Happy New Year! I sincerely hope that everyone in Nee Soon Central have enjoyed the season’s festivities and the school holidays. For my younger constituents, I hope that you have settled in well in the new academic year. May 2013 bring with it a new year with abundance of promise and cheer that I hope all residents will take every opportunity to work towards realising their goals and aspirations.

2012 has been a challenging year for Singapore especially the economy. Slow and sluggish growth in most world economies is a reminder to us on the unpredictability of the 21st Century. Though we have the strength and adaptability to ride our economy through these uncertain periods, Singaporeans must continue to remain prudent and continue to strive for excellence and be productive in our work. 2013 may be no better with grey clouds in the horizon. Residents should stay resilient and have confidence in our Society to steer Singapore towards greater prosperity and more good years ahead.

In Nee Soon Central, much effort has been made by our grassroots leaders and agencies serving the community such as the HDB and Town Council to improve the quality of lives for residents. In enhancing the heart ware of the community, I would like to encourage all residents to continue to build and invest in social capital. They can do so through welcoming new citizens, participate in community activities such as floor and block parties and take part in the wellness programmes organized by the grassroots organizations especially during this festive period. We should strive to be good neighbours to ensure that Singapore will always stay true to its multi-racial and religious fabric as a society. I am pleased to share with you that I have been able to visit many blocks in Nee Soon Central and reached out to many residents. I will continue to reach out more through block visits, dialogues and estate walkabouts and I encourage you to share your aspirations for the constituency and your families during these platforms. My grassroots leaders and I are committed towards serving you and I hope you will work with us to make Nee Soon Central the best place to live. In addition, I welcome you to join our Grassroots movement and be part of our effort in making Nee Soon Central among the best place to live, work and play. On this note, I would like to take this opportunity to wish all residents a Happy New Year and Gong Xi Fa Cai.

Kepada penduduk Nee Soon Central, Selamat Tahun Baru! Saya benar-benar berharap semua penduduk di Nee Soon Central telah menikmati pelbagai perayaan dan cuti sekolah. Kepada penduduk yang lebih muda, saya harap anda telah berasa selesa dalam tahun baru akademik ini. Semoga 2013 membawa tahun baru yang penuh janji dan keceriaan yang saya berharap akan diambil kesempatan oleh semua penduduk demi merealisasikan matlamat dan aspirasi mereka. Tahun 2012 adalah tahun mencabar bagi Singapura khususnya dalam bidang ekonomi. Pertumbuhan yang lemah dan perlahan bagi kebanyakan ekonomi dunia adalah satu peringatan kepada kita tentang ketidaktentuan abad ke-21. Walaupun kita mempunyai kekuatan dan mampu menyesuaikan diri bagi ekonomi kita mengharungi masa tidak menentu ini, warga Singapura mesti terus berhati-hati dan terus berusaha mencapai kecemerlangan dan menjadi produktif dalam tugas kita. Tahun 2013 mungkin tidak menjadi lebih baik dengan adanya awan mendung di ufuk. Penduduk mesti kekal lasak dan mempunyai keyakinan kepada masyarakat kita untuk membawa Singapura ke arah kemakmuran dan tahun-tahun mendatang yang lebih baik. Di Nee Soon Central, banyak usaha telah dilakukan para pemimpin akar umbi kita dan agensi-agensi yang berkhidmat kepada masyarakat seperti HDB dan Majlis Bandaran untuk mempertingkat mutu hidup penduduk. Dalam meningkatkan ikatan hati masyarakat, saya ingin menggalak semua penduduk untuk terus membina dan melabur dalam modal sosial. Mereka boleh melakukannya dengan antaranya menerima warga baru, menyertai kegiatan-kegiatan masyarakat seperti parti blok dan melibatkan diri dalam program kesihatan umum anjuran badan akar umbi khususnya semasa tempoh perayaan. Kita mesti berusaha menjadi jiran yang baik demi memastikan Singapura terus kekal sebagai masyarakat berbilang kaum dan agama. Saya berbesar hati untuk berkongsi bersama anda bahawa saya dapat melawat banyak blok di Nee Soon Central dan mendekati ramai penduduk. National Day Dinner 2012

O

n 11 August 2012, some 700 residents of Nee Soon Central attended the 47th National Day Dinner, which was held at the hard court next to Yishun Polyclinic. Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim joined the constituents and grassroots leaders for the joyous occasion. Mr K Shanmugam (Minister for Foreign Affairs and Minister for Law) was the Guest of Honour for the event.

