killed her, the teen admitted that she was exposed to illicit drugs and alcohol from a young age.

“Since my mother died, I have been moved around so many times. One person didn’t want me and another said you should go by this one or go by that one. I have had no stability in my life and that is why I am running away from home again. I am not happy.”

In February, last year, the teen was sent to the Juvenile section of the Women’s Prison in Golden Grove, Arouca after she ran away from home but was caught and arrested.

“I went to a neighbour’s house and my relatives called the police. They held me and said I am uncontrollable. I left prison in No-

vember and I have been trying since then but it has not been easy.”

On Mother’s Day, she was held by police officers after the relative reported she ran away again. The teen said she was dressed in a jeans and vest and was barefooted when she was arrested on Mother’s Day and taken to a police station where she was left unattended in a room used by female officers.

“They carried me to CID. My relative told the police he doesn’t want me back in his house and that is in his statement to the police. I told the police when they interviewed me that I don’t want to be where I am not wanted.”

On Monday, while still in police custody, at about two o’clock in the morning, the teen was in a room alone when she decided to escape by climbing through a window and jumping, “about two storeys”, to the ground before running off into the dark.

Newsday contacted a relative who confirmed that he was called to the police station by an officer who told him the teen had ran away again. “She is always running off,” said the relative who said the teen has been ordered to return to court every two weeks for a progress report as ordered by a magistrate.

Contacted for comment, a senior police officer described the teen as a “habitual runaway” saying this was the tenth time she had ran away. The officer said he was not aware of the teen’s circumstances but knows a Missing Person report was filed by her relatives.

Licensed firearm holder facing murder charge over shooting of suspected bandit

A

murder charge is to be read against Lawrence Wayne, called ‘Bai Bai,’ who is accused of fatally shooting a suspected bandit during a confrontation last August.

Wayne was called for yesterday at the Georgetown Magistrates’ Courts yesterday but he was absent and the court subsequently learned that he is in Barbados. As a result, the charge was not read.

It is alleged that between August 23rd and August 24th, 2014, at Alberttown, Georgetown, Wayne murdered Dexter Lindo.

Lindo, a suspected bandit, was shot on August 23rd, last year after police said he was one of two armed bandits who entered the Wayne Beverage Paradise Stall at Merriman Mall, Bourda. “Upon seeing the men, the female owner ran and raised an alarm and a licensed firearm holder responded,” a police statement said.

Lindo was subsequently shot and he succumbed to his injuries the following morning while receiving treatment at Dr. Balwant Singh Hospital.

Nishkam Karma/ Seva — the highest Sadhana (Spiritual Discipline)

M

y name is Rita Persaud and I am blessed to be a member of “The Shaanti Bhavan Mandir”. It gives me great pleasure in writing this article on altruism or “Seva”, meaning “selfless service”, or work performed without any thought of reward or repayment. I chose to write on seva because the Shaanti Bhavan family, more so, our youth group. “The Naujavaan Mandalee”, in its own humble way, practice this act on a regular basis, for we believe in “The Hands That Serve are Holier than Lips that Pray”. We try to focus on remembering that, in the joy of others, lies our own, as it propels our organization to devote time and energy towards humanitarian activities in the service of others.

Philanthropic work is just as important as spiritual activity and devotional singing. We should not limit our spiritual growth to simply attending temple, but more so we should make selfless service a lifetime activity which should originate from deep within. We should seek opportunities to be of help. When performing seva we should do so willingly, lovingly, selflessly and with a positive attitude, whether it is done alone, at home, at work, or with a group.

Nishkam Karma (self-less or desire-less action) should not be seen as a conventional social service, but a spiritual discipline. In serving we should dedicate all our energy and attention to the task at hand. We should forget our body and ignore its demands. We should set aside our individuality and prestige and should pluck our ego by its roots and cast it away. This process

makes the mind pure and humbles us, because our attitude during a seva activity, determines whether or not the service helps us grow spiritually. Service performed with a sense of pride or superiority may help the person we are serving, but it does not help us. We should not pollute our service with the poison of pride.

The service we do is for own sake, so it’s very important that we do it with total positivity. Selfless service helps to unfold the latent Divinity in us, put a restraint on our desires, erase our karmic burden, experience the unity of all, become aware of the God within all, and wins the Grace of God. Small acts of service can confer on you great spiritual benefits, by firstly destroying the ego and develop in you the quality of humility, which will then enable you to work in happy unison with others.

When one is being charitable with spiritual inspiration it should not be confined to one’s religion, creed or race. If one is kind, he/she should be kind all day, every day and to everyone. Do not believe that you can reform or shape the world through seva that you think doesn’t matter, the true value of seva and its most visible result, is that it reforms you and reshapes you. Through seva one can acquire Karmic merit, which can lead to moksha (liberation of the soul).

Finally, being altruistic and kind, with expectations of grandeur, political gains and favors, or from a sense of pride at your own superiority in skill, wealth, status or authority, is the wrong notion. Serve because you are

urged by love, compassion and is concerned more with the needs and wishes of others than your own. It not only helps us appreciate and feel grateful for our own good fortune, but also promotes a sense of connection with others, which is one of the strongest factors in increasing happiness.

I urge those who will read this article to get involved in the service to others. Your selfless act will make a difference as the great Mahatma Ghandi said “you must be the change you want to see in the world”. Your efforts need not be global, because it is virtually impossible to change the world in one act of kindness, but focus on the community around you, the neighborhood in which you live, the partnerships you’ve created, and the lives of those you’re able to touch. Always remember, small steps lead to great changes. Seva is the karmic life preserver that keeps your spiritual head above water by helping others stay afloat. US Embassy says stands by assessment that elections free and fair -amid new allegations by PPP/C of irregularities

mid a series of new claims by the ruling PPP/C of irregularities in Monday’s general elections, the US Embassy has taken the extraordinary step of issuing a statement affirming its view that the voting was free and fair.

The statement would be taken as a slap-down of the continuing PPP/C attempts to tarnish Monday’s voting.

The US Embassy statement follows: U.S. Embassy Stands by its Assessment of Free, Fair, and Credible Electoral Process GEORGETOWN –– The United States Embassy is in receipt of the recent allegations made by the Peoples Progressive Party/Civic (PPP/C) and has looked into the claims. Nothing contained therein changes our baseline assessment of the electoral process.

Based on our observations of the polling, counting, and tabulation process and the conclusions reached by other international observer missions, we continue to assess that the election process was free and fair. We remain confident in the Guyana Elections Commission’s ability to deliver credible results that accurate-

ly reflect the way votes were cast by the Guyanese people on May 11. We urge the Guyana Elections Commission to continue with its important tabulation work and to provide verified results at the earliest possible opportunity.

The United States Embassy understands the Guyanese people’s desire to see the final results of these elections.

It is important, however, to provide the Guyana Elections Commission the time and space to conclude its work’. We urge the people of Guyana to continue to exercise patience.

The United States Embassy calls upon all political leaders to adhere to the Political Party Code of Conduct, which specifically proscribes public criticism of the Guyana Elections Commission or interference with its work. We expect all parties to respect the final results of these elections.

APNU+AFC also denounced today’s new allegations by the PPP/C. In a statement, it said: A Partnership for National Unity and the Alliance for Change (APNU+AFC) sees the recent memorandum by the

PPP/C to the Diplomatic Community as just in a series of obstructionists tactics to prevent the declaration of the results of the May 2015 Elections.

The PPP/C’s contentions that the many statements of polls received by Guyana Elections Commission (GECOM) from the ten Electoral Districts were identified as fakes is ludicrous.

APNU+AFC sees this spurious claim as an attempt to deny the will of the people who have voted resoundingly for change.

When APNU+AFC met with GECOM, yesterday, the Chief Elections Officer Mr. Keith Lowenfield assured the Coalition team, headed by Presidential Candidate David Granger, that 94% of the Statement of Polls had been verified by him. It is apposite to note that Statements that have been officially verified, cannot be fake.

APNU+AFC would like to reiterate that GECOM is an independent body and should act within the Law as stated in the Representation of the Peoples’ Act. APNU+AFC therefore, calls on GECOM to announce the results of these elections.

Lawyer for Haiti’s First Lady considers options after election bid fails

ORT-AU-PRINCE, Haiti, Thursday May 14, 2015 – The lawyer for Haiti’s First Lady Sophia Martelly is contemplating the next step following the decision by electoral authorities to prevent her from running for a seat in the Senate. Gregory Mayard-Paul said the decision was unfair and he was studying it carefully to determine the available options, according to the Miami Herald.

“We think that the law has not been respected and the civil and constitutional rights of the First Lady have been violated,” he told the newspaper.

It was on Tuesday that the National Bureau of Electoral Disputes (BCEN) rejected Martelly’s bid to run for the Senate seat representing the West department, which encompasses the capital, citing nationality issues and administrative clearance. Opposition officials had contested her eligibility for several reasons, including an argument that she holds dual US-Haitian citizenship.

The elections for the Senate and Chamber of Deputies will be held on August 9.

Haiti’s Provisional Electoral Council said 2,039 people had registered to run in the parliament elections for 20 Senate seats and 118 seats in the lower chamber.

Presidential elections are set for October 25.

O

nce again, the Government has been paying millions of dollars in rent for an unoccupied building.

The taxpayer has paid $26.6 million between December 2012 and September 2014 for a building in Barataria which is not being used.

This is according to the Auditor General's Report for 2014 and confirmed by Minister in the Ministry of Finance Rudy Indarsingh in the House of Representatives yesterday, at Tower D, International Waterfront Centre, Port of Spain.

It means the monthly rental is approximately $1.2 million.

Indarsingh revealed the Government continues to pay for the empty, unused property, which means an additional $9.6 million in rent has been paid between October 2014 and May 2015.

This, added to the $26.6 million, would take the total figure to

Indarsingh, responding to a question from Chaguanas West MP Jack Warner on the issue in Parliament yesterday, indicated the landlord to whom Government was paying rent was GV Holdings.

The lease for this property ends in December, according to Express calculations.

GV Holdings is headquartered in Woodbrook and had rented space previously to the accounting unit of the Office of the Prime Minister for $64,000 a month ($2.3 million) for three years; and space to the Ministry of Community Development, Culture and General Affairs for three years.

Indarsingh said the premises currently rented are located at Lot #19, 29 and 29A Estate Trace, Barataria. He said the lease was for a period of three years, and the building has approximately 117,241 square feet

of office space, with five floors.

Indarsingh said the main reason for the delay in occupation was the building had to be customised and outfitted to meet user specifications.

Who exactly is the user? “Mr Speaker, it should be noted that this building was leased by the personnel department and not in the Ministry of Finance and Economy. The personnel department notes the concern of the Auditor General on this matter. However, various steps in the process are outside the control of the department. The personnel department is working aggressively to have this issue of occupying the building regularised,” Indarsingh said.

Warner asked whether Indarsingh was saying it took two years for the building to be outfitted, Indarsingh said: “It is a work in progress. It is being aggressively pursued... taking in consideration user specification and

outfitting.”

Warner asked whether the building is being occupied and, if not, when. Indarsingh said, “It was a work in progress and he did not have the control over contractors and their obligations.... I cannot put a timeline in relation to the question posed.”

On page 44 of the Auditor General's Report, the Auditor General noted the payment of $26.6 million for the period December 2012 to September

In a statement, Warner said should the interference continue, criminal charges must be laid against the offenders.

Warner was responding to the contents of a press release issued by the deputy DPP Joan Honore-Paul on Wednesday, reminding that investigations into the emailgate issue was ongoing, and no one had yet been exonorated.

