El Camino por Recorrer - Desarrollo Logístico The way forward - Logistics development ¿Qué se ha hecho? ¿A dónde queremos llegar? ¿Cuál es nuestra oferta de exportación?

El 18 de mayo de 2012 se firma el decreto ejecutivo No. 90 que crea el Gabinete Logístico presidido por el Ministro de Comercio e Industrias y conformado por 11 instituciones del Estado.

En este periodo se convocaron la mesas de trabajo por el MICI y bajo la coordinación del BID se elaboró el Plan Nacional de Logística (PNLOG), el cual recogía la propuesta de la empresa privada.

El decreto ejecutivo 881 del 13 de Nov de 2014, subroga el decreto 90 y crea el Gabinete Logístico compuesto por 12 instituciones y establece que el mismo será presidido por el Ministerio de la Presidencia.

El 21 de Octubre de 2015 se firma el decreto ejecutivo 696 que adiciona el artículo 7-A donde se crea el Comité consultivo permanente, compuesto por 4 miembros del sector privado, que serán nombrados por Consejo Empresarial Logístico (COEL) y 3 miembros del sector privado, nombrados por el Ejecutivo.

Incorporar al sector privado como comité consultivo permanente del Gabinete Logístico es un logro muy importante y visible, porque se consulta al sector privado sobre los diferentes temas que afectan el servicio.

Si queremos convertir a Panamá en el Hub logístico de América, que exporte servicios logísticos a la región y al mundo, debemos resolver tanto los problemas logísticos domésticos como crear el paquete de logístico de exportación.

En ambos temas debe ser la empresa privada, que está en el día a día en el ambiente de negocios logísticos, la que exponga al Gobierno las necesidades del sector logístico doméstico y la dirección que debe de seguirse para crear la oferta logística de exportación.

What has been done? Where do we want to go? Which one is our new offer of exports?

On the 18th of May 2012 is signed the Executive Decree No.90 which creates the Logistics Cabinet led by the Minister of Commerce and Industries and conformed by 11 State Institutions.

In this period the work groups were convoked by the Ministry of Commerce and Industries and under the coordination of the International Development Bank the National Logistics plan (PNLOG) was done, and it comprised the proposal of the private Enterprise.

The Executive Decree 881 of the 13th of November of 2014, subrogates Decree 90 and creates the Logistic Cabinet composed by 12 institutions and establishes that it will be presided by the Ministry of the Presidency.

On the 21st of October of 2015 the Executive Decree 696 is signed; this decree adds article 7-A where the permanent Consultant Committee is issued. The Committee is made up of 4 members of the private sector who will be nominated by the Enterprise Logistic Council (COEL), and 3 members of the private sector nominated by the Executive.

To incorporate the private sector as Permanent Consultant Committee is a very important and noticeable achievement where the private sector is consulted on different topics related to the service.

If we want to turn Panama into the logistics hub of America which exports logistics services to the region and the world, we need to solve the domestic logistics problems and also create a logistic package of exports.

In both subjects it should be the private Enterprise which is in the day to day

La Estrategia y el Plan Logístico de Panamá desde el punto de vista organizacional, administrativo y operativo debe ser dividido en dos partes: para que uno no interfiera con el otro; uno es el plan que busca la eficiencia de la logística doméstica para hacer al país más competitivo en el manejo de sus importaciones y exportaciones de productos agrícolas, industriales y de Zona libre; y otro es el plan de logística internacional, que se encargue de establecer el producto logístico de exportación para América Latina y el Mundo.

El primero debe buscar resolver los problemas de infraestructura y conectividad que tienen los importadores y exportadores con el Hub portuario y aeroportuario localizado en la región interoceánica, al igual que la reducción de la burocracia que imponen los procesos gubernamentales que causan ineficiencias costosas a las navieras, puertos y transportistas y que finalmente, se le cargan a los productos importados y exportados.

El segundo debe definir la oferta logística que atraiga a los grandes fabricantes, productores o distribuidores del mundo a instalarse en Panamá para darle valor agregado a su carga o hacer mega distribución a la región.

Si no dividimos estos dos sectores de servicios logísticos, lo más probable es que seguiremos varios años resolviendo los problemas logísticos domésticos sin poder avanzar significativamente en crear el paquete logístico de exportación que pondrá a Panamá como un jugador importante en la venta de servicios logísticos al mundo.

