1. letter of interest Dear Selection Committee, Leadership. Vision. Transformation. Responsibility. So many in our community have given so much to bring forward a new 21st-century library for the City of Winter Park. In March of this year, the citizens entrusted the City to carefully move forward with a bold vision for the future with voter’s approval of a bond referendum for a new Library, Event Center and Parking Structure. This vision laid the groundwork for not just a library, but a bold new civic place providing opportunities presented by lifelong learning, technology, global competitiveness, and civic engagement. The vision also set the course for a more rigorous quantitative and qualitative process to address our citizens desire for a new library + event center that is more than just a new library building. These concerns and challenges should be viewed as positive “root” characteristics of what can be improved upon during a design process that must be actively engaged with the community and stakeholders. Creating the right design strategy for a long life-span, single library community like Winter Park, should be represented by the bestof-class knowledge locally and globally including vision, trends, demographics, standards, and practices. The design should be uniquely Winter Park-driven, not imported from another community.
After three years of community meetings and studies, it was an honor for us to support the City and Library in its study, visioning, and outreach to experts, leaders, and the community. Our facilitating role for city-wide “open-to-the-public” workshops and meetings enabled us to listen, follow, and understand every imaginable path, turn, and comment involving at least five different sites, hundreds of citizens, city and community stakeholders, national experts, and potential library partners. This unique understanding offers a unique ability and benefit to continue to provide deep support and high predictability to the City’s and Library’s next steps in an informed and timely manner. Nothing is more important to us than bringing to the Selection Committee the best library architect, engineers, public library space standard consultants, sustainability experts, and place-making designers with a nationally acclaimed reputation. The ACi+MSR team has been collaborating on this project since December and is well prepared to guide this process, listen to the needs, and respond to the challenges of the future to create a 21stcentury Library + Event Center unique to Winter Park. Our team draws on 20 years as a City of Winter Park business with more than 50 projects in Winter Park alone, two years of hands-on community engagement with the City and its blue-ribbon Task

Force and Library Board of Trustees, and the national library experience of MSR. We have assembled a comprehensive team of local and national experts to engage the entire Winter Park community, transcend the obstacles, and maximize every opportunity presented by this project. Our design partner, MSR, is at the forefront of 21stcentury library design. With more than 35 years of experience, MSR has designed 208 libraries in 33 states totaling more than 12 million square feet. MSR represents informed architects and interior designers who thrive on the healthy dynamic and meaningful dialogue surrounding public libraries. As recent as April 18, 2016 MSR received an ALA/IIDA Library Interior Design Award for Madison Central Library, for the Public Libraries Over 30,000 sf category.
The Winter Park community has extended a great deal of time to this endeavor thus far. The ACi+MSR team looks forward to the opportunity to serve both those who have been a part of the process up to now and those who will be involved as the project moves forward. For more than 20 years, ACi’s Winter Park studio has delivered high quality architecture and contract documents for more than $5B of complex projects from highly community-sensitive public buildings like the Winter Park Train Station in Central Park to the new $247M Orlando Hyatt Regency Event Center/ Hotel/Parking Garage. We have the reputation, talent, experience and capacity to deliver the best results possible for this critical project. Together with MSR Library Architects national expertise with over 208 libraries/33 States/12 Million SF, Library Planning Associates leadership role with recently revised national library standards for public libraries and, our knowledge of the community’s expectations through the Library + Event Center community engagement process, we are prepared to immediately address the first critical issue of finalizing the space program, budget and site. We have brought the best national 21st-century Library best practices experts (not just architects) to thoroughly validate and justify the project’s requirements in a transparent and inclusive manner with the community. Our focus is to make the process of implementing the project at the proposed site (or address other sites if required) as simple as possible. Our work plan will be structured by the integrated Owner-Owner Rep-Architect-CM/ GC process, which is a standard best practice here at ACi for every project.
The project will be managed and produced here in Winter Park by ACi as Architect-of-record. MSR and other key subconsultants will work closely with us here, especially in the design phases, and stay involved throughout the completion of final GMP documents and construction. ACi and our local consultants have a long working relationship with the City of Winter Park, its key staff, and local CM/GC’s. This will foster a high level of cooperation and insight to deliver a high-quality result on-time and on-budget. The McAllen Main Library, Dallas Public Library’s new Lochwood Branch, Denton Public Library’s North Branch, and Ramsey County’s renovated and expanded Roseville Library have all received AIA Minnesota Honor Awards. The Madison Central Library and Roseville Library were both named Library Journal New Landmark Libraries, and the Roseville Library received an IIDA/Metropolis Magazine Smart Environments Award. The new McAllen Main Library also received an ALA/IIDA Library Interior Design Best Overall Award and Best of Category Award for Public Libraries Over 30,000 Square Feet, and the Roseville Library received an honorable mention in that category. Hennepin County Library’s new Maple Grove Library received a Library Journal New Landmark Library Honorable Mention, and the Stillwater Public Library renovation project won an AIA/ALA Library Building Award. The library of the future is as much about space for informal gathering, community learning, idea sharing, making, homework helping, skill learning, and entertainment as it is about books. Advances in copyright issues, publisher’s business structures, and the availability of increasingly affordable electronic readers and tablets allow libraries to shift space away from printed books to other functions, while simultaneously increasing collections. This opportunity is evolving rapidly. And it amplifies the differences between people and communities with means from those without. Home = Library = Work = Home. The world-class library of Winter Park will be seen by patrons as an extension of their homes and workplaces.