Warner said: "The statement issued by Deputy Director of Public Prosecutions (Deputy DPP) Joan Honore-Paul last night that neither Prime Minister Kamla Persad-Bissessar nor former Attorney General Anand Ramlogan, nor any of the current or former government ministers whose names appear in the “Emailgate” scandal have been cleared in the matter reaffirms the Independent Liberal Party's (ILP's) position that this People's Partnership Government once again has deliberately attempted to mislead the population."

Warner said the People's Partnership was desperate. "This is the clearest case of political desperation ever witnessed in this country and perhaps the region; so serious that it has forced the Deputy DPP to act in what can only be described as Trinidad and Tobago and Caribbean's finest professional display of integrity, and for the Deputy DPP to remark that the actions of the 'elected' government of the Republic of Trinidad and Tobago were 'self-serving' when it suspended Dr. Keith Rowley from the Parliament," he stated.

Warner said that Persad-Bissessar's statements that she and former attorney general Anand Ramlogan were cleared at the United National Congress (UNC) Monday Night Forum in Diego Martin was nothing more than an attempt to undermine the ongoing investigations. He said the prime minister's action was reckless.

He noted that the investigation was not

limited to just the email addresses of the prime minister and the former attorney general but to other email addresses.

"It is clear that what the Prime Minister and the Leader of Government Business in the House attempted to do was to set the parameters for this investigation and its outcome; this has to be an atrocity of gargantuan proportions, which defines them as unfit to hold any public office in Trinidad and Tobago. While we all can understand the anxiety by all persons concerned in this scandal for the matter to be brought to a swift conclusion, there can be no excuse or justification for engaging in vigilante behaviour by circumventing our institutions of justice and usurping their authority and function," he stated.

Warner stated that the lengthy investigation should be a "wake-up call" to the Government.

"The Prime Minister, her government and their agents are growing frustrated with the pace of the process should be a wake-up call to them of the plight suffered by thousands of citizens at the hands of a justice system that, for various reasons, moves too slowly. On Monday US-based law firm, ComputerLaw Group LLP, which acted on behalf of Persad-Bissessar and Ramlogan in the emailgate matter, wrote to the prime minister indicating that they had been cleared of involvement in e-mails produced by Opposition Leader Dr Keith Rowley in Parliament.

ark Cromwell, the ex-cop being linked to the recently discovered arms cache is yet to turn himself in and according to security sources a local businessman who has been fingered in illegal activities is the real face behind the hair-raising find.

Based on the information reaching Stabroek New,s Cromwell might have been acting as the middle man for the businessman who over the years has been the subject of police interest in several murder investigations. He is also said to have links to drug trafficking and gun running though he was never charged with any such offences.

In June 2003, Cromwell then a 21-year-old police constable attached to the Linden Police Station was held in a car with two other men by an army patrol. During a search the patrol discovered two automatic pistols and a number of live rounds of ammunition.

Based on what this newspaper had reported back then, the other two men each had a weapon on them while Cromwell had nothing illegal in his possession. Criminal charges were subsequently laid against the other two men while the cop was said to have been the subject of disciplinary action.

Cromwell called “Demon” was last known to be living at Lot 40 Vigilance, E.C.D & Lot 10 Buxton, E.C.D. Stabroek News was unable to

make contact with Crime Chief Leslie James for an update on Cromwell and the investigation.

So far the police have charged Jamal Murphy, the alleged consignee of the box that the arms were found in but security sources are adamant that he is a “small fish” and that the police ought to go after those known to be involved in the gun trade.

Police has said in a press release two Fridays ago that during the clearing of a cargo consignment at the GNIC Wharf by Guyana Revenue Authority (GRA) officials, a cache of arms and ammunition was found comprising two AK 47 rifles, four 40 pistols, eleven 9mm. pistols, fifteen extra magazines for the firearms, 489 various calibre rounds for the firearms and a body protection vest. The consignment had been shipped by a Ron Murphy from Miami, USA. The guns were discovered in a black haversack inside the box.

Stabroek News has since learnt that when the discovery was made Murphy was not present and as such he had to be summoned.

During the court appearance the court was told by the prosecution that Murphy told officers that the contents of the box were to be delivered to a third person, identified as David Johnson.

One source told Stabroek News that while nothing is known about Cromwell this might not have been

Mark Cromwell the first time he would have been involved in such a large scale operation. “Over the years it seems he had managed to cover his tracks well and to keep a low profile. Besides the 2003 incident it is now you are hearing about a Mark Cromwell”, the source added.

Sources familiar with Cromwell told this newspaper that reports suggest that the man has left the country. There are suggestions that he vanished soon after Murphy said to be a close relative, was arrested.

James had told Stabroek News that local authorities had contacted their counterparts in the United States for assistance in locating the player/s in the shipment.

It is unclear if the US has made any progress in this regard but it would appear that the shipper is closely related to the man charged and Cromwell.

Questions have been raised as to

why guns would shipped from the United States when there is a lesser risk bringing it through the porous borders that Guyana shares with Suriname, Venezuela and Brazil.

‘Not the first time’ According to the security source, the arrival of arms in cargo has happened before and on this particular occasion it was “pure luck”.

The source insisted that the proper procedures to check containers and other cargo were not being followed. It is customs officials who are responsible for checking cargo when they arrive in Guyana.

Stabroek News has been unable to make contact with GRA head Khurshid Sattaur to determine what procedures are in place.

Up to now this newspaper has been unable to ascertain if the box was subjected to a random search.

A source said that there is information circulating which suggested that other shipments have passed undetected. The source spoke of two containers which arrived in the country several weeks ago. The first was not inspected, the source said, adding that this raised concerns internally. When the second container came, it was also allowed to go unchecked and questions were raised as to why this was done. The source said that an explanation was given and when investigated it was ascertained to be false.

According to the source this raises serious questions and would

lead persons to believe that there is some level of collusion at the local end.

The source pointed out too that a person would not ship guns from the US without an assurance that it would not be intercepted. “The US people are serious when it comes to gun smuggling…and as such they would carry out careful checks on all parcels leaving and enter the country. Whoever was behind this shipment had to have had the right connections to ensure that they made it to Guyana”, the source said while adding that it would be fair to assume that something might have gone wrong at the Guyana end.

The source conceded that this was a carefully planned operation and more than likely one which had been successfully executed previously. “I wouldn’t want to think that a gun smuggler would send so many guns on the first try…it had to be that this thing was done before and it passed with ease”, the source concluded while adding that “this case is more than Murphy’.

The source stated that authorities here should do everything in their power to get to the bottom of this as they may find that there is a gun trafficking racket involving some familiar names. The source insisted that the local authorities do not have the expertise and resources to deal with this issue and as such must seek international help.

EPUTY Director of Public Prosecutions Joan Honore-Paul is debunking claims that Prime Minister Kamla Persad-Bissessar and former Attorney General Anand Ramlogan have been cleared in the “emailgate” investigation.

In a statement issued late yesterday evening, Honore-Paul said the police investigation has not yet resulted in any finding, whether through the Mutual Legal Assistance channels or otherwise, that the emails were or were not sent. She said to give the impression that there has been some finality in this regard is misleading.

“Any parallel investigation by interested parties and the public airing of the supposed results are palpably self-serving and bring to mind the need for the legal maxim ‘no man should be a judge in his own cause’,” Honore-Paul said. “This is a bedrock principle of natural justice, the rule of law and due process. It exists to ensure impartiality by the disqualification of potentially biased or interested parties in the investigations.”

Honore-Paul was also highly critical of the manner in which certain correspondence from the United Sates Department of Justice, sent to the police investigative team through the Central Authority, found its way into the public domain and, in particular, the hands of parties who are not members of the investigating or advising prosecutorial teams. She described as “instructive” several excerpts from newspaper articles. One such article appeared on page 3 of the Trinidad Guardian on May 9 in which reporter Richard Lord reported that Persad-Bissessar said that she “had a duty to myself and the members of my Government to have that record cleared in the parliament, because now is when we got the evidence from independent sources. We (Honore-Paul’s emphasis) got the evidence through court processes from Google, the Integrity Commission and the US Justice Department.”

Another article published May 7 in the Daily Express quotes reporter Ria Taitt as saying, “Moonilal cited the number of authorities which said the e-mails were false.

These included a report from an IT specialist in the Attorney General’s department, Mr Roger Sealey; a report from John Berryhill, which called the document a ‘poorly constructed fraud’, Jack Rousseau of the Computer Law group, in the case of the Integrity Commission versus Google; and the Report of the Justice Department to the head of the Central Authority...”

Reference was also made to an article published on page 3 of the April 27 edition of the Newsday in which reporter Andre Bagoo reported that Persad-Bissessar said “the latest disclosures of records to the Integrity Commission concurred with a report

by John Berryhill - a former officer in the US Air Force Reserve Office of Special Investigations. They also concurred with disclosures to the police service done through the US Justice Department.......Three sources have now showed us there is no substance, no truth to the fake emails.”

Honore-Paul said the full text of a letter, dated January 29, 2015, from the Acting Director of the United States Department

of Justice to Head of the Central Authority, Netram Kowlessar, was recited in full by Express reporter Anna Ramdass on May 8.

“This letter and its annexures, the product of a warrant obtained by the United States Department of Justice, were send to the police investigative team,” Honore-Paul said. “It is apparent from the contents of this letter that it should not have found its way into the public domain, since information garnered by way of compliance with requests for Mutual Legal Assistance, must be used by the receiving State only in the investigation and prosecution of persons and offences for which assistance has been requested and granted. It is standard practice, as it is universally accepted, that in those matters, to use this information otherwise is only permissible with the express approval or authorisation of the United States Department of Justice.”

Honore-Paul said she is in receipt of information which clearly indicates that no such approval or authorisation from the United States Department of Justice was sought by the Central Authority or approved by the United States Department of Justice.

“It should be noted that the Central Authority is the only body legally authorised to make such a request. Therefore, the use of this information in the public arena, without the permission of one’s international partner is especially disturbing and dangerous, since such action violates what is expected by way of international cooperation and, more particularly, it attracts question marks as to our ability to honour our international legal obligations, thus potentially influencing, negatively, the outcome of future requests by Trinidad and Tobago for Mutual Legal Assistance.” She said the public interest demands that she place into the public domain her deep concern over these occurrences and “urge those concerned, who should obviously know better, to act in a manner consonant with a greater sense of responsibility.”

Giving an update into the investigation, Honore-Paul said the investigation relates not only to whether the emails were in fact sent in September 2012, but also to whether there may have been acts by particular persons which amount to Misconduct in Public Office.

She said the investigation necessarily includes an examination of events outside of the four corners of the purported email correspondence since these may have the potential to confirm or refute the disputed email communications.

Multiracial coalition unseats Guyana ruling party - election board

EORGETOWN (Reuters) - Guyana’s multiracial opposition coalition has won a national election, breaking the ruling Indo-Guyanese party’s 23 year-old grip on power, the election board said on Thursday, signaling a new era in the ethnically-divided South American nation.

The APNU+AFC coalition, led by former army brigadier and publisher David Granger, won 206,817 votes, versus 201,457 for President Donald Ramotar’s PPP party, the election authorities said after all votes were counted.

Ramotar said the elections were rigged and demanded a recount, without giving more details of his accusations.

Diplomats from the United Kingdom and the United States said they were free and fair, and the Guyana Elections Commission said its first tally was unlikely to change on review.

Since gaining independence from Britain in 1966, the nation of just 740,000 people has suffered tensions, and occasional violence, between citizens of Indian and African descent.

The People’s Progressive Party (PPP) has ruled since 1992 and Afro-Guyanese complain they are marginalized.

But the coalition, a recent fusion between the traditional black party and a smaller third party, had campaigned to break that hegemony, cheered on by youth less hung up on

ethnicity and increasingly fed up with the status quo.

