September 25 – October 1, 2015 Caribbean Star Newspaper Granger confident of unity talks with PPP

P

resident David Granger said he is still confident that unity talks between the government and the opposition can materialize and he is not worried about a recent statement by General Secretary of the PPP Clement Rohee who said that his party had not agreed to the talks. Speaking to reporters at his office following the swearing of the two new commissioners representing the PPP on the Guyana Elections Commission, the President said he did not believe that the talks have been “ditched or dismissed.” He pointed out that he would have had a meeting with Opposition Leader Bharrat Jagdeo during which he indicated that some of the matters that were raised needed to be the sub-

ject of consultation with the rest of the PPP. “I don’t want to go into more details. I did have the meeting with Mr Jagdeo and certain matters were raised and he indicated that he wanted to consult his colleagues. I am holding him to that. He said he wants to consult his colleagues and we can meet again when he wants, or when we want. I can meet him anytime, anywhere,” the President said. And while Rohee at a press conference on Monday had indicated that there was no formal invitation to the opposition for the talks, President Granger said he believes the first invitation was adequate and that the door is now open for further meetings. “…We have established contact between Mr Jagdeo and his side and some-

body on our side. High level contact and between those two persons they are capable of reconvening meetings within a day’s notice,” the Head of State said. The President said he was not worried about the statement made by Rohee as he believes there is a high possibility of the talks adding that his government is committed to ensuring those talks proceed and “at present they will proceed at the pace determined by the PPP/C and the government. “I am not worried about that I am very confident that the Guyanese people would see a higher level of political collaboration than before,” he stated. “…The APNU+AFC must be aware that the PPP is in no way desperate to engage

both the APNU+AFC. This will be tantamount to a double kiss of death for the PPP; a reality it cannot ignore,” Rohee had said on Monday. “Cooperation within the parliamentary structure and arrangements cannot be avoided but engagement with the APNU+AFC outside of Parliament is clearly political and there is no guarantee that agreements reached will find their way in the appropriate body to make them legally binding,” he added. The PPP has also publicly said that it would not engage in talks with a team headed by Prime Minister Moses Nagamootoo, who the government has named to head its unity team.

Recovery of state property hampered by inadequate laws

T

he State Assets Recovery Unit (SARU) has hit a snag in recovering stolen state assets and is awaiting new legislation as well as reformed laws to comprehensively move to recover these assets. Head of the Unit, Dr Clive Thomas told Stabroek News that his capacity is currently limited due to the lack of necessary legislation. However, he said, moves are being made to formalise the agency’s structure and what it can do at this point in time. By the end of the year, he said, government is expected to formulate a State Assets Recovery law that is both morally and legally sound which will govern the protocol of the unit. According to Thomas, the areas he is looking to have addressed rely heavily on the unit being legally empowered to freeze assets domestically and request foreign financial institutions to do so while investigations are ongoing into the propriety of questionable assets. “What we want to do is to give an order to freeze those assets to conclude our investigation so based on that order we would ask the foreign jurisdictions to freeze the assets for us,” he said. He noted that if the earnings and salary of an individual were known but the person was acquiring cash and assets that far outstrip the probability of their earnings, the unit can move in. At that point, the individual could come forward and either “own up to it or try to negotiate a settlement,” the SARU head said. As an example, Thomas related that for a person who held political office to have acquired multiple homes in the United States, their salary and earnings would have been known and such possibilities for property ownership would seem unlikely. He told Stabroek News that much like anti-money launSEE RECOVERY OF STATE PROPERTY  |  PAGE 9

Guns missiles at Guyana border

head of a defining speech at the United Nations next week in which President David Granger is expected to put forward this country’s case for the decades-old controversy with neighbouring Venezuela to be settled in the International Court of Justice, the Nicolas Maduro administration has escalated tension between the two nations by deploying troops with war tanks and missiles at its western border with Guyana. Caracas has also deployed maritime troops in Guyana’s waters- a situation which Guyana has objected to and has signalled its intention to lodge a formal complaint against, the recession-hit, OPEC state. President Granger, a retired army commander on Tuesday summoned his Prime Minister Moses Nagamootoo; military and police chiefs as well as his top security aides in an effort to craft an appropriate response to this latest act of intimidation by Venezuela. Foreign Affairs Minister, Carl Greenidge said that Guyana has taken steps to beef up its presence at the border, but the administration is urging citizens to remain calm but alert in the current situation. Greenidge on Tuesday night said the Venezuelan military has launched a number of armed vessels in the Cuyuni River- a development that is of great concern to the administration. “So in addition to mobilisation of personnel and equipment including missile

launchers on the other side of its borders on our borders, they have also, as far as I am concerned illegally positioned ships in the waterways of Guyana,” Greenidge said. But, while the Guyana government has expressed concern over the intensified presence of military officials at the border, Minister of Defence Vladimir Padrino Lopez said military officers of the Bolivarian National Armed Forces (FANB) held “operational exercises” in East Venezuela. Lopez according to the El Universal online publication did not elaborate on the specific area in East Venezuela nor the number of soldiers and equipment involved in the operation. The Venezuelan Minister of Defence was quoted as saying “at this time we are conducting exercises to the east of the country, an operational deployment.” He urged Venezuelans to remain calm as the Venezuelan military prepares itself. A similar exercise is being conducted in the Western side of Venezuela, Lopez stated. All military machineries took part in the operational exercise, Guyana Chronicle understands. But Guyana will remain vigilant and is currently monitoring the developments as it is in no position to say clearly why the Venezuelan military has taken upon itself to patrol Guyana’s waterways without permission, Greenidge said, adding that under International practice and out of common courtesy, neighbouring terri-

tories would inform others of impending military exercises. “If the international practice is to be taken as a guide normally your neighbours would advise of such exercise, planned exercises and they would normally advise with good notice so they would plan to keep clear of the area and that there may be unusual activities. We have not been informed of any such exercise”, Greenidge told the Guyana Chronicle. Guyanese to remain calm But as Guyana continues to monitor the situation, strong calls are being made for all Guyanese “to be alert and careful and to remain within Guyana’s boundaries. Those Guyanese that are in other communities we request them to remain calm because we are going to do all that is necessary to monitor the situation and to act in event that anything further happens,” Greenidge assured. Greenidge stressed that under conventions agreed to by both countries; disagreements are to be settled peacefully. He said Guyana has no intention of aggravating the situation and will do all in its power to have the situation resolved amicably. “The International community of course, has agreed and Venezuela is part of the G77 for example and the countries of the UNASUR and MERCOSUR that disputes, disagreements will be settled peacefully.” Peaceful coexistence of states is enshrined in the Charter of the United Nations and “Guyana remains committed to that principle and would regard any act that isn’t consistent with that principle as a breach of international law,” Greenidge underscored, stressing that breaches have serious consequences. Legal ports Guyanese are also being urged to utilise all “legal ports of entry into and out of the Bolivarian Republic of Venezuela if they have to travel.” Steps are being made to inform the international community, the Foreign Affairs Minister stated. “We will inform all those that need to be informed,” he said noting that with the number of reports already circulating on the issue persons are aware. The United Nations he added is the forum for Guyana to raise its voice on the controversy. Asked whether the deployment of troops is an act of intimidation, the Foreign Affairs Minister says he prefers not to label the activities of the Venezuelan military, but stressed that Guyana objects strongly to their presence in Guyana’s waters. “I would leave it as an event taking place in Venezuela, but of course we will lodge a strong objection to the presence of military equipment on Guyana’s rivers.” Greenidge added that neighbours are allowed to use the country’s rivers for “normal passage” but not for “military activities” and as such it is a breach of international conventions. Greenidge explained that while the Venezuelan government has urged its citizens to remain calm during the execution of the exercise, “it doesn’t tell you what is the intent of the exercise, whether it is just another exercise practice or whether they are planning to do anything more mischievous. Certainly, the presence of the boats on the Cuyuni is unjustified and takes us beyond the occasion of a normal

military exercise an annual military exercise or biennial.” Security beefed up At the moment, there is beefed-up security presence at the country’s border. “They would have anticipated things like this in the past and there is a plan and things like this would have been part of the plan to ensure greater surveillance, take precautions and so on,” Greenidge told the Guyana Chronicle. Meanwhile, President Granger on Tuesday described the activities of the Venezuelan military as disconcerting. He told reporters that “extraordinary military deployments in eastern Venezuela, Western Guyana seem to be impacting on Guyana’s territorial defence.” As a result of the troubling situation at the border, the President summoned Police Commissioner Seelall Persaud; Chief of Staff Guyana Defence Force, Brigadier Mark Phillips, Minister of Public Security, Khemraj Ramjattan; Attorney General and Minister of Legal Affairs Basil Williams and Prime Minister Moses Nagamootoo to discuss Guyana’s approach. Asked whether he thinks the military exercise by Venezuela is in relation to the ongoing controversy between the two countries, Granger, said: “I have been in my earlier profession familiar with Venezuelan behaviour and what we have noticed during the month of September is an extraordinary escalation of Venezuelan military activity in eastern Venezuela.” The “provocative” move by Venezuela the President said must be paid attention to as that country has been “aggressive” and “hostile” towards Guyana. “We feel that Venezuela is treading a dangerous course at this point in time. Rather than seeking a peaceful resolution of the matter, Venezuela seems to be pursuing a very offensive and aggressive course,” he added. The President stressed that he will be reiterating Guyana’s position on Venezuela’s illegitimate claims to Guyana’s territorial space in his address to the United Nations General Assembly next week. He added that the Guyana–Venezuela controversy will also be at the forefront of bi-lateral discussions with world leaders. “The most important position for Guyana at United Nations General Assembly would be the threat of aggression from Venezuela and of course the persistence which is renewed on the 26th May,” Granger said. “The situation is getting worse”, the President said. Last week, the Venezuelan Government suspended the appointment of Guyana’s Ambassador to Venezuela Cheryl accusing Foreign Affairs Minister Carl Greenidge of attacking Venezuela through utterances made in the United States. But Greenidge unmoved by the Venezuelan Government’s decision to delay accrediting Guyana’s appointed Ambassador said Guyana will continue to be vocal against Venezuela’s illegitimate claims to the Essequibo Region and Guyana’s maritime space following the discovery of significant oil by US giant Exxon Mobile. Over the years, the UN has attempted to resolve the Guyana-Venezuela border controversy without much success.

SWALD Junior Yaw, also known as ‘Meow’ and ‘Jason’, of East Ruimveldt, Georgetown, was remanded by city magistrate Ann McLennan on an indictable charge of murder. Particulars of the charge allege that on September 10, at Herstelling, East Bank Demerara, he murdered Nathan Andrew Persaud in pursuant of an arrangement wherein money was promised by Beverly Persaud as consideration to him for causing the death of the deceased. The unrepresented 21-year-old security guard made a teary-eyed entrance into the courtroom, and stated his occupation and age to the court. Police prosecutor Deniro Jones requested that the matter be heard on the same day when the

alleged mastermind of the murder, Beverley Persaud, will make her second court appearance. The court granted the prosecution’s request, and the matter was set for October 13 for report. RECAP Forty-six-year-old Beverly Persaud, a shop keep-

At the time, she was in the back seat with the infant and one of her relatives, when suddenly they heard a sound “like the tire blew out,” and then the vehicle began toppling several times. According to her, upon gaining consciousness, she recalled seeing her relative next to her and tried to get him out of the vehicle and persons later rushed them to the Diamond Hospital. Nishkam Karma/ Seva--- the highest Sadhana (Spiritual Discipline) My name is Rita Persaud and I am blessed to be a member of “The Shaanti Bhavan Mandir”. It gives me great pleasure in writing this article on altruism or “Seva”, meaning “selfless service”, or work performed without any thought of reward or repayment. I chose to write on seva because the Shaanti Bhavan family, more so, our youth group. “The Naujavaan Mandalee”, in its own humble way, practice this act on a regular basis, for we believe in “The Hands That Serve are Holier than Lips that Pray”. We try to focus on remembering that, in the joy of others, lies our own, as it propels our organization to devote time and energy towards humanitarian activities in the service of others.

P

hilanthropic work is just as important as spiritual activity and devotional singing. We should not limit our spiritual growth to simply attending temple, but more so we should make selfless service a lifetime activity which should originate from deep within. We should seek opportunities to be of help. When performing seva we should do so willingly, lovingly, selflessly and with a positive attitude, whether it is done alone, at home, at work, or with a group. Nishkam Karma (self-less or desire-less action) should not be seen as a conventional social service, but a spiritual discipline. In serving we should dedicate all our energy and attention to the task at hand. We should forget our body and ignore its demands. We should set aside our individuality and prestige and should pluck our ego by its roots and cast it away. This process makes the mind pure and humbles us, because our attitude during a seva activity, determines whether or not the service helps us grow spiritually. Service performed with a sense of pride or superiority may help the person we are serving, but it does not help us. We

should not pollute our service with the poison of pride. The service we do is for own sake, so it’s very important that we do it with total positivity. Selfless service helps to unfold the latent Divinity in us, put a restraint on our desires, erase our karmic burden, experience the unity of all, become aware of the God within all, and wins the Grace of God. Small acts of service can confer on you great spiritual benefits, by firstly destroying the ego and develop in you the quality of humility, which will then enable you to work in happy unison with others. When one is being charitable with spiritual inspiration it should not be confined to one’s religion, creed or race. If one is kind, he/she should be kind all day, every day and to everyone. Do not believe that you can reform or shape the world through seva that you think doesn’t matter, the true value of seva and its most visible result, is that it reforms you and reshapes you. Through seva one can acquire Karmic merit, which can lead to moksha (liberation of the soul). Finally, being altruistic and kind, with expectations of grandeur, political gains

and favors, or from a sense of pride at your own superiority in skill, wealth, status or authority, is the wrong notion. Serve because you are urged by love, compassion and is concerned more with the needs and wishes of others than your own. It not only helps us appreciate and feel grateful for our own good fortune, but also promotes a sense of connection with others, which is one of the strongest factors in increasing happiness. I urge those who will read this article to get involved in the service to others. Your selfless act will make a difference as the great Mahatma Ghandi said “you must be the change you want to see in the world”. Your efforts need not be global, because it is virtually impossible to change the world in one act of kindness, but focus on the community around you, the neighborhood in which you live,

the partnerships you’ve created, and the lives of those you’re able to touch. Always remember, small steps lead to great changes. Seva is the karmic life preserver that keeps your spiritual head above water by helping others stay afloat. So if you are interested in joining the Shaanti Bhavan family in their Seva programs, you will experience altruism in motion. We are located at 112-06 Jamaica Ave, NY 11418 or you can visit us at http://www. shaantibhavanmandir.com I close by saying “Do not worry about the result. Help as much as you can, as efficiently as you can, as silently as you can and as lovingly as you can; leave the rest to God, who gave you a chance to serve. Jai Shree Ram! MANAVA SEVA, MADHAVA SEVA ……………. SERVICE TO MAN IS SERVICE TO GOD…………SAI BABA.