Immediate Satisfaction. People are busy, impatient, and responding to a frenetically-paced society. They want it now. The library needs to provide materials and service quickly to remain relevant to them. The building must accommodate this demand for immediacy. Ageless. Library design should reach beyond trends. Given the economic investment, the design must last for at least two generations. Achieving this goal requires smart design, exceptional and durable detailing and materials, and ease of change and maintenance. Low Impact. The Earth has enough issues. We should design new and renovated buildings to

public process MSR has worked with more than 160 communities across the United States, helping them to raise funds, locate appropriate sites, and plan, design, and furnish their library buildings. We have provided the full spectrum of services to guide library boards through the library building process, from conception to referendum, to opening day and beyond. These services include space usage plans, site feasibility studies, conceptual plan programming, and development of public campaigns. Our best work comes from the participation of the community. Just as we have seen in Winter Park, the process of consensus building must be tailored to the specific needs of each community, although issues such as access, location, and cost are universal to all libraries. By inviting and facilitating community involvement in the process, we have successfully provided our design expertise without losing sight of the community’s needs and desires.

Some projects are politically delicate (the 1.04% victory of the Winter Park Library + Events Center or the two vote referendum victory in Telluride, Colorado) requiring a great deal of careful public interaction. Some processes aggressively seek patrons’ involvement through open public discussions, while some processes are very formal where work is presented to the community only for limited input. This next phase of community engagement for the design and development of the Winter Park Public Library + Events Center will be deeply important as we start anew. With the ACi+MSR team, no time will be lost in translation of the community’s understanding and the passion the citizens share for this important project.
Through our involvement in public campaign strategies for funding libraries and for general community input, we have developed numerous strategies, including: ›› Conducting board workshops to explain the project’s financial and technical fundamentals. ›› Developing promotional literature. ›› Preparing speakers’ packets. ›› Presenting the library project to public groups. ›› Preparing drawings, illustrations, and models showing the project. ›› Leading weekend workshops with special interest groups (such as children, teens, and seniors) to gain feedback on their space needs. ›› Giving presentations to civic clubs, such as the Chamber of Commerce and Rotarians. These groups can become disciples for the project. ›› Providing interviews with local newspapers and radio shows.
Consensus building is essential for community support and staff ownership. Our inclusive process typically starts with administration and staff interviews because the employees provide essential information regarding the habits and trends of the patrons. Staff participation builds trust and a sense of ownership for the project. ›› ACi was selected by the City of Winter Park to design a new train station in the City’s downtown Central Park to serve existing AMTRAK activities, while integrating with the State’s station platform improvements for the newly created SUNRAIL commuter rail system. ›› The City required the station to be architecturally compatible with the aesthetic of Central Park and the downtown Park Avenue corridor while providing suitable space to accommodate the expanded needs of AMTRAK and its 30,000+ passengers who pass through its doors on an annual basis. ›› Working with the City and the Florida Department of Transportation, the ACi team crafted a building that integrates with the extensive SUNRAIL platform improvements while maintaining a residential scale and aesthetic that is both compatible with the park and downtown, while being invocative of the craftsmen architectural style that was popular during the 1920’s land rush era in Winter Park.
›› The federally funded project was designed and constructed using sustainable practices, while following the strict Buy AMERICA requirements of the Federal Transportation Administration for all construction materials. The project includes sustainability elements including LED lighting efficient HVAC systems, increased insulation, as well as a demonstration project utilizing several methods of stormwater management and treatment for the parking areas.