El Índice de Desempeño Logístico de Panamá El Índice global de Logística que publica el Banco Mundial está basado en la data proveniente de una encuesta aplicada a profesionales de logística, a quienes se les hicieron preguntas acerca de los países extranjeros en los que ellos operan.

A estos profesionales de logísticas que hacen negocios de exportación o importación con Panamá se les cuestionó sobre los siguientes aspectos: - La eficiencia de Aduanas y gestión de despacho en las fronteras. (Aduanas).

- La calidad del comercio y la infraestructura de transporte (infraestructura).

- La facilidad de la organización de los envíos a precios competitivos (Facilidad de organización de los envíos).

- La competencia y la calidad de los servicios de logística-transporte, expedición, y agentes de aduana (Calidad de los servicios logísticos).

- La capacidad de seguimiento y localización de los envíos (Trazabilidad y rastreo de la carga).

La frecuencia con la que los envíos llegan a los destinatarios dentro de los plazos de entrega previstos o esperados ("cumplimiento en la entrega").

Panamá logró en el 2016, ubicarse como el país de América Latina con el mejor Índice de Logística y en la posición No 40 a nivel global. Por debajo de casi todos los países europeos y países subdesarrollados como India y Malasia.

in the logistics business environment the one to deliver to the Government the needs of the domestic logistics sector and the route that should be followed to create the logistics offer of exports.

The Strategy and the Logistics Plan of Panama from the organizational, administrative and operational points of view should be divided in two parts so one does not interfere with the other; one is the plan that looks for the efficiency of the domestic logistics to turn the country into a more competitive one in terms of managing its imports and exports of agro, industrial and Free Zone products; and the other is the international logistics plan which is in charge of establishing the logistics product of exports for Latin America and the world.

The first one aims to solve the infrastructure and connectivity problems which are facing importers and exporters with the port and aero port hub located in the Inter oceanic region, as well as the reduction of the bureaucracy imposed by the government processes which cause costly inefficiencies to the shipping lines, ports and transporters and that at the end, are charged to the import and export products.

The second one should define the logistics offer which attracts the big producers or distributors of the world to install themselves in Panama to give an added value to their cargo or to mega distribute it to the region.

If we do not divide these two logistics sectors of service, the most possible result is that we will keep on for years solving the domestic logistics problems without being able to move on significantly in creating a logistics package of exports which will place Panama as an important player in the sale of logistics services to the world.

The index of Logistics performance of Panama The global index of logistics published by the World Bank is based in the data coming from a survey done to logistics professionals, who were questioned about the foreign countries on which they operate.

These logistics professionals who do imports and exports business with Panama were questioned on the following aspects: • The efficiency of customs and border management clearance (“Customs”).

• The quality of trade and transport infrastructure (Infrastructure”).

• The ease of arranging competitively priced shipments (Ease of arranging shipments”).

• The competence and quality of logistics services—trucking, forwarding, and customs brokerage

(“Quality of logistics services”).

• The ability to track and trace consignments (“Tracking and tracing”).

• The frequency with which shipments reach consignees within scheduled or expected delivery times (“Timeliness”).

Panama achieved in 2016 the Latin America country with the best logistics index in position No.40 globally. Being below of most of the European and some third world countries such as India and Malaysia.

De los indicadores evaluados en el 2016 la última publicación señala lo siguiente de forma individual ver grafica No 1:

Out of the indicators evaluated in 2016 the last publication indicates the following aspects individually (see graphic No.1):

- Aduanas desmejoró en los últimos dos años de la posición 40 a la 42.

- Customs went down in the last two years from position 40 to 42.

- Infrastructure reflects an important improvement from position 52 in 2014 to 38 in 2016. Which is understood due to the big investment existing in port and aero port and the Panama Canal.

- Infraestructura refleja una mejoría importante de la posición 52 en el 2014 a la 38 en el 2016. Lo que se entiende por la gran inversión que existe en infraestructura portuaria y aeroportuaria y el Canal de Panamá.

