Child Care Resource and Referral Child Care Resource and Referral (CCR&R) provides services that connect families, providers, community leaders, and policy makers. CCR&R accomplishes this by working with the early care and education system in Arizona. CCR&R tracks and documents the supply of child care, as well as maintains a comprehensive data set of regulated child care programs throughout our state. As an integral part of our services we track annual statistics for the number of child care programs and providers, the number of referrals we provide, and the types of requests that we receive. In 2013, CCR&R served a total of 14,794 families. 3,182 families were provided information though phone referrals and 11,612 families received information via online referrals. Referral requests for referrals by type of setting were: ■■ 7,099 requests for referrals for child care centers. ■■ 6,118 requests for referrals for family child care homes. Families often request child care referrals by specific age group. In 2013, CCR&R provided: ■■ 3,319 requests for referrals for infants and toddlers. ■■ 2,855 requests for referrals for preschool-age children. ■■ 1,983 requests for referrals for school-age children. 2013 referral requests for full or part time were: ■■ 3,260 requests for full-time care. ■■ 276 referrals for part-time care. Families may also have special requests. These requests included: ■■ 214 requests for special-needs care. ■■ 1,372 requests for non-traditional hours (24 hour, overnight, weekend and extended hours care).
Referral Specialists provide valuable resources and child care information to families. Each call is customized to meet the specific needs of each individual family. CCR&R Specialists provide each referral with a detailed printout of each provider identified in the search for child care including: ■■

Vacancy Checks: The CCR&R Specialists call individual providers to check the availability of the care needed. Referrals designed to meet family needs: Staff search based on criteria such as health care needs, non-traditional work hours, transportation needs, faith, bilingual, etc. to meet a family’s specific needs. Consumer Education: CCR&R Specialists provide information about child care options and answer questions families may have about child care in their community.
In 2013, family comments regarding CCR&R services included, “The representative that helped me was extremely nice and helpful. It was a great service and I should have used it ages ago. I recommend it to everyone I know” and “Excellent Service. Glad it is there as a valuable resource for the community” and “very friendly and helpful.” CCR&R is proud to partner with you, the child care provider, to meet child care needs in Arizona. Announcement of Reporting Changes for Mandated Reporters During the most recent Arizona legislative session, changes to the mandated reporting law, A.R.S. § 13-3620, went into effect. Previously, mandated reporters were required to submit follow-up written reports within 72 hours of calling in reports to the Child Abuse Hotline. These follow-up written reports are no longer required. Additionally, the Division of Children, Youth and Families is pleased to introduce a new, secure online reporting website, launched on January 6, 2014. Through the website, all mandated reporters will be able to electronically submit non-emergency reports of child abuse, neglect or abandonment to the Child Abuse Hotline. Non-emergency reports are those in which a child is not at immediate risk of abuse or neglect that could result in serious harm. Mandated reporters will be able to submit non-emergency reports 24 hours a day without wait times. As part of the online process, the person making the report (reporting source) will be required to provide contact information. A representative from the Child Abuse Hotline may contact the source for additional information, if necessary. All emergency situations in which a child faces an immediate risk of abuse or neglect that could result in serious harm must still be reported by calling 911 or 1-888-SOS-CHILD (1-888-767-2445); however, the previously required written follow-up is no longer required. If unsure whether the report is an emergency, call the Child Abuse Hotline to make a report. Any concerns for the safety of a child due to abuse, neglect or abandonment must be reported by: ■■ Calling 1-888-SOS-CHILD (1-888-767-2445) ■■ TDD: 602-530-1831 (1-800-530-1831) ■■ or Accessing the online reporting service at http://www.azdes.gov/dcyf/cps/mandated_reporters/ (effective January 6, 2014). We are confident that this process will make it more convenient to meet the mandatory reporting requirement and help ensure child safety. Child Care Market Rate Survey The Arizona Department of Economic Security (DES) Child Care Administration will be conducting a Child Care Market Rate Survey in the Spring of 2014. This is the 13th survey that has been conducted since 1989. During the survey, all identifiable Arizona child care providers are contacted by telephone. General questions are asked regarding rates charged for child care, ages of children cared for, number of children in care and the days and hours that care is available. The average survey call takes about ten minutes. Information provided by providers is only used to look at the whole picture. All individual information provided is kept confidential. The survey is required by federal regulations and is used by DES in analyzing and evaluating factors that impact the availability of child care. The information is also useful to policy makers and child care advocates as they seek to improve child care subsidies and the child care delivery system in Arizona. DES asks that all providers participate when contacted. The time given for this effort is appreciated and assists the state in providing better services to children and child care providers. If you have ever thought you would like to work as a child care and early education professional, then see what the Child Care Professional Training (CCPT) Program has to offer! Child Care Professional Training (CCPT) is a two-week (60 hour) course provided with funding from the Department of Economic Security, Child Care Administration (DES/CCA). This training prepares individuals with minimal or no work experience for employment in the child care and early education field.
Qualified CCPT instructors deliver the training modules in a traditional, face-to-face, classroom setting, using a combination of hands on, lecture and visual learning styles to engage students. At the end of the training, you will be offered the choice of receiving either 60 training hours or three (3) college credits through Rio Salado College, in CFS 178-“Survey of Early Childhood Education”. Also included in every CCPT session is a CPR & First Aid Certification class approved by the American Heart Association and the rolling of fingerprints for those students in need of a fingerprint card for employment. Seating is limited to 20 participants and preregistration is required. Professional Career Pathway Project Do you spend your days working with young children, wishing you could improve the quality of care you provide and increase your knowledge? Would you like to earn a Child Development Associate (CDA) Credential or a Certificate of Completion in Early Childhood Education but the classes are too expensive? The Professional Career Pathway Project (PCPP) is a scholarship grant funded by DES and First Things First. If you are currently working in the field of Early Childhood (home & center child care, preschool, Head Start, etc.) PCPP will pay tuition for up to 12 credits a year and a stipend for your books. Niños en Mi Casa Program The process to become a Department of Economic Security (DES) Certified Family Child Care Provider can be a bewildering experience. The Niños en Mi Casa Program exists solely to aid interested individuals in that process to start a family child care business in your own home. Just think of being self-employed, working from home, setting your own hours and rates, helping children learn skills they need to be successful and taking a step towards professionalism in the child care and early education field. The Niños Program presents monthly orientations, which are offered in English, Spanish and various refugee languages, where you will hear an in-depth presentation of DES certification requirements. Niños Staff will discuss and instruct you in the use and completion of required DES forms. Application packets are provided to you at the orientation and include all required DES forms. Once you submit an application, you will be assigned a Niños Specialist to work with you. The Specialist will: ■■ Offer technical assistance in the form of one-on-one home visits to help you safeguard your home ■■ Provide applicant support in the form of a small financial assistance grant for qualifying applicants for items required for certification, such as TB testing or immunizations, fire extinguishers, first aid kits, locking door knobs or child care liability insurance. ■■ Present you with eight (8) hours of Developmentally Appropriate Practice (DAP) trainings prior to your DES certification

