I am very pleased to be able to engage you through this edition of the Nee Soon Central Network newsletter.

ime really flies since my first day as Adviser to Nee Soon Central Grassroots Organisations and Member of Parliament for Nee Soon GRC. My first impressions of the constituency then were the vast improvements made in the quality of the physical environment and the level of engagements among the communities here. Located at the centre of Yishun housing estate, you have been able to enjoy the convenience and accessibility to many facilities and services that have been made available to meet your needs. Many upgrading projects have been carried out to enhance your lives and I am most happy to be able to serve you.

I am most certain that all Chinese residents are in the spirit of welcoming the Year of the Dragon. I sincerely hope the New Year will bring prosperity, abundance of promise and cheer to all residents in realising their goals and aspirations. In close, I would also like to thank all residents and stakeholders of Nee Soon Central Division for giving me a very warm welcome and strong support during the last 9 months. Kepada penduduk Nee Soon Central, Saya gembira dapat berinteraksi dengan anda melalui edisi pertama surat berita “Nee Soon Central Network�. Masa cepat berlalu sejak hari pertama saya menjadi Anggota Parlimen bagi Divisyen Nee Soon Central. Tanggapan pertama saya bagi kawasan undi ini pada masa itu adalah banyak pembaikan telah dilakukan dalam aspek keadaan fizikal dan tahap interaksi di kalangan masyarakat di sini. Terletak di tengah-tengah estet perumahan Yishun, anda menikmati keselesaan dan memperoleh banyak kemudahan serta perkhidmatan yang disediakan untuk memenuhi keperluan anda. Banyak projek peningkatan telah dilakukan demi meningkatkan mutu hidup anda dan saya amat gembira kerana berpeluang berkhidmat kepada anda sebagai Anggota Parlimen. Saya juga bertuah kerana dapat bertemu ramai penduduk melalui pelbagai wadah interaksi, seperti lawatan blok dan pasar, acara parti blok, sambutan perayaan, aktiviti berjalan pantas dwibulanan, dan banyak lagi kegiatan akar umbi. Surat berita ini satu batu tanda atau ‘milestone’ penting kerana ia merupakan juga satu lagi wadah bagi menghubungkan dan memaklumkan semua penduduk tentang berbagai kegiatan terbaru dan bertenaga anjuran badan-badan akar umbi di kawasan undi kita. Budaya penuh tenaga ini wujud kerana Nee Soon Central dikurniakan para pemimpin akar umbi yang beriltizam lagi bekerja keras untuk berinteraksi dan meningkatkan mutu hidup penduduk. Saya akan terus mengharapkan sokongan kuat anda bagi kegiatan dan program anjuran badanbadan tersebut. Sedang Tahun Baru Cina semakin hampir, saya pasti semua penduduk Cina bersemangat menyambut Tahun Naga. Saya ikhlas berharap bahawa Tahun Baru ini akan membawa kemakmuran dan keriangan kepada semua penduduk dalam merealisasikan matlamat dan aspirasi kita. ee Soon Central Citizens’ Consultative Committee (CCC) is led by its Chairman Mr Goh Hung Kwang, PBM. The CCC is an overarching committee that sets the direction and leads all other grassroots organisations and committees in Nee Soon Central Constituency. The CCC comprises of all grassroots committee chairmen such as Community Centre Management Committee (CCMC) and CC SubCommittees, Residents’ Committees (RCs), Community Sports Club (CSC), Community Emergency & Engagement Committee (C2E). Together, they plan and lead grassroots activities at the constituency level, oversee community and welfare programmes, and serve as a feedback channel between the people and the Government.

ith the change in electoral boundaries, Nee Soon Group Representation Constituency (GRC) is formed. The GRC has 5 divisions; comprising of Chong Pang, Canberra, Nee Soon Central, Nee Soon East and Nee Soon South. For Nee Soon Central division, we are serving the existing blocks from 602 to 666, 731 to 774, 921 to 935; Our boundary has now expanded to include blocks 343 to 367. Map of Nee Soon Central

National Day ‘Celebrating Our Nation’s 46th Birthday’

(7th August 2011)

e were honoured to have Guest of Honour Mr K Shanmugam, Minister for Foreign Affairs & Minister for Law to grace the event. Our very own, Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim, MP for Nee Soon GRC delivered his inaugural National Day Speech to guests, residents and stakeholders present on that auspicious night. They were also entertained by an excellent array of performances and a sumptuous dinner. Volunteers who had served between 5 to 30 years were honoured for their contributions and dedications to the community.

