Saharawi people has been waiting for 33 years to the referendum on selfdetermination adopted by the UN to close the process of decolonization to be held. Meanwhile, saharawi families live segregated between the Moroccan occupation and the exile in refugee camps in Algeria.

ARTifariti is an appointment with the artistic practices as a tool to vindicate human rights, the right of individuals and peoples to their land, their culture, their roots and their freedom. These meetings are held every autumn in Tifariti, the capital of the Western Sahara´s liberated territories by artists interested in the capacity of art to question and transform reality.

El muro de la vergüenza, 2.700 kilómetros de arena y minas construidos por el ejército marroquí, es el eje central de este proyecto que une cultura y transformación social

El pueblo saharaui espera desde hace 33 años que se celebre el referéndum de autodeterminación aprobado por la ONU. Mientras, las familias viven segregadas por un muro minado entre la ocupación marroquí y el exilio en los campamentos de refugiados. ARTifariti es una cita con las prácticas artísticas como herramienta para reivindicar los derechos humanos, el derecho de las personas y los pueblos a su tierra, su cultura, sus raíces y su libertad. Los encuentros tienen lugar cada otoño en Tifariti, la capital del Sahara Liberado, con la participación de artistas interesados en la capacidad del arte de transformar la realidad. Además de los creadores invitados por su trayectoria profesional y su compromiso social, en marzo se convoca un concurso-beca de proyectos y el programa de talleres.

artifariti09/basiclineofaction After taking part during the past two years, in 2007 and 2008, in ARTifariti, I have proudly accepted the responsibility of commissioning the artistic aspect during the next encounters in order to lead, design and optimize such overwhelming creativity that kicks-off in Tifariti during those days, based on an approach that calls on the participation of artists that have attained certain international status, as well as a call to participate in a series of projects that will be carefully selected based on the fact that when an idea becomes a reality we are also responsible for what we create and its impact on the place of creation. Tifariti is a very beautiful place. The ARTifariti experience is very intense, deeply social, artistic and political, in the best sense of the word, and the success of the second edition of ARTifariti 08 has strengthened this initiative and has become a force that has not stopped growing ever since. ARTifariti has inspired an idea, a direction and an enthusiasm that, in present times of apathy, have become a gift that restores confidence in the fact that uniting forces and focusing our efforts in a sole direction is a powerful mechanism that drives all events in life. Conditions are tough, the journey is long, difficult and tiring. Breathing through the desert dust, basic necessities are scarce... and all this takes a secondary role because of the kindness and generous welcome of the Sahrawis that makes us reflect on all things that are dispensable and about all we need so we are not forgotten. The generosity displayed by both hosts and guests created an atmosphere that invaded Tifariti for the second year in a row, where the word solidarity regained its full meaning and all hearts were open to creativity. Everybodyâ&#x20AC;&#x2122;s hard work and efforts, as well as the close implication generated in these extraordinary situations help us become better human beings. It all becomes a great collective initiative due to the fact that there is a common goal that resides in many individual forms.

artifariti09/líneasdeactuación Después de mi participación estos dos años en ARTifariti, 2007 y 2008, he aceptado con orgullo y asumido la responsabilidad de comisariar la parte artística para las próximas convocatorias con el fin de encauzar, modelar y aprovechar al máximo tanta energía creativa desbordante y capaz que se pone en marcha en Tifariti durante esos días; en base a un criterio que propone la participación de artistas invitados con cierta relevancia internacional, así como la convocatoria a concurso de proyectos que serán cuidadosamente seleccionados teniendo en cuenta que cuando llevamos las ideas a la realidad somos responsables de lo que creamos y de cómo interferimos donde lo creamos. Tifariti es un lugar muy hermoso. La experiencia de ARTifariti es intensa, profundamente social, artística y política en el mejor sentido de la palabra y el éxito de la segunda edición de ARTifariti 08 ha consolidado la iniciativa y ha puesto en marcha una gran onda expansiva que todavía no ha cesado de crecer. ARTifariti ha afianzado una idea, una dirección, un entusiasmo que en los tiempos de apatía que corren es un regalo que nos devuelve la confianza en que el hecho de unir fuerzas y enfocar nuestro esfuerzo en una dirección es un gran motor que mueve la máquina del acontecer. Las condiciones son duras, el viaje es largo, difícil y cansado, atravesar el desierto respirando mucho polvo, lo básico para nosotros es allí escaso... y todo esto pasa a un segundo plano, el cariño y la generosa acogida saharaui nos hace reflexionar sobre de cuántas cosas podemos prescindir y cuántas necesitamos para que no nos olviden. La generosidad con la que se entregaron tanto los huéspedes como los anfitriones, generó una atmósfera donde la palabra solidaridad volvía a tener todo su sentido, así todos los corazones se abrieron y la creatividad volvió a inundar Tifariti por segundo año consecutivo. Ha sido mucha energía, y mucho trabajo, el que se ha puesto allí por parte de todos y la situación de estrecha complicidad que se genera en estas situaciones extraordinarias nos vuelven mucho más humanos. La experiencia en la que uno se envuelve allí se convierte en una gran acción colectiva, ya que hay un objetivo común, que cristaliza desde muchas individualidades.