- La facilidad de embarques a precios competitivos es el indicador donde Panamá mejoro, y refleja una mejoría impresionante de la posición 47 en el 2014 a la 16 en el 2016, se entiende que esto podría obedecer a la gran cantidad de líneas navieras que operan en Panamá debido a que tienen sus redes de trasbordo en este país.

-Los servicios logísticos dan un importante salto en su desempeño y mejoran de la posición 68 en el 2014 a la 45 en el 2016. El transporte terrestre, los agentes de carga y los corredores de aduanas reflejan una gran mejoría en este indicador.

- La Trazabilidad desmejora de la posición 37 en el 2014 a 63 en el 2016. Lo cual no logramos correlacionar dada las tecnologías para la trazabilidad que hoy en día son utilizadas en el mercado local.

- El Cumplimiento de entrega de carga en los plazos previstos mejoro de la posición 42 a 41.

Los indicadores de Aduanas y Trazabilidad son los únicos dos que desmejoran y evitan que Panamá escale a una mejor posición a nivel mundial.

Compararnos con Chile no es el camino, debemos compararnos con los líderes mundiales en exportación de servicios logísticos.

El camino por recorrer.

Panamá logra ubicarse como el número 1 en América Latina; sin embargo está muy distante de los niveles que muestran los grandes centros que se dedican a la venta de servicios logísticos en sus respectivas regiones.

El Reino de los Países Bajos mejor conocido como Holanda, catalogado como el Hub Logístico y puerta de entrada a Europa está clasificado en la posición número 4 a nivel mundial, con un indicador aduanero de 3,

- Ease of arranging shipments at competitive prices is the indicator where Panama improved significantly, and reflects an impressive improvement from position 47 in 2014 to 16 in 2016, it can be said that this is due to the big amount of shipping lines operating in Panama due to their transshipment networks in this country.

- Quality of logistics services go up in its performance and improve from position 68 in 2014 to 45 in 2016. Land transport, cargo agents and customs agents reflect a big improvement of this indicator.

The path to go.

Panama achieves to position itself as number 1 in Latin America; however it is very distant from the levels shown by the big centers dedicated to the sale of logistics services in their respective regions.

The Netherlands better known as Holland, cataloged as the logistics hub and entry door to Europe is classified in position number 4 worldwide, with a customs indicator of 3, infrastructure 2, international shipments 6, logistics services 3, Tracking and tracing 6 and Timeliness 5.

Singapur, el Hub logístico de Asia, país a los que muchas autoridades dicen que Panamá debe imitar, esta de número 5 a nivel mundial, tiene un indicador de 1 en aduanas, 6 en infraestructura, 5 en embarques internacional (“international shipments”), 5 en calidad servicios logísticos, 10 en trazabilidad y 6 en cumplimiento en la entrega.

Emiratos Árabes Unidos, donde se localiza el Hub logístico más grande de medio Oriente, registra un indicador logístico de 13 a nivel mundial, con indicadores 12, 13, 7, 18, 18, y 18 respectivamente. Abajo grafico de los países líderes en servicios logísticos globales.

La oferta logística de exportación.

Para tener un Hub logístico que atraiga a los grandes exportadores globales a establecerse en Panamá hay que definitivamente mejorar los indicadores hasta llegar a los niveles de los países que pueden observar en la gráfica anterior.

Si empezamos por el indicador de servicios aduaneros, pero que también debe incluir los servicios de la Cuarentena Agropecuaria y la AUPSA, hay que eliminar todo uso de papel y que todos los trámites y licencias sean de forma electrónica y todos los pagos que se requieran deben ser igualmente vía electrónica, lo que definitivamente mejorara la forma de tramitar con las autoridades.

Singapore, the logistics hub of Asia, country to which many authorities comment Panama should copy, is number 5 worldwide, has an indicator of 1 in customs, 6 in infrastructure, 5 in international shipments, 5 in logistics services, 10 in Tracking and tracing and 6 in Timeliness.

The logistics offer of exports.

In order to have a logistics hub which attracts the big global exporters to establish themselves in Panama it is definitely needed to improve our indicators in order to reach the levels of the countries mentioned above.

If we start with the indicator of customs services, but that also should include the services of the agro quarantine and the AUPSA, it is needed to eliminate all the paper and the procedures and licenses need to be electronic and all payments required should also be electronic, which definitely will improve the way to deal with the authorities.