Scott is an award winning arts, industrial designer and accomplished architectural delineator. Scott Specializes in Architecture, Urban Planning, Visioning/ Concepts, Design Standards and Architectural Pattern Books. During his career, Scott has helped develop stimulating buildings such as the Winter Park Chamber of Commerce Welcome Center, Downtown Winter Park Train Station, Alhambra Towers, Maitland City Centre, Keene Music Hall, Cornell Fine Arts Museum, and the National Air and Space Museum at the Smithsonian. key team members Jack Poling, aia, leed ap Lead Library + Event Center Design Architect, MSR Jack has led MSR teams on over three dozen library projects. Senior principal and managing partner of MSR, Jack has 30 years of professional experience. His work has received numerous awards, including a national AIA Honor Award for Interior Architecture for the new McAllen Main Library (located in a converted Walmart big box retail store) and AIA Minnesota Honor Awards for the McAllen Main Library, the renovation and expansion of the Ramsey County Roseville Library, the new Dallas Public Library Lochwood Branch Library, and the adaptive reuse of a former grocery store into Denton Public Library’s new North Branch Library. The Roseville Library also was named a Library Journal New Landmark Library, and the McAllen Main Library received an ALA/IIDA Library Interior Design Best Overall Award. Jack gave a talk at the 2008 Public Library Association conference entitled “Rethinking the Big Box: Restocking the Shelves with Books.” He has also led workshops at Library Journal’s Design Institute seminars and at conferences for the Minnesota Library Association and Wisconsin Association of Academic Librarians. key team members Traci Engel Lesneski, cid, iida Lead Library + Event Center Interior Designer, MSR Traci joined MSR in 1996 and has 21 years’ experience, mainly in designing learning spaces. As head of interiors and a principal with the firm, Traci promotes an integrated design approach, believing that projects are most successful when multiple disciplines have a role in shaping them. Traci believes in designing for overall experience, equally valuing comfort, productivity, aesthetics, and delight. Designing spaces that can positively impact a person’s life motivates and inspires her—whether for a public library, an arts building, a university community center, or a workspace. She holds a Bachelor of Fine Arts in Interior Design from the University of Wisconsin-Stout and is a regular guest lecturer at her alma mater. Traci has made a name for herself as an inspiring designer and speaker, presenting workshops and discussions nationally on library design. For example, she has given presentations at the annual ALA conference for the past four years and recently presented a talk entitled “Reset: Transforming Mid 20th-Century Libraries to Meet 21st-Century Needs” at the IFLA Congress in Cape Town, South Africa, in August. She has also contributed articles to New Library World and Library Journal. Traci is currently chair of the ALA LLAMA/BES Architecture for Public Libraries Committee and began a two-year term as chair of the IFLA Library Buildings and Equipment Section Standing Committee in August.

