PRESIDENT'S STATEMENT

I am honored to present the FY2023 Annual Report for the Association of State Dam Safety Officials, covering activities from July 1, 2022, to June 30, 2023. This report represents the first fiscal year in the new Strategic Plan cycle, extending through 2027.

The 2022-2027 Strategic Plan lays out five goals for the association over the next five years:

• Improve state dam safety programs.

• Develop a cohesive and collaborative dam and levee safety community committed to the ASDSO mission.

• Advance and expand the technical expertise of dam owners and dam and levee safety practitioners.

• Increase public awareness of the role of dams in society, the risks they present, and the importance of both dam safety and preparedness for dam failures.

• Increase the interest and awareness by federal and state lawmakers and administrators so that laws, policies, funding, and programs that serve to improve the safety of dams and levees and reduce the risk to the public are carried out.

These are big, yet achievable, goals. As you read through this report, I hope you will see, as I have, all the ways the association has worked to meet these goals head-on. A few highlights include:

• Launch of the Dam Safety Toolbox.

• Development and release of the Cost of Rehabilitating Dams in the U.S. report.

• Support for the establishment of a Dam Safety Program in Alabama.

• Successful training and conference programs throughout the year.

• Continued advocacy for federal funding of state programs and dam rehabilitation projects.

As president this year, I have gained an overarching appreciation for all the work that goes into keeping an organization like ASDSO moving forward, both by our professional staff and the many volunteers serving on committees and task groups. All have done incredible work to further dam safety throughout the U.S. Thank you to all who support the association with your time and finances.

If you are not actively involved with a committee, I challenge you to find one that interests you and reach out to its chairperson. An association such as ours is only strong when it is supported by its members.

I look forward to continuing to work with you as we strive to meet the association’s vision of “A future where all dams are safe.”

I'm happy to present this annual report for fiscal year 2023. It is submitted to you with sincere gratitude to all our members, especially those who serve on the Board of Directors, on our committees, task groups, interest groups, and as subject matter experts.

Highlights of the year include the completion of several more dam owner education videos, which will be added to our Dam Owner Academy YouTube channel. We have now created 12 videos in all and will continue next year. On our wish list for some time and now on its way to being a reality is the Dam Safety Toolbox. This new website serves as a repository for current guidelines and recommendations related to dam safety. Website content will be written collaboratively by volunteers and approved for inclusion by trained reviewers. This is one of the most ambitious projects we have undertaken, and I'm so proud that we are now seeing it get off the ground. We're also glad to welcome Cody Holt, our new government affairs manager. Moving away from an

almost completely volunteer legislative and government advocacy team, this is a step toward a more ambitious goal to improve dam safety policy at the federal and state levels.

FY23 launched our new 5-year Strategic Plan. Looking back on the year, we're off to a great start.

From a financial standpoint, we improved our financial position due to a successful annual conference in Baltimore – one of the largest in our history – training income, growing membership, and the generosity of our donors. This enabled us to look at our wish list of projects and add project funding into the FY23 and FY24 action planning cycles.

ASDSO ROLLS OUT NEW STRATEGIC PLAN

ASDSO rolled out its new 2022-2027 Strategic Plan this past year. The plan describes clear goals, objectives, and actions for the association and external challenges facing the dam safety community that influenced priorities. The plan will serve as the association's guide for five more years of progress and advancement in dam safety.

Improve public awareness of the risks associated with dams.

Increase federal funding, support, and leadership to advance dam safety and create effective federal programs by educating and lobbying key lawmakers and policymakers.

Maintain and update the program of study as a collective resource for dam and levee safety education in the U.S.

Engage the media to create a proactive and effective partnership to communicate relevant facts about dams and levees and dam and levee risk management policies.

Increase the successful implementation of the National Dam Safety Program including the High-Hazard Dam Rehabilitation Grant Program, the successful distribution/use of the Infrastructure Investment and Jobs Act (IIJA) funds and the successful implementation of other federal loan/ grant programs that can be used for non-federal dam rehabilitation.

Develop and disseminate best practices to move states toward more comprehensive risk assessment and management.

Provide more detailed clarification on consistent definitions/way of conducting condition assessments to seek eventual consistency among states and with relevant federal programs.

Perform annual benchmarking of state dam safety programs by supporting the annual national state dam safety program performance data call, which collects available data about the performance of state regulatory programs including number of inspections, EAPs, dam repairs, enforcement actions, staffing and budgets, etc.

Use state dam safety performance data to help “tell the story” of the dam safety outlook.

Promote dam and levee safety engineering as a career choice to students.

Serve as the primary collective resource (one-stop shop) for dam and levee safety information.

Create and implement a program to increase the awareness of the dangers of recreating around dams.

Assist with completion of the national ASCE Report Card on Dams.