The dinner was of course deemed incomplete without a lucky draw. Lucky residents walked home in glee as they were loaded with lucrative prizes.

Distinguished guests and residents were treated to many interesting performances such as Wushu (Chinese martial arts), Guzheng, precision drill and other cultural performances put up by students and performers from all walks of life. There was also a question and answer session. Guests and residents alike were actively invited to answer questions pertaining to our motherland.

In addition, our Grassroots Leaders were duly accorded with the much coveted National Day Awards 2012. Congratulations to all recipients of the National Day Awards 2012! The celebration reached its climax when everyone stood up to sing our National Anthem and thereafter recited the Pledge in unison, pledging their love for the nation. The crowd also sang along to a medley of National Day songs during the finale. It was indeed a night filled with fun and patriotic moments.

he true meaning of Ramadan was epitomized by members of the Nee Soon Central CC-MAEC when they organized the annual porridge distribution for fellow residents. An invitation was extended to Chung Cheng High School (Yishun) to join Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim with kick-starting the month long distribution from 21 July 2012 at Block 657 Yishun Avenue 4. It was undeniably a meaningful event for the student volunteers. They had learnt the importance of compassion and rendering aid to the less fortunate.

n 25 November 2012, Nee Soon Central constituency held its annual Grassroots WorkPlan Seminar at the MacRitchie Reservoir. The dedicated grassroots leaders were surrounded by lush greenery as they enthusiastically participated in discussions on means to further engage our residents. Many feasible ideas and new initiatives were conceived during the discussions.

rganized by members of the Nee Soon Central CC-MAEC, the spirit of giving exemplified when 57 families received festive goodies on 4 August 2012 from 3pm to 6pm from Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim.

Our Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim and 50 devoted grassroots leaders attended the seminar. The seminar provided the participants with the latest constituency’s status and statistics and participants were given a platform to share their visions for the constituency. They also got to discuss on the challenges they might face and how they intend to overcome them. Despite the light drizzle, the grassroots leaders gamely played some team-building games. The session was wrapped up with a hearty brunch buffet meal at the hilltop cafeteria, Lavaedge. It was a truly relaxing and enjoyable Sunday morning! Nee Soon Central 05 Network


One Community Walk & SNG Baton Relay

rassroots Adviser Associate Professor Muhammad Faishal Ibrahim joined 600 enthusiastic residents in brisk walking around the Nee Soon Central estate on the 26 August 2012 at 8am. Residents excitedly gathered at the basketball court at the Nee Soon Central Community Park, ready to embark on the brisk walk. After warming up with the residents, Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim then flagged off the walk, which also started the Singapore National Games baton relay with key Grassroots Leaders. Upon completion of the walk, a message from the baton was read out in support of all sportsmen and sportswomen in the upcoming Singapore National Games. It was certainly heartening to see families of different ages and races coming together in the spirit of health and fitness.

Nee Soon Central Constituency Mid-Autumn Festival 2012

celebration for the Mid-Autumn Festival was held on Saturday, 29 September 2012 at the open field next to Yishun MRT Station and the hard court next to our CC at Block 749 Yishun Street 72 from 7pm to 10.30pm. The response was overwhelming as more than 6,000 residents attended the event to celebrate the colours of lanterns. The Guest-Of-Honour for the event, Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim, Parliamentary Secretary for Ministry of Health & Ministry of Transport, Member of Parliament for Nee Soon GRC was welcomed by an energetic performance by a lion dance troupe. Our Adviser joined the lantern procession with thrilled students from Nee Soon Central PCF Education Centre and CC Jawi Class. The parents and children were ecstatic to meet Associate Professor Muhammad Faishal Ibrahim and to have him lead the lantern procession. Games booths managed by members from Nee Soon Central YEC, CSC and IAEC attracted many parents and children to play. Children and parents got to bond as they participated in the array of exciting activities. The WEC team which managed the festive food tasting, prepared traditional snacks such as moon cakes, Chinese tea, pomelo, yam, which are often associated with the Mid-Autumn festival.

n Sunday, 4 November 2012, Grassroots Advisers Mr K. Shanmugam, Minister for Foreign Affairs and Law; Associate Professor Muhammad Faishal Ibrahim, Parliamentary Secretary for Ministry of Health and Transport; Dr Lim Wee Kiak, PBM; Er. Dr. Lee Bee Wah and Mr Patrick Tay, BBM, joined more than 3,000 residents of different age groups, races and estates to partake in the Nee Soon GRC Active Ageing Carnival. The carnival was launched to mark the start of a Wellness Programme initiated by Nee Soon GRC.