Police search farm owned by Jennifer Westford

A

farm owned by former PPP/C public service minister Dr Jennifer Westford was searched for about five hours on Tuesday as part of the work being done by the State Assets Recovery Unit (SARU) but nothing was found, sources say. This latest development indicates that SARU still has Westford on its radar even as she has already been charged with a vehicle register transfer scam and is the subject of a $600 million police probe which is being examined by the Director of Public Prosecutions. Persons with knowledge of the matter told Stabroek News yesterday that several police officers visited the farm which is located at Moblissa, Linden/ Soesdyke Highway and served a search warrant on Westford’s employees. The warrant was signed by a justice of the peace and was very “broad,” a source told this newspaper. The warrant was served at around 11 am and the search ended at around 4 pm that day,

the source said. The source related that though the ranks searched the vast area, they found nothing that belonged to the State stashed anywhere. Stabroek News was told that shortly after the warrant was served, the employees contacted Westford. The former minister along with her attorneys Eusi Anderson and Dexter Todd travelled to the location and according to the source, she acted in a professional manner and cooperated fully with the ranks. According to the information received by this newspaper, SARU has its eyes on at least one other former minister who also owns prime agricultural lands along the highway. The unit which is headed by Professor Clive Thomas was set up by the APNU+AFC government soon after it took office to recover money and other assets allegedly stolen under the former government. If needs be, there will be a link up of the unit with local and international agencies to recover these stolen state assets.

Caribbean Star Newspaper Accused child killer deemed fit to stand trial - PI into charge to begin next month

R

yan Bobb-Semple, the man accused of murdering nineyear-old Shaquan Gittens, has been determined mentally fit to stand trial. As a result, the preliminary inquiry into the murder charge against Bobb-Semple is due to begin on October 12. Bobb-Semple, who had been described as mentally unstable, was earlier in the year ordered to undergo a psychiatric evaluation. The evaluation was ordered after his attorney, Paul Fung-A-Fat, had told the court that the accused was not fit to stand trial. Fung-AFat was not present at the man’s hearing yesterday. The decision to begin the preliminary inquiry was announced by Prosecutor Stephen Telford, who informed the court that the prosecution was ready to proceed with the matter and had 14 witnesses ready to testify. The preliminary inquiry will be heard in Court 5, where Magistrate Fabayo

Ryan Bobb–Semple Azore will be presiding. On April 1, nine-year-old Shaquan Gittens, formerly of 2950 Well Road, North Ruimveldt Gittens, went missing after leaving his home to fly kites with his friend in the area. After a harrowing search, the boy’s body was discovered three days later in a trench off of Cane View Avenue, South Ruimveldt Park. Gittens, who was reportedly

Shaquan Gittens wearing only the t-shirt he’d left home with, was found with his hands bound and in a state that indicated he had been a victim of sexual violence. An autopsy report later revealed that Gittens died as a result of a compression injury to the neck and asphyxiation due to drowning.

was a case of placenta accreta, which the patient and doctors were not aware of until she was being placed on the operating table,” Dr. Cummings said. She said, too, that the patient previously had caesarean sections for both of her children, and with this being her third caesarean section, it resulted in a case of placenta accreta. Once a case of placenta accreta is suspected, an early C-Section delivery is advised, followed by a hysterectomy (surgical removal of the uterus). But in Syfox’s case, that route had to be diverted, since she bled uncontrollaby, resulting in her having two cardiac arrests, and upon resuscitation, kidney dysfunction. This was all prior to her being placed on life support. Repeated cases of caesarean section can result in

Junior Minister of Health, Dr. Cummings placenta accreta, and moreso in cases like Syfox’s. But Dr. Cummings believes this can avoided, once pregnant mothers adhere to their prescribed clinic visits rather than assuming their pregnancy is “under control”. Dr Cummings further stated that so far, the Ministry of Public Health is working assiduously to enable cases like Syfox’s to be avoided in the near future.

dering legislation, state assets recovery legislation would not empower a judge to convict a person per se but instead to distinguish that there was cause for investigation and until that was completed, assets would remain frozen. Another level of prosecution according to Thomas, would be to report potential indiscretions to the Guyana Revenue Authority. He said at that point, the unit could approach the tax authority and say “look we have discovered that this person has worked in Guyana for ‘x’ years, he has accumulated ‘y’ million dollars stashed in the bank accounts of the United States that we can get certified by the treasury and we don’t believe this was declared to you, was it?’ And the tax authority [will] say ‘no’ we then say ‘well we are reporting this as undisclosed income’.” Thomas said that in this way, the state could at least recover 30% in taxes immediately. He emphasised that Guyana needs legislation that would be on par with the rest of the world, “these agencies are vested with the power of law to SEE RECOVERY OF STATE PROPERTY  |  PAGE 30

Anamayah Hospital accused of cover-up in expected twin delivery

- says ultrasound was misinterpreted

A Corentyne mother is seeking answers from the Anamayah Memorial Hospital in Berbice, which says she delivered a baby girl via a C-section earlier this month after it told her that she had been carrying twins.

“S

omething went wrong and they are covering up it but I want answers,” Omawattie Samaroo, 37, of Number 2 Village, Corentyne, Berbice told Stabroek News. “I don’t know where my child is but I know it was born. I don’t know if they sell it, they tek it for they self or they do something wrong and make the child died and they covering up,” Samaroo added, while calling for authorities to investigate. In a statement issued Tuesday evening, the Anamayah Memorial Hospital said there was a “misunderstanding/misdirection with respect to the interpretation of the ultrasound” and emphasised that Samaroo only conceived one child. “The patient never carried twins and did not deliver twins,” it added, while stating that the hospital administration spoke to Samaroo and her family at length and explained all that transpired. Minister of Public Health Dr George

Norton told Stabroek News last evening that a thorough investigation will be conducted. He said he was extremely interested in the case and would want to find out what happened. Junior Public Health Minister Dr Karen Cummings, who had earlier said the ministry is aware of the case, noted that abdominal ultrasounds do have a small percentage of error. But she added that since Samaroo is claiming that she had a second opinion, there would be need for an explanation. Samaroo and her family are adamant that while the hospital has since told them that the staff had been misinformed, they were shown the babies moving and had the opportunity to hear their heartbeats on many occasions Samaroo visited the clinic. Although Samaroo is not in possession of ultrasound images, a report that was issued to her by the hospital on Septem-

Omawattie Samaroo with her infant daughter ber 7, when she underwent the last ultrasound examination, indicated that she was carrying twin foetuses. Samaroo said when she was seven months pregnant she visited the clinic and she was informed that she was expecting a girl. The following month, she added, a nurse at the hospital told her that her stomach was too big and she should undergo another ultrasound. She followed the advice and after the ultrasound Samaroo was informed that she should expect twins. On the same day, she added, she had to wait two hours for an injection given to mothers who are expecting twin babies to ensure the babies grow at the same pace. The woman said she happily related the news to family members, who were overjoyed and eagerly awaiting the babies. “Every time I go clinic, the people at the hospital does take so much care for me because they did all know I expecting twins because if you did see my belly size,” Samaroo recalled. “They always tell me when I done do every check-up that my baby them strong, just like me and I is one strong mother and so,” she added. According to Samaroo, on September 7, she was advised that she was ready to deliver and should choose a date. Subsequently, she went to the hospital for delivery on September 12. “I go in the morning and by 5 o’ clock they took me to theatre and said they will start work on me. I go in that time and they ‘knock me out,’” she said, while recalling going into the operating theatre accompanied by three doctors, including Dr Ryan Anamayah, and two nurses. An ultrasound printout given to Omawattie Samaroo which confirmed the presence of twins. She also said that despite the fact that she was given an injection to sleep before the C-section was conducted, she was still conscious and knew what was transpiring in the room. “They did hurrying and do everything and I ask them when I hear baby crying if everything ok and they said yes. And then I ask them what baby I get and they say a girl, so

An ultrasound printout given to Omawattie Samaroo which confirmed the presence of twins I say, ‘Only a girl? What happen to the other one?’ And up to now I can’t get an answer because soon as I ask that they give me another injection and I sleep away. The next morning I woke up, I only see a baby girl,” the distressed woman added. She said when she woke the only person she saw was a nurse, who was attending her baby. “I still ask the nurse what happened and she tell me that the ultrasound machine was showing wrong all the time,” Samaroo recalled. Another relative told this newspaper that family members kept inquiring about what transpired and a hospital staffer told her that the ultrasound machine misled the doctors and nurses. Samaroo and her baby daughter were discharged on September 14. Samaroo said the only records she has from the hospital are the reports of the two last ultrasounds that were conducted. The other records are lodged at the institution. She made a request to access them but it was denied and she was told that if she wanted them she had to go through a legal procedure. Nevertheless, Samaroo, who said she regrets not taking advice to travel overseas for her delivery, noted that if it were a case where the baby had died and she was shown the corpse she would have accepted it. “I just need to know what happened. All they tell me before they send me home was that I get a healthy gal baby and I must tek care of it and myself,” Samaroo said. Meanwhile, the hospital statement said Samaroo and her family were satisfied with the explanation given by the administration. “No baby was stolen, no baby died,” it said, while lamenting that “individuals with ulterior motives” have resorted to using social media to “spread misinformation and make unfounded and damaging allegations” against the hospital. It also suggested that there is a “politically motivated attempt” to besmirch the hospital’s good name.

September 25 – October 1, 2015 11 Caribbean Star Newspaper Former minister had role in selecting scholarship awardees - department manager

The former public service minister was personally involved in selecting students and members of the public service for scholarship awards and training programmes, according to Soyinka Grogan, Manager of the Scholarship Department of the former Public Service Ministry.

G

rogan, who testified yesterday when the Public Service Commission of Inquiry (CoI) began public hearings, also said some selected individuals did not meet the criteria for the awards but the government would make representations for them. Although Grogan did not name the minister, current PPP/C parliamentarian Dr Jennifer Westford held the post from 2001 to May this year, when the former government was voted out of office. Under the recently-elected APNU+ AFC administration, the former ministry has become the Department of Public Service.

Grogan, who has held her current post for the past three years, told commissioners Professor Harold Lutchman, Samuel Goolsarran and Sandra Jones that her department is responsible for the processing of local and overseas scholarships as well as staff development programmes offered by donor agencies. She noted that while her department advertises openings and receives scholarship applications, it does not decide who actually receives the awards. Her department’s scope of work was limited to receiving applications and processing the information received in spreadsheet form for the then public

service minister. The spreadsheet, which profiles the applicants for the scholarships, was used by the minister to select a number of candidates, who are shortlisted. It would then fall to the department to process these individuals. Grogan explained that in previous years there was an interviewing process overseen by a panel of educators, who would interview and shortlist candidates based on the scores they had gained. However, she said, the process has not been used for several years and she could not state what was the actual process currently being used. While Grogan would not admit to ever being surprised by either the shortlisted or selected awardees, she did reveal under questioning that she has had cause, in the past, to bring to the attention of her supervisors that the individual selected did not fit the criteria communicated by the donor agency. In such a case, she said, the government attempted to make representations on behalf of the selected applicant. If these representations were not success-

ful, then a new candidate was selected, she added. Grogan noted that the new administration has not made any changes to the process used to award scholarships. In fact, she said there was no interview process for scholarships recently awarded for the University of Guyana and the Guyana School of Agriculture and the information that was previously presented to the minister is now presented to the permanent secretary. Grogan recommended that the present practice should be abolished and the process reverted to “doing interviews and having a panel which is external to the Public Service Department.” She explained that this panel was composed of technical persons, who were able to interview and determine whether the person had the ability to do what he/she had applied to do. “Years ago it worked; we had better outcomes. We had better persons coming out because we knew that they really wanted to do what they applied to do. Now, we have young persons going with the flow, they just apply be-

cause it is a nice programme but they’re not too sure that that is what they really want to do. At the interviewing level, we will be able to get from the person if they actually want to study what they are applying to study and I think it will make more sense,” Grogan said. The CoI was set up by President David Granger to inquire into, report on, and make recommendations on the role, functions, recruitment process, remuneration and conditions of service for public servants. It is also charged with determining what measures should be taken to improve the efficiency of the public service in the discharge of its duties to the public; to review the methodology used in the classification and recruitment of public servants; and to examine the principles on which salaries and wages should be fixed. Its mandate also includes making recommendations on the age of retirement based on a review/examination. Hearings, which continue today, are being held at the Department of Public Service Building, at Waterloo Street, Georgetown.

Three: We should distance ourselves from those long useless gatherings where nothing is done for hours except laughing and chatting about silly and frivolous matters. Instead, we should gather to remember Allah and cultivate good speech. Four: We must glorify Allah in our hearts. If Allah says do not make fun of one another, our reply should be nothing more than, “We hear and we obey.” Five: We should warn others of the sin of insulting other people and making fun of them, telling lies, slandering. Let us not allow ourselves to be a ‘silent Shaitan’ listening to others being insulted. Let us speak up and say it clearly that this is not something loved by Allah and His Messenger. Seven: And of course, if anyone of us should fall into this sin, we should be swift in turning back to Allah in repentance. Say, O Allah, I ask You to forgive me and I return to You. Keeping quiet is better than uttering falsehood. The worst of all people is the one who is biased in his speech, deviated in his tongue and mischievous in his utterances. The worst of all speech is that which goes against the Book of Allah and the Sunnah of His Messenger (pbuh). The worst speech is also that which is disgusting in nature and abhorrent to the ear. The good word is rewarded and the evil word is punished. Allah lays example in surah Ibrahim 14:v24-26: “See you not how Allah sets forth a parable? A goodly word as a goodly tree, whose root is firmly fixed, and its branches (reach) to the sky (i.e. very high). Giving its fruit at all times, by the Leave of its Lord, and Allah sets forth parables for mankind in order that they may remember. And the parable of an evil word is that of an evil tree uprooted from the surface of earth having no stability.” Therefore, let us pray to Allah (s.w.t) to protect us against sins of our tongues, ameen.

