Hello distinguished readers We are glad to meet you again in a new issue. Within the scope of our file subject, namely “Social Support” we elaborately include all the services that our Ministry brought to the community through the General Directorate of Family and Social Services, the General Directorate of Child Services, the General Directorate of Social Investments, the General Directorate of the Status of Women and the Department of Martyr’s Relatives and Veterans which are the six main service unit of our Ministry. Adopting providing service to the society as a principle, our young and dynamic Ministry acts being conscious that the concept of family is irreplaceable as of the function and position of family institution and we are happy to introduce the rendered services in this publication bringing the family into focus. In addition to our file subject, let me briefly introduce the main articles in this issue that we think you will read with joy; we opened this issue of our magazine with an article of Davut Zan, Branch Director in Department of Staff, including his sincere words and expressions. Specialist Development Psychologist Ayşe Başak Erk, one of our permanent authors, provide an insight on the subject “Peer Victimization in Schools”, a popular issue in recent. She included various information that parents with school age children would benefit. Distinguished specialists of our Ministry again contributed our magazine: Ahmet Rasim Kalaycı interviewed with Hulusi Armağan Yıldırım, Deputy General Director of Disabled and Aged Services on his book titled “Zor Çiçekler” about his memories in the profession. Again, one of the specialists in our Ministry, Dursun Ayan wrote out a worth to read article on the salary booklet of his grandfather who fell a martyr during the 1st World War. Tolunay Sandıkçıoğlu, Branch Director in General Directorate of Family and Social Policies in our Ministry, introduced several pages of desserts from history. Serdar Kipdemir, one of the important calligraphers of our country, presented the past and present of the calligraphy art. Our travel writer, Melih Uslu brings us into the historical lands of Anatolia with his article titled “5 Historical Address from Anatolia”. Veteran, Osman Çakmak brings into light that how faith conquers the barriers in the interview as a TAF Amputee football team player saying that “these matches are only training”. Another worth to read interview is the one with the sand artist that is one of the “Holders on to the Life” under the protection of the Government. I leave you to this replete issue that we hope you to read in a breath and I wish you a good read.

People need to be together in order to continue their vital existences. The way to coming together is first to be a family. On the other hand, socialization is provided by feeding through the structure that families formed together. In the beginning people continued to live as an individual and after that they lay the foundation for elementary family by marriage. Afterwards, children came and provide the family getting stronger. Sometimes, a strong family structure is established by bringing a few elementary families together by continuing patriarchal structure.

Similar to us, in societies where the fact of family becomes a social phenomenon and even it acts as social cement, it is very important to keep this elementary union together. It becomes an inevitable fate that metropolitans getting sick with social damages due to “demographic obesity” with migration from rural areas to urban areas in today’s world where in particular, industrialization has changed the global balances. Experiencing similar collective behavior disorders and social dissolutions strongly underline the fact of the unity of family. >>

The migration phenomenon resulted along with industrialization has shifted the family structure in our country from patriarchal structure to elementary family structure. Migrating to metropolitans, people have joined in the cultures and life styles they are not familiar with and they have almost lost. Some have been chocked by huge cities and some have succeeded in stay standing by protecting themselves; penuriously… Rapid developments in information technologies have caused some adverse impacts on children and youth, the small individuals of a family as well. Rapidly developing technology and cultural erosion afterwards, worthlessness as a result of coming into forefront of material have distracted people from their essence. Human, equipped, developed, loaded with knowledge neglected its inner world unfortunately and failed to feed its soul. The important reasons behind many unhappy people in societies resulted from this dilemma. People have become in need of a greeting and considered behaving in a friendly manner is too much. Thus, lack of communication has turned into not only a street limited fact but also a heavy burden surviving in family life. Number of divorces has increased steeply and disputes in families have spread into streets. Individuals getting isolated are not satisfied with this social dispute environment. In relationships where has not been established, fidelity and sacrifice have been on the shelf as well and families have lost blood each passing day. Weakening national, religious, ethical, traditional and cultural connections as the days pass has caused such adverse experiences getting increased. Depending on the culture and generation clash, young man has become

stranger to his father; and young woman, on the other hand, to her mother… Status, attitude and behaviors have become contrary to social identity, they have been artificial and rough. Satisfaction of an individual is kept inside the harmony within the family. Which success is impossible in societies consisting of families with peace? Yes, let’s be open for any development, let’s experience modernism and let’s comply with the changing conditions of the day however let’s keep our family structure absolutely so that we can ensure continuity of our own and nation’s existence by creating a robust social structure. Instead of complaining about failing to influence our children, let’s try to understand their world. Let’s give a warm family environment to our children hiding behind the glass screens of computer and television. Let’s make them feel valuable by becoming friendly at once hale and hearty. Spouses showing love and respect each other is the most important turning point on the way to become a happy individual. In this respect, the mission of spouses to make children feel that they value each other, and make their family by giving peace and happiness to their children. Every individual will benefit from it in a family environment where a liveable life is gifted. I wish to establish happy family structures where emotions, thoughts and lives shared together while the family is united and shared. The way of making a family is to make all members of the family happy. Wishing you to set robust families and to spend a blissful life in your established families.

Peer victimization has been the interest of researches that have been conducted for the last 10 years on the field of psychology. Victimization is used in order to define aggressive behaviors where there is no power equality while such behaviors are permanent and damaging or annoying. Peer victimization is an issue between individuals in the same age or equal level and the bully is in a rather powerful status as compared with the victim.

In general bullying is considered within the scope of three titles: physical bullying, verbal bullying and social bullying. Behaviors such as hitting, kicking, scratching and spitting fall under the physical bullying. Nicknaming, teasing, hurting, humiliating, insulting and rumoring can be considered as examples for the verbal bullying. Behaviors such as excluding and ignoring are examples of social bullying. Indirect bullying on the other hand is also seen as giving damage on the belongings of the victim. There are basically two groups included in bullying cycle: Bully and victim. Bully the one starting bullying, being rather powerful than the victim physically and psychologically and hurting the victim. The victim on the other hand is defined as the exposed to repetitive damaging behaviors of the bully.

If your child’s emotional fluctuations are more than normal (burst of anger, crying fit etc).

Then your child may be exposed to bullying. The above mentioned are not only the clues against bullying, but also warning that your child is in an emotional stress. However, it is important to consider the possibility that your child is exposed to bullying. Observing the changes on your child and supporting your child afterwards by listening his or her.

Many children don’t understand that they are exposed to bullying, event they know so they cannot express it as “I am being bullied”. They may not explain their problems in social relations as they are ashamed, afraid or they are introvert.

Advice your child that anyone may be exposed to bullying and the reason behind is not individual. Don’t soften the incident: Your child exposure to bullying behaviors is not a situation that is seen in social relations. The child is systematically and repetitively exposed to damaging behaviors. Don’t use expressions such as “you behave extremely sensitive, such is life among friends” or “it will be better”. Your child needs your support and understanding most in order to stand strong in this period.

Talk to the guidance service in the school system in order to have measures taken and stay connected: You can ask the school to conduct works on preventing bullying. It is very important that every school is in an effort

to prevent bullying in order to ensure that children feel safe at school and can continue their education.

While you determine a strategy with your children… Even ignoring the bullying child is very difficult for a bullied child; it is one of the most important strategies. For this reason, advice your child that you know it is difficult, that, however, try to do its best to ignore the bullying peer and try to pretend like not hearing, seeing him or her. You can practice this strategy with your child at home by roleplaying. Teach your children some short expressions when they faced to bullying. For example, “Enough” or “Stop”. When you choose the proper expression, consider which one makes your children feel comfortable. Teach your children that they should move away upon they say the determined expression when they are subject to bullying and practice it at home. Ability to control instant reactions… Like anyone hearing a word that is making sad or upset, your child wants to react immediately as well. If your children react by going nuts, crying and yelling when they hear something making them sad or upset, then the bully will reach its goal. Tell your children that the bully needs your children’s yelling, crying so that he or she continue bullying. It will be helpful for your children to say a simple sentence and move away from there by giving up what they have done before in order to break bullying cycle. Encourage your children to share their experience with bullying with a person they trust. You can explain the difference between telling/explaining and snitching. You can explain that snitching is a conscious behavior in order to get someone into trouble and that telling/explaining can be conducted in order to get help from someone when

there is something wrong. You can also tell your children that explaining the situation they faced to someone may be required in order to both protect themselves and others. Organize activities outside the school in order to strength your children’s social relations with the friends who are not in bullying cycle. Thus, your children will feel that they are not alone and stand stronger against bullying.

