US plane impounded in Zimbabwe; body and cash found on board FARAI MUTSAKA Associated Press HARARE, Zimbabwe (AP) — Zimbabwean aviation authorities impounded a U.S.-registered cargo jet, a senior official said Monday, after a dead body later believed to be a stowaway and millions of South African rand were found on board.

The Herald, a state-run newspaper, reported that the MD-11 trijet was traveling from Germany to South Africa “with millions of rands.” At today’s ex-

change rate, 1 million rand is worth $62,500.

Authorities here learned the money belonged to the South Africa Reserve Bank, the country’s central bank. Police planned to issue a statement later Monday.

The plane had landed in Harare for refueling, said Civil Aviation Authority of Zimbabwe general manager David Chawota. He said the jet, registered with Western Global Airlines, was impounded at Harare airport on Sunday. A web-

site says Western Global Airlines is based in Estero, Florida. The airline on Monday said the cargo belonged to the South African Reserve Bank and the dead body belonged presumably to a stowaway. Zimbabwe police said it was still investigating the matter.

The crew did not know there was someone else on the plane, according to a police officer, who insisted on anonymity because he is not authorized to speak to the press. It appears from photos on social media

that the dead person had sneaked into the plane’s landing gear, which severed his arm when it contracted, causing blood to splatter onto the fuselage and arousing the suspicion of the ground crew when the flight landed here.

In a response to AP queries, Western Global Airlines said it didn’t have the identity of the dead person, believed to be a stowaway.

“The aircraft is leased to Network Airline Management, a longtime customer based in the UK, and the

shipment consignee was the South African Reserve Bank. This particular flight was from Germany to South Africa, we are told for the South African government. During a routine fuel stop in Zimbabwe, a body was found in the lower compartment. The body is presumed to be a stowaway who may have entered the airplane during a previous stop. The situation is currently under review,” the airline said in an e-mail response to The Associated Press.q

(AP) — President Barack Obama and the leaders of Southeast Asian nations are gathering in Southern California for an unprec-

edented two days of talks on economic and security issues and on forging deeper ties amid China’s assertive presence in the region.

Obama on Monday will welcome each leader from the 10 members of the

Association of Southeast Asian Nations, or ASEAN, for a summit at Sunnylands, a storied California desert estate where Obama held his first meeting with China’s current president.

This is the first time the lead-

ers of Indonesia, Malaysia, the Philippines, Singapore, Thailand, Brunei, Vietnam, Laos, Myanmar and Cambodia have assembled in the U.S. at Obama’s invitation and not on the margins of another gathering.

China is not a member of ASEAN. The summit was conceived as part of Obama’s mission to raise the U.S. profile and help set the agenda in the fast-growing AsiaPacific, where China’s territorial claims over disputed waters have raised international concerns and led to friction with ASEAN countries. Member countries make up the world’s seventh-largest economy and represent the fourthlargest trading partner with the U.S. “U.S.-ASEAN relations have never been stronger,” Susan Rice, Obama’s national security adviser, declared Monday.

Rice said the nations are important partners on issues ranging from the economy to maritime security and counterterrorism to climate change.By hosting the summit, “we want to make very clear that the United States is going to be at the table and a part of setting the agenda in the Asia Pacific in the decades to come,” Ben Rhodes, Rice’s deputy, told reporters before the summit.

Monday’s talks will focus on the economy and using innovation and entrepreneurship to promote in the region. After a working dinner at the estate, the conversation shifts Tuesday to regional security issues, including the South China Sea and counterterrorism, before the summit ends.

China says it has a historical right to virtually all of the South China Sea and has built seven artificial islands. q

4 US reporters arrested in Bahrain on uprising’s anniversary JON GAMBRELL Associated Press DUBAI, United Arab Emirates (AP) — Bahrain has arrested four American journalists covering the anniversary of its 2011 uprising amid a long crackdown on dissent in the tiny Gulf nation, witnesses said Monday.

Police said they detained four Americans for providing “false information that they were tourists,” while also alleging one took part

in an attack on its officers.

The U.S. Embassy in Manama said it was “aware of the arrest of four U.S. citizens in Bahrain” on Sunday but that it could not discuss the case due to privacy concerns. Police said one of the journalists was a woman and three were men. Witnesses identified the woman as Anna Therese Day, an American freelance journalist who had contributed previously to The Huffington Post. In a

statement, The Post told The Associated Press that Day, who had blogged on the website and appeared on its HuffPost Live program, was not on assignment for the outlet at the time of her arrest. “The safety of journalists is of utmost importance to The Huffington Post and we have security measures in place for our reporters around the world,” the statement read.

“Anna Day is not employed or contracted by The Huff-

ington Post.”

Photographs of the reporters working in Sitra, a largely Shiite community south of the capital that has seen repeated protests, circulated on social media, including one image of Day being filmed while speaking to a masked protester.

GOP campaign gets nastier as Cruz, Trump trade blows NANCY BENAC Associated Press WASHINGTON (AP) — Frontrunner Donald Trump is in a profanity-laced campaign for the Republican nomination that has seen multiple candidates hurl insults and disparaging remarks.

In recent days, Trump has publicly lip-synced the F-bomb, blurted out the S-word more than once, hurled an offensive term for coward at rival Ted Cruz and called other candidates pathetic, liars, losers, nasty, evil and more.

Cruz has called out his “Trumpertantrums” and dismissed the billionaire’s insults as “hysterical.”

Even Jeb Bush, whose 90-year-old mother recently said he was too polite, belatedly joined in. Bush, a favorite target of Trump’s taunts, tweeted: “You aren’t just a loser, you are a liar and a whiner.”

Politicians have tended to keep their name-calling and coarseness off-mic.

Now, it’s on the podium, and by design.

“There’s a general taboo-

breaking that allows more and more of it to happen faster and faster,” says Robert Lane Greene, author of “You Are What You Speak,” a book about the politics of language.

Trump is playing to voters who have a disdain for anything associated with the establishment, including the whole idea of appearing “presidential,” says Norman Ornstein, an American Enterprise Institute scholar. That makes it hard for Trump’s rivals to fight back using traditional tactics. “If you are trying to be a boxer playing by Marquess of Queensberry rules and you’re coming up against a mixed martial arts guy who doesn’t even abide by the rules of mixed martial arts, do you sink to that level?” Ornstein asks.

“There’s no easy way to respond, because if you’re trying to show you’re different from this vulgar guy, then he’s going to beat you up.” That seems to be just fine with the voters who have put Trump at the top of the polls. q

Clinton: Obama might pressure Republicans for high court pick NICHOLAS RICCARDI Associated Press ELKO, Nevada (AP) — Hillary Clinton predicted Monday that President Barack Obama will nominate someone who’s already been confirmed by the Senate to replace the late Supreme Court Justice Antonin Scalia.

The Democratic candidate for president said that potentially would increase pressure on Republicans to consider Obama’s choice for the high court.

“I’m hoping that we will get somebody nominated that will get people saying, ‘Hey, the only reason you’re blocking this is pure partisanship, so do your duty,’” Clinton said.

Some judges now serving on the federal appeals courts “were confirmed 990” by the Senate, she said.

In the wake of Scalia’s death on Saturday, Republican senators and sev-

eral Republican presidential candidates have said Obama should not seek to replace the revered conservative jurist during the final 11 months of his term.

Instead, they argue, that choice should be left to the winner of November’s presidential election.

Obama has said he will make a nomination, and Clinton and her rival for the Democratic presidential nomination, Vermont Sen. Bernie Sanders, have both expressed outrage at the potential of a Republicanled Senate refusing to consider it.

“I think the president is going to look for somebody who has the record that is going to be hard for the Republicans to be against,” Clinton said. “Somebody who is a sensible person with a good record, and maybe somebody who’s already been confirmed by the Senate.” q

Asian-Americans comprise 6 percent of the U.S. population, and their numbers have in-

creased 56 percent since 2000. In Nevada, AsianAmericans are 9 percent of the population.

Asian-Americans encompass a diverse range of people, among them recent Chinese immigrants, Muslims from Pakistan, Filipino-American Catholics and U.S. citizens from Hawaii. Campaigns are paying attention.

“It’s a fast-growing popu-

lation, it’s young, people are getting engaged,” said Shu-Yen Wei, who spearheads Asian-American outreach for the Democratic National Committee.