Mid-Autumn Festival 2011 (11th September 2011)

T

he Nee Soon Central Mid-Autumn Festival 2011 was jointly organised by Nee Soon Central Grassroots Organisations, Sembawang-Nee Soon Town Council & North West CDC. The purpose of the event was to celebrate the annual traditional Chinese harvest festival and to allow intercultural exchanges to take place amongst the various ethnic groups in the constituency. A plenitude of fun and exciting activities were organised to engage the residents of Nee Soon Central. The residents were enthralled by a lantern procession led by Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim. He was joined by 200 cherubic and bubbly students from Nee Soon Central PCF Education Centres and the Nee Soon Central CC Jawi Class who strutted around the vicinity with colourful lanterns of different shapes and sizes, turning the area into a spectacle of lights.

A myriad of booths were set up for residents to partake in activities like tea appreciation, playing of games and tasting of an assortment of delectable pastries and food. The residents were even treated to savoury moon cakes made by Associate Professor Muhammad Faishal himself!

ONE Community Walk (24th July 2011)

T

he One Community Walk was an unprecedented nation-wide mass walking event engaging more than 85,000 residents from all the constituencies in Singapore.

Jointly organised by the People’s Association (PA), the Community Sports Club Council and the Community Sports Club, the walk was one of the biggest displays of community bonding. The 2-km route took participants round Nee Soon Central estate, engaging thousands of our residents both young and old, from all walks of life and enabled them to mingle and expand their social networks.

T

he Nee Soon Central Carnival day was held at the hard court situated next to Yishun Polyclinic on 18th December 2011. Incidentally, a band of heavy showers passed over the hard court sending spirited residents scurrying for cover. Despite the downpour, the residents had a whale of a time participating in a series of fun and exciting activities. attending Parenting Workshops and participating in kite making sessions. Our little ones were not forgotten too! They were treated to popcorn, candy floss and floating castle kiddie rides. Children who are aesthetically inclined were also given opportunities to flaunt their talents when they were invited to participate in the Children’s Art Competition for free!

Residents who have a thirst for sports got to compete in Lawn Bowling, Futsal and Basketball matches. Others visited booths erected by NEA, SPF, KTPH and HPB to engage in activities like donating glass bottles, playing puzzle games, participating in free health screenings,

The festive mood of lightheartedness kicked up a notch with the arrival of Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim. The residents were indeed appreciative of his efforts in exchanging warm handshakes with each of them. To the delight of the crowd, Associate Professor Muhammad Faishal Ibrahim gamely participated in a Bingo match and stayed throughout the event even after the crowd had left.

Selamat Hari Raya Aidilfitri!

O

n 1st October 2011, the hard court next to Block 749, Yishun Street 72, was filled with life and colour as over 500 residents wearing vibrant traditional costumes participated in the Hari Raya Aidilfitri celebrations. Apart from the lucky draw and prizes, residents were treated to guest performances from local and overseas artistes as they feasted on traditional Malay cuisine of the festive period.

Our energetic residents thoroughly enjoyed themselves as they put on their dancing shoes and danced the night away with Associate Professor Muhammad Faishal Ibrahim to celebrate the joyous occasion.

Indian Cultural Night 2011

I

ndian Cultural Night offered an insightful look into the culture and rich history of India. The occasion was graced by Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim partaking in a light-up ceremony at the hard court next to Nee Soon Central CC on 10th December 2011. The lighting

up of oil lamps is a symbolic gesture which signifies the power of goodness over evil and light over darkness in the Indian culture. More than 400 people attended the event, dawned in vibrant traditional Indian costumes. The dance performances depicted an important part of everyday Indian life. The dancers were dressed in very elaborate garments and performed a beautiful work of art that was pleasing to every eye watching. This event was jointly organised by the Nee Soon Central IAEC and RCs. This ended the event with an atmosphere of fondness and respect for India and its culture.

Community Fun at Labrador Park and Family Day (4th September 2011)

W

ho to spend a cosy Sunday with? None other than your family members and amiable neighbours! On 4th September 2011, members of the Nee Soon Central

SCEC and RCs organised a family gathering event at Labrador Park. Residents of Nee Soon Central, together with their families had a fun-filled day at the park. Approximately 7 coaches filled with enthusiastic residents and Grassroots leaders turned out for the event. Together with Associate Professor Muhammad Faishal Ibrahim, they gamely participated in activities like brisk walking, karaoke sessions, lucky draws, watching delighted performances like Qigong and playing games that promoted camaraderie. It was truly a day of merriment that fostered tie and solidarity amongst the residents of Nee Soon Central. Everyone left the park with fond memories and a smile etched on their faces.