Cops pocket $6M, give cocaine bus free pass P OLICE have arrested three of their own for allegedly taking $6M in bribes to set free four men who were caught with large quantities of cocaine in a minibus in Berbice. Up to press time the three ranks from Berbice including an Assistant Superintendent were under close arrest at the Central Police Station, New Amsterdam. Contacted on the issue, Crime Chief, Wendell Blanhum would only say that ranks from Georgetown have travelled

to Berbice to investigate a very pressing matter, but he would neither confirm nor deny the report. However, usually reliable sources in the Guyana Police Force late last evening confirmed that on September 10, 2015, a vehicle with police ranks were performing patrol duties along the Corentyne corridor when they stopped and searched a minibus which was allegedly carrying large quantities of cocaine and cash.

It is unclear whether the route 63 Moleson Creek to Georgetown minibus was heading up the Corentyne or to Georgetown when it was intercepted. This newspaper was told that the police had received a tip-off that the minibus would usually be transporting drugs, guns and cash. They were also provided with the vehicle number and the travel schedule for the bus. The police ranks while in the vicinity of Springlands, East Corentyne, Berbice,

observed the vehicle and decided to stop it to carry out a search of the vehicle and the occupants. It was during that search that the police discovered that the vehicle was indeed ferrying a very large quantity of cocaine and cash at the time. The ranks on the patrol with the most senior one at the time being a police corporal negotiated with the occupants of the vehicle and the occupants agreed to hand over $6M cash on the spot to the three police ranks who were on the patrol. The men then allowed the vehicle to continue its journey with the cocaine and the remaining large amount of cash while they provided safe passage for the vehicle before returning to a Police Station along the Corentyne Coast. While there the ranks reportedly informed a very senior officer of the illegal transaction that they were involved in, but instead of reprimanding his charges he allegedly took a part of the money. The police source who spoke with this publication indicated that the matter hit the light of day after one of the ranks on the patrol was not satisfied with the amount of money that he received as part of the bargain which had to be done in order to facilitate the bribing of his senior officer. Another version was however that after word of the transaction began to float around the division a police rank who heard of it contacted a senior police rank who immediately launched an investigation and ordered that the named rank be placed under close arrest. The owner of the minibus and the conductor who were working the minibus on the day in question are not in custody but are said to be cooperating fully with the police in this investigation. However the whereabouts of the cocaine and cash which the minibus was allowed to drive off with have not been located. The police up to late last evening have not been able to determine where the items were delivered. From all indications according to police sources, the cash and cocaine might have come from neighbouring Suriname. The matter is engaging the attention of ranks from the Criminal Investigation Department in Georgetown who travelled to Berbice yesterday afternoon as well as ranks from the Police Office of Professional Responsibility. I LOVE THE HOLY SPIRIT Jesus was coming towards the end of His earthly ministry. He would go to the Cross where He paid for the sins of the world by His Blood, then be resurrected to live forever. Jesus knew the disciples would need help after His departure.

H

e was mindful not only of them, but also the entire Church He is raising up to be His witness. He gave them the assurance of sending another Helper. “And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever; Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you.” John 14:16-17. This promise is for everyone who believes in Jesus down through every generation until His return. “Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost. For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.” Acts 2:3839. He, the Holy Spirit, is available for all of us so we can be effective witnesses for Christ. The Holy Spirit is my Comforter. The word “Comforter” translated from the original Greek (parakletos) suggests One called alongside to help in everything. He is our help and strength, advisor, mediator and intercessor. This is a wonderful assurance that we are never alone, neither powerless as Christ’s witnesses. The Holy Spirit is to be with us and in us. Whenever you feel worried, depressed, fearful or intimidated, remember the Holy Spirit is there. When you are tempted or feel weak, be aware of His presence to help you overcome. Satan would like to keep this knowledge from us so he can defeat us and shame the name of Christ. Jesus knew we would need the Spirit’s help. Notice, Jesus referred to the Holy Spirit as “He” meaning a person. He understands our feelings. He gives us the strength and assurance that we can make it with Him. Gal. 5:22-25 KJV says, “But the fruit of the Spirit is love, joy, peace, longsuffering,

gentleness, goodness, faith, Meekness, temperance: against such there is no law. And they that are Christ’s have crucified the flesh with the affections and lusts. If we live in the Spirit, let us also walk in the Spirit.” Every Christian needs the Spirit’s help to walk in personal integrity, godly character, and moral courage empowered by the Holy Spirit. The Holy Spirit is my Teacher and Counselor. “But the Comforter, which is the Holy Ghost, whom the Father will send in my name, he shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you.” John 14:26. He helps me understand what I read in the Word. This inspires me to be better prepared for the Rapture. When I apply my knowledge of the Word in my daily circumstances, I behave wisely before God and man. The Holy Spirit teaches me in every area of life, including my academic studies. He helps me make right decisions by filling me with love for God and love for my fellow man. He will never lead me into a wrong decision. If I neglect Him, I will make mistakes that can hurt me and others. My success depends on my relationship with Him.

each soul is to God. He empowers me to share my testimony with people and pray for them to come to Christ. I am not afraid to share the gospel with people who are hurt, confused or suffering. He is my Source of conviction. “And when he is come, he will reprove the world of sin, and of righteousness, and of judgment.” John 16:8. Everyone needs correction as we grow. I admit I don’t like feeling I am wrong, yet I appreciate when He shows me my wrongs and shows me the right way. When I respond positively to His convictions, I experience inner relief. He forgives me and helps me improve my thinking and conduct. I am better prepared to face life.

He reminds me of what Jesus promised. The promises of Jesus are important to me. When I face challenges, I need to remember what Jesus promised me. I will not be afraid in pain, confusion, restlessness, grief, weakness, etc. because Jesus is always with me as He promised. Every storm will pass and I can be strong in Him.

He guides me into all truth. “Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come.” John 16:13. When He shows me truth, I detect the lies of Satan. This keeps me from falling for deception. I will adhere to what the Bible says. Sometimes, I have to consult with proven Spirit-filled leaders for clarity. I will be patient instead of running ahead of Him.

He motivates me to lead souls to Jesus. “But when the Comforter is come, whom I will send unto you from the Father, even the Spirit of truth, which proceedeth from the Father, he shall testify of me” John 15:26. He reminds me of how important

He is my Helper in prayer. The Spirit empowers my prayer life. “Praying always with all prayer and supplication in the Spirit, and watching thereunto with all perseverance and supplication for all saints.” Ephesians 6:18. “But

ye, beloved, building up yourselves on your most holy faith, praying in the Holy Ghost.” Jude 20. When I need a boost in praying, I depend on the Holy Spirit’s help in this vital spiritual exercise. My prayer time becomes sweet. I look forward for the next time I will spend alone with Him. He is our Friend. The quality of our Christian lives is measured by how much we have fellowship with the Holy Spirit. I pray that every Christian will honor the Holy Spirit. Let us study the Word to strengthen our knowledge and relationship with Him. We will enjoy more interaction with Him and see His wonderful works in our lives. This is why we cherish Him so much. Take your family to church this weekend.

GDF not adding troops to border – Chief of Staff …Gov’t says Venezuela flexing military ‘might’ AMID the tension sparked by Venezuela amassing troops with missiles and guns at its eastern border with Guyana, the David Granger administration continues to urge citizens to remain calm, insisting that there is no need for aggression on its part.

H

owever, while soldiers have been on high alert, Guyana Defence Force (GDF) Chief of Staff Brigadier Mark Phillips said no additional troops have been rushed to the borders. “The Guyana Defence Force is ready to define aggression. We have troops deployed at various locations. The GDF continues to monitor the border with the current troops on the frontier,” Philips told a media conference at the Ministry of the Presidency wednesday . He said troops at Eteringbang, Kaikan and other observation posts along the Cuyuni River are continuing to monitor the activities by the Venezuelan armed forces on Guyana’s frontiers. The GDF Chief of Staff said the military was aware of the buildup of troops at the Guyana-Venezuela border prior to Tuesday’s announcement by President Granger. He said the buildup of the troops became “noticeable and unusual” over the weekend with over 200 troops deployed between San Martin – a small town on the border – and Ankoko Island. Phillips said of great concern is the “deployment of military boats with machine guns in the Cuyuni River.” He reiterated the fact that the Cuyuni River is within Guyana’s borders and to deploy armed boats in the Cuyuni River “is an affront to our sovereignty.” “As you know, there were photographs of surface-toair missiles that were seen within the Venezuelan border

but contiguous to the Guyana-Venezuela border area, we were able to locate the missiles at a town called El Dorado about 57 KM inside of Venezuela,” Brigadier Phillips told reporters. He emphasised the GDF’s readiness and stressed that it is continuing its monitoring with the aim of defining aggression. “Our deployment is geared to define aggression and acts of incursion on our border and we remain ready to deploy additional troops and equipment if need be to those locations,” the Chief of Staff assured. Military troops at Camp Stevenson and Camp Ayanganna and those at other coastal and inland training locations have been briefed and alerted about the situation as well, Phillips noted. “As mentioned earlier, our deployment is geared to define aggression and acts of incursion on our border and we remain ready to deploy additional troops and equipment if need be,” he said. While Guyana is in a state of readiness, Phillips said “we (Guyana) have a settled border with Venezuela and our duty is to define aggression along the settled border with Venezuela. Concern over the closeness Meanwhile, Minister of State and Secretary to the Defence Board, Lt. Col. (ret’d) Joseph Harmon said Guyana is expected to communicate with Venezuela about the military operations near the Guyana border and government’s concern over the closeness, the military

Guyana Defence Force Chief-of-Staff Mark Phillips, along with Minister of State Joseph Harmon and Minister of Governance Raphael Trotman briefig the media on Guyana’s response to Venezuela’s aggression machinery and intensity of activities near to and in Guyana’s territory. The Caribbean Community (CARICOM), Organisation of American States (OAS), Union of South American Nations (UNASUR) and the United Nations (UN) are also to be informed of the new developments. “It is our intention to explore these possibilities to the fullest so that our diplomatic initiative is really where the efforts will be,” he said. Asked why citizens were only notified on Tuesday of the “unusual” activities at the border, Brigadier Philips said, “We have been monitoring the borders every day…reports come in at the headquarters. What we saw a week ago were changes in the deployment on the border, but what occurred over the weekend, Saturday, Sunday Monday, were deemed unusual…” These strange activities, Philips said, were reported to government immediately. Sensitising our people Harmon describing the move by Venezuela as “an act of aggression” said Guyana is preparing itself in the event of aggression but noted that it is government’s responsibility to adequately sensitise its people. “You don’t wait until something happens… it is our responsibility as a government to ensure that the nation is advised and informed of these matters.” He said too, “These are not the days when a government can decide it is keeping information from the citizenry… Our responsibility is to ensure

the information is properly analysed and we provide guidance and careful instruction to the disciplined forces, and ensure our people are informed at every stage. This is the best form of defence. We believe Guyanese people are astute enough to understand the situation.” Show of forces Minister of Governance Raphael Trotman who was also at the news conference told reporters that in acts of conflict there are three stages: “The show of force, threat of force and the use of force.” At this stage, Trotman says Guyana is only seeing a show of force. “We are still in the process of display or the show of force…there has been no threat, or use of force…we will continue to be on alert,” he said after being questioned about Guyana’s deployment of additional troops to its borders. “At this stage it is still a show… militaries show force— we are seeing a show of force, Venezuela is well aware that the world is watching. We don’t anticipate anything along the line of use of force,” said the Minister of Governance. He said too that there is no need for citizens to either panic or believe that Venezuela is about to invade Guyana. “There is no cause for people to think we’re about to be invaded or anything like that. There are obviously maneuvers but these have more of a political end than a military end…,” Trotman said. The actions of Venezuela, the minister said, are expected to make an impact

on the world stage. “So Guyanese ought not to be alarmed that anything is about to happen. …all precaution is in place and everything is being done to monitor and define what is going on. But in no way is Guyana preparing to stage any act or precipitate any act of aggression,” Trotman stated. Grandstanding He said Guyana is “in the throat of some grandstanding” as Venezuela’s president Nicolas Maduro prepares to address the United Nations next week, but will not ignore it. “One only has to see what is happening on the other border with Colombia to know that it is Guyana’s turn to experience some of the same. But we shouldn’t panic or have a sense that we are faced with guns or missiles or anything of the sort.” On Tuesday, Venezuelan Minister of Defence Vladimir Padrino Lopez said military officers of the Bolivarian National Armed Forces (FANB) held “operational exercises” in East Venezuela. He did not elaborate on the specific area in East Venezuela nor the number of soldiers and equipment involved in the operation. By Ariana Gordon

5 reasons why young families need financial protection now

If you’ve played sports at any level, you know how powerful momentum can be. When it’s on your side, the game feels easy. When it’s not…well, things can snowball on you in a hurry.

T

hat’s why it’s so important for young families to start building financial security—and to do it right away. While this may seem like an impossible task in today’s economy, you may find it comforting to know that there are steps you can take—no matter how small—that can have a significant impact on your future. Take life insurance for example. While many young couples mistakenly believe that

life insurance is too expensive, those who look closely are often pleasantly surprised. Let’s look at a few reasons why: 1. Life insurance is more affordable the earlier you buy it. The premiums on life insurance policies are partially based on age. In most cases, that means the earlier you buy, the lower your premiums will be.