key team members Wade Miller Job Captain, ACi Architects Wade Miller is a project designer at ACi Architects with over 15 years experience designing and leading impactful architecture projects throughout the country. He returns to Winter Park from Austin, Texas, where he had the opportunity to work on an array of both community and private designs, namely the new Austin Public Library and the United States Federal Courthouse. He holds a BS in Environmental Studies from the University of Vermont and a Master of Architecture degree from the University of Texas at Austin, with focused community design residencies from Yestermorrow School of Design/Build and Design Corps New Orleans. His architectural residencies were completed at Lake I Flato in San Antonio, TX and Mack Scoggin Merrill Elam in Atlanta, GA. Julie’s role in this project will be Community Partnerships. Through her previous professional experience in building partnerships in the non-profit market with the ninth largest YMCA Association in the nation and managing Congressional and Legislative Affairs for the State of Florida at FEMA during the state’s response to 4 major hurricanes in less than 24 months, her ability to identify and solve community problems without misfires brings a layer to ACi other architecture firms typically do not have. Her role with the civic engagement portion throughout the 2 year exploration process for a new 21st Century Winter Park Library + Event Center is the most recent example of her approach to bringing various groups of stakeholders through a design process in a way that is transparent, engaging and responsive to the needs of the client and community. Julie also works with our clients, the City of Casselberry and Lake Mary on behalf of ACi.
Julie holds a Bachelor of Science in Public Relations from the University of Florida. She is an active member of the Winter Park community, being a board member of the Winter Park Chamber of Commerce, on the Planning Committee of the Aspen Institute: Winter Park Dialogue, and Past President of the Park Avenue Merchant Association. She is also a member of Seminole County’s Community Leaders and Elected Officials (CLEO) and the Council of 101 at the Orlando Museum of Art. TLC Engineering for Architecture (TLC) will insure that the program and building design address the user’s technology, comfort, safety and sustainability needs. AVCON, Civil Engineering brings unparalleled experience and understanding of the issues associated with the MLK Park site. AVCON was the engineer of record for the last permit modification associated with MLK Park, the pond that is a significant functional and aesthetic element of the Park.
Dr. Norman Jacknis, Technology Consultant provides world-class experience in the innovative application of technology in learning environments, libraries, parks and their application to the user(s) Dr. Jacknis' role will be to identify the ways technology can enhance Winter Park's 21st century learning facility while integrating the library, civic center and park into a “knowledge park”.
Walker Parking will be designing a parking solution that both integrates into the surrounding environment and efficiently circulates people, as well as cars. The ability of a parking facility to safely, comfortably and logically circulate both the parking patron and the vehicle is essential to the user experience of the facility.

Ardaman, Geotechnical Engineers will serve as the geotechnical engineers for the new Library project and will draw on their experience with tens of thousands of geotechnical projects in Florida. They have already conducted a preliminary subsurface exploration and geotechnical engineering evaluation on the library site, and have accumulated valuable information relating to the subsurface soil and groundwater conditions. They will build upon their current site experience to provide a design level exploration and geotechnical engineering study.
Global Sustainable Solutions, Bahar Armaghani, LEED AP Bahar will use her extensive experience in environmental engineering and construction to be the lead for Sustainability and Site Facilities. Located in Winter Park for 20 years, ACi’s role for this project is Architect-of-record with MSR Architects as our Library + Event Center Design consultant. ACi brings an unparalleled understanding and management capability regarding the City of Winter Park's public projects process. This delivers a deep understanding of Winter Park’s unique design requirements, technical code, approval process, strict budgets and schedule, and operational compliance requirements. Examples include City developed projects such as the new SunRail/Amtrak Train Station in Central Park and Welcome Center/Chamber of Commerce across from City Hall. Other relevant experience includes the Cornell Fine Arts & Art Archives Museum and Tiedtke Performing Arts Auditorium/Music Education Building. Our key staff of more than 14 years has served on City appointed boards, committees and organizations. This ensures a citizen-oriented passion, as well as professional knowledge to provide an extraordinary level of care and sensitivity for our community.
As one of the City’s continuing services consultant, ACi and its consulting team, assisted the City, Library Task Force and Library Trustees as a technical resource (not as Project Architect) to assist in creating a framework to envision possibilities for a new 21st Century library. Our focus was directed by the Task Force, Library and City. It included research, concept programming, code compliance and community engagement. This support involved more than 5 different sites, 2 years of public dialogue, and in-depth discussions with national library industry leaders, and experts involved with other exemplary 21st Century community libraries. ACi facilitated a critical framework for the Commission, Library Task Force and community to engage and formulate critical "guiding principles" that led a successful bond referendum and another critical "beginning point".