Since the 1990s, exit polls have found Asian-Americans voting increasingly Democratic during presidential elections, with 73 percent backing President Barack Obama in 2012. Analysts attributed that to Re-

publican criticism of illegal immigration.

But in the 2014 midterm elections, Asian voters appeared to split evenly between Democrats and Republicans. Their numbers are small enough so that it’s difficult to rely on polling to determine their leanings. Analysts agree that most do not register with a political party, and they have among the lowest turnout rates of any group.

“There’s a huge, unaffiliated voting bloc of Asian Americans,” said Jason Chung, the Republican National Committee’s director of Asian Pacific American Initiatives.

“We’re working hard to grow our party and include Asian-Americans in our political process.”

Now it’s his brother’s turn, and for Jeb Bush, the most consequential foreign policy decisions of his brother’s time in office are suddenly front and center in his bid to keep alive his campaign for the 2016 Republican presidential nomination.

The former president had already announced plans

to campaign for his younger brother on Monday in South Carolina, marking his most direct entry into the 2016 race to date. Then Republican front-runner Donald Trump used the final debate before the state’s Feb. 20 primary as an opportunity to excoriate George W. Bush’s performance as commanderin-chief.

The former president, Trump said, ignored “the advice of his CIA” and “destabilized the Middle East” by invading Iraq on dubious claims that Saddam Hussein had weapons of mass

It was the latest example of the billionaire business-

man’s penchant for mocking his rival as a weak, privileged tool of the Republican Party establishment, special interests and rich donors.

But the exchange also highlighted the former Florida governor’s embrace of his family name and history as he jockeys with Florida Sen. Marco Rubio and Ohio Gov. John Kasich to emerge from South Carolina as the clear challenger to Trump, who won the New Hampshire primary, and Texas Sen. Ted Cruz, the victor in Iowa’s caucuses.q

As Nevada’s caucuses draw closer, there’s been a surge in activity aimed at attracting Asian voters.

The Sanders campaign held a “multiethnic” meeting Sunday that included Asian-American community leaders. But all agree the Clinton campaign, with a robust staff in the state for months, has had the most sustained outreach with a series of Asian-American themed events: dinners celebrating a Filipino holiday, Asian-Americanthemed phone banks and canvasses, and more.

At a recent caucus training for Asian-American Democrats in Las Vegas, the Clinton campaign’s national director of Asian-American and Pacific Islander outreach, Lisa Changaveja, mentioned that Clinton’s longtime aide Huma Abedin and campaign finance chairman Dennis Cheng are both Asian-American.

At the caucus training in Las Vegas, the Sanders campaign countered with an organizer who played a song about the Vermont senator on his ukulele, and a casino worker who is saddled with student debt and enthusiastic about the senator’s free college plan. They contend AsianAmericans will embrace Sanders.q

While ‘affluenza’ teen went free, similar case led to prison NOMAAN MERCHANT Associated Press HUNTSVILLE, Texas (AP) — One 16-year-old drove drunk, ran a red light and crashed into a pregnant woman’s car, killing her and her unborn child. Another drunken teenager drove a pickup truck into a crowd of people assisting a stranded driver, killing four.

Jaime Arellano went to prison. Ethan Couch went free.

The stories of the two Texas teens illustrate how prosecutors’ decisions in similar cases can lead to wildly different outcomes. The poor immigrant from Mexico has been behind bars for almost a decade. The white kid with rich parents got 10 years of probation.

Couch lost control as he drove his family’s truck back to a party. Authorities later estimated that he was going 70 mph (112 kph) in a 40 mph zone.

Prosecutors in Fort Worth said they didn’t ask to have his case moved to the adult system because they thought the judge would refuse. Instead, he stayed in juvenile court and became infamous for his psychologist’s assertion that his wealthy parents coddled him into a sense of irresponsibility the psychologist called “affluenza.”

Arellano was charged with intoxication manslaughter and intoxication assault, the same counts against Couch. But prosecutors moved quickly after his June 2007 crash to send him to adult court. Arellano took a plea deal and got 20 years in prison, where he remains today.

Matt Bingham, the Smith County district attorney and head of the office that prosecuted Arellano, declined to comment on

Couch’s case but said he considered adult prison to be a fair option for any teenager who has killed someone.

Juveniles don’t always commit “what people think of as juvenile crimes,” Bingham said. “There is an appropriate punishment for what they have done.”

Arellano and his family crossed the U.S.-Mexico border illegally two years before the crash and settled in East Texas. He spoke little English and had little knowledge of the court system. Five months before the crash, he dropped out of school.

Now 24, he spoke to The Associated Press about his case.

Arellano had his first beer at 15 and had driven drunk a few times before. On the night of June 23, 2007, Arellano was driving an SUV on his way to a party.

Witnesses saw him swerve through the intersection and slam into a Ford Mustang, according to police reports.

a car window. She was hospitalized and survived.

Prosecutors sought to have Arellano’s case moved to adult court, and a judge agreed.

Arellano faced two choices: a plea deal with the promise of 20 years in prison and possible parole after a decade, or a jury trial in one of the most conservative regions of the United

States and the risk of 50 years in prison. He took the plea.

While he once thought he might have gotten probation if he were white, Arellano said he doesn’t feel that way today.

“I know it was serious,” he said. “It had to happen this way so I could better myself, so I could think better.”

Arellano becomes eligible

for parole next year. Once released, he expects to be deported to Mexico.

Couch faces possible detention for violating his probation when he returns to court on Feb. 19. Depending on the judge’s ruling, he could get three months in jail and adult probation, which if violated could land him in prison for up to 40 years. q

Trial to start on IS-linked charges in cartoon contest JACQUES BILLEAUD Associated Press PHOENIX (AP) — An Arizona man set for trial this week is believed to be the first person the U.S. government has tried on terror charges linked to the Islamic State group.

Abdul Malik Abdul Kareem, 44, is accused of providing the guns used in an attack at a Prophet Muhammad cartoon contest in Texas last year.

Investigators say he and the two shooters watched videos depicting violence

by jihadists, tried to get pipe bombs, planned the May attack in suburban Dallas and researched travel to the Middle East so they could join Islamic State fighters.

Kareem faces charges including conspiracy and conspiring to provide material support to a foreign terrorist organization.

Kareem denies the allegations. Kareem and his lawyer, Daniel Maynard, declined requests for an interview. Maynard has previously said the case was

trumped up and based largely on the work on an unreliable confidential informant.

The other two men, Elton Simpson and Nadir Soofi, brought semiautomatic rifles and an Islamic State flag to the contest featuring cartoons deemed offensive to Muslims. They died in a shootout with police before hurting anyone attending the event.

It’s unknown whether the thwarted attack was inspired by the Islamic State or carried out in response

to an order from the group, which has taken control of parts of Syria and Iraq while carrying out beheadings, mass shootings and other violence.

FBI Director James Comey told lawmakers in December that one of the attackers exchanged more than 100 messages with an overseas extremist in the days before the attack.

Kareem’s indictment says Simpson used social media to communicate with Islamic State extremists and other violent jihadists.q

Supreme Court vacancy highlights election stakes

JULIE PACE AP White House Correspondent WASHINGTON (AP) — The unexpected death of Supreme Court Justice Antonin Scalia, and the immediate declaration from Republicans that the next president should nominate his replacement, adds even more weight to the decision voters will make in November’s general election.

Candidates in both parties moved quickly to reframe the election as a referendum on the nine-member high court’s future.

Texas Sen. Ted Cruz released a new television advertisement Monday warning voters that conservatives are “just one Supreme Court justice away” from losing on issues including “life, marriage, religious liberty, the Second Amendment.” The spot also suggests Republican front-run-

ner Donald Trump would nominate more liberal justices and includes clips of the real estate mogul saying he’s “very pro-choice.”

Democrat Hillary Clinton painted a similarly stark scenario.

“If any of us needed a reminder of just how important it is to take back the United States Senate and hold onto the White House, just look at the Supreme Court,” Clinton said.

Clinton has said the court’s makeup is crucial to preserving abortion rights and the legality of gay marriage nationwide.

The court now is divided between four liberal and four typically conservative justices.

Obama pledged to nominate a replacement in “due time,” even after Senate Majority Leader Mitch McConnell said that responsibility should fall to the winner of the 2016 election.