I’ve written this book in a memory-narration style. What are told in the book are my true memories. When a person finds a chance to work in such institutions, it has a chance to collect many memories consequently. There is one character of the social service professionals that they develop involuntarily. Human collection. But unfortunately, very few share their collections with the others. I have also collected many human during my professional life. This collection gives one a chance to know many lives along with it. >>

Hulusi Armağan Yıldırım is a social service specialist, manager, one of the members of the ministry family but firstly he is the father of children “without family” in the institution… We understand that he has succeeded this hard job when we look at the real life stories in his book titled “Zor Çiçekler”. Our neglect and ignorance on the people

under protection and care of government emerged with those stories. Stories of the real lives of those children shake us deeply while we consider their lives like magazine news. Each one of the stories brings us inside the life revealed and makes us imagine the lives that we are not aware of.

Strictly speaking, the book, an almost unique one in the field, well deserves the credit as is and for the efforts. Hulusi Armağan narrates us the real life stories of the children without families in institutions in Zor Çiçekler (Hard Flowers). He does a very difficult job as there aren’t many books telling the stories of those hard flowers with his own words. Why Hulusi Armağan did associate those children with hard flowers? He responds question; “Some of the flowers are hard flowers. They are hard to care, hard to grow. They are hardly blooming and hardly producing fruit. Just like human… Human is also a hard flower. Especially the youth… They are the hardest flowers”. When I read Zor Çiçekler, the sincerity that Hulusi Armağan showed to those flowers leaded me to look inside of me. The mirror in Zor Çiçekler provides me to see my father role. Hulusi Father of the children without “family” in institutions holds a mirror for our father, mother and humanity roles. Each one of these stories gives that message on the mirror of Hulusi Father who raised them like hard flowers; “This is a matter of love, ambition. Raising hard flowers is demanding. It requires life line support. It is hard to be the warm hug of orphans but not impossible. When I look in this mirror, I see my own father role. When i look in this mirror, I ask how about our own father and mother roles for our children considering Hulusi Father of the hard flowers feeling the irresistible responsibility of being fatherless or motherless. I evaluate my father role, even my conscience and my humanity. I invite all of you to read these stories and look onto this mirror. There is Hulusi Armağan who feels bad against the hardiness of being fatherless or motherless.

Who is Hulusi Armağan, as a bureaucrat, a professional and an author at the same time? Let’s know a little bit more about him with his own words.

Hulusi Armağan Yıldırım

I was born in Karaman province, Ermenek sub province, Aşağı Çağlar village in 1965. I completed primary and secondary school in Günneyyurt town. I finished my high school education in Ankara in Anıttepe High School as my father, a teacher, was appointed to Ankara. I graduated from Hacettepe University’s Social Services Department of the Faculty of Economics and Administrative Sciences in 1986. Right after my graduation, I started to work in Social Mutual Aid and Solidarity Foundation of Keçiören District Governorship. As a professional, I performed a duty in Zonguldak Social Services Provincial Directorate in 1988, in Saray Disabled Care Center in 1990, in Social Services Directorate afterwards, in 1993 in Ümitköy Rest Home, in Seyranbağları day care center and Ankara Etimesgut Orphanage in 1996. In these places, I’ve had a chance to conduct a comprehensive research on the children, young, disabled and aged people who are in need of protection. In this field, i particularly worked on adoption and day care services for the children in orphanages. In 2002, i was appointed as the Yozgat Province Social Services Director and in 2004 I was appointed as the Branch Director of Disabled Care Services Department of the General Directorate of Social Services and Children Protection Institution. Along with the establishment of the Ministry of Family and Social Policies, I was acted as the head of department in 2011 in the General Directorate of Disabled and Aged Services. I have been acting as the deputy General Director since 2014.

Working so many different fields should have contributed your life. What are the positive or negative impacts of such an experience? I reaped many benefits of being working in different units of social services, a very wide field. Of course, there are many difficulties and adverse impacts being working with disadvantageous groups such as family, children, youth, disabled, aged etc. However, there are many benefits of it as well. You better understand these benefits as the time passes. The most important one is that your abilities to

Considering the positive comments from the readers upon publication of the book, I think this book filled a gap in this field. I hope this book will help our children and youth, I mean “our hard flowers” in our care and institutions to be better understood. know and analyze people better and to solve problems have been developed. You see that many problems normally we think as difficult to solve, can be solved easily. I think this is one of most important benefits. Another outcome is that your point of view on the issues is changing consequently. You are focusing on the solution of a problem instead of interesting on the problem. Thus, you are not affected by the adverse parts of the problem, possibly on you or on others. This manner of approaching is a breaking point I think. There is the same manner of approaching beyond different reactions of different people regarding the same problem.

As we know, you have worked in institutions rendering service in the most difficult and problematic field of the society. Isn’t it caused tiredness, fatigue and even an escape attitude on you? Of course, it was tiring and it is so. However, when you recognize the work you performed during your working life impacted someone either positively or negatively, you make a decision. Just like standing or escaping as a shortcut. Those who cannot stand such a difficulty were leaving the institution by appointment or another way. However, difficulties and tiredness we experienced disappear along with the employment, begin to work and establish a proper family of a child. Seeing the happiness of that child made us forget all tiredness. On the contrary, imprisonment, committing a crime, committing a bad incidence and sometimes lost of a child increased our tiredness more and more. We had alternated between these two situations during our professional lives. I’ve never lost my hope. I think the reason behind working in such an environment for a long time is keeping my hope. I’ve personally experienced

many examples during my working. Despite the things that create hopelessness around, I tried to keep my hope alive. I have heard “These children are hopeless” many times. That’s why the success stories of our children make me feel excited. This lingers in my nostrils.

How did the idea of writing your book “Zor Çiçekler” narrating the little worlds of the children and youth living in the children care centers and reformatories of our Ministry and allowing us to know them better? I’ve written this book in a memory-narration style. What are told in the book are my true memories. When a person finds a chance to work in such institutions, it has a chance to collect many memories consequently. There is one character of the social service professionals that they develop involuntarily. Human collection. But unfortunately, very few share their collections with the others. I have also collected many human during my professional life. This collection gives one a chance to know many lives along with it. I told these stories to one of my friends and I decided to write this book upon my friend’s encouragement saying that “you should share these stories with the others”. I hope this book will help our children and youth, I mean “our hard flowers” in our care and institutions to be better understood. Now, as readers, we can start to know different worlds upon these stories and we will have a chance to touch the real memories of real heroes. I mean, in a sense, we can see whether we are conscientious or not by reading. Have a good reading.

My article is about a document from my family archive on the occasion 100th anniversary of the 1st World War. A salary booklet belonged to my grand grandmother Meryem Ayanoğlu, spouse of my grand grandfather Agah Ayanoğlu who martyred in the 1st World War. >>

Widows and orphans after martyred soldiers were given a certain amount of money and they were put on a salary. Due to my age, I didn’t have a chance to know Meryem Ana, my grand grandmother, the holder of the booklet which has been kept since then as a memory of those years. However, I heard her name and names of other family members in the night talks during the years without television and radio; there were so much said and they engraved in my mind. Unfortunately, my grand grandmother Meryem ANA passed away after the earthquake in Erzincan on 27 December 1939. Simply, they experienced the bitter and hard days. War and earthquake wrecks were the environment where they breathed last. Holly God let their souls in his heaven. They told that my grandfather Agah martyred in Gallipoli. In 1936, two officers from Suşehri (Sivas) came and gave certain amount of money and a medal to Grandmother Meryem. It seems that the salary should have been the accumulated salary since the date of martyr. After such talks, pass of

Meryem Ana in 1939 Erzincan Earthquake was told and we were sorry. It’s been quite a long time and my cousin Yunus showed me some documents along with the salary booklet of our grand grandmother Meryem Ana and I planned to write an article about it. The day came to the 100th anniversary of the Great War (the 1st World War); 2015. With this respect, it is the introduction of a family heirloom document but at the same time it was also related to the social aids including the legal regulations executed considering the special conditions of martyr’s orphans and widows. When I visited different countries, and talked others I learnt that the families with veterans and martyrs were also given salary. This was in fact a kind of duty of loyalty of governments for their veterans and martyrs and it was a loyalty example which was taken under legal warranty; it was humane and was the most nondoubtful one among the social aids.