ARTifariti has the official support of the President of the SADR, the Sahrawi Ministry of Culture and the Algerian Ministry of Culture... and all the fuss and commotion created has not been in vain since more and more people, as well as entities, are looking into and joining this initiative. This makes it possible for such an ambitious project to improve a bit more in each edition, without losing awareness of its difficulties. For future encounters, endorsed by a committee of experts, I intend to conduct the artistic side and I would like for us to be able to combine this aspect with the improvement in basic infrastructures, along with the difficult and risky task of creating a humble orchard in Tifariti. All help is necessary, although we know there is nothing that hasn’t previously been imagined. Through ARTifariti we are becoming aware of situations that one cannot begin to imagine are actually happening nowadays, and echoing them with the help of creativity we strive to create an international committee that will refocus on forgotten aspects, and to display TIFARITI as a symbol of a present reality that needs to be heard and where freedom is no longer a dream. Pamen Pereira was born in El Ferrol (A Coruña) in 1963. Bachelor of Fine Arts, University of Valencia, 1986. Over the last 20 years her work has been exhibited in many parts of Spain, Europe, America and the Far and Middle East with the help of prestigious Spanish, European and American galleries and museums. Switzerland, Germany, France, Italy, Mexico, Chicago… In 1996 she starts working on her exhibition “Heisser wasser fur den tee” (“Hot water for tea”), for the Zu Allerheilligen Museum in Schaffhausen, Switzerland. Between 1996 and 1997 she lives in Japan where she gives life to “Música del vacío” (“The music of emptiness”) at the Recent Gallery in Sapporo, Japan. In 2001 she travels to Teheran, where she prepares the exhibition “Un solo sabor” (“Just one flavour”). In 2006 she departs to the Antarctic along with her project “El fuego del hielo” (“The fire of the ice”). In 2007, she arrives to the Western Sahara where she works closely with the ARTifariti project, becoming the curator of these encounters in the year 2009. She has taken part in numerous national and international fairs and biennial exhibitions

ARTifariti tiene el apoyo oficial del Presidente de la RASD, el Ministerio de Cultura Saharaui y el Ministerio de Cultura Argelino... y no está siendo en vano el ruido y movimiento que está provocando ya que cada vez más personas y entidades se interesan y se suman a esta iniciativa. Esto hace que este proyecto tan ambicioso, consciente de sus dificultades, pueda ir mejorando un poco más en cada edición. Para las próximas convocatorias, avalada por un comité de expertos pretendo dirigir la parte artística y me gustaría que pudiéramos conjugar esta parte con la de mejorar las infraestructuras básicas, y la arriesgada y difícil empresa de poner en marcha el humilde huerto de Tifariti. Toda ayuda será poca, pero sabemos que no existe nada que no haya sido previamente imaginado. A través de ARTifariti se están dando a conocer situaciones que uno no imagina que puedan estar sucediendo en la actualidad y, haciéndose eco de ellas con la creatividad por bandera, pretende avanzar hacia una comisión internacional, reenfocar un tema olvidado y mostrar TIFARITI como símbolo de una realidad que se oiga cada vez más lejos y donde la libertad deje de ser un sueño. Pamen Pereira nace en el Ferrol (A Coruña) en 1963. Licenciada en BBAA en la Universidad de Valencia en 1986. Desde hace más de 20 años su obra ha recorrido gran parte de la geografía española, europea, americana y del Lejano y Medio Oriente de la mano de prestigiosas galerías y museos españoles europeos y americanos, Suiza, Alemania, Francia, Italia, México, Chicago… En 1996 prepara su exposición “Heisser wasser fur den tee” (“Agua caliente para el te”), para el Museo Zu Allerheilligen en Schaffhausen en Suiza. Entre 1996-1997 reside en Japón donde concibe “Música del vacío” en la Recent Gallery de Sapporo, Japón. En 2001 viaja a Teherán, donde trabaja para la exposición “Un solo sabor”. En 2006 se lanza por los caminos de la Antártida con su proyecto “El fuego del hielo”, y en 2007, llega al Sahara Occidental donde iniciará una estrecha colaboración con el proyecto ARTifariti, convirtiéndose en la curadora de los encuentros en el año 2009. Ha participado en numerosas Bienales y ferias nacionales e internacionales.