“We are a six-party coalition and we are the closest Guyana has ever gotten to a government of national unity and that makes me very happy,” said a beaming Granger at his Georgetown home after results were announced.

The 69-year-old has a degree in history and received military training in Nigeria, Brazil and the United Kingdom. He is the founder of a security consultancy, also worked as magazine publisher, and enjoys collecting coins.

Majority black villages erupted in celebration, with delighted supporters breaking into song and dance.

“We have shown that the old, divided way of thinking is fading and Guyana is changing,” said Amir Dillwar, 24.

Granger, who is set to take the presidency, has vowed to combat corruption, increase public sector salaries and lower individual taxes.

Gold, diamond, and bauxite have boosted growth in recent years, but many Guyanese have yet to enjoy the spoils and Ramotar’s government has been dogged by accusations of corruption and nepotism.

“We note the allegations ... but have found no evidence to support them,” British High Commissioner Greg Quinn said in a statement about the ruling party’s complaints over the vote.

Allah invites to Paradise and to forgiveness Allah swt says in Surah an-Nisa 4 v28: “Allah wishes to lighten (the burden) for you; and man was created weak”.

To find perfection in the human being is impossible and infallibility is limited to Allah’s Prophets and His Messengers. Allah swt says that man has been created weak. Therefore no matter how strong his body becomes, he is weak when he faces the desires of his own soul, we see him crumble with no strength or ability to resist temptations.

Our Lord, the Most Compassionate, is most knowledgeable regarding His creation; He is fully aware of their inabilities, weaknesses, deficiencies and their short comings.

Consequently, He warns them of His disobedience and His punishment but despite all of this, they still sin and transgress. As a result, He has opened to them the door of hope for His pardon, mercy, pleasure and forgiveness and invited them to the spaciousness of His generosity and compassion, saying, Allah swt says in Surah al-Baqarah 2, verse 221: “Allah invites to Paradise and forgiveness with His permission.”

Imam Muslim has recorded in a hadith that the messenger of Allah (pbuh) said ‘Allah says: “O my slaves indeed you commit sins by day and by night but I forgive all sins, so seek forgiveness from Me and I will forgive you’.”

Thus deficiency and heedlessness is part of our nature and we commit sins and disobedience and all the while Shaitan is on our right and on our left, in front of us and behind us, enticing us and inviting us to commit sins. Therefore we become weak and succumb to his invitation and thus become disobedient. After which the ‘accursed one’ says to us, “I had no power over you except to entice you and you succumbed to me, so do not blame me and blame no one but yourselves.” (Surah Ibrahim 14, verse 22) It is from the greatest gifts of Allah and from His good grace that He invites His slaves to His pardon and

forgiveness; not only this but He also follows it with another great bounty: He grants them respite to critically examine their own souls, help amend their mistakes and correct their state. As He, the Exalted says in the Surah Ibrahim 14, verse 10: “He invites you so that He may forgive you your transgressions and He delays [your death] until an appointed time.”

Thus, give glad tidings to those who know that they have a merciful Lord, Who is generous, Who pardons, Who accepts the repentance of those who are regretful, Who overlooks the mistakes of those who stumble when they turn to Him truthfully and sincerely and without losing hope. Indeed, this is what He has ordered His Prophet and those with him when He the Exalted says in Surah Muhammad, verse 19: “And know [O Muhammad] that there is no deity except Allah so seek forgiveness for your sins and for those of the believers.”

And our Prophet Muhammad, (pbuh), said to us, “If you did not transgress, Allah would remove you and bring a people who do sin and seek forgiveness from Allah the Exalted and he would forgive them.” (Related by Muslim) So whoever’s hand committed sins, and whoever spoke that which enrages his Lord and Master by swearing and slander, and whoever walked the path of disobedience, and whoever spent the night worried, anxious, in discomfort, miserable, in despair, the world seemingly constricting him despite its spaciousness, his eyes not enjoying sleep and his mouth not enjoying the taste of food and drink, as if darkness surrounds him because he has disobeyed his Lord and committed a prohibited act, then let his heart be opened, his burden lightened, his worry and anxiety removed and his happiness returned to him by the statement of his Lord the Most High: “Say [O Muhammad]: O my slaves who have sinned against their own souls, do not despair from the mercy of Allah – indeed Allah forgives

all sins and indeed it is He who is the All Forgiving, the All Merciful.”

(Surah az-Zumar 39, verse53) And are you not overjoyed by the statement of Allah the Most High, “They are those who if they commit an immorality or transgress against their own souls they remember Allah and ask His forgiveness for their sins – and who can forgive sins except Allah? [In addition] They do not persist in doing (evil) whilst they are aware of it.” (Surah al-e-Imran 3, verse135) And by His statement, “And indeed I am the Forgiver of he who repents and believes and performs righteous actions and then was guided.” (Surah Ta-Ha 20, verse 82) And in Surah an-Noor, verse 22: “Would you not like it that Allah would forgive you.”

And by His statement in a hadith Qudsi, “O son of Adam, as long as you call upon Me and ask of Me, I shall forgive you for what you have done and I will not mind. O son of Adam, were your sins to reach the clouds of the sky and were you then to ask forgiveness of Me, I would forgive you. O son of Adam, if you were to come to me with sins as great as the volume of the earth and were you then to face Me, associating no partners with Me, I would bring you forgiveness of an equal amount to it.” (Related by al-Tirmidhi) Therefore shouldn’t those who have committed sins repent? And shouldn’t those who were saddened by their disobedience be happy?

Don’t they see the extent of Allah’s mercy and His forgiveness? So raise your hands in supplication and raise your voice in remembrance of your Lord, open your heart and allow your tongue to say, “O my Lord I have repented to You so accept it from me and have mercy upon me.” And say, “I seek the forgiveness of Allah the Exalted and I have repented unto Him.” Say it with a truthful tongue and with a sincere and pure heart and make a firm intention to leave all sins and to return to Allah absolutely, as the person who sought forgiveness but did not correct his repentance, then he is a liar and the person who seeks forgiveness for sins while he is still committing them, is as if he is ridiculing his Lord. So be wary that you do not become such a person.

Try to become of those whom Allah describes as follows, “O you who believe, fear Allah and be with those who are truthful.”

(9:119) And also Allah swt says in Surah

at-Tahreem: “O you who believe, repent to Allah with a true and sincere repentance.”

In Conclusion: seeking forgiveness and repentance and being consistent is not just the task of sinners and the disobedient. It is also for the people of faith, remembrance and sincerity. Seek forgiveness from Allah a great deal, even after performing the greatest acts of worship. For example, our Prophet (pbuh), said, “By Allah, I seek Allah’s forgiveness and repent to Him more than 100 times a day.” (Related by alBukhari) Ibn Umar, (ra) said, “We would count the Prophet, (pbuh) saying, ‘O my Lord, forgive me and accept my repentance, indeed you are the Most Forgiving, the Most Merciful’ one hundred times in our gatherings.”

(Related by Abu Dawood) And al-Muzani (ra) related that the Prophet (pbuh), said, “Indeed I find heedlessness prevailing upon my heart and indeed, I seek Allah’s forgiveness a 100 times a day.” (Related by Muslim) So remain firm upon this and follow the practice of the best of mankind, may the peace and blessings of Allah be upon him, and repent and seek Allah’s forgiveness much, so that your sins may be forgiven and your repentance be accepted.

Our beloved Prophet, (pbuh) has taught us the best way in which to seek Allah’s forgiveness by informing us of a supplication to make, as we find on the authority of Shaddad b. Aws (ra) who related that the Prophet (pbuh), said, “The superior prayer for forgiveness is that the slave should say, ‘O Allah, You are my Lord; there is no deity except you. You created me and I am Your slave. I am keeping my pledge and promise to you as much as I can. I seek refuge with You from the evil I have done. I acknowledge the blessings You have bestowed upon me and I confess my sins to you, so forgive me as indeed, no one can forgive sins except You.’ Whoever said this during the day, with surety of faith in it and died before they reached the evening then they will be of the people of Paradise.

And whoever said this during the night, with surety of faith in it and died before they reached the morning then they will be of the people of Paradise.”(Related by al-Bukhari) So let us seize this great opportunity, learn it and teach it, say it with a truthful heart and a mindful tongue.

O Allah, please forgive our sins and ignore our shortcomings and enter us into Your Paradise, Ameen

statement issued late last evening by the A Partnership for National Unity + Alliance for Change (APNU+AFC) sought to express the “immense disappointment” of the party at the Guyana Elections Commission’s (GECOM’s) “selective announcement of results” at its press conference held last evening.

According to APNU+AFC, from the

results announced it is obvious to the coalition that GECOM is “cherry picking Statements of Poll” to report on. This, they said, is an attempt at creating an illusion of a close race.

“This is being specifically done by excluding Statements of Poll from Region 4 where the Coalition has established a significant lead,” they further added.

Of a total of 891 Statement of Polls (SoPs) in Region 4, the coalition charged that “GECOM deliberately chose to report on only 474”, leaving 417 unreported. “We can find no acceptable reason for excluding such a large number of SoPs from Region 4 in the announced results” APNU+AFC said in their statement.

Labelling it as “irresponsible, reckless and provocative”, the coalition related that the announcement made by GECOM last evening appears to have been designed to “cause confusion and discord among Guyanese who are already in a state of anxiety and unease.”

“Further APNU+AFC is particularly appalled that GECOM reneged on a solemn commitment to announce 94% of the results this evening.

This commitment was made by the GECOM commissioners to an APNU+AFC delegation led by the Presidential Candidate Brigadier David Granger. Instead, GECOM announced 78% of the results while deliberately excluding large numbers of SoPs from Region 4” APNU reiterated.

As such, the coalition made a call for all supporters and the Guyanese public to remain calm and not be provoked by these “irresponsible announcements” from GECOM. “We remain confident that the Coalition has established an unassailable lead and will form the next Government of Guyana” the statement concluded.

No immediate plans to approach court over elections -AG

ttorney General Anil Nandlall yesterday said that the PPP/C has no immediate plans to approach the High Court to challenge aspects of the just concluded general and regional elections but made it clear that this is an option that can be used once the need arises.

“As far as I am aware as of now the party is not preparing anything to go to court, not that we will not go to court if the eventuality arises if we see it as necessary”, Nandlall, the PPP/C’s lead attorney told reporters at Freedom House yesterday.

F Fire in St Andrew hills spreading

A number of houses across several communities in the hills of North East St Andrew were last night being threatened by a raging wildfire that has residents on edge.

"The fire has got worse," a resident told Jamaica Observer late last night.

Firefighters' resources were yesterday stretched thin as they had to move from one fire scene to another, battling flames that seem to be playing a game of cat-and-mouse with them.

As the fire leapt from one area to the next, jumping across roads from the valley below to much higher ground in the area of Guava Ridge, residents rushed to the aide of neighbours in an effort to fight the flames, fed by dry vegetation, bamboos and windy conditions.

At the back of a house in Guava Ridge, residents fought valiantly to make firebreaks to prevent flames reaching a house directly in its path. Residents complained that they had called firefighters for over an hour.

While they fought to save the house, a gust of wind swept the flames, sending people scattering from the heat and thick smoke. The house is said to belong to a vendor who sells in the vicinity of Matthews Lane in downtown Kingston. She wasn't at home at the time.

"This is a disaster," one man said.

"This come in like a spell," said a woman who gave her name only as Althea.

"This worse than spell," replied a woman as she watched the efforts to save the house.

The fire, which has devastated hundreds of acres of lands across several communities and has caused millions of dollars in losses, has decimated coffee crops and homes since it started two Saturdays ago in the Mavis Bank area several miles away.

