n la jornada de ayer, jueves de marzo, estuvo marcada por importantes intervenciones que dejaron valiosos datos y estadísticas sobre la minería en latinoamérica y el mundo. El almuerzo conferencia estuvo determinado por los temas: Estudio de impacto ambiental en los proyectos mineros, dictada por Cinthia Sánchez del Ministerio de Ambiente, Minería, competitividad y desafíos en Chile, expuesto por Álvaro Merino Lacoste, Gerente de Estudios de la Sociedad Nacional Minera de Chile y finalmente: Ámbito legal en el desa-

rrollo minero latinoamericano y ecuatoriano por Rafael Vergara, Profesor de Derecho Minero, Socio Carey Abogados de Chile. Por la tarde, el panel de debate 2 se expusieron los temas: Promoción y protección de las inversiones mineras en el Ecuador, sus expositores fueron Xavier Andrade, Socio Andrade Veloz, Álvaro Ordoñez, Presidente de Ordoñez & Compañía y Juan Carlos Andrade, mientras que el tema: comercialización del oro en el Ecuador estuvo a cargo de Jerry Zurita, asesor del Banco Central del Ecuador.
Finalmente el tema Mediana minería responsable estuvo a cargo de Raúl de la Torre, de Pérez Bustamante & Ponce. Los comentarios fueron de Álvaro Merino Lacoste. Las conferencias técnicas estuvieron muy concurridas, así como los distintos stands, que expusieron sus servicios y productos de manera didáctica, profesional y con alto alcance. Hoy finaliza la expo-conference Expominas 2014, y donde se espera que más público pueda asistir, con el fin e reforzar el tema minero en el Ecuador.

Durante su estadía en Tokio se reunieron con representantes de JICA Japan International Cooperation Agency; para dialogar sobre temas relacionados a una posible cooperación en el ámbito de la minería. Se hizo énfasis en que Ecuador es un país de oportunidad para las inversiones en mediana minería.

os proyectos de la Empresa Nacional Minera (ENAMI EP) concitaron el interés de empresarios japoneses, en el marco de la visita de tres días que una delegación del Gobierno ecuatoriano realizó a Japón. La misión estuvo integrada por el ministro Coordinador de Sectores Estratégicos, Rafael Poveda, el ministro de Electricidad, Esteban Albornoz, el gerente de la Empresa Nacional Minera (ENAMI EP), Santiago Yépez y el viceministro de Minas, Dixon Briceño.
También asistieron a un desayuno de trabajo con empresarios japoneses del sector minero, a fin de promocionar el portafolio de proyectos metálicos y no metálicos, entre ellos: Tola Norte (Esmeraldas) con potencial en arenas ferrotitaníferas, Torneado y Telimbela (Bolívar), donde se busca determinar a existencia de cobre-molibdeno; asimismo Llurimagua que se desarrolla con la Corporación de Cobre de Chile (Codelco) con potencia de cobremolibdeno, La Bonita (Sucumbíos) y Pacto (Pichincha), proyectos de oro y Muyuyacu y Sangola, igualmente con potencial geológico de oro; Isimanchi (Zamora Chinchipe) donde se certificaron 67 millones de toneladas de caliza para la fabricación de cemento; entre otros. De esta manera, la visita de la delegación concluyó este miércoles y empezó su retorno al país.

a Empresa Nacional Minera (ENAMI EP) obtuvo la primera barra de muestra de hierro, proveniente del proyecto Tola Norte, ubicado en la provincia de Esmeraldas, producto de las arenas ferrotitaníferas que se encuentran en ese sector. Esta muestra será enviada al Instituto

Anteriormente en el 2011 al proyecto se le adjudicó el área de concesión, en julio de 2012 se presentó los términos de referencia para la obtención de la licencia ambiental y en diciem-
bre arrancó con la prospección geológica y estudios de geofísica. En el área de concesión minera que comprende 4.648 hectáreas, hasta el momento se vienen desarrollando estudios geológicos con el propósito de estimar la existencia de recursos minerales de hierro y titanio principalmente, que de hallarse en cantidades suficientes, la ENAMI EP podría hacer un aporte más al cambio de la matriz productiva del Ecuador con el desarrollo de una industria siderúrgica. En ese sentido, la ENAMI EP aspira que en esta zona se concentre una buena cantidad de mineral, que genere riqueza e ingresos para la comunidad y el estado.

n el segundo semestre de este año iniciará el plan de migración de la energía, que implica el cambio del uso de cocinas y calefones a gas, por cocinas de inducción y calentadores de agua o duchas eléctricas. Para el efecto, el Gobierno anunció que empezará a implementar a partir de agosto varios incentivos para promover el uso de la electricidad en los hogares ecuatorianos. Incentivos. Uno de los incentivos para quienes se animen al cambio es regalar 80 kilovatios por el consumo de cocinas y 20 kilovatios por el uso de duchas hasta el 2018. A partir de ese año, recién empezar el cobro.