Obama could try to force a nominee through the Senate this year. Even if that were to happen, a confirmation vote probably would be months away, leaving the Supreme Court in the center of the campaign during the nomination process.

Former Attorney General Alberto Gonzales, who served in the Cabinet of President George W. Bush, said Monday that Obama has an obligation to select a replacement for Scalia, telling CNN that “the president has to do his job.”

Gonzales said that the Senate, likewise, has a role and should weigh Obama’s choice “on its own calendar.”

With three other justices over the age of 75, the next president could have other vacancies during his or her tenure, even if Obama fills Scalia’s seat.q

MARK SHERMAN Associated Press WASHINGTON (AP) — The Supreme Court abhors even numbers. But that’s just what the court will have to deal with, perhaps for many months, after the death of Justice Antonin Scalia. Eight justices will decide what to do, creating the prospect of 4-4 ties.

Here are some questions and answers about the effect on the court of the death of its conservative icon and longest-serving justice: Q. What happens to cases in which Scalia cast a vote or drafted an opinion, but no decision has been publicly announced?

A. It may sound harsh, but Scalia’s votes and draft opinions in pending cases no longer matter. Veteran Supreme Court lawyer Roy Englert says that “the vote of a deceased justice does not count.” Nothing is final at the court until it is released publicly.

Q. What happens if there is a tie?

A. The justices have two options. They can vote to hear the case a second time when a new colleague joins them or they can hand down a onesentence opinion that upholds the result reached in the lower court without setting a nationwide rule.

When confirmation of a new justice is expected to happen quickly, re-argument is more likely. In this political environment, the vacancy could last into 2017.

Q. Why doesn’t the court like tie votes?

A. A major function of the Supreme Court is to resolve disputes among lower courts and establish legal precedents for the entire country. Tie votes frustrate those goals and they essentially waste the court’s time.

Q. How does Scalia’s death affect specific cases?

A. It deprives conservatives of a key vote and probably will derail some anticipated conservative victories in major Supreme Court cases. Next month’s Supreme Court clash over contraceptives, religious liberty and President Barack Obama’s health care law also now seems more likely to favor the Obama administration.

Q. What other pending cases could be affected?

A. A challenge to the way governments have drawn electoral districts for 50 years now appears to have little chance of finding a court majority. The court heard arguments in December in a case from Texas on the meaning of the principle of “one person, one vote,” which the court has said requires that political districts be roughly equal in population.

But it has left open the question of whether states must count all residents, including noncitizens and children, or only eligible voters in drawing district lines.q

PATRICK WHITTLE Associated Press SACO, Maine (AP) — America’s lobster industry is sending less of its catch to Canada as processing grows in New England, and the growth could have widespread ramifications for consumers who are demanding more lobster products every year.

U.S. lobstermen, clustered in the coastal New England states, have long sent a large amount of their catch to Canada’s Maritime Provinces, where some two dozen companies process millions of pounds of lobster meat every year into everything from vacuum-sealed lobster meat packages to lobster pate. The processed lobster ends up in products like lobster ravioli and lobster pot pie that are growing in popularity with consumers.

But the dynamics of the processing industry are slowly changing. America exported about 69 million pounds of lobster to Can-

ada in 2014, and the 2015 figure was less than 67 million, federal data show.

The trend comes as the lobster catch is booming, enabling the growth in processed lobster products.

American fishermen set a record for lobster catch in 2012 and nearly topped it the following two years.

More processing plants in Maine are providing a way for fishermen to sell their lobsters locally rather than export, and Massachusetts lawmakers might change laws to allow more processing in their state. The processing growth could ultimately democratize the notoriously expensive lobster by making lobster products more available and affordable.

“Processors are creating more markets; more markets create greater opportunity for additional channels for lobster products to be sold,” said Luke Holden, president of Luke’s Lobster and owner of Cape Seafood, a processor in Saco, Maine.

Maine’s lobster meat processing industry barely existed 25 years ago, slowly grew to five companies in 2010 and now includes 15 firms that processed about 20 million pounds of meat in 2013. Voters agreed to help pay for more growth through a 2014 referendum to dedicate $7 million in public money to Maine seafood and lobster processing.

In Massachusetts, where the lobster industry and

some state leaders see the possibility of creating a bigger lobster-processing sector, the state Senate approved a bill in January that updates state laws to permit processing, sales and transportation of cooked and frozen in-shell lobster parts.

New England’s processing industry remains dwarfed

by Canada’s. Companies in provinces including New Brunswick and Nova Scotia processed about 150

million pounds of lobster in 2013.

But leaders in Canada’s industry have noticed the U.S. growth. Jerry Amirault, president of the Lobster Processors Association of New Brunswick and Nova Scotia, said he anticipates more competition between the U.S. and Canada for lobsters to process.

“We believe with the growth in the U.S. industry, increased demand takes place,” he said.q

Cameron arrives in Paris for “Brexit” talks with Hollande THOMAS ADAMSON RAF CASERT Associated Press PARIS (AP) — British Prime Minister David Cameron met with French President Francois Hollande on Monday evening for talks aimed at convincing Paris to grant London concessions ahead of a contentious referendum on whether the U.K. should leave the EU — a prospect known as the “Brexit.”

European Commission’s president said that this week’s summit of EU leaders to thrash out a deal that would make it easier for Britain to remain within the 28-nation bloc will turn into a fight over social welfare issues.

A generous social welfare system has long been at the heart of society in continental Europe and nondiscrimination among EU citizens a cornerstone of the union. Hence, the insistence of Cameron to deny

some of those welfare rights to EU newcomers in Britain for up to four years has been a focal point of criticism.

“The social welfare system is, of course, at stake,” European Commission President Jean-Claude Juncker said on the eve of a preparatory meeting with Cameron in Brussels.

“We have to approach this question of the social welfare system with a maximum of prudence,” he said. “This is concerning Brit-

ain but it is also concerning the other member states.”

European Council President Donald Tusk visited Romania on Monday and insisted “we cannot and will not compromise on the fundamental freedoms and values.

It is in this spirit that I drafted my proposal for a new settlement for the U.K. in the EU.” Juncker called the proposals that will be discussed at the summit as of Thursday “a fair deal for Britain and

this is a fair deal for the 27 other member states.”

Cameron also met with Germany’s Angela Merkel on Friday.

The British leader must hold a referendum by the end of next year.

If a deal is clinched at the summit that starts Thursday, he might call a vote as soon as June.

Romanian Prime Minister Dacian Ciolos was in Brussels to discuss the issue, saying his country wants Britain to remain in the EU. q

truce agreed on Friday in Munich was to begin in a week, but there was no sign that would happen.

On Monday, Syrian state TV reported that pro-government forces have entered the northern town of Tel Rifaat, where they were fighting “fierce battles” against insurgents. Tel Rifaat is a major stronghold of militants fighting to overthrow President Bashar Assad.

Capturing Tel Rifaat would bring government forces closer to their target of Azaz, near the Turkish border. In Idlib province, an airstrike destroyed a makeshift clinic supported by Doctors Without Borders.

The international charity, also known by its French acronym MSF, said the hospital in the town of Maaret al-Numan was hit four times in attacks that were minutes apart. It said seven people were killed and eight others were “missing,

presumed dead.”

“The destruction of the hospital leaves the local population of around 40,000 people without access to medical services in an active zone of conflict,” said MSF mission chief Massimiliano Rebaudengo.

The Britain-based Syrian Observatory for Human Rights said Russian warplanes targeted the hospital, destroying it and killing nine people. The opposition group, which tracks both sides of the conflict through sources on the ground, said dozens were wounded in the attack.

“The entire building has collapsed on the ground,” said opposition activist Yahya al-Sobeih, speaking by phone from Maaret alNuman. He said five people were killed near the MSF clinic and “all members of the medical team inside are believed to be dead.”q

Car bomb kills 2 police, wounds 19 in Russia’s Dagestan ARSEN MOLLAYEV Associated Press MAKHACHKALA, Russia (AP) — A powerful car bomb exploded Monday at a police checkpoint in Russia’s Dagestan republic, killing two officers and the car’s driver and wounding 19 others, in what appears to have been a suicide attack, investigators said.

The attack was believed to have been organized by Islamic militants who have sworn allegiance to the Islamic State group and

carried out by a man who spent time in Syria, said Rasul Temirbekov, spokesman for the Dagestani branch of the federal Investigative Committee.