2. Term life insurance provides economical protection. Term life insurance policies provide temporary protection (as opposed to the lifelong protection of permanent life), so they are initially less expensive. That means you have the ability to provide your family with more protection than you ever thought. 3. You may be able to upgrade later. Many term life policies allow you to convert to permanent life insurance if your needs and budget change. That way, you can lock in a lifetime of protection and never have to worry about being denied coverage due to a change in health. 4. You never know when something will happen. While we don’t like to admit it, tragic events can—

and do—happen every day. For young families, this can be especially troubling since they often have the fewest assets to fall back on and the most time to live without your financial support. 5. You can use other assets more freely. Knowing you have this basic protection in place, you may be more willing to put your other financial resources to work. It isn’t easy for young families to make financial headway these days. But like most things in life, the sooner you start, the better off you’ll be. As we’ve seen, life insurance can be an affordable way to get the ball rolling, and to give your loved ones the financial protection they need, at the time when they need it most. 26 September 25 – October 1, 2015 Caribbean Star Newspaper RIDGEWOOD COUPLE CHARGED WITH POSSESSION OF CHILD PORNOGRAPHY Husband Allegedly Downloaded Sexual Images And Videos And He And Wife Would Watch Child Pornography Together

Q

ueens District AttorneyRichard A. Brown announced todaythat a Ridgewood couple has been charged with possessing numerous files of children, some as young as three, depicted in a sexual manner or performing sexual acts. It is alleged that the files, consisting of images and videos, were downloaded off the Internet by the husband using a peer-to-peer network. District Attorney Brown said that a peer-to peer-network is a network whereby computer users may directly connect to each other via the Internet and exchange files with each other. It allows one to search for files contained on other computers on the network. Each computer on the network can access the files of the other computers on the network which a user has selected to share on the network. “The Internet has replaced the proverbial back alley as the place where purveyors of child pornography gather to share their vile and disturbing videos and photographs of young children being sexually abused,” said District Attorney Brown. “It is important for the public to remember that the images and videos being exchanged are, for all intents and purposes, photos and footage of crime scenes as they depict real children being cruelly victimized both physically and emotionally and who will have to carry the painful memory of that which occurred to them for the rest of their lives.” District Attorney Brown continued, “Per-

haps what is most shocking, as alleged in this case, is that the husband and wife defendants could consider viewing such disturbing imagery as family entertainment.” The District Attorney identified the defendants as George Slavescu, 49, and his wife, Ioana Pricope-Slavescu, 35, of 67 Street in Ridgewood, Queens. Both defendants are awaiting arraignment th in Queens Criminal Court. George Slavescu is charged in a criminal complaint with 19 counts of promoting a sexual performance by a child and 19 counts of possessing a sexual performance by a child. If convicted, he faces up to seven years in prison. Ioana Pricope-Slavescu is charged in a separate criminal complaint with 15 counts of possessing a sexual performance by a child. If convicted, she faces up to four years in prison. District AttorneyBrown said that, according to the complaints, a detective assigned to the New York City Police Department’s Vice Major Case Team was utilizing a law enforcement tool on August 5, 2015, to investigate individuals in the New York City area who were sharing images and videos of possible child pornography on a peer-to-peer network when he made a direct connection with an IP (Internet Protocol) address being used by George Slavescu and was able to download one video file, over a minute in length, he was sharing which depicted a young female child who appeared to be between the

ages of eight and eleven performing an oral sexual act on an unidentified male. The following day, according to the complaints, police again used the law enforcement tool and again made contact with the IP address being used by George Slavescu, The detective allegedly observed a list of files that were being shared by George Slavescu and was able to download a video file depicting numerous clips of various adults fondling and/or performing sexual acts on young girls who appeared to be less than 12 years of age. On two occasions between August 7, 2015, and August 20, 2015, police allegedly downloaded two additional video files of sexual performances by children. One file depicted a naked young boy approximately three or four years in age and the other depicted a naked girl approximately six or seven years of age. On September 17, 2015, police executed a court-authorized search warrant drafted by the District Attorney’s Computer Crimes Unit on George Slavescu’s residence and determined that George and his wife, Ioana Pricope-Slavescu, were the sole residents at the location. It is alleged that a preliminary forensic exam on the computer tower used by George Slavescu found hundreds of images and videos which by their titles appeared to be child pornography, some of which were put on a thumb drive before the forensic preview was halted. Fifteen of the videos allegedly depicted girls under the age of four-

teen involved in sexual acts with adult males or performing in a sexual manner. It is additional alleged that George Slavescu stated, in sum and substance, that he been downloading videos of child pornography for the past few years using peer-to-peer networks and that he had more than a thousand files of child pornography, some depicting children as young as three years old, and that he would masturbate to the videos. Ioana Pricope-Slavescu allegedly stated, in sum and substance, that her husband connected the computer tower in their living room to the television and they would watch child pornography together. The investigations were conducted by the New York CityPolice Department’s Vice Major CaseTeam. Assistant District Attorney Kateri A. Gasper, Chief of the District Attorney’s Computer Crimes Unit, is prosecuting the case under the supervision of Assistant District Attorneys Gerard A. Brave, Bureau Chief of the District Attorney’s Organized Crime and Rackets Bureau, and Catherine C. Kane and Mary M. Lowenburg, Deputy Bureau Chiefs, and the overall supervision of Executive Assistant District Attorney for Investigations Peter A. Crusco and Deputy Executive Assistant District Attorney for Investigations Linda M. Cantoni. It should be noted that a criminal complaint is merely an accusation and that a defendant is presumed innocent until proven guilty.

Voice Of The Youth My name is Shaw Ryan Khan. I am the son of Shaw M. Khan and Camille Zeena Khan and I am the grandson of Haji Ali Akbar Khan and Azeezan Khan from Canegrove, Guyana ,as well as Harry Singh and Lillian Ganpati Singh from Industry, Guyana. My respect to my parents and my grandparents always. I must first start by apologizing to all of you for not having an article in the last two weeks. I have received several phone calls that asked me if I gave up writing or had nothing else to write about. Surprisingly, all the phone calls I’ve received were people who wanted to give me topics to write about and who encouraged me to never stop writing. That means a lot to me so I also want to thank all of you for that! Your faith and support in me is what makes me love doing what I do. Let me explain why I was inactive for the last 2 weeks. As all of you know, I am a college student who majors in Law and minors in Business Administration. I will not say it is tough but I will not say it is easy either. But, I will say that it requires effort, determination, and a decent amount of studying. With that in mind, I tend to utilize what my mom thought me as a child. When I was a child, my mom would tell me to study and work hard so that I can get good grades. However, when school was over, she would never force me to study. Why? She believes that summer break are meant to be what it is called, a break. It is a time in which you relax your brain. Basically, it is your brain’s version of taking your vehicle to get gas when the tank is empty or near empty. During the summer, you are refueling your brain by relaxing. And by the time summer is over, you are relaxed and ready to work again. During this past summer, however, I decided to take some extra classes in order to finish my Undergraduate years of College on time. It was not the best decision in the world but it was definitely worth it if it meant going to Law School when I originally planned to go. In my College, summer classes are much more intense and fast paced because it only lasts for one month in total. So basically, you are attempting to learn 3 months of work in a period of one month, which is not too fun but also decently challenging. I took 2 classes from June to July and 1 class from July to August. When all was said and done, I had about 2 weeks left over for summer so I decided to relax and balance myself once more. And let me tell you, I feel great! I hope no parents mind when I say this but I think this is a good idea for everyone regardless of age and as long as they are going to school. You might say that people who work at jobs don’t have such a long break known as summer vacation. But think of it this way; eventually, your kids will start to work at jobs. While they are still full time students, let them enjoy, relax, and utilize their vacations until the time for them to work arrives. We are human and there is only so much pressure we can take. Keep in mind, I am not telling anyone how to raise their kids; I am simply sharing what I’ve learned through personal experience and if you want to use it as well, that’s great. I don’t want to give any fancy transition to my topic. In honor of my grandfather, I want

to take the opportunity to talk about him and my grandmother. Wednesday the 16th of September marked the 16th year that my grandpa passed away. Keep in mind that I will be talking about my grandparents on my mom’s side. Our grandparents are so full of knowledge, wisdom, stories, laughter, and happiness. And I will say this; if you are a grandchild or if you have a child, I encourage you to visit your grandparents and spend time with them. If it weren’t for them, you would never have your cousins, aunties, or uncles. If it weren’t for them, you would never have your brothers and sisters. If it weren’t for them, you would never have your parents and you would never have been alive. So keep that in mind, be thankful, and consider, go visit your grandparents. Trust me, if you do this with a loving heart and if you do this willingly, you will never regret it. I know, based on personal experience, that I loved visiting my grandmother and grandfather. My mother always told me to never live in regrets. Life is almost like a timer, but it will never pause like a timer nor will it ever be reversible. Like I mentioned above, Wednesday, the 16th of September marked the 16th year that my grandfather has passed away. I was only around 5 years old when he passed. And it’s crazy how life works. God did not make me remember my grandfather when he was about to leave this world. I heard about the stories and there were even times when I heard that I went to see him in his last days. But, I guess my grandfather talked to God and asked him to give me the blessing to remember him for what he wanted me to remember him by. So let me tell you how I remember my grandfather and it is quick and simple. Whenever I went to visit grandpa, he would always give me a shiny red apple to eat. And when he gave it to me, he had this cute smile on his face. And I would always smile back because, even at a young age, I loved the fact that he cared so much for me that he made sure to always have a shiny red apple to give me. You might say that the gift he gave me was not expensive, was not glamorous, fancy, flashy, or trendy. But to me, it was perfect. It was the best gift a grandson could ever ask for. Don’t get me wrong, I am not saying that I loved the materialistic item. Rather, I loved the meaning of the item. The item was a symbol of the pure and endless love my grandfather had for me and I know that he is watching down at me from Heaven with the same love. I remember one specific story my mom told me. When I was born, my grandfather started jumping in excitement and yelling “Camla beat all of ya. She get the first boy son.” What he meant is that my mom was the first of his children to give birth to a boy child first. It’s amazing to know that my grandfather was already proud of me when I didn’t even do anything in this world yet. I think it’s safe to say my grandfather must be crying tears of joy at this moment because of what I have done in this world so far, and I’m sure he knows I am not even close to being done. Don’t think otherwise, my grandmother is the same way. If you ever look at me, notice how amazing my

nose is. It’s because of my grandmother that I got this nose! I remember stories of when my grandma would be with my mom teaching her how to raise me and would be helping to raise me. No matter when I visited her, she would always smile at me, give me a long hug, several kisses on my cheek, and tell me I have her and my grandfather’s blessings. I always say that my mom and dad are my biggest fans. But, as I write this, I realize I am wrong. The biggest fans I have are my grandparents. Let me explain; years ago, I recorded a CD with my dad. When my grandmother heard this, she wanted a copy. It was an Islamic CD but she didn’t care because she respected all religions and she really wanted to be able to playback the audio of me and my dad singing. When I was on T.V., even if it was early in the morning or late in the evening, she made sure that she was awake and ready to see her grandson and son-in-law in action! I heard rumors from the nurse’s aid who would watch with her that my grandma would smile, cheer, and clap when she saw us on T.V. It was truly a blessing to know my biggest fan was also the person who I am the biggest fan of. It seems that my grandma had a talk with God as well because I can’t honestly remember my grandma during her last days. Don’t get me wrong, what I mean to say is that the memory that comes to mind and stands out the most when I think of my grandma is the one where she was sitting up in her bed when we went to visit her. I was videotaping my trip to grandma’s house but I don’t need a videotape to remember this. When I went into the house, I said “Hi nanny!”, and she said with a cute smile, “Hi!” I told her “I miss you!” She gave me a hug and two kisses said “I miss you too!” In the background was Indian music playing, because she loved Indian music. And that’s how I remember my grandma. When my grandfather passed, I remember I had a dream. In this dream, I didn’t really know where I was but I felt calm and peaceful. I remember that my grandpa came to me, went on one knee and gave me a shiny red apple, smiled, and patted my head. I woke up immediately not knowing what it meant. But years later, I still remember this dream and I feel like it was his way of saying that he will always be with me. When my grandmother passed, I remember I had a dream as well. And in this dream, my grandma was smiling, laughing, and dancing to Indian music. She grabbed me, gave me a hug and kiss and pulled me to dance with her. I woke up after that as well. And I know that dream also meant that she is in a happy place and she will always be with me as well. My grandma and grandpa on both my mom and dad’s side did not get to live to physically read my articles but sometimes I see my father and my mother reading my articles out loud. I never understood why but I think I know. I think my grandparents instill it in my parents to read the article so that they can listen to it and keep up with all that I am doing. I may have only talked about my grandparents on my mom’s side but I know for a fact that my grandparents on my dad’s side are equally proud of me and love me. I was not born to

get a chance to physically meet my grandparents on my dad’s side but the countless stories that dad told me makes me feel like I know who they were even though I never met them. I am worried about one thing though. My grandparents on both my mom’s side and dad’s side love me and are proud of me. But I can safely make a bet that they are always constantly debating over which one of them is really my number one fan! My grandparents and my parents are my greatest motivation to never give up and keep doing what I am doing. Even though my grandparents are not here anymore, I still believe and feel that they are watching over me and that they are blessing me. I don’t know how Heaven works but if it works in a way that allows them to read what I write or hear when people read what I write then I want to say this; “Thank you grandma and grandpa on both sides. I love you, I miss you, and I hope your little grandson is making you proud. Everything that I am, everything that I was, and everything that I will be is because of you all. And I say that with the utmost of respect. I will never stop working to make all of you proud. And I hope and pray that God continues to keep you happy in paradise. And I hope and pray that God gives you a front row seat to watch your grandson carry on your names with honor and pride. Love always, your grandson, Shaw Ryan Khan.” Before I end my article, I just want to say this; may God continue to bless each and every one of you and I wish for you to achieve peace and serenity in your lives! Lastly my readers, in your journey through life, I hope you heed my advice. I want nothing except peace and serenity. And remember this; “If you’re lucky enough to still have grandparents, visit them, cherish them and celebrate them while you can.” God bless you all and see you in two weeks! (Like my articles? HE teenager who attempted to take her life weeks after her mother committed suicide, following the killing of her (the teen) prison officer step father, is now married. The girl, 17 of Barrackpore tied the knot on Saturday last with a 24-year-old Penal man. The marriage was performed by a pundit in south Trinidad and witnessed by several of her family members. Among those attending the wedding were the teenager’s father, siblings and other relatives. The wedding ceremony took place a few hours after the teenager was discharged from the San Fernando General Hospital after being warded at the Psychiatric Ward. Nearly two weeks ago, the teenager attempted to take her own life by consuming

Police reported that a bottle containing paint thinners was found on the ground nearby. The young woman was rushed to hospital in an ambulance. The girl underwent a psychiatric assessment and counselling. Prison officer Robert Seecharan, 36, was killed with his licenced firearm at the hands of a teenaged relative. Two weeks after his death, Seecharan’s commonlaw wife Sherry Ann, 35, took her own life by consuming a poisonous substance. In July, Seecharans’ brother-inlaw Cyrus Joseph, was shot and killed in his garden in Barrackpore in full view of his two children. On July 29, Seecharan was shot and