artifariti09/tifariti There are some factors that make this enclave the most appropriate place to develop this Project. Before falling into the hands of the Polisario, Tifariti was the scene of many battles between the Moroccan and Sahrawi armies. And before becoming a symbol of the Sahrawi resistance against the Moroccan colonization, it was bombed and practically destroyed by the Moroccan air force the same day the 1991 cease fire agreement came into effect. Tifariti is situated in a rugged desert area, where the Hamada starts winding in, with little vegetation even though beneath its surface some aquifers can be found. The landscape is extremely beautiful and shaped by small hilltops with huge rocks in many shapes and forms, and the climate is milder than in other parts of the desert. When the rains come, the land is filled with flowers and truffles. In the vicinity of Tifariti and depending on the season, “jaima” nomads settle in and take turns at grazing of livestock, such as goats and camels. There are many archeological sites in this area, which some experts have termed “Neolithic Sahrawi”, because of its unique features. The most famous site -The Erqueyez Complex- is about 40 km away in caves built among the cliffs and elevated rocky plateaus that are absolutely mind numbing. It is in this setting, among paintings of lions, deer, giraffes… the dry oued, the taljas, that one can only begin to imagine what the real African savannah was like.

artifariti09/tifariti En este enclave se dan algunas condiciones que hacen que sea el lugar apropiado para desarrollar el Proyecto: Tifariti fue un lugar de grandes batallas entre el ejército marroquí y el saharaui, hasta que al final quedó en manos del Polisario. Bombardeado y prácticamente destruido por la aviación marroquí el mismo día de la entrada en vigor del alto el fuego de 1991, constituye un símbolo de la resistencia saharaui frente a la colonización marroquí. Se encuentra localizada en una meseta desértica y pedregosa, donde comienza hacia el interior la Hamada, con poca vegetación aunque bajo la superficie existen algunas bolsas naturales de agua. El paisaje de toda la zona es de una gran belleza, con un clima más suave que en otros lugares del desierto y dibujado por pequeñas colinas y rocas sueltas de impresionante tamaño, forma y belleza. En las épocas de lluvia el suelo se cubre de flores y trufas. En los alrededores de Tifariti se asientan por temporadas las jaimas de los nómadas dedicados al pastoreo de cabras y camellos. En la zona hay muchos yacimientos arqueológicos, que algunos expertos han acuñado como del "neolítico sahariano" por sus singulares características. El más famoso, el complejo de Erqueyez, está a unos 40 km. en cuevas excavadas en un acantilado y con una meseta superior rocosa absolutamente fascinante. En este paisaje, observando los dibujos de leones, ciervos, jirafas... y mirando los oued secos, las taljas, uno puede imaginar verdaderamente una sabana africana.