The color of the booklet given to Meryem Ana has a red cover and on the left top cornet it is written “T.C.M.M.V. (Republic of Turkey Ministry of National Defence) Retired, Orphans, Widows Department Booklet Number: 10”. Below, it is written “Suşehri Military Office Martyr, Widow and Orphans Bonus Allocation Booklet” and down on the page there is a simple adornment. Grandfather Agah seemed to be born around 1879-1880 in the current era and in 1295 in the Julian Calendar. His mother was Emine, father was Osman… Meryem Ana seemed to be born in 1289 in Julian Calendar and in 1874 in the current era. She was elder than my grandfather and they were considered as cousin in the family. They made living by

farming and this family had interested in this till migration (from rural to urban). As it was understood from the salary booklet, my grand grandmother got only widow salary in 1939’s August and she passed away after 1939 Erzincan earthquake and she couldn’t get salary afterwards as she died. Only the page for the August salary was torn and the opposite line was signed by Salary Allocation Commission Head, Military Office Head and District Revenue Officer. The martyr date of Grandfather Agah was seen as12 March 1330 (25 March 1914 and it was written that he died in “the Great War”. When we compare this date with the outbreak date of the 1st World War, it was wrong as the date of Turks committing

this war was 30 October 1914. In another part of the salary booklet, salary commencement date was seen as 15 May 1333 (15 May 1917). Considering it as a typo, I applied to the Archive of Ministry of National Defense and asked for the summary of military service documents and saw that the martyr date was 11 March 1332 (24 March 1916) and the date considered for the salary was 14 March 1333 (14 March 1917). It was clear that when he was martyr he was a soldier in 28th Regiment, 2nd Battalion, 8th Company as a result of the comparison between archive document and martyr salary booklet. It is known that he martyred in Gallipoli verbally in the family as the archive document verified this detail, however there should be a typo. It is written in many resources that 28th Regiment was on duty in Çanakkale and commanded by German Major Hunker. It is known that 28th Regiment involved in Conk Bayırı and Şahin Sırtı Battles on 10 August 1915. British army and their alliances left Çanakkale between 19-20 December 1915 and 8-9 January 1916. The martyr date of Grandfather Agah, 11 March 1916 was after withdrawal of armies from Çanakkale and this brings to mind that he died in a hospital after the war in Gallipoli. This detection makes us think that whether there was a typo in writing the date or not. If the date was before one year and written as 1916 instead of 1915 wrongly, then the martyr fell on March when Çanakkale War was its peak point and this is worth to think. Such typos in records should be considered normal in those years as the important thing was the war but not the bureaucracy. When the booklet was arranged, dates were shifted to the Gregorian Calendar and calculation mistakes can be seen normal. If we consider the social aids and martyr salary records, information on the Martyr, Widow and Orphans Bonus Allocation Booklet should be regarded. The booklet is 14x14 cm in size and its outer cover is red and consists of 32 pages. On the first page, there are details on the martyr and booklet allocation details. On the second

page, there is a photo of the holder approved by the related military office and on the opposite third page there are census details of the other beneficiaries. On the fourth page, salary registration copy is included. On the same part, salary+allocation+salary increase=total sum is indicated and also the date of salary allocation, ten years accumulated salary amount are also indicated. As a private in the war, Grandfather Agah was allocated 1 TL as salary; 1.50 TL allocation; 25 kuruş and total of 2.25 TL. When we compare these amounts with a captain salary booklet, the breakdown is as follow; 4,60 TL as salary; 4.60 TL allocation; 0.92 kuruş and total of 10.12 TL. Regardless of the rank, paying salary to martyrs is closely related with the government budget. As it is understood from the pages of the salary booklet, after the war salaries could only be paid within ten years at the earliest. On the next pages of the salary booklet, annually accrued bonus amount for each year is specified and on the opposite side there is one breakable coupon. As the salaries are paid by the military office, the payment transaction is approved by the head of commission, head of military office and the fiscal director. Prepared by the Ministry of National Defense, the salary booklet is understood to be in coordination between the district unit of the Ministry of Finance, the Fiscal Directorate, and the head of the commission authorized for the payments (it may be district governor or other person in charge). Warnings and remarks pages involved on the last pages of the booklet introduce the quality of the booklet and mention the rules to be considered by the holders to be paid. Today, the reason behind the support for the martyrs can be directly war or other reasons out of war and appreciating those passed away for the duty and looking after the remained are among the important social policies. Along with the above subjects, the training program targets to prepare partners that at the marriage age and come together in order to establish a family, for marriage life. Pre-Marriage Training Program give an opportunity for the partners relating to spouse choosing, to know each other during the pre-marriage process, to establish realistic expectations relating to marriage, to know the efficient communication skills and how to cope with the possible problems and, all in all, “ability to make a good start” to marriage. In order to widen the Pre-Marriage Training all around the country a cooperation protocol was signed between our Ministry and Turkish Association of Municipalities on 1 September 2012 and total of 233.727 people were given pre-marriage training between 2013-2015 August around the country.

To benefit from the training, an application can be made to Provincial Directorates, Social Service Centers and Municipalities. Training is free.

Family Training Program Family Training Program (AEP) for the adults has been prepared in order to respond any problem that family members may encounter during the lifespan. Within the scope of AEP there were 386.668 people trained. Within the scope of the project of providing Family Training Program (AEP) through web and mobile based distance education (e-learning) technique, people were provided to take such trainings by distance. These activities can be followed on www.aep.gov.tr. To benefit from free training, an application may be made to Provincial Directorates or Social Service Centers.

Family and Divorce Process Consultancy It is known that in our country, particularly in metropolitans, there has been an increase in divorce cases. According to the TSI data in 2012, almost 40% of divorces are within the first five years of marriage. There are about 600.000 marriages and 120.000 divorces annually. According to the Turkish Family Structure Research that was conducted for our General Directorate in 2011, it was determined that 62,8 % of spouses suffering problems between each other didn’t take outside support. Professional psycho-social consultancy support by related institutions and organizations is important in marriage problems. Family and divorce process consultancy means that the consultancy services rendered in order to ensure spouses to manage this process healthfully upon their application or direction to the related institutions so as to receive divorce process consultancy while thinking about divorce or by joint decision during the legal process due to the in-family communication, relations and similar reasons.

Pilot scheme of the program started in 2012 widened all around the country in 2013. Applied to Provincial Directorates and Social Service Centers, 4332 couple were offered consultancy services and as a result of the offered service 1.341 couple changed their mind to not to divorce. The result indicates the importance of taking consultancy on their relationships.

Social Service Centers have been established in order to offer and coordinate the services rendered by the Society Centers, Family Consultancy Services and other day service rendering social service institutions by combining human and financial resources in these centers, under a single administrative roof together and in the most east to access manner in the direction of rational use of our limited resources (human-financial) and productivity principles. Adoption Services

Adoption is the establishment of a child-parent relation through providing legal ties between a child suitable for being adopted and a person/persons who are suitable for adopting said child. Our ministry has helped 13.975 children get adopted and ensured that they are raised within a warm, welcoming home.

Child Care Services

In scope of our Ministry’s approach of strengthening the family as an entity, protecting each individual while still supporting them within the unity of their family and considering that the best environment children can develop in, given the appropriate conditions, is with their own family; supporting children in poverty has been prioritized with the Return to Family and Support With Family practice, in use since 2005.

A variety of services are performed involving the protection, care, education of children in the 0-18 age group who have had protective and/or care injunctions declared and live in daycare centers, orphanages, shelter complexes and shelters, and ensuring that they obtain a job and a profession, and thus become helpful members of society.

As of August 2015, 10.877 children taken into care in an institution due to financial reasons have been reunited with their families through social and economic support services. 67.787 are currently under support without requiring institution care.

Foster Family Service This is a model where, while custody remains with the actual family, care of the child in question is shared by the Foster Family and the State. Children who for various reasons cannot be cared with their families and cannot be placed for adoption are cared for with appropriate families on a paid-for or volunteer basis. The number of children in foster family care has reached 4.471 as of October 1, 2015.

The children who cannot benefit from alternative social service models and have to be subjects of care injunctions are, with our new service policy, cared for in shelters which serve as environments as close as possible to a normal family life, and prepared for the life ahead of them. Love shelters: Apartment flats or detached houses where a maximum of 5-6 children between the ages of 0-18, with at least 3 years of age difference between them, live and call home. Children’s shelters are established in the regions of each city that are most conducive to child development in social-cultural and physical terms, preferably in city centers, and close to schools and hospitals. Children’s Shelter Complexes: Small residences, housing a maximum of 12 children to ensure each and every one grows up in an environment of trust and love, built in a complex

with consideration to their ages and developmental needs, and which provide a warm familial environment to the children involved. Daycare Centers and Orphanages: With the understanding that our children are the future; the collective care system has been abandoned by reducing the capacities of daycare centers and orphanages, both institutions that serve children that cannot be cared for while staying with their families, which has resulted in the opportunity to care for our children more closely and made it easier to guide them in the process of preparing them for life. In order to constantly develop the quality of care services provided in the institution and help with the welfare of these children, a self-evaluation system has been established in 2014, and in this scope the Self-Evaluation

Social Rehabilitation Services Our Ministry is establishing Children’s Support Centers exclusive to children who are victims of crimes, pushed to crimes, live on the streets and under constant risk. In scope of protecting, caring for and rehabilitating the children who are pushed to crime, are victims of crime, live on the streets and under risk, and children facing social risks, 67 Child Support Centers are currently in operation under our Ministry. The Anka Children’s Support Program, in use in Children’s Support Centers, aims to reform these children who are pushed to and are victims of crime, and facing social dangers on the streets, into children who have a mind of their own, develop themselves, believe in themselves and their success, enrich their skills, and increase their life quality in an environment of welfare and happiness. Children’s Support Centers where children, with care injunctions declared by court and in need of care, who are addicted to volatile or narcotic substances can receive short and long-term medical treatment and rehabilitation followed by psycho-social support services have been established by the Ministry of Health.