UNC slams PM on murder rate

O

pposition Leader Kamla Persad-Bissessar has questioned the “deafening silence” from Prime Minister Keith Rowley—chairman of the National Security Council—about the country’s spiralling murder rate. She spoke about the situation after yesterday’s launch of the 11th Parliament. Up to yesterday, thirty murders had been reported since September 12. President Anthony Carmona, in addressing the ceremonial opening of the new Parliament, also spoke about the crime situation, saying, “We as a people cannot, in good conscience, sit idly by while entire communities are under siege. You have only to open the newspapers, and some of us, our doors, to see and feel the debilitating effects of crime on our society. “It is easy to lay blame at the doorstep of the incumbent Government or the past government but we are all responsible, in more ways than one. There is a spirit of inhumanity that is sweeping through our nation, marked by a callous disregard for the sanctity of human life.” Persad-Bissessar, who holds the national security portfolio in the opposition PP shadow cabinet, speaking to the media after the function, said: “The murder rate is tremendous cause for concern for all of T&T. “But what I find very strange is the deafening silence on the part of the Prime Minister who is the chairman of the National Security Council, and also, indeed, from all of them on what plans do they have on this—if at all they have a plan—and what they would do to stem the tide of murder.” Persad-Bissessar also took issue with National Security Minister Edmund Dillon’s call for the Opposition not to “politicise” crime. She added, “To say it should not be politicised is in effect politicising it. But moreover the country needs the comfort and assurance from those in charge of the national security apparatus—the minister and chairman of the National

Independent Senator Paul Richard, centre, poses with Princes Town MP Barry Padarath, right, during yesterday’s ceremonial opening of Parliament at Tower D, International Waterfront Centre, Port–of–Spain. Also in photo at left is Adrian Leonce, MP for Laventille East/Morvant. Photo: ABRAHAM DIAZ Security Council—who owe T&T some words of comfort and assurance that they will in fact be dealing with this issue.” On the death of 13-year-old Yakini Charles of Gonzales who was shot dead recently, Persad-Bissessar added, “It is tragic when it is a child or anybody.” About the opposition PP’s senate bench which lacks a Tobago representative, Persad-Bissessar said the Opposition chose people who would bring experience which was needed in the Senate. “I’m quite satisfied with the selections which were made.” She also commented on the president’s address in which he urged MPs to work together. “We’ll give them a fair chance and the benefit of the doubt. We had no problems, for instance, in seconding the nominations for House Speaker and deputy speaker,” Persad-Bissessar said she had also noted other parts of the address on incorporating the skills of youths and for enactment of disability legislation which her government passed in June. She noted the Opposition PP had the youngest MP who is Princes Town MP Barry Padarath.

killed with his licenced firearm during a domestic dispute while he and his family members were returning to their Barrackpore home following a beach outing. His teenaged step-daughter accepted responsibility for firing the fatal shot telling investigators she did it to save her mother’s life. It was reported that Sherry Ann, a housewife, was the victim of domestic violence during the couple’s fiveyear relationship but loved her common-law husband so much that she said she couldn’t live without him. Following Seecharan’s death, Sherry-Ann and her two daughters were taken in for questioning and subsequently released when the Director of Public Prosecution ordered no charges be laid. Sherry-Ann never recovered from the heartbreak over the death of her com-

mon-law husband and on August 12, took her own life by ingesting a toxic substance. Since the death of her mother and step-father, Newsday learnt that the teen had been staying with her father but became depressed. Yesterday, one relative said the girl was not emotionally ready to become a wife. “She is still dealing with all these deaths and now to become a wife... it is not right at all,” the relative said. “She almost died and now turns around and gets married,” the relative said. The relative said that the teen’s father and the groom had no right to allow a girl at such a tender age to take such a huge step as marriage given her emotional and psychological struggles. The teenager now lives with her husband somewhere in south Trinidad.

Maduro wants one-on-one talks with Granger

President Nicolas Maduro

A

head of addressing world leaders at the 70th United Nations General Assembly Meeting in New York on Tuesday, Venezuela’s President Nicolas Maduro has extended an invitation to Guyana’s President David Granger to talk.Maduro, through his weekly television broadcast “Contact with Maduro” has called on the Guyanese leader to have a one-on-one meeting. “He extended a call to the President Granger, to facilitate a meeting in which they can find a positive way to clear obstacles in relations between the two governments,” a statement from the Ministry of Foreign Affairs of Venezuela stated. The statement dated September 22, was issued on the same day that the Government of Guyana announced what it described as “unusual” activities at the Guyana-Venezuela border and on the Cuyuni River. Approximately 200 military troops have been participating in what the Venezuelan Minister of Defence called “operational exercises”. Maduro hopes that with a meeting of the two leaders, “steps to regularise relations between the Co-operative Republic of Guyana and the Bolivarian Republic of Venezuela” can materialise. The Venezuelan President said he is prepared to undertake all diplomatic actions with the aim of resolving the border controversy but maintained that Venezuela has a legitimate claim of Guyana’s Essequibo Region. “We, via the Geneva Agreement and international law, maintain our historic claim Guyana Essequibo we left (Simon) Bolivar,” he

President David Granger was quoted as saying. Maduro said his country has always respected and supported Guyana. “We love and respect the people of the Cooperative Republic of Guyana… Venezuela has been the country that has most helped Guyana in its history, since it was the site of British Guiana,” he said. But the leader of the Spanish country doubted whether the President and people of Guyana were equally affectionate towards the people of Venezuela. The Venezuelan leader believes that “imperial centres are reviving international threats to spark a conflict with Guyana through the ‘Operation Pincer’ against the Bolivarian Revolution.” “But against this new attack by international law, I aspire, hope and fight for Venezuela to recover its Guyana Essequibo, in peace,” he added. The Venezuelan president denounced attempts to revive conflict between Venezuela and Guyana noting that “Venezuela has the legal and historical reason to make the claim for Guyana Essequibo, and that only through international law and the Geneva Accord can it finally resolve this situation,” the statement said. In July, Foreign Affairs Minister Carl Greenidge said Guyana is not open to having a one-on-one meeting with Maduro. Greenidge said, “We are not meeting one-onone, there is no proposal to meet one-onone…what would we meet one-on-one for?” The Foreign Affairs Minister did however state that there is adequate room at the level of the United Nations for discussions to be conducted.

Caribbean Star Newspaper Happiness is a choice. But peace of mind is a gift— Vp Premier WEEKLY HOROSCOPE September 25 – October 1, 2015

The weekly horoscopes are updated on every week to gives you an in-depth insight into your family, your love life, any career opportunities, friends and money issues.

ARIES

(March 21-April 19) On Monday you’re feeling a little sluggish. You’re lost in your own thoughts and everyone else seems to be lost in their own thoughts, too. It’s unusual for you to feel so introverted, but it’s nothing to worry about. Later in the week -- beginning around Wednesday and continuing into Thursday -- your mood is going to change considerably. Friday you’re going to realize that a ton of people are following your lead and looking to you to make the next move. Being a pioneer is somewhat daunting, but stick to the main trails (especially this weekend) and you’ll do fine.

LEO

(July 23-Aug. 22) Things may not be as they seem on Monday. On the surface, everyone is happy and getting along just fine, but dig a little and you’ll find a different story. You’re smart enough not to take things at face value. (You’re also smart enough to be on the lookout for anyone who might have a private agenda midweek.) Friday and Saturday, you’re going to be distracted from the giddy whirl that is your social life by a sudden surge in romantic energy. Someone really likes you. And they have something genuine to tell you. Listen.

SAGITTARIUS

(Nov. 22-Dec. 21) You’ve been having these crazy dreams lately, and they’re all you can think about Monday. What could they possibly mean? Are they just bizarre and absurd or is there something to them? (And anyway, your normal life has been feeling a bit absurd lately.) People like hearing about your dreams, and Wednesday and Thursday, someone you know might be in the mood to be entertained by one of your wild stories. This weekend, you and your friends have so much fun just sitting around and talking, who needs to spend money?

TAURUS

(April 20-May 20) Whatever you feel Monday, you’re going to feel it intensely. If something seems, it’s going to seem unbelievably profound. Likewise, if someone says something funny, you’re going to laugh uncontrollably for what seems like hours. Passions run deep through midweek, and that’s perfectly okay. (Just try not to be too sensitive or moody.) Later in the week, someone is going to want you to commit to a financial deal, but you’re going to feel too tentative about it to sign the dotted line just yet. You have other things on your mind. Take the weekend to think it over.

VIRGO

(Aug. 23-Sept. 22) Even though you don’t flaunt it, you have a pretty analytical mind. You know what’s really going on here. Share your insight on Monday with a good friend -- someone who doesn’t have a stake in this situation, someone you can trust. And listen to what they have to say. (Their perspective is going to be pretty illuminating.) In fact, you’re going to spend Tuesday through Friday listening to what other people have to say. Your family, for instance. (Your best bet? Just go with the flow. Don’t try to argue.) This weekend, you’ll be happily distracted from everything else by romance.

CAPRICORN

(Dec. 22-Jan. 19) Monday is all about your friends. There’s a chance you may need to call on someone for help, but everyone always calls on you for help, so there’s no need feel guilty. There is a lot you want to get done by midweek, and some of it is going to seem impossible. Rest assured, it’s not. When you and your best pals put your heads together, there’s really not very much you can’t do. Persevere and you will prevail. Even this weekend, an unexpected (and positive) outcome is going to prove that the world is aligned in your favor.

Why it’s better to be a Leader than a Follower! By: Varun Paras of the Naujavaan Mandalee Youth Group of the Shaanti Bhavan Mandir!

I

n my opinion it is better to be a leader than a follower, even though it may have a ton of responsibilities. It gives you pleasure when you can think for yourself and make a reasonable judgment to control your actions, instead of being pushed to do something stupid and have regrets later. When you are a leader you are committed to the mission of the team you are on and have enough skills to act by yourself to complete a task on your own if need be. This way you put every effort into making your mission successful and not just doing as you are told without any care. Being a leader you are courageous to stand up for what’s right, even when they go against your elders. It gives you a great opportunity to always be brave enough

GEMINI

(May 21-June 20) Your powers of observation are unmatched, and Monday or Tuesday you’re going to see something that to your mind changes everything. People are so complicated. Share what you know with a good friend. Get a second opinion. (As perceptive as you are, there’s no sense in rushing to judgment.) On Thursday and Friday, you’re going to feel closer to a certain friend than ever before. There’s a chance you may confide one of your own big secrets. All kinds of things are coming to the surface these days. If the weekend seems a bit confusing, it’s just because you’re processing a bunch of new information.

LIBRA

(Oct. 23-Nov. 21) Monday and Tuesday (and probably the rest of the week, too) are all about business and money. It’s all you’re going to be able to think about. Someone you know might want to start a business together, or they may have a money-making scheme they want you to be a part of, and even though it all sounds a bit far-fetched, you’re going to at least entertain the idea. The truth is, you’re really good at expressing yourself and getting things done, and maybe this is the kind of leadership role you’ve been waiting for. You’re going to continue thinking about your career and your future this weekend.

AQUARIUS

(Jan. 20-Feb. 18) You were all gung-ho about your career just a couple days ago, but at the start of the week, you’re not so sure. The thing is, you haven’t really figured out what you want yet, so it’s hard to know if you like what you have. You’re in a good place, but could you be in a better place? Hard to say. Midweek, it’s worth asking a friend you respect (and who is in love with their career) for some advice. On Friday and over the weekend, plan to spend some time with people who have nothing to do with your professional life whatsoever. Take your mind off things. Have some fun.

RECOVERY OF STATE PROPERTY CONTINUED FROM PAGE 9

CANCER

(June 21-July 22) Should you stay or should you go? Are you feeling under the weather or on top of the world? Why can’t you figure your own mood out? Every time you have to make a decision on Monday, Tuesday and Wednesday, you’re going to be stalled by indecision. That’s why you shouldn’t commit to any long-term plans. Not yet, at least. On Thursday, someone is going to ask a favor of you, and even though you’ll be happy to oblige, it’s going to make you realize you haven’t done a favor for yourself in so long. What are you waiting for? Do something for yourself this weekend!

SCORPIO

(Oct. 23-Nov. 21) You can’t help it. You have this aura that people are drawn to. Especially at the start of this week, you’re going to find yourself surrounded by more friends than you ever realized you had. People are attracted to your energy and your confidence. So, whatever you do midweek, especially in social situations, be energetic and confident. Don’t be afraid to state your opinions, even if you know other people disagree. (And don’t be shocked if you find some of your own opinions changing somewhat, based on what other people have to say.) You get along well with people. You’re going to be reminded of that all weekend.

PISCES

(Feb. 19-March 20) You’re happy to help people out on Monday, but you’re not exactly thrilled about your suspicion that people are perhaps taking advantage of you. Is that what’s happening? Or are you just being over-sensitive? Friends -- they can be so confusing. Just keep your wits about you, and the moment you feel like someone might be taking you for a ride, call them on it, especially Wednesday. (Nothing commands more respect than just being upfront with people.) On Friday or possibly over the weekend, someone you adore is going to ask you for some help, and you’re going to be perfectly happy to do whatever they need.

ADVERTISE IN CARIBBEAN STAR to defend what’s right and not just being a follower afraid to speak. Being a high school student now, I think it is important to be a leader to avoid peer pressure and bullying. I have observed that if you are a follower you don’t always receive the respect you deserve, followers are most often ignored. While being a leader you are recognized more often, and get most of the credit for everything, whether it be school work, a project or even doing the chores. Over all I believe being a leader is best, which I always strive to be. Jai Ho!