The Carnival kicked off with contented residents basking in the morning sun as they participated in a 3.5km brisk walk. Residents were also entertained with interesting performances by seniors, ranging from the celestial movements of Qigong 18 to the rhythmic dance moves of Zumba Gold. Children and the Malay community also got into the act with entertaining performances throughout the Carnival. Residents amused themselves at the various games booths by participating in activities such as ball tossing and interactive console games that help stimulate their minds and bodies. There was intergeneration bonding at the games booths within the community, with the children and younger residents playing alongside the seniors. The highlight of the Carnival was the Interest-Group booths set up by various GRC’s Active Ageing Committees. Some of

these Interest-Group booths include balloon sculpturing from Nee Soon Central, TaiChi rhythm ball from Nee Soon South and Rummy-O mind games from Nee Soon East. To top it off, certificates of formation were presented to the five Active Ageing Committees in Nee Soon GRC to mark the launch of the Wellness Programme of Nee Soon GRC. Through the Wellness Programme, the GRC will encourage seniors to stay physically, mentally and socially active in the community. Nee Soon Central 07 Network


YEC-PAYM loves Red Yishun Park was a vibrant sea of red on 11 August 2012 at 7am. The event was organized with the intention of celebrating Singapore’s birthday. Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim and patriotic participants wore the PAYM Loves Red T-shirts to proclaim their love for Singapore. Adviser flagged off the briskwalk before joining the residents. At the end of the walk, residents posed for photographs with the special National Day-themed props to express their love for the country. The joyous event ended with a lucky draw and the residents were indubitably pleased to be part of the event.

YEC Prawning

Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim joined 40 residents for a relaxing morning of prawning at Bishan Hai Bin on 8 September 2012 at 10am. The fun filled event was organized by Youth Executive Committee. Our Adviser tried his hand at prawning sportingly. The experienced anglers shared effective prawning techniques and their personal experiences in prawning during the event. The residents were excited whenever they caught a prawn and were motivated to catch more prawns. While waiting for prawns to take the baits, delighted residents took the opportunity to chit chat with each other and strengthen the bonds of friendship.

At the end of the session, Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim presented awards to deserving participants who managed to catch the biggest and heaviest prawn. It was pleasant to hear peals of laughter throughout the event. Residents enjoyed the fruits of their labour when they barbequed the fresh and orangey prawns which they caught and ate for lunch.

YEC Movie Screening Movie title: Rise of the Guardians

Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim joined 15 Grassroots Leaders at Yishun 10 Wendy Restaurant for a chit-chat session. Topics on current affairs and on-going developments around Nee Soon Central were picked up. It was productive and fruitful as everyone was forthcoming in their opinions. After which Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim and 300 residents proceeded to watch a Christmas movie, Rise of the Guardians at Yishun 10 Cineplex. Families of different races streamed in the cinema and were all smiles when they received the popcorn and drinks which were provided. The movie indeed served as an excellent platform for family bonding.

Gardens by the Bay The Nee Soon Central CC Women’s Executive Committee organized a trip to the Gardens By the Bay for approximately 500 Nee Soon Central residents on 30 June 2012. Our amiable Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim accompanied the residents to visit two conservatories– the Flower Dome and Cloud Forest. Residents were enchanted by the myriad of colourful flowers. They took photographs with the scented flowers as backdrops. Due to overwhelming response, subsequent trips were organized by Nee Soon Central SCEC and Integration and Naturalisation Champions on 5 August 2012 and 9 August 2012 respectively.

Durian Fiesta

The Durian Fiesta organized by Nee Soon Central CLC for Office Bearers served as an excellent platform for key grassroots leaders and Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim to bond and gel together via games and a karaokesinging session. The participants were divided into groups to solve problems and present their solutions. The session ended with different groups presenting their fastest method to pry open a durian before indulging in the consumption of durians and other fruits. Via this sharing session, key grassroots leaders from all the grassroots committees managed to mingle and interact with one another. It was certainly a “fruitful” session for everyone.

Teh Tarik Session The Teh Tarik Session was organized with the objective of getting the Malay grassroots leaders within Nee Soon Central to meet and share their feedback as well as concerns about recent social trends within the Malay community. Our Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim was actively engaged in constructive discussions as the GRLs were enthusiastic in providing solutions and suggestions to existing problems faced by residents living in the constituency.