Critical Next Steps The next beginning point is now a highly-detailed and integrated planning and design process that will deliver: • Technical analytics involving current/long term user demand data, national standards/best practices, operational impacts and total cost to validate key assumptions of the initial concept and Task Force Report; • Confirm site organization solutions including program footprint, geotechnical, traffic, parking, drainage and low impact design to the park; • Study architectural styles compatible with the heritage, culture and environment of Winter Park and the site; • Analyze feasible sustainable "green design" solutions that are visible to educate users and visitors as amenities for learning versus a distraction.
Understanding the Site A good design will start well beyond the site and draw you towards it. This pedestrian and vehicular approach should provide landscape elements that serve as wayfinding and help reinforce the expression lines of the buildings. Upon approach, the guest should feel a sense of adventure and curiosity through the shade, shadow and texture that the trees, flowers and hardscape play in the public realm.
Open space, existing mature oaks, lakes, flora and fauna can inspire a building that seems to have grown in place with its surroundings. The architecture should have deep roots in the local Winter Park culture and its vernacular buildings. Fred Kent, founder of Project for Public Spaces (PPS), and Eric Buck, ASLA of Stantec are two of the world's most respected place-making consultants and worked closely with ACi and the Winter Park community to engage our citizens in facilitating a new park vision for the project. They will continue to work on this process exclusively with the ACi+MSR Team.
Drainage/Traffic/Parking Considerations The area surrounding the proposed Library+Event site has seen and is continuing to see a great deal of development. The CNL office building, Paseo Apartments, Village Park Sr. Housing Development, Trader Joe’s Shopping Center and the redevelopment of the Mount Vernon Hotel will impact roadways adjacent to the Library. In addition, Ravadage and Whole Foods, and the future redevelopment of the K-Mart Plaza and additions to the Winter Park Village will also impact the surrounding roadways, including US 17-92. We understand the City will be performing a traffic study with the assistance of one of their continuing consultants as part of the library development. This study will evaluate the impact of
the library, considering the on-going development mentioned above, and the proposed “road diet” being proposed on Denning Drive. The ACi+MSR Team, through its subconsultant AVCON, will work closely with the City’s Consultant to insure the traffic issues related to the library are identified and reflected in the study. AVCON has a great deal of traffic study experience, and is a continuing consultant performing traffic studies for Orange County Public Schools. Relative to the Morse Blvd. site, AVCON has evaluated the conceptual plan and prepared stormwater options for the City to consider during the planning and design process. Currently, the Rachel D. Murrah Center development drains into Lake Island without any pretreatment or attenuation. The proposed Library will replace previously unpermitted impervious areas (building, parking lot, and driveways). In replacing and expanding these facilities, some level of treatment and attenuation will be required. Walker Parking, our parking design and parking management consultant, will analyze and recommend well thought out and manageable parking solutions. They are experts at solving parking garages that must respond to complex, high traffic congestion, access and circulation. Their experience includes public garages in urban areas and high traffic corridors like 17-92. We recognize the intersections of Morse Boulevard