Kunal K emmu escapes a mishap on the sets of 'Bhaag Johnny'

K

unal Kemmu had a close shave on the sets of director Shivam Nair's Bhaag Johnny, which also features Zoa Morani and Mandana Karimi. A particular chase sequence required Kunal to run from a distance and leap into a motor boat where Zoa was sitting. The stunt choreographer took two shots with the actors, both of which looked good. But the team agreed on an extra retake just in case they needed it, during which the mishap occurred. The scene started rolling, with Kunal running to jump into the boat to be with Zoa. Incidentally, there was a miscommunication with the boatman, who started moving the boat away from the shore

before time. Kunal risked jumping into the moving boat to complete the scene. Recalling the accident, he says, "I knew I wouldn't make it and had to make the choice mid-air. I could have either fallen straight and hit my head on the boat, which would be really bad, or blocked the collision with the boat with my leg. I chose the latter and ended up injuring my shin." Though the actor was injured, he didn't halt the shoot and finished the rest of the scene. Thankfully, the accidental action sequence got the director's nod and they didn't need another retake. Bhaag Johnny, produced by Super Cassettes Industries Pvt Ltd, releases September 25.

ecently, Pakistani distributors reportedly refused filmmaker Madhur Bhandarkar's Calendar Girls fearing backlash from their Censor Board for an objectionable dialogue in the movie. Now, their Ministry of Culture has sent a letter to the Censor Board stating that it won't issue a No Objection Certificate (NOC) to the film. Consequently, the Censor Board officials, who were supposed to watch the movie on Wednesday (September 23), weren't able to issue it a clearance certificate. As a result of these developments, the film, which releases in India on September 25, won't open in cinemas in the neighbouring country. According to the film's overseas distributor Sajjan Damani, "We had applied for the censor certificate clearance through one of the Pakistani distributors but their Ministry of Culture refused to issue the NOC only on the basis of watching the trailer. They have taken objection to a dialogue

M

UMBAI: The Brihanmumbai Municipal Corporation (BMC) has served notices to three Bollywood actors and a singer after their residences in suburban Juhu and Malabar Hill here were found to be breeding grounds for mosquitoes The notices were served yesterday to Bollywood actors Anil Kapoor, Juhi Chawla and Jitendra along with singer Amit Kumar Ganguli by the insecticide department of the civic body as part of their drive against the deadly dengue disease. "Notices were issued after a inspecting team conducted a check at their residences and in all major places in Mumbai and found out that the bungalows of the

S

unny Leone might have been fighting for her spot amongst some of Bollywood's elite for the better part of three-years since she broke onto the scene with the flick Jism 2, but it looks like the former XXX porn star has finally reached the top. She sings in a slew of her movies, and now is being reported that the starlet might be earning a pretty penny, upwards of $2 Million in booking fees, to perform songs from her movies live at events and award shows. According to ARY News, the star is being offered a considerable payday to open up her already impressive resume of hosting, and acting, to include some live performances of the songs from her movies. The offers aren't lowballing the starlet either, instead they are considering big paydays for Leone. "Owing to her mass appeal as a dancer and Bollywood personality, Sunny Leone is being sought-after to perform live in concerts and award shows," the news site reported. "Reportedly, the actress is being offered as much as Rs 14 crores for one performance!" That's about $2.1 Million in US dollars as of the date of this article. The News Tribe is also reporting on the huge pay out, mentioning that Leone's old booking fee used to be 4 Rs crores (about $600,000 US). However, to get the payday, Sunny is actually going to have to fulfill her performing duties, unlike some of her gigs in the past. We previously reported that Leone had to cancel one of her performances after the crowd became too unruly. The concert, which was supposed to take place at a Friendship Day event back in August, was cancelled after the crowd got out of control. It was also reported that a brawl was started between some of the patrons, which forced Leone to leave the venue. Many fans were upset that the Ek Paheli Leela star didn't perform, but this new deal might mean that they will get to see the Bollywood actress soon enough, that is if the fans can keep their cool.

celebrities were the breeding grounds for this deadly disease," said Rajan Naringrekar, insecticide officer of the BMC. According to a statement issued by the civic body, the insecticide teams have also inspected residences of Amitabh Bachchan (all four bungalows), Ranjeet, Mahesh Bhatt, Sanjay Khan, Shilpa Shetty and Shabana Azmi. All of them were found to have taken preventive measures. BMC carries out drives throughout the year to curb dengue and malaria but during the monsoon, when the chances of water clogging goes up, it intensifies the drive. Since January 1 to August 31, this year, 13,587 cases of mosquito breed-

ing grounds were found and 866 people were served notices for not complying the guidelines and over looking preventive measures issued by the BMC. Also, a fine of Rs 23.38 lakh were recovered from erring persons. BMC takes action and magistrate levies fine under the section 381 of Bombay Municipal Act. The amount of fine varies from Rs 2000 to 10,000 depending upon the gravity of the case. "The notice and prosecution to the actors and singer is lodged in the Metropolitan Magistrate Court. Anil Kapoor, Juhi Chawla and Jitendra Kapoor would have to pay the fine of Rs 2000 to Rs 10000 while Amit Kumar Ganguly has been served a warning notice."

World Bank wants new social contract to promote opportunities for all Haitians

P

ORT-AU-PRINCE, Haiti, Wednesday September 23, 2015 – A new World Bank Group report is cautioning that faster economic growth alone will not be enough to improve the living standards of most Haitians, and proposes key priorities for rebuilding the social contract between the state and citizens. The document, ‘Haiti: Towards a New Narrative’, notes the progress made in reducing extreme poverty and maintaining macroeconomic stability. “Following the earthquake, Haiti experienced its best performance in decades with a real growth rate averaging 3.3 per cent from 2011 to 2014, partly spurred by high levels of reconstruction aid. However, this growth is faltering and will not be sufficient for Haiti to achieve its vision of becoming an emerging economy by 2030 and improve life for its poorest citizens,” said Mary Barton-Dock, World Bank Special Envoy in Haiti. “Haiti is at a cross road and this diag-

nostic identifies key priority areas for action to generate opportunities for all Haitians.” The authors highlight that, on one hand, the state struggles to provide adequate services for its citizens or a favourable climate for business and, on the other Hand, few pay taxes. In the absence of the state, non-state actors have stepped in: In health, about 50 per cent of health expenditures are provided by NGOs and 80 per cent of primary and secondary schools are run by private institutions or NGOs. As Haiti is in the midst of legislative, presidential and municipal elections five years after the 2010 earthquake, the report aims to promote a debate around the social contract. Additional priorities include: maintaining the stability of the macroeconomic environment; supporting the creation of more and better jobs; and reducing vulnerabilities and building resilience.

T. JOHN’S, Antigua, September 22, 2015 – LIAT has confirmed it has suspended one of its employees and launched an investigation into an alleged fight between the female worker and a customer in Tortola last week. The Antigua-based carrier said it began the probe immediately after being informed about the incident at the Terrance B. LIAT is committed to clearly, openly, and completely establish all of the facts surrounding the incident and to a fair resolution of the matter,” it said in a

brief statement issued yesterday. The press release gave no details about the incident. However, media reports out of the British Virgin Islands, where police are also carrying out investigations, stated that the female customer went to the airport after 8:30 p.m. for a flight to San Juan, Puerto Rico and after waiting for two hours asked the LIAT agent for information. Partnership with Jamaica police nets Haiti’s biggest 2015 seizure of guns and drugs

K

INGSTON, Jamaica, Wednesday September 23, 2015 – Days after Commissioner of Police Dr. Carl Williams announced that Jamai-

ca and Haiti law enforcement would be forging deeper ties to combat the guns for drugs trade between the two countries, Haitian authorities are reporting

that the partnership has led to the seizure of the largest cache of weapons and drugs so far this year. According to information provided by the Jamaica Constabulary Force’s National Intelligence Bureau (NIB), 15 members of the narcotics arm of the Haitian Police Force were deployed to Ile A Veach, a town in southern Haiti, where 13 firearms, an assortment of rounds and 2,500 pounds of ganja were seized. Ile A Veach is considered the centre from which the illicit gun-for-drugs trade operates between Jamaica and Haiti. The Haitian police thanked

NIB for providing critical intelligence that led to the successful seizure of the firearms, ammunition and marijuana. Commissioner Williams welcomed news of the seizure, which came as the ‘Get the Guns’ campaign was officially launched last week. “We have been diligent in building our intelligence-sharing capabilities with the Haitian authorities. Our new efforts under the ‘Get the Guns’ initiative will seek to keep these traffickers on the back foot and effectively stop the movement of illegal weapons through our borders,” he said.

“The imminent deployment of the Jamaican police officers to Haiti will deepen our cooperation with law enforcement authorities in the French-speaking territory to ultimately smash the guns-for-drugs trade and eliminate its impact on the security of our borders.” Several guns have also been seized in Jamaica under the initiative. Ten firearms and 53 assorted rounds of ammunition have been seized since the launch and the police continue to encourage members of the public to report illegal weapons, wanted persons or suspicious individuals in their communities.

Coast Guard sends more 121 Cubans packing after failed attempts to enter US

F

LORIDA, United States, Wednesday September 23, 2015 – The United States Coast Guard (USCG) has sent 121 Cuban migrants back home in the past week, after they were caught trying to enter the US illegally. They were held in nine separate interdictions at sea in the south Florida Straits and, according to the Coast Guard, in each case the Cubans were travelling on unseaworthy vessels commonly referred to as “rustics” or “chugs.” The USCG said it had therefore not only helped secure the US border, but also prevented these perilous sea voyages from ending in tragedy, adding that the migrants all received food, water, shelter and basic medical attention once they boarded the Coast Guard vessels.

“Despite the recent steps to begin normalizing ties with Cuba, the Coast Guard’s missions and operations in the southeast remain unchanged,” said Captain Mark Fedor, Coast Guard 7th District chief of response. “Our immigration policies remain the same, and we continue to strongly discourage those attempting to illegally enter the country by taking to the sea. There are legal ways to enter this country and this is not it.” Since October 1 last year, 4,308 Cubans have attempted to illegally migrate via the sea, according to the USCG. These numbers represent the total amount of at-sea interdictions, landings and disruptions in the Florida Straits, the Caribbean and Atlantic.

C

hairman of the Board to oversee the operations of the Caribbean New Media Group (CNMG) and the Government Information Services Ltd (GISL), Helen Drayton, has hit back at Opposition Leader, Kamla Persad-Bissessar, for a thinly veiled verbal attack against her, saying her independence is exactly what caused her to land the job. Drayton said sometimes people experience trauma when they lose “something of value” to them and there could be “hurt and disappointment”. Those people deserve compassion and empathy, Drayton said. Former president George Maxwell Richards,

hree more murders have been recorded overnight around the country, including one in Tobago. One murder was in Caroni, one in South Trinidad, and the body of one woman was found on the beach in Point Fortin. However, it is yet to be classified as a homicide. Police from the Central Division are investigating the murder of a man who was found stuffed inside the trunk of a car in Caroni. The body of Quacy Young, 23, of Robert Street, Woodbrook, was found in the trunk of a silver Axio Corolla around10.20 pm last night. Cpl Manbode and PC Dharoo were doing a routine patrol in the Caroni police district. When they were in the vicinity of the La Paille Gardens, they saw a car parked just off the west-bound lane of the Southern Main Road in Caroni. The officers saw a man standing at the back of the car making strange movements with his right leg. They found Richard White, of East Dry River with his hands were bound behind his back with a tie strap. He had gunshot wounds to his neck and face. Police found Young’s body in the trunk. He was shot several times. White was taken to the Eric Williams Sciences Complex, Mt Hope, where he underwent emergency surgery and was listed as being in stable condition. Four spent shells were recovered at the scene and the car was taken to the Chagua-

nas Police station. A post mortem is carded to take place today at the Forensic Science Centre, St James. In a separate incident, Police in Tobago, were called in to investigate the shooting death of a teenager last night at Mt St George. The victim was identified as 17-year-old Shanice Roberts, a former student of Pentecostal Light and Life High School. Police in the Southern Division are investigating a murder in La Romaine. Last night at about 11 pm, officers responded to an altercation that occurred on the Southern Main Road in front of the Top Games Members Club where man chopped another man to death. The body of Simon Duntin, 51, of Peter’s Road, La Romaine was found at the scene. The chopping took place of a number of witnesses. From the description of the assailant, the police believe the killer may be the same man who chopped to death an unidentified man who was stealing avocados on September 11, in La Romaine. In a separate incident in Point Fortin, the unidentified body of a woman of African decent washed up on a beach at the end of Chin Kit Street. The woman was clad in blue underwear, and was in an advanced state of decomposition. Police officers believe that she may have been in the water for approximately three days.

Russian spy ship docks in the Caribbean

ILLEMSTAD, Curacao, Wednesday September 23, 2015 – A Russian military vessel, which has been tracked by US intelligence over the past two months as it sailed the western Atlantic, docked at a Caribbean port at the weekend, where it was expected to take on supplies. The Washington Free Beacon reports that the research ship Yantar on Sunday sailed into the port of Willemstad, Curacao, after transiting international waters off the south-eastern United States. The vessel was tracked from the north Atlantic on August 24 as it sailed south through international waters along the east coast of the United States, according to officials at the Pentagon. The Yantar is a newly commissioned Russian military research vessel that is believed to be conducting surveillance operations against US ballistic missile submarines based at Kings Bay, Georgia. Launched earlier this year from a Baltic seaport, Yantar is equipped with two deep-water submersibles and cable-cutting gear. The ship’s activities in the Atlantic over the past several weeks coincided with the deployment of the nuclear missile submarine USS Wyoming to Scotland. The US Strategic Command said that the Wyoming, home ported at Kings Bay, arrived at the British Naval Base Clyde in Scotland on September 16. Movements of ballistic missile submarines are normally kept secret by the Navy, and its dispatch to Europe comes amid heightened tensions with Russia over Ukraine and recent nuclear threats by Moscow against the NATO alliance. A Strategic Command spokesman nevertheless said that the Wyoming visit was routine and not directed at any adversary. Meanwhile, a defence official said one mission of the sub was “strategic assurance” for American allies in Eu-

rope in the face of a growing Russian nuclear threat. The timing of the Wyoming’s arrival indicates its departure from Kings Bay could have been detected or even anticipated by Russian military intelligence, given the Yantar’s underwater surveillance capabilities. Russia also has been known to deploy vessels similar to the Yantar in support of its attack submarines. It is not known if any Russian attack submarines were in the Atlantic when the Wyoming crossed the ocean en route to Scotland. Defence analysts believe the Yantar is conducting underwater mapping and reconnaissance operations that would support future Russian submarine operations in the Atlantic. Other underwater activities are thought likely to include detecting underwater sensors and other equipment used by the Navy to track foreign submarine activities. The ship can also be used to identify key communications links used by the military, known as the Department of Defence Information Network or DoDIN. Moscow is believed to be conducting reconnaissance on US communications and information networks in preparation for information-based attacks in any future conflict. Russia is said to be engaged in a major strategic nuclear forces build-up that includes modernizing older submarines, as well as building a new class of missile submarines and a new class of attack submarines. On September 8, The Washington Free Beacon also disclosed that Russia is developing a nuclear-armed drone submarine, code-named Kanyon, which will be capable of wiping out entire port cities with a large-yield nuclear blast. A Pentagon spokesman said earlier this month that the military was aware of the Yantar’s presence and that “we respect the freedom of all nations to operate military vessels in international waters in accordance with international law.”