Ensure the continuity (growth and development) of the organizational leadership (active participants, not always the same people, succession of staff within states).

Serve as the primary collective resource (one-stop shop) for dam and levee safety information.

Educate and lobby state lawmakers and policymakers about the importance of supporting and strengthening state dam safety programs.

Complete research projects to identify/ rank state program gaps and weaknesses.

Provide peer reviews for state programs annually and upon request.

Improve the Model State Dam Safety Program and provide forums for discussion, training and delivery of best practices to mirror each chapter/ appendix of the Model State Dam Safety Program.

Recognize individuals and organizations contributing to the advancement of ASDSO or improving dam safety in the U.S.

Manage an effective education program for dam and levee owners/ operators to educate them in reducing the risk associated with their dams/levees.

Manage an effective peer review program for dam owners and nonstate regulators.

Assist with completion of state-specific ASCE Chapter Report Cards on Dams.

Increase cooperation and maintain a leadership role on the U.S. Levee Safety Coalition to advance levee safety at state and national levels.

Promote the importance of strong state dam programs and coordinate inter-governmental coordination by maintaining lines of communication with the administrators of national/federal programs that affect dam risk and flood risk management.

How ASDSO Supports its Members

ASDSO works side-by-side with its members to build a unified community of dam and levee safety experts, recognized as leaders in their fields, through the creation of industry standards and best practices. This joint effort provides members with educational opportunities to help build upon their knowledge of core foundational topic areas, as well as the latest technology and practical trends impacting the profession; along with educating the general public on issues of concern for dam and levee safety. The community also provides a catalyst for advocacy of legislative policy matters that impact the dam and levee safety community strengthening the vision and mission. Furthermore, support for future growth in the profession through outreach to students in grades K-12, as well as at collegiate institutions, showcases the benefits of a career in dam and levee safety.

Appreciation Week

In May 2023, ASDSO hosted Membership Appreciation Week. We recognized National Dam Safety Awareness Day and celebrated our 3,000 members with special offers, prizes, and important information to assist in making the most of an ASDSO membership. On National Dam Safety Awareness Day, we provided a member-only webinar, Learning from Mentors – Stories and Lessons Learned from Those Who Shaped Our Lives and Careers. The webinar explored what defines a mentor, a brief look at the legacy of some key mentors that have made a longlasting impact on the dam engineering community of practice in the US, and personal stories of encounters with mentors that left a lasting influence on our lives and careers of our panel.

Connecting Young Professionals

The Young Professionals Interest Group (YPIG) brings together ASDSO members 35 years old and under to connect, learn, share ideas, and lead the organization toward success. The YPIG works directly with ASDSO leadership to recruit young professionals for open volunteer opportunities and convey project ideas to relevant committees and task groups. The YPIG is open to all members who meet the criteria and is a gateway to active, career-long ASDSO participation.

Legislative Advocacy

Alabama Enacts Legislation to Create a State Dam Safety Program

In June, Senate Bill 284 was signed into law establishing a Dam Safety Program in Alabama. It builds on the dam safety pilot study authorized by the legislature last session and represents a good next step in developing a comprehensive Dam Safety Program for the state. The legislation gives dam owners the option of participating in a statewide inspection program aimed at ensuring the safety and integrity of the state's dams.

Alabama has long been the only state without a comprehensive Dam Safety Program and is a positive step forward. ASDSO remains committed to advocating for a more robust Dam Safety Program in Alabama that brings the state in line with the rest of the country and opens it up to receiving State Assistance Grants through the National Dam Safety Program.

Welcome to Cody Holt, ASDSO's Government Affairs Manager

Cody Holt is a Washington, DC-based government affairs professional with expertise in lobbying for insurance and infrastructure issues. Originally from Birmingham, Alabama, he earned his undergraduate and graduate degrees in economics from the University of Alabama. Cody has gained valuable experience in government affairs, working for notable organizations such as The Surety & Fidelity Association of America and U.S. Term Limits.

Cody joined ASDSO's staff in January 2023 as a government affairs manager and lobbyist. Cody plays a key role in ASDSO's state and federal outreach and helps guide the Legislative Outreach Interest Group.

IN LOVING MEMORY OF

John Cima

John Cima passed away on May 7, 2023, at 70. John was in the geotechnical engineering profession for more than four decades, including 31 years with Dominion Energy and seven with Schnabel Engineering. He was a registered P.E. in the states of Virginia and West Virginia.

John was a long-time ASDSO member, joining in 1991. He served as an ASDSO peer reviewer for 16 years, contributing to ten peer reviews, and was chair from 2015-2022. He was also a member of ASDSO's Advisory Committee. John was a friend to many, a leader in the community, and will be dearly missed.