Por esos 100 kilovatios consumidos las familias pagarían 4 dólares, el equivalente a cocinar con dos bombonas de gas en el mes, según se explica desde el Ejecutivo. Además quienes adquieran cocinas de inducción más un kit de ollas de acero, una sartén y una olla arrocera especial, tendrán facilidades para financiar la compra hasta 3 años plazo. Así, por ejemplo, el monto se descontará a través del pago mensual de la planilla de electricidad. Las normas ISO (International Organization for Standardization) tienen como propósito facilitar a las organizaciones a organizar sus sistemas de gestión y que todas tengamos un mismo patrón en el que se basen nuestras operaciones. En la norma ISO 50001, establece que los sistemas y procesos sean diseñados para mejorar el desempeño

energético de una organización; esto es, realizar las actividades con criterios de eficiencia energética, controlando los usos y consumos de la energía. La norma ISO 50001, enumera los requisitos necesarios para que cualquier organización integre la variable energética a través de la implementación de un sistema de gestión de la energía con el propósito de conseguir una reducción de los costes, y con-
tribuir a la reducción de emisiones de gases de efecto invernadero y de otros impactos ambientales. ¿Esta ISO se relaciona con las ISO 9001 y 14001? Repsol tiene estas ISOS? La norma ISO 50001 es una norma algo más técnica que las normas ISO 9001 – Gestión de la calidad e ISO 14001 – Gestión ambiental. La ventaja de mantener un sistema de ges-
tión integrado, es el establecimiento de procedimientos, registros y anexos comunes en todas las normas, logrando de manera más ágil incluir los todos requisitos de la norma ISO 50001 dentro de nuestro sistema de gestión integrado optimización los proceso y la consiguiente reducción de tiempos de auditoría y costos. ¿La ISO 50001 determina la necesidad de especifica objetivos, metas y planes de acción y la Compañía elije los suyos? ¿Cuál son estos? Como toda norma ISO, la norma ISO 50001 se basa en los siguientes principios: enfoque al cliente, liderazgo, participación del personal, enfoque basado en procesos, enfoque de sistema para la gestión, mejora continua, enfoque basado en hechos para la toma de decisiones, y relaciones mutuamente beneficiosas con el proveedor. Es requisito de la norma establecer objetivos, metas y planes de acción perfectamente alineados y es así que Repsol para sus operaciones en el Bloque 16, tiene tres objetivos específicos perfectamente medibles alcan-
zables y realizables en el tiempo. La ventaja de tener un sistema de gestión de la energía basado en la norma ISO 50001, es que nos permite establecer indicadores de desempeño energético, realizar el seguimiento de los mismos, y establecer acciones de mejora cuando algún indicador se desvíe de los parámetro de control. Con este seguimiento se identifican proyectos que nos permitirán reducir los consumos energéticos. Ejemplo de esto acción tenemos el proyecto de implementación de la captación de gas de Tivacuno para utilizarlo en generación eléctrica, así mismo, se han identificado claramente oportunidades de mejora en los procesos de levantamiento artificial, y en la operación de la planta topping, y también estamos trabajando en otro de nuestros objetivos que es aprovechar todo el gas disponible en nuestras operaciones para tener cero quema de gas en las antorchas para el año 2018. ¿Esta ISO representa beneficios financieros para la Empresa?
La norma ISO 50001 establece que nuestras operaciones trabajen con criterios de eficiencia energética. La eficiencia energética en pocas palabras es conseguir la misma producción con menores consumos de energía, esto siempre será posible y la mayoría de las veces solamente con mejoras operativas donde no intervienen inversiones. Para nuestras operaciones en el Bloque 16, disponemos de equipos de generación de energía eléctrica que consumen combustibles; por lo que, toda acción de mejora en eficiencia energética lleva asociada una reducción en el consumo de energía, una reducción en el consumo de combustibles y allí está el beneficio financiero. No nos olvidemos del beneficio ambiental, que también es uno de los objetivo de la implementación de esta norma internacional, debido a la reducción de emisiones de gases de efecto invernadero por el menor consumo de los combustibles.