Wade’s new mark

F

By Richardson Dhalai

ROM Speaker of the House of Representatives to Opposition Senator in Parliament’s Upper House. That is the latest notch in the long Parliamentary career of Wade Mark as he becomes a Senator representing the People’s Partnership in the 11th Parliament which opens formally today. Mark officially resigned as Speaker of the House of Representatives only on Friday last, but was named among the Opposition’s Senate line up by UNC Political Leader and former Prime Minister Kamla Persad-Bissessar yesterday. Persad-Bissessar said Mark was chosen as he was “a very experienced man in Parliamentary practice and proceedings. Last night there was talk that Mark could lead the Opposition bench in the Upper House. “I chose people on the basis of experience,” Persad-Bissessar added, revealing the other UNC Senators. “I also wanted some new faces based on their commitment and qualifications. I believe they will serve us well.” In addition to Mark, the UNC complement comprises: Vasant Bharath, former Minister of Communications; attorney Wayne Sturge; Rodger Samuel, a former

MP and Minister of National Diversity, UNC Ag Chairman Khadijah Ameen and Danny Solomon, another attorney, who served as Chairman of the Chaguaramas Development Authority. They will be sworn in as will other members of both Houses when the 11th Parliament is formally inaugurated at the Port-of- Spain Waterfront today. Speaking briefly to reporters at the UNC’s south regional office, Paraiso compound in Claxton Bay yesterday, the Opposition Leader said Bharath who also served as Trade Minister in her administration, would bring institutional experience in the Senate. He too was also being touted as a possible leader of the Opposition benches in the Senate. “Minister Bharath brings a wealth of experience in several areas, including

planning, finance, trade and investment and even agriculture,” Persad- Bissessar said. Bharath lost the St Joseph seat in a keenly contested fight with the PNM’s Terrence Deyalsingh while Samuel, a Congress of the People member, last served as National Diversity and Social Integration Minister and lost the Arima constituency to the PNM’s Anthony Garcia in the September 7 general election She added “Rodger Samuel also brings expertise as part of the Cabinet and he will also have that institutional memory. Khadijah Ameen has served as the chairman of our party and she is a strong soldier and supporter.” “We have two great lawyers,” Persad-Bissessar said. “I think we need lawyers at this time those will bring great value to the Senate. We are dealing with legislation mainly in the Senate so that experience is important.” Mark, who tendered his resignation letter dated September 18, 2015 to Clerk of the House Jacqueline Sampson- Meiguel, one week after the September 7 general election, had previously served on the Opposition benches in the Senate from October 17, 2002 to September 28, 2007 and December 17, 2007 to April 8, 2010.

He was also Vice-President from January 12, 2001 to October 9, 2001, under the UNC administration of then Prime Minister Basdeo Panday. Mark was also Public Administration Minister (May 28, 1999 to December 11, 2000) and Public Administration and Information Minister (November 14, 1995 to May 27, 1999) under the Panday Administration. He was appointed House Speaker on June 18, 2010 following the People’s Partnership victory at the polls on May 24, 2010. Efforts to contact Mark about his new appointment yesterday were unsuccessful as he was attending a workshop for new and incoming Opposition parliamentarians and Senators. Persad-Bissessar pointed out that the workshop yesterday was a closed session and was designed to assist the new Opposition parliamentarians on parliamentary practice. She also touched on the spike in the murder rate and wondered about the PNM Administration’s plan to deal with the escalating crime rate, saying there was “great silence” from the new Minister of National Security.

Prison Gold - Smartphones Still Popular Behind Bars Despite Efforts To Keep Them Out

"T

he system cant stp mi noh day noh time," an inmate at the Tower Street Adult Correctional Centre posts on his Facebook page. He, like several others among the island's more than 3,000-strong prison population, accesses the social-networking site on a regular basis from the comfort of his cell, using a smartphone smuggled into the facility. The issue of contraband, including cell phones, getting into the nation's prisons is not new. Over the years, searches have led to the confiscation of thousands of phones, but still, they continue to get in. While the issue is a long-standing one, the advent of smartphones has opened up a new frontier. Prisoners now have the world at their fingertips - literally. With the touch of a screen, inmates are able to have round-the-clock access to a much wider range of information and communication options, giving them access to family, friends, witnesses of crime as well as victims - anybody. That's why a smartphone is a prisoner's gold, and attracts the highest fees to smuggle into penal facilities. Gleaner sources point to correctional officers as the main players in the illegal smuggling ring, and it doesn't take much hassle to get a phone to a loved one behind bars. Persons wishing to smuggle phones into prisons are given instructions as to where to leave them along with a smuggling fee. The phones are then picked up by a correctional officer and delivered to inmates as directed. Older phone models can be smuggled for as low as $1,000, while higher-end smart-

Cops Not Surprised While The Gleaner has been unable to get a word from the Department of Correctional Services (DCS), Deputy Commissioner of Police Glenmore Hinds said the inmates' use of smartphones behind bars is "not surprising". He admitted that it raises serious security risks, including the possibility of hits being ordered from behind bars. "We have always been concerned about persons having access to telephones illegally in prisons [with] the prisons being a restricted area," Hinds told The Gleaner. "It is a concern that they have access to

The fact that the smartphones possess these features, it is not surprising that they would exploit the technology," he added when asked about their active presence on social-media sites. A number of profiles The Gleaner viewed on the popular social-networking site Facebook showed inmates posting daily updates, including videos, photos, reflections and commentaries. The posts show a wide range of contraband behind prison walls, some being used in plain sight during daytime. Hinds said the police have been work-

Richie Richardson to become ICC match referee

F

ormer West Indies captain Richie Richardson will join the ICC’s elite panel of match referees as a replacement for the retiring Roshan Mahanama. However, Richardson will not take up his new position until early next year, when he completes his current tenure as manager of the West Indies team. Mahanama last week announced his intention to step down from the ICC’s elite panel at the end of the year after more than a decade in the role. The appointment means Richardson will become the first West Indian to serve as a match referee in Tests since Clive Lloyd, who retired in 2007. He also follows fellow West Indians Jackie Hendriks, Cammie Smith, Everton Weekes and Clyde Walcott, who all served as match referees in the past. “I am excited and honoured to have been selected for one of the most important jobs in cricket,” Richardson said. “Having been on either side of the fence, first as a player and then as an administrator, I think I have the experience and insight to help me contribute positively alongside some of the fin-

est and most experienced match officials.” Richardson played 86 Tests from 1983 to 1995, as well as 224 one-day internationals. He was appointed team manager of West Indies in January 2011 and will continue to serve in the role until the end of the Test tour of Australia, which concludes with the Sydney Test from January 3 to 7 next year. “Until the end of the Australia tour, I will remain fully committed and focused on my current assignment as the West Indies cricket team manager and I would like to thank the West Indies Cricket Board for its support over years as well as the encouragement it provided to me in taking up this new role,” he said. The ICC’s elite panel of match referees is made up of seven former cricketers who officiate in Test matches, and Richardson will join Ranjan Madugalle, Chris Broad, David Boon, Andy Pycroft, Javagal Srinath and Jeff Crowe. The ICC’s general manager of cricket, Geoff Allardice, said Richardson would be a valuable addition to the panel. “Richie is one of the greats of the game, who is admired for not only his accom-

ach and every individual in this world has a goal of her/his own. Some people strive for perfection, to be the best in their field. While the others just want to enjoy life for what it is. Let’s say, for example, Cristiano Ronaldo. He has a strict diet, never drinks, sleeps and wakes up early and trains with diligence. He rarely ever takes a day off for his obsession to be the best doesn’t allow him to do so. And then there was George Best. His love for women and alcohol was so much that he considered the money he spent on things apart from them as “squandered.” There are many eulogies about him that end with the eerie feeling of, “oh, what could have been…” – something which we will never be able to answer. When we look around in the cricket fraternity, the man who resonates the character of the former Ballon d’Or winner is Chris Gayle. His theory of life is simple: he wants to have fun and involve others in the process. The amount of times he has been pictured partying before a high-pressure game outweighs the number of acts of stupidity that Joey Barton has done in his life. The quote in the first line is how Gayle describes his life. Being the best never mattered to him, although he had all the tools to end up as one of the top 5 batsmen to play the game. It is not as if he spends all the money on himself as he has been an ambassador for countless charity

drives and it is his coming of age in a humble surrounding that has made him the person that he is today. Along with Sir Donald Bradman, Brian Charles Lara and Virender Sehwag, he is one of the only four players to score 2 triple hundreds in Tests. With 7214 and 9221 runs at an average of 42.18 and 37.33 in Tests and ODI, respectively, he has earned the reputation of being a fantastic player even with half as effort as many. It is in the T20s, however, that his status as a legend has been immortalized. In 218 T20 innings, he has scored a mammoth 8224 runs with an unbelievable average of 44.21 and an inhuman strike-rate of 149.25. These are stats that just goes to prove the raw talent that he possesses. He himself once acknowledged this claiming that he grew up in a surrounding that adored cricket and that his grandfather was a cricketer himself. Consistency was never Gayle’s strongest point, but not one player could better him on his day. When he made his ODI debut in 1999, many predicted that he would go on to become the first person to score a double hundred in the format. He might not have been the first person, but he did make those predictions true when he smashed a groundbreaking 215 against Zimbabwe. That inning was a display merciless brutality on a cricket ball. Only goodness knows how many records he would

have shattered had he lived a life of sobriety and reservation instead of flamboyance. But perhaps it is this grandiosity that makes him the ruthless batsman that he is today. A tour around his home would reveal his love for an all-guns-blazing lifestyle. He carved out a personal strip club in his home and went on to describe it, “if you don’t have a strip club at you home, you ain’t a cricket ‘player’… I always make sure my guests [are] well entertained and feel like they are at home.”

PSL should be played in Pakistan - Afridi

hahid Afridi, the Pakistan T20 captain, has said the Pakistan Super League (PSL) should be held within the country, with or without overseas players. The PCB had announced recently that the inaugural edition of the league would be held in Doha, Qatar in February 2016. “It would be great if PSL could have been held in Pakistan,” Afridi said. “As we were talking about the revival of cricket in Pakistan after the Zimbabwe tour to Pakistan, we started to hope that cricket would continue to be played here. Our cricket should be played within our own territory. It looks good if our grounds get revived, filled with crowds and our own players get the maximum benefit out of it.” The PSL, ESPNcricinfo understands, had initially contacted top agencies handling over 100 international players to consider playing in Pakistan. The response was overwhelmingly negative, which forced the PSL to be held outside Pakistan. The Zimbabwe tour in May was widely propagated as heralding the revival of international cricket in Pakistan, but a suicide attack near Gaddafi Stadium in Lahore during the second ODI meant the rest of the cricket world remained unconvinced. Though Zimbabwe stayed on to play the third and final ODI, the incident ruined the efforts made to revive international cricket in Pakistan. Last month, the PCB finally zeroed in on Doha as the venue for the PSL, for

which prominent T20 players such as Chris Gayle, Kieron Pollard and Dwayne Bravo have signed up. Afridi, however, said that what mattered more than overseas signings was that young Pakistan cricketers should get the chance to play at home. “I am not worried if foreign players come or not, but what is important is the revival of cricket in Pakistan and (that) our youngsters get opportunity to play in front of big crowds,” Afridi said. “It isn’t possible that we invite foreigners and (they) do not come. I spoke to some players and they are ready to come. If we give good offers to foreign players I don’t see any reason why they won’t come. The circumstances of our country are getting better and better.” When asked about the prospect of Pakistan playing India, Afridi said it would be “bigger than the Ashes” but added that Pakistan should move on if India does not want to play. Cricketing ties between the countries have been snapped by border and political tension. Despite an agreement between the PCB and the BCCI, the chances of the series slated for December going ahead appear bleak. The BCCI had signed an MOU to play Pakistan in six series between 2015 and 2023, with the first to be hosted by the PCB in the UAE in December. The series, however, was always subject to government approval. “I don’t know why we are pushing for

We have to work on the basic things and making them strong. Why insist on playing with India? I don’t see any need to play if they don’t want to play. We have invited them and if they do not want to play then it shouldn’t be a worry. We are still happy. “Pakistan has always welcomed India, last time when India toured Pakistan nobody has seen such a welcome to any team in the

world. We have always supported India in tough times but it’s their government decision. But I understand people from both countries want to see their teams play each other. If we play each other it would be a bigger series than the Ashes.” The Pakistan limited-overs squads are presently undergoing a conditioning camp at Gaddafi Stadium. Pakistan are set to play two T20s and three ODIs against Zimbabwe from September 27 to October 5. The trip is meant to reciprocate the Zimbabwe tour to Pakistan earlier this year. Afridi said Pakistan were not underestimating their opponents. “Obviously no doubt they are a fine side. I never underestimate any team especially in T20 format as once the game slips out of your hand it’s really hard to fight back. They are playing so well and I have seen their recent performances. They are in form as a team. Playing at their home ground in their own conditions is always tough. Even the matches here in Pakistan, in our home series, we never won them with ease. “We are preparing and the series is allowing us to try many new faces ahead of the World T20. There are many players who impressed me in this (domestic) T20 cup but we can’t afford to make many changes at once. We are going to make a settled side ahead of the World T20.” Pakistan will depart from Lahore for Harare on September 23.

September 25 – October 1, 2015 41 Caribbean Star Newspaper Chances of Pak-India series slim - PCB chief Ganguly to take charge P of CAB akistan Cricket Board chairman Shaharyar Khan fears chances of a series against India in December are slim as the Indian board is still waiting to get clearance from its government. “I don’t want to give India any ultimatum,” Khan told reporters in Lahore on Tuesday. “The chances (of series) are getting slimmer because I think their problem is they mix politics with sports.” Both the PCB and the Board of Control for Cricket in India last year signed a Memorandum of Understanding to play six series’ between 2015-2023 with Pakistan hosting India for tests, ODIs and Twenty20s in the United Arab Emirates in December. Khan said he had at least thrice raised the issue of Pakistan vs. India series with BCCI officials during various meetings of International Cricket Council since he took over the charge of PCB chairman in last September.