The Technical J ournal Editorial Committee

The Journal of Dam Safety remains one of ASDSO's most popular member benefits. The Technical Journal Editorial Committee produced four issues of the Journal of Dam Safety in FY23. 35 authors contributed to the journal through technical articles, features, and book reviews, and 13 committee members volunteered as article reviewers.

The special issue on dam failures and incidents, released in Summer 2022, was a popular issue this fiscal year. It recognized ten years of the "Decade Dam Failure Series" conference sessions curated by the Dam Failures and Incidents Committee (DFIC), and research from the series was featured throughout the issue.

Thank You to Co-Chairs Greg Richards and Seth Thompson!

Volunteers from the Dam Failures and Incidents Committee produced 7 new case studies and 5 new 'lessons learned' for DamFailures.org in FY23. With these new additions, the website now includes 57 case studies and 36 lessons learned. A total of 11 volunteers submitted at least one study, and 25 people volunteered as reviewers. Additional thanks go to the FEMA National Dam Safety Program for funding support.

Peer Review Manual Update Task Group

In 1990, ASDSO's Peer Review Program was piloted, and since then has completed peer reviews for state dam safety programs, federal dam safety agencies, and private companies. Over the past three years, a task group of the Peer Review Committee has updated and created reviewer manuals. These manuals are used by the pool of reviewers to conduct peer reviews. The update of the Regulatory Organization Manual and the creation of the Dam Owner Organization Manual was completed in coordination with the update of the Model State Dam Safety Program Manual. The manuals, which are now in use, are an instrumental asset in the work of the committee and panel of reviewers.

The task group was comprised of Bill Bingham, Dennis Dickey, and Tony Fernandes. Mark Baker assisted with the development of the new Dam Owner Organization Manual. All committee members have contributed tremendous time and effort to the cause.

Annual Awards Committee

Each year, the Annual Award Committee works to provide recognition of dam safety engineering excellence and innovation. The committee's work goes much further than what you see at the Annual Award Luncheon. Throughout 2022 and 2023, the Annual Awards Committee worked to review the current lineup awards, gauge membership interests, and implement updates. Updates this year included introducing the new Regional Dam Safety Awards, implementing a new nomination process, and launching quarterly volunteer and regional spotlights in each issue of the journal.

Media Outreach –Year in Review

ASDSO was directly represented in almost 40 unique news articles from July 2022 to June 2023. Many other articles were later syndicated to additional outlets, helping ASDSO reach an even wider audience. Many more ASDSO subject matter experts represented their own organizations in articles while coordinating with ASDSO on talking points.

The objective of a peer review is to provide guidance in evaluating a program’s mission, objectives, policies, procedures, and other factors. The Review Team evaluates the competence of the Dam Safety Program relevant to the generally accepted standards of practice for Dam Safety Engineering and Management. In 1990, ASDSO’s Peer Review Program was piloted, and since then has completed 47 states, 24 federal agencies, and 7 private sector reviews.

NATIONAL DAM

SAFETY PROGRAM (NDSP) RESEARCH SUMMIT

In February 2023, FEMA hosted the NDSP Research Summit in Washington D.C. The purpose of the summit was to identify and prioritize research projects that can be supported by Bipartisan Infrastructure Act funds. The summit was attended by representatives from federal and state agencies, academia, and industry partners. ASDSO was well represented with ASDSO President David Griffin, ASDSO staff members, and numerous committee members attending. The two-day summit culminated in the production of 36 draft project scopes which will be published in a post report summary.

CELEBRATING THE LAUNCH OF THE CORPS WATER INFRASTRUCTURE FINANCING PROGRAM (CWIFP)

On June 21, Michael Connor, Assistant Secretary of the Army for Civil Works, signed the CWIPF Notice of Funding Availability, allowing the Corps' New Federal Loan Program to receive applications upon publication in the Federal Register. President David Griffin gave remarks at the signing event expressing ASDSO's appreciation and support of the program. With the cost to rehabilitate the nation's non-federal dams reaching $157.5 billion, long-term, low-cost loans like those available through the CWIFP are a critical resource.

2022-2023 MEMORIAL UNDERGRADUATE SCHOLARSHIP

Roland Herbkersman University of South Carolina

Roland Herbkersman is a senior at the University of South Carolina studying civil and environmental engineering. Roland has a passion for the outdoors and the environment, and through the civil engineering program at UofSC, he found a passion for water resource engineering and the sciences that go into it.

He recently worked as an intern with the Department of Health and Environmental Control (DHEC) for the state of South Carolina. Roland notes that the internship allowed him to learn firsthand how much goes into dam design, construction, and regulation. He had numerous opportunities to go in the field, including being present for a 10-year risk assessment of a large dam by the US Army Corps of Engineers.