artifariti09/contents The Ministry of Culture for the Sahrawi Arab Democratic Republic and the association Friends of the Sahrawi People in Seville (Amigos del Pueblo Saharaui de Sevilla) convene ARTifariti 2009, III International Art Meeting in Wetern Sahara’s Liberated Territories, with the objective of developing an intercultural creative experience to bring about Tifariti’s development as a symbol of hope for the Sahrawi people and the rest of the world, where the arts play a public, political, thoughtful, suggestive and thought provoking role. It is a yearly encounter with the Public Arts, where one can reflect upon creation, the Arts and society as a whole; a benchmark for all artists interested in the Arts’ ability to question and transform reality. It strives to unite artists and the rest of the citizens in order to create new forms of relationships and the building of a multicultural social network. Its goal is to encourage interculturality, inviting artists to share their experiences with colleagues and with the rest of society, as well as to contribute in spreading the word about the idiosyncracy and the reality of the Sahrawis through their cultural heritage, promoting the development of the Sahrawi people. GUEST ARTISTS: 6 international artists, selected according to their professional careers and social commitment. An Algerian artist delegation has been invited. INTERNATIONAL CALL FOR PROJECTS: 6 projects chosen in a selection process (deadline for applications: June 30th). WORKSHOPS: Pottery (local materials and techniques), video sessions, literary circles: tea and Hassaniya Arabic workshop, Communication, Working at Tifariti’s orchard and other teamwork experiences. PERMANENT PROGRAMME: A network of physical and virtual artistic action that rounds off and strengthens the yearly encounter in the Western Sahara. artifariti09/contenidos El Ministerio de Cultura de la República Árabe Saharaui Democrática y la Asociación de Amigos del Pueblo Saharaui de Sevilla convocan ARTifariti 2009, III Encuentros de Arte en Territorios Liberados del Sahara Occidental, con el objetivo de desarrollar una experiencia creativa intercultural que propicie el desarrollo de Tifariti como símbolo de esperanza para el pueblo saharaui y todos los pueblos del mundo y donde el arte asuma su papel público, político, reflexivo, sugerente y provocador. Es un encuentro anual de arte público donde reflexionar sobre la creación, las prácticas artísticas y la sociedad; un punto de referencia para artistas interesados en la capacidad del arte de cuestionar y transformar la realidad. Busca la fusión entre artistas y otros ciudadanos para la creación de nuevas modelos de relación y la construcción de un tejido social multi-cultural. Quiere promover la interculturalidad, fomentando el intercambio de experiencias entre artistas y entre este colectivo y la sociedad, y contribuir a la difusión de la idiosincrasia y la realidad saharauis y al desarrollo del pueblo saharaui a través de su patrimonio cultural.

artifariti09/guidelinestheannouncement 1. This announcement has an international dimension. 2. The subject matter is free of choice and all materials and resources employed will be provided locally (dry trunks, animal bones, fossils, limestone, clay, sand, plaster, cement and recycled materials, steel rounds, construction cement blocks, jaima’s fabrics, dyed melfas, as well as leftover war materials...) 3. All works of art presented at the selection process must agree with the projects previously selected by a jury formed to that effect which will judge the artistic value of the proposals. 4. All participating artists will perform their works in Tifariti during an established period of time set for this event. They will perform outdoors or in specially designated areas specially adapted to their performing needs 5. The SADR Ministry for the Arts, organizing body of this event, will provide any material and utensils previously agreed upon with the performing artist. 6. Travel expenses from Madrid, as well as local transportation, room and board for all artists during their stay at the event will be covered by the Organization. 7. All works of art created will become part of Tifariti’s cultural heritage and will be exhibited outdoors or at the Ministry for the Arts’ Museum. 8. Besides their work, all artists waive all copyrights to the Ministry for the Arts, contributing in this way to the spirit and purposes that govern this event. 9. The development and contents of this event, as well as all works of art will be broadcast by the media, and will be the object of a special brochure edition. 10. A traveling exhibition will be organised inside and outside the Sahrawi territories in order to publicise the event, and therefore, all artists will allow the filming of their creative process and all other activities taking place in this context. Participating in ARTifariti 2009 implies accepting the guidelines of the announcement.