Services Concerning Children’s Rights •

I n order to most effectively apply and coordinate children’s rights, the “Turkish Children’s Rights Strategic Document” spanning the years of 2013-2017 has been prepared by our ministry. Great care has been taken to consider children’s perspectives in preparation of the strategic document. Provincial Children’s Rights Committees have been established in each city in order to teach and enforce the policies and provisions of the Children’s Rights Agreement in all sectors of society. Our country organizes National Children’s Forums each year in scope of the November 20 International Children’s Rights Day. The October 11 International Day of the Girl Child is celebrated by our ministry each year with various events.

Services for Unaccompanied Children Following the completion of work and processes related to unaccompanied children arriving to our country through irregular migration and applying for international refugee status by the Provincial Directorate of Migration Administrations, these children are taken under protection and care in institutions under our ministry, and provided

with all services including shelter, nutrition, education and health. In this scope, seven specialized institutions have been established to provide for the needs of unaccompanied children.

Academic and Social Success

Services for Unaccompanied Syrian Children

The rate of success in LYS (transition to higher education exam), at 31% in 2002, has more than doubled by reaching 71% in 2015.

Children who are taking shelter in our country with the “temporary refugee” status due to the internal conflicts in Syria, are in the special needs category and who cannot be accompanied by a custodian adult due to legal or traditional reasons within our country’s borders who are determined to be “unaccompanied children” are provided with the services of our ministry. The children who are in the 0-12 age group and determined to lack general self-care and self-sufficiency are taken into the care of institutions under our ministry. The children who have enough developmental sufficiency to fulfill their basic life needs who are in the 13-18 age group are temporarily housed in the children’s unit established within the Adana Sarıçam temporary shelter with the cooperation of our ministry and the Municipality Disaster and Emergency Management Administration. After relevant investigations, if a legal or traditional custodian is found within the country’s borders, the child is reunited with their family.

Services for Children Found to be Homeless Within the framework of the “Service Model for Children Living and/or Working on the Street”, put into practice across Turkey with the Municipality Circular numbered 2005/5, it is ensured that children living on the streets are recovered and guided towards formal education or professional training, treated for substance addictions, and provided for in terms of shelter, nutrition, clothing, health, education et cetera. In this scope, it is aimed to develop the artistic aspects of children in painting and art studios, and courses such as folk dancing and music and events like football, volleyball, basketball, table tennis, judo, badminton, mountain climbing, scouting etc. are organized as spare time activities.

297 out of the 420 children entering the university exam have been placed in a higher education institution. The number of licensed athletes staying in our institutions has reached 1.990. The children benefiting from our ministry’s social service models by being placed under protection until they reach lawful age are trying to be employed in public institutions. Care services were primarily planned with the perspective of; •

Supporting people with disabilities and elderly people with their families without removing them from their social environment, Where this is not possible, providing care for them in environments that can provide the warmth of a genuine home

Developments in Disabled Persons’ Policy in Recent Years With the regulations issued in 2002-2015, primarily concerning the Law on Persons with Disabilities, the last decade is a period where revolutionary steps were taken in the field of disabilities in Turkey. The first Persons with Disabilities Law of our country was issued in 2005. •

And where this is also not possible, caring for them in specialized, low-capacity care institutions. In scope of institutional services for disabled and elderly people, across the country; • • • • • •

86 Live-In Care and Rehabilitation Centers, 101 Hope Centers 152 Special Care Centers 5 Daytime Family Consultation and Rehabilitation Centers 65 Residential Homes and 65 Residential Home Elderly Care and Rehabilitation Centers 41 Elderly Living Homes are currently providing services.

Barrier Free Living Centers have been established to improve the physical conditions of official institutions providing services to our disabled citizens. In case disabled persons, taken care of with their families require so, they can be provided with short term care services temporarily as guests, up to thirty days per year for free, in official care and rehabilitation centers.

These positive developments concerning disabilities were taken to the constitutional level in 2010 and changes in article 10 of the constitution secured positive discrimination for disabled persons at a constitutional degree. The EU Convention on the Rights of Persons with Disabilities, concerning ensuring the full and equal benefit of disabled persons in all their rights and basic freedoms, was signed in 2007 and Turkey became one of the first countries to sign the treaty. The amount of allowance has reached a significant number through being increased by 200-300% with the changes in article two of Law on Provision of Allowances to Turkish Citizens Who are Over the Age of 65, Dependent, Incapable or Homeless, and the scope of people who can benefit from allowances has been expanded. The minimum income level required to benefit from this allowance has been raised from 1/6th of minimum wage to 1/3rd and the scope has been expanded in terms of level of income. Allowance for handicapped: An allowance for handicapped is provided to persons with disabilities who have never been employed or are disabled to the point of unemployment and in financial need, as well

as children with disabilities whose families are in need. The healthcare expenses of persons benefiting from this allowance are provided for within the scope of general health insurance. •

Residential Care Allowance: All disabled persons in need of care have been included in the care service scope, and the fees for residential care provided at home or in specialized care centers have been paid for. In calculating income criteria in households with multiple disabled persons in need of care, each disabled person in need of care in said household after the first has been calculated as two persons. As of April 2015, 460.285 disabled persons are receiving residential care. As of August 2015, we are paying the care fees of 10.710 disabled citizens in 152 Special Care Centers. Houses under a gross size of 200 m2 owned by disabled persons are exempt of property tax. Physical adjustments are provided for disabled persons in cases where living conditions present hardships in residences, and conveniences were introduced for project amendments.

T he sentence of 6 months to 1 year prescribed for discrimination against disabled persons has been increased to a jail sentence of 1 year to 3 years. Disabled persons service units were formed within municipalities to provide information, consultation social and professional rehabilitation services and the Municipalities Disabled Persons Service Units Directive has been issued to determine principles. Changes in the Highway Traffic Law have designated “Parking spots for vehicles of handicapped persons” under the section for places and conditions where parking is prohibited. Changes in the Added Value Tax Law have resulted in the exemption of all specially produced equipment and tools and special computer software required for the education, profession and daily lives of disabled persons from added value tax. Turkish Sign Language System: In accordance with the Directive on Determining Methods and Principles Regarding the Formation and Application of the Turkish Sign Language System, work has begun on creating a Turkish Sign Language system.

In order to increase the number of Turkish Sign Language interpreters and students, educational programs approved by the Turkish Education Board have been prepared, and sign language interpreters have been employed in various cities. In order to ensure the efficient participation of handicapped university students in education, as coordinated by the Higher Education Board, Students with Disabilities Consultation and Coordination Centers have been established within higher education institutions in order to work on the provision of equipment and class materials, appropriate education, research and residential conditions for disabled students and the resolution of issues they experience during their education. Employment of Disabled Persons and Secure Workplaces: Required changes were made in the “Disability Law no. 5378” and “Regulation on Secure Workplaces” In order to establish secure workplaces for persons with mental and psychological disabilities who are difficult to employ in the labor market. The new support provisions have resulted in the following:

In order to encourage employers who employ disabled persons regardless of having disabled employees over the prescribed number or without any obligation, the entirety of the employer’s share in insurance premiums will be paid for. Public Disabled Personnel Selection Examination: The examination will be held separately and centrally for disabled persons to be assigned as public personnel for the first time. Disabled public personnel and public personnel with first degree relatives with critical disabilities have been given the right to choose their place of transfer, limited to one time only and in consideration of organizational structure. While only personnel were employed in the public sector before, the regulation issued in 2014 ensured equal opportunity by also holding an examination to employ disabled personnel in the public sector. The number of disabled personnel provided with employment opportunities in the public sector has

reached 40.486 as of May 2015. The number of workers employed in the public and private sector has reached 95.165 as of June 2015. Free Travel Rights for Disabled and Elderly Citizens: Legal regulations introduced in 2013 has provided persons with a disability degree of 40% or over and accompanying persons traveling with critically disabled persons, as well as special persons or companies authorized by municipalities, with the right to obtain free public transportation services in urban and intercity lines of railroads and maritime lines, Right to free-of-charge use of urban railroad and maritime lines and public transportation services mentioned above, and at 50% cost in intercity lines of railroads and maritime lines for persons who are 65 years of age and above. As of August 2015, a total of 6.654.820 persons, 461.858 being disabled persons and 6.192.962 persons who are the age of 65 or above, have been provided with the free travel card service. Special Education and Transportation of Disabled Students: The number of disabled students transported to schools in scope of the Education with Transportation Project has reached 69.954 in the 2014-2015 education year. Disabled persons with a disability rate of over 90% and disabled persons who obtain special mobility equipment suitable for their handicap are held exempt from special consumption tax for their first acquisition of special equipment, limited to once per five years. Accessibility: In order to remove the obstacles in participation of disabled persons in social life, all public areas and buildings are obligated to be made suitable for their use by disabled persons. Municipalities and urban public transportation services and intercity transportation services provided or inspected by municipalities also have to be made suitable for use by disabled persons. The Accessibility Monitoring and