The fire spread to areas surrounding Mavis Bank and last week Thursday hit Flamstead, about five miles away, where it destroyed two houses, one of which belonged to late former Prime Minister Michael Manley. Acres of coffee farms were destroyed there as well as coffee farms in other areas. By last week Saturday, the fire spread to Craig Hill where two houses were destroyed, leaving five people homeless.

Yesterday, as Government officials toured the fire-ravished areas, firemen and residents were busy making firebreaks in the hills of Tower Hill, above Mavis Bank. That fire was threatening homes in Tower Hill and Lime Tree, areas which were already hit by the fire when it originally started.

In Craig Hill, a mean-looking flame that wasn't visible earlier in the day broke out, threatening houses above and below it.

Householders in the path of the fire could be observed frantically wetting the vegetation around their yards.

"This is hell, man," said a man whose house is in the vicinity of the flames.

Some residents say they have slept uneasy since the outbreak of the fires, as they fear they may be trapped in their homes by the fast-moving flames.

seafood trader was yesterday charged over the more than 100 pounds of cocaine found concealed in crates of shrimp due for export at the Cheddi Jagan International Airport, Timehri on Sunday.

Mohammed Ali, 51, pleaded not guilty to the charge, which stated that on May 10, at Windsor Forest, West Coast Demerara, he had 51.626 kilogrammes (equivalent to 113.595 pounds) of cocaine for the purpose of trafficking in his possession.

Five men were taken into custody after the shipment was intercepted. It was reported to be destined for the JFK International Airport, in New York, after a stop at Trinidad and Tobago.

According to the police’s case, which was presented in open court, Ali allegedly sent two of his employees to transport 40 boxes of seafood to the Cheddi Jagan International Airport. However, they triggered suspicion among officers at the airport and a search was conducted on the boxes. The search unearthed the cocaine, which was concealed in the shrimp. Ali was subsequently arrested.

Speaking on behalf of Ali, attorney Bernard Da Silva suggested that his client was only held because his name appeared on the document prepared for the shipment.

However, he noted that the document was drawn up by a broker and not Ali. In addition, Da Silva pointed out that the boxes that were said to have contained the drugs were transported to the airport by other individuals.

As a result, he asked that Ali be granted reasonable bail. Further pressing his case, he also mentioned that Ali suffers from a heart condition However, Prosecutor Bharat Mangru said Ali having a heart condition has nothing to do with the charge. Special reasons pertaining to the charge and not the accused are required for bail in such cases.

Mangru also said that even though the drugs were not found in Ali’s possession, he constructed the boxes which contained the shrimp and cocaine. After listening to their submissions, Chief Magistrate Priya Sewnarine-Beharry ordered that Ali be remanded to prison. The case was subsequently transferred to the Leonora Magistrate’s Court for May 28.

Police say Daniel took the pot of boiling rice and threw it on his sister and then proceeded to beat her with the pot. She was subsequently picked up in an unconscious state and taken to the Georgetown Public Hospital with third degree burns about her

body.

Daniel Younge’s attorney yesterday pleaded with the court to be lenient and impose the minimum sentence.

The attorney also requested a probation report but this was denied.

The magistrate, after taking into consideration all the factors, including the seriousness of the offence, the hospitalisation of the victim, who suffered burns to her body including her face, chest and back and who now requires plastic surgery, sentenced the man to three years in jail.

He is still here

oday I want to describe what took place in the Book of Acts following the Resurrection of Jesus Christ.

He promised to send the Holy Spirit. He instructed the disciples to wait in Jerusalem until this Promise was received, and then they would take His message to the rest of the world. This Promise was the outpouring of the Holy Spirit which occurred on the Day of Pentecost. This was the birth of the Church that Jesus spoke about.

The Church is people whose lives are transformed through faith in Him, and they are energized by His Spirit to do His work.

“And when the day of Pentecost was fully come, they were all with one accord in one place. And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting. And there appeared unto them cloven tongues like as of fire, and it sat upon each of them. And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.” (Acts 2:1-4 KJV) The Spirit came on Pentecost.

The word Pentecost means 50. The celebration of this Feast occurred 50 days after Passover. It was 1 of 3 major Feasts when Jews came to Jerusalem – Passover, Feast of Weeks (Pentecost) and Feast of Tabernacles. Jews came to worship and sacrifice in the Temple, and commemorate the time when God gave the Law to Moses on Mt. Sinai.

The disciples were excited about the Resurrection of Jesus from the dead. Such power meant new possibilities for them as well as all who turn to Christ in faith.

Yet, they were intimidated about sharing this message because they would be targets of the Christ haters. Jesus knew they needed supernatural help. The Church today is still a target of Christ haters, but the Holy Spirit’s power is available for us, too. He does not change. He is the same today as He was then.

Faithfully, 120 Jesus followers were praying in the upper room on the Day of Pentecost. Suddenly, there was a sound of roaring wind in the room and tongues of fire hovered over them. Every Jew knew that fire and wind were signs of God’s Presence as previously occurred in the Old Testament stories. They began to speak languages supernaturally - unlearned and a surprise to people around. Some mocked and accused them of being drunk. Peter stood boldly, no longer afraid, and declared God’s promise

in Joel 2:28-29 “And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions: And also upon the servants and upon the handmaids in those days will I pour out my spirit.” (Joel 2:28-29 KJV) Our world needs this message of hope.

Jesus is resurrected and offers forgiveness of sins and new life through His Spirit. The Church was officially born.

The term “Pentecostal” has come to refer to the coming of the Holy Spirit as the central character of the Church. The Holy Spirit is not merely about excitement, but He empowers Christ followers to spread the message and bring souls to faith in Christ.

“For God hath not given us the spirit of fear; but of power, and of love, and of a sound mind. Be not thou therefore ashamed of the testimony of our Lord, nor of me his prisoner: but be thou partaker of the afflictions of the gospel according to the power of God; Who hath saved us, and called us with an holy calling, not according to our works, but according to his own purpose and grace, which was given us in Christ Jesus before the world began, But is now made manifest by the appearing of our Saviour Jesus Christ, who hath abolished death, and hath brought life and immortality to light through the gospel.” ((2 Timothy 1:7-10 KJV) Have you ever seen the power of the wind? Think about a hurricane or

a Nor’easter. We know the wind is real because we witness its power. Jesus explained the work of His Spirit this way “The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit.” (John 3:8 KJV) The Holy Spirit is the same, working in unseen ways yet with undeniable evidence. The baptism of the Holy Spirit empowered them for the evangelistic work Jesus assigned with powerful, undeniable evidence. Receiving the Holy Spirit, they would not stay hidden, but took action to use God’s power for His purpose, that is, to share God’s message of redemption in Jesus Christ. Living by the Law was replaced by Living in the Spirit. The Holy Spirit works in believers today to take the message of Christ to the people everywhere. Our neighbors, our community and indeed this declining nation need to hear this message of hope in Christ.

signs and wonders.

The Holy Spirit uses people who are willing to surrender to Him. There will be challenges to our faith, but He empowers us to withstand it in righteousness and strength. The world will see a great witness that Jesus is alive. In Acts chapter 3, Peter and John healed a lame man through the power of the Risen Christ. The healing of the lame man caused a commotion. Peter and John were arrested and commanded to stop preaching Jesus. It is clear they were connected to a new pow-

er source. The religious leaders tried to deny His resurrection. They saw Him crucified and buried Him, but evidence showed He was still there. He is still here today! He is working through the Church calling everyone to salvation through His Great Name.

Let us show the world the reality Of Jesus Christ.

Christians live to honor Jesus in purity and faithfulness. Our lives demonstrate what the Living One can do. Let us be prepared to point every seeker to the Living Christ who is more than able to save, heal and deliver. Would you pray today that Christ be real in your life, and that He would use you through the power of the Holy Spirit to bring someone to Him? Take your family to church this weekend.

Trial of accused in septic tank murder begins

T

he trial of Ralph Tyndall, Anthony DePaul Hope and Kevin O’Neil, the three men charged with the murder of Colleen Forrester, whose body was found dumped in a septic tank, began yesterday.

Tyndall, called ‘Nick,’ Hope, called ‘Papa,’ and O’Neil, who are jointly charged, have denied that between December 27, 2007 and January 6, 2008, they murdered Forrester at the Lot 55 William Street, Campbellville residence

for which she was the caretaker.

In her opening address, State Counsel Shawnette Austin said that on December 27, Forrester left her West Ruimveldt home in the company of her granddaughter, to attend the Main Street Lime. After leaving that activity, the prosecutor said the two proceeded to the William Street address.

The court heard that upon their arrival, the woman sent her granddaughter downstairs to fetch water. Austin said it

was the last time the young girl saw her grandmother.

20150514MurerAustin said that on January 6, 2008, a missing person’s report was filed by the granddaughter, in the company of her uncle, Clayton Forrester, after which the woman’s body was found wrapped in sheets in a septic tank.

Constable Alana Henry, who was the first witness to take the stand, recalled taking the missing person’s report on

January 6, 2008, from Clayton and his niece, Nikita, while on duty at the Prashad Nagar Police Outpost.

Responding to questions under cross-examination from Tyndall’s attorney, Madan Kissoon, Henry said it had been reported to her that Forrester was last seen on December 27, 2007. Asked whether she had been told where Forrester was last seen, the witness said she could not recall.

Asked for the granddaughter’s age, Henry told Hope’s attorney, Melville Duke, that the girl appeared to have been between the ages of nine and ten, at the time the report was made.

Meanwhile, in response to questions from O’Neil’s lawyer, George Thomas, the constable said that she asked neither Clayton nor Nikita about Colleen’s physical or mental state, up to the point she was last seen.

The case continues this morning at 9:15.

A total of 15 witnesses are to be called by the state, which is represented by Austin, in association with prosecutors Diana Kaulesar and Stacy Goodings.

Bandits rob Church’s Chicken

T

hree bandits stormed into the Church’s Chicken on Avenue of the Republic and Robb Street last night and robbed the restaurant and customers.

When Stabroek News visited, the restaurant was shut and staff members were too distressed to speak. The manager said she would not be available to give a comment.

One eyewitness said three men with guns rushed into the restaurant. He said the robbery lasted for about five minutes.

The eyewitness said after the bandits finished, they dashed around the corner, jumped into a vehicle and escaped.

Jamaica's economic programme remains on track

INGSTON, Jamaica – The International Monetary Fund (IMF) Board is expected to approve the eighth review under the Extended Fund Facility, which will see approximately US$40 million being released to Jamaica.

According to a news release from the Ministry of Finance and Planning Tuesday, "all quantitative performance criteria for the March 2015 quarter were met, with the exception of the primary balance and indicative revenue targets. “Nonetheless, the primary surplus target expressed as a percentage of GDP remained at 7.5 per cent," the release continued.

The release also said the IMF has concluded that the Government’s commitment to meeting the objectives of the programme remains strong, and that the Jamaican economy should rebound in FY2015/16.

The mission met with key stakeholders including Government officials, technical staff, private sector lead-

ers, and other stakeholders.

The IMF team concluded that the Government’s commitment to meeting the objectives of the programme remains strong, evidenced in the overall implementation of policies to date and the progression of structural reforms. All quantitative performance criteria for the March 2015 quarter were met with the exception of the primary balance and indicative revenue targets. Nonetheless, the primary surplus target expressed as a percentage of GDP remained at 7.5 per cent.

The deviation was due to lower than projected inflation and growth. In response, several actions are being taken to strengthen revenue and expenditure management. Notwithstanding this deviation, the Fund team’s assessment of the programme suggests that Jamaica’s economic programme remains on track. The overall balance of the public sector was significantly better than target and the debt to GDP ratio remained on a downward trajectory.