WEC EVENTS WEC celebrated Dragon Boat Festival on 5th June 2011. The convivial event brought the residents of Nee Soon Central closer than before, building stronger ties through a variety of engaging activities like food and tea appreciation, karaoke sessions and dance performances.

The Dance and Keep-Fit Party organised by the Nee Soon Central WEC A strong sense of togetherness was fostered among residents and participants through active participation in a repertoire of dances taught by amicable coaches during the Dance and Keep-Fit party.

The committee brought residents on an educational trip to Marina Barrage. Nee Soon Central Women’s Executive Committee brought residents on an educational trip to Marina Barrage. Awestruck participants were entranced by spectacular views of our city’s skyline. To top it off, raving reviews were received from elated participants!

Block & Floor Parties

T

he Nee Soon Central Residents' Committees have been very active in organising many events aimed at promoting neighbourliness, harmony and cohesiveness amongst residents. The various RCs have conducted several Block & Floor parties to provide opportunities for their residents to mingle, socialize, share food and interact with each other and Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim, MP for Nee Soon GRC. Accompanied by respective Zone RC Chairmen and fellow grassroots leaders, Associate Professor Muhammad Faishal Ibrahim would visit each household to obtain valuable feedback from our residents to improve the quality of life in Nee Soon Central. These parties often promote close bonding and the number of residents attending such parties have increased. While a block party can attract up to 200 people, floor parties are more intimate affairs, attracting about 30 residents typically living on the same floor. We look forward to seeing you at a Block or Floor Party near your home soon.

Constituency Bursary Presentation

he Constituency Bursary was presented on 28th December 2011 to needy families to support their children’s educational needs and academic pursuits.

Constituency Teambuilding & WorkPlan Seminar (11th December 2011)

M

ore than sixty Nee Soon Central grassroots leaders embarked on a journey to Resort World Sentosa for their annual Constituency Work Plan and Teambuilding programme. The objectives of the trip include enhancing teamwork and strengthening ties during the process of planning and drafting the annual constituency work plan.

The Teambuilding event equipped participants with the essential knowledge and skills to unveil hidden talents by exercising participants’ creativity and imagination. It boosted team spirit and emphasized the importance of synergy. Participants got to discuss the value of teamwork in achieving group goals, learn the key factors of effective interpersonal communication skills and gamely relearn by breaking self-imposed boundaries and mindsets. The day ended with some fun at the Universal Studios Singapore.

Gift Sets for Needy Families during the

Festive Hari Raya Season

O

n 28th August 2011, 48 needy families of all races residing in Nee Soon Central ushered in the festive season with gifts from the community. These gift sets were distributed by Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim, MP for Nee Soon GRC (Nee Soon Central) as part of the constituency's outreach efforts to help our needy residents during this festive Hari Raya season. Each family received one packet of rice, two halal chicken and NTUC gift vouchers. We would like to extend our appreciation to a fellow resident of Nee Soon Central, Mr Lim Soh Hua of Hua Kun Food Industrial Pte Ltd for his generous contribution of the halal chicken.

Tis’ The Season to be Jolly!

O

ver 400 residents and grassroots members participated in the Christmas festivities jointly organised by Nee Soon Central Zone 5 and 8 Residents' Committees, Nee Soon Central Youth Executive Committee and the North West Community Development Council (NW CDC). The highly anticipated event was held at the Grassroots Club on 18th December 2011. Attendees were preoccupied with a series of engaging activities comprising of performances by Desert Rose and guessing the host’s weight contest. The participants were in raptures during the contest and were cheering heartily for the gamesome contestants. It was indeed a memorable sight to behold!

