Child Care Resource and Referral Child Care Resource and Referral (CCR&R) provides services to families, child care providers, and Arizona communities. Our goals include: ■■ Responding to all requests for information in a timely manner ■■ Being consistently courteous and respectful to all callers ■■ Providing valuable resources ■■ Being a service people tell others about Annually, CCR&R surveys all child care providers listed with us allow others to reflect on the services we provide. The key findings of the CCR&R 2013 provider surveys were: ■■ 89% of providers reported they were able to speak with a CCR&R Specialist immediately ■■ 93% of providers reported CCR&R Specialists are courteous ■■ 93% of providers reported their questions were addressed completely ■■ 91% of providers reported that CCR&R is a valuable resource The following provider comments were received: “CCR&R is the best referral service I have ever been with. You are always available to me when I need help or to answer any questions I might have. Keep up the great job CCR&R.” “I am thankful for your program. You are doing a great job for the child care field. Keep up the good work.”

What’s New at UIU Did you know Upper Iowa University from Fayette, Iowa now has a center located right here in your own backyard? Well, not literally in your backyard, but you know what I mean. Founded in 1857, Upper Iowa University has been preparing teachers for more than 100 years and is cited as “one of the top three programs” of the 32-teacher preparation programs in the State of Iowa (Iowa Department of Education, 2012). As a university steeped in tradition and quality, UIU has chosen to spread that tradition and quality throughout Arizona and is now offering teacher education programs at the new Mesa Center. Currently, there are two Bachelor’s programs available: PrekindergartenGrade 3 and Elementary Education. With the target date being Fall 2014, UIU is looking to offer a Master’s of Education program, and currently offers a Master’s of Higher Education program online. The teacher education staff is reaching out to the early childhood and elementary education community to offer free professional development workshops. In October, they launched the series and will be offering monthly sessions through May 2014. The topics that will be covered for the remainder of the series are Personal Care Routines, Relationships, Activities, and Art Therapy. The Personal Care Routines session will address how to establish personal care routines for greeting and departing, meals and snacks, nap and rest, toileting and diapering, health practices and safety practices in the preschool classroom. Relationships will explore the use of various activities as learning opportunities to promote positive social interactions and to encourage the development of skills and new experiences with nurturing responses that promote self-motivation, trust, and mutual respect between adults and children. The Activities session will focus on endless opportunities, no matter the subject you are studying, to provide hands-on opportunities to keep children engaged

and enthusiastic (i.e., art, music/movement, blocks, sand/water, dramatic play, nature/science, math/ number, and use of TV, video, and/or computer). Through the Art Therapy session participants will discover that through creating art and reflecting on the art products and processes, people can increase self-awareness, enhance cognitive abilities, and enjoy the life-affirming pleasures of making art. A plan is in the works to continue the series throughout the end of 2014 with topics to be determined. The UIU Mesa Center staff welcomes various organizations to host their respective events at the new center. One such event that will be taking place on January 23 and 24, 2014 is the Early Learning Leaders Validator Training. This session provides an overview of the National Accreditation Commission for Early Care & Education Programs including a discussion of each accreditation standard, as well as validation methods and procedures. Attendees of this session will receive 15 training hours and are required to attend Overview of the National Accreditation Commission as part of Validator Training. Child Care Professional Training (CCPT) Program The Child Care Professional Training (CCPT) program provides comprehensive employment preparation for individuals with minimum or no experience in the child care and early education field. This training is funded by the Department of Economic Security (DES) and is offered at no cost to the participants. In Maricopa County, these sessions are offered in a traditional, face-to-face, classroom setting, either as a daytime two week session or twice a year as monthly evening and weekend session. (see schedule below). You will meet other like-minded adults seeking knowledge as an early childhood education professional, to gain an understanding of how of how children develop and grow. Equipped with this knowledge, you will become a part of the professional force working to increase the quality of child care in Arizona. Qualified CCPT instructors deliver the training modules using a combination of hands on, lecture and visual learning styles to engage students. You will be offered the choice of receiving either 60 hours of training or three (3) college credits in CFS 178-Survey of Early Childhood Education, through Rio Salado College. To assist students beginning their educational pursuit, this elective can be applied to the required courses leading to a CDA credential.