Although economic growth in the second half of FY2014/15 was lower than expected, due to unforeseen temporary factors, the macroeconomic environment continues to improve. Benchmark market interest rates have been trending lower, infla-

tion is contained, the current account deficit on the balance of payments continues to contract, foreign reserves exceed expectations and business confidence is high. Against this background both the IMF staff and GOJ concur that the Jamaican economy should rebound in FY2015/16.

Further, the outlook for growth over the medium term remains positive, supported by on-going reforms to the business environment and the progress being made on the key catalysts for growth, such as the port expansion projects, the regime for special economic zones and the work of the Electricity Sector Enterprise Team.

The GOJ has requested a waiver on the primary balance criterion and on the basis of strong performance, characterized by the unprecedented passing of seven reviews without any modifications to the performance criteria, it is expected that the IMF Board will approve the 8th review under the EFF and thereby allow for the release of SDR 28.32 million, approximately US$40 million to Jamaica.

The GOJ’s economic policies are presented in an updated Memorandum of Economic and Financial Policies and the Government stands ready to take necessary actions to ensure that the programme remains on track.

Earthquake hits east of St Lucia

ASTRIES, St Lucia, Thursday May 14, 2015 – There has been another earthquake in the region.

A 4.7 magnitude tremor was recorded east of St Lucia around 10:16 a.m. today, according to the University of the West Indies (UWI) Seismic Research Centre.

The tremor occurred 64 kilometres east of the capital, Castries, 100 kilometres southeast of Fort-de-France, Martinique and 132 kilometres northeast of Kingstown, St Vincent and the Grenadines at a depth of 21 kilometres.

On May 2, a 4.5 magnitude quake was recorded off Barbados, following a 3.9 magnitude tremor on April 27.

The UWI Seismic Research Centre has reported 13 quakes in the region since the start of the year.

PPPC unwilling to concede defeat

The People’s Progressive Party Civic (PPPC) maintains that it has won the May 11, 2015 general and regional elections and from all indications is not ready to concede defeat, although preliminary results show that it has been defeated in the May 11 polls.

Executive Committee member Gail Teixeira said her party preferred to await the official declaration of the final results by the Chief Elections Officer. “There has to be an official declaration by law,” she said when asked whether her party would be conceding defeat to the coalition of A Partnership for National Unity + Alliance For Change (APNU+AFC).

The Chief Elections Officer, Keith Lowenfield announced that APNU+AFC won a total of 206, 817 while the PPPC won PPPC 201,457 votes based on the processing of all 2,229 statements of poll.

Asked whether the PPPC was considering going to court to block the official declaration of results, expected by Friday, “I can’t answer that question right now.” She said she believed that based on the PPPC’s statements of poll, her party has won the general elec-

tions.

President Donald Ramotar earlier Thursday called an emergency meeting May 14 to state his claim of an alleged unfair General and Regional Election 2015.

Speaking to the media outside of the Office of the President, several of the local persons who attended the meeting said that the government was in no way ready to concede that they have lost the Elections.

While the PPP is still claiming a win and making serious allegations of irregularities during the voting process, the party is demanding a recount of votes in all 10 regions within the country. Civil society member Vic Odit told reporters that the foreign representatives were briefed on the PPP’s view of the election.

He said issues of irregularities were raised about, “fake Statement of Polls. Statement of Polls have been submitted according to the PPP and those are being in-

vestigated...” he stated.

When asked about the PPP conceding, he said, “no, not at all.”

Kashir Khan, a member of the legal community also stated that the PPP raised issues with the foreign community which they viewed as not getting the deserved attention from the Elections Commission. “It is expected that at some point those issues raised will become live,” said Khan. He did not elaborate on what those concerns were.

In the meantime, Demerara Waves understands that the PPP is claiming a known number of fake ballot papers. They have been claiming hours after voting day May 11, that there were irregularities that existed.

The party’s most recent press briefing held May 13 alleged that the election was not free and fair and their supporters were not “free from fear” due to alleged intimidation by opposition supporters.

Caribbean Star Newspaper PPPC formally asks for total recount; two requests already rejected

he Peoples Progressive Party Civic (PPP/C) has already written the Returning Officers (ROs) of 9 of Guyana’s 10 electoral districts requesting a total recount of all ballots cast in those districts, with at least two of the ROs already turning down the requests.

The party announced today that owing to the revelation of fake statements of polls (SOs) discovered in several districts it believes a recount of all ballots in all districts is in order.

The RO’s who have received such requests have completed the reconciliation of the polling results for their respective districts and have publicly declared those results. This was done earlier today. These RO’s are from districts 1, 2, 3, 5, 6, 7, 8, 9 and 10.

District 4 is still in the process of reconciling polls cast there and thus has not made a declaration. Guyana Elections Commission (GECOM), Chairman Steve Surujbally, says that the team in district 4 will be working through the night to finish at the soonest possible time.

GECOM Chief Elections Officer (CEO), Keith Lowenfield, had said today that this was likely as district 4 is quite massive.

RO’s for districts 1 and 2, Murphy DeSouzo and Rabinauth Boodram respectively, have told Demerara Waves that they have considered the PPP/C’s request and will not be granting any recount.

Among the reasons cited by the PPP/C for a recount was the possibility of fake SOPs among authentic ones; that ballots were wrongly deemed invalid; that the tabulation of polls contain arithmetic errors; and that there were more ballots in

the ballot boxes than there were names on the lists for the various polling stations.

DeSouza and Boodram explained that several of the issues cited by the PPP/C today were addressed during the recount done yesterday.

Lowenfield said today that those recounts yielded no numerical change. Both ROs also said that there was no merit to claims that there were more ballots in boxes than there are names on lists at polling stations as this was due to the fact that ballots from the disciplined forces were mixed with the ones cast by persons residing in the respective districts.

“I don’t think it is reasonable. They had their agents on the ground…if you are placing polling agents on the ground you have a right to object there and then,” DeSouza said.

Boodram, meanwhile, said “all of them had a chance to verify (the result).” He further said that “there is no need for a recount” and that he is “very frustrated to know that the elections were fair and transparent and still” requests are being made for recounts.

Kushaldeo Bipath, RO of district 3, has not decided whether he will grant the recount, but admitted that he “cannot see that it is logical” to grant it based on the reasons cited. “Why they had their agents there and they cannot now take what comes?” he asked.

He shared that his decision will be made after consultation with Lowenfield.

Dwayne Marco, RO for district 8, says that he believes the PPP/C is trying to make mischief, and that he “does not “see a need for a recount.” He has not, however, decided whether he will

reject or accommodate the request.

It should be noted that a recount was already carried out in district 8, as was the case in districts 1 and 2. No numerical changes came of this recount either. “I really don’t want a recount because it is not necessary,” Marco added.

The RO of district 5, Clairmont Mingo, is also yet to determine whether the PPP/C will be allowed a recount.

The ROs for districts 6, 9 and 10 were not prepared to comment on whether or not they will grant the PPP/C the recount they are requesting, while the RO for district 7 was unavailable for comment.

Meanwhile, Executive members of the A Partnership for National Unity (APNU) + Alliance for Change (AFC) coalition, Raphael Trotman and Joseph Harmon are not at all pleased by this move.

“The PPP/C is behaving childish and need to accept the results,” Trotman told Demerara Waves onThursday evening, adding that Donald Ramotar “needs to display some level of maturity.”

Trotman explained that while the coalition is concerned by the revelation of fake SOPs he does not believe this warrants full recounts in all districts. The coalition and other political parties are yet to make requests for recounts.

Harmon is of the opinion that the PPP/C is just “frustrating the will of the people and delaying the inevitable.”

By Trotman’s word the coalition is unlikely to move to the court to attempt to block the PPP/C’s attempts at a country wide recount. Instead, he says “the people will take the charge on taking care of what they have done.”

Preliminary results show David Arthur Granger and his Partnership for National Unity-Alliance for Change Coalition got nearly 207,000 votes in Monday’s general elections.

The long-governing People’s Progressive Party had almost 201,500 votes, chief elections officer Keith Lowenfield said.

The coalition is expected to have a three- or four-seat majority in the 65-member Parliament of the South American country. It previously held a one-seat majority and often clashed with the current president, Donald Ramotar, who forced early elections after suspending and dissolving Parliament to avoid a no-confidence vote.

ing a full recount.

“I cannot concede that I have lost this election,” he said.

When asked if he would refuse to give up power, he answered, “I have not closed any option as yet.”

Guyana’s electoral commission said final results expected late Thursday would not differ much from the preliminary results released earlier in the day.

The U.S. Embassy said allegations about irregularities were unfounded, calling the election “free and fair.”

Ramotar’s party has been in power since 1992 and was seeking a sixth consecutive term while facing accusations of corruption and mismanagement. It has long received support mostly from Guyanese of Indian descent.

Officials said the 69-year-old Granger could be sworn in late Thursday or early Friday, becoming Guyana’s eighth government leader since the country gained independence from Britain in 1966. He has promised to end racial politics that have long defined Guyana, a country of nearly 746,000 people who are mainly of Indian and African descent.

“The time has come for racial and national unity,” Granger said ahead of the elections. “The time has come to end winner-take-all politics, corruption, nepotism and the squandering of our resources.”

Ramotar had defeated Granger and another coalition in 2011. Granger is the son of a police officer and studied at a military school in Britain in the 1960s before returning to serve in Guyana’s army. He retired in the late 1980s as a one-star general and later served as a government security adviser. He is also a well-known historian.

Granger will oversee a country whose economy relies heavily on the export of commodities including gold, sugar, bauxite and rice.

At nearly twenty years of age, I’ve truly learned the meaning of the sayings, «if you don’t have anything nice to say, don’t say anything at all,» and «honesty is the best policy.» Both are sayings that were drilled into my head by my mom as I grew up. As a kid, I understood the sayings as much as any kid could, and tried my best to never say anything that would be perceived as mean. I grew up watching my words, often biting my tongue because I didn’t want anyone to think I was rude. I always try to tell the truth, too, but as a kid who liked to hide her candy from her mom, it was only natural that there were a few white lies along the way. I would like to think that I grew out of that. Because of the nice person mindset, however, I consider myself a bit of a pushover since I often put everyone else’s feelings and potential reactions ahead of my own. I’ve come to terms with this quality of mine, and I embrace it because I think it shows how much I care. I’ve also grown to be a lot more honest with people I encounter on a daily basis. I find that it helps me build better relationships and allows me to be myself. I take pride in my ability to be honest and still be a nice person.

People think it’s hard to be honest

and nice at the same time. For many, it’s usually one or the other; either you’re so nice that you have to lie to remain a «nice person,» or your ability to be honest makes you “rude.” That’s not the case; honesty and being nice go hand in hand. If you’re nice when you’re honest, then there’s no harm done. The greatest difficulty is gauging the whos, whats, wheres, whens and hows of being honest while still being nice. It is hard to tell how someone will react to something especially since you don’t control the reactions. You do, however, influence them.

Your approach or reaction to a situation says a lot about you as a person, which is why it is important to pay attention to who you’re speaking to, what you intend to say, where you are, when you say it and how you approach it. In any situation, there are usually two parties that are directly affected. If you have something to say, be nice about it. This means you use soft tones, you speak clearly, you listen, and you cater to the fact that not everyone will agree with you. The other party has a certain obligation to fulfill at the receiving end; either they take a moment to consider what is being said, so they listen and they consider, or they simply ignore.

The one thing they shouldn’t do is attack.

Attacking, not in the physical sense, is what stops people when they want to be honest, especially when someone is trying to be nice about what they’re saying.