In the topic of infrastructure it should keep improving with the port development, it is needed to widen to 8 ways the Corredor Norte which is the more frequently used road to connect the ports of the Atlantic with the ports of the Pacific.

En el tema de infraestructura se debe seguir mejorando con el desarrollo portuario, hay que ampliar a 8 vías el corredor norte que es el más utilizado para la conectar a los puertos del Atlántico con los puertos del Pacifico. Hay que trasladar al aeropuerto de Albrook a otro lugar y dedicarlo a parque logístico que esté conectado a Balboa y al futuro puerto de Corozal por un puente elevado vehicular clasificado como zona aduanera primaria para uso exclusivo de la carga entre los puertos y Albrook.

Los parques Logísticos deben desarrollarse en la región interoceánica y se debe establecer una taza única para la carga en tránsito que no penalice a la carga que llega a Panamá con el propósito de ingresar a un parque logística a recibir un servicio logístico de exportación: ya sea de valor agregado o distribución para el exterior.

El desarrollo portuario aumentara la presencia más fuerte de líneas navieras con más barcos en Panamá lo que mejorara el indicador de “internacional shipments” La eliminación de trámites con papel y uso de banca en líneas para los pagos permitirá mejorar inmediatamente la calidad y competencia de los servicios logísticos.

El Indicador de trazabilidad debe mejorar también, con la eliminación de la burocracia en los procesos de trámites existentes.

Hay que trabajar en la oferta logística de exportación, esta debe ser atractiva para los grandes exportadores globales que puedan ver en Panamá a su centro de distribución para las Américas o puedan hacer en Panamá alguna actividad que le agregue valor a sus productos.

La oferta que debemos ofrecer al mundo debe incluir mayor capacidad

It is needed to transfer the airport of Albrook to another place and dedicate it to Logistics Park connected to Balboa and future port of Corozal by a vehicle bridge and classify it as a primary customs zone for exclusive use of the cargo between the ports and Albrook.

The logistics parks should develop in the Inter oceanic region and should establish a unique rate for the cargo in transit which does not penalize the cargo arriving to Panama with the purpose of entering a logistics park to receive an export logistics service either of added value or distribution to overseas.

The port development will increase the stronger presence of shipping lines with more vessels in Panama which will improve the indicator of international shipments.

The deletion of the paper procedures and use of e-banking for payments will improve immediately the quality and competition of the logistics services.

The traceability indicator should improve also with the deletion of bureaucracy in the processes of existing procedures.

It is needed to work in the exports logistics offer, which should be attractive for the big global exporters who could see in Panama their distribution center for the Americas or could do activities which add value to their products in Panama.

The offer that we need to sell to the world should include a larger port capacity which is the guarantee of good maritime connectivity, logistics park strategically connected to the ports avoiding high transport costs and procedures of cargo release with the authorities, customs processes,

Crear una entidad (Autoridad o Ministerio) que lidere el desarrollo logístico de Panamá, enfocada en desarrollar el Hub Logístico de América y el producto logístico de exportación, que este 24/7 mercadeando, visitando clientes potenciales, monitoreando la competencia y atendiendo los inversionistas que deseen instalarse en Panamá, será clave si queremos ser el Líder logístico en las Américas.

El Hub Logístico por desarrollar puede generar hasta 150 mil empleos, hasta un 25 % de carga adicional para los puertos, desarrollar la logística multimodal marítima-aérea, generar miles de millones en divisas extranjeras al país, el ejemplo más visible de este tipo de desarrollo logístico es el Hub Logístico de Jebel Ali en Dubai, los invito a leer ese ejemplo en las páginas de internet.

El camino por recorrer esta en llegar a obtener indicadores logísticos similares a los que ostentan los Hub logísticos que son líderes globales, esa es nuestra mejor publicidad.

The logistics hub to be developed could generate up to 150K jobs, up to 25% of additional cargo for the ports, to develop the multimodal maritime-aerial logistics, generate thousands of millions of foreign Exchange to the country, the most visible example of this type of logistics development is the logistics hub of Jebel Ali in Dubai, I invite you to read that example in internet.

The path to go is in working hard to obtain logistics indicators similar to the ones held by the logistics hubs which are global leaders, which is our best advertising.