artifariti09/basesconvocatoria 1. Esta convocatoria tiene carácter internacional 2. Las obras serán de temática libre y los materiales y recursos -de requerirlos-, los autóctonos del lugar (troncos secos, huesos de animales, fósiles, piedras calizas, arcillas, arena, yeso, cemento y materiales de reciclaje -acero en redondos y bloques de cemento de construcción, telas de jaimas-, melfas tintadas, restos de material bélico...) 3. Las obras deberán responder a los proyectos previamente presentados y seleccionados por el jurado establecido a tales efectos, que se regirá por el interés artístico de dichas propuestas 4. Los artistas realizarán sus trabajos en Tifariti durante los días establecidos para los Encuentros, al aire libre o en espacios acondicionados para su labor creativa 5. El Ministerio de Cultura de la RASD, entidad organizadora de los Encuentros, aportará los materiales y utillajes que con anterioridad haya acordado con cada artista 6. El desplazamiento a Tifariti desde Madrid, transportes internos, hospedaje y manutención del seleccionado durante el tiempo de duración de los Encuentros correrá a cargo de la organización. 7. Las obras realizadas pasarán a formar parte del patrimonio cultural de Tifariti y serán exhibidas al aire libre o en el Museo del Ministerio de Cultura 8. Además de la obra, todos los artistas ceden al Ministerio de Cultura los derechos de propiedad, reproducción de la misma en cualquier tipo de soporte e imagen, con el objetivo de contribuir al espíritu y motivos que rigen la presente convocatoria. 9. El desarrollo y contenido de los encuentros, así como las obras realizadas en los mismos, se difundirán a través de los medios de comunicación y mediante edición de catálogo específico. 10. Se organizará muestras itinerantes, dentro y fuera de los territorios saharauis, para difundir los encuentros, por lo que los artistas permitirán la grabación de los procesos creativos y todas las actividades que tengan lugar en este contexto. La participación en ARTifariti 2009 implica la aceptación de las bases.