As I was deciding on a topic, I stumbled upon a quote, «If you’re rude, unkind, or selfish, that’s not your personality; it’s a

character issue, and it’s something that can be fixed.» There was no cited author, but it inspired me to write my thoughts on these easily attainable qualities. The quote stuck with me and I kept thinking about how true it was. Human beings are not perfect, we are prone to mistakes, emotional breakdowns and failure, but our success comes from learning from mistakes and knowing that we are capable of improvement. As someone who avoids confrontations at the risk of appearing ill-mannered, I’ve seen firsthand that not everyone thinks the same way. I’ve seen people speak loudly and rudely to others who do nothing to deserve harsh treatment. Those people are not bad people, they simply use bad judgment. They don’t take the time to consider how their words would affect someone. The problem with our society is that no one stops to think about what they’re saying. They react in the moment, and those in the moment reactions create identities that follow us like shadows.

No matter what situation you are in, you owe it to yourself to be a nice person. In a domino effect, nice people create other nice people. The late Shri Prakash Gossai, lovingly remembered as Guruji, used to tell us to “be simple, be a sample, be an example.” If we want to see a world where people can be honest and still be accepted for their opinions and not be labeled for what they do or say, then we have to start with ourselves.

As William Shakespeare once said, “No legacy is so rich as honesty,” so my mes-

sage is simple: be honest, and be nice, If there are any two qualities an individual should try to embody, it’s those two.

While we will make mistakes, lose our tempers, and get an attitude at times, those moments do not define us. Remember to take the time to listen and be open to opinions. Be progressive and be the kind of person who allows others to speak freely and openly without fear of being admonished. Don’t judge them for having opinions that are not exact replicas of your own, and allow yourself to look beyond what is presented in front of you. Take a moment and reflect: is the person you’re presenting to the world showing his or her personality or character? And if you don’t like the answer, make a change.

The first promo of Priyanka’s first international show is here and we can’t say that our minds are anything short of blown!

Priyanka Chopra is all set to put on her action boots for her upcoming ABCD show Quanticowhere she plays an FBI trainee Alex Parrish. The actress’ show pilot has been picked up by the ABC network for the prime time slot which means that PC’s debut international show will be a recurring one. The trailer is out now and might we add that we have never been this impressed with PC. The actress is playing a half-Indian and half-Caucasian girl on the show and her accent

sounds bang on for the same. All the dialect training PC underwent for the show seems to have paid off. Priyanka fits the shoes of a raw FBI trainee quite perfectly as she looks young and determined in the role of a future FBI agent who is being framed for a fatal explosion in the USA just because of her ethnicity.

When we spoke to PC EXCLUSIVELY about Quantico she told us that she was very clear about the fact that she didn’t want to be an Indian girl stereotype on the show, and after looking at the almost 4 minute long promo, we can tell that PC has achieved what she wanted. No Salman Khan in Hero remake

hough he is the official producer of Nikhil Advani's Hero, Salman Khan won't make an appearance in the film. Nor will he be seen promoting the film. It's learnt from reliable sources that Salman has turned down all suggestions of a pro-active promotional pitch for Hero.

"Salman Khan wants Hero to be an outand-out vehicle for the promotion of the two bachchas who make their debut in the film. Salman wants Sooraj Pancholi and Aathiya Shetty to take center stage.

There were very persuasive suggestions that he join the promotion and also that he do a song and dance for the film's end-titles. But Salman firmly turned down the idea. He wants the newcomers to be the center of attention. If you remember earlier he had done active promotion for his brother-in-law Atul Agnihotri's production O Teri which featured Salman's rakhi-sister's husband Pulkit Samrat and family friend Bilal Amrohi. The gambit completely backfired. Salman won't take that risk again," reveals a source close to

the project.

Hero is being released on July 3, and so far no publicity, not even the first look or even a still of the new pair has been released.

"This is again Salman's idea. To start the promotional campaign closer to the release. He sees no point in starting months before the release date," says the source.

rime Minister Kamla Persad-Bissessar announced sale of Housing Development Corporation (HDC) houses to persons who have been occupying them for over three decades for the price of $100.

She was speaking at the UNC’s Monday Night Forum, held at the Diego Martin North Secondary School, St Lucien Road, Diego Martin.

“We will work through the Ministry of Housing and the HDC that every person in an HDC house for over thirty years should you want it, we will give it to you for $100,” Persad-Bissessar said. “Previously, you did not have a piece of paper to say this is mine. When you get your piece of paper now, this home will be your home.”

The Prime Minister said she had experienced, during her early life, what it was like to be homeless.

“I know what it is like,” she said. “I lived that horror of moving from pillar to post.

I know what it is like to not have a piece of land to call your own. The amount of houses we moved from and to and from.”

The Prime Minister also announced the regularisation of all squatters from Carenage to Toco, along the east-west corridor, an area which houses an estimated 30,000 squatters.

“Should you give us a second term ...I promise you we will regularise all the squatters and elsewhere,” she said. “I will do it, I will keep my word.” However, she said conditions would be stipulated. Specifically, only persons who occupied land prior to her announcement — captured she said in a satellite photograph — would be entitled.

“I am not talking about all those squatters who go running tomorrow to squat,” the Prime Minister said. “It’s not Johnny-come-lately, land rush or land grab. You must have been there when that photograph was taken.” She also said it would be

The Prime Minister also announced the State had been victorious in a $750 million arbitration case involving Venezuelan firm Sural, tied to the aborted smelter plant project of the PNM. Persad-Bissessar disclosed she has instructed Nicholas to probe the project to examine if any persons locally benefitted from the matter through fraud.

Barbadian makes it into Guinness World Records as oldest polo player

RIDGETOWN, Barbados, Tuesday May 12, 2015 – Leading businessman Sir Charles Williams now has his name in the pages of the Guinness World Records. But it has nothing to do with his corporate accomplishments.

The 82-year-old is the world’s oldest active polo player.

He was officially presented with the award over the weekend.

It’s a fine example to our young people of what dedication and determination can do.”

The previous holder of the Oldest Polo Player title was South African Harold Smith.

He was awarded the title in September 2004 at the age of 75.

INGSTOWN, St Vincent, Tuesday May 12, 2015 – Two men survived, reportedly suffering only soft tissue injuries, after the small private plane they were flying in crashed in Georgetown, on the windward side of St Vincent, yesterday.

The pilot, St Lucian Wayne McDiarmed, and his co-pilot, Marvin Fabian Peka of Grenada, remained in hospital overnight.

They were on board a Cessna C-337 Skymaster on their way to Carraicou from St. Lucia when the plane went down after 2:30 p.m.

A man who said he saw the crash told I-Witness News that the plane seemed to have lost power and was gliding before it clipped some trees and went down.

POINT Fortin Magistrate denied bail to mother of four Tahira Innis, who appeared before the court for allegedly striking a policeman repeatedly with a concrete brick to his head two Saturdays ago.

Innis, 28, of Maloney Gardens, appeared before Senior Magistrate Maria Busby Earle-Caddle in the First Court charged with wounding Police Constable Ronald David, 34, with intent to do him grievous bodily harm on May 2 at Techier Main Road, Point Fortin.

The charge was laid indictably and therefore the accused mother was not called upon to plead. Sgt Darryl Corrie laid the charge. Court prosecutor Sgt Jesse Jitmansingh objected to bail being granted on the ground that the victim remains warded at hospital in a critical but stable condition.

The prosecutor added that David is on life support as he cannot breath on his own due to injuries sustained from being struck repeatedly with a concrete brick.

David last worked at the Guapo Police Station of the South-Western Division.

However attorney Chris Ramlal, who represented Innis, made an application for bail saying his client had spent nine days in police custody during which time her 11-year-old daughter wrote the Secondary Entrance Assessment (SEA) exam last week, “without the support of her mom.”

Attorney Ramlal told the court Innis owns a “very small home-business” and her youngest child is still being breastfed. The attorney told the magistrate that Innis was kept between four police stations in Point Fortin, La Brea, Siparia and San Fernando. On two occasions she had to seek medical attention for an infection due to a medical procedure - first on May 2 at Point Fortin then on Tuesday last at La Brea for severe chest pains.

Noting that the charge is a bailable offence, Ramlal said Innis lives near the Maloney Police Station and she is willing to report daily to that station, if granted bail. Prosecutor Jitmansingh enquired from the attorney the status of a case in which police in 2005 charged Innis with possession of marijuana in the Arima district.

But Ramlal said this case was dismissed in 2007 and she has no pending matters or previous convictions.

During the hearing Innis, whose hair is dyed bright red, remained silent. The magistrate denied bail to Innis, remanding her into police custody and ordered that she return to court on June 8. Earle-Caddle also informed the accused mother of her rights to apply to a Judge in Chambers for bail, if she so desires.

According to the charge which was read out in court PC David of Techier Village, Point Fortin, attempted to quell a commotion among Point Fortin Borough Day revelers on the date in question when he was attacked and struck repeatedly to the head. Up to yesterday, David remained warded at the Intensive Care Unit of the San Fernando General Hospital.

LORIDA, United States, Thursday May 14, 2015 – The United States Coast Guard yesterday sent back home 50 Cuban migrants caught trying to make it into the country on makeshift boats.

The more than four dozen people who were repatriated to Bahia de Cabanas, Cuba were intercepted in three separate incidents in the past week.

The US Coast Guard said that all three cases involved “unseaworthy, homemade vessels that posed significant risk to the migrants attempting to make the perilous journey”.

The first interdiction occurred on May

8, when the crew aboard the Carnival Breeze cruise ship saw a rustic vessel south of Dry Tortugas, Florida, with 27 Cuban migrants aboard. The Coast Guard Cutter Paul Clark stopped the boat and took the migrants on board. Later that same day, a boat crew from Coast Guard Station Key West intercepted a rustic vessel south of Marquesas Key, Florida, with 15 Cuban migrants aboard. Then on May 9, while carrying out a patrol, the crew aboard an Air Station Miami HC144 Ocean Sentry aircraft located eight Cuban migrants north of Matanzas, Cuba.

The US Coast Guard said in a statement that in each case, all of the migrants were

taken on board Coast Guard vessels and safely transferred to the Coast Guard Cutter Valiant for repatriation.

“Along with our Department of Homeland Security and international partners, the Coast Guard continues to robustly patrol the Florida Straits and Caribbean sea to prevent migrants from taking the perilous and illegal maritime journey to the United States,” said Captain Mark Gordon, Chief of Response Enforcement for Coast Guard 7th District in Miami.

thief operating in downtown Kingston staged what is arguably one of the most daring daylight robberies yesterday when he made off with a policewoman's phone as she cited a motorist for a traffic violation in the bustling business district.

A police source told the Jamaica Observer yesterday that the theft of the Samsung Galaxy S5 from the front passenger seat of the police service vehicle has left the affected officers embarrassed, angry and confused.

The source, who asked to remain unidentified, said that the incident happened approximately 9:00 am on West Street.

"The police drove the vehicle onto West Street and stopped a motorist for a traffic violation," said the source. "The two police officers -- a male and female -exited the vehicle that they parked along

the side of the road with the lights still flashing."

The source said that it was while the cops were addressing the motorist that the thief struck.

"Minutes later, a man who saw what was happening walked close to the police vehicle and saw the high-end phone on one of the seats. He opened the door of the vehicle, took up the phone and ran off into the nearby market," the police source related.

The two officers, in a desperate bid to collar the thief, chased him, but were outsprinted.

Meanwhile, in an unrelated incident, an ex-soldier was held up and robbed of his gold bracelet on nearby Orange Street.

Police on the scene said that the robbery was carried out by a teenage boy.

"This just goes to show the level that these criminals are willing to go. They will stop at nothing to carry out these illegal acts," remarked a cop who was seraching for the culprit.

"Many of the criminals who carry out the robberies in downtown Kingston are teenagers; they have no respect for law and order," said the lawman, who warned that authorities were "stepping up their clampdown on criminals" in the area.