Nee Soon Central Community Emergency and Engagement Committee (C2E)

T

he Nee Soon Central C2E was awarded the CEP Ready Certificate “Upsize” and CEP Unity Award on Grassroots CEP Activists Day 2011 at PAHQ on 8th November 2011. The Award and certificate was presented by the PACE Adviser Mr Masagoes Zulkifli. The Committee also jointly organised an integrated Contingency Plan with stakeholders in the North on 4th

December 2011. For its efforts, its members won for themselves the ‘Cluster Award’ for the National Safety and Security Watch Group. The Award was presented by DPM Mr Teo Chee Hean on 18 November 2011 at the Pan Pacific Hotel. On 27th July 2011, the C2E jointly organised a Home Fire safety Exhibition and Fire Demonstration cum “Hands-on” session with the RCs and SCDF at the open space between Blks 765 and 766 Yishun St 72 as one of its efforts to educate our residents with the knowledge and skills on fire fighting.

yec BGM The 8th Biennial General Meeting of Nee Soon Central CC Youth Executive Committee was held on 2nd July 2011 at the Scarlet City, AMK Hub. More than 100 youths attended the event from 5pm to 8pm. The event was graced by our Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim, MP for Nee Soon GRC (Nee Soon Central). The highlight of the event was a song and dance performed by the youths of Nee Soon Central. A total of 20 Committee Members were also elected during the meeting. In a bid to promote cohesiveness, newly elected members pledged to organise more spirited and meaningful events to better engage the youths and residents of Nee Soon Central.

CC Open House The Nee Soon Central CC Open House was held on Sunday, 11th September from 5 to 7pm at the Hard Court arena. The Open House was an opportunity for us to showcase some of the courses offered by the community centre. Courses whereby live demonstrations or public performances were conducted include Mooncake Making, Chinese Knots, Folk Dance, a repertoire of dances by Dance-Fit Club, Indian Dance, Qigong, Taekwondo and Taijiquan.

PCF EVENTS Joy of Reading 2011 This year was PCF Nee Soon Central kindergarten's fourth consecutive time participating in the Joy of Reading Competition organised by the National Library Board and PAP Community Foundation. The aim of the competition was to promote the love for reading. Our avid reader, a K2 child from BLK 609 was deservingly awarded the much coveted first position during this year’s competition (District level). Kindergarten Graduation Concert 2011 This year’s PCF Nee Soon Central Kindergarten Graduation Concert was held at the hard court beside Yishun Polyclinic. The theme of the concert was 'Around the World'. The children were dressed up in a myriad of colours and they danced lively to the beat with passion and confidence.

CENTRE VISIT

Mrs Lim Hwee Hua, Mr Tay Swee Yee (PCF CEO), Ms Gemma (Deputy Head/Admin & Training, CLD PCF) and our Cluster Principal, Mr Eric Lim visited our kindergartens situated at Blk 646 and 644 on 21st July 2011. They visited these educational centres to garner feedbacks, acquire more knowledge on how preschool centres are operated and better comprehend preschool education.

SPARK Accreditation Early this year, Mdm Tok and her team of teachers from BLK 646 and 644 embarked on the journey to acquire the accreditation of the Singapore Pre-school Accreditation Framework (SPARK) awarded by the Ministry of Education. Her PCF kindergarten was the first to obtain the accreditation at the Emerging level. Mdm Tok and her team of teachers are proud of their achievements. They are determined to carry on their pursuits in providing a first-rate education which cater to the distinctive needs of their students.

Three other children playgrounds situated at Blk 624, 630 and 654 Yishun Ring Road / St 61 / Ave 4 will be upgraded by January 2012. In addition, one elderly fitness corner at the Community Park, opposite Blk 736 Yishun St 72 will be upgraded by January 2012.

Tree Planting day on 5 Nov 2011

HIP launching and polling on 14th October 2011 for precinct Blk 731 to 736 Yishun St 72 / Ave 5 achieved an average 96% of "YES" votes. The HIP works are expected to commence on 1st Quarter 2012 and be completed by 1st Quarter 2014.

HOME IMPROVEMENT PROGRAMME (HIP)

Another HIP precinct was selected by Ministry of National Development (MND). Residents living at Blk 747 to 752 Yishun St 72 are expected to take part in a poll by 2nd Quarter 2012.

NEIGHBOURHOOD RENEWAL PROGRAMME (NRP) MND has selected the precinct at Blk 343 to 346, 349 to 360, 350A & 355A Yishun Ave 11 / Ring Road to undergo NRP. The appointed consultant is working tirelessly on designing a hospitable environment for this precinct. A public consultation to gather feedback from residents will be held on 2nd Quarter 2012. After refining the design, an exhibition and consensus gathering will be held promptly on 3rd Quarter 2012. Upgrading works can only start if more than 75% of the residents voted "YES".

Join Us! Learn First Aid Skills CERT is a group of volunteers who receives special training

for the purpose of enhancing their abilities to recognize, respond to and recover from a major emergency or disaster situation.