Indian Grassroots Leaders in Nee Soon Central spent an afternoon with Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim, discussing on issues that concerned them while enjoying a scrumptious meal of Idli. The Indian grassroots leaders were zealous and forthcoming when they shared their views about Singapore’s ever-changing demographics and its effects on the Indian community.

Hari Raya Dinner More than 500 residents decked in vibrant ethnic costumes graced Mega Raya 2012 on 16 September 2012 at the hard court next to Nee Soon Central CC, Block 749 Yishun Street 72. The dinner, organized by the Nee Soon Central MAEC was indeed a colourful affair filled with laughter, songs, dances and games.

On 25 November 2012, approximately 2,500 residents attended a joint Deepavali Celebration event organized by the Indian Activity Executive Committee (IAEC) at the open space next to Block 838 Yishun Street 81, opposite Khatib MRT Station. Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim, was there to grace

the event. Our residents were quick to exchange warm handshakes with our affable Adviser. Some even took the opportunity to take snapshots with him during the event. The delighted residents were treated to performances by local and foreign celebrities from Mediacorp’s Vasantham Channel and India on the said day! Blissful residents from Nee Soon Central were invited to participate in numerous activities organized by the dedicated Grassroots Leaders from Nee Soon Central Zones 4, 5, 6 & 7 RCs. Our residents were mesmerized by performances put up by local Indian singers, Arjun dancers and Indian Thespians. They were invited to participate in competitions of all sorts such as the spontaneous dance competition and best dressed competition. Many were also left enthralled by the light up ceremony organized by Grassroots leaders from Nee Soon Central Zone 4 RC. Gastronomists who love good food were not left out either! It was therefore deemed befitting to serve them with delectable Indian delicacies!

n 29 and 30 December, Nee Soon Central held the bursary presentation for students residing in the constituency who have done well in their academic pursuits. Instead of the usual format of organising a centralized ceremony, total of 8 presentations were held in our respective RCs which provided convenience for the students and their family members who are living in the vicinity. The ceremonies were well-received by the students and their families which were clearly reflected via the high turn out rate.

The Inaugural PAssion North Run 21 October 2012

O

ver 4,000 runners took part in the much anticipated event. There were two categories- the 8km competitive run for the Men and Women Open as well as Men and Women Youth and the 4km fun run. Participants of the event were revved up by the enthusiastic emcee and when the Guest of Honour Minister Mr K Shanmugam together with Grassroots Advisers Er. Dr. Lee Bee Wah, Mr Patrick Tay Teck Guan BBM, Associate Professor Muhammad Faishal Ibrahim and Dr Lim Wee Kiak PBM set off the air horn, the run commenced. They cheered the runners on with gusto. The competitive runners were promptly flagged off at 7am while the fun runners began their run at 7.45am.

The Guest of Honour was Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim, Parliamentary Secretary for Ministry of Health and Ministry of Transport and MP for Nee Soon GRC.

All the runners commenced their run at Yishun stadium, running passed places like the Yishun Dam and Lower Seletar Reservoir. The runners ran alongside like-minded runners and motivated each other throughout the test of mental strength and determination. To celebrate the completion of the run, participants were treated to a carnival held at the scenic Lower Seletar Reservoir Park with performances put up by energetic children performing Zumbatomic. Ladies from the Dance Fit Club even took the opportunity to showcase their sleek dance moves. The performances were fantastic and the audience was seen cheering and clapping along with admiration. To bring back fond memories of the kampong days of the old Nee Soon, favourite traditional kampong games such as Bola Bola, Penalty Kicks and Chapteh were demonstrated and played at the carnival. Youths were attracted to the Archery and Golf Putting stations. The youths had positive experiences and expressed interest in learning more about archery and golf. Participants were encouraged to capture their memories of the event by taking beautiful photographs with their loved ones and enrolling them in the Passion Arts Photography Competition. Let’s pay a tribute to the working committee, grassroots leaders and volunteers for all their hard work and effort in making this run a resounding success! Nee Soon Central 11 Network