The explosion, set off by two 122 mm shells, destroyed the Russian-made Lada Priori and four other vehicles parked at the police post near Derbent, he said. All that remained of the Lada’s driver were fragments of his head, hands and feet, the spokesman said.

The suspected attacker was tentatively identified as a 23-year-old man who had studied in the southern Russian city of Astrakhan and spent time in Syria and Turkey, Temirbekov said. A search of his father’s home in Derbent turned up materials confirming the suspect’s allegiance to the Islamic State and past travels, he said.

Dagestan has become the center of an Islamic insurgency that spread across the Caucasus region af-

ter two separatist wars in neighboring Chechnya.

For more than a decade, Dagestan has seen bombings, attacks on police and kidnappings blamed on the Islamic militants.

In recent years, many of the militants have proclaimed allegiance to IS, while at the same time the republic has grown markedly less violent as hundreds of them have left to join the IS in Syria. Some are now coming home with battlefield experience. While the return-

ing fighters usually land in jail or are kept under close police surveillance, there have been concerns that the presence of radical Muslims trained in IS warfare could lead to greater instability and violence.

“Those who went to fight in Syria are now returning to the republic and continuing to do the same things — to bomb and kill,” Dagestan’s regional leader, Abdusamad Gamidov, told members of his administration on Monday.q

Anti-migrant force builds in Europe, hurting Merkel’s quest VANESSA GERA Associated Press PRAGUE (AP) — So where should the next impenetrable razor-wire border fence in Europe be built?

Hungary’s right-wing Prime Minister Viktor Orban thinks he knows the best place — on Macedonia’s and Bulgaria’s borders with Greece — smack along the main immigration route from the Middle East to Western Europe. He says it’s necessary because “Greece can’t defend Europe from the south” against the large numbers of refugees pouring in, mainly from Syria and Iraq.

The plan is especially controversial because it effectively means eliminating Greece from the Schengen zone, Europe’s 26-nation passport-free travel region that is considered one of the European Union’s most cherished achievements.

Orban’s plan featured prominently Monday at a meeting in Prague of leaders from four nations in an informal gathering known as the Visegrad group: Hungary, Poland, the Czech Republic and Slovakia. The Visegrad group, formed 25 years ago to further the nations’ European integration, is marking that anniversary Monday. Still, it has only recently found a common purpose in its unified opposition to accepting any significant number of migrants.

This determination has emboldened the group, one of the new mini-blocs emerging lately in Europe due to the continent’s chaotic, inadequate response to its largest migration crisis since World War II. The Visegrad group is also becoming a force that threatens the plans of German Chancellor Angela

Merkel, who wants to resettle newcomers across the continent while also slowing down the influx.

“The plan to build a new “European defense line” along the border of Bulgaria and Macedonia with Greece is a major foreign policy initiative for the Visegrad Four and an attempt to re-establish itself as a notable political force

within the EU,” said Vit Dostal, an analyst with the Association for International Affairs, a Prague-based think tank.

At Monday’s meeting, leaders from the four nations were joined by Macedonian President Gjorge Ivanov and Bulgarian Prime Minister Boiko Borisov so they can push for the reinforcements along Greece’s

northern border. Macedonia began putting up a first fence in November, and is now constructing a second, parallel, fence.

After the meeting in Prague, Orban said his country is ready to help “those countries that are ready to create a second defensive line south of Hungary.”

He also said Hungary fully

supports Bulgarian membership in the Schengen zone because “it is capable of fully protecting its borders.” He also called for opening “sensible talks” on Macedonia’s EU membership. Ivanov said Macedonia was ready for any scenario, but added Greece should be part of any plan.

Borisov said Bulgaria “is very interested in participating in the protection of the EU’s external border.”

“If it were up only to us Central Europeans, that region would have been closed off long ago,” Orban said before at a news conference recently with Poland’s prime minister.

“Not for the first time in history we see that Europe is defenseless from the south ... that is where we must ensure the safety of the continent.”

Poland has indicated a willingness to send dozens of police to Macedonia to secure the border, something to be decided at Monday’s meeting.

“If the EU is not active, the Visegrad Four have to be,” Slovak Prime Minister Robert Fico said recently.

“We have to find effective ways of protecting the border.”q

Iran reformists, moderates unite ahead of vote ALI AKBAR DAREINI Associated Press TEHRAN, Iran (AP) — Iranian reformists seeking greater democratic change and moderates supporting President Hassan Rouhani’s outreach to the West have formed an alliance to increase their chances ahead of Feb. 26 parliamentary elections, a prominent reformist candidate said Monday.

Mohammad Reza Aref, a former vice president, told reporters that his support-

ers and Rouhani allies have agreed to release a joint list of candidates in order to more effectively challenge hard-liners and conservatives, who remain split.

He announced the move at a press conference, saying the bloc would be called the “Alliance of Reformists and Government Supporters” and would include several female and young candidates. Around 60 percent of Iran’s population is under the age of 30.

Some 6,200 candidates - in-

cluding 586 women - have been approved to run for Iran’s 290-seat parliament.

Over 12,000 hopefuls had initially registered for the election.The vote will largely be a referendum on Rouhani following last summer’s landmark nuclear deal, which curbed Iran’s atomic activities in exchange for the lifting of international sanctions. The historic deal is expected to boost reformists and moderates.

In the 2013 presidential election won by Rouhani,

the conservative vote was split between several candidates. The conservatives say they have learned from that mistake and are seeking a grand coalition with hard-liners. However, they remain divided.

Many of the best-known reformist candidates have been barred from running by the Guardian Council, which is dominated by hard-liners. The council vets candidates based on their perceived loyalty to the ruling system.q

Like the begonias, the rocket and the satellite it carried into orbit are named in honor of former leader Kim Jong Il, who is sometimes called the Kwangmyongsong, or Shining Star, of the nation.

New sex abuse claims in Central African Republic

EDITH M. LEDERER Associated Press UNITED NATIONS (AP) — The United Nations said Monday it is investigating new allegations of sexual abuse and exploitation by U.N. peacekeepers in Central African Republic, including against minors.

U.N. deputy spokesman Farhan Haq said details will be announced after an initial probe is completed.

The United Nations has been unable to explain

why so many rapes and other sexual abuse by peacekeepers have been alleged in Central African Republic, which has been gripped by deadly violence between Christians and Muslims since late 2013.

Thousands of peacekeepers from the United Nations, African Union and Europe have been deployed since then to help restore peace.

Late last month, U.N. Assistant Secretary-General Anthony Banbury said there

likely were 22 confirmed allegations of sexual abuse or exploitation in the U.N. peacekeeping mission in Central African Republic in 2015, but the figure could be higher with recent allegations.

As part of a new U.N. policy, Banbury also for the first time publicly named countries whose troops and police in U.N. missions had been accused of sexual abuse and exploitation. He named Congo, Republic of

Congo, Bangladesh, Niger and Senegal.

The U.N. also has started repatriations over sexual abuse and exploitation allegations.

On Monday, Haq said the repatriation of a Congolese battalion in Bambari, where a number of cases have been reported, will start on Feb. 25. Some 208 replacement troops from Mauritania have already arrived, he said.q

Bangkok bomb suspect tortured for a confession

N. ANUSONADISAI Associated Press BANGKOK (AP) — The lawyer for a one of two suspects in last year’s deadly bombing of a Bangkok landmark said Monday his client was tortured to elicit a confession, as the pair were set to formally hear the charges against them in a military court.

Lawyer Chuchart Kanpai says Bilal Mohammad avows he was tortured by security personnel into falsely confessing to the Aug. 17 blast at the Erawan Shrine that killed 20 people, 14 of them foreign tourists. More than 120 other people were hurt in one of the deadliest acts of violence in Bangkok in decades. Bilal and Mieraili Yusufu, described by officials as ethnic Uighurs from western China’s Xinjiang region, were indicted last November on 10 charges, including conspiracy to explode bombs and commit premeditated murder. No progress has been announced on the hunt for 15 other suspects sought in arrest warrants.

Police say the case against the two suspects is supported by closed-circuit television footage, witnesses, DNA matching and physical evidence, in addition to their confessions. Police believe Yusufu detonated the bomb minutes after a backpack containing the device was left at the shrine by a yellowshirted man they suspect was Bilal.

Thai authorities say the bombing was revenge by a people-smuggling gang whose activities were disrupted by a crackdown.