Meanwhile, members of the public said that the incidents have left them both angry and concerned.

New technique said to help insomniacs fall asleep in 60 seconds

RIZONA, United States, Tuesday May 12, 2015 – An American scientist claims to have pioneered a way of helping insomniacs to fall asleep in just 60 seconds without the aid of prescription drugs, herbal remedies, diet or lifestyle changes.

“It is utterly simple, takes almost no time, requires no equipment and can be done anywhere,” says the method’s creator, Harvard-trained Dr Andrew Weill, on his YouTube channel.

Based on pranayama, an ancient Indian practice that means “regulation of breath,” Dr Weill’s “4-7-8” breathing technique is described as a “natural tranquiliser for the nervous system” helping reduce tension and allowing the body to relax.

Steps to master the 4-7-8 breathing technique start with exhaling completely through your mouth while making a “whoosh” sound.

Next, close your mouth and inhale quietly through your nose to a mental count of four.

Then hold your breath for a count of seven.

After holding your breath, exhale completely through your mouth, making another whoosh sound for eight seconds in one large breath Inhale again and repeat the cycle three

times for a total of four breaths.

“Note that you always inhale quietly through your nose and exhale audibly through your mouth. The tip of your tongue stays in position the whole time,” Dr Weill points out.

“Exhalation takes twice as long as inhalation. The absolute time you spend on each phase is not important; the ratio of 4-7-8 is important,” he adds.

According to the Arizona-based doctor, 4-7-8 is such a powerful technique because it allows oxygen to better fill the lungs.

This extra oxygen can have a relaxing effect on the parasympathetic nervous system, which promotes a state of calmness.

During times of stress, the nervous system becomes over-stimulated leading to an imbalance that can result in lack of sleep.

In addition to relaxing the parasympathetic nervous system, Dr Weil says 4-78 distracts you from everyday thoughts that can disrupt sleep and helps you feel connected to your body. It can also help anxiety, he maintains.

To master the technique enough to fall asleep in just 60 seconds, Dr Weill suggests practicing it twice a day for six to eight weeks.

No Pietersen return - Strauss

A

ndrew Strauss, newly in place as England’s director of cricket, has seemingly ended Kevin Pietersen’s international career for a second time by ruling out a recall on the grounds of a lack of trust. While Strauss claimed that Pietersen was “not banned”, he said the batsman - England’s leading run-scorer across all formats - would not be considered for selection during the forthcoming Ashes summer.

Having made a magnificent unbeaten triple-hundred for Surrey on Monday, Pietersen provided further fuel for those demanding he be recalled, saying: “I want my England place and I deserve my England place.” But Strauss and the ECB’s chief executive, Tom Harrison, met with Pietersen hours later to inform him that there was no way back, despite Colin Graves’ remarks that if he scored runs in county cricket the selectors “can’t ignore him”.

That is what England have chosen to do although, somewhat bafflingly, Strauss revealed that Pietersen had at the same time been offered a role as an advisor in limited-overs cricket - an opportunity Pietersen declined.

It is possible English cricket has now seen the last of its most maverick talent.

The intervention by Graves, the ECB’s incoming chairman, at the start of March encouraged Pietersen to dream of an audacious comeback and prompted him to negotiate his way out of playing in the IPL in order to state his England case with Surrey.

England’s continued indifferent form and changes to the management - notably the departure of the man who oversaw Pietersen’s sacking in 2014, Paul Downton - further hinted at the possibility of a lifeline but Strauss’ confirmation that the situation remains unchanged looks like ending any hope of reconciliation.

Alec Stewart has confirmed that Pietersen will fly out to appear in the IPL later this week as part of his agreement with Sunrisers Hyderabad and, with further commitments at the Caribbean Premier League already agreed, it is quite possible he has played his last innings in England.

Perhaps this was always the most likely outcome once it became clear that Strauss had been selected as the man to rebuild England after a damaging year of upheaval. Strauss’ comments echo those in 2012, ahead of his final Test for England, when Pietersen was dropped

due to “underlying issues on trust and respect” after sending text messages to members of the South Africa team.

Speaking at Lord’s, Strauss cited a “massive trust issue” between the two as the reason for Pietersen’s continued banishment, confirming the batsman was “not part of our plans” for the forthcoming Ashes.

“The first thing to say is now’s the time for some really honest and open conversation about Kevin Pietersen,” Strauss told Sky Sports. “No one has ever doubted Kevin Pietersen’s ability as a player.

He has been a phenomenal player for England over a long period of time. His record stacks up to anyone in England cricket, and he should be very proud of

that. But over months and years, the trust between himself and the ECB has eroded.”

“Because of that, we’ve told him it’s not in the best short-term interests of the side for him to be in the team. I’ve let him know he’s not part of our plans for the future, and I can’t give him any guarantees beyond that ... but he’s not banned from the side, no one knows what’s going to happen in the future.”

Harrison, who joined the ECB as chief executive at the start of the year, underscored the point. “We’ve explained our position and we’ve been honest about the reasons why,” he said. “It’s not a universally popular decision but it’s a decision that we have to take.”

“I went into the meeting expecting Strauss to say that England’s batting order is good at the moment but if I continued to score runs and if an injury occurred then I would be in contention to play,” he wrote. “I would naturally have

to earn my recall, but at least I would be eligible. But no. Quite simply, I feel deeply misled. Tom has tried to say that Colin Graves was misrepresented by the media when he said there was a way back for me.

“I’m afraid, as everyone can clearly see, this is the biggest load of rubbish. I had two phone conversations with Colin Graves and he was crystal clear in saying I had to get a county, score runs and that there was a clean slate. He said that when he comes in as chairman he wants the best players playing for England. He told me that on the phone in two separate conversations. He also repeated it to na-

tional newspapers.

“I have done everything I can. Was I lied to by the chairman? Only he can answer that. Tom Harrison and Andrew Strauss have said today that all three of them are united in this decision, so I don’t know what to think.”

Pietersen is now due to head to the IPL, having opted out of the majority of the season to try and prove his England case with Surrey. “I just find it incredibly deceitful what has happened to me and am frankly finding it difficult to understand right now. I have done everything I have been asked. I keep asking myself, what more could I do?”

Caribbean Star Newspaper Ponting hails Mumbai’s turnaround

umbai Indians head coach Ricky Ponting has hailed the character and resolve of his team, after they turned around the disastrous start to the season - four straight losses - by winning five games in a row. Their latest victory was Chennai Super Kings’ first defeat at home in 2015, and came despite needing 30 off the last two overs.

“It has been a great turnaround but it has nothing to do with me, full credit should be given to the players. We have worked really hard from the first game but things didn’t quite go to plan,” Ponting told iplt20.com. “We knew that if we can string a couple of wins together, we will be able to come back strong.

“In the first four games we actually played some reasonable cricket, but we lost some important moments which cost us. I think we have started to play more like a team now.”

Mumbai had a similar start to the 2014 season as well, losing their first five matches, but came back to win seven of their last nine games to qualify for the playoffs.

One of the reasons for Mumbai’s recent success has been the consistency of their opening partnership between Lendl Simmons and Parthiv Patel. Stands of 84, 1, 111, 43, 42, 35 and 47 in their last seven games have helped Mumbai start well.

“The opening partnership was the one area where we tried different things in the first three games to find the right combination,” Ponting said. “Barring the game against Delhi Daredevils, our starts with the bat have been particularly good and we need to build that platform for the likes of Rohit Sharma, Ambati Rayudu and Kieron Pollard to come and finish things off well. Lendl Simmons and Parthiv Patel have done that. Parthiv’s form in particular throughout this tournament has been very good. He hasn’t been getting big scores but he has got us to a good start in every game.”

With Lasith Malinga missing for the match in Chennai, the other bowlers stepped up to keep Super Kings to 158 after Brendon McCullum and Dwayne Smith were involved in a 44-run opening partnership in 29 balls.

“I think Mitchell McClenaghan has given us more wicket-taking firepower.

Our spinners, J Suchith and Harbhajan Singh have been great,” Ponting said.

“This is a big win for the team. But as big as it is, we still have three more games coming up and we need to win them to give ourselves a chance to qualify for the playoffs. We cannot afford to get carried away but I am really proud of the way the guys have fared in the last five games.”

Hardik Pandya scored a eight-ball 21, including three sixes off Pawan Negi in the penultimate over to help win the match for Mumbai. He also contributed in the field with three catches.

“I have actually got quite close to Pandya since I started in this job, he is fearless and has lots of very good skills,” Ponting said. “We haven’t seen his bowling much yet but it is particularly good.

We saw some of his hitting prowess tonight and even in the game against Royal Challengers Bangalore where he took 16 in the end. He is going to be a very good cricketer going forward and is someone I am excited to continue to work with.”

angladesh plummeted to a 328run defeat in Mirpur, after several top-order batsmen showed little will to survive against a Pakistan attack making merry on a wearing track. Having arrived with effectively eight wickets in hand on day four - Shahadat Hossain unable to bat - Bangladesh were all out before tea, having lost six wickets for 57 either side of the lunch interval. A heavy defeat was always likely, after the hosts had given up a 354-run first-innings lead, but they will be disappointed at the limp finish to what has otherwise been a heartening tour.

Yasir Shah was the primary threat in Pakistan’s attack, as he found bounce and turn from the footmarks to supplement his fine rhythm and variation. He took 4 for 73 and induced plenty more edges and

mis-hits that fell into space. Imran Khan claimed two scalps, and Wahab Riaz, Mohammad Hafeez and Junaid Khan took one apiece. Misbah-ul-Haq sought to keep Yasir in action at one end, while he rotated bowlers at the other. The 1-0 Test series victory follows a whitewash defeat in the four limited-overs matches, for Pakistan.

The fourth day’s slide began with Tamim Iqbal, who exercised more caution than he had done on the previous evening, yet was drawn into a loose shot in Imran’s first over of the morning. Tamim threw his bat at a wide full-length delivery and edged the ball behind, not having accounted for Imran’s extra bounce. He was out for 42.

Mahmudullah’s tetchy 12-ball innings was defined by dangerous flirtations with Wahab’s bouncers, but it would be Imran who found his edge as well. Poking at a back-of-a-length delivery in the channel, Mahmudullah sent the ball to Younis Khan at second slip, who held the catch on second grasp.

Mumbai stay alive with last-over thriller Mumbai Indians 171 for 4 (Pandya 61*, Shakib 2-22) beat Kolkata Knight Riders 166 for 7 (Yusuf 52, Gambhir 38, Pollard 1-6) by 5 runs

ohit Sharma’s decision to give Kieron Pollard the final over proved a masterstroke, as the medium-pacer kept his nerve to defend 12 runs. He bowled three successive dot balls in the end with Piyush Chawla swinging aimlessly, as Mumbai Indians won by five runs at the Wankhede Stadium.

While Mumbai moved into the top four with the win, Knight Riders could have confirmed a spot in the playoffs with a victory, but they went off track in the last five overs.

Fifty was needed off the last five overs but Yusuf Pathan’s half-century had reduced it down to 12 off the final over. But he fell off the first ball to Pollard, an inspired decision of Rohit’s, and although Umesh Yadav got a boundary, Chawla hardly saw the ball properly as he kept swinging across the line.

All Mumbai bowlers, except Hardik Pandya, took a wicket each. Pandya had earlier played a superb innings to keep Mumbai in the game.

Mumbai’s innings derived most of its strength from the 92-run stand between Kieron Pollard and Pandya for the unbroken fifth wicket. The pair got together at the loss of Rohit Sharma in the 12th over, and accelerated with 72 runs in the last five overs.