Also included in every CCPT session is a CPR & First Aid Certification class approved by the American Heart Association and the rolling of fingerprints for those students in need of a fingerprint card for employment. Get Covered: A One-Page Guide to the Health Insurance Marketplace Here’s a quick look at the most important things to know about the Health Insurance Marketplace. • The Marketplace helps uninsured people find health coverage. • When you fill out the Marketplace application we’ll tell you if you qualify for: – Private insurance plans. We’ll tell you whether you qualify for lower costs based on your household size and income. If you don’t qualify for lower costs, you can still use the Marketplace to buy insurance at the standard price. Plans cover essential health benefits, pre-existing conditions, and preventive care. – Medicaid and the Children’s Health Insurance Program (CHIP). These programs provide coverage to millions of families with limited income. If it looks like you qualify, we’ll share information with your state agency and they’ll contact you. Many but not all states are expanding Medicaid in 2014 to cover more people. • No matter what state you live in, you can use the Marketplace. Some states operate their own Marketplace. In some states, the Marketplace is run by the Federal government. • Most people must have health coverage in 2014 or pay a fee. If you don’t have coverage in 2014, you’ll have to pay a penalty of $95 per adult, $47.50 per child, or 1% of your income (whichever is higher). The fee increases every year. Some people may qualify for an exemption from this fee. • You’re considered covered if you have Medicare, Medicaid, CHIP, any job-based plan, any plan you bought yourself, COBRA, retiree coverage, TRICARE, VA health coverage, or some other kinds of health coverage. • If you’re eligible for job-based insurance, you can consider switching to a Marketplace plan. But you won’t qualify for lower costs based on your income unless the job-based insurance is unaffordable or doesn’t meet minimum requirements. You also may lose any contribution your employer makes to your premiums. • Marketplace open enrollment ends March 31, 2014. If you enroll by December 15, 2013, coverage can begin as soon as January 1, 2014. • Ready to apply and enroll, or have questions? – Visit HealthCare.gov – Call the Health Insurance Marketplace call center at 1-800-318-2596, 24 hours a day, 7 days a week. Niños en Mi Casa Program The process to become a Department of Economic Security (DES) Certified Family Child Care Provider can be a bewildering and intimidating experience. The Niños en Mi Casa Program exists solely to aid interested individuals in that process so you can start a family child care business in your own home. Just think of being self-employed, working from home, setting your own hours and rates, helping children learn skills they need to be successful and taking a step towards professionalism in the child care and early education field. The Niños Program presents monthly Orientations, which are offered in English, Spanish and various refugee languages, where you will hear an in-depth presentation of DES certification requirements. Niños Staff will discuss and instruct you in the use and completion of required DES forms. Application packets provided to you at the orientation include all required DES forms. Once you submit an application, you will be assigned a Niños Specialist to work with you. The Specialist will: ■■ Offer technical assistance in the form of one-onone home visits to help you safeguard your home ■■ Provide applicant support in the form of a small financial assistance grant for qualifying applicants for items required for certification, such as TB testing or immunizations, fire extinguishers, first aid kits, locking door knobs or child care liability insurance. ■■ Present you with eight (8) hours of Developmentally Appropriate Practice (DAP) trainings prior to your DES certification

Professional Career Pathway Project Early Childhood Scholarship Program

Are you a professional working in an early childhood program hoping to take classes but the tuition is not in your budget right now? Then the Professional Career Pathway Project (PCPP) can help if you: ■■ Work in a preschool, childcare center, family child care or family group home ■■ Are interested in taking early childhood education classes to earn a CDA, Certificate of Completion or begin work on an AAS Degree ■■ Agree to complete all classes with at least a C Many early childhood professionals throughout Arizona have been very successful in achieving their career goals by participating in the Professional Career Pathway Project at one of the seventeen community colleges that collaborate with the program. FindHelpPhx.org is an easy to use bilingual website with over 1,600 resources that will empower residents of Maricopa Country find free and low-cost healthcare and social services. Each service has been verified for accuracy. Simply enter FindHelpPhx.org into your web browser, and a screen with 20 categories of resources will appear. Click on the category you want. Once

you select the service from a list, a description pops up that includes the address, phone number, website, description, and directions. Are You Ready? The Health Insurance Marketplace is Here No doubt you’ve been starting to hear about the new Health Insurance Marketplace, a key part of the health care reform law. Enrollment for the Health Insurance Marketplace began October 1st, with coverage beginning January 1, 2014. The Marketplace is just one of many health insurance changes that will be occurring in 2014 as part of health reform. (See http://kff.org/health-reform/video/ youtoons-obamacare-video/ to learn more.) The Health Insurance Marketplace offers individuals, families and small businesses an easier and more affordable way to shop for health insurance. The Marketplace makes it less complicated to choose among private health insurance plans. With a single application, applicants can also see if they qualify for federal tax credits that can be used right away to lower health insurance premiums. They can also see if they qualify for other health coverage programs such as AHCCCS. (See http://www.youtube.com/ watch?v=dN7YFfLJ4SY for a short video explaining the Marketplace.) As many as 1.3 million Arizonans may eventually benefit from health coverage through the Marketplace. Given that nearly one- in-five Arizonans lack health insurance today, the Marketplace and the restoration and expansion of eligibility for AHCCCS offer the promise of increased access to health care for Arizonans.

The best place for the latest, most accurate information on the Marketplace is the updated website, HealthCare.gov. At the site, you can learn what the Marketplace is, who can apply for insurance, how to get insurance and more. If you own or operate a small business or nonprofit, there’s information for you, too. Beginning October 1st , HealthCare.gov will be where individuals, families and small businesses go to apply for coverage. Interested in getting the word out and helping the families you serve learn more? The website marketplace.cms.gov has downloadable drop-in articles, videos, fliers and posters for you to distribute. There is even information on how you can become trained and certified to provide enrollment assistance. In addition, the website www.coveraz.org provides information on local outreach and enrollment efforts. You can request local speakers to help your board, clients, or staff learn more about the Marketplace. You can also learn how to connect with local outreach efforts.