Christmas Celebrations@Nee Soon Central

rassroots Adviser Associate Professor Muhammad Faishal Ibrahim joined some 530 residents which comprises of adults and children in the celebration of Christmas around Nee Soon Central on 22, 24 and 29 December 2012. A Christmas dinner organized by the members of Nee Soon Central Zone 6 RC was held at Pin Si Restaurant @ SAFRA on 22 December 2012. The dinner was kicked off with the singing of Christmas Carols. Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim went around to every table to meet and greet the residents by way of toasting. Over at Block 664 Yishun Avenue 4, a Christmas block party jointly organized by members of the Nee Soon Central Zone 7 RC and Nee Soon Central IRCC was held on the evening of Christmas Eve, 24 December 2012. Carolers

from Yishun Christian Church (Anglican) also came by to the block party to sing Christmas carols, bringing the Christmas cheer to everyone. In the season of love and joy, the children get to enjoy their share of Christmas fun when members of the Nee Soon Central Zone 1 RC organized a Christmas party on 29 December 2012 at Block 745 Yishun Street 72. They were treated to magic shows and balloon sculpturing which they thoroughly enjoyed.

bout 5000 residents from all ages and races thronged the open field opposite Khatib MRT Station together with all the 5 Grassroots Advisers of Nee Soon GRC. Despite the intermittent rain, it did not dampen the spirit and mood of Nee Soon residents. It was a celebration filled with songs and dances. Residents were treated to a myriad of performances. There’s bound to be something for everyone. The appearance of guest artistes Jonathan Leong, Tay Ke Wei, Hao Hao, Jasmine Tye and Nurul Rahila to kick off the countdown party. The audiences were captivated by their moving vocals and fantastic stage presence. Everyone was mesmerized by the five-minute magnificent display of fireworks as Singapore ushered in 2013.

One of the highlights of the night was the opportunity for residents and Advisers to pen down their wishes from painted small square as part of a mural at the Paint my Wish booth organized by PA CACC (PAssion Arts – Community Arts and Culture Committee).

The CHERISH Junior Award is an initiative by the Health Promotion Board. The award recognizes our country’s kindergartens’ and pre-schools’ efforts in providing comprehensive health promotion programmes for its students and staff. A new community hospital for residents!

N

ee Soon residents can expect to see a new community hospital ‘in a tropical forest’ when Yishun Community Hospital opens in 2015. Situated at the site of the old Yishun Polyclinic next to Khoo Teck Puat Hospital (KTPH), the new 428 bed community hospital will allow patients who are discharged from general and acute hospitals to rehabilitate and recover in a green and comfortable environment. The Yishun Community Hospital will be managed by Alexandra Health which currently oversees KTPH. The community hospital will adopt many of KTPH’s best practices in providing a warm, comfortable and healing environment for patients. This includes providing more open spaces and gardens.

To facilitate construction of the new community hospital, Yishun Polyclinic has been relocated to 30A Yishun Central 1, Singapore 768796, next to Yishun Pond. Demolition activities will begin in January 2013 and demolishing works will take approximately three months to complete. Further construction and development works will take place until the Yishun Community Hospital is ready in 2015. Residents’ understanding is appreciated Alexandra Health will work with its contractor Rider Levett Bucknall to erect hoardings or scaffoldings. There will be some inconvenience incurred to residents living near the site when piling works take place from April to December 2013. To minimise noise pollution, noisy boring and concreting works will only be carried out in the day with noise levels stringently monitored on-site. The contractor will also minimise dust generated from boring works by spraying water to disperse the dust. In addition, mitigation measures will be undertaken to minimise any inconvenience to residents and members of the community. All residents’ feedback will be taken into careful consideration.

Under the Ministry of Health’s Masterplan 2020, the government aims to add another 3,700 general and community hospital beds with the noble intention of coping with the pressing demands of an ageing population. It is crucial to note that one in five Singaporeans is expected to be aged over 65 years old by 2030.

Neighbourhood Renewal Programme (NRP) Consensus Gathering for precinct at Blocks 343-346, 349-360, 350A & 355A Yishun Avenue 11/Yishun Ring Road was held at void deck of Block 351 Yishun Avenue 11 on 12 & 13 January 2013. Eligible residents are encouraged to support the upgrading programme. The cost of the NRP will be fully borne by the government, estimated at some $4.51 million, and it can only proceed if 75% of the residents vote in favour of it. Home Improvement Programme (HIP) for precinct at Block 737 to 746 Yishun Street 72 / Avenue 5 was selected by Ministry of National Development– Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim had announced the good news to residents on 15 October 2012. The working committee will be formed to work with HDB on its implementation.