Inspection Directive has been issued to determine the methods and principles related to these inspections. Changes in relevant laws have ensured the placement of an efficient accessibility inspection and monitoring mechanism. The Directorate General on the Status of Women in Ministry of Family and Social Policies is continuing to work towards strengthening the position of women in all spheres of life in order to ensure men and women have equal opportunities, provide to benefit equally from all the opportunities and in consideration of gender equality perspective in the formulation of public policy. •

In the 2000s, with the egalitarian reforms of the basic laws especially constitutional regulations, all regulation in Turkey are structured in a way trying to recognize zero tolerance about violence against women and observe the principle of gender equality. The entering of the law about Family Protection and The Prevention of Violence Against Women numbered 6284 into force pursuant to provisions of “European Council Convention (Istanbul Convention) (İstanbul Sözleşmesi) on Violence Against Women and Prevention and Combating Domestic Violence” is the most important indicator that we have strengthened the legal infrastructure and carried combating violence against women to a higher level. The work on opening the Violence Prevention and Monitoring Centers in 45 provinces which continue their services in 36 provinces with the Law numbered 6284 are continuing. 6284 carried out in 2014, studies to overcome the problems identified in the implementation of Law numbered 6284 is planned to be carried out by preparing a comprehensive road map in cooperation with relevant institutions and organizations and non-governmental organizations. The agreement on the opening of United Nations Women’s Unit (UN Women) regional office has signed on February 28,2014 the office in question started its studies in Istanbul.

Service Organizations for Women VPMC (Violence Prevention and Monitoring Centers): They are the centers that the person suffered violence and has a risk of being exposed to violence can apply, provide empowering and supportive services about the issues they need with the counseling, guidance and orientation services and carrying out monitoring studies of the 7/24 basis. Within the scope of the Law about Family Protection and the Prevention of Violence Against Women numbered 6284, the dissemination of the Prevention of Violence and Monitoring Centers which opened in 14 provinces are

decided and it began to provide services in 36 provinces as of October 2015.As of August 2015 it served a total of 84.215 people. Institutional structuring studies for delivering VPMC services in 81 provinces are progressing rapidly. •

A total of 64.395 women have been given service in Women guesthouse and first receiving unit between 2011-2015.

Electronic Support System We are carrying out a surveillance application with two different technical methods about combatting the violence against women. •

The 12th article of Law numbered 6284 allows the tracking of precaution decision taken within the relevant Law with technical methods. In this context, our ministry is carrying out a “Security Button “ pilot scheme in Bursa and Adana since October 2012. With the pilot scheme which is initiated in Ankara and İzmir on March 8, 2015 an efficient technical surveillance system (electronic bracelet) that observe the victim of violence and who applies violence simultaneously has taken place.

Combating Violence Against Women and Domestic Violence •

By developing or establishing support services that will be provided to women who are victims of violence with “Combatting Against Domestic Violence” has been carried out between 2014-2016 the increase in the protection of violence in 26 provinces is aimed. “2007-2010 National Action Plan Combatting Domestic Violence Against Women “ was implemented , now 2012-2015 Action Plan is being carried out. Studies for 2016-2019 Action Plan are continuing. New Action Plan will be prepared by taking international agreements especially Istanbul Convention, our legal legislation, Impact Analysis results of Law numbered 6284 and the final report of GNAT Prevention Violence Against Women Research Commission into attention; it will be the Action Plan that has more responsibilities in terms of relevant institutions and higher binding strength. “Domestic Violence Against Women Survey “carried out first in 2008 renewed in 2014, its results were

shared with the public on December 30, 2014. Research results will be evaluated in the creation of new policies and 2016-2019 Action Plan Against Violence Against Women. With training and workshops about equality of men and women, violence against women and gender; 71.000 police, 65.000 health officer, 326 Family Court Judge and Public Prosecutor,47.566 religious official have been reached, trainings of 450.000 privates and noncoms are continuing.

Strengthening Women’s Economic Status •

In our country, it is seen that there is an increase that can not be ignored about women’s participation into labor force and employment. In this context, by May 2015, the ratio of women’s participation into labor force has reached to %32.1, employment %28.4. To remove structural, social and other problems in front of women employment, various measures have been taken by the government, encouragement and support programs are being carried out. Within this framework, a number of women benefiting from the encouragement given to enable new employment opportunities to women with the Law numbered 6111 has reached 144.489 by August 2015 June.

Within the scope of social aid; •

Financial aid has been made for 3.1 millions of children to mothers provided that they are taken to regular health control and they continue to school since 2003. Monthly 250 TL of financial aid has been given to widow women whose husbands died and who have no social security since 2012. By September 2015, approximately 292.0000 women have benefitted from this program. Monthly 250 TL of financial aid has been given to wives of needy ranks and files if they are married and to their mothers if they are single. Within this scope, approximately 89.000 soldiers have got payment by September 2015. General Security Premium of approximately 9.3 million citizens have been met by our Ministry as transferring 6,13 billion TL within the scope of General Health Insurance. Since 2010, approximately 24.000 families have bought houses with 100 TL of installments.

Department of Veterans and Relatives of Martyrs

With the aim of cherish the memories of martyrs and protecting the martyr’s relatives and veterans from any victimization and deprivation, The Department of Martyr’s Relatives and Veterans has been established to coordinate the determination of national policies and strategies, to conduct the social services and welfare activities for Martyr’s relatives and veterans, to ensure cooperation and coordination with related public agencies and institution sand with voluntary agencies in this field. >> Services Given to Martyr’s Relatives, Veterans and Veteran’s Relatives

The scope of employment rights has been expanded. The employment right, given to martyr relatives has been doubled. In addition to the wife, child and brother / sister, the mother and father of martyr have been included in the scope of ones who can benefit from this right. Within the scope of accepted Law, it has been stipulated that approximately 35.000 people will benefit from the employment right. The relatives of Turkish Armed Forces members and security staffs who have lost their lives within the scope of service disabled and war disability have gained to times of employment right and the disabled ones have gained one employment right.

The children of veterans who are younger than 25 and the mother & father of veterans have gained the right to benefit from free travel right.

Among the terror- stricken civil citizens, the relatives of ones who have lost their lives because of terrorism or the ones who have got disabled have gained one employment right.

By 06.10.2015, 96.474 right owners have received the free travel cards.

All of the ones who could not benefit from discounts in electricity and water bills within the scope of service disability and war have gained the opportunity to benefit from this right. Care assistance has been doubled. The care support given to the severely disabled veterans who cannot live without the assistance and support of someone else has been also given to the village guards and private citizens and this assistance has been increased two times of net minimum wage. The scope of additional payment and educational allowance has been expanded. The ones who cannot benefit from additional payment and educational allowance within the scope of service disability have gained the chance to benefit from this opportunity. In addition, the disabled children who have to get education in special education schools have gained the benefits of this right.. The amount of payments made to children of all the service and war casualties once in a year in line with the educational grades are as given below for 2015 – 2016: Primary School: 1.246,26 TL High School: 1.869.39 TL College: 2.492,52 TL The aids are given to the families of rank and files who joined the arms. The scope of social aids has been expanded. The opportunity to provide the social aids for martyr relatives and veterans, regardless of the condition whether they have social security or not, has been ensured. The condition of indigence in giving allowance to the mother and father of service disabled ranks-files and public officials, has been removed. The amendments regarding the explosive ordnance have been issued.