Keynote Speaker, Dr. Marilyn Benoit, is Past President of the American Academy of Child & Adolescent Psychiatry (2001-2003). She has been on the faculties of Howard University and George Washington University medical schools, and is a Clinical Associate Professor of Psychiatry at Georgetown University Medical Center. She was Director of Outpatient Child and Adolescent Psychiatry at Children’s National Medical Center in Washington, D.C., where she also served as Vice Chairman and Interim Chairman. Dr. Benoit’s Keynote presentation will discuss Brain Development and Environmental Impacts on the Brain.

Mackrain is the lead developer of a national infant and toddler program assessment tool. Safe Sleep for Babies 81 babies died in 2012 in Arizona due to unsafe sleeping environments, according to the Arizona Department of Health Services. Sleep is important for a child’s well-being, and young children sleep anywhere from 12 – 18 hours every day. It is vital to make sure their sleeping environments are safe, and the Arizona Department of Health Services (ADHS) outlines several ways to ensure your child’s sleep safety. ADHS states that the safest place for a baby to sleep is in the same room with their parent or caregiver. However, it is important that they sleep on a separate surface, like a crib, bassinet, or playpen, and never in the same bed as adults or other children. It is also recommended that adults place babies on their backs when sleeping. Babies should only be placed on their tummies when they are awake and can be supervised by their parent or caregiver. Overheating is also an important aspect of safe sleep to consider in avoiding suffocation, according to ADHS. When sleeping, babies should always wear lightweight clothing, and the temperature in the room must be kept at something that feels comfortable for an adult.