Pandya smashed two sixes over midwicket and eight other fours in his unbeaten 31-ball 61. He not just outscored Pollard, who made 33 off 38 balls with just a four and a six, but dominated their partnership. Pandya struck Umesh Yadav for four consecutive boundaries in the 16th over before launching into

Andre Russell in the 19th over for two fours and a six, reaching his first IPL fifty, off 25 balls.

Shakib Al Hasan’s two early wickets kept Mumbai from getting a brisk start.

He first removed Parthiv Patel when he chipped to midwicket for Manish Pandey to take an easy catch. Pandey added to his tally after he held on to a chance offered by the other Mumbai opener, Lendl Simmons, in the fifth over.

Shakib, then, took his second wicket, that of Ambati Rayudu, Russell taking a superb catch at wide long-on for two.

Rohit Sharma kept the score moving with singles and doubles, and added boundaries in the ninth over against Piyush Chawla, a cut and a sweep. But he was undone by a beauty from Sunil Narine who got the ball to curve after pitching on middle-stump. Rohit was bowled for 30 off 21 balls with five fours.

Shakib’s two for 22 aside, the Knight Riders would have been displeased by how Umesh and Russell bowled towards the end while also getting only one over out of Chawla.

Knight Riders began their chase of 172 runs with lots of boundaries but Robin Uthappa’s attempt to get cheeky resulted in him being caught at fine leg

by Lasith Malinga, soon after hitting Harbhajan Singh for a six over squareleg. Manish Pandey’s poor call for a single made it 46 for two in the eventful sixth over from the offspinner.

Gautam Gambhir and Yusuf Pathan added 42 runs quickly before the Knight Riders captain was bowled by J Suchith, the next ball after being dropped on 38

by Pandya at deep mid-wicket. Yusuf kept playing the second fiddle as Shakib hammered 23 off 15 balls but he too fell in the pursuit of boundaries, caught off Vinay Kumar in the 15th over.

Shakib Al Hasan edged his second ball through the gully, but continued to play his strokes, slog-sweeping Yasir for four as Mominul Haque progressed briskly alongside him. Ambition was Shakib’s downfall too. He ran at Mohammad Hafeez’s third delivery of the day and attempted to put the ball into the sight screen, but mis-hit it and was caught at mid-off. Mushfiqur Rahim was more careful, playing out eight scoreless deliveries, before he misjudged a Yasir legbreak and played it onto his stumps 15 minutes out from the lunch break.

Hopes of a Bangladesh resistance centred around Mominul as wickets tumbled at the other end. While other batsmen had been rushed by the bounce in the track, Mominul pulled and hooked Wahab with control, leaving alone the balls too high to drag down. He was quick-footed and decisive against the spinners as well, finding regular runs into the outfield off Yasir, who tested him with googlies in the morning. Mominul prospered behind the

wicket in particular, all but one of his nine boundaries coming in that region. His fifty, which came off 83 balls, made him the fifth player after Virender Sehwag, Gautam Gambhir, Viv Richards and AB de Villiers to hit half-centuries in 11 consecutive Tests.

Soumya Sarkar was caught down the legside off Wahab soon after lunch, and Mominul got out next over. He dabbed a wider Yasir ball behind point for four, then expecting the bowler to pitch fuller, ran down the pitch and aimed a lofted inside-out drive. His mis-hit went only as far as Asad Shafiq at cover, who held a sharp, low chance to his right.

That dismissal put Bangladesh at 143 for 7, and it was only a matter of time until two more batsmen faltered. Taijul Islam sent a top-edged sweep to short fine leg, before Shuvagata Hom threw his bat around for a 55-ball 39 with Mohammad Shahid for company. He eventually had a yorker sneak through his defences, to give Junaid his only scalp of the innings.

Injured Pietersen abandons Sunrisers return

evin Pietersen’s return to the IPL for Sunrisers Hyderabad has been scuppered by a calf injury suffered while making the triple-century for Surrey that helped build a tidal wave of protest at his continued England freeze-out.

Andrew Strauss, England’s new director of cricket, has blocked any potential Pietersen comeback this summer because of “massive trust issues” that soured the later stages of his England career and have contributed to his 18 months in the international wilderness.

That decision seemed to signal a speedy return for Pietersen to play for Sunrisers in the final stages of the IPL but he had a scan on a damaged calf in London on Wednesday and returned to the Kia Oval with a noticeable limp. The prognosis was that the injury was expected to take a couple of weeks to heal.

His mood was soon to be enhanced as Surrey, led by their openers Steve Davies and Jason Roy, pulled off a dramatic run chase against Leicestershire, ensuring that his unbeaten 355 - the highest score of his life - would at least set up a victory for his county, if not resurrect his England career.

Sunrisers’ CEO K Shanmugam had announced that Pietersen would join the team on Friday in Hyderabad. He was bought by the franchise in this year’s auction but was allowed to return home to England to play county cricket at his request. They lie third in the IPL table and had hoped that Pietersen would give them additional firepower in their last home game against Mumbai Indians on Sunday as they press for a top-four place.

Tom Moody, the head coach, had also been excited by his return. “It is great news that KP will be joining us earlier than planned,” he said. “To add a world-class batsman to our squad at the business end of the tournament is a huge bonus.”

er fitness in time for his stint with St Lucia Zouks in the Caribbean Premier League. His future with Surrey remains uncertain.

Sunrisers purchased Pietersen at his base price of 2 crore rupees (approximately GBP 200,000) at the IPL player auction in February. They agreed to release Pietersen ahead of the season to allow him to press for England selection.

In an irate column for the Telegraph newspaper Pietersen accused the ECB of being “deceitful”. He signed off the column by confirming he would be flying out to India to honour his IPL commitments.

“Under the agreement of releasing me from my IPL contract, Sunrisers Hyderabad have the right to recall me for the final stages of the tournament, so on Friday - at their request - I’ll be travelling out to India,” he wrote. “It’ll give me a good opportunity to cool down and assess what I’m going to do next. I’m just sorry it won’t be putting on an England shirt.”

Should they qualify for the knockout stages, Sunrisers will also be without their New Zealand pair of fast bowler Trent Boult and batsman Kane Williamson, who will leave after Sunday’s game to join the national squad ahead of their first Test against England starting on May 21.

However, they can count on the encouraging form of Eoin Morgan and Moises Henriques besides captain David Warner and the availability of Dale Steyn, who has been part of the playing XI in just four games so far.

Sunrisers’ retention of Williamson has caused New Zealand to abandon plans to field him - albeit belatedly - in their final pre-Test warm-up which begins against Worcestershire in Worcester on Thursday. Corey Anderson will still travel up to Worcester as planned on Thursday but Trent Boult, Tim Southee and Brendon McCullum will arrive early next week, along with Williamson.

Badree signs with Brisbane Heat

W

est Indies legspinner Samuel Badree has signed with the Brisbane Heat for the 2015-16 Big Bash League. Badree, the No.1-ranked Twenty20 international bowler in the world, had signed with the Heat for last summer but was forced to withdraw due to a shoulder injury. He is yet to make his BBL debut.

Badree arrived in Brisbane this week to take up a short-term mentoring position at Cricket Australia’s spin camp. He will return to Brisbane later this year and the Heat coach Daniel Vettori said he was pleased that Badree would again be part of the side’s plans.

“We’re delighted that Sammy has agreed to join the Heat for BBL 05,” Vettori said. “It was a real shame for us that he was unable to be on board last season due to injury. Having played against him in the past, I know what a class performer he is on and off the field.

“He’s a proven quality in T20 and I think the Australian conditions will suit him superbly. We’re excited at the prospect of throwing him into the mix when we get down to business later in the year.

“It’s great he will be spending some time in Australia at the National Cricket Centre over the next few weeks and certainly a bonus for us that he will have a chance to familiarize himself with Brisbane before he and his family come back ahead of the tournament this summer.

“We’re working on the fact that he will be with us for the whole tournament so that is encouraging for us as we bed down our planning and final recruiting.”

Magical de Villiers stuns Mumbai Royal Challengers Bangalore 235 for 1 (De Villiers 133*, Kohli 82*) beat Mumbai Indians 196 for 7 (Simmons 68*, Pollard 49) by 39 runs

B de Villiers, slinking menacingly around a flat Wankhede pitch, set about the most vicious sustained attack of this IPL, reaping 133 runs at a strike rate of 225.42 to effectively bat Mumbai Indians out of the match.

Virat Kohli was in sublime form himself, but his 82 from 50 balls from the other end was little more than a sidelight, as a rapturous Mumbai crowd suspended regional loyalty to chant de Villiers’ name. The pair remained unbeaten at the close of the innings, having hit a T20-record 215 in each others’ company. Royal Challengers’ 235 for 1 was also the highest score of the season, beating their own previous record, while de Villiers’ was the highest individual score of the season. The visitors’ score would be 39 too many for Mumbai Indians.

De Villiers barely mishit a ball throughout his stay, but Mumbai will rue their own shambolic fielding in the third over of the innings, when a

straightforward chance off Kohli was spilled off Mitchell McClenaghan at slip. Kohli would hit 76 more runs from his own blade, but it was the support he provided to de Villiers that made this spill truly costly.

Mumbai delivered too many kneehigh full tosses and overpitched deliveries to such high-quality batsmen, but when de Villiers began to flit around the crease to launch the ball to almost any region of his choosing, the hosts were understandably battered to breaking point. Lasith Malinga, for example, had figures of 1 for 13 from his first three overs. He came back when de Villiers was in full flow and had a near-yorker scooped over fine leg for four, then was cracked almost casually over cover for four soon after. His final over cost 14.

De Villiers began with five dot balls to Malinga, to complete a wicket-maiden, before his expansivegame clicked into place with successive square fours - one either side of the pitch - off J Suchith’s left-arm spin in the sixth over. When Mumbai’s spinners failed to generate significant turn from the surface, de Villiers began to hot out with

more intent. In Harbhajan Singh’s first over, de Villiers creamed him through the covers, then came down the pitch to clobber him over the long on fence.

Suchith came in for more punishment, conceding three more fours - de Villiers once pretending to move toward the off side, only to return to his original position to sweep the confused to the square leg fence - but soon even the quicks were being mauled. De Villiers ran at McClenaghan to drill him to the straight fence, reaching 50 from 29 deliveries, then dropped deep into his crease to crack him past point next ball.

Kohli spent much of the early and mid-innings turning strike over to de Villiers, scoring smartly enough himself, but rarely hitting out against balls that did not deserve punishment. De Villiers, meanwhile, made very good deliveries seem woeful. He made room to drive Hardik Pandya for three consecutive fours in the 15th over, then when McClenaghan sent a ball at his chest, hit it behind square leg for four. It was only after Kohli reached his own fifty, off 39 balls, that he moved to match de Villiers’ aggression. Royal Challengers were 160 for 1 after 15 overs. The pair

plundered Jasprit Bumrah’s 17th for 25. The second of de Villiers’ sixes in that over took him into triple figures, off 47 balls,before Kohli sent the last ball of the over beyond long on to collect a six for himself.

That over was the most expensive in the innings, but there was plenty of mayhem to follow. Pandya’s next two overs were carted for 19 and 17. That he was even given the final over of the innings reflects the chaos that the pair had unleashed on Mumbai’s strategy.

When the hosts’ torment finally came to an end at the innings break, Kohli and de Villiers had hit 25 fours and eight sixes between them.

Kieron Pollard and Llendl Simmons clobbered 70 runs in 37 balls for the third wicket, to restore a little hope for Mumbai Indians, but even their most productive overs were barely staying in touch with the required run rate.

When Pollard holed out on 49 to leave the hosts needing 103 from 40 balls, the match was effectively secure for Royal Challengers. Simmons remained unbeaten on 68 from 58 balls when the innings fizzled out at 196 for 7 from 20 overs.