However, some analysts suspected it might have been the work of Uighur separatists who were angry that Thailand in July forcibly repatriated more than 100 Uighurs to China, where they may be persecuted. q

M. WEISSENSTEIN Associated Press HAVANA (AP) — The Obama administration has approved the first U.S. factory in Cuba in more than half a century, allowing a two-man company from Alabama to build a plant assembling as many as 1,000 small tractors a year for sale to private farmers in Cuba.

The Treasury Department last week notified partners Horace Clemmons and Saul Berenthal that they can legally build tractors and other heavy equipment in a special economic zone started by the Cuban government to attract foreign investment.

Cuban officials already have publicly and enthusiastically endorsed the project. The partners said they expect to be building tractors in Cuba by the first quarter of 2017.

“Everybody wants to go to Cuba to sell something and that’s not what we’re trying to do. We’re looking at the problem and how do we help Cuba solve the prob-

lems that they consider are the most important problems for them to solve,” Clemmons said. “It’s our belief that in the long run we both win if we do things that are beneficial to both countries.”

The $5 million to $10 million plant would be the first significant U.S. business investment on Cuban soil since Fidel Castro took power in 1959 and nationalized billions of dollars of U.S. corporate and private property.

That confiscation provoked a U.S. embargo on Cuba that prohibited virtually all forms of commerce and fined non-U.S. companies millions of dollars for doing business with the island.

Letting an American tractor company operate inside a Cuban government facility would have been unimaginable before Presidents Barack Obama and Raul Castro declared on Dec. 17, 2014, that they would restore diplomatic relations and move to normalize trade, travel and other aspects of the long-broken bilateral relationship.

Since then, Obama has been carving exceptions into the embargo through a series of executive actions, and his administration now says they allow U.S. manufacturing at the Mariel port and special economic zone about 30 miles west of Havana. One exception allows U.S. companies to export products that benefit private and cooperative farmers in Cuba.

Berenthal and Clemmons say they will sell only to the private sector.

The Obama administration says it is eager to make the opening with Cuba irreversible by any future administration. Since the start of the year, U.S. and Cuba have made a series of announcements that appear designed partly to create a sense of unstoppable mo-

mentum in their new relationship. Cuba announced late last month that it would more than double the number of public Wi-Fi access spots to more than 100 across the country this year and bring broadband Internet to a small number of Cuban homes, where it is currently illegal. Obama said in 2014 that Castro had promised to increase Cubans’ access to the Internet as part of detente.

On Saturday, Cuba announced that it had returned a U.S. Hellfire missile that it said was mistakenly shipped to Havana from Paris in 2014. On Tuesday, Cuba’s Transport Minister and the U.S. Secretary of Transportation will sign a deal authorizing the first regularly scheduled commercial flights between the

U.S. and Cuba since shortly after the 1959 revolution.

The Oggun tractor plant, named after a god in Cuba’s syncretic Santeria religion, will assemble commercially available components into a durable and easy-to-maintain 25-horsepower tractor selling for less than $10,000, Clemmons and Berenthal said. The men believe they can sell hundreds of the tractors a year to Cuban farmers with financing from relatives outside the country and to non-government organizations seeking to help improve Cuban agriculture, which suffers from low productivity due mostly to excessive control of both basic supplies and prices by an inefficient, centrally planned state bureaucracy.q

On Monday’s 50th anniversary of his death, some Colombians are reviving the

memory in the hopes that Torres’ journey from scion of an elite Bogota family to outspoken advocate for the poor can lead to an eventual reintegration of thousands of leftist rebels who may disarm under a government-brokered peace deal. Torres’ remains have never been found. But last month, President Juan Manuel Santos ordered the removal and DNA testing of unmarked remains from a military cemetery in north-

ern Colombia. The rebel priest was believed to have been secretly buried there by battlefield opponents who feared his final resting place would become a pilgrimage site.

Santos’ move was in response to a call by the Marxist-inspired rebel group known as the ELN for a Christian burial for Torres. Its leaders have said the gesture could lead the group to join the three-year-old peace talks taking place in

Cuba with Colombia’s largest rebel group, the Revolutionary Armed Forces of Colombia.

Educated at the best schools in Bogota and Belgium, Torres turned his back on his elite upbringing to embrace Catholic liberation theology in vogue following the 1959 triumph of Fidel Castro’s revolution in Cuba. Before joining the ELN in 1965, he traveled across Colombia filling plazas with speeches in sup-

Vast luxuries found in Mexico prison after deadly riot PORFIRIO IBARRA Associated Press MONTERREY, Mexico (AP) — Vast luxuries such as saunas, a bar, food stands and appliances were discovered by authorities entering a prison in northern Mexico to investigate a riot that killed 49 inmates.

Nuevo Leon state authorities said in a statement late Sunday that the cells inside Monterrey’s Topo Chico prison were outfitted

with mini fridges, air conditioners, digital cable and aquariums. There were 280 food and grocery stands where inmates could buy goods.

The riot broke out Thursday between two rival factions of the Zetas drug cartel.

Heavy machinery was brought in to haul away tons of contraband furniture and other goods that authorities had piled in the prison yard, the statement

said. It added that police destroyed hundreds of altars to the Death Saint — some of them life-size. The folk figure is revered by drug traffickers and some people among the downtrodden. “We knew about all of the irregularities that existed, arbitrary acts, abuses, taxes,” Gen. Cuauhtemoc Antunez, the state’s security secretary, said in the statement. Authorities did not say how long the abus-

But adding that when he gets customized bag requests, it’s definitely more fun and challenging to make.

As for this year, he says he doesn’t want to go too fast because he really just wants to enjoy the job.

He is definitely working on something new and diverse for his future career with Tangerine, in hopes to

them. And as for Korte Weg they have an idea similar to what you can find in Las Vegas called Burning Man. Making big art installations that you can actually experience, with recycled material.

Their idea as the Korte Weg team is to promote culture, “if we create it, people will

come see it”.

Introducing Local Artist Carla P. Giglione GuillĂŠn

PALM BEACH - Each month, Caribbean Queen at the Palm Beach Plaza Mall honors one local female artist who lives and creates here.

Born in Venezuela and raised on Aruba, surrounded by a family of artists, singers, musicians, and painters, Carla knew that art would be her calling.

She went back to Venezuela to complete her academic education, and while she was finishing the requirements for her Bachelor in Psychology, she also

met her soulmate, whom she then married.

Back in Aruba, Carla successfully juggled a professional career, motherhood, and entrepreneurial initiatives, but to combat the stress of everyday life, she took her own psychological advice and picked up a therapeutic hobby, painting, which yielded the current collection on display at the store and an accessories line.

Carla reports finding relief and happiness in her work, which she calls simple and effortless. She believes we all have an artistic aspect to our personality, which should be explored and exploited.

She uses mixed techniques such as acrylics, oil pastels, decoupage, and doodling, and she hopes the public will enjoy her inspirations.

BRIAN MAHONEY AP Basketball Writer TORONTO (AP) — Kobe Bryant exited the All-Star Game for the final time to watch Russell Westbrook and Stephen Curry wrap things up with 3-pointers.

Bryant’s gone, and these young guys are good.

Bryant said his All-Star Game goodbye and the next generation of the West’s best sent him off a winner, rolling to a recordsetting 196-173 victory over the East on Sunday night.

“It was fun,” Bryant said.

“I had a blast playing with those guys, laughing and joking with them on the bench.”

The first All-Star Game outside the U.S. was the highest-scoring ever. Bryant didn’t provide much of the offense but many of the memories.

“To see him now, it’s like the passing of a generation,” West coach Gregg Popovich said. “He’s been such an iconic figure for so long, and he passes it on to that other group of young guys that you saw out there tonight.”

Mickelson leaves Pebble with optimism and disappointment DOUG FERGUSON AP Golf Writer PEBBLE BEACH, Calif. (AP) — The 5-foot birdie putt to force a playoff at Pebble Beach spun out of the left edge of the cup, and Phil Mickelson couldn’t believe it. He bent over and braced himself, the left hand on his knee and the right hand on top of the putter.

“It never crossed my mind that I wouldn’t make that one,” he said.

That brief image of shock and dismay — Mickelson on the green, the ball still visible because it’s not in the cup where it’s supposed to be — was reminiscent of a half-dozen or so major championships he felt certain he was going to win.