Career Development & Student Outreach Committee Structure

The former Committee on Education Outreach has been reorganized as the Career Development and Student Outreach Committee. The committee has broadened its scope to include both outreach to K-12 and collegiate students and early-career development opportunities. Additionally, the ASDSO Memorial Undergraduate Scholarship will now be overseen by the Career Development and Student Outreach Committee, along with the Student Paper Competition and the Dam Model Competition.

MODEL STATE DAM SAFETY PROGRAM MANUAL UPDATE TASK GROUP

Following a three-year collaborative effort between ASDSO and FEMA's National Dam Safety Program, an updated Model State Dam Safety Program Manual was released in 2022.

The 'Model Program' is a guide to the actions state dam safety programs should take to determine if dams are safe and the types of actions that may be needed if they are not. The manual encourages progressive safety standards and procedures that state agencies use to regulate dam site investigation, design, construction, operation and maintenance, risk, and hazard determinations, need for rehabilitation or removal, and emergency planning and preparedness. The Model Program outlines the key components of an effective state dam safety program. It does not mirror any state program, nor does it replace any state's existing laws or regulations. It is intended to guide the development of more effective and sustainable state programs that will mitigate major risks facing dams across the nation.

Thank you to the ASDSO task force members who led the development of the report: Keith Mills, James Demby, Tony Fernandes, Ben Green, Doug Johnson, Dusty Myers, Mark Ogden, Ken Smith, Hal Van Aller, and Bill McCormick.

We also want to thank the ASDSO members whose dues supported the creation of the model and other vital projects that advance national dam safety practices. ASDSO'S DAM SAFETY TOOLBOX IS NOW LIVE — GET INVOLVED IN THE FUTURE OF THE WEBSITE

ASDSO is excited to announce the Dam Safety Toolbox website launch at DamToolbox.org! The Dam Safety Toolbox is a single source for accessing current, state-of-the-practice guidance and resources. The website was developed as a much-needed tool for professionals to develop an understanding of dam safety basics and support knowledge and resource sharing across the dam safety community.

The Dam Safety Toolbox is designed to be maintained by a community of knowledgeable volunteers through open collaboration and a wiki-based editing system. The webpage was launched with key pages developed, but it is just the start! Like other wikis, new interconnected pages can be created, and existing pages can be expanded and edited. Users are encouraged to help build, improve, and maintain the site. Once changes are submitted, a team of volunteer moderators and subject matter experts review and approve the changes as appropriate to maintain the reliability and constancy you expect from an ASDSO product.

Ready to get started? Here are a few ways to get involved:

• Visit DamToolbox.org: Start exploring the pages already available on the website. The site is open to the public and intended to facilitate knowledge and tool sharing among professionals.

• Log in and Submit an Edit: ASDSO members can log in to suggest edits to existing pages or begin the development of a new page. The website has numerous tools to assist with getting started as a contributor, including formatting and style guides. Members can log in using their existing member portal information.

• Volunteer as a Moderator: Those interested in volunteering as a moderator can learn more by submitting some basic information under the 'volunteer' tab on Collaborate.

$157.5 BILLION NEEDED TO REHABILITATE THE NATION'S NON-FEDERAL DAMS — UPDATES TO THE COST OF REHABILITATING DAMS REPORT

In April 2023, ASDSO released its 2023 Cost of Rehabilitating Dams in the U.S. report. Based on the study detailed in the report, ASDSO estimates the cost to rehabilitate the nation's nonfederal dams at $157.5 billion, with $34.1 billion needed just for the most critical dams.

In 2022, the ASDSO Board of Directors established a task force to review and update the methodology and processes developed several years earlier by ASDSO to estimate the costs of rehabilitating non-federal dams in the United States. This study was a one-year project financed by ASDSO. The updated methodology and processes used readily available data to estimate the number of dams needing rehabilitation based on dam height, age, and Condition Assessment rating. Data from more than 500 dam rehabilitation projects nationwide, ranging from $10,000 to more than $500 million, was used in determining the total amount of funding needed for dam rehabilitation at a national level.

Estimated costs for dam rehabilitation have significantly increased since ASDSO's 2022 report, which estimated the costs at $75.7 billion for all non-federal dams and $24 billion for high hazard potential dams. Several factors contributed to this increase, including:

• a more refined methodology for calculating estimated costs, which considers the age of the dam (e.g., aging infrastructure) and its Condition Assessment rating (e.g., proxy for estimated rehabilitation costs);

• more refined categories for dam height to better estimate costs for taller and more complex dams; and

• updated project costs that account for increased engineering costs of expanded scope/breadth of current engineering studies and analyses, and escalated costs for construction materials and labor.

ASDSO developed this report to inform national and state policy decisions and provide the public and the media with a highlevel understanding of the national dam rehabilitation need in terms of estimated costs. With that purpose in mind, the findings and methodologies are not meant to estimate a specific dam rehabilitation cost.