understanding of city scope & delivery method and Harper Avenue must be addressed, as the new Unicorp retail development's primary access and parking will occur in the same general location. Design Considerations- "Winter Park is not like anywhere else." The ACi+MSR Team understands the City Commission’s and Bond Referendum Consultant's requirement for a “conceptual program, imagery and site organization plan” for the bond referendum was only a concept. The delivery of a final project design will reveal itself through the critical next steps of a detailed process of programming, design, and budgeting. A 21stcentury Winter Park Library + Event Center must add to the great history of Winter Park’s indigenous architecture and place-making environments. This must be carefully considered in the design from both an “inside-out” and “outside-in” perspective. Many of America’s new century libraries are modern or contemporary styles of architecture, yet we believe there are important options and refinements that must be considered and shared with the community and project team to deliver a final design that does not force the current design. The Winter Park community has a pattern of influences, a rhythm and timing that establishes a harmony to its overall urban and cultural fabric. The
“Culture, Heritage and Art of Architectural Design” is discovering and unlocking the symbiotic relationships that can only be found in city’s history, building, people and landscape. Translating these patterns into a new form that not only reflects a community’s soul, but helps guide that community forward to the next century.
Event Center Considerations ACi+MSR Team experience includes civic event spaces, meeting, learning and community performance facilities. We see the new Event Center as a complimentary shared environment with the new Library and Park. ACi+MSR Team recognizes the importance of delivering a predictable financial return on investment using an integrated Owner representative and CM-GC process from day one. From the inception of ACi 20 years ago, a cornerstone of ACi’s standard practice is to recommend/require with all Clients/Owners, early Owner’s Rep and CM/ GC involvement. We believe that architecture is the art of making places of enduring value: beautiful, well-built, functional, of their time and place, and respected by the community. The need for energy efficiency and carbon emission reduction has expanded our commitment to the environment. In 2007, MSR became the first Minnesota firm to commit to the 2030 Challenge, which advocates for architects to design buildings to meet an aggressive schedule of carbon emission and energy reduction goals. In 2013 and 2014, we met the AIA 2030 Commitment by achieving an average 60% or more reduction in predicted energy use intensity (EUI) across our projects. Developing energy efficient systems is a core component to any sustainable design plan. Our work has integrated approaches to energy efficiency since the founding of the firm. Daylight harvesting is an essential tool for reducing energy consumption. Combining daylighting strategies with high-performance and climate responsive building envelopes has resulted in measurable savings to our clients. Geothermal heating and cooling, active chilled beams and sails, biomass plants, solar hot water, and photovoltaic solar arrays are some examples of physical plant and mechanical systems that have been successfully incorporated into MSR projects.
MSR’s thoughtful consideration of materials is founded on an understanding of the total life-cycle and health impact assessment of the material. With new materials, we take into consideration the material’s origin and the impact of extraction, shipping distance to the project site, the toxins released during manufacturing and installation, toxins released during the materials’ predicted life cycle, recycled content, and the recycle/ reuse potential of the materials. We also focus on specifying healthy materials as we assess the impact on the health of the building occupants. Our integrated approach to architecture and interior design allows us to make informed and timely assessments of our materials choices.
MSR has designed a number of projects that have achieved more than a 60% increase in energy efficiency. For example, the Schaar’s Bluff Gathering Center gets 83% of its yearly energy needs from a 90-foot tall wind turbine. Recently completed, the University of Minnesota Itasca Biological Station and Lab Campus Center at the headwaters of the Mississippi River is designed to achieve net-zero energy. The Rose—a 90-unit mixed-use, mixed-income development currently under construction—is targeted to use 72% less energy than code.
Materials can add beauty, functionality, and durability to a project. Building materials are also responsible for almost 6% of America’s total annual energy consumption. The production, installation, and decommissioning of materials can impact the health of workers and the environment. And materials in completed buildings can off-gas, potentially harming building occupants. MSR is committed to researching materials to enable designers to make the best possible decisions on our projects. MSR is conducting leading-edge research on
materials. In 2013, the firm began an in-depth materials study, while designing an affordable housing project that used the Living Building Challenge as a framework for sustainability. The materials study focused on the health impacts of interior materials, and the design team set out to specify materials that are International Living Future Institute Red List compliant, locally sourced and manufactured, and made in factories that use healthy workplace standards of production. This area of study is relatively new, and many manufacturers refused to give out specific information about the ingredients or health impacts of their products. But the design team persisted and developed a process to solicit and collect information from manufacturers, compare products, and submit their findings to the International Living Future Institute. The research was so successful that the International Living Future Institute is talking with MSR about adopting the process nationally.

IMPROVED INDOOR ENVIRONMENTAL QUALITY
Over the last two years, we have used applied research efforts to develop an in-house energy modeling methodology, a process to help project managers start every project with sustainability in mind, a study of insulating historically protected buildings, a daylighting analysis methodology, research into the health impacts of materials, and a study of the embodied energy in two of our projects nearing completion. MSR will continue to develop applied research. We have created a staff position to coordinate our internal research efforts and oversee the integration of the resulting new knowledge, tools, and practices. We also have a research partnership with the University of Minnesota and conduct a research effort with them annually. These efforts will continue to refresh our practice and help us meet the increasing environmental challenges of our time.
Healthy indoor environmental quality involves the proper selection of nontoxic interior materials, appropriate levels of human thermal comfort, acoustics, the selection of mechanical systems that optimize ventilation levels with fresh air, and the establishment of best practices during and post construction for management of contamination paths. As part of MSR’s design process, our teams consider and address each of these issues and use the International Living Future Institute Red List where appropriate.

Construction waste recycling has been a part of all of MSR’s LEED certified projects and most of our other projects. We have incorporated construction waste management requirements in our project specifications since 2003. The majority of these projects have been able to achieve a minimum of 50% solid waste reduction or reuse, and several of them have been awarded LEED innovation credits from the US Green Building Council for reductions of more than 90%. The chart on the following page illustrates the depth of our specific project experience with sustainable design certification and compliance programs.