But let’s not get carried away. The Masters is eight weeks down the road.

This was the AT&T Pebble Beach Pro-Am, a big deal to Mickelson for a variety of reasons, but a loss that most likely won’t linger.

It was all set up for the 45-year-old Mickelson to join Mark O’Meara as the only five-time winners of the tournament. More importantly, he was poised to end the longest victory drought of his professional career, which now stands at 53 starts worldwide since he won the claret jug at Muirfield in 2013.

He took a two-shot lead into the final round over Hiroshi Iwata of Japan, with only two wins on the Japan Golf Tour to his credit. None of the six players behind him on the leaderboard was among the top 100 in the world, and they had combined for four career PGA Tour titles.

Mickelson, with 42 victories on the PGA Tour, has been around long enough not to take golf for granted. He worked hard Sunday morning with Andrew Getson, his new coach, and felt good about his swing. But he said later that he felt tight, and it showed in his short game.

The finish was vintage Mickelson.

par save with as tough an uphill putt as there is at Pebble Beach on the 16th hole.

He poured in a 12-foot putt for birdie on the 17th to get within one shot of Vaughn Taylor. And then he was 60 feet from the hole in two on the par-5 closing hole, a chip and a putt away from forcing a playoff against the No. 447 player in the world, who had gone more than 10 years since his last victory.

The chip was fine. The putt looked good. It just stayed out enough to the left to ride the edge of the cup instead of gravity taking over.

Mickelson was left with the 36th runner-up finish of his career around the world.

“I’m certainly disappointed that I wasn’t able to put it together,” he said. “But it makes me a little bit more determined to get this back to where I want it. Obviously, I’m not quite there yet.

Today I played a little bit tighter than I wanted to. I made a few more mistakes in the short game around the greens. I didn’t salvage pars the way I wanted to.

And it just tells me I still need a little bit of work. But I’m also very close.”

In that respect, it was a big step in the right direction.

Mickelson is sitting out Riviera this week because of his kids’ spring break. He will be back for the opening two events of the Florida swing, when the road to the Masters truly begins.

Mickelson is all about winning, though in his 25th year on the PGA Tour and already a member of the World Golf Hall of Fame, it’s all about the majors.

If history is any indication, these chances might not come along as frequently as they once did.

Not only has Mickelson gone 31 months since his last victory, he hasn’t really come close to winning very

much. He was runner-up in the Masters last year by four shots to Jordan Spieth, and he tied for third in the St. Jude Classic, five shots behind Fabian Gomez.

The year before that, his best chance was the PGA Championship at Valhalla, where he was tied for the lead on the back nine until Rory McIlroy pulled ahead and Mickelson’s last chance was to chip in for eagle (he almost did).

Mickelson also finished one shot behind in Abu Dhabi at the start of 2014.

He was driving the ball great during the Pebble Beach Pro-Am except for the opening round at Spyglass Hill, where he made an adjustment to his driver to increase spin and it backfired. No harm there. He still shot 68 and changed back. His short game was weak Sunday by his standards, particularly out of the bunker on the par-5 second (that cost him an easy chance at birdie) and the fourth and 14th holes (that cost him easy pars).

Mickelson was gracious as ever in defeat, and he left Pebble with as much optimism as disappointment. In four West Coast starts, he finished second and tied for third.

But this was the first time he stood on the 18th hole with a chance to win in 18 months.

The measure of Mickelson will be how long he has to wait for the next one.q

Thiem wins Argentina Open to take 4th career singles title BUENOS AIRES, Argentina (AP) — Dominic Thiem defeated Nicolas Almagro of Spain 7-6 (2), 3-6, 7-6 (4) to win the Argentina Open on Sunday and claim his fourth ATP singles title.

The 22-year-old Austrian reached the final after beating former No. 1 Rafael Nadal in the semifinals. Nadal won this event a year ago and was once nearly unbeatable on clay.

Shiffrin wins WC slalom in first race after 2 months out

DANIELLA MATAR Associated Press CRANS-MONTANA, Switzerland (AP) — Mikaela Shiffrin is definitely back.

Two perfect runs saw the American win a women’s World Cup slalom by almost a half-second on Monday in her first race after two months out with injury.

Crossing the line smiling after her second run, Shiffrin turned to look at the timings board then put her head in her hands at the realization she had won.

“I came in blind a little bit,” she said. “I knew my training skiing was some of the best I was doing but I just wasn’t sure. It was kind of close your eyes and go, see what happens at the end of the run.

“I didn’t know what to expect from the rest of the girls. I was just watching on television and wasn’t sure of the pace. I could see it but it’s different from being there.”

It was Shiffrin’s first race since tearing a ligament in her right knee in December. The Olympic and world slalom champion started skiing again only two weeks ago. Shiffrin won two slaloms in Aspen, Colorado, and both by big margins, before the training mishap in Sweden. She has won her last six slaloms stretching back to last season.

This was Shiffrin’s 18th win on the circuit, moving her level with Tamara McKinney for

Leading after the first run, Shiffrin finished 0.45 seconds faster than Nastasia Noens of France and 0.50 ahead of Marie-Michele Gagnon of Canada as several of her rivals struggled in

difficult conditions.

Three of the top 10 after the first run did not finish: Michelle Gisin, Petra Vlhova and Erin Mielzynski. Lila Lapanja of the United States also skied out.

“That was a tough race, tough for all the girls,” Shiffrin said. “Some of the girls

had really bad visibility. I had OK visibility, I was struggling to see but at least I could see a bit. I’m relieved with the luck of having better visibility.

“I was at the top, looking at the start and I was thinking, ‘Oh it doesn’t look too bad.’ Then I closed my eyes for about a minute, visualizing the course, and then when I opened them again I was like, ‘Hey, where did the slope go?’”

World Cup slalom leader Frida Hansdotter finished sixth, 5.89 behind Shiffrin.

The Swede has 545 points, 99 more than second-best Veronika Velez-Zuzulova of

Slovakia, who was 10th.

Shiffrin, who has won the past three titles, is 245 points behind Hansdotter. There are only two slalom races left along with a parallel event this month in Stockholm that counts in the slalom standings.

“The slalom globe’s out.

I’m going to focus on GS a little bit now, try to see how quickly I can get back, see how many points I can get overall,” Shiffrin said.

Shiffrin is targeting the super G and super combined in Soldeu at the end of the month, but added, “That depends how training goes.”q

At All-Star weekend, it’s all about specially designed shoes JON KRAWCZYNSKI AP Basketball Writer TORONTO (AP) — All-Star weekend is one of the biggest of the NBA season for stars like LeBron James, Steph Curry, James Harden and Dwyane Wade.

It’s even bigger for Nike, Under Armour, Adidas and Li-Ning.

With all the big stars in Toronto and millions of fans watching around the world, the big shoe companies have turned the basketball court into a fashion runway and unveiling specially designed sneakers during the game on Sunday.

When it comes to the events of All-Star weekend, the shoe launches are right up there on the anticipation meter with the 3-point shootout and the slam dunk contest.

Wade has his designers from Chinese-based Li-Ning come up with something multicolored — almost rainbow-esque — with a shiny look. His fans can get them, but they’ll have to work for it since only 100 pairs of Wade’s All-Star shoe will be released.

“When people get it they’ll know this is a special All-

The 100 pairs that he’ll release will be numbered.

What Wade is wearing Sunday night won’t be — his are a tad different.

The West has won five of the last six even without longtime mainstay Bryant, who hadn’t played since

2013 because of injuries.

But players like Westbrook, Durant and Curry are more than ready to shoulder the load.

At 37, Bryant has trouble keeping up with the youngsters — especially the real young ones. Chris Paul’s son stole the ball from him as Bryant warmed up for the second half.

But he was the star without playing a starring a role. He had said he didn’t want players forcing him the ball in an effort to make him the MVP — he’s already got four of them in this game — but he was never far from the center of attention.

The West led 92-90 at the break, both teams surpassing the previous record of 89 points in a half.

The game goes back to the U.S. next year, and for the first time since 1997 won’t have Bryant. He made his All-Star debut in New York in 1998, a game also remembered for Michael Jordan’s last with the Chicago Bulls.

Jordan, now chairman of the Hornets, was on hand Sunday for a ceremonial passing of the All-Star torch from Toronto to Charlotte, the 2017 host.

Paul finished with 14 points and 16 assists and is the leader in All-Star assists per game.