It has been ensured that the ones who lost their lives or became disabled because of investigating, keeping, transporting, destroying and over- powering the explosive ordnance, have included in the scope of Law Nr:2330 (increase in wages, two employment rights for martyrs and one employment right for veterans, indemnity, etc.). The relatives of ones who lost their lives and who become disabled because of terrorism have gained the right for wage in addition to the indemnity right. The private citizens victimized because of terrorism have gained the right for indemnity and wage. Ranks and files and service – disabled public officials have gained the increase in monthly payment in line with the progress they show in their duties and the implementation differences have been removed. It has been ensured that the ones, who lost their lives or become disabled during the services for traffic and road safety and during the delivery and transfer of prisoners, have been evaluated within the scope of Law Nr: 2330 on Monetary Indemnity and Pension and their rights have been expanded. In addition, the Local Authorities who have duties to prevent actions breaking the security and public order and regarding the smuggling have been also included in the scope of this Law. It has been ensured that the students who have make a provisional entry after gaining the right to get education in police academics and military schools or the ones under 18 shall be assessed within the scope of Anti – Terror Law when they lost their life or got disabled because of being targeted to terrorism and also they have gained the right to get salary and to benefit from other rights. It has been ensured that the invalidity wages of disabled ones shall continue even when they work in a job. It has been ensured that the invalidity wages of disabled people who continue to work shall not be cut and they can

As the symbols that are created by pressing on wet clay with the inscription tool called as “Stilus” that is made of bone, wooden or similar material are similar to nail in terms of shape, these symbols and marks have been named as “Cuneiform Script.

The word “calligraphy” stems from “Kallos” (beautiful) and “Graphos” (Script) in Greek. The studies implemented by each nations by using their own alphabet in line with definite rules, bases and disciplines with original remarks can be called as “calligraphy” in international common usage.

Following the Sumerians, the cuneiform script has been the most important communication tool for various cultures used by people of Akkadians, Elam, Assyria, Persians and other local people until the century after the birth of Christ for many ages. Except for the monumental scripts written on stones, all the civilization within the flow of history have used the most appropriate material of their geography to write. For example, Egyptians had used the papyrus which grows in the region where the Nile River flows. They have used the rolls which was created by laying together the thin lines cut from the core of plant to get two layers and then, this layers were overlaid and was hammered with a stone or similar material to slenderize de end of layers In the Far East, the leaves of palm tree were the best material. In addition, it has been known for thousands of years that the script materials known as “parchment” was used generally in daily life after being produced from the leathers of animals such as goat, lamb and cattle. Papyrus and parchment were the most important tools to write when the requirements of daily life are taken into

consideration from the first ages. The calligraphic styles implemented on hieroglyph, demotic and hieratic scripts written on papyrus in Egypt within ages as depending on surface, pencil and ink can be seen clearly. Phoenicia scripts are also similar to calligraphy because of the rises and falls of letters and the free shapes in the lines. Greek Linear Capital and Roman period - Latin Capital scripts also have the calligraphic appearance when they are written on papyrus and was surface with fluent italic emphasizes, italic and oval forms created as a result of hand moves in writing fast with the letter combinations seen in today’s cursive and script letters. The script characters become personalized when they are drawn with this method on various surfaces; in other words, they gain originality by being shaped in line with mood and style. All the script characters can be functionalized by being used as a part of calligraphy in skilled hands. Depending on this, personal and original, limitless visual artistic studies can be created.

Despite of the fact that very different pen points have been used in calligraphy script art, designs and original studies, especially the traditionally used Quill Pen, script pen points, clipped pen sets, specially designed ink cartridge pens, steel clipped metal points (serial points such as O-N-Z-A-T-RS-M), the script materials made of wood, bamboo etc. and handmade tools can be mentioned. Despite of the condition that Calligraphy has a deep ornamented and decorative script function; when it comes to script, the readability should be protected regardless of the calligraphic letter and symbol styles. Thus, the readability of script regardless of the surface is the inalterable faith of it.

Dessert, the hidden subject of most special complimentary gifts and most delicious tariffs…The great food that we share with our friends together with tea or coffee and that we offer to our children as “Surprise!”… We have said let’s write sweet and read sweet in this issue and have complied some historical information about “dessert”.

It is seen in many sources that Turks did not like to eat dessert in past times and moreover, it was deemed as shame for men to eat desserts. As transferred by İbn-i Battûta’, Turks who show reaction against dessert as much as to say “I do not eat even you kill me!” became the most important consumers of honey, molasses and of sugar in time.

“Eating dessert is deemed as shame in their culture! In Ramadan, I was in the presence of Sultan Uzbek. That night, I offered a plate of desserts made by my friends to Sultan . Sultan was just contented with touch on the dessert with its finger and tasted it and didn’t touch it anymore.” However, in another travel, he saw that, in the dinner table of Turkish – originated emperor of India, to many varieties of sweet sherbet were drunken and the Emperor ate halva with a great pleasure.

Century Kaskgartsy Mahmut had mentioned about the desserts such as uwa, kagut in Divan – ı Lügati’t – Turk however, the desserts have a limited section when compared with other words in the glossary. Despite the fact the that the word “Suvar” was used as “honey” in the languages of Kıpchak and Oghuz,; it is known that other Turkic tribes said “arı yagı” for “honey” and in Dictionary, “bekmes” that is known as “molasses” was used with “roasted and grounded wheat”. Important voyager of 14.century, İbn-i Battûta Kıpçak had mentioned abou the dessert culture of Turks as:

In mentioning about well -known confectioners of İstanbul, Evliya Çelebi, famous voyager of 17 century, had mentioned about the ones who sell saffron and rice dessert called as “zerde” in Turkish, jelly, Noah’s pudding called as “aşure” in Turkish, chewy bologna, and candy makers. However, he didn’t mention about halvah sellers, because he is afraid of not to finish the halvah sellers and halvah varieties. Growing the sugar cane in Serad Mountain in Mecca, a merchant who had taken sugar into Medina in the times of Hz. Muhammad and the distribution of sugar to the public by Abdullah b Câfer show that sugar was known at that time; Hz. Aişe stated that Hz. Muhammad loves desserts and especially honey. “felluzec”, that is halva known as a dessert made of honey is seen as a food for the rich people of that period. These tastes of Arab World which also have many dessert types made of date palm had been explored by Turks got used to eat dessert and developed in cook desserts. In the Palace, there were many desserts such as baklava, jam, rub and paste. The most important paste dessert cooked in there was “rikak baklava” that is seen as “rikak” and “baklava” in various times. Baklava, which had been recorded in Ottoman for the first time in 1473, was among the musts of the breaking of Ramadan fests and festivals. On the day when the “Ulûfe” (service pay in Ottoman) was paid on 15 of Ramadan after the visits to “Hırka – I Şerif” (The Cloak of Muhammed), it was offered to Janissaries. Wafers of “Rikak baklava” were fried in oil and honeys and small amounts of sugar were used to sweeten them in offering to Janissaries and almond was put in it.

In old İstanbul houses, at least a hundred of wafers were put in a baklava tray and the visitors were throwing a gold lira from half meters height. Nice work if this this money founds the bottom thanks to the thinness and crispy form of wafers. The landlord gave the money to the cooker with a great honor and it was understood that baklava is worth to eat. But if the money is stuck on baklava, then the cooker was in trouble! The tray was sent to kitchen immediately and the landlord was ashamed. , This story was mentioned by Evliya, too. According to our famous voyager, a good baklava should be soft as much as being collapsed with the weight of a little money despite of being large as much as the tire of ox cart and also, the baklava he ate in Belgrade was in the form as he stated. Another paste dessert which is mentioned as being cooked in palace very frequently is “Shredded Wheat in Syrup” which is called as “Kadayıf” in Turkish. As this dessert was mentioned as “kadayıf-ı hassa” in related records and was prepared only for sultana and sultan, it is understood that this dessert was eaten by limited people in palace. Saffron and rice dessert which is called as “Zerde” in Turkish is a starchy dessert which was eaten by almost everyone in the Palace. In cooking this dessert; rice, sugar and starch and in addition coloring saffron , milled nut and almond were used. In tariff books, the emphasis was made on “paluze” and “mush”; the varieties and ingredients were not stated definitely. Ottomans called all the mixture containing rice flour, milk and sugar as “pudding” and this is called as “muhallebi” in Turkish. In tariff books of period of Mehmed the Conqueror, there was a record to include chicken into pudding. It can be told that this dessert that is made with chicken is “chicken breast pudding”. Surprisingly, the chicken breast pudding and pudding with caramel base were transferred from RomaByzantium culture to Ottoman and these desserts with meat are consumed with pleasure.