artifariti09/lastedition PRESS RELEASE ARTifariti 2008: An important group of Spanish, Latin American, Algerian and Sahrawi artists got together in Artifariti 08, the encounters organized by the Ministry of Culture of the Sahrawi Arab Democratic Republic (SADR) and the Association of Solidarity with the Sahrawi People of Seville, to denounce the situation of abandonment and forgetfulness from the international community that the Sahrawi people are suffering and with the illegal occupation of their land by Morocco. The Spanish National Visual Arts Prize Eva Lootz, that defined this experience as “beautiful and hard, at the same time”, proposed with her installation “Light For All” the need to promote the development of the Sahrawi people, through a program of promotion of solar energy, to better their harsh conditions of life. The Granada artist Isidro López-Aparicio remained 24 hours in a hole two meters deep, dressed up with the Darraa, the Sahrawi traditional suit, to denounce the isolation suffered by this people and, afterwards rose to an elevated platform from which he watered everybody with a spray to invite communication and hope. The Galician artist Pamen Pereira joins him in this performatic occasion from an adjacent space, also dressed up with the melfa, the Sahrawi woman’s dress. The Sahrawi Trojan Horse, the sculpture built out of armaments remains by the Mexican artist Rolando de la Rosa that carries the many unfulfilled UN resolutions in favor of the Sahrawi people, has been carried from Tifariti to the wall, so the world knows about this invisible Wall of Shame. In the same week that an international treaty was signed in Oslo for the prohibition of cluster bombs, Federico Guzmán made a work denouncing the devastation carried by Morocco in the Sahara. Together with Federico and Taína –his pet e-mule- travelled the members of the Naná collective: Pililli –lead singer of Moakara-, Carmen Carmona, Ricardo Garrido and Victoria Gil. All have worked in different processual proposals based in the interaction with the Sahrawi community and the denunciation of its dramatic situation. The blue energy hole of the Galician artist Fernando Casás, the Sahrawi woman in ceramic by the Peruvian Rosamar Corcuera and the Western Sahara road map sewn in fabric by the Argentinean Claudia Martínez, both works carried out by Sahrawi women; the interventions of the Algerian artists on what was the Spanish House during the colony, now in ruins after bombardment; The silkscreen workshop with which Alonso Gil has dressed up everybody in slogans for a Free Sahara; the silhouettes of Sahrawis in everyday attitudes after a longed return home by Ana Olías; the miraculous rain drops installation – made in ceramics- that hangs from a talja, the tree of the desert, by Ángeles Benítez; the Shadow Of The Gnomon, a hand that denounces the appropriation of Western Sahara natural resources by the Moroccan invader, by Guillermo Roiz; the colourful and hopeful paradise that María Ortega has created in Tifariti; the ocean that the Canarian artist Nuria Meseguer has given back to the Sahrawis; the revealing Sahrawi letters written by La Hostia Fine Art collective between Tifariti-Madrid-Tifariti… and the Sahrawi painters works, in which they affirm their identity and their struggle, have all left their mark in the Sahara liberated by the Frente Polisario with the aim to promote the freedom of its people and to reclaim the fulfilment of international legality. All national TV channels, several Latin American TV channels, Al-Jazeera and a substantial number of digital and printed media echoed the 2008 ARTifariti encounter. artifariti09/segundaedición NOTA DE PRENSA ARTifariti 2008: Un importante grupo de artistas saharauis, españoles, latinoamericanos y argelinos se reunía por segunda vez en Tifariti, capital simbólica del Sahara Occidental Liberado, en los encuentros organizados la Asociación de Solidaridad con el Pueblo Saharaui de Sevilla, ARTifariti 2008, para denunciar la situación de olvido y abandono internacional que sufre el pueblo saharaui y la ocupación ilegal de su territorio por parte de Marruecos. Isidro López Aparicio permaneció 24 horas en un agujero, vestido con la Darraa, el traje tradicional saharaui, para denunciar el aislamiento que sufre este pueblo y, posteriormente, se subió a una plataforma elevada desde donde regó agua atomizada a los asistentes para invitar a la comunicación y a la esperanza. La artista gallega Pamen Pereira le acompañó en esta acción performática desde otro agujero/plataforma situado a unos veinte metros de distancia, también vestida con la melfa, el traje de la mujer saharaui. Por su parte, la Premio Nacional Artes Plásticas Eva Lootz, que calificaba esta experiencia como “hermosa y dura, a la vez”, planteaba con su instalación “Luz para todos” la necesidad de promover el desarrollo de este pueblo a través de un programa de promoción de la energía solar que mejore sus duras condiciones de vida. El Caballo de Troya Saharaui, la escultura realizada con restos de armamento por el mexicano Rolando de la Rosa y que porta las distintas resoluciones de la ONU a favor de la causa saharaui, fue colocada frente al invisible muro minado marroquí de 2.700 kilómetros para darlo a conocer al mundo. En la misma semana de la firma en Oslo de un acuerdo internacional para la prohibición de las bombas de racimo, Federico Guzmán realizaba en Tifariti una obra crítica y didáctica, catálogo de los distintos tipos de bombas existentes en la zona. Junto a este artista y su e-mula Taína, su creación para ARTifariti 2008, viajaban integrantes del Colectivo Naná, Pililli –la cantante de Moakara-, Carmen Carmona, Ricardo Garrido y Victoria Gil, que han trabajado diferentes propuestas procesuales basadas en la interacción con la comunidad saharaui y en la denuncia de su situación. El agujero azul de energía del gallego Fernando Casás, la mujer saharaui de cerámica de la peruana Rosamar Corcuera y el mapa de pistas del Sahara Occidental bordado en tela por la argentina Claudia Martínez, ambos proyectos ejecutados con mujeres saharauis; El taller de serigrafías de Alonso Gil, que ha vestido a todos los participantes con reivindicaciones por un Sahara Libre; las siluetas de saharauis en actitudes cotidianas después de un deseado regreso a casa de Ana Olías; la instalación de milagrosas gotas de lluvia -de cerámica, en este caso- en una talja, el árbol del desierto, de Ángeles Benítez; La Sombra del Gnomon, una mano que denuncia el expolio de los recursos naturales del Sahara Occidental por parte del ocupante marroquí, creada por Guillermo Roiz; El esperanzador y colorista paraíso que ha dejado en Tifariti María Ortega, el mar que ha devuelto la canaria Nuria Meseguer a los saharauis; las reveladoras cartas saharauis escritas por La Hostia Fine Art de TifaritiMadrid-Tifariti… han dejado su impronta en el territorio Liberado por el Frente Polisario con la intención de promover la libertad de su pueblo y presionar para que se cumpla la legalidad internacional. Todas las cadenas nacionales, varios canales iberoamericanos, Al-jazira y un número importante de medios digitales e impresos se hicieron eco de ARTifariti 2008.