S

Khan said the PCB had made alternative arrangements in case India refused to honor the tour. However, the PCB chairman didn’t reveal which countries they are looking at to replace India. “We are working on Plan B ... when the time comes we will tell you. It won’t be equal to Pakistan vs India series, but let’s see what happens if it (Pakistan vs. India series) doesn’t happen.” Last week an outspoken Pakistan Twenty20 captain Shahid Afridi also advised the PCB to stop pushing for series against India and instead try to convince other countries to tour Pakistan. Pakistan has hosted just one test playing country since gunmen attacked on Sri Lanka team bus at Lahore in 2009 when Zimbabwe played three ODIs and two Twenty20s — also in Lahore — in May.

Sri Lanka the worst fielding side in Asia - Jayaratne

ri Lanka interim head coach Jerome Jayaratne has slammed the team’s fielding standards, describing it as “the worst in Asia.” “We are now the worst fielding side in Asia, we were never behind Pakistan but now we have gone behind them,” Jayaratne told The Nation. “India proved that they were better than us and even Bangladesh are fielding better than us.” Jayaratne, who was appointed in the stopgap role earlier this month following Marvan Atapattu’s resignation, was equally critical of Sri Lanka’s performance in other departments. He cited below-par fitness levels as the chief cause of the team’s problems. “Other than the bowling which is holding the team together, the batting, fielding and fitness has let us down,” Jayaratne said. “It’s a lot to do with the fitness levels. The way our guys are fielding they are carrying excess weight and we are in shambles.” Jayaratne, however, was confident these issues would be addressed by English trainer Michael Main, who has been hired for two years by Sri Lanka

T

“We are not pleading them, we are not kneeling down, we are just telling them that you have signed MoU and tell us whether you are honoring it or not,” Khan said. The PCB chairman hopes India will decide either way about December’s tour and he is likely to meet with secretary general BCCI Anurag Thakur on the sidelines of an ICC meeting in UAE in October. “Now the ball is in Indian court,” he said. “I will talk to whosoever comes from India and tell him that so far you haven’t taken the permission from your government, which is quite unfair.” Both countries have not played a test match since India beat Pakistan 1-0 at home in 2007. And Khan said the PCB could financially survive even without playing against its archrival. “We are not going to plead them to come and play, after all we haven’t played against them for the last 7-8 years,” he said.

’The way our guys are fielding, they are carrying excess weight and we are in shambles’ – Jerome Jayaratne © AFP Cricket. Main, Jayaratne said, had laid down specific targets to be achieved by players in a particular time frame, failing which “they are going to be in trouble.” “Michael gave us a mind blowing presentation and showed where we are and where we need to get to,” he said. “What he tried to do in the first three months is he didn’t try to turn things around but observed everything. Now he has decided how he is going to take this forward and at the presentation he was given a full green light to go ahead in whatever

he wants to do. “I have a very strong belief if we give Michael about four to six months he can turn things around. He has got the players to sign documents like signing a contract that they need to reach desired targets in particular time duration otherwise they are going to be in trouble. “He has assessed them and given them time targets, some they cannot do before the West Indies series but definitely you can see the boys are working towards that. Everybody’s got individual programs and targets and they have taken it seriously.” While Jayaratne has been involved extensively with cricket in Sri Lanka, this is his first stint as coach of the senior team. He said he was surprised when SLC interim committee chairman Sidath Wettimuny had asked him to take charge. “I was asked to stand in as stopgap coach for an interim period until they found a coach from overseas,” Jayaratne said. “I wouldn’t have said yes if I wasn’t up to it.”

T

he decks have been cleared for Sourav Ganguly to take charge of the Cricket Association of Bengal, with the state’s chief minister, Mamata Banerjee, announcing on Thursday that the association’s senior officials had taken the decision. He will replace Jagmohan Dalmiya, who died on Sunday, and whose son Avishek will succeed Ganguly as secretary. All of this will have to be officially approved by the CAB governing body but, given that the decisions have Banerjee’s blessings, the approval should be a formality. Ganguly has been joint secretary of the CAB from July 2014. He has been involved in several administative roles in the Board including being a member of the three-man cricket advisory committee along with his teammates Sachin Tendulkar and VVS Laxman and also is a part of the IPL Governing Council. His elevation to the top post also queers the pitch in the race to fill the BCCI president’s position, also held by Dalmiya. Ganguly will probably control two votes in the East Zone - those of the CAB and the National Cricket Club - and could become a lightning-rod for the other zonal associations, who had earlier gravitated to Dalmiya. If that happens, it will make him a more powerful player in BCCI politics. Replacing Dalmiya, Ganguly said, would leave him with “big shoes to fill”. “Anything in life is a new challenge,” Ganguly told reporters. “I am particularly happy that Avishek is coming into administration as it is a very emotional time for him. Myself, Biswarup [Dey, the treasurer], Subir [Ganguly, the joint secretary] would all work together and there won’t be any problems. We have [121] members and we will decide the way forward.”

PCB unveils PSL plans, Pietersen at participating

he Pakistan Cricket Board unveiled its preliminary plans for the Pakistan Super League on Sunday, including announcing Kevin Pietersen, Shakib Al Hasan and Dwayne Bravo as headline stars who had confirmed their commitment. In a glitzy event at the Lahore Expo center on Sunday, the board said the five-team T20 event would be held in February 2016 but did not, however, announce the venue of the inaugural edition. Last week, the PCB confirmed it was in talks with the Emirates Cricket Board over the possibility of hosting the tournament in the UAE, despite confirming earlier that Doha, Qatar would serve as a venue. Although Pietersen featured on the promotional video, it is understood no

deal has been finalised yet. According to those privy to the talks, Pietersen has not signed on any paper yet but is likely to play in the inaugural season of the PSL. Former Pakistan captain Ramiz Raja briefly addressed the gathering. The launch of the tournament logo, with an image of a left-arm bowler, was followed by a video message in which the players, who also included Grant Elliott, Tim Bresnan, Kieron Pollard and Darren Sammy confirmed their participation in the league. There were, however, no announcements related to franchise names, broadcasters and the player draft. Younis Khan, who led Pakistan to the World T20 title in 2009, was absent from the event. The PSL, ESPNcricinfo understands, had initially contacted top agencies han-

dling over 100 international players to consider playing in Pakistan. The response was overwhelmingly negative, which forced the PSL to be held outside Pakistan. The PCB has promised financial packages greater or equal to those offered in the Bangladesh Premier League, Sri Lanka Premier League and the Big Bash League. The PSL will feature franchise-based teams from the provincial capitals - Lahore, Karachi, Peshawar, Quetta and Islamabad - with prize money of $1 million. The full schedule is yet to be announced but the window between February 4 and 24 has been reserved for the 24-match event. It is expected that all the matches will be played at a single venue. If the tournament takes place in Doha, it will be the first major cricket series

hosted by the Qatar capital, which will also host the 2022 edition of the football World Cup. The PCB had initially planned on conducting the PSL in the UAE, where Pakistan have been playing their international matches, but they were forced to look for an alternative venue after being told by the Emirates Cricket Board that it was hosting the Masters Champions League (Twenty20 tournament featuring retired cricketers) on the same dates. The PCB and the ECB, however, are looking at hosting the PSL in the UAE if an appropriate scheduling window is available. Popular Pakistani singer and actor Ali Zafar unveiled the official PSL song at the end of the show, which also featured popular actors like Mahirah Khan, Ayesha Omer, Nadia Hussain and several other Pakistani TV and movie stars.

Can Virat Kohli beat all of Sachin Tendulkar’s records?

T

here are a few players whose mere presence on the crease instills a lot of confidence, both in the dressing room as well as amongst the supporters in the stand. For India, Sachin Tendulkar was that player in the 1990s, who performed this role. In the last few years, Virat Kohli has stepped up to the plate and has been that reliable figure for India. Virat Kohli’s ODI heroics vis-avis Sachin Tendulkar’s Kohli has been the most consistent batsman for India across all formats in the last few years. Especially in the ODI format, he has been amongst the best in the world. He averages above 50 in ODI cricket and has hit 22 centuries so far in only 161 ODI matches. The 26-year-old batsman is also the quickest to 22 ODI centuries, having taken just 143 innings to reach this milestone. Even the great Tendulkar, who was the quickest before Kohli to do so, took 206 innings to reach this mark. So, Kohli is scoring centuries at approximately 50% faster rate than Tendulkar. Take a second to let that sink it! Also, Kohli’s runs have come when the team has needed them the most. Many of India’s run chases in the past four years have been decided by Kohli’s bat. He has scored more than half of his 100s while chasing, which makes it even more impressive, considering the pressure that it entails. 20 of his 22 hundreds have resulted in victories for India. Some journalists have even commented that Virat is better than Sachin in ODIs. The video here show his explosive 133 not out while chasing a target of 320 vs Sri Lanka: So, if Kohli can even maintain his current rate, he will be in a great position to eventually overhaul Sachin’s record of 49 ODI hundreds. Considering the number of ODIs India plays every year, which

Kohli can reach heights which many even failed to touch is around 30-40 and the fact that Kohli is still only 26, he has a great chance of breaking this record. Even if we assume Kohli goes on to play only till he is 35, which is conservative, he will play around 300 ODIs more for India. At his current rate of scoring, he will easily break and even surpass the ODI centuries’ record. Also, Kohli will be in with a good chance of overcoming Sachin’s haul of nearly 18000 runs in ODI cricket. He currently is at the 7000 run mark, and will have his shot at getting this record too. However, it will require great consistency and longevity from Virat to do so. Compared to the centuries’ record, this one will be a much tougher one to break. Even India’s former greats Sunil Gavaskar and Sourav Ganguly have commented that Kohli will most likely break Sachin’s ODI centuries’ record. Gavaskar commented this about Kohli in an interview to NDTV in October 2013: “Records are meant to be broken. While we know that some of Tendulkar’s records

are well high impossible to be able to get like 200 Test matches, nor anybody can reach 51 Test hundreds,” Gavaskar said. “But the manner in which Virat is batting, the record for (Tendulkar’s) 49 hundreds looks possible. Now Virat needs 32 more hundreds to go and the number of ODIs Indians play he can do it. This cricketing season itself, Virat can get to 20 or 22 hundreds.” Kohli vs Tendulkar in Test cricket Compared to his ODI heroics, Kohli has not been that destructive in the Test format. He has had periods of prolific run scoring followed by lean patches. Also, even when he has scored hundreds, he hasn’t been able to convert them into big hundreds or double hundreds and completely knock out the opposition. His record there too is impressive, having scored 11 hundreds so far in 37 Test matches, while averaging 45. These are decent figures, but don’t match up well with the best batsmen in Test cricket right now, or historically. Tendulkar comparatively was better place than Kohli at

this stage in his Test career. However even Sachin had his best period in Test matches, after the initial period of trials and tribulations. After his first 20 Tests, Sachin had averaged 37.41 in Tests with only four hundreds. Hepicked up tremendously in the next 10 years, averaging over 60 in the period from Jan 1993 to Dec 2002. That will be tough to match. Kohli is however only 26 right now. Considering the fact that most batsmen reach and play at their best in the age bracket of 27 to 32, Kohli’s best years may still be ahead of him. If he can iron out his flaws and be focused, Kohli may establish himself as one of India’s greatest Test players too. However, breaking Sachin’s record of Test centuries or runs looks like a tough task right now. If anyone can do it, it has to be Kohli Kohli is aggressive and confident – a reflection of today’s India. Cocky, confident and not willing to be second best to anyone. Captaincy may help Kohli improve further as a Test player and we have already seen him do great in the last tour to Australia. He scored four hundreds in the four-Test match series, scoring 639 runs in total. He became the first and only batsman to score four hundreds in four Test vs Australia in Australia. Have a look at his knock of 169 in the third Test at the MCG: Even his teammates and foreign players who have played with him in the IPL have commented that they haven’t seen a more hard-working cricketer than Kohli. If he keep can learning and improving, there is no reason Kohli cannot break all of Sachin’s records and reach the pinnacle of Indian batting. Indian cricket fans would hope he does so, as it would mean a golden period for India in the next few years.

‘Master Blaster’ backs Holder as Test captain V iv Richards has supported Jason Holder’s promotion to the West Indies Test captaincy, saying the allrounder had the ability and was not too young for the job. Richards’ endorsement came days after Brian Lara also approved of the new West Indies captain, who replaced Denesh Ramdin in the job. “Well, I have heard maybe that some folks are suggesting that he is too young, but it is better to start at that particular age,” Richards told CMC. “And if he gets lucky enough and we are successful, you have a long successful period of your captain being in place rather than the chopping and changing on a regular basis.” Holder, 23, is West Indies’ second youngest Test captain, and has led the ODI side in 12 matches. He showed resilience

by scoring a hundred to draw a Test against England in Antigua, and then made a counter-attacking 82 against Australia in Jamaica. “I believe this individual does have the ability,” Richards said. “Certainly, he comes over very well and you hear about the respect factor you get from other members of the dressing room and that is of vital importance because when you have that respect, it is amazing. “When you look and see what’s around him, when you look and see how he would have gone about his business as a batsman, you can see there is some improvement... but certainly the signs are there and I think maybe it’s not a bad choice.” While Holder’s appointment received approval from Lara

and Richards, former West Indies batsman Philo Wallace, who like Holder is from Barbados, said it was too early to give him such a responsibility. “ “Jason has a tremendous amount to offer West Indies cricket but we must be careful that we don’t push him too soon, which I think is what is happening here,” Wallace said. “He has not led Barbados in the PCL (Professional Cricket League) and to give him captaincy in the longer format without the experience is too much at this stage in my opinion. “When you look at the Barbados set up, Kraigg Brathwaite is the captain of the team in the PCL. He is the captain of the Barbados team in the longer format, Jason plays under him and now he will play un-

This puts the Barbados Cricket Association in a very interesting position and they will now have to decide whether they continue with Brathwaite as captain or remove him and put

Holder.” Holder’s first series in charge of West Indies’ Test team will be the tour of Sri Lanka, where they play two Tests, three ODIs and two T20Is in October and November.