Famous gourmet of Roma Marcus Gavius Apicius, gives the tariff of chicken breast pudding in his book which is known in “De re conquinaria libri decem” almost in the similar way: “Newly cut breast chicken meats shall be picked and mixed in boiling milk. Honey, shall be added to hammered chicken breasts to make it sweeten and almond shall be added to make it thickener.” The chicken breast pudding which has been known as “blancmange”, in Europe for hundreds of years was disappeared immediately in the ends of Medieval Ages but it has been cooked in İstanbul continuously and moreover, a Turkish type of this dessert has emerged as “pudding with caramel base” which is called as “kazandibi in Turkish. Here is a small information for the ones who wonder how many dessert types were there in Ottoman: In the ceremony organized for Bayezid and Cihangir’s circumcision, who are the sons of Suleyman the Magnificent and for marriage of Mihrimah Sultan, the daughter of Suleyman the Magnificent, with Rüstem Pasha, that was started in 27 November 1539 Thursday and continued for 13 days, 117 kinds of bread, food and dessert were offered. In the henna night, there were 53 kinds of candies and cookies. I don’t know about you but want to eat desserts! We should eat desserts so we can continue to talk about desserts in another issue. HİERAPOLİS This time, we go to Denizli which is known as the city of travertine in South Aegean Region. The thermal sources under Çürüksu Valley which is called as Lykos in Antique Period caused the settlement on many civilizations in this region since Antique Period. Magnificent Hierapolis antique city is one of them. The archeological site settled near to Pamukkale which is known with its white travertine is in “World Culture Heritage List” of UNESCO since 1988. Being one of the most prominent health facilities of Antique Period, Hierapolis had almost 100 thousand populations in the period when it was under the hegemony of Roman Empire. When the theaters, complex of buildings and the largeness of tomb area, it is not difficult to understand that this region was a large city in the past. Walking through the antique street including the temples, market fields and

AFRODİSYAS There are many reasons to see Afrodisyas which is near to Aydın that is a famous agriculture city with fruitful plains and agriculture areas of Aegean Region. The antique city which impresses with is perfect location on high plateau which is full of poplar trees and with restored impressive buildings, is worth to pay attention because of having one of the precious sculpture collections of Roma classic period. The settlement area that is near to the quality marble ovens was famous with its sculpture ateliers in antique period. The city which was turned into the center of attraction for sculptures and stone dressing masters coming from all around the world in B.C 2000s had grown many masters within its borders. Sculptures from Afrodisyas had played important roles in substantial projects in Roman Empire. Such that, they had an order for villa of mighty emperor Hadrianus found in famous Tivoli gardens.

In the city where the open – public sculpturing competitions were organized once upon a time, the unearthed sculptures, giant relays, temple frontons, column heads with plant motives and elegant tombs are exhibited in Afrondiyas Museum located in the entrance of archeological site. The most beautiful sculptures among the ones explored as a result of excavation works have been found in Sebasteion Temple found in 1979. Most of approximately 200 antique tables ornamenting approximately 100 meters long road of temple have been exhibited in the museum and yard. It is known that Prof. Dr. Kenan Erim who is known as the person enliven Afrodisyas leads the excavations conducted with the assistance of New York University. >> We have met him through the affective commercial film of “Robin

Foundation”. He was just a child playing football on streets with his friends before the commercial film and he was saying that “These matches are just workouts. I will be great football player in future”. Really, Veteran Osman Çakmak is such kind of a person. He lives as if he works out for the next and harder matches. He has succeeded in overcoming the problems in his life; without sinking into pessimism, without falling into intimidation… Football has always been in a very important place for him. When he lost his left foot as a result of terrorism incident causing him to be veteran in 1997, he hugged the life tighter instead of being weary of life and going into his shell; he explored that there are many ways and methods to be happy even when he experienced a negative experience. He is the team captain of both the TSK Rehabilitation Center Disabled Sports Club amputee football team and also wears the uniform of Amputee National Team with great honor. Mr. Osman, would you please introduce yourself to us? You have played in advertisement campaign of Robin Foundation; would you please give us information about your life before and after that? Advertisement was a good surprise for us but if i mention about my life before advertisement, i mean military service; i applied henna on my hands to do military service just like all the Turk young boys and went military service in 1997. In the period when i went to Şırnak Besta for boot camp and mater camp, i lost my left foot as a result of a tragic event that i experienced there. You know that there are various activities seen every period and then, separatist terror organization had centered on mines. I think that they aimed to make a severe action. Then, as we took action with the belief that even a span of grounds of this country cannot be given for the integrity of country as we have learnt from our ancestors, we got into move with the aim of ensuring the road security around five in the morning under the chain of commands of superiors. The site that we reached to ensure that both the private citizens are safe and our military vehicles implementing the food shipment to the troop was planted with mine. After the harassment fire, i stepped on mine and lost my left foot.

I think that they led you to the mine field with harassment fire. Actually, the event was experienced in going to the emplacement during the fire. They had already planted mine on the emplacement. The weather was foggy and thermal cameras were useless. After i stepped on mine, my commander made me relaxed. We had already got the trainings required for such conditions. Then, by using the opportunities of our country, we took the road to Şırnak State Hospital. My commanders and my brothers in army were together with me. I had heard of their voices from insides of deeps but also there was the feeling of cooling. A shaking, and a coolness just like the feeling of taking a shower was getting denser. The doctor had asked “Son, do

you want anything?” on operating table and i answered by saying “Mr Doctor, my mother should not see me with one single foot, i like playing football very much. Do not cut my foot” and he said. “Okey, son.”. I do not remember any more. When I got up, I noticed that my life had changed and I entered into a different period. I cannot narrate you that awakening. I got up very a different feeling. . Could it be easy? I lost one of my feet. Then, my family gave me great support. And there is also a sentence as you know starting with “When it comes to motherland…”; sometimes there are many people just say that with words but all the Turkish boys should say this at heart.

Let’s talk about some good points if you want. You are the face of Robin Foundation for this year. You are seen in press organs and television channels frequently. Probably people are getting familiar with you. Which reactions do you get? This is very a proud incident. The mission of advertisement

is also clear. As you mentioned at the beginning of interview, this is a project which is full of feelings. As this is a project aiming the promotion of a foundation providing aid for martyr’s families and veterans, in other words a foundation that have membership, i took the role without any hesitation. It makes me happy to hear positive criticism from people about the film. It creates the desire for hugging the life more. I have started to think the points that i can do well. Just like sacrificing a foot for country and I have the honorable title of “veteran”, having the role in this film also creates the same honor. I can give the examples such as playing in amputee national football team and being ranked. For example, we had keep our flag with the star and crescent flying among 24 countries in platform and sign our anthem in World Championship organized in Mexico. These are the events that make us happy whatever the reason is.

Being the face of face of Robin Foundation, is also meaning to represent the people who are similar to you. I am sure that this gives you responsibility as much as the honor. Exactly! However, the honor is taking precedence. The establishment mission of Robin Foundation is already clear. Collecting the monetary aids created with my, your and moreover ministerial and similar donations, in other words from all the benefactors into a pool and then helping to deliver this aid to the families of martyr’s and veterans. . Being the face of such a campaign gave me a different honor. When the coffin of martyr’s have been placed, we say that “My dear Martyr, sleep well! We are the protectors of your escrow. This situation should be thought as keeping our escrow in other words and i have noticed that my decision was definitely true. And then i noticed as it repeats.

The main theme in the film was built on the passion for football. Football is an important part of your life… In line with the information that I gained before our interview, you have a football carrier before military service. Moreover, you were very close to be a professional football player. And you achieved a football carrier that you could not imagine on those days. Really the life gave you an interesting surprise. Yes, this is a well detection. I have started my carrier in İstanbul, Zeytinburnu Sports Club. I went to İstanbul for education but I couldn’t. I have continued to play football. Of course, the opportunities were not like today. The impact of our large family is also seen on this preference. My biggest dream was to wear the uniform with the star and crescent. I didn’t think about being captain. It was just like a think that cannot be happen. I would probably play in a good club at best and play football in national team. And i have achieved this after i became veteran. I wasn’t angry with life and continued to fight and continue to thinks as “Every

Cloud has a silver lining. After i accept the dreams that I cannot achieve, now I am the captain of national team with the uniform with the star and crescent and I know the value of this when I take the field to represent the entire country, I am grateful for this..

Football is actually a great chance in your life, as a tool to hug the life, to create a carrier and from many other aspects. The oldies have a definition as the worry of life passes with being busy; football had made you rehabilitated and showed a beneficial treatment affect beyond its aim. There are too many people who live in my conditions, and i believe that they experience the similar feelings. I got up and saw that one of my feet is lost. You think that you are useless at first. Then, you have such a dream in your life that many people cannot achieve. Wearing the uniform of national team may not be possible for many professional football players. Being the captain of national team is an honor that cannot be defined and we have degrees in the carrier. We aim to be the World Champion, we really desire this. The World Championship would be the award of our efforts. Actually, you have summarized the situation very well. Football made be stand again in everything in my life both physically and morality. Or else, i think i could not hold on to life again. Or it would be very difficult for me.