Many more years have passed since, but the only space tourists have been a few wealthy people who paid millions of dollars for trips aboard Russian rockets to the International Space Station. Things to know about space tourism: X PRIZE In 1995, the St. Louis-based X Prize Foundation conceived the idea of a $10 million reward for development of a privately financed, reusable spaceship capable of carrying three people to an altitude of 62 miles twice within two weeks.

The X Prize announcement the following year was timed to an anniversary of Charles Lindbergh’s nonstop flight from New York to Paris aboard the Spirit of St. Louis in 1927, which won the aviator the $25,000 Orteig Prize that was offered in 1919 for the trans-Atlantic flight.

At the time the X Prize was announced, maverick aerospace designer Burt Rutan, creator of the Voyager aircraft that circled the globe in 1986, speculated that the $10 million prize could be won in three years. In fact it took more than eight. ___ SPACESHIPONE The Kittyhawk moment for private manned spaceflight occurred on June 21, 2004, when SpaceShipOne — designed by Rutan and funded by Microsoft co-founder Paul Allen — soared more than 62 miles above the California desert and then glided to a landing at Mojave Airport as crowds cheered.

“I’m excited they have a spaceship built and things are looking forward and it’s full speed ahead for them,” she said.

Anderson acknowledged there’s no question that Virgin Galactic is the linchpin for the state’s space tourism aspirations. With flights expected to start sometime in 2017, the spaceport expects to see as many as 100,000 visitors by 2020.q

NYPD has used cell tracking technology 1,000 times since ‘08 COLLEEN LONG Associated Press NEW YORK (AP) — According to data released by the New York Civil Liberties Union, the New York Police Department has used secretive cellphone tracking technology more than 1,000 times since 2008.

A cell-site simulator can sweep up basic cellphone data by tricking phones in the area to believe that it’s a cell tower, allowing it to identify unique subscriber numbers. The data are then transmitted to police, helping them determine the location of a phone without

the user making a call or sending a text message.

Federal guidelines adopted in September require a warrant be routinely obtained to use the technology. The rules don’t apply to local law enforcement.

The NYPD says it had no written policy for its use. q

World stocks rally after Japan’s Nikkei jumps 7.2 percent KELVIN CHAN AP Business Writer HONG KONG (AP) — World stocks rallied on Monday, led by a jump in Japan’s main index, amid hopes for more stimulus from central banks in Europe and Japan.

Will Wall Street closed for Presidents’ Day, Japan’s benchmark Nikkei 225 soared 7.2 percent to close at 16,022.58, rebounding from last week’s slump to post its second biggest one-day gain in three years.

That led to big gains in Europe, where Britain’s FTSE 100 closed 2 percent higher at 5,824.28 and Germany’s DAX gained 2.7 percent to 9,206.84. France’s CAC 40 rose 3 percent to close at 4,115.25.

Stocks began rallying after government data showed Japan’s economy shrank 1.4 percent on an annualized basis last quarter because of weak consumer demand and slower exports. The euro was down 1 percent at $1.1138 after ECB chief Mario Draghi said Monday there were “a variety of instruments” the ECB could employ if it decided more stimulus is needed. It could pump more money into the economy or cuts rates further, something that would weigh on the value of the euro.

U.S. futures, meanwhile, rose. Dow futures up 1.2 percent and those for the S&P 500 up 1.3 percent.

Elsewhere, South Korea’s Kospi climbed 1.5 percent to 1,862.20 and Hong Kong’s Hang Seng was up 3.3 percent to 18,918.14. Australia’s S&P/ ASX 200 rose 1.6 percent to 4,843.50. Taiwan’s benchmark was flat while markets in Southeast Asia gained.

The Shanghai Composite Index in mainland China, though, lost 0.6 percent to finish at 2,746.20 after reopening following the Lunar New Year holiday.

Chinese shares were also weighed down by the latest monthly trade figures.

Exports fell 11 percent while imports slid by nearly a fifth, according to customs data, highlighting persistent weakness in the world’s second biggest economy.

Economists, however, were reserving final analysis until figures for February are out because the timing of the Lunar New Year holiday distorts China’s economic data at the beginning of the year.q

EU steel workers protesting cheap Chinese imports RAF CASERT Associated Press BRUSSELS (AP) — Steel company managers joined thousands of their employees from across the European Union to protest Monday against the import of cheap Chinese products and to warn the 28-nation bloc not to open the doors further to Beijing.

The European steel industry is accusing China of illegal export subsidies and selling products below production cost, all of which contributes to the crisis in the European steel sector.

With whistles and firecrackers, the workers ringed some of the EU institutions to push their demands to keep Chinese steel at bay.

The industry argued that if the EU recognizes China as a market economy, a status that would allow for even more imports, it would cost tens of thousands of jobs.

“Everybody understands that there is a high need to act,” said Geert Van Poelvoorde, president of the Eurofer industry group, which was behind the march.

The EU currently has 37 trade and legal actions going to make sure that steel imports are fair and provide for a level playing field, something which is especially critical in an age of overproduction and dumping into the European markets. If China is given the recognition of a market economy it would become even more difficult to take action against trade which is deemed unfair.

The European steel sector employs some 330,000 people but the industry official say hundreds of thousands of jobs are also at risk in the ceramics, glass, solar panels and other sectors.

The Aegis alliance of major European industries says that three quarters of all EU anti-dumping measures involve China and that the complaints about Beijing are only increasing.q

HSBC Holdings plc said it will keep its headquarters in London, ending a 10-month process in which one of the world’s largest financial companies considered moving to Hong Kong to get closer to its center of gravity in fast-growing Asian economies.

“I think we’ve ended up with the best of both worlds,” HSBC chairman Douglas Flint told the BBC on Monday. “A pivot to Asia, led from London.”

Flint said that HSBC was, at its heart, a bank focused on trade and investment flows. Sidestepping concerns about the recent volatility in Asian markets, Flint said it had been a privilege to choose between two of the world’s great financial centers and that the decision was not based on short-term market dynamics.

The bank launched the review last April in light of regulatory and tax changes implemented by the U.K. after the 2008 financial crisis. Particularly problematic was a 2010 tax on a bank’s global balance sheet, which penalized those with global operations such as HSBC and Standard Chartered. Fears that Britain would vote to leave the European Union also heightened concerns.

HSBC’s decision was a relief to the government, which feared losing a pillar of Britain’s financial world — and the signal it would send more broadly for the economy at a time of heated debate about whether or not to leave the EU. The thought of losing one of London’s financial icons had sent the government into panic.

“It’s a vote of confidence in the government’s economic plan, and a boost

to our goal of making the U.K. a great place to do more business with China and the rest of Asia,” the Treasury said in a statement after HSBC’s decision.

Campaigners who want the country to leave the EU argued the decision proved that big financial institutions would not be frightened off by a leave vote. But Flint told the BBC that the bank has the ability to move people from London to Paris if necessary for the bank’s wholesale operations.

Investec banking expert Ian Gordon, who thought a move was in the bank’s interest, suggested it was dangerous to trust political promises that won’t be enacted until after the next election. Concerns about slowing economic growth in China and market volatility around the world may have persuaded HSBC to stay with the status quo, Gordon said. q

JANET McCONNAUGHEY Associated Press A tarantula named after singer Johnny Cash is among 14 new species identified by scientists who spent a decade collecting the hairy spiders and studying nearly 3,000 of them.

The tarantula is black and can be found near the California prison that is the setting of Cash’s “Folsom Prison Blues.”

Chris Hamilton and colleagues from Auburn University and Millsaps Col-

lege collected nearly 1,500 spiders from the 12 states where tarantulas live, and about 300 sent by the public.

They analyzed DNA from more than 1,000 of those spiders, and examined another 1,200 specimens lent by museums in New York and London.

They have collapsed the number of U.S. species from 55 to 29, including the 14 new ones.

The group used more DNA specimens and a much

broader range of DNA than any past studies, said Ingi Agnarsson, who evaluated the study as an editor for the journal ZooKeys, which recently published it.

“This is unequivocally the most important work on tarantulas ever done. It sets an incredibly high standard for taxonomy which few will be able to attain,” Robert Raven of Australia’s Queensland Museum wrote in an email after reading the paper.q

SANTIAGO, Chile (AP) — A new scientific study says an estimated 150,000 Adelie penguins have died in Cape Denison, Antarctica in the five years since a giant iceberg blocked their main access to food.