I see that you have a life that you live with satisfaction. Have you ever thought as “If I hadn’t live that incident, what would be the way that may life goes on? If we do not ask about our past and experiences, the success cannot be achieved It is a beneficial habit for as to look back and ask “From where i came here?” I don’t know what would be the conditions. May be they would be better. May be i would be professional football player with a good coach. This is not definite but to wear the uniform with the star and

Actually, you achieved your childhood dream through a longer way, so it is an important expertise to be passionate in life. There are the ones who want to drive a beautiful car and they deem that as the final point of their dreams. Playing in national team was one of my dreams and being the captain is another honor for me.

Can you say that you are pleasant with your life in general terms? Yes, i have a good family and i am happy with my social circle and work environment. I am playing football in a good team. I say thank Goodness! Everything may not be perfect but happiness is not very distant to people when they know to settle. There are some disabled people; they have barriers caused by other people and i think that if these barriers are removed, they would be happy just like me.

When it comes to this point, do you have any idea that you can say “Actually it would be better for veterans like you or for disabled people who are not veteran to implement such a project; their lives would be better?” Of course, i try to say my ideas in every chance on this issue. The best approach to be shown for people who experience such incidents is to help them in gaining self- reliance. Not to say as “You cannot achieve this”, but to encourage them by saying “Yes, you can do this!” There is a cliché as “Do not give me fish, teach me how to catch a fish”, i really mean this. I want to give an example from Ankara as i live in there; one of my disabled friends wanted to go to İstanbul from Ankara; it would be better to encourage him by saying “Yes, you can go!”, instead of “Get someone with you”. Our people are sensitive. When we see an old person, we help him / her by catching his / her hand and so, we can help a disabled

person who travels alone and thus, he / she can gain self – reliance. If we trust ourselves, we should trust in the society where we live in terms of such issues.

Probably, the best thing that we can do for disabled people is to help them in gaining self – reliance? Self – reliance is very important and we should not say “You cannot achieve this alone”. They should get the option to move free by taking the conditions into consideration. After i became veteran, i went to my homeland, Tokat. Then i came back Ankara – Gate alone. The other veteran friends were coming with a friend but they were thinking that it is a difficult situation for them to come there without a companion. I have understood that i should experience such things by take the chance of difficulties that I may live. My family was worried, too but they gave me a great courage in this way. They didn’t leave me alone sure. The people did not pity on me in the experiences that i have lived after i became veteran and this helped me to gain self- reliance as we said before. Thanks to this, i accept and thrust myself as a complete, normal citizen.

At last, the agenda is very sad for all of us because of the terrorism actions that increase in recent years. What do you feel when you see such news in media, does your grief renew itself?

I became veteran in 1997. Terrorism incidents were experienced before that. I was very sad, too. I went to many countries such as Brasil, Mexico, Argentina, England and Russia. Be sure that note of them is like our country. I have never see a place that is beautiful that much. Culture, belief, honorability. Of course there will be the powers desiring to destroy this. Thus, they use the weaknesses of people. It is a shame. We are getting sad when we see these incidents. Our brothers at the age of 20 leave a part of their body in there. And last humbly i want to say to the ones who attempt for negative ideas that this is not a way to find a solution for anything..

The branch of art that is known as “Sand Animation” in fine arts is also known as a performance show and while offering the pleasure of amusement between picture and illusions it opens the gates of a magic world. Being successful in introducing this visual art to great masses thanks to the talent show in which he participated, Veysel Çelikdemir is an artist setting his heart on sand. opportunities that he gained thanks to his formation on fine arts and with the studies that are compatible with aesthetic application methods. And yet, very an impressive work is created within a short time, but the life of this handiwork is finished with the hand stroke of its creator. Despite the fact that this situation causes disappointment for audience, the feeling that these handiworks are permanent in another world is an aspiration for audiences. Of course, to add an auditory harmony to his visual art, it is very important to combine the process of creating the handiwork with a music that has the congruity with theme. The reason of choosing the “new age” style of music may be its relaxing structure and sedative impact on soul. A music selected in harmony with paint affects the performance of artist positively and yet, actually it is one of the auxiliary instruments to be evaluated in terms of presentation of show. The music preference may change in line with the spirit of artist and the content of created handiwork. Despite the fact that music increases the impact of performance, the main aesthetical magic is lying under the utilization of light.

First of all, you have become famous with the television shows you attend in recent periods but would you please reply for the audiences that do not know you; who is Veysel Çelikdemir? Is there any other art branch that you interest except for sand art?

The most famous artist of this art which is known as sand animation in fine arts is Ilana Yahav from Israel. Becoming famous with the talent show he attended in recent years is among the most “skilled” presenters of this art. The artist continues to make contributions for Sand art with the

I am interested in all the arts as an artist but there is no other art branch that I am interested professionally. In other words, i try to follow all the other aesthetic and impressive art branches as an artist and to make contributions from other types into my professional branch.

I was born in 1983 in Yozgat Çayıralan. I completed my primary education in Yozgat and secondary and high school in Kırşehir. I am graduated from Anatolia Fine Arts High School, Painting Department and in the same year, I got into Gazi University Department of Art Teaching and then I am graduated from that university.

How did your adventure with sand start, let’s talk about this. When did you meet with this art style and what are the effects of this in your life? Was there a privileged skill of you in the games that you play in beaches, play grounds, etc. with sand just like all the children? In my childhood, actually i wasn’t interested with sand with which many children play games with fun. I can say that I have met with sand art in my university years and i can say that my life started to be changed on that time. But i cannot say that i was successful in first trials. I have understood that i have to mingle with art and to learn the materials of art and also the practices are hard. There was nobody who is interested with sand art in that period. Thus, i felt that i have to rediscover the things that have been discovered by others. I started by studies in time with trial and error method.

The magic created by brush and pencil in hours was created by sand in minutes and moreover, in seconds. This is the most effective and impressive aspect for me. “Got Talent – Turkey” was the corner stone for me in my life. All of these have happened thanks to “sand”.

In art anthologies or aesthetic theory sources, the existences of seven art branches have been mentioned always. Then, would you name the “sand art” as additional to these ones or is it better to name it as the sub branch of painting? When we take all the other arts into consideration, you can find a tactile work. There is a composition in music of which material is abstract. The writer creates a book and the sculptor creates a sculpture and the director creates a movie. As you see, there is an artifact seen as a result of their works. But in sand art, this is not the case; it is an art just for show.

It gives you feelings and that feeling is also instantaneous. In general, painting is about a picture hanged on wall but this has turned into a show with the art of sand. The feelings were deeper in painting and it is open to personal remarks. But in sand art, the feelings are started to be experienced rapidly and enthusiastically. The art of painting seen as consisted of the exhibit saloons has changed its dimensions. The exhibition has turned into performance. Thus, people are witnessing not to the finished shape of painting, but to the process of creating the picture. If it comes to the answer of question, there is no doubt that this is an art but it is difficult to give an answer to qualify it as a new type by opening a new title.

We see the objects that are made with sand with their most realistic shape just like they are made with pencil, not with sand. This is what I wonder: How do you give the shadow, depth, etc. to handiworks? Is it about the colors and sizes of sands or about the lightening of table that you create painting? Let’s answer by depending on another principal of art; for example, there are the musical notes in musical but they do not have any meaning alone. When you put the right note in the right point, it starts to get meaning. This is the same for painting. Putting the right sand on the right place with the right rate… Of course this requires time, experience and practice… First of all, we should not stand against the ability that is within us from creation. The magic in our creation should be reflected on the toile in our hand and on the notes, on the sand. Actually, to answer generally, the point is at heart and love; not in lightening or sand.

I would say that the sand to be used has to some features. I mean, the sand to be gained from beaches is not well for this art; is it? Would you please tell us about the features of sand that you

can accept as a material for you painting? First of all, the point that we should know is that the material is a little bit dirty. Sand collects the dust particles found in air because of its nature and when it starts to be dispersed, it enters into body with breathing. This may cause serious problems. The sand that I use is the one that I prepare myself and try to deodorize with several methods. I do not use the sand that I buy from outside. I think that the people who start to learn this art recently, especially the children should be careful. It should be remembered that the sand should not be inhaled and not be put in mouth in order to prevent any health problem.

During your performance, you wipe the current picture and start to work for creating another picture. As an audience, I get very sand as that master piece is broken with a hand stroke. Don’t you hesitate in doing this? And is it possible to protect the pictures that are made of sand? It comes to me like in creating the picture, even deep breathing may spoil the entire process; I mean it is not easy to use sand made pictures as accessories for a table or to exhibit it as a table? Actually the answer is inside the question. Removing the master piece with only one hand stroke… There is the beatific side of incident that makes you cry. The feeling that you have when you see the rapid destruction of paint that you have created may be perceived as disappointment from another aspect. This art makes you feel more than one feeling at the same time. Then you start to make another picture and a new hope is emerging inside of you. This is a little bit complex but funny issue. I have some studies to keep the works as accessory and they have small deficiencies for now. When i complete them, you may be a witness to that point.