The research was recently published in the journal Antarctic Science.

It says a 60-mile (97-kilometer) iceberg crashed and got stuck in Commonwealth Bay, blocking access to their natural feeding

areas starting in December 2010. The huge piece of ice forced the birds to walk more than 37 miles (60 kilometers) in search of food, gradually reducing the population to just a few thousand.

The survey was conducted in 2013-14 by scientists at The Climate Change Research Center at the University of New South Wales in Australia and New Zealand’s West Coast Penguin Trust.q

‘Star Wars: Episode VIII’ starts filming, adds del Toro NEW YORK (AP) — “Star Wars: Episode VIII” has begun filming and has added Benicio del Toro and Laura Dern to its cast.

The Walt Disney Co. announced that “Episode VIII” started principal photography at London’s Pinewood Studios on Monday.

Written and directed by Rian Johnson, the “Star Wars” sequel will follow J.J. Abrams’ box-office smash “The Force Awakens.” It’s set for release in December 2017.

Joining returning cast

members are the Oscarwinning del Toro, the Oscar-nominated Dern and newcomer Kelly Marie Tran.

The production start announcement was accompanied by a brief video that showed shooting picking up right where “The Force Awakens” left off. (Stop here if you don’t want to read a reference to the ending of “The Force Awakens.”)

Author Pat Conroy has pancreatic cancer, promises hard fight

BEAUFORT, S.C. (AP) -- Author Pat Conroy says he has pancreatic cancer, but promises he will fight the disease hard and finish a novel he owes his fans.

The 70-year-old South Carolina novelist made the announcement Monday on his Facebook page.

Conroy didn’t give many details about his diagnosis or a prognosis. But he promised to “fight it hard” and told his fans “I owe you a novel and I intend to deliver it.”

Conroy has written a doz-

en books including “The Prince of Tides” and “The Great Santini.” On Facebook, Conroy says he has spent his entire life trying to figure out who he is and he doesn’t believe he has come close.

He quit drinking in his mid60s after being hospitalized with a failing liver and high blood pressure. He has struggled with diabetes and other ailments in recent years.

Pancreatic cancer is one of the deadliest cancers and can be difficult to treat.q

Cast of ‘Alone in Berlin’ sees parable for today’s Europe BERLIN (AP) — The drama “Alone in Berlin,” about a middle-aged German couple who risk their lives to oppose the Nazis, contains lessons for present-day Europe and its treatment of refugees, cast members said Monday.

Premiering at the Berlin Film Festival on Monday, the film is based on a 1947 book by German author Hans Fallada that became a surprise hit in the U.S. and Britain when it was first translated into English seven years ago.

“What the film is dealing with is unfortunately still very relevant and current because in all of Europe, especially in this country, there is a movement to the right,” said German actor Daniel Bruehl, who plays a Gestapo officer tasked with finding out who is leaving postcards with anti-Nazi messages around Berlin. “I think we all have to be very alert that we are not poisoned by all those people and their rising racist and fascist attitude.”

LYNN ELBER AP Television LOS ANGELES (AP) — Reality TV star Angela “Big Ang” Raiola says she veers between hope and depression as she fights stage-four brain and lung cancer.

Angela Raiola, part of the VH1 series “Mob Wives” and its spinoffs, said in a tearful interview airing Tuesday on “The Dr. Oz Show” that her family is her support and her reason to keep going.

“I look at my kids and my grandchildren and I know how much they need me,” Raiola told Dr. Mehmet Oz, host of the syndicated TV

series.

The mother of two and grandmother of six has undergone several surgeries since she was diagnosed last year with throat and lung cancer.

She said she was twice declared cancer-free, only to see it return and spread.

Radiation and chemotherapy have failed to check it, and her doctors are switching to what Oz called an advanced approach aimed at boosting her body’s immune system.

Raiola told Oz she can’t help feeling depressed at times.

“Sometimes I feel I’m gonna be fine, and sometimes I just don’t think I am,” said Raiola, who lives with her daughter, son-in-law and their three children on New York’s Staten Island.

Her hair, once long and

dark, is now pale and closeshaven, cut in anticipation of losing it to chemo.

Raiola is the niece of the late Salvatore “Sally Dogs” Lombardi, who was a reputed captain of the Genovese crime family.

After gaining celebrity on “Mob Wives,” Raiola got her own spinoff series, “Big Ang” and “Miami Monkey.”

A cigarette smoker for 40 years, she said she stopped immediately after her first cancer diagnosis last March. Her doctors told her the disease was “positively” caused by smoking, she said, and she called for people to quit the habit or resist picking it up.

Her sister and brother-inlaw are part of her support team, said Raiola, but her husband, Neil Murphy, is not part of her life.q

SANTO DOMINGO, Dominican Republic (AP) — Plans in the Dominican Republic to award a literary prize to Peruvian author Mario Vargas Llosa have angered some people, including a member of the president’s Cabinet.

Dominican and foreign academics selected Vargas Llosa to receive the Pedro Henriquez Urena Prize at

an April book fair. The prize has typically been presented by the country’s culture minister.

Minister of the Presidency Gustavo Montalvo said late Monday it would be inappropriate to honor Vargas Llosa because of statements the author made about a controversial Dominican court ruling on immigration

in 2013. Others echoed his criticism.

The Nobel Prize-winning author was a prominent critic of a ruling that disenfranchised thousands of people born in the Dominican Republic to non-citizens.

Some effects were later addressed by legislation.

Vargas Llosa could not immediately be reached for comment.q

‘The Revenant’ and DiCaprio are winners at BAFTA film awards JILL LAWLESS Associated Press LONDON (AP) — The U.K. film industry showered Valentine’s Day love on “The Revenant” Sunday, awarding the endurance epic five prizes, including best picture and best actor, at the British Academy Film Awards.

Leonardo DiCaprio cemented his Oscar-favorite status by taking the bestactor trophy for playing a bear-battling fur trapper in a brutally wild American West. Alejandro G. Inarritu was named best director for what he called a “human and tender story,” and “The Revenant” also won prizes for cinematography and sound.

DiCaprio, who has been nominated three times before at the British awards without winning, said in his acceptance speech that he was “absolutely humbled” to beat “The Martian” star Matt Damon, “Trumbo’’’s Bryan Cranston, Michael Fassbender for “Steve Jobs,” and Eddie Redmayne for “The Danish Girl.”

He cited the influence on his work of British actors including Tom Courtney, Peter O’Toole, Daniel Day Lewis and his “Revenant” co-star Tom Hardy, and sent thanks and greetings to his mother, whose birthday fell on Sunday.

The British awards, known as BAFTAs, are considered a portent of success at Hollywood’s Feb. 28 Academy Awards. “The Revenant” has earned DiCaprio his sixth Oscar nomination — and, many believe, his best shot at finally winning.

DiCaprio said it was out of his hands, but expressed pride in what he called “not just a film, but an epic journey we all went on.”

“We put our heart and soul into this movie ... It’s up to the world now and voters to decide,” he said at a post-ceremony news conference.

Famed Italian film composer Ennio Morricone, 87, received the music award for his score to Quentin Tarantino’s “The Hateful Eight.”

The movie awards season has been dominated by debate about why the film industry remains dominated by white men. All the acting nominees for the Oscars both this year and last have been white.

The BAFTAs are slightly more diverse, with two black actors nominated — Boyega and Idris Elba, a supportingactor contender for “Beasts of No Nation.” Pioneering black American actor Sidney Poitier — the first black best-actor Oscar winner, in 1963 — received a lifetime

achievement award, the BAFTA fellowship.

A group called Creatives of Colour Network organized a protest beside the red carpet against a lack of racial diversity in show business.

Demonstrators rallied under the hashtag #baftablackout, and distributed leaflets declaring the awards “male, pale and stale.”

The head of the British film academy said she supported the protesters’ aims.

“Our industry isn’t diverse enough, so the pool of people to draw award winners from isn’t diverse enough,” chief executive Amanda Berry told the Daily Telegraph newspaper.

Like Hollywood’s Academy of Motion Picture Arts and Sciences, the British film academy says it will work to make sure its 6,500 voting members become a more diverse group.

On the red carpet, Boyega said he was glad the issue was being aired.

“I just think a larger conversation is being had and I think that’s a very, very positive thing,” he said.q
